I will call to order our organizational committee for the school bully school board. Uh all members are present and accounted for. So begin with the pledge of allegiance. >> I pledge algiance to the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all. And next we will have our mission statement. Our brand new business uh administrator will Ryan Feders everyone will be doing our mission statement tonight. Ryan. >> Hi. Well, good evening Ryan Butters. Uh the mission of FY public schools is to bring together students, parents, staff, and community to provide quality education with an emphasis on developing full potential individual. >> Thank you, Ryan. Welcome aboard. All right, Ryan comes to us through SMS as always. Uh, next we
are going to have our open forum for citizens who address the school board. Uh, as I always do, uh, we have a 3minutish time limit. So, you know, uh, if you're going on and on and you're over 3 minutes by quite a bit, I will stop you. And also, please know that while you may express opinions about any school district programming, we will not allow speakers to address matters regarding any individuals during a schoolboard meeting. Concerns, complaints, or opinions regarding school district employees performance or conduct may be communicated to the school district's administration, but not at an open schoolboard meeting. Personnel matters are in large part private data under state law. Therefore, the board chair will not allow a situation where such data is aired at a public meeting. We want to keep those lawyer
hours low as we can, folks. Uh, with that said, open forum. Would anyone care to address the board tonight? And remember also that we do not respond to any public comments. Uh but we will if there's a question or such we will designate some likely Mr. Post Humus to get back with information uh as we are able. Okay. No uh no time. That's fine. I I also do like to remind everyone that at the end of the meeting we also then do have another chance for comment. Same rules apply second with the first etc. That done we are now going to move over to approval of and or changes to the agenda. And if there are no changes I would take a motion for approval. Please motion to approve. motion. Motion by Nathan, second by
Wayne. All in favor? I oppose. Thank you. We now move on to the organizational business. Um for those who are curious about what this all entails, this is the most of our meeting tonight. We will be doing our election of our chair, vice chair, clerk, treasurer, and then organizing all of our board committees. Um from there of course we have our other things but once the chair is elected that person will be running the meeting from that point on. So that said let's move on to electing a chairperson. Are there any nominees? >> I nominate Pam Ver. >> We have one nomination for Pam Viser. Uh when I do nominate, I will always ask if you are willing to accept uh just because I don't want us to get to a positive point where uh
we've closed nominations and someone's like, "Oh, I don't want to do it. I'll decline." So now is the time to accept or decline. So Pamela, >> I will accept. >> Pamela hasn't accept. Are there any other nominations? >> We have a nomination for Wayne Wilson. Wayne, would you accept? I will accept. >> Okay. And are there any further nominations for board chair? Um, just because it is our superintendent's first year and I know there's there's been a lot of issues of questions about just like getting stability when I will throw my own hat in the ring just for sake of continuity of leadership. Uh so I will nominate myself. Any further nominations? All right, we will close nominations at this time and um we will just go on with a show of hands for various
people. Uh and we'll just go in order. Okay. And whoever get two minutes >> Oh, yes. I'm sorry. I totally forgot that it's not listed here. My bad. Yeah. So, okay everyone, two minutes to talk about your yourself. We'll start with Pam. >> I feel like I um at this point I have worked hard to demonstrate leadership um experience um maybe not especially on the school board but in the public. Um I'm committed to professionalism, structure, accountability in board governance. I have strong communication skills with collaborative team orientated um high expectations for our board. I feel like we have asked to move forward um and I feel like we're sitting in a spot where we're not moving forward. I have my two first two um training courses um which are identified as foundational. Um the
remaining two are scheduled for April um as soon as they are able to be scheduled. already talked to Kelly about getting them scheduled. Um that was really class that were available at this time. I did participate in hiring and the onboarding process with the news um attendant. Um and I I have taken the initiative to and share the onboarding training guide with the onboarding team. So I feel like a lot of our stuff that we had done um didn't always get brought to the home at that point. I understand the importance of the meetings all through it being organized. So those are the reasons that I feel like I can make a difference and plus advocating for our students and our staff. >> Wayne, I want to say thanks for the nomination, Stephanie. Um, we
got to stay on track. I get it. Let's stay on track. We've got better, but we got to keep getting better. There's always room for improvement. Let's keep this getting better. Let's keep the community on. Let's just let's do better. That's what I want. Um I I guess I'm just interested in mostly the we are in our first year uh with our new superintendent and I know a lot of our I think a fair complaint last for our last administrator was you know they went through I think three board chairs inside of you know 8 months. I think there's something to be said about some consistency. Um, we're also in the middle of negotiations. We have not settled anything yet. Uh, so I think, you know, there's I I would actually largely say we should
maybe even keep everything just as kind of sane because we are in the middle of things right now. We are not at a good transition point uh for these things. Plus, you know, we we'll have elections in the fall, and I I I actually think that if we move to a two-year cycle on officers, we might be better off rather than a one year, just because we basically would then sync up with uh any new board members to come on and uh just go from there. So, that's why uh I'm putting my hat in the ring to continue on. Uh am I I think that's it. Then we could Are we good with just doing show of hands? Whoever gets the most hands and um if we get to a point where two people tie
for the most, whoever's third, they'll just drop out. We'll do round again. Does that sound good to everyone? >> Yeah, clear majority. Yeah, that's what I'm saying. So, you know, just we'll just drop out. So like 331 for instance, whoever got one would be out from that round. Then we go to the next round. >> Continue on. Okay. >> Until there's cons. Okay. All right. No, no elimination, no double secret foration. None of that. Uh we'll just go to the decides >> they can drop out then. Yeah, that makes sense. All right. Well, I will just go in order the nomination. Uh, everyone in favor of Pam, please raise your hand. And there's three for Pam. Everyone in favor of Wayne, please raise your hand. There's two for Wayne. And everyone for Patrick, please raise
your hand. There's one for Patrick. And we had one sane the whole time. Is that correct, Shar? That's right. >> All right. Uh, well, 22 one >> 3 3 2 1. Okay. Well, we'll go one more time. Pam. Three. Wait. Two. Patrick. One. I will chop out at this point. We'll go again. Pamela and Wayne will be the candidates. Pamela four Wayne three. Pamela is our new chair. Pamela, I will hand these over to you. Thank you for the elect of the vice chair. Is there anybody that wants to make a motion for the vice chair? I'll nominate Wait. Any other nominations for the vice chair? >> I'll nominate Aan. >> Would you like to accept? >> I will accept. Would you like to accept the position for the vice chair? >> Now you have
three minutes to speak in regards to go first. >> Uh I guess pretty simple. Just help me out. Let's keep each other going forward. Like I said before, we are going forward. Everybody can't always be this. Yeah, I would say I got uh I've been chair for a couple in the past. Um got some experience I can bring to the data point just kind of help uh help move things forward, answer questions, be kind of a resource. >> Okay, take it vote. Any all in favor of Wayne or vice chair? Raise your hands. All in favor of vice chair vice chair five nominations for the clerk. Anybody would like to be a clerk? >> Anybody that would like to nominate >> I was nominated. Sure. Any other nominations for the clerk? >> Sharon, would you
take the role as clerk? >> I do. Wayne, would you take the role as clerk? >> Yes. >> Sharon, you want to go first since you were nominated first? >> Well, I have a lot of experience in this area. I've been the clerk for a long time. I like the number thing. Um, understand it. I'm not afraid to ask questions. Um, and I I do find what I was click last last term. >> Nominations for Sharon for clerk. Show nominations for my hands. >> Yeah, sorry. I'll keep my hands down. >> Now we'll move on to the treasure nominations for treasure. He's already >> he's already >> also [laughter and clears throat] the clerk and the vice chair at the state. >> No, you can be the clerk and the director. >> I'll nominate Sharon.
Any other nominations for the position for >> Sharon, would you take the role as treasur? >> Sure. Three minutes. Do you want [clears throat] to talk a little bit or >> No, I don't think anybody [clears throat] organization of the committees. So committees that we have um we have the athletic booster club athletic boosters um beds and sterns building grounds contracts for the teachers EAS secretaries custodians and child nutrition. I guess the first question that I'm going to ask right now before we even get moving forward on some of the committees like our negotiations, do we feel that because we're in the middle of negotiations that we need to stay with who we have right now? >> Yeah. >> Okay. Is that okay with everybody? Like everybody raise your hand and you're okay with staying
on. >> Yeah. Melissa did have a conversation with me um about negotiations cuz we did feel like negotiations sometimes are during the hours of our work hours um where we don't get off work until 4:35 so we cannot start negotiations till then and I know that's been complex at work. Is there a way to schedule negotiations after our work hours so that we are able to be included in them? We've been scheduling forward. We can schedule the negotiations to whatever works for the committees. >> Okay. >> For this for the current committees will start at 3:30 for some of them. Um some of the others are starting later, >> but um we can certainly make changes. >> Okay. Cuz I know it was a concern. I know that I've heard that negotiations are earlier and
some of us are not our jobs. So just want to make sure now is on group and okay. Okay. Just wanted to make sure before moving forward um the DAX committee finance committee the fully area foundation should not be there anymore. What's the one? >> It's just the less of allies that >> we can add. >> Okay. Health and safety. >> The contracts of IND individual bus van drivers, principles and directors. >> Stay the same. >> Yep. Yep. insurance, MSBA, MSHL, policy committee, superintendent evaluation, tenure and wellness, athletic boosters. That should not be school right committee. That should just be whoever would like to be on it because it's not actually a school culture. It's outside. It would be an outside organization. I don't >> but it is. >> We'll just take that one. Yeah.
We also took we also tenure >> tenure as >> um tenure is a >> well I don't believe we've done anything with the ten committee over the last few years >> we have this year >> yeah we do >> okay um I'm not sure what the tender committee does um committee tender is given to a teacher upon their fourth contract as a new teacher or is it coming from another district building before they received tenure in their secondary? So at the last tenure meeting basically it was like these are the features up for tenure just the board was yeah so like okay yes we're going yeah we think you know we're going to continue their contract you know but basically that's what it is or it's more it's more informative I it was kind of
my I was on it this past year it was largely more informative >> would you want to continue >> I think it's worth having >> yeah the board is not saying yay May or May to like you know it's it's the administration and contract and all that. >> Yeah. >> Veterans. We have one member that's on the board Stephanie at this time. Is that something that you you're going to continue? Okay. Um building and grounds committee. We have three members on that board or three board members on that committee. Nathan, Sharon, and Wayne. Who is there anybody that would like to be taken off or or added on to that committee? >> I'd like to stay else. The DAX committee, we have Pamela, Patrick, and Alyssa on that committee. I will stay. >> I'd like
to stay. >> Is there anybody else that wants to be on that committee at this time? >> Finance committee, we have three three members. It's Nathan, Sharon, and Wayne. At this time, I am going to again say that I think couple boards should be on that committee. So, there's one uniform. So the problem with that Sharon would be then those have to be open meetings and we wouldn't be able to get into some of the the private data that sometimes would come up from those events >> are none of our like our buildings and grounds that anybody can come to that meeting can they >> are they all >> they just needed >> no they had to be posted though rightly >> yeah they all >> they would be posted But you'd have to have
a special you'd have to you'd have to post it as a special. It's just a difference. I >> I guess I have no I mean I I I've said it in the past. I'll say it again. I if it's everyone and it's not a committee then we should just be having work sessions. The whole point of committee is that it's committee work not full board work. If we want it to be full board work then we we can dissolve the committee and just have work sessions on these things and we can have work sessions on these as well as committee work committee presented work sessions but yeah I don't I don't that's my opinion >> I'd like to stay on that committee >> sure >> so can we get an actual set schedule when those
meetings are like when our finance meetings we haven't we haven't met since we started. Kelly, do we know when those finance meetings and who is in charge of who where were those end up? Where when are those meetings? Because I would think that finance meetings should be on the set schedule where we're talking about our finances. I don't think they ever needed >> it was always based as needed and it was the superintendent director of finance that okay if there was you know information that came up about the board and pulled in and they so based off of their and I would say this is the time of the year that usually they pick the more. What did you say? Can we see when our last one was our last one? I would I I'll
have to research that one. We talk in a special board meeting session about having more sessions tomorrow talking about finance. Um kind of went along with having several people any but it didn't ever he hasn't come to fruition at all. So >> okay >> those are those are options as well. Okay. So I think we can talk about that more um at a work session after >> health and safety. We have one member on the board or one member. We have Alyssa and Stephanie on there. Two stay on activity. Last one we had was in the evening. >> I probably the insurance committee. We have two members on there right now. We have Patrick and Sharon. >> I was only on it because board chair, but I don't I I would rather not be on
that one. >> Okay. Is there anybody else that would like to be on the insurance committee? >> I'm okay to stay there. I think um like someone else on that committee that's big dollars a lot of discussion about insurance if we're going to remain the same type of insurance what we're going to do it um it gets um very involved especially during a bidding year. Do we know when those meetings are what time frame or >> mostly in the fall? >> They pretty much um Aaron Casper is our person >> after 3:30. Okay. I mean I can I can take that and like Shar said it's heavier time especially on negotiation. Okay. MSBA. We have one person on that. We have Patrick at this time. >> And and really there's very almost nothing that happens
with that one. I think we have it just in case. >> Usually it's a chair. >> Yeah. >> Minnesota high school. >> That one. Yeah, >> it's usually if there are things that come up that need to be voted on the representative cast they did the um change of change of bylaws change bylaws to allow superintendent to sit on the board two years ago and last year they did a vote to allow ninth grade to be considered as part of city Sometimes they've talked about classes considering some different things. >> I'm Minnesota. >> Does somebody else want that? Um the policy committee, there's three members, Alyssa, Patrick, and Wayne. I will stay. >> I'm willing to stay. >> Superintendent evaluation. We're all seven on there. That will not change. Tenure, we have three. That is
something we want to discuss or not. This We have Patrick, Sharon, and Stephanie. >> I'm good. >> And then we have the wellness committee. We have one and then this morning after school, right? >> Four times a year. Is it in the morning? >> Okay. complex. Let me know and I'll see if it's not tenure was Patrick Shar. Approval of team business agenda and approval of meeting minutes. Okay. The consent agenda we did talk Dan did talk about changing that through the organizational business. We need to make a motion to change that. >> We don't change. >> You already Okay. Okay. Just um consent agenda. Can I get an approval for the consent agenda? >> Motion to approve. We have a motion by Patrick and a second by Wayne. All in favor of approving the
consent agenda? >> I >> um organizational business discussion action. Um first one is the 2026 standard mileage rates for businesses from IRS which is 73 cents per mile. action on this motion. >> Second. >> All in favor? >> I um letter B is school board members. Um $4,000 annual statement, 1,000 PL quarterly, $100 per year for the clerk and treasur, $500 for the chair. Um and then Board members, family passed all district activities and we have a motion to approve. >> Motion to approve. >> All in favor? >> I letter C, official publication B County Herald News. We have a motion to approve. >> Motion to approve. Second. All >> in favor? Hi. >> Note um our minutes will appear complete in this publication from now on. >> True. >> Letter um designated posting place
district office. >> Motion to approve. Second. >> All in favor? I >> designated legal council who was the second there motion to approve. >> I'd like to discuss it a little bit more. Um, I do think that we do need to look at um maybe getting a another attorney, maybe a second attorney or talk to some getting a some sort of different attorney and we can come in and talk about our our issues or attorneys. Um, and maybe they can other stuff that we don't have. Um, is that something that others. If we accept here, does that mean that we're it has to last for the whole year or we can change it in 30 days? Can >> this can be changed anytime? >> Reasons we took took them on with our council. We had
a lot of legal run. Personally, I like to see um others brought in and they kind of present to us and we see if there's a lot of difference. There's been a lot of um you feel like there's um other attorneys that you talk to or work with that I know that they probably attorney that we can reach out to other attorneys. Yes. Okay. I'm going to present a bid packet and I don't know if you want to have an ad hoc committee or if you want to have this as a um discussion item a board meeting or maybe a committee committee or finance committee maybe review it not sure >> well let's go around and make I mean we can each person can say what they would like to see happen. Um what's the
would you like to discuss as a whole board or adop committee where there's three of us or four of us that decide three sorry three or less that we decided to >> well how many years have we been using >> your third year >> so people prior Who was your approve this for tonight and then consideration for another be that I think we're all >> the previous ones too we had some of the similar issues where we had stuff on a long time I mean I can one situation for years >> and my concern this because we have issues that are current. I I would like to see more of like a transitionary plan where anything new goes to we have somebody else goes to them so we're not paying double for you know the
same >> right now we're covered but like in transition like something we don't need to like go around the table >> we're we're in the process of committee for um review whatever you want to call it and then just people. >> I love that. >> And I'll second >> all in favor. >> I should make the committee at this time. Yeah, it's going to be need to make >> so we can go. Yeah. So, I would advocate to make a committee for through representation. Who would like to >> designate depositories 2025 2026 Six. Any discussion needed on that? >> Yeah, it's in the >> I motion to approve. >> Second. All in favor? >> I >> resolution um combining poleiz sorry um sorry about that. Number 11 authorized designated SMS personnel and superintendent to make
electronic fund transfers. Um is there any discussion on that? >> We'll make a motion. >> Make a motion to approve. Second. >> All in favor? >> I resolution combining polling places. Discussion action on that. >> Motion to approve that. >> Second. That's >> I don't think >> who made the motion. >> All in favor? I >> 13 um set up more committee meeting dates um January 2026 to December 2026. Does anybody have any discussion on that? >> I know there's one meeting which it is that we always kind of end up having to move maybe later on. So >> here you got it. Okay. >> Yeah. I looked over them. I didn't see anything like >> Yeah. >> That's right. >> Make a motion to approve >> the meeting dates for 2026. >> Make a
motion in favor. I open forum for citizens to address the school board. Is there anybody that would like to speak at this time? Meeting events um and notices. Um we do have our next board meeting on January 26 at uh our regular board meeting starting at 5:30 p.m. in the um media center right here. Um also um you know that the there are other activities on our activity schedule that make a motion to motion to adjourn. All in favor? >> I count. >> Thank you.
