I'm turning the meeting over to Frank Adams for the rest of the public meeting here. >> Thank you. >> So, um, like said, this is the public hearing for the FY27 final budget. Um, so what are the requirements to uh establish the budget? School board needs to adopt the budget. Um, Illinois law requires certain procedures and the school board must follow them. Uh, these actions are publishing it in the newspaper for at least 30 days
002before the public hearing, which was done. It has to be on public display in the district office or and on the website, which was both done. Um, and then the budget will be voted on tonight and hopefully adopted. And then we have to submit it to the Illinois School Board of Education by September 30th. And that is in process. There's a timeline just went through that. But you see September 21st is highlighted. That's the public hearing. So that's what we're having right now. And then by December 30th, we will submit the budget to All right. So since the tenative budget um we've made some you know pretty substantial changes because there uh first of all in the revenues there was a EVF came in like we didn't know what EVF our EV evidence-based funding which
003is our state funding we didn't know what that was going to be when we did the tenative budget. Uh we received that from the state and we're actually receiving $357,000 more than we uh had anticipated in the tenative budget. And also the um the uh corporate personal property taxes um from the department of revenue came in. We hadn't had those numbers when we did the tenative budget. So the actual numbers came in and we'll be receiving $25,617 more than we had anticipated. And then the transportation claim was committed. the the initial transportation is preliminary, but you do get a better idea of what the um revenues will be from the claim. And from the tenant budget to actually submitting the claim, it would be $76,000 more than we had expected in the tenative budget. So,
004this the revenues on the expenditure side, um all the negotiated salary increases have been updated and finalized contracts with both the certified and the teachers unions. And with those increases, the budget has been um updated by 50 $555,000. Um and al all the staff that have been hired since the tenative budget are now instead of um placeholders being in there, we have actual numbers. And then finally, all of our grants came in um and we uh know what the revenues and the expenditures are there. So we the real numbers were put into the budget. And another one is the contract for the uh SRO. We actually were able we've been trying for years to get him to be 5 days a week. We haven't been able to do it. This year the sheriff's department agreed
005to do it. We have a three-year contract now to have the SRO here 5 days a week. So that was updated as well. Um so in in the end all in all the the total change from the tenative budget to the final budget is $151,000. And that is actually less than what we thought the deficit was going to be. So that's a good thing. So the final budget reflects revenues of 48 million um 47 48,478,000. The expenditures are 49.02 million. That's a plan deficit of $543,000. Um, we had originally uh the tenative budget was $694,000 uh of deficit. The final budget is $543 and that's the difference of $151,000. Um, let's see. Uh, this slide shows what our projected balances um by fund. Uh, we're will we're projected to look like by the end of
006the year. Um, so again, we're anticipating [clears throat] decreasing our total fund balance, the number on the bottom all the way to the right, uh, by the $543,958. Um, so all in all, still very healthy fund balances. The district is in very good financial shape. Um, it is a deficit budget, but is be because we're in such good financial shape, they do not require us to do a deficit reduction plan. Um, so the the district is financially healthy and um, are there any questions? But key takeaways when here EBF, new tier funding was positive, CPPRT came in positive, pupil transportation claim came in positive, and then all the updated salaries, grant allocations, and SRO contract. Those are the big ones for the key takeaways. Um, so again, we'll adopt it tonight. I'll submit it by

So, tonight we have three students that were nominated. So, first, and here's how this is going to go. I'm going to read the students name. I'm going to read the teacher who nominated you. and I'm going to read what they wrote about you and then our student will come up and

Dwayne was nominated by Ms. Lucas, which I guess you changed her name to Richardson. >> Um, and there are attributes that go with this. So, the attribute of how the student is building a legacy has to do with community and contribution. Um, and Miss Lucas said that he helps others, takes initiative, serves or contributes to their classroom, school community. and she wrote, "Dwayne has a has been a fantastic model of school expectations. He has
010been reminding other students to be at voice level zero in the hallway and subtly correcting his friends when they aren't following the expectations. He has also been helpful in the classroom, often helping to clean up other students messes at the end of each day. He has demonstrated a lot of patience and leadership qualities. Way to go, Dwayne. He never hesitates to help others and always leads by example. He is kind, empathetic and extremely helpful to his peers. Anthony is very reliable and is always quick to jump in to assist others. He has been really helpful in leading the fourth graders and making sure they understand the lessons. And Anthony really displays a growth mindset. 012Gia Petron's class. Her name is Julia Duca and she was nominated in four areas. Learning and growth, community and contribution, culture and connection, purpose and possibility. Julia brings a tranquil energy to the classroom and hallways. When I place her next to other students in the classroom, there is a noticeable difference in the other students behavior. They are calmer, better listeners, and are able to reach goals that they, if sitting elsewhere in the classroom, wouldn't necessarily need. We have students that are new to the district in our class this year, and I've witnessed Julia making an effort to include them in recess activities. This has set a good example for other students in my class. They are inspired by her inclusion. Julia is an avid reader. She can always be found with a book in her
013hands. She also supports other students without giving them answers when working in groups or as a partner. Julia, come on up here. Um, my name is Erica Gray and I'm a parent um here at Beach Park Middle School. So, that's why I wanted to come. Um, I'm fairly new to the district, so that's why I'm did not know the protocol, so I apologize. Um, so my I have two children here at the middle school, and this is their second year. Um, and I just wanted to say like the first year for my kids was really hard. Um, that's why I wanted to come. Um, bullying has been really hard. um especially for my son last year um and it's trickled in another year this year and um so I
024really wanted to speak on bullying and the use of the word um has come up with my daughter now this year and um the principal called me and told me that this happened and he told me that something was being done um to the child that used that word to my daughter, but I don't know what happened. And so, um, I just want to know like what more as a parent, um, what more the school board, what more the middle school can do to help our kids because, um, the world today is a mess. Um, I work at a children's museum. I'm an educator and I'm working with young kids on kindness and respect every day. And it's so hard to see my daughter and my kids struggling coming to school and having to face
025this, you know, at school. um and wanting to be kind, you know, to kids that they're seeing every day. Um and I just want to know like what you guys can do to help support the teachers and their peers. um because I looked in the handbook and there isn't anything concrete for parents to see like what programs are happening within the school. Um and so I'm just trying to point out that there's a lot of character development programs that school districts are using. Um there's peer groups that kids can use to help support. No one even reached out to my daughter to see how she was feeling. And so when she came to talk to me about the situation, I asked if anyone asked her and she was like, "No." And um and so I
026reached out to the social worker and the social worker said um she would talk to her the next day and she did. Um so Mrs. Struck, I have a great relationship with her um and my son does as well um because of the bullying that has been happening at the school. Um, but there is a problem at Beach Park Middle School with bullying. Um, it's happening on the buses. It's happening in my neighborhood on the bus. Kids are getting thrown in garbage cans. It's horrible and things need to be done. Um, so I'm just saying please. Um, I know there's new principles here. I've already had meetings um with them. Um, not about bullying specifically, but I know they need support. I know the teachers need support. The kids do. I know they're not happy.
027Um, but especially conversations need to be had about using the nword specifically um, and education around that. That's I just wanted to share that as a parent. So, thank you Just so you know, we do have programs in place for SEAL. So, every student in the district, K8 gets second step. They also all do calm classroom across the district every day. Uh, and then we have PBIS, obviously a tiered system put into place for tier 1, 2, and three. This Friday when we have teacher institute day, the entire district's going to be turned to unconscious discipline, which is something that's been implemented here at the middle school. Um, last year it started the first year. Uh, and that does have some educational components for helping kids learn how to regulate as well as helping adults
028learn how to regulate. So, I would love to get your information. We are going to have a parent teacher advisory committee that's led by me. That might be something that would be great for you to join. We're doing our mandatory parent meetings uh for parents here at the middle school. And as soon as we finish those uh we have about 80 parents left to attend. I'll be sending out a Google form for people to sign up to join the uh parent teacher advisory committee. So, if that's something you're interested in, you'd have a voice in helping to restructure our student handbook. Number one, um talk about some different policies, cell phone policy being one with the ban that's coming for 2027 28. So, I think that would be a great opportunity and then I will
029touch base with our middle school staff principles about your concerns. >> Yeah. Um I think um the I know the teachers are going through um some type of trainings. They definitely need more training on neurodeiversity support. Um my son has ADHD and I can tell you they're not very supportive for those types of learners.
