001I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. The mission of Foley Public Schools is to bring together students, parents, staff, and community to provide quality education with an emphasis on developing the full potential of each individual. I'll need an approval of the agenda. Motion to approve the agenda. >> [clears throat] >> Second. Are all members in favor? Aye. I'll need approval of routine business items which includes consent agenda, bill board our board bills, and the approval of the meeting minutes. Motion to approve. Is there a second? Second. Are all members in favor? Aye. >> [clears throat] >> Resolution for accepting gifts. This is an action item. Um gift from Wade Atkins given
002this This one, Tom Keating Foundation of $500 to support the senior um past wisdom retreat. Weight Park Babe Ruth, $220 for lodging expenses for the Foley mission team. St. James AME Church, $300 for the unified club activities. Country Sales um and Furniture, $100 for the class of yard signs. Senior class yard signs. Hansen and Katie, $100 for the senior class yard signs. And then the Foley weight room, there are so many amazing people in our community. I'm not going to go through the whole list, but we raised about $100 $18,391 for the weight room, so that will be um started in July. There's also we are met our goals and thank you Eric and Dave Dellstrom for working very hard on that. And all the community members for um donating. There's so many that gave
003to that project. So, I need a resolution for accepting these gifts. I'll make a motion to accept. Second. >> [snorts] >> All members in favor? I. I. >> [clears throat] >> Resolution discontinuing and reducing educational programs and positions, discussion action item. Any comments? Um yes, the the finance committee met and reviewing the um reviewing our funds that we have in place and we are expecting for next school year are expectations for revenue and our expectations for expenses. It was decided that the district should remove $467,000 out of next year's budget. And with that, uh four teaching positions. Uh that is not does not have to be four whole people. It could be reduction. It could be portions of different amounts. So, four 4.0 FTE in total. When will staff be notified and how is that?
004>> This is uh the preliminary uh meeting where the number of positions is discussed and approved, and then the May 4th meeting will be where the positions will be uh specifically discussed and uh voted. That's correct. That's the real approach that we're taking and it's made up. So, this is the normal procedure that we have followed then for the past uh the previous 2 years when undertaking uh the cuts we've undertaken already. This is just part three of the same series really, but this is the normal operating procedure for us. Does anybody have any questions, concerns? Is there a motion to approve? I have a motion. Okay. Roll call vote. Council? We need a motion first and [clears throat] then we need a roll call. I'll I'll make the motion. Okay. Thank you. Second? We
005have a second? Second. Second. Okay. All in favor of my one? That was approved? I. Wayne? >> I. Stephanie? I. Sharon? I. And I. Okay. Resolution non-renewing probationary teachers action. Um Foley High School, Matthew Parker. Foley Intermediate School, Elizabeth DeMars. Do you want something? Okay. We'll do a resolution for Matthew Parker. Can I get a motion? I'll make a motion. Okay. And a second? >> Second. Okay. Alyssa? Yes. Patrick? Wayne? Stephanie? >> Yes. Sharon? Yes. And yes. Elizabeth DeMars? Motion to approve. Second. Alyssa? Yes. Patrick? >> Yes. Wayne? Yes. Stephanie? >> Yes. Sharon? Yes. And yes. Can we go back and name the first motion? Stephanie and Patrick. Stephanie and Elizabeth. Patrick and Patrick. Patrick. Stephanie and Patrick and a second. Patrick. Patrick. Okay. And the next one was Oh, that was Patrick and Stephanie.
006Wayne and Stephanie. Patrick. Stephanie. Okay. Patrick. Resolution for non-renewing Tier 1 teacher, Richard Rasmussen. Foley High School, this is an action item. I'll make a a motion to approve that. Motion to approve. Patrick. Second. Second. >> [cough] >> Okay. It's 2026-2027 Falcon Kids Care presented by Alyssa. Good morning, dear members of the school board. Um today I'm in front of you with a proposal to increase our rates at Falcon Kids Care is our school age care program. It is with ages 5 through 12. We started the program in 2020. We started 2020 um that was during the the COVID shutdown and then that summer was kind of a natural fit for us to take over the program after having to run the town care during this 2020 shutdown. Um and previously we had a private
007business using our facilities to provide that service. So it was just a natural fit to take it over at that time. Why we increase our rates? Um obviously just with everybody's budgets and living, the costs are always going up and we have not yet changed the price of what we charge families since we started in 2020. Um and so we're just trying to balance our budget with our revenue coming in with our expenses while maintaining good staff student ratios. The proposed increase of rates for Falcon Kids Care is So the before school is our morning care which runs from 6:00 to 8:00 a.m. and currently we charge $8 and the proposal is $10 so a $2 increase there. After school we is 3:00 until 6:00. We currently charge $12 and we're proposing $15. Full day
008is related to our non-school days as well as summer care. Um we're currently at $35 and the proposal is $40. And then half days, which is you know, some families utilize that option during the summer or for early release days, which currently we're at $26 and then our proposal is $30. Um so with these proposed increases and based on the average amount of students we have attending currently, we're looking at almost $30,000 increase within revenues, which is going to help balance our budget without, you know, hurting families too much by increasing it too much as our staff is at. Um we'll look at that. Just making sure that we're always like, you know, looking at other districts. Um we reached out to other districts through their websites. And then my assistant in Soda there was
009actually a survey that just went out this year for districts we reached out to to see what other districts you currently charge families, what your hours are, how many staff those certain things. So we're right in the range where we're actually still a little bit under what other districts are that are similar size and kind of within our area there. And that's with the proposed rates. And then again, we Really in all of this is about just balancing the budget. Just we've always seen an increase of expenses go up, our revenues have been behind us a little bit just because of the number of students we've taken. But we also want to make make sure we have a quality program and not take too many students and not have enough staff. So we want to
010make sure we're balancing that as well. And so where we want to see that increase is just a little bit more on the tuition side or on the fee to attend the program. And so projecting next year, what we said is almost it's won't like $37,000 projected increase. I didn't have an expensive honor so we're not 100% sure on those, but it's going to be still I think >> [cough] >> around $10,000 profit for next year. So again, maintaining you're having a revenue, but then also you're not dumping babies on the other end too. Do you have any questions? I want to point out to you how that comparison chart is just wonderful. But Princeton, St. Michael, and Becker are all much larger districts than us. It implies that obviously we stable larger schools for
011basically they get a lot more money than us. So that's cool. And and we are in line with them which I think um is is actually kind of amazing that we're able to do that. Um you know, Milaca is probably the most similar of those up there to us in terms of everything and we're still below them. So I think these prices no one likes to see an increase, but I think we're seeing that considering what uh who who who we're most like, we're still below them. So thank you. And I can just a part of the school offer today, I was just going to add in that these prices would the new rates would start June 1st, which is the first day of our summer camp. And I know two places in our district
012next year as well. Looking at the need for daycare, this is actually a where I where I work we go through daycare costs all the time and this is actually pretty good amount lower than the tuition so. Does anybody else have any questions in regards to this? I do. If we increase this, does that mean we get to take $37,000 off the 467 or do we have to make the money first? We're BRF business real fund four. I I know it's it's own fun, but still it helped a lot that to do with the amount of money we put forth. Um as we have looked at the budget for next year, we only looked at fund one for that. So, that $467,000 is all currently in fund one. There is There has been situations in
013past where districts have had to take money from fund one to compensate for fund four because they were short on filters. Um but I don't believe we're in that situation today. Anybody else have any questions? Uh I just want to comment and thank you for putting this together. I appreciate the careful look at the districts in that area. And with that, I will make a motion. Second. Everybody in favor? Aye. Aye. Cute. Second is Austin or Winstead against. Job description updates. Okay. Anything else on that agenda? Um we did have a discussion over the There's There's really not much for the job description changes in the in in most of what you see the activities director. We did go through and uh reviewed with the committee that was an ad hoc committee that we had
014to talk about the behind and then also with just reviewed with uh current activities director, Eric English, as well as people that work around that position. And so we'll go over that in more detail Do we have any questions on those? Yes. Okay. So Can I get a motion to approve the job description updates? I motion to approve the job description updates. Okay. Can I get a second? I'll second. All members in favor? Aye. Aye. Um policies requiring review, discussion, second reading, and call for public comment on the following policies. Policy 410, family and medical leave policy. Policy 515, protection and privacy of pupil records. Policy 530, immunization records. Policy 615, testing accommodation, modification, and exemptions for IEPs, section 504 plans, and LEP students. Policy 625, responsible use of artificial intelligence. Policy 7 701, establishment
015and adoption for the school district budget. Policy 712, video recording in other than armed buses. Um the policy committee has not met since uh our initial review of these policies, so obviously our recommendation has not changed. And do any of you have any other comments or concerns on these policies? Policy discussion. Budget and enrollment reports. Uh good evening. I'm Ryan Fedders. I am the the business manager, uh and we have before us it's a little hard to see up there so I apologize for the numbers here but to me update as of the start of April the enrollment of the different schools. So we're going to be comparing where we are today versus where we were at the beginning of March. So uh for this month we have lost one student at the elementary school
016so we're down one at 522 students. That is a kindergarten we have an enrollment of 115. At first grade 128, second grade 104 and third grade 135 with 45 of 122. In the intermediate school we have remained unchanged overall. So we still have a total enrollment of 771 students. The breakdown among the grades are at fourth grade 129, 166 in grade five, 146 in grade six, 169 in grade seven and 161 in grade eight. So among those we have lost one in the seventh grade and gained one in the eighth grade to stay with that 771. And then for the high school we are down about four students overall at 559. And so we at the ninth grade level we're at 145 students. We've lost a couple in tenth grade at 127. We're still holding
017at 144 in eleventh grade. We're down the other two students in the twelfth grade at 143. When we take into account the losses due to PSEO and uh ALC overall we are at 1,802.46 uh compared to 100 Excuse me, 1,805.1. And you get the points due to partial enrollments at the classes uh participation. And so that is we're still uh holding We would We'd like to see that number go up, but we're still holding steady from last month uh right around 1,802. Any questions? Okay, the second part of my presentation is I'll be giving the budget update. Again, this is hard for me to see at this this point, uh but I'm going to go through the highlights and uh happy to answer questions afterwards. This is the March 31 budget update, so we have
018in the green column there the adopted budget. So, this is the budget that would have been adopted um for this year. That's where we started from, uh but with uh as you go through the year, we're able to get better estimates in revenue and in expenditures, and therefore we revise the budget. So, everything that I'm going to be talking about will be in relation to the numbers in the yellow, which is the revised budget. So, overall when you're looking at the general fund revenue, uh this is our operating fund by which we talk a little bit uh we tend to talk about fund one. So, our revenues year-to-date are 16.6 million received, and so that is in yellow box over here, uh approximately 62.5% of what we anticipate uh receiving this year. So, that's in
019comparison to about 15.2 million received last year at this time. So, there's the changes there have to do with timing, but we are seeing like just a a slight increase here in revenues overall. Um Uh as being the largest portion of that is state aid received and that's 14.4 we received from the state which represents about 65.1% uh in comparison to this time last year at 14.1 million. So, at the federal level, we've received year to date 169,000 approximately, uh which is 31% of what we expected and that's in comparison a little bit higher than the 154,000 we received last year. And then in property taxes, we received roughly 1.4 million, which is about 43.8% of what we anticipated. Uh local fees, we received 640 or 641,000 dollars so far this year, which represents about
02084.7% of what we anticipated. It's a little bit higher, excuse me, a little bit higher percentage, uh but less than what we uh received last year at this time, about 878. Again, especially local fees, that depends on timing. That's more of a timing issue for the collection of those. As we turn to still the general fund, but expenditures per object series, overall, we have spent to date 17.6 million, which is roughly 67.2% of what we anticipated. Excuse me. Um and the largest category there would be salaries and wages for the actual instruction, teaching, etc. Uh we could spend uh 9.4 million, uh which is roughly 61.6 in comparison to about Oops, 62% 62% last year. Uh employee benefits, we spent roughly 3.7 million year to date, which is approximately 65.4% of what we uh expect
021or what we budgeted. And then for purchase services, we're at 2.6 million, which is about 81.6% and that's in comparison to about 2.1 at this time last year. Supplies, we're at 1. 3 million, which is about 93.6%. So, we're getting towards the end of the year and that's expected to be closing that up. We're a little bit higher than what we were last year at this time, about 1.2 [clears throat] million. Equipment, we're at $560,000 this year, which is about 84.3% of what we budgeted. And then there's other expenditures of about $70,000, which is represents about 75.5% of what we expected. And so again, overall, we're at 67.2%. If you look at the second page, which we look at talked about the general fund, the operating fund that we use for operations. Looking over the
022the other funds, food service, >> [clears throat] >> we've received for revenue roughly 1.2 million year-to-date, which is about 60% of what we expecting. Community Ed, we received 731,000, which is about 69% of what we anticipated receiving. And then the other is debt service. We're at 1.4, 1.5 million, which is about 63% of what we expected to receive this year. Custodial, we're at 26,000. So, we received a little bit more there for that revenue than we anticipated. And then moving on to expenditures for food service, we've spent about 1.3 million compared to about 1 Excuse me, 1.27 million this year in comparison to 1.2 million last year, which represents about 62.4% what we expected. Community Ed right about 706,000. Debt service we're at 2.3 million. Custodial we spent 17,000 and overall we're pretty much in
023line with what we've expected for what we're anticipating receiving revenue, but also with our revised budget plan. So, we'll continue to monitor the finances as we progress through the remainder of this school year. Does anybody have any questions? For Ryan? A lot of numbers makes my throat start a little dry. Does anybody have any questions? Thank you, Ryan. Thank you. For our administrator reports and information Mr. Cooper, do you want to start with us today? Sure. Nothing other than my written report. Mr. Box? I'd just like to give you a highlight of the Polar Plunge that we had today at the high school. I'd like to thank Jen Pete Grass and Mike Cole for all the work they did, our unified club, our junior officers, a number of donors [clears throat] and the fire department
024for bringing all the water. They raised 11,317 dollars in last count for Special Olympics. Part of that goes back to the state Special Olympics and part of it will stay with our unified club for the activities they do. We just over just over 100 103 or something plungers today who took part in the plunge between students and staff. The breeze made it nice and cool, so it almost felt a little more warmer last 2 years ago when we did it was about 75 degrees, so that was not quite fair. So today felt cool out there. Did a nice job getting the orders for wonderful day. Thank you. Thanks you, Walter. Uh nothing additional. Thank you. Melissa? Uh just an update on our speech and our accomplishments at the state tournament. They all uh they finished
025in the beginning in 2nd. Their school division placed 2nd as well. And our middle school division got 7th. And then we have four individuals who are going to go to nationals. Um so good luck to them as they travel to them as well. And then we're just busy with summer planning and next school year planning. Okay. Um a couple things. One, um thank you to the Foley Athletic Booster Club. Uh we had our first annual gala event. Uh just want to thank anybody that attended, anybody that helped plan, and anybody that helped decorate. Um and anybody that donated to that event. Uh it was a huge success um for year number one, and we look forward to to seeing that grow. Um again, we mentioned at the beginning, thank you to Mr. Dahlstrom and to
026all of the individuals and organizations and businesses that donated to the weight room fundraiser project. Um probably roughly about 2 years ago around this time Mr. Dahlstrom and I presented on that being our our vision. Um and uh you know, to to fully fundraise out $180,000 is a is a big task, so thank you to to everyone. Um and I want to end with thanking uh Coach Cindy and Coach Fox and congratulating them. Um we have Nolan Murphy and Dominic Schmidt advance to the Class A State Speech Tournament, um which will be this Saturday, uh April 25th at Park Center High School. Um with the first of three rounds and hopefully four rounds starting at 10:15 a.m. So, congrats to those two individuals and to the coaches as well. Brenda, do you have any questions?
027I I but I think everybody's moving on to some other stuff. I was trying to figure out how to release 150 grand for a condensing boiler on the top. >> [laughter] [clears throat] >> Which you can tell when you walked in the building I had to shut the boilers down for the start of the construction project, so all the gaskets shrunk. And so the Victaulic fittings are all leaking. So And I asked, "How come it didn't happen in high school?" Well, they welded all the pipe in high school, but they didn't do it in this building. So that's why you see the buckets. No, just like a head gasket on your car, it's no different. Shrink and expand, but >> [cough] [clears throat] >> I brought in some parts, but I figured everybody wants to
028move on. Um I would like people to see my version of what I think maintenance does with kids who are in the newspaper. And it has to do with a little bit different twist than what I think most people think of about education with kids and how I feel about the maintenance part of it. Um I will, over the course of the summer, do videos of the construction project from start to finish. So example, the one that will come out will be above the pool bleachers. If anybody's been in there, there are air handling units that are going to get started ripped out here in about a week. Um so I'm showing the before and then we'll show the during and the after during the course of the summer, so that people kind of know
029what's going on with that project. So that's all we're going to do with that. Any questions? Well, our our our district administration has stolen much of my thunder off this, so I get to go last, but um you know, we've been working very hard on the budget over the last month and a half, and trying to figure out what we can do to find ways to not um make cuts. We will continue with those with those ideas looking for ways to change that over the next few weeks. Our air quality project I have is a is a piece along with the polar plunge, which was great to see Mr. Frost jumping in and did a fantastic job as well as many others. So, thank you very much for all your hard work in getting that
030done. Great. A great Just a great event and and a photo worthy cause. So, uh to Special Olympics so and so and so forth in our Unified teams. Uh Unified bowling. Uh Contract negotiations have progressed since even since I wrote this. Uh we do have some letter of intent of agreement with our custodians and child nutrition teams as well. Cuz as I wrote here as well as the teachers. And so, we are hopeful that that will continue to move forward and be approved by their unions. Um As we look at uh cuts this year, it's hard to provide more than cost of living or even getting two cost of living. And I appreciate all the hard work that everyone has done uh on the board and on us the unions to uh try to come
031to a consensus. So, um with that. Committee reports. DAC will be in May. The wellness committee? Have you guys met recently? Okay. Is there a position Uh time that it meets that makes sense for Okay. Maybe one of us one of us will and we can attend to Um that is turns. Yeah, I did. Okay. Building and grounds committee? Okay. Finance committee? In April? Policy and safety committee? Okay. The insurance committee, it sounds like that's in the process of being scheduled. MSBA has not met lately. The high school week has not met lately. The policy committee Okay. Tenure and contract negotiations, they've been meeting all the time, so I I do want to I do want to echo what our superintendent said it is about um negotiations. I I have not negotiated with these groups
032before, so I can't speak about anything in prior to this, but my impression uh at least this year has been a very collaborative environment um with everyone. I think there isn't a person there who probably is not aware of what our past 2 years and this year's financial picture is, and I think everyone there really is working hard on both sides to keep the lights on so the state and and make make things as good as everyone can. And just amazing brainstorming meeting and just trying every which way. I I I really appreciate that kind of it feels very like a team to me. So I appreciate that. Opportunity for the board members to comment? Melissa, do you have anything to speak? Um I just wanted to echo off of what Alyssa said with our
033with our archers. They did a fantastic job. The only thing I have to add is that our middle school team took third place for 3D. So they took second in bullseye third in 3D. So that's pretty cool. Um and then congratulations to the four that are going to nationals. It's pretty exciting. Patrick? Um I want to echo what Alyssa said about the speech team. Uh our coach is back there. I think you should RECOGNIZE HER. >> [applause] >> UM A WEEK AGO TONIGHT UH THE TEAM went to subsections. So before you get to sections obviously subsections. And for the first time in the history of Foley Public Schools came away with a second place finish at subsections. To to put that in perspective um all but two of the team members advanced to sections this
034year. And those two are first year um students who are second seventh grade. It was amazing. Um so our coaches uh Ms. Empey and Ms. Fox have done an amazing job with these kids. Um definitely everyone but two and everyone finished tenth place or better in their category. Um and then we had several go to finals actually at sections as well. Um and then two advanced to state, which is amazing. I I want I I always think about perspective though. When I was in high school, we would have like maybe two to go to sections. Maybe. And not consistently. So, this is an amazing um program that's been built and so I want to say congratulations uh not just our coaches but also to the participants. Wayne? No comment, Wayne. Jessica? Um well, first of
035all, I want to say I apologize for my coughing and stuff. Um second, I just want to say that I appreciate all the emails that we're getting from community and staff. But, I also want to remind you of the board roles and responsibilities as far as that goes. Um our trust is in the superintendent. Our trust is in the building principals. Our trust is in our administrators. So, that being said, we as a board are here to do very specific things. And if I know it might be hard to believe, but we all have lives outside of being a board member. We all have jobs, things like that. But, there's very specific roles that we do as a board. It's to govern. It's not to manage. It's not to um reach down into like a
036community member and have a conversation. It's more so redirecting you to the person that it applies to. And if that's not getting done, then it goes up from there. I'm not saying the board can't be involved, but it cannot start with the board. I can't tell you how many emails I have gotten recently where it needs to really go to who it has to do with instead of coming to the board. So, I'll get off my soapbox with that. Um and last, I want to congratulate Erin English on his Uh so, I'm so happy for you. It's such a loss for Holy, but it's such a gain for the Junctions. And I just wish you all the very best. And you will. You're still with us for a little bit. so keep it up. >>
037[laughter] >> Sure. Um I would like to thank Eric English for his work and good luck on his future endeavors. Um your recent work on the weight room renovation and your help with the gala are truly appreciated. >> [snorts] >> Uh the prism concert was again a unique way to see our students perform. You get to see that extra and can celebrate their talents not always seen. It's It's fun. We We held the first faith fact gala. We made enough to um see the waiting room renovation phase one is completed. Thanks to all. Um the first grade concert was to me more like a mini play. Just a great job. Um our music department makes us proud and makes us smile. Um A lot going on the next month or six weeks here. Um we're
038working with our negotiations and um a lot of concerts and prom and a lot of firsts that happen every year at the end and kind of put us in a crunch, but I want to thank all who made that happen and thank you all for who came tonight. I also would like to thank Eric English um for your time here. Um it's been great having you here. It's been great working with you on lots of different projects. Um and I wish you all the luck in your future. Um I'd like to thank the staff who signed up for summer um summer school and has helped with the summer school program. Um I don't think people understand enough without them. We won't have a summer school program, so I appreciate that. Um, another thing is I
039I live pretty close to the school within like I can hear the bell ring. And so when I'm driving around um, dropping my kids off at the school, I see lots of things that I want to thank Tiffany and her family um, for the weekends that they've been spending to get that early play child coding um, outside area ready. Um, they have been spending lots of weekends um, with their own equipment and doing the work and getting it done and it's super cool inside. I got to see it yesterday and it looks great, so I appreciate that. I also appreciate the staff for their input on ways to make cuts that maybe don't impact our students. That maybe things that they see that we don't see um, or that, you know, people that are that
040maybe the administration doesn't see that it's in the classrooms, but it could be cut. And I appreciate the people that took time to make an input on that. Um, meeting notes, um, meeting events and notices. Um, note that this does not include all schedules, but our next board meeting, we have a special board meeting on May 4th and a regular board meeting on May 18th. And I can take a motion to adjourn. Motion to adjourn. Second. All in favor? Aye. I have to be chair.
