very public school board Monday, January 26, 2016. It's 5:30 p.m. >> To the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. The mission of FY public school is to bring together students, parents, staff, and community to provide a quality education with an emphasis on developing the full potential of our individuals. We do have open forum for citizens to address the school board. Next on our agenda is approve approval of the agenda. Can I get a motion agenda? >> Motion to approve the agenda with the tabletop item for the schoolboard meeting. Um agenda. >> Okay. um for the contract assistant senior high speech coach Tony Fox starting January 1st or January 26, 2026. There a motion to approve

the agenda. >> Second. >> All in favor? I >> approval of routine business items which include consent agenda build or four bills and approval of meeting minutes. >> Can I get a motion? >> Motion to approve the consent agenda. I'll second. >> All in favor? >> I resolution. A resolution for accepting gifts. This is an action item. We have gifts from Katie Dear. That's Katie and I get a motion to approve. >> So >> second. >> Okay. Wayne will make the motion. Patrick will second it. All board members in favor. >> I. resolution directing the administration to make recommendations for reductions in programs and positions and reasons. Therefore, this is a discussion action. Is there any discussion on this matter? >> I'll just say for anyone who's not familiar that this is a routine item

the board does every year. Uh basically it's directing the administration and giving them authority to look at the budget and programming and everything else that goes along with running the school and make recommendations for any cuts or other things that would need to be done. Very normal. >> Anybody else have any discussion on this? Is there anybody want to make a motion to approve? >> I'll make a motion to approve. >> Second. >> I'll second. >> All in favor? >> I >> policies requiring review. This is the first reading for all and call for public comment of the following policies. Policy 202, school board officers. Policy 203.5, school board meeting agenda. Policy 204, school board meeting minutes. Policy 306, administrative administrator code of ethics. Policy 606, textbooks and in instructional materials. Policy 722 public data

and data subject requests. >> Um so madam chair uh Mr. Wilson and I were on the policy committee. We were able to meet we or third member was unable to meet that day. Mr. post uh was out on hisical um but we we did go through these. These are just like minor language changes basically identical to the uh policy [cough] in place >> just the latest update from MSBA and legal statute references. >> Anybody else have any discussion on this questions? Make a motion to approve >> sorry just discussion. Sorry about that. >> Hey >> budget enrollment report. >> Ryan, why don't you introduce yourself? >> Good evening. I'm Ryan Feders. I'm the new uh business manager here at the district. And so I've been uh asked to give an enrollment report tonight as well

as a budget update as of December 31st, 2025. And so we'll start first uh with the enrollment update. And so looking through, I know it's hard to read a little bit probably some of the folks in the back, but looking at the three uh schools starting first with the elementary school, uh we're largely unchanged uh just as of January 1 comparison to this time last month. So we're right at 522 students. Uh and that's in comparison to so we're up from our projections of 2025 26 projections of 409 students. Uh with regard to the intermediate school [clears throat] we are down just a couple of students as of this time uh last month but still up on projections of uh so we're at 776 students. Uh our projection was at 767 students. And then for

the high school We are uh down a couple, excuse me, down one student as of this time last month at 566 students. Uh but we are also uh down a little bit from 580 students from projections that we had. Overall, when you take into account some of the losses that we have to sustain uh due to the post secondary educational opportunities and loss of ALC, we end up pretty much right on top of the actuals. Uh 8 1,813 and a half students compared to 1812. So pretty much very much projections. >> Mr. Could you explain to everyone why we would have half the student because I I don't know if everyone knows that. >> So, uh we end up at half the student. That's a great question. We end up have students because we were

looking at formulas in terms of uh uh the cost of educating students. It costs more uh than it does for the older age children than the others. So, there's some weighted uh formulas in there when we do those calculations. So this isn't like literal numbers when it comes down. >> Oh, sorry. Plus time. >> No, no, that's a great question. Any questions for the regards to [clears throat] >> when I know that is there the corrected budget like that'll be coming later this year. Correct. >> Correct. So the revised >> the revised budget >> revised budget is in process and so we hope to have that done uh fairly soon. Uh really soon actually. Uh so those uh all that information that we talked about including some of the things we talked about today uh

will be included in that revised budget process. >> Sure. Happy to do so. So again I'm going to go from a very high level here but uh the purpose of this is um I'm providing midyear financial update as of like I mentioned earlier December 31st 2025. Um, and so, uh, so board members, you have these numbers in your packet, but I want to provide some context and explain where the district stands at this point in the district. Uh, but before walking through the numbers, just as a brief reminder, uh, the district's general fund revenue comes from state aid, property taxes, federal programs, and local revenues. And each of these revenue sources, as we see, on a different schedule throughout the year, which is why many percentages primarily reflect timing rather than necessarily final outcomes. And

just for everyone, could you just say like like which is that those four sources? Are they split evenly? Are they how does that kind of break down? So, a lot of some of them are even and it just and others are not without going into too much detail, but it it does impact on the revenues we're going to see on a month-to-month basis. So, yes, another great question. Uh, so at the midpoint of the fiscal year, the district's financial activity remains within expected ranges. uh revenues and expenditures are generally tracking consensusly with our historical patterns. Uh and year-over-year comparisons are the most useful for understanding these timing differences rather than changes in district's underlying financial position like we mentioned. Um so to the board members as you review the revenue section, you know, a reminder

that if you see a negative >> [clears throat] >> uh budget remaining of revenues, that's going to indicate amounts received above what was originally budgeted. So that gets a little confusing sometimes uh which is favorable from an accounting standpoint. Okay. And as we look at uh so general fund revenues as of December 31st uh the districts received approximately 32.8% of the general fund revenues. Uh and at this same point last year we've received about 31%. So really overall the revenue timing is is just slightly ahead of last year but well within a normal range midyear and as we look through those by category uh state revenue which represents the largest portion of the general fund is at 33.5% received uh compared to 34% last year again reflecting normal state aid payment timing. So that's really

in line with what we were expecting. Uh the federal revenue is at 19% received, excuse me, uh compared to about 18% last year. Again, consistent with reimbursement timing. Uh property tax revenue is at 34.6% received uh reflecting the normal time tax [cough and clears throat] settlements during the year. Uh at the same point last year, recording receipts occurred later in the cycle, which is why you see that variance. But so the overall year-to-year difference is driven by a timing issue and not by a change of levy authority or revenue. So it's a much. And then for local revenues uh those are recruiting [clears throat] fees, interest and miscellaneous sources. Those are 20.5% receipt compared to about 39.5% last year. This category is more time dependent. So differences often reflect in those receipts of realized representing

change and underlying uh structural changes expectations. So taken together though the general fund revenue timing this year is comparable last year with differences as I mentioned largely this time. And then as we look at expenditures for the object series um total spending is 42.7% of the adopted budget compared to 41.5% at this point last year. So overall spending patterns are very similar year. And then if we look uh at the object series salaries and uh benefits they're real drivers of the budget. So salaries and wages are at 35.3% uh compared to 36.7% last year reflecting normal payroll timing. And then employee benefits are at 40.4% compared to 39.2% last year. Again consistent with benefit cost timing. uh purchase services are at 64.1% compared to 49.8% last year reflecting services build earlier in the year this

year. So again, it's the timing things um can shift when uh items are purchased, services, excuse me, are purchased. And then supplies again too at 86.5% uh compared to about 52% last year reflecting front-loaded uh purchasing issues and it can just happen depending on what the needs are and what the timing is. So that's why. [cough] But as we go through the year, these will level off. So uh to reflect what the actual purchase be more consistent >> I I fig [laughter] but uh I'm keeping an eye uh equipment uh again this is somewhere though equipment is at 67.4% um and so here is the opposite we're less than what we were last year uh indicating more of a purchasing pattern this year. Okay, so that's what we're looking at there. And then the other

expenditures are at 27.2% compared to 48% last year. Again, reflecting some timing differences there. But really, um, the expenditure by program series remains generally consistent with prior years. Um, and but we will continue to monitor these patterns and any kind of issues that we see, we will certainly bring to the attention and it'll be used to uh help us with the budget process. uh budget process. Other funds, food services revenues and expenditures are tracking very closely to last year. Community education revenues are a bit ahead of last year, but expenditures are consistent. And then with debt service, uh here if you're looking for the debt service fund, there was an increase in revenue over prior years and that's reflecting a shift in the LTFM aid because of the bonds that uh were issued. The IAQ,

those were LTFM bonds and due to that process, it shifts the aid from going to the general fund to the debt service because it's an LTF bond. Minnesota finance is very complicated and that's just the way that in terms of the funding of that highly reg regulated uh revenue stream. Um and then uh the construction fund is showing revenues related to interest earnings on the bond. Again, those are bond proceeds that are earning interest and that's where that's coming from for the IQ project. and the expenditures you were seeing are reflecting the fact that the time of the budget adoption there's still discussions as I understand it underway regarding aspects of the IEQ project and so since that time the districts move forward and these changes will be addressed in the budget decision process so

then closing here you know the midpoint of fiscal year the district's financial act excuse me activity is comparable to last year uh in many respects and expected ranges most of the differences we're seeing are timing not structural and so we'll continue mocking this trans >> questions from anybody at this time. >> Thank you. >> Administration reports start out. Uh, two things. Just uh congratulate um Becky Angelmire on her upcoming retirement. Thank you for all her years of service and just want to um recognize all of our EAS was shared professionally with the state. We have some fantastic EAS and I really appreciate them for all the work they do with our students. You're next. Looks like we'll we'll skip around a little bit. >> Sure, no problem. I'll echo both uh play. Um but I

also want to add our one act play. We have to be focused in subsection last weekend. Our one act play score one act plays. There are three judges. They ran each play. Our play was ranked first by all three judges. So we were the unanimous champion there. We were also weekend supporting conference champions. Next weekend we'll go on to the section um championship contest. I don't know there will be I think eight schools here again on Saturday and believe the top two for the state. Uh the other thing on Thursday due to the cold weather we cancelled high school conferences. We will reschedu those for February 5th. It'll be a Thursday the same time 4 to 8. I'll send something out to parents and families tomorrow. >> Thanks for what's going on in the intermediate

school. >> Yeah, I was piggy back on that. Um I just want to give a public shout out to all our EAS. We have some phenomenal sports staff in our building. Um wouldn't be able to do it without them every day. So I just want to say thank you for that. Um on another note, we had our FIS spelling be um just about two weeks ago. Um, and I just want to give a big shout out to our winner and our runner up. Um, Olivia Hartman is was our winner and our runnup was Lucas Anderson. So, um, thank you guys. That'll go on to the regal competition as well, too. So, yeah. Thank you for those spelling be kids. It's amazing the words that they can spell. And I had to have I had to

help somebody try out some spelling me a long time ago. A long time ago. And I had to use Google to pronounce some of the words that he had on his list. Mr. Jacobs, do you have anything that you brought with you today? >> I'm not short for words. Um, I'm going to talk about my five children, the ALC, the elementary, the intermediate, the bus crowds, and the high school. Um, dealing with building in the grounds. Um, because just like your children, mine never go to sleep 24 hours a day. So, um, I was going to talk to you a little bit. Um, my earth science teacher, God bless him, that had to deal with me, Mr. Greeno, up in heaven is probably like um I had to deal with an nitorium this weekend which

is cool. So an nitorium has a little problem. Aniatorum does not want to have negative pressure. Well negative pressure as you would learn from your meteorologist Paul Douglas from somebody else for science included is you want negative pressure because you want all the chemicals from the pool that are gassing off to go out the building not to stay in the building. If they stay in the building, it'll cause mold problems everywhere, not just on the walls of the pool, but the whole building. We're having a problem being at negative pressure. No, it does not have anything to do with the cold. Um, but because school got closed, I got to bring all the technicians in. So, when when school's closed and somebody says, "How was it off having your day off?" There is no day

off. So, my point was we spent 16 hours trying to reprogram that. um cool air in the unit. We got got to maintain it. You're now rewriting a whole software program to get that air to actually come out. Um if you ever see pool closer maintenance is usually way more complicated than you think. Uh we had a butterfly valve break and butterfly was not this big. Butterfly valve is this big. And the pool started draining water out of the pool because of this butterfly. So, we had to shut everything down. When you shut everything down, now you're not mixing your chlorine and acid. That means the chemical balance. I have to shut the pool down legally for my pool license. So, then you hear somebody like, "Why did they close the pool? My kid didn't

get to swim tonight or why?" Well, there's reasons. So, usually if you see something closed, there's a lot bigger reason than we just decided to frivolously close the pool. So, that was what I got to deal with this weekend. Now, there's a huge audience today, which usually doesn't happen. Usually, it's like crickets around here. So, unbeknownst to a lot of you, I usually bring stuff in just to kind of get people to realize. Uh so I'm bringing this stuff in. Um one of the things that most you in town know about was our Foley's whole area about um all of a sudden the whole city of Foley smelled like a big natural gas less than a couple houses. Well, we were also and it had to happen right when all the kids are ready to

go home. So, guess what? Every fire truck is here. Everybody's wonder what's going on, right? So, apparently what happened, this is straight from an Excel technician, is the smell they put in the gas so that you actually smell it just like you have propane at home. Um, apparently [clears throat] they kind of overdid it so it shot through. Hence the reason Coburns got up shot of think of your dentist gave you a little bit too much noise and all a sudden he went faster than you thought. So all of a sudden smelt came through and then it obviously happened here. Well they're building stuff. Um guys like me never get along with architects or engineers. So, this engineering feat um apparently valve that runs um the gas to my boilers. That's the valve. We had

to replace it. We had to have uh desserts custom make it out of stock because one one was not available during the whole country. Now, did not have a problem in school. But the good thing about what happened was the fire department comes and they've got a snipper, but their snipper is think of like a little poodle, right? Then Excel comes and their sniffer is like this huge dog. This thing picked up everything. It was not enough that need to close the school, but we did find a leak that we never knew about had not would not have known about their situation didn't happen. So silver lining. I haven't got the bill on this though. [clears throat] Um, and things have to be said for for a boiler. What this is the main gas that

goes to all three of my boiler three boilers. Okay. Three of the high school elementary. The that boiler is a 16 million BTU boiler. And the other two were 4 million each. >> Okay. So, yeah. So, this one this one actually goes to those three. Now, back to this engineering. Right. This is Guess what? It's right next to it's right next to the intake that goes in the building to bring fresh air into the boiler room. So then what happened is with cold running warm air it's so warm in the boiler the smell went right into the hallways because of the difference in temperature and the kitchen way cuz Lori I think is here anyway she comes up to me and goes I see no gas. So I walk the other end of the building

I don't smell anything. So then I go back where she was. Boom. Down that hallway between the two corridors where all the kids go. So um I don't know how many times the fire department was very um calm with all the kids. Where's the fire? Where's the fire? It's just funny that they were. Um so if you're wondering what kind of happens the other thing was um as most some of you might not know the new law when I looked at January 1st about any two pin fluorescent is now illegal that you can't buy them you can use them stock but legally I can't get two pin this is just an example so like if you walk out here there's a whole bunch of them burnt out it's because I'm just going to convert them

to LED no use spending money on something that's just going to burn out Yeah, but that'll be [cough] I will give you an example of the when I was that old being converted to LED as part of referendum. Um Proctor Minnesota bought all our fluorescent bolts. They bought them all from us because they couldn't afford changing. So that was the resolution. um [clears throat] that no one talk but I will tell you this never you know when you have a subdivision built usually everything goes at the same time all the ros go at the same time okay so here's the camera from the fieldhouse outside you can see it's rusted to the point of leaking um it was so rotted trying to get it off we had to plus all the bolts off and We

replaced four this summer. I guarantee you that four are gone. They're all gone. So, those are the things I'm supposed to be [clears throat] aware of when we do long-term facility maintenance and we throw the budget on those types of things. But I just wanted to show you when we replace the camera. It's usually been pretty gone, but you and then one thing most of the audience doesn't know whether or not this little thing runs the scrubber. It's a break. Well, you diagnose. I went through the whole the first one that I have to do. So, I went to brake diagnostics on a tenant to look this up and then about freaked out when I found out this part is $1,200 OM and that's even eBay or anything. So, um those of you out there

want to win your school spend on nothing's cheap. So, sometimes you want to look at school if they raise the price. But um so I won't worry any longer with some of the other things. It's just mostly to let you know what's going on in my world. And like I said, I view each one of these buildings as my child asleep. It's always awake. I got called um eight times over the weekend and not when I mean not 9 to5. So just you know uh Excel Energy was asked us to reduce our kilowatt hours on the weekend. Okay, we had how many units this weekend? Um, our jury everything was full and they're like reduce your kilowatt usage. Well, when you reduce your kilowatt us, >> all right, a quick warning. That one's it. >>

Thank you. >> Do you want anything that you'd like to update on? Um just kind of based on this weekend, super busy with archery, one act and um wrestling here. So just the new show to all of the coaches, parents, family members who helped make it a great successful weekend. Archery Saturday had over 700 archery shoots. um Sunday was over 500 and then wrestling on their youth on Sunday had over 200 [clears throat] here. So just good weekend to see people come out and help support our youth. >> Uh nothing much more than what we have here in our report. The air quality project continues to move forward planning um and we are moving forward with next two years planning already and those things are starting to grow. Um, finance committee will be brought in

too to start looking at that. And a big shout out like everyone else has to our educational assistants for last week was professional recognition week. Thank them for Thank you. Um, meeting events and notices. Um this list does not include scheduled events. Um you can visit our website the full calendar or visit the district office. Um we do have a um workshop meeting or work session on Thursday at 5:45 here but it'll be here in the library on February 9th. We have our regular schoolboard meeting at 5:30 in the media center here. Um it is moved up a week earlier this year at this in February 2 all day. um open committee reports. Um DAX did not um go back the wellness committee. Um that's actually taking off that um building and grounds. Finance committee

is going to be soon health and safety insurance. MS or SL policy committee. >> We we discussed it earlier. So yeah, we had a meeting >> um tenure and contract negotiations. Negotiations are ongoing right now. Opportunity for the board members and administrator to speak. Stephanie comar um we had the FIS camp concert that was the last of the preh holiday concerts. Now, we'll start February um 5th with the third grade concerts, and that's the new round that takes us into spring. Um I want to thank uh Rebecca Engel Meyer for her years of service as a speech pathologist and wish her everything positive um in her retirement. Condolences to the family of Mary Agnes Shimoda. Um she gave a lot to our school to 4 um to the extended community. Um she was a happy

person. She always made you smile. Um and I want to thank um each and every one of you who ventured out this cold evening to come to this meeting. Thank you. >> Uh I did want to say congratulations to the one act team. That's phenomenal. um only been in one act when I was a young man. Who could have had even won one like that? That was amazing. So that's a really amazing feat. Um our junior high speech team has been doing really well. They um that's not a ranked competition in junior high, but basically every individual student either gets a superior rating of a ribbon or none. And they have I think at the last meet everyone brought home at least one superior from what I remember. So I want to say congratulations to

them especially because out of the 12 people I think on the team only four are returning from last year because the others have each up. So that's awesome. And in general the speech team um Mr. English is here but he sent his report went from 13 members last year to 24 this year. So that and then we look at like in knowledgeable is growing too. So it's good to see I mean there's a lot of actually our activities when numbers are up very important always um please encourage any students you know to be in activities because activities make school more meaningful for people and they tend to do better and want to do better because of it. So yeah that's my congratulations >> um I want to congratulate our archery team. They did very well

over the weekend. Uh, all three of our teams podium. Plus, we had multiple kids in each age group top five. So, that's pretty amazing for their first tournament. Um, so we kind of touched on how many showed up. U, but I do want to thank the custodial staff because that's a lot of people in one area and I heard multiple comments about how impressed people were at how clean the facility stayed. Um, so I just wanted to express thank you to them because they did work really hard. Appreciate >> I'd like to actually I got to go for the first time to the archery, which I'm I don't have I didn't get to go watch archery this weekend and that was the first time I've ever seen it and it was actually pretty exciting. Like

I didn't really know what to expect. So, I was kind of gitty about it. Like, wow, this is a lot more exciting than watching dry wrestling. [laughter] Actually, they all go at the same time instead of like wait, you know, 4 hours in between matches. So, that's [laughter] I mean, I like to watch wrestling, too. Um, so I I am thankful that I got to go see what what else goes on. Yes, congratulations to our spell winners. I was very impressed by them. Um it was a busy weekend for the school. The parking lot was packed all weekend long. So when you live pretty close to the school, you see all the action and it's exciting to see that. So make a motion to [clears throat] make a motion to adjurnn. >> All in favor?

I second.
