Heat. Heat. feel you. Heat. Heat. 91. Hello. I'm calling the levy hearing to order. Diana, please read the roll call. >> Marshall White >> here. >> Butler here. Andrew Osprey >> here. Andy Lucer, >> Christina Goitzer >> here, Cory Giser >> here. >> Okay, I'm turning the meeting over to Frank Ed. >> Thank you. >> So, uh this is the truth and taxation hearing for the 2025 levy. Uh the levy is the mounted school district request uh to provide sufficient revenue to maintain its schools and to conduct the programs for the education and benefit of all the children residing in the school district. We're not required to have this hearing because we're not we're asking less than 5% over last year's extension, but we want to do it anyway just because that's what we've always

done in the past and we want to continue that and we want to be transparent. So, this is the Levy calendar. Need my glasses to see it. Hold on one second. That's not working. All right. So, on November 17th at the regular board meeting, uh the board adopted the proposed levy. Uh the levy was posted to the website the next day uh November 18th. That's a law now that you have to post it to your website um from the homepage of the website. Uh December 2nd, we post it in the newspaper. Part of the truth in taxation is that you have to post it in the newspaper not less than 7 days and not more than 14 days before the public hearing which is tonight. It was posted on December 2nd in the Lake County

News Summit. And now tonight, which is also not required, we're holding a truth and taxation hearing. Um, and it's not required because again, we're asking less than 5% over last year's uh last year's extension. And then tomorrow, between tomorrow and the last Tuesday in December, the last day in December, it's not Tuesday, it has to be filed with the Lake County Clerk. So, a little bit of background is uh Beach Park District 3 is a community that that values public education and our first priority is to provide our students with an excellent education while also being good stewards of the taxpayers dollars. So, a lot of economic challenges that the district faces. Um there's increased cost to supplies and materials um which all those increases exceed 2.9 which is the consumer price index and the

you know tax truth in taxation hearing is that you can have you can ask for CPI or 5% whichever is less and this year it's 2.9. So that's why I compare the the materials and supplies the material supplies and purchase services exceeding 1 to 2.9%. Purchase services are increasing between 3 and 10% and sometimes even more in some instances. The district has been receiving what's called ESSER funds for past 3 years or for three years with that ended September of 2024. That was $5.4 million that we were receiving. Um, and that was funding programs such as uh summer school, after school clubs, one:1 Chromebook refreshes. So, those are things that need we want to keep sustaining, keep moving forward with, we're going to have to find ways to pay for that through local dollars since

we don't have the ESRE funds anymore. Um, federal funding is up in the air. We really don't know what's happening with federal funding for our federal grants. We don't know if they'll be funded or fully funded. Um with the SNAP programs kind of being questionable at the the current time. Um our grants are based on our low income and that's based on people who are on SNAP benefits. So if we don't have any record of who's on SNAP benefits, we may lose our title one, title two, and title four grants. But we don't know. It's all up in the air. Uh we have two out of three collective bargaining um agreements that we'll be negotiating this year. Um so we don't know what salary increases will be for those. And um health insurance costs are

currently people are talking about them going up 15 to 32%. Um, but with all that said, uh, the district has a finance committee made up of administrators and board members that monitors all the district's finances and I just like to thank their boards for their diligence and insight. Um, you guys ask a lot of great questions and I appreciate your willingness to really dive in and learn and ask the right questions and understand what's happening with the finances. So, thank you. So before the board takes action to adopt the levy, the district is to re present the fund balances >> [clears throat] >> um of all our operating funds. So these are all of our operating funds and these are our cash balances of June 30th, 2025 and then also November 30th, 2025. And they

fluctuate throughout the year as revenue comes in. fund balances tend to be higher in September and November is when all our property taxes are coming in and then we spend it down throughout the year until June when our next um taxes property taxes come in again. But this reflects where our fund balances are in June 30th and November 30th and that they're both kind of a high point. So, the tax levy assumptions, um, some of the general assumptions are that the district's going to receive close to 3.19% increase over the 24 extension. We're also assuming that EAB is going to increase about 10%. And that's based on what the Lake County assessor provided me. Um he sends I asked him what he thinks the con EAB and new growth would look like in the next

year and they also assume that new construction would be about which is seems new growth would be about $3.1 million based on his assessment. So, as we said, right now it's unknown what the district's EAB is, and it's unknown what the new construction is. And these things we these numbers we won't have until after the levy is filed in after in December. So, we won't even know these numbers. That's why we have to make assumptions. So, this is uh this chart illustrates the tax levy for 2025. The column shaded in red or salmon includes the levy as it had been prepared for the board tonight. It represents a 3.28 total increase over the 24 extension. You can see that the bottom yellow line on the salmon colored column. Uh this includes our bonds and interest.

So the aggregate levy which is the operating bonds which is the one above that where it says 3.64 64 that is for our aggregate which does not include bond and interest in seedall and seedall sets what the rate is for their um IMRF levy and bond and interest is set by whatever our principle and interest is that year. So the the lake county treasurer that's what they that's what they they set that rate knowing exactly what we need. So they they extend exactly what we need. Um, it's expected that the Lake County assessor or Lake County clerk will reduce our extension once the EAB and the CPI are known for 2025. So that's what the green column is. That's what the actual projected extension would be and that represents a 3.19% increase. And this these

request is to cover the cost of the district, the operator district. So, this is the December board meeting. We approve the 2025 levy and then after tonight file it with the Lake County clerk and it has to be filed by the last Tuesday of December. And then that's it. Are there any questions? Thank you very much. Thank you, Mr. Adams. And then since there's no comments or questions, do you have a motion to adjourn the living meeting? >> So second roll callina >> I >> Marsha White >> I Robert. >> Hi. >> And I say okay. So now I'm calling to order the regular school board meeting. Diana roll call again. >> Marshia White >> here. >> Nicole Butler here. Andrew here. Andrew [clears throat] Luther. Patina Ger here. Cory Giser >> here. Kelly here.

Multiple staff actually shared the amazing things she is doing in regards to the news team. And just to remind you, anyone can nominate a student, a staff member, a parent, a community member, anyone at all. There's a Google form to do it. And then we

go around and personally invite them to attend the board meeting so we can celebrate what they're doing for the district. So, we are going to start today with Molly White. Uh she was nominated by a parent. Uh she is a third grade teacher at Kenneth Murphy Elementary School. She has truly embraced partnering with the district to provide the support her students need and the support she needs to help them be successful in their learning and growth. She has been willing to listen while also expressing her needs all in an effort to be the best parent she can be to her children. Recognizing her growth from the beginning of the school year to now was absolutely needed. We appreciate everything she does and her willingness to work with us on behalf of her students. She was unable to come tonight. Our last district champion award goes to two parents and they were nominated by Miss Carrie Leman. They are the KM PTO presidents Tim and Corine Jal. So come on up here. [applause] It is with great pride

and deep appreciation that I nominate our exceptional Kenneth Murphy PTO presidents for this award. More than anything, they embody what it means to nurture in elementary education. With love, understanding, and a genuine

passion for helping children thrive, they create an environment where students feel safe, encouraged, and inspired. Tim and Corine are not just our PTO presidents, but they are the heart of our school. Their leadership has elevated our community, enriched our school culture, and created memories that will last a lifetime. There is no one more deserving of this recognition. >> [applause] [laughter] >> Oh, it's nice. Just a couple more things for my superintendent report. Just to inform the board, I ready testing has been taking place. It started last week and will continue until winter break. Once we return from winter break, we will complete makeups as needed. And once all testing is complete, Miss Tracy Griffith and the principles will work together to review the data, create a data presentation for the board and share our highlights

and improvements aligned to our school improvement plans at either our February or March board meetings. Winter break begins December 22nd and goes through January 2nd. Staff will return on January 5th for teacher institute day and students will return on January 6th. The district will be closed December 24th through December 26th and December 31st through January 2nd. And one last special note that is not on your sheet is I'm super excited to announce that we are doing a kickoff event for our district foundation on January 29th at the shanty and we will have a flyer out to staff to families and everyone within the community with more information and details very soon. And that is all I have for my superintendent report. >> Thank you Dr. Wilcox. Do I have a motion to approve the agenda?

So move. >> Goliter. >> I Roers. >> I call Booker. >> I Marsha White. >> I Ger. >> Hi. >> Andrew. Hi. >> All right. Do we have any correspondence? Any questions on old business? new business, long range planning. Kelly, can you >> Yeah, [clears throat] we met um earlier this month like we always do and um just we're tracking a couple of upcoming uh small projects that we've been reviewing. So, nothing stellar to report on and vote on. Thank you. Finance committee. >> Yes. Good evening. Um we met this evening and um we discussed the approval of the adoption of the 2020 tax levy which I hope went over today. I'm sorry this evening and um we also uh discussed the approval that's going to be on this board's agenda for approval for an

FTE special education resource teacher. And that is all I have to report sub. >> Yes. Um we met the first week of December. They did hire a new superintendent, Dr. Jennifer Thomas. She comes from Kerry School District. She's been the interim um superintendent there. Um and they have approved a new re a new restructured tuition model that will be implemented in the next meeting of March. >> Thank you. Any questions or comments on the building reports? Okay. Any questions or comments on department reports? We do have a question or a comment. So, I think I'm going to be asking is Andrea Moore here? Just as a reminder, you'll have a maximum of three minutes and Dr. Wilson will be kind of you and I'll let you know if you go beyond that time. Hello war.

My name is Andrea Moore. I'm a parent of two children or students, one at how and one at the middle school here today. Um I was able to notice that there is a email that was sent out um subject important reform middle school parents. Please share your feedback by December 19th blue ribbon schools excellence survey. Unfortunately in the effort to get that information out to parents there was a breach of students identifiable information. I immediately called uh superintendent's office and informed them of this and I guess the recourse was upsetting and stuff are. So the information that I uh conceived and share with whomever I guess I I would care to um was students ID number, their first and last name, uh kindergarten email addresses, and then the links to these confidential um surveys and

then the individual codes that each individual uh email address was given to actually log into this um to complete the survey. Initially, um, Kaia or Mr. Miner actually sent out an email several hours after I I called in at around 11:30. This was at 2:00 and it the subject of this email is through email and it says to J Beach Park parents um, we are ready and sincerely apologize about the internal email sent this morning that accidentally exposed the email addresses of other parents in a distribution list. We want to assure that this is a regrettable internal error and that the information was not compromised, stolen, um, or shared outside the Beach Park Middle School parent community, excuse me. We have already addressed the issues by recalling all unopen messages and removing the program where

this excellent took place. I don't even know what that means based off of what I just stated that took place for me to actually even have a copy of the 700 plus uh students names, ID numbers, and parent guard email addresses. And then this is the director of the innovation and technology. Very disheartening that they don't take privacy or data very serious to even properly inform parents what took place, let alone the recourse. As I mentioned, tonight as I'm preparing to come to the meeting, there was another um newsletter or um report um sent out to parents again just saying that students ID numbers is nothing more than just how we actually I guess the school you know comes up with the email address for them. This is personal information identifi identifiable information of students

first and last name. I can't [clears throat] even get this information when I've just recently this school year. Someone called my son a racial slur and people won't I can't tell you the student's name. I can't tell you this and this. I can't tell you what's going to happen to them. But when the school makes a boo boo like this, it's okay that we get this out. They do have to worry about it's just really misrepresenting. And I hope that we can do better as we go into the era of web 3.0 you know, and the difficulties we'll have with assessing the seriousness of the situations if we downplay everything when I guess it's time for us to, you know, actually be human and understand that we can we made an error and how do

we actually learn from it and be better versus covering it up. >> Miss Moore, your time is up. >> Thank you for your comments and superintendent will counsel contacting you. I'm not the comments correct. Okay, we're going to adjourn to close session and I need a motion. So, second roll call I Heat. Heat. Down. feel. Hey >> [music] >> Heat. Heat. Heat. Heat. feel.
