Um, so under the Illinois school code, public school districts are subject to a cap on the growth of their budget administrative and spending time. The district predicts its administrative costs are going to increase more than 5% compared to the prior year's tax. It must If a district projects that its administrative costs are going to increase, >> all right, >> by more than 5% compared to the prior year's actuals, uh it must wave the limitation through the resolution. The administration does anticipate this year to budget administrative cost to exceed that 5% limit. So to determine

002if a district is eligible to wave the limitation, it must determine that it's in the fourth quartile of district rankings of their administrative cost. So that means is every every year ISBY ranks all school districts within their specific category like elementary, high school or unit districts. um and it's based on the administrative cost per pupil. Districts are then divided into four different quartortiles and district 3 is in the fourth quartile of the rankings. Out of out of 367 elementary schools in Illinois, beach parks ranked 338 in the administrative expenditures per pupil. Um that's 92% of the elementary school districts in Illinois spend more on administrative costs per pupil than each part. So if a district's administrative costs per pupil fall within the fourth quartile, you are allowed to wave it through a resolution. So we'll

So, for my superintendence report, just wanted to say [singing] how awesome it was to have our back to school bash. Had over 2,000 people attend. Uh we will meet again in September with the other three school districts. Just to kind of recap how things went, I just want to say a huge thank you to everyone that was able to attend the back to school bash to help support our community. And to anyone, thank you so much who did any type of donation of their time or money in order to make sure that the back to school dash. uh registration. We've been doing blast to parents who have not registered.

010The last blast that we did helped us receive 75 new registrations in one day. Obviously, those make a big difference. Um we're much closer to 100%. And I really would like to say a big thank you to our registration team because they have done a ton of work to make sure that kids are registered for the first day of school. We had new teacher orientation last week. We had over 25 new employees in attendance. So, I'd just like to thank uh Tracy Griffith and Rose Torres and all of our instructional coaches for being there and welcoming all of our new staff. There were lots of smiles, laughing, and lots of learning happening. And if you've never witnessed a new teacher orientation, it's a whirlwind of information coming at you for three days straight. And the

011last thing I would just like to say is we have our teacher institute day. They are Monday and Tuesday next week. Um I know I'm personally super excited to kick off a new school year with two settled contracts. And any board member that would like to attend is more than welcome. will be here at the middle school starting at 7:45 a.m. If you'd like to have breakfast with staff, we are having breakfast at 7:15 a.m. And that is all for my superintendent report. So today we're going to be

014talking about the tenative budget. Um so the requirements to establish a budget. First phase of the budget cycle is to present the tenative budget to the board of education and then put the budget on public display for 30 days. So it'll be posted tomorrow in the Lake County News Sun and it's going to be available for the public to view on the website and a hard copy or digital copy in the office district office as well. tomorrow. Um following public display, the board will take final action to approve the budget. That would be uh after the budget hearing in on September 21st at that board meeting. Once adopted, uh it needs to be submitted to the state. So again, timeline is tonight's Um so tonight's the tenative budget. Uh the board will adopt the final

015budget at September 21st meeting and then it needs to be submitted to Gizby by September the last day September. So this slide shows you last year's last year's uh FY26 actuals, but remember that they're unodudited. The audit will happen in September. Um but the revenues total 48,822,949 and the expenditures total $49,1,98. And that ends up with a deficit of $178,000. $178,959. The original budget called for a $59,000 deficit. Um the reason it's higher than that, first of all, it's a very small amount compared to a $49 million budget, but we did have some uh payoffs for the uh wall remediation, the tough pling come in before July 1st. So this has to be paid in June. Um so tenative revenue. So this year we're anticipating 1.7% less revenue than we received last year. The reason

016for this is that uh one of the reasons is our title one, title two and title three aotments are less than they were last year. And the transportation claim being prrated but from 80% down to 61% for special ed, 71% for regular education. As far as the individual funds go, operations and maintenance went up 52% because uh we put $1.3 million of EBF in that fund to uh maintain adequate fund balances in that fund. Um IMRF and social security went up 25% because $150,000 of EPF was allocated to cover expenditures in the IMRF fund. and capital outlay. Notice that went down 99%. Um the reason for that is because we did a onetime transfer of $2 million and we didn't do that this year. So um the TOR fund went down 20%. Last year we

017allocated EVF funding to keep that fund balance healthy, but we didn't need to do that again this year. And the fire and safety fund went down 15% but that 15% on the equals $2,000. So um still uh we are in the green one. Yeah. No, it's back too right there. All right. So, uh, talking about the title grants, title one, two, three coming in at less than they were anticipated last year. Well, last year and the year prior, throughout the year, they kept allocating more. So, we are anticipating more than what we're budgeting, but we aren't sure that's going to come in. So, we're going to play conservative budget, but we know those allocations are now, but the revenues may look better than they're anticipating. All right. Right. So, for the expenditures, they're due to

018decrease 1% over last year's actuals. Um, it's not a substantial uh increase, but this is largely due to&m projects being much less this year. Uh, we aren't going to be doing as many projects as we did last year. Uh, and as far as the individual funds, capital outlay went up 100%. You see that on there? That's because there were no projects capital outlay last year. And this year, we're planning to work on the Oak Crest parking lot. you expect that um maybe $680,000 of that 2 million is going to be spent in this fiscal year budget. So that's why that went up 4%. Um fire and safety went up $1,678%. That's because we still haven't used this fund at all. So it went from like spending $1,500 to we're going to be putting in a

019HVAC unit in the middle school for $67,000. So that's why it's such a huge percentage. The total revenues for the 26 budget 27 budget are anticipated to be 47,988,866 and the total expenditures are anticipated spending $694,020. Um, sorry, 48,682,886. Uh, and as you can see, we're anticipating spending $694,20 more than we're going to be receiving. So, that's what our deficit in the budget will be. The good news is that this budget, the tenative budget was created before Friday. Um, and Friday we found out that our EVF calculations came in and we're what anticipated an increase of about $690,000 over last year is what I was anticipating. But after uh we got calculations, we're actually receiving a million more. So like $350,000 more than what we anticipated in this budget. So the final budget will look

020like that. All right. So, [clears throat] we have a healthy overall fund balance. Uh we anticipate that our fund balance on June 30th is going to be $33,83,618. And this is a safe amount of reserve to cover expenses if funding sources fell through. And it also gets us through low points in the year when uh we're not receiving any uh tax revenue u because we receive that twice a year. We do have points in the year where the fund balances get low and we want to be able to cover payroll. So having that healthy fund balance is important. Um not long ago we had to take out loans with interest to cover the payroll and accounts when and accounts payable when the taxes weren't coming in and we were waiting for them. But right now

021we have healthy fund balance. That's good news. So some key takeaways. Uh we have a deficit budget but since our fund balance is healthy there's no requirement to doing deficit spending plans with the state. The district is financially stable. Some potential refinements to the budget from the tenative budget to the final budget would be that we should have more information on grant expenditures before September. We'll hopefully have the classified teachers classified and the teachers contracts ratified. We will refine the personnel budget placing the assumptions of like new teachers and um to be determined so we'll have more accurate uh personnel numbers that we can plug in. Um we should receive more accurate estimates on personal property replacement taxes. Hope to get that September before the final budget, but they're anticipating it coming in late September.

022So I'll cross my fingers and we'll be good. Uh there will be slight changes between now and budget hearing, but this tenative budget closely reflects what's expected as far as revenues and expenditures for fiscal year 7. Um so we're asking the board tonight to approve the tenative budget to be put on display at public notice to be put into the newspaper about the public hearing that's happening before the September 21st board meeting. So the next steps this month today, hope you accept the uh tenative budget as presented. We scheduled the public hearing for September 21st. Tomorrow we'll post that in the newspaper and we'll have it the tenative budget available and public for 30 days. And then September, we're going to hold the public hearing for the final budget. Uh adopt the budget, submit the

This agreement means more to us than the numbers on salary schedule. It sends a message to our educators that the work we do every day is seen, that it's valued, and that we are appreciated. Our teachers give so much of themselves

024to the students and families of each park, and it means a great deal to know that our our district recognizes our commitments. So, as we begin this new school year, it feels really good moving forward together with a renewed sense of partnership and a shared purpose. We all want the same thing. A strong district where students thrive and where great educators want to come, stay, and build their careers. So, thank you to the board.
