Um, at this time for our business. Okay. At this time, the board will consider approval for the agenda. Are there any additions or corrections for the agenda? >> I'll make a motion to approve. >> All members in favor? I >> um we'll move to make a motion to approve the business items. Um that includes the retirements, resignations, contracts, adjustments, position changes, approval of u meeting minutes and board bills. >> All move to approve the consent agenda. A second. >> All members in favor. Next on the list is resolution for accepting gifts. Um we have a the Katie and Blake
003de Mars. Um they donated $125 worth of winter gear farms 300 L baking potatoes infinity homes four $25 gift cards. Um, may I have a motion to approve the resolution for accepting gifts? Motion to approve. >> Second. >> Members in favor. >> I. >> Next on our list is a resolution to censor school board member. This is a disc discussion action item. Um, we'll open the floor for board member discussion if any at this time. I will just say we had a session discusses and I first session. Anybody else have anything that they would like to discuss on this matter? I'll make a motion to um introduce the the following resolution to censor board member the school board member Patrick Laduski and move it to adoption that the school board hereby formally censors um board
004member Laduski for conducting inconsistent with school board policy 209 and school district policy 463 or 461.3 and the standards of conduct expected of a member of the school board. Two, that the sensor serves as an official expression of the board's disapproval and a public reprimand school board's actions which caused unnecessary concern in the community and correspondence disrupting diverted administrative time and attention from school district education mission. Three that the school board affirms its commitment to civil discour collegial and respectful communication within the community and government's focused on education safety and well-being of all students and staff or that the resolution shall be entered into official minutes of the school board and made part of the district's public record. Is there a second at this time? >> Second. We'll do a roll call vote for this.
005>> Yes. Yes. >> All members were in favor of the resolution to censor school board member Patrick Leandowski. um policies required. M >> Madam Chair, can I just take this opportunity before we move on to offer my apology um for my use of inappropriate language um I I I apologize on the forum, but I'd like to apologize now here. And I'd also like to express my personal sadness that anyone would misconrue misconrue um my fear and comments on the questioning the potential for an increase in violence or the cause of violence. Uh I not a violent person. I'm a pacifist by nature. Um and it it makes me really sad to think that anyone would misconstrue my my ponderings for call violence. So, like I do apologize. >> Thank you. Um, next is our um
006we'll move to um into the policy review. These are up for public discussion. Um we have policy number 202 um school board officers. Policy 203.5, school board meeting agenda. Policy 204, school board meeting minutes. Policy 306, administrator code of ethics. Policy 606, textbook and instructional materials. Policy 722, public data and data subject requests. Is there any board discussion related to these policies? >> Uh, and I'll say that the policy committee has not met since our last meeting of a few weeks ago. um but that we had gone through these policies and these are all um basically just statute updates to the language. So this is just the second discussion. So budget enrollment um Ryan Feders is here to speak in regards to budget and enrollment. Good evening. Ryan Futter, the business manager here at the
007district. What we have uh on the screen tonight is the enrollment tracking for the school year and we're reflecting an update here today for February uh which these numbers represent as of the start of the month. So we're comparing what we're looking at here really are the February numbers and comparing them to January to see what the trends are in the district's enrollment. So as you can see I hope you can see it's a little small up here so I'm going to read them off here. uh for kindergarten as as the start of February, we have 114 uh students enrolled in so one uh fewer than in uh January of 115. Uh for the first grade, we're at 128. So, we're up one uh on the month. And then we're even in second grade at
008145 students. And in third grade, we're also even uh at 135 students for a total of 522 uh in the uh the uh elementary school. As we move on to the intermediate school, we have 130 for fourth graders. So, we're down a student. 164 students. So, we're down two students there. Uh and then in the sixth grade we're at 147 students. So down one um there. And then we are holding steady at 172 students in seventh grade. In the eighth grade we're at at 158. So down one there. So a total of 771 students in comparison to 776 students at this time last month. And then finally at the high school, we are holding steady at 145 students. In the ninth grade, uh we're down a couple of students at 128. Uh the 10th grade
009in the 11th grade, we're holding steady at 144 students. And in the 12th grade, we are down uh as of the count in February here uh three students at 144. We're a total of 561 students in comparison to 566 at this time last month. So when we factor in those we have uh and then take it out the reductions due due to the uh post-secary educational opportunities. So the losses there of about 32.4 4 students and these are we have counts uh that are due to partial student counts which is why it's we have decimals here uh so down 32.4 4 uh there and then for the ALC we have reduction as well of 17.73. So right now we're looking at uh when we compared the budget sorry I guess I should use this we
010were at 1812 for the purposes of budgeting and now with the losses we are a little bit down here at 18 uh 03 so 1,8387 and that is the uh the update enrollments Does anybody have any questions in regards to enrollment? >> Okay, so moving on to the budget update. So this is for the period ending January 31st, 2026. So just as a reminder, um the general fund, most of the district's revenues come from state aid uh in the general fund as well as we have property taxes, federal programs, and local revenues. And each of these uh revenue sources, they're received on a different schedule. So the timing uh can affect will affect how they're received. And this is why the midyear percentages primarily reflect the timing rather than necessarily, you know, their final outcomes.
011So in terms of the overall position as of the end of January, uh the district's financial activity remains within the expected ranges. uh revenues and expenditures continue to track uh and are consistent with historical patterns. There we go. Uh and year-over-year those comparisons are the most useful understanding those timing differences we talked about with revenues coming in and when expenditures occur. So these are are important to know. And then uh as you review the revenue section uh I want to remind you all that if you see a negative balance in the revenue section. Oh that's okay. Uh if you see a negative balance that that's really really a positive overall. We can see more than we anticipated there. So uh it's really a good thing for an accounting basis. So, uh, through January 31st, the
012district has received, now I'm going to talk specifically about these numbers right here. Hard for me to see too, which is why I have my my computer up here, but u the districts received approximately 43.2% of the general fund revenues to about 39% at the same point last year. So, overall, revenue timing is ahead of last year. uh but it certainly remains within a normal range uh for this point in the fiscal year and we look at it by categories up here. So we have state, federal, property taxes and local um that are comprising our revenue categories. So by category we have state revenue which represents the largest part of the general fund. Uh that's at 44.8% 8% received compared to about 43% last year and again reflecting the normal state aid payment timing. Uh
013the federal revenue which should be the second one here uh was at 19% received compared to 18.3 last year and that's again consistent with the reimbursementbased timing. Property tax revenue is at 42.9% received uh which reflects the normal timing of tax settlements. Again, we talked about this last time. As we move forward, uh we there's a we will be making some corrections and we'll notice this for every year to show the distributions put out uh appropriately, which reflects and shows why it's an explanation as to why we had 42.9% and 0% last year. It's not that we didn't have property classes, it's just the way that it was it's uh it's reported. So, it was all reported properly. It's just a different way that we're representing a reporting for this budget update. Um and then
014for the local revenues, including fees, interest, and miscellaneous sources, we are at 21% received compared to last year's 50.7. Again, this category is highly uh timing dependent and uh again those differences reflect when receipts are realized rather than change in underlying uh revenue expectations or structural imbalances. So taken together, the general fund revenues through January are tracking appropriately for this point of the year with those differences really explained by timing. When we get to the expenditures here for the general fund, uh the total spent in the yellow here uh is 51.7% of the adopted budget compared to about 50.3% at this point last year. Overall, the spinning patterns remain very similar year-over-year uh by object series. So in here, uh, the salaries and wages were at 43.6% compared to 45.3% last year. Employee benefits are
015at 50% compared to 49.6% last year. So again, very close and consistent with the benefit cost timing. Purchase services are at 74% compared to 56.1% last year. And these reflect services that are build earlier uh in the fiscal year in comparison to last year. And then supplies are at 90.9% compared to 56.6% last year reflecting more of a front-loaded uh purchasing pattern. And as we progress through the fiscal year, we'll see these taper off um and uh we'll make um as we finish out the spending or those purchases of services. Equipment's at 89.2% 2% compared to 124% last year, indicating a more even purchasing pattern this year. This is very much in line with what we saw last month. And the other expenditures are at 48.8% uh in comparison to 59% last year. Again, reflecting
016those timing differences I talked about. So again, expenditures by program or excuse me, uh expenditures program series are generally consistent. I forgot there program series. So they're generally consistent, very consistent, pretty much right on top of each other from uh this year to last year with no uh material shifts between instructional support or administrative barriers. And then for the other funds, there we go. revenues and expenditures down here. As we look across, you know, food service revenues are 41.5%. So, right there, can't see it. Um, versus expenditures at 51.5% very closely tied uh to last year. Um and then community education revenues are at 57.9% with expenditures at 52.5%. Uh debt service revenues are at 85% uh received. Again, as I mentioned last time, this is reflecting the timing of tax collection, but also the
017shift of the LTFM long-term financial, excuse me, long-term uh long-term what? >> Thank you. Facilities management. I'm so used to saying fin. Yeah. uh aid from the general fund to debt service fund associated with the 2025 IQ bondishment. So these expenditures reflect the scheduled uh debt payments in the section. And then the construction fund uh reflects the interest earnings on bond proceeds for the IAU project. And uh as we are seeing here, >> right? Are they're going to be less because we have less that we're investing because we're using more of the proceeds revenues for the project. So the balance is less. So in summary, as of January 31st of 2026, the financial activity remains comparable to prior years uh within the expected ranges. Revenue and expenditure patterns are largely normal and uh no material
018variances have come about, but we will be tracking this and watching it and if anything arises, we will certainly point. >> Do you have any questions from board members at this time? Thanks Ryan for the update administration um administrator information and reports. >> Jo, you want to start us off? >> Sure. Um the kindness retreat that I mentioned in here. Um I happened to be in the intermediate school that day as a big retreat going on and a couple of teacher tracked me down and said, you know, your kids are doing a really nice job. So, just make sure you recognize them. So, I am um the one thing that's not on here is FFA week is coming up. We'll have an FFA alumni breakfast on the 22nd here at the school and that'll kick
019off the week a number of different activities with the FFA be involved with. They're going to host a bean bag tournament. They're going to do a charter bowling outing way. Just some stuff to recognize. Adam, >> nothing new outside of my written report. >> Peter, do you have anything? >> No, another >> I didn't bring anything tonight cuz the bleachers are too big to bring in here. >> Let's talk about the bleachers then. Let's bring in. Let's talk about them. >> Unfortunately, we busted a sprocket. So, the good news is they're out at least. Now, I'm trying to figure out I think another shaft. So there's four shafts on it. One day I brought a shaft in and showed you how it can be custom made and the leashes are so old they're not available.
020I think that I think that one because it's usually just like anything breaks they're all probably going. So I'm a little that happened at what 5:00. So more to come on that. >> Have you got any good news? Last Friday I had the opportunity for the first time uh as activity director to go down and attend the 1A clay state festival. Um so it was in my report but they have since competed. Uh it was a fantastic experience. Um the cast crew directors did a fantastic job. Um once again on the stage they performed very well and did a great job of representing fully um down at the state festival. So just want to kudos to to all involved with with our 1X play this winter. It was fantastic. you have anything to do? >>
021Um, I would just like to um bring to the forefront that we did hold a substitute job fair trying to get some more substitutes in. We did not have the response we hoped for. We were very prepared. Uh Christy Oak and Leo and Chrissy Rom had um organized and prepared. um just a great opportunity for people to come in and learn more about substituting in our schools. Um we didn't have very many people show up. So that was um disappointing, but at the same time, we're going to keep trying to get more people to do substitutes in our schools and uh really want to hold up their um all their hard work and and all that they put into doing that. So, thank you to them. Uh, I did talk a little bit about uh,
022uh, winter storm and and cold weather days. Sometimes I I've had some questions about that. So, I thought I'd put that out there as to what you're using, what I'm using for um, you know, some of the factors that go into deciding and uh, the cold, if it's just cold, if it's storms, there's a lot of things that all go into it. But um we are currently in negotiations and um our indoor air quality project we are in the midst of um planning for this seminar already. So there's a lot going on if committee reports on the DAX committee will not meet again till March 16th. Wellness Committee Betton >> building and grounds committee. Have they met recently? >> Finance committee. >> Okay. Health and safety committee. I know that they're looking for new members
023to be on that committee, right? Or is that the one that's one of those two? Oh, okay. Insurance Committee, not right now. Okay. MSBA, not at this time. Minnesota State High School League, nothing at this time. policy committee. >> We had that up on the policies that are for review once the next round as I mentioned will begin. >> Okay. >> Tenure and contract negotiations. >> We've been negotiating. >> Negotiating. Okay. >> Now's the opportunity for the board members um to make comments at this time. Um I just want to congratulate our archery team once again. Actually teams um we had teams podium and we also had individuals putting on top five. So I just want to congratulate their their strong efforts on doing well. Sharon, >> I had the opportunity to opportunity to attend
024a third grade music concert on Thursday night. It was actually more like a mini musical and really made our students shine. Achievement is difficult to gauge at some sometimes, but here you could witness it firsthand. Our student work was truly representative represented in this performance. Our music is alive and well at Foley. Um I would also like to call out our wellness committee. They bring pro positive healthy benefits to our school. Ideas and opportunities that promote good health and make you smile. Um a job well done. And thanks to all who came tonight, >> Nathan. >> Uh, nothing. Thank you, >> Patrick. >> So, I I do want to extend my congratulations obviously to the one act team. That was an amazing season uh to go to state. Also want to say congratulations to the
025junior high speech team. They brought back a second place trophy from conference, which is, I think, the first time ever the junior high team has brought a a trophy of any kind. Um, and I think every member of the of the junior high speech team actually plays at conference meet one way or another with several first and seconds. Um, that's the end of their season. That's amazing. And a lot of them are going to be continuing on the senior high speech starting this week. So, good luck to the ones that keep going and congratulations to the whole team. >> No. Thank you, >> Stephan. Uh, I just want to say my heart goes out to the Tyler Funk family and everything they're going through right now. And I just want to acknowledge Roger Demars as
026he is one of our Hall of Fame people in our school for wrestling and we just have a big following for that and congratulations for that. >> Well, I never wanted my kid to be quite like Roger, but in wrestling I was like Roger. He's not here. I don't think he can hear what I have to say, but I'll tell him to face to face when we get a little closer. Um, I'd like to thank um everybody who donated to the school this um this month. Um I'd also like to congratulate the one I play. Um thanks to all those who helped with snow week. It was a I seen lots of kids throughout the week dressed up differently and having fun with it. And I was here one day when they were doing like
027the pep fest and it was like it was wild in the gym. So, it was fun to hear the all the excitement. Um, good luck to all the winter sports that are coming up at their end of the sections in the next couple weeks. And then thanks to Alyssa, Eric, um, I see at night and on the weekends. The school has been packed lately and I've been here quite a bit. Um, Jolie, I know you guys have all been here quite a bit. Um, especially with the dances and stuff and I appreciate all the extra work that you have to do um, to make sure that it works out good. The next regular scheduled board meeting will be on March 16th at 5:30 here in the media center. Um there are other um activities that
028are coming up. Please check the website for those events. There's no further business. Anybody have anything else to second members in favor? I
