001Heat. Heat. N. Heat. Heat. Good evening. We're calling the regular school board meeting to order. Roll call. Marshia White here. Nicole Butler >> here. >> Andrea Asbury here. Andy Luther. Latina Gozer >> here. Cory Giser here. Kelly >> here. Let's stand for the pledge of allegiance to the flag of the United States of America and to the republic for it stands. One nation under God, indivisible, with liberty and justice for all. >> I'm turning the meeting over to Dr. Wilcox. Thank you very much, Miss White. I just want you all to know it makes me so happy to look out and see so many of our staff and our families here today simply so that we can celebrate you. So, thank you so much for being here. Our first order of business is something super

002exciting that I'm sure you all cannot wait to hear about. It's our audit that took place at the beginning [laughter] of the year. So, I'm going to have Frank Adams come up and introduce our auditor. >> Yeah, I just like to bring up Jeff Rollson from Evans Marshall Auditing Firm accounting firm. Um, it's been great to work with. Appreciate all your work. Thanks, Frank. They came to see me, but it's okay. This won't take long. Don't worry. Um, well, I'd like to start by thanking Frank and and his staff for all the help during the audits. Um, we come in and we kind of make our presence known and think they have nothing else to do but to help us and they're they always make time for us and I really appreciate that. Um, as

003always, there's there's two there's two reports that you will get. I So keep that in mind when you're going through that. If you're familiar with ac cruel basis, it's just a cash basis. Whatever you pay out is out. Whatever you get in is in. Revenues and expenditures is pretty simple. Um for the year ended June 30, 2025, we have issued a qualified opinion on the modified cash basis of the county. The uh the second report, the smaller of the two is the uh federal report. Uh when a district spends more than 750,000 of federal monies, it is required to have a separate audit conducted covering those funds. Uh as such, the district was required to undergo this additional audit focused specifically on the federal grants. uh the federal program report is provided covering that audit.

004In our opinion, the district complied with the requirements governing these financial monies and there were no findings to report. [clears throat] Uh the annual financial report is filed with Illinois State Board of Ed and the federal report was filed with the House. With that, I don't really have much more to present. If there's any other questions, glad to entertain us. Looks like we don't have any questions. >> Thank you so much. >> So, we're going to start with positive descriptive praise that our staff have received throughout the month of October. So, I am going to have Stephanie Meek, our principal at the middle school, first come up and read her positive, descriptive praise for her staff. There [clears throat] are always many people to honor in situations like this. And um I am grateful that

005Beach Park Middle School teachers are now accepting positive descriptive praise cuz we were slightly reluctant to start. So it's a good thing that we have people jumping in. So if I can start with uh Jenny Stanfel. So Jenny Stanfel, they're supposed to come our part, aren't they? >> Yes. Sorry. So when your principal calls your name, you're going to come up because one of our board members is going to hand you a little note and they're going to hand you a core memory ball. So, for those of you that don't know, we overhauled some of the work that we're doing in special education. Jenny Stanfel is our special education coordinator at the middle school and has spent lots and lots and lots and lots and lots of time with me uh making this change happen

006in the best interests of our students and in the best interests of good positive inclusion um actions. Um let's see. What a [applause] big [applause] Nicole Pets, is she here today? >> Okay, she made me think she was coming. She just got busy. So Nicole Pets is receiving her positive descriptive praise for jumping in on the same topic. We added a taps program to the middle school and she has been integral in making sure that that happens and happens well. Um, next, let me she's not here, but we do have this person here. So, Heather Ike Meyer, where is she? Heather Ike Meyer, she is our dean of students as sixth grade administrator. She is receiving her positive descriptive praise for a lot. She is offering to math in particular seventh grade. So, our seventh

007grade math team is the one that honored her today. You guys, I think she wants you to pause her picture. >> [laughter] >> That's what [applause] the next two declining to attend today. I know that they have or three declined to attend today, but Mr. Sherwood, Mr. Sherwood is an eighth grade math teacher and he received deposited descriptive praise for helping get all the heavy snacks drink and drinks back upstairs on sick day. So, um, you know, we do celebrations and he was helpful getting all the things back to where they needed to go. Um, Mary Louisa, I don't think she's here today. Mary, Mary's not here. Okay. Uh, Mary Louisa is a sixth grade special education pair professional. She received her positive descriptive praise for all the support she offered in um offered students

008in their flight and space unit. And I believe she received that from Miss Ballard. Is that correct? Yeah, Miss Ballard just here today. Um and then lastly, Mr. Mark Ralph received a positive descriptive praise from a member of his team um for his amazing leadership and addressing any concerns and issues that they found in the PLC process. Thank you. [applause] I am going to do positive descriptive praise from the district office. So the first person is Jan Schnedler. Uh and I want to just thank her personally. I wrote it. uh she helped put together our fall potluck that we do at the district office once a month. Uh and she gave everybody a whole bunch of really fun recipe ideas and did a whole bunch of leg work. So, thank you so much, Jan. [applause]

009>> [applause] >> The next one is for Veronica Tano and it is from Diana Contrarus. And Diana just wanted to say thank you for all of your efforts and providing us with a great wellness plan. The website looks amazing. I know you go above and beyond what is expected and it is very much appreciated. Our [applause] next one is for Ma Monica Jenovich from Frank Adams. Um, and it is basically Monica goes Monica goes above and beyond all day every day for our food service program. And if you don't know, Monica left the district and returned and literally works a million hours every single week. and it shines through in all of our food service people. So, thank you, Monica. [applause] The next one is for Katie Hucker. It is also from Frank Adams and

010it's for her willingness to assist in the absence of others. It is very much appreciated. When others have to attend to move important things, you are always here to help. You are the best. >> [applause] >> And the last one I have for the district office is for Lette Breto. Uh it is from Jan Schnetler and it is you are the best listener. Thanks for always making time to help me and providing sound advice. [applause] Now if I could have Mr. Anderson from how come on up to read his PDPs for his school. >> All right. Good evening. She truly makes school a better place for everybody. >> [applause] >> Um, the last one goes to Molly White from Miss Shade. I don't think Molly's here, but there's all kinds of love in these. Your students are so lucky to have you. Every time I walk by your class, all I see are hugs and smiles or a huge smiles and hugs. They feel so loved and safe with you. [applause] >> Thank you very

I have one for Delila Castellanos and she is not here this evening. You have set great expectations for your class and it

016shows. You are making connections with your students and families which they will never forget and that was anonymous. [applause] The next one's for Janelle Parmley. And Janelle Pley, um, this is from Megan Garris, one of our substitute teachers who had to do e-learning on Monday. Thank you so much for helping me with my first e-learning day. I couldn't have done it without your support. [applause] And the last one, Trisha Schwarz, she is not able to be here this evening. Thank you for taking over and getting the permission slips for parents night out to staff. I really appreciate all of your help. [applause] And last but not least, if I could have Ms. Miss Jen Convey come up for Oakrest Elementary School. She will read her positive, descriptive praises for her staff. >> All right, way

017to go. See, it was really hard to pick these cuz there were so many on the board, but the first one goes out to Arena Torphoba, who could not be here tonight. Um, the phrase reads, "Thank you so much for going out of your way to bring extra clothes up to the health office for students. That was super helpful from Mrs. Jones. [applause] Next, we have Miss May Sanchez. May, are you here tonight?" No, I think so. Okay. Your positive soul makes my day brighter. Thank you for just being there when I need an extra hand. You are always helping everyone in our school and I feel blessed to work with you. You are just wonderful with our students. We love you. And that came from Mrs. Alescu. [applause] Next one is for Rhonda Padico.

018I know she's here. Um, your phrase reads, "I just love when you pop in my class and you give it your all. You've been helping our student feel so loved and helped her so much with her language skills. Because of your hard work and dedication, she was able to build confidence and she loves learning." Mrs. Abillescu, [applause] the next one is for Broo Turk. Thank you for always being willing to help any student who needs it, even if it means giving up your plan time. You are amazing. From Lisa Barkway. [applause] And last but not least, Bridget Gollic um got a positive descriptive phrase. It says, "Thank you for giving up your room for vision and hearing testing, then helping me carry all my equipment back to the office. You went above and beyond. I

019appreciate it, Mrs. Jones, [applause] >> thank you so much. Just in case you don't know, every school, including the district office, has positive descriptive praise boards somewhere in the building. And I personally pilered through about 75 PDPs this month in order to pick five. So they're typically a lot and it is just a choice of the principal to kind of go through them and highlight some people from their building. Now we're going to move on to our staff spotlights. So we have a teacher nominated from every single school or a staff member. So we are going to start with Beach Park Middle School and the staff member who is being highlighted is Michelle Moria, our librarian. >> [applause] >> Michelle is committed to every staff member and every content area. She focuses on supporting the

020whole child, developing a love for reading, and ensuring the community is held in love. As a teacher leader, not only within our building, but also across the district. She takes on numerous roles at the school level. She's an active member of the PBIS and BLT teams, facilitates check-in and checkout for students, and co-leads the afterchool activities. I feel like those got crossed potentially. Yep. Uh I don't know why. Come on down, Michelle. [applause] Congratulations from Newport. We have Ms. Lorie Squires. [applause] As a teacher leader, not only within our building, but across the district. Mrs. Squires takes on numerous roles at the school level. She's an active member of our PBIS and BLT teams. She helps facilitate check-in and checkout for our students and co-leads the afterchool activity crafters club with Miss Schaefer. Mrs. Squires

021is dedicated and collaborative team player, always willing to brainstorm with colleagues to enhance student support and schoolwide systems. Her commitment to the belief that all children can and will learn is evidenced by her datadriven insights and deep contributions during both PLC and BLT meetings. Furthermore, she has taken uh she has taken the initiative to step into the role of parent teacher liaison aligning with our school improvement goals to strengthen our partnership with our PTO. She attends meetings and events providing essential feedback to improve communication within the Newport school community. Her willingness to support the broader educational community extends beyond our walls as she regularly volunteers to assist new teachers visiting the district for observational hours and clinical experiences. Mrs. Squire's strong relationships with family and staff clearly demonstrate her ongoing commitment to our school and

022district. >> [applause] >> Next, we're going to go to Oakrest and Mr. Craig Peterson. [applause] As a lead teacher, Mr. Peterson has taken the time to thoroughly familiarize himself with all components of the new HMI curriculum. He has generously shared his knowledge with his colleagues by leading professional development during a schoolwide PLC. His philosophy emphas emphasizes that collaboration makes the entire team stronger. Furthermore, Mr. Peterson is a strong proponent of using artificial intelligence to enhance student engagement. He has successfully utilized Writable to involve his students more deeply in the writing process. His dedication and efforts are truly appreciated. [applause] Now we're going to go to How and Ms. Amy Newman. I did receive a letter via inner office mail from her entire school. Um, and I'm just going to read some highlights from that. Dear

023Dr. Wilcox, we wanted to take a minute to recognize Amy Newman for everything she does for students and families at H. She truly goes above and beyond every single day. Not just meeting academic needs, but really caring for the whole child. Amy has a way of quietly stepping in when she sees a family struggling. She's helped get food, mattresses, bed frames, clothing, and furniture for families who need them, often using her own connections to make it happen. Right now, she's putting together a pop-up food pantry to open to families during parent teacher conferences to support those impacted by the reduction in SNAP benefits. She's been collecting food and monetary donations from her family, friends, and the community to make sure people have what they need. Through her charity, Families Helping Families, Amy has brought so

024many resources into our building that have truly made a difference. She's also a dedicated member [clears throat] of our PBIS team and helped organize donations for our fall festival, making sure all of our students could enjoy the festivities. Amy never looks for recognition, but what she does for our students and families deserves to be seen and appreciated. We're so grateful for her kindness, generosity, and the positive impact she makes every day. [applause] And last but not least, we're going to go to Kenneth Murphy and Miss Jenny Solano. Jenny Solano is an invaluable asset to our school community. She works closely with teachers to offer guidance, model best practices, and provide constructive feedback that helps elevate classroom instruction. Her warm and approachable style allows her to build trusting relationships with students who see her as a

025cheerleader for their success. Jenny also offers thoughtful insights and datainformed perspectives that support decision-making at the school level. Through her dedication and genuine commitment to helping others grow, she strengthens our team and enhances the learning experience for everyone. [applause] Before I start with our district champion awards, Liz Diana would like all of the people who had PDP to come up front so she can take a picture of everyone that's here today. So, if you could come up front really quick, if you received PDP and had it read by your principal, Diana would like to take a picture of all of you together. You can stand in front of us. You're the spot they got. And if I can have my five staff spotlights come up here so Diana can take your picture. [laughter] I know.

026>> Thank you. >> All right. Thank you so much. Now, we're going to start with our district champion award. This is the first time we're doing it at a board meeting this year. Anyone in the community, any staff member can nominate someone else. That can be a student, that could be a staff member, that could be a community member, that could be a parent. So, we have several people that were nominated this month for the district champion award. When I call your name, I'm going to read what the person wrote about you. And then you're going to come up and you're going to collect a pin from Ms. Gwatzer. And then you're going to collect a magnet from Miss Roers. Okay. So, we are going to start with [clears throat] Hold on. I got to

027be able to follow my own sheet. >> Nominator. All right, Maria Barts and Michael Barts who are how staff parents, you guys can come on up here while I read this. [applause] Mr. and Mrs. Barts have been in the district for many years and I've had the pleasure of working with their children. They always show up to events at the school and district to show their support and to model for their children that community is important. They have always supported the teachers here and have had a nice line of communication with us. They raise children who are responsible and respectful and they've instilled the love of learning in them. This is why I believe Mr. and Mrs. Bats Arts have guided their children to all learn, lead, and succeed on a daily basis. [applause] >>

028[applause] >> Our next person who was nominated is Miss Stephanie Schnetler. She is the health clerk at Beach Park Middle School. Uh she was nominated by Mr. Tim Jansky. And also just so you know, uh Mr. and Mrs. Bart's Sarah Holtz, the PE teacher at how nominated you. So Stephanie Schnettler is uh supports the BPD3 mission to empower students to learn, lead, and succeed as a connected community. Stephanie is helpful, pleasant, and kind. Her personality strengths I've totally read that wrong. I'm so sorry. Stephanie Stephanie's helpful, pleasant, and kind personality strengthens the sense of community in every building she serves. Her dedication to service is clear in every task from assisting students as a health clerk to efficiently running the command center at the front end of the building for all students and staff while

029filling in for others. Her genuine positivity is felt by everyone she encounters. A fact so evident that even outside vendors have commented on her exceptional helpfulness. [applause] So, the next person is Camila Orosco. I'm so sorry. Uh she was nominated by Brenda Riviera. Uh she's a student at Beach Park Middle School. [applause] Hammy is such a great student. She shows determination, courage, and most importantly, kindness. She's a great example of a great student. [applause] >> Our next nominee is from Oakrest, Megan Johnson Alakala. She's a PTO parent. [clears throat] >> [applause] [applause] >> She's a PTL parent, correct? Oh my

030goodness. I just want to make sure I have her correct. Megan has been a district mother and role model for years. She is always going above and beyond to make sure her kids attend sports, school events, and after school activities such as plays, concerts, and anything else. She is also part of the Oakrest PTO and is well known in our community. She deserves to get awarded for her hard work and her excellence in serving kids. [applause] Our next uh person is Ashley Trix. Um nominated by Dwayne Trix, Newport parent. Ashley's dedication is evidenced in the countless hours she donates to organizing events, supporting teachers, and building a welcoming school environment. She not only contributes her time and energy, but also her own resources, ensuring that every initiative, big or small, benefits our students and families.

031Her leadership inspires others to get involved, fostering a true sense of community and collaboration across the school. >> [applause] >> Our next person nominated is Brooke Turk from Oakrest Elementary School. She is a resource teacher there and she was nominated by Tiara. She just has been great to my kids and very helpful when I need it. She has been there for my boys when they went to Oakrest and she is just a great person. [applause] The next person is Ms. Bennett, the band teacher here at Beach Park Middle School, and she was nominated by Isabelle Arbula. She's very uh she's a very encouraging person. My kids as a student are very enthusiastic on music and it changed everything in their lives. They got disciplined since they are learning music. [applause] The next person is Marissa

032Vera. She's a fourth grade teacher at How Elementary School and she was nominated by Vanessa um Henrik. I'm going to say it wrong. Vanessa, which is terrible. H how do you say it? >> Enriquez. I am thrilled to nominate Miss Vera because she is truly one of the most dedicated and inspiring teachers I've had the pleasure of collaborating with. Her involvement in her students lives in the entire school community is nothing short of extraordinary. Miss Vera genuinely cares about her students growth academically, socially, and emotionally. She works tirelessly to create a classroom environment where students feel safe, valued, and excited to learn. Her innovative teaching methods and passion for education make a real difference, helping students not only understand the curriculum, but also develop confidence and a love for learning. What really sets her apart

033is her commitment beyond the classroom. She is an active member of the PTO, participates enthusiastically in PBIS initiatives, and dedicates her time to various clubs and activities. She believes in empowering students to become leaders and responsible citizens, and her efforts show in the respectful, inclusive atmosphere she fosters every day. I've seen firsthand how she helps students reach their fullest potential by challenging them, encouraging their unique talents, and helping them see their own worth. Her work contributes to developing skills like teamwork, communication, and problem solving, which are so vital for their future. Her positive influence is evident in the way her students grow in self-esteem, respect for others. Congratulations, Miss Bara. Our next person is Jazelle Regina Nunes D'vorah and she's um nominated by Griselda D'vorah. She's a student here at Beach Park Middle School. She's

034a good student with strong values. She knows how to respect teachers, administrators, and her fellow students. >> [applause] >> Our next nominee is Miss Katie Cranmer from Jennifer Mandel. Through her empathetic mentorship, she promotes

035social and emotional awareness, helping students recognize their strengths and work collaboratively. Her unwavering respect for every learner's unique perspective reflects our value of valuing others. creating an inclusive and supporting supportive environment. Most importantly, her positive spirit and dedication to continuous improvement embody the growth mindset, encouraging all of us to see challenges as opportunities for growth. I deeply admire her leadership, her dedication, and the lasting impact she makes on our learning community. [applause] Our next nominee is Natalyia Gonzalez and she was nominated, I believe, by one of her parents, Adriana Gonzalez. She's a student here at Beach Park Middle School. She helps her peers with their homework when they have difficulty. also likes helping her teachers and volunteering. [applause] And our last nominee is for another student here at Beach Park Middle School, Violet Turner from

036Monnique Turner. Violet has a GPA of 3.9. She's involved in student council as a graphic designer and destination imagination and is an excellent student in class. She is very respectful to her teachers, always helping her peers and truly excelling in sixth grade, balancing everything. [applause] Congratulations to all of our district champion award winners. If we could have them all come to the stage really quick for a picture. So close together. >> [applause] >> If I have families that would like to get up and leave, uh, you are more than welcome to. I'm gonna keep moving on because the next thing on my superintendent report is our district school improvement um presentation of our plans for each of our buildings and then a presentation to our building leadership teams for their designations from the Illinois School

037of Puckard. So, if I could call all of our principles up. Heat. Heat. Heat. Does this work? >> Okay. Um, the little clicker doesn't work. >> You just want me to go, >> why did you guys laugh at me so hard? Just made this one tired. This didn't work still. You can just answer, right? >> Okay. When you want her to switch it. Okay. We need the boot. >> The boot. You guys want the boot? Yes, everybody. Okay, great. So, that'll be your that's your cue. Not yet when I when I say the sound. Okay. So, um, I'm going to get us started on behalf of all of us principles. We took a little bit of a different approach for sharing our school improvement plan this year. There's a lot of overlap between all the

038buildings. So, rather than kind of just each of us saying the same thing over and over again, we consolidated a little bit for everyone's um, enjoyment. This is going to be very enjoy. See, benefit. That was the word I was looking for. I'm really tired. Okay. Okay. >> [laughter] >> All right. So, to get us started, so for our strategic funding alliance, something we're working really hard on is in everything we're doing, drawing our attention to how the work of us at the middle school and at each of the elementary schools aligns back to the vision uh 2030 work that we put together during strategic planning. So, [clears throat] as we reflected on that, one of the things that we noticed is that the priorities we have set out for this year are really embodied

039in our school improvement plans. So, you'll see um equitable access to rigorous curriculum. I think Tracy deserves some applause from all of us for making sure that we got [applause] all of our faith. Um and while it does cause some adult discomfort because it is hard and no teacher gets into education to see kids fail um that dissonance is an important part of the advancement process. Um in add in addition to that I think um promoting a welcoming safe and collaborative culture um as well as focusing on recruitment and retention. We'll talk about our celebrations at the end, but BPMS, we've now accomplished the same retention rate we had year-over-year prior to my tenure. Um, and I think that is one of the ways that we can measure our success. And then increasing partnerships to

040provide students with authentic learning experience and service learning opportunities. If you guys look behind you, um, all of that was collected by our student impact team. Um, and you'll see some of those things embodied also in our school improvement plan tactics that we'll discuss in terms of how are we bringing our school improvement plan to fruition. Just one more time for [clears throat] fun. Boop. Next slide. Okay. When it comes to academic learning goals and learning conditions as well, they over overlapped. Um all the schools have um school improvement geared towards I Ready and looking at I Ready growth. The [laughter] percentages are a little bit different based on the baseline data that was um from the um previous year the spring I Ready assessment but from there um every school has set a goal

041of what we consider um proficient student growth and the goal is always to exceed in that area. the parts that are a little bit different when you see like the B's and the C's up there. Some of those included um decreasing the number of students in our tier 2 and tier three um instruction. Another one was a decrease um behaviors that are um within the schools implementing elements of the curriculum HMH tier 2 tier three as well as second step and paying attention to our social and emotional learning increasing family engagement as well as improving um on the five essentials data um survey that's given um in the spring. She missed the sound. [laughter] So there's some strategies that are specific to various buildings. So collaboratively um working on I Ready implementation lessons pass and

042minutes for ELA and math standardsbased intervention support through I Ready. Um PLC is very important for us to communicate including teachers and all specialists on how students are um progressing through standards. Race strategies will be continued utilized in elementary buildings as well as Kagan and Marzano engagement strategies through the MTSS process. Um there's various supports including Orton Gillingham, read 180 and bridges will continue. Um evidence-based questioning will be used as well as language power instructional rounds and student data discussions um as students are tracking their own growth progress. All right, we're um in any any good school, we have to have positive climate culture. So, we're going to talk about staff climate culture as well as student in the next uh slide. So, for our staff, we are utilizing teacher vacancy grant as soon as

043it gets unpaused. Um to be able to support and celebrate our wonderful staff that we have. Uh we have the immersion program to support our new teachers. Um and we try and put together staff gatherings, outings, sick day lunches and the positive descriptive praise that we celebrated tonight. Along with at the middle school here we have conscious discipline. All right. For our students, we are looking for uh looking at community member connections, school link career to career readiness, um increasing our student voice. We try to do that at all of our buildings trying to find ways to reach student voice. Um in the food pantry community connections uh that you're seeing behind you and have been talked about tonight. Uh again the conscious discipline PBIS supporting our students. Um second step for social emotional learning

044and as well as our calm classroom that we do every single day. Besides uh or actually I should say in addition to all the people that were celebrated here, schools have also lots of celebrating to do and this is just a short list of those. Um Newport's overall index score um increased by 13.4%. Um their literacy trends have gone up. They're um they also went up or increased in four main categories of the five essentials survey. Uh BPMS has two years now running of a commendable status. Um there is also math growth to be math growth to be seen. Teacher retention is up. Um and every area of supportive environment on the five essential service has increased. Um at Kenneth Murphy we have moved into the commendable rating um with the state. We are in

045the process of developing a house system which the students seem very excited about. Um ELA scores have increased by 13 points along with math scores which have increased by 6.8 points. Um, how has an overall index that continues to increase. Um, ELA and math proficienc proficiency scores are also up. Uh, the there's a reduction of chronic absenteeism and the PLC process has become more collaborative and accessible to all their staff. Um, at Oakrest, um, English learning proficiency growth on AR has gone up over 10 points. I summitive score last year was 38 12. Um and now they are at a summitive score of 48.6. Uh teachers are also using HMH curriculum especially Amamira Boop. >> So in case you don't know, we did have four schools in the district this year that were rated commendable.

046That is a first for the district as a whole and that's a huge celebration. [applause] And the school that is targeted, which is not a bad thing, is literally for one subgroup of just over 20 students. Otherwise, High Elementary would have also been rated commendable. So, I'm going to have our principles come up one at a time, and I'm going to start with Kenneth Murphy. They are going to introduce by name their building leadership team because I do have a certificate framed for every school because the work that you have done to change the trajectory of our students cannot go unnoticed. >> Yeah. I'm very happy to introduce all these people. Katie Abrahams, Carrie Ledman, Carrie Mount. Am I doing this right? >> Yeah. Okay. [laughter] Stephanie Schneider, Rebecca Shade, Jenny Solano, Angie Selita, Crystal

047Tennyson, Molly White, and Jennifer Wright are all part of our team. >> You guys can all come up here if you're here. [applause] [applause] >> Who wants to accept this ladies? Look at she's wearing her. >> Come on in. We're going to take a picture. Mr. Bers, you should probably be up here >> in the middle with your your staff. [laughter] You're the principal. Okay. [applause] Next, I'm going to have Miz Dr. Garris. Mrs. Dr. Garris. [laughter] When I was an elementary principal, that's what they used to call me. Mrs. Dr. Wilcox. All right. Um, I'm announcing all members, even those that are not present. Lauren Balm, Kate Dudley, Ty Randall, Connie Meyer, Dylan Shore, Lorie Squires, Cindy Smith, Aaron Kramer, Sandy Kilsky, and Rachel Couple. Come on up. [applause] Congratulations, >> Dr. She is

048just making sure. [laughter] Congratulations. [applause] Next, I'm going to have Mrs. Jennifer Conbe come up for Oakrest. I'm super proud to serve along the BLT team and they're very dedicated individuals and they work very very hard um at making sure that our building um is thriving and that students are getting what they deserve. So part of the building um BLT team is Sophia Garcia, Ellie Fitzgerald, Brooke Turk, Katie Hilstrom, Lisa Brockway, Christina Abillescu, Dalon Sanchez, Jacqueline Johnson, Cameron Strathman, and Ebony Singleton up here. [applause] Mrs. Pay, you need to come up here. >> That's right. Who wants to accept it, please? >> Okay, down off the stage should be in the middle though. >> I kind of do. >> Do you feel like it's off center belly? [laughter] >> Hold her up. Okay, congratulations. [applause]

049Next, I'll have Mr. Anderson come up for five. >> All right, I have Miss Jennifer Feder, Ro Torres, Jessica Ritter, Jose Guarda, Lynn Greenbomb, and Lisa Gina. [applause] Excellent. [applause] Congratulations. And last but not least, uh I will have Miss Stephanie Meek introduce her BLTA team. This one's bittersweet. So, if you don't know, Miss Beak is not returning next year by choice. So, she's going to move out of state to Missouri. >> I don't know if their next principal will be as fun. So, we're going to make this a lot of fun this time. Okay. >> Sounds great. >> So, if y'all don't know, I am all about having a good time while we're working cuz the work is really hard, but we don't have to be so serious all the time. Um, so I'm

050wondering if you guys could do our cheer. You ready? Okay, stand up. Everybody stand up. Come on. Let's do it. There we go. Do you guys remember it? Kevin's not here and he's There it is. Yes. S power right now. [laughter] >> Okay. Ready? Impact. Impact. That's our name. Student success [singing] is our game. Woo. [screaming] Awesome. Okay. So, we do have a strong fold. Our building leadership team is one branch of a larger team that we've named impact that is um driven by the success of installing new initiatives and maintaining systems that we've established from a time before. So, BLT is mainly our instruction and our operational arm. Um so, I'm going to mention the names of everyone including those who aren't here today. Mr. Kevin Collins, Mr. Marrow, Miss Bana Simons, Miss Jen

051Mandelle, Miss Katie Cranmer, Miss Suz Fowler, Miss Kelly Stevens, Miss Winona Jackson, Miss Zachary, Mr. Zack Duffy, and Miss Sher Ballard. Come on up. [applause] He's accepted at less otherwise we don't like you know distortion. >> Congratulations to all of our schools. [applause] Don't worry, we're so close. Everybody, uh, last few reminders for the board. We have the joint conference coming up this week. Diana has information for you if you need it and she did send out a request today if you needed it printed. Just a reminder that Thanksgiving break is next week. It starts on Tuesday for our students and they will return to school on Monday, December 1st, if you can believe it is almost December. The last thing that we want to do tonight is our board member recognition. If you don't

052know, uh, the month of November is board recognition month. Um, a time we just want to take a minute, um, and appreciate the work that our board members do. It's a time to pause and recognize the dedicated individuals who serve on our Beach Park School District 3 board of education. Our board members are volunteers who give their time, their energy, and their hearts to serve our students, staff, and community. They make important decision decisions that shape the direction of our district. From setting goals and policies to ensuring that every student has access to an education that inspires curiosity and growth in a safe and supportive environment. Their leadership, commitment, and collaboration help us move forward together. They balance the needs of our students, the priorities of our staff, and the expectations of our community, always

053with the goal of doing what's best for kids. On behalf of our entire district, our students, our families, and our staff, we want to extend our deepest gratitude to each of our board members for their unwavering service and dedication. Thank you for your vision, your guidance, and your continued support of Beach Park School District 3. [applause] And board members, just so you know, inside of your card is a little card as well. and we will invite you to go to the district online store to get some district gear on us. So, thank you so much for everything that you do. I made every one of my directors this year adopt one of you uh to write you a note and express our gratitude for all you do. And finally, that's all I have for my

054superintendent report. So, I'm going to pass it back to Miss White. Thank you, Dr. Wilcox. As usual, uh it's very special what you've done and to see so many people here is also exciting to see the the appreciation that we can pass on as this our core memories is our theme this year. So, we're going to move on with the rest of the agenda. Do I have a motion to approve the agenda? >> So, moved. Second. >> Roll call. Kina Gowitzer. Hi. >> Kelly Roer. >> Hi. >> Butler. >> Hi. >> Marshall White. >> Hi. Cory Ger. >> Hi. And >> I do I [clears throat] have any correspondence? Any questions on old business? Okay. We need to review and discuss the resolution. And I'm going to turn it over to you. >> It's Cory.

055Cory. >> Oh, yeah. I keep a straight line on you. >> So, what we're going to Oh, I turned myself off. Sorry. >> So, what we're going to do here, Corey, is you are going to ask the board based on what's in this if they want to have you vote the way that the uh IASB is recommending. Okay. All right. So, we're going to go through them one at a time. So the first one is article two on membership. And just for some clarification for everybody, it's really just to streamline the membership process. Does anybody have a problem with her voting yes to adopt what they're recommending? >> So yes, vote yes on that. Number two, article three, delegate assembly and annual conference. Basically, all they're trying to do is allow a different way to

056vote if we had to go virtual. They've never done that before except for during CO. So, it's just kind of changing the way that members can vote that are on the board of directors. Anybody have a problem with voting yes as they're asking? >> Yes. Okay. Uh, article 4, it's just a change in the election process and they're just trying to make it more open-ended. Does anyone have a problem with Corey voting yes to adopt what they're recommending? >> No problem. Okay. Article four with elections part two. Um, again, all they're doing is making a recommendation of successors and how long. So, they're changing it from one year to two. Does anyone have a problem voting having Corey vote to adopt this as well? >> No problem. >> Okay. Uh, article five, board of directors

057and who makes up the board of directors. [clears throat] Any problem with the recommended vote? Yes. To that change for the constitution? >> No problem. So, vote yes. Article 7 with committees, um, all they're making sure is that the past president, uh, is the chairperson of that committee. They just tried to spell it out more clearly. Does anyone have a problem with following the recommendation? >> No, no problem. >> To vote yes. Okay. Article 8, divisions of officers. Again, they're just trying to make more clear how officers are governed. Does anyone have a problem with Corey voting yes as recommended? >> No problem. >> All right. Uh, article nine having to do with resolutions. Um, and this one is very lengthy, but from what I can gather in it, it is really just the rationale

058to make sure that the established rules are aligned with all the other changes they're looking to make. Does anybody have a problem with Corey voting yes to do what they are recommending? >> No problem. >> All right, I think that is all of them. Nope. um miscellaneous. So, article 11 declared emergencies. Basically, they are just sadly pre-planning should another COVID, you know, pandemic happen or anything of the sort for them to be able to make necessary changes to their constitution. Anybody have any problem with her voting yes, which is what is recommended? >> No problem. >> Okay. Uh, article 12, as far as amendments go, um, the proposed change requires that a majority of an entity, whether it's an active member, association division, or board of directors, support a proposed amendment. Anybody have an issue

059with her voting yes, which is what they are recommending? >> No problem. >> Okay. Basically, these were all just systematic things that they're just trying to clean up some language in their own bylaws. So, oh, sorry. Go ahead. >> Oh, school bus. >> Oh, the school bus one, school bus safety funding. And basically, this is wonderful. They're asking for funding to support mandates. So, does anyone have a problem with us having Corey vote yes to indeed if they mandate different things for the state to provide funding for said mandate when it comes to school bus safety? >> No problem. >> So, everybody's okay with her voting as they want, which is to vote yes. >> No problem. >> Okay. Any questions? Any discussion? All right. That is good to go. Back to you, Miss White.

060>> Thank you. Again, moving on. In the business, long range planning, Kelly. Uh yeah, we met we met um in early November and just uh going over a handful of maintenance issues and things in our different buildings. Um nothing major to report. We are working on a sign for the preschool and um that should be installed hopefully soon. Well, they're in permitting right now, so it's definitely taking steps forward. >> Great. Finance committee, Nicole. >> Hi. Good evening. Um, we met this evening. Um, we discussed the estimated text levy which will be presented by Frank this evening. Um, we also discussed the donations of um over $500 for the KM library which we're going to be voting on um this evening and also the results of the audit. Uh we reviewed the monthly finance bills

061and we approved the treasures reports and bills. So we have a motion. Thank you. Any questions? >> Sol. >> Thank you. Any questions on or comments on the building reports? Great. Moving down to um department reports. I'm going to turn with no other questions. I'm going to turn it over to Frank Adams to give us a presentation on the Thank you. Still doesn't work, right? Yeah. Works. >> Okay. So, tonight we're uh presenting the 2025 tenative levy. The levy is the amount requested by a governmental entity to be raised by property taxes to cover the year's expenses. Here's the tax levy calendar. Um, tonight the board approves the proposed levy to be posted in the newspaper and uh to have to hold a public hearing before the December meeting. Um it'll be published between 12

062uh December 1st and December 8th because you can't publish it any more than 14 days before the hearing or less than 7 days. So we have that window and we will have it published. Um by law taxing agencies must hold a hearing if their levy is more 5% or more over the previous year's extension. Um, we're not asking more than 5% or we're not even asking 5%. But we're still going to have the public hearing even though we don't have to just because it's we want to be transparent. We've done it in the past, so we're just going to continue to do it so that people have an opportunity to come hear about it and ask questions. Um, so that hearing will be December 15th before the board of education meeting. And then the file

063will have to be uh filed with the the Lake County clerk by the last Tuesday in December. Okay. So the levy approving the levy is the most important financial action of the year. As you can see the majority is 46% of our operating fund uh are funded by property taxes. The other 54% is from local, state, and federal funding. Local is mostly fees and tuition. That's uh you can see that far that's 5% of what our uh incoming revenue is. And then there's state, which is evidence-based funding, the 40%. Um evidence-based funding is the state funding formula that was enacted in 2017, and it's really helped out the district. Um there was a time before they made evidence b changed it from the general state aid to the evidence-based funding where we weren't even able

064to make payroll at times. So we'd have to take out loans. So with this EVF funding we no longer have to do that. Um federal is from grants such as the national school lunch program IDEA title grants um and trans uh not transportation but the food service. Um, so to help understand the levy, I just wanted to define some of the terms that are used. The levy, what is that? That's the uh that's what we're asking for. Um, the extension is what we're actually going to receive. And this is the revenue to cover the expenses to operate the district. It's calculated by the county clerk. Um I'm and uh it's based on the assessor's property assessments CPI and new property. So we won't we probably will not get what we asked for. We asked for

065a little more and then they extend less than that. I'll explain why. All right. So to help understand here's some more terms. CPI consumer price index for December of the previous year. It's set by the Bureau of Labor and Statistics to measure inflation. This year CPI is 2.9%. Then there's existing property. What this is all the existing property that's within the district that was on the tax rolls last year. And then you have new growth which is unknown at this time. And that's all the new construction, additions to homes, new new houses that are going to come on the tax bills next year. We don't know what that is yet. And there's EAV, equalized assessed valuation. This is also unknown and it's the total value of all the property that's assessed in the district. So,

066you know, your house, your homes are assessed by the assessor. Add all those together and that's the equalized assessed value for the entire district. Um each parcel of properties is assessed at its fair market value and all individual property values in the district added together equal the EAV and when the EAV increases just to be clear that does not mean extra dollars for the district. uh it means that the tax rates are going to be lower. Um as tax rates increase or as EAD increases, tax rates decrease. That sounds like you might have a decrease in your taxes. But if the EAD is increasing, most likely that means because your assessments are increasing as well. So again, you really don't know what your tax rates are going to be until the county assessor has assessed

067your the value of your home. This is a the EA. This is just a visual to show how the EAB and the tax rate relate to each other. You see the blue line is the tax rate and the EAB is the blue line and the tax rate is the orange line. You can see they mirror each other. As EA goes up or down, the tax rate goes up or down. PTEL the property tax extension limitation law um this was enacted in Lake County in 1991 and this law incre it limits the increase in property tax extensions to CPI or 5% whichever is lower um and then you add new growth to that so new properties additions to homes new homes it caps the amount of taxes a district can receive and It's not the amount

068of taxes a property owner pays. Everybody's not going to have a 2.9% increase on their taxes. Everybody's going to be different depending on how the assessor assesses properties. And that's going to vary on how the Lake County assessor assesses values. All right. So, why do we ask for more than the limit of 2.9%. Why would we ask for more? cuz we have to assume since we don't know yet what the EAV is, I have to guess what that's going to be. Um, we don't know what the new property growth is yet. Have to guess what that's going to be as well. Um, and we're not going to know what these two things are until after the levy has to be filed with the clerk in December. So, we estimate higher than CPI. And that's just

069to ensure that we capture any new property that is out there. We really could we could uh go with a 30% increase. You're not going to get the 30% increase. You're going to get exactly what the new growth is. But if we don't estimate what that is and we estimate lower, we're they're going to give us the lower amount. So we try we we estimate a little higher and add for new growth. Um, again, it'll ultimately be determined by the county and there's no penalty for guessing too high, but there there is for guessing too low. You you're not going to receive what you could have. Um, the Lake County treasur is not going to give us whatever we ask for. Um they're going to do the calculations based on what the county assessor has

070assessed the houses at and a equalizing um calculation to make sure that we are getting what we're supposed to get not what we've asked for um if we inflated it like 30%. Like I said actually my first business manager for two years did a 30% increase just to see if anybody would come up to the levy hearing or or complain about it and nobody did. Um, yeah. So, if we ask for too little, they're going to give us what we asked for and we don't want to miss out on those new dollars of new property. So, here are some important things to remember. Uh, we can only ask for 2.9% over last year's extension for the existing property. That's due to the PTEL law. There's no limit on new growth, which is new property. We're

071asking more than we're going to receive and we need to estimate high so that we don't miss out on the new property. This does not affect existing property homeowners. What will affect existing property homeowners is how the assessor values your homes. So this is illustrates the proposed levy for 2025. You see the column shaded red or salmon or whatever color that is. Um, it includes the levy as it's being present prepared for the board tonight and it represents a 3.37 increase over the 24 extension. Although our request is an increase of 3.37, it's expected that the Lake County clerk will reduce our extension once EAB and new property are known for 2025. So if you look at the green column, that's what the projected actual extension will be. And just to for a number, the

072actual extension will probably be about $700,000 more than the extension last year. Just uh 21 22 mill $21 million last year and 22 million this year. So, some of the economic challenges that the district's facing, uh, I don't know if everybody knows, but we'll be renegotiating, uh, collective bargaining agreements with both the certified, uh, the certified union, which is teachers, and the non-certified, which is teachers aids, food service, uh, custodial, um, and, uh, administrative assistance, people who are not certified. So, we'll be starting to negotiate those in January. So, we we don't know what the increase in salaries and benefits will be there. Federal funding um being cut, that's up in the air. We can't even predict what's going to happen with federal funding for our grants. Um health insurance hearing that it's increasing from

07315 to 30%, 35%. That's what the people are talking about out there now. And then purchase services are conservatively saying they're going to be increasing 3 to 5%. a lot of the things will be a lot more than 3 or 5%. As well as materials and supplies. Um we have to maintain our buildings and that's costing more every year. Not even you know bringing updating the buildings and improving the buildings and that's going to cost more. Uh we have a teacher and uh related service shortages. So, we're having to hire uh teachers and related service people through um contracted services through agencies and they cost a lot more than what if we were to hire a teacher uh directly and special education costs are going up every year as well as students that we're placing

074in out place into residential facilities or a facilities out placements. And then on Seed Doll, um Seedall has they're doing a tuition restructuring because uh they had done some poor budgeting for several years and um had a lot of capital projects that they didn't budget for and they finally realized that they've hired a couple new business managers and last year they did a one-year increase of 17% which is a lot and now we'll find out soon what their restructuring of the tuition is going to it's going to be a lot more than it is now because you have to make up for the deficits that were caused in the past. So, I just put this together just to show you what it might look like for uh different um homes, what their um values would

075be. So, if you look at $150,000, if your home is worth $150,000 or assessed at $150,000, it would be around $8122 a year for the increase. If your home is worth $300,000, the increase to your taxes would be about $139. If your home is worth $450,000, the increase would be $198. Um, and those are potential increases. Again, it's not like the 2.9 is going to be exactly 2.9. It's that's that's calculated based on what our levy is, not what people's homes are assessed. So it all depends on what your homes assess that. So this uh slide it illustrates what our beginning fund balances were in June 30th and then again in November 15th. So currently um administration is keeping a close look at the fund balances in each fund. As you know um in the

076past we've had tax objections and had to pay money back. So the administration's keeping a close look on it. There's case law now that established what's called the Miller ratio. So if your fund balance in any individual fund is greater than two times your average expenditures for the past 3 years, then your district be subject to tax objections. People could sue us, pay money back. So we're keeping a close eye. There's also a law that you have to show your fund balances at the meeting during the year. So there was All right. So, the truth and taxation law and I kind of spoke about the 5% or greater we have to have a public hearing. We're not 5%. But we're going to have the meeting anyway. And we we also have we don't have to,

077but you post to have a hearing you publish a a notice in the newspaper. So, we're going to do that as well. Um, so our estimated aggregate levy, not including bonds, is 3.64 over last year's extension. So we don't have to have the hearing, but we will at December 154. So the next steps are like I said to publish the hearing uh in the paper, hold the public hearing which will be December and then approve the 2020 levy at the December meeting and then file it with the Lake County clerk by the last Tuesday of December and then that's it. Does anybody have any questions? >> Frank, I have a question. Mhm. Um the economic changes um to the district chart. You said federal funding being cut now that would impact the 9% of federal

078funds that we're receiving. Is that a particular program that will be impacted or >> like the ones I was talking about? We don't know which ones they are. It's potential, but it could be the title grants, title one, title two, title four. Um we have idea individuals with disabilities education act. We get a lot of funding for that. um the national school lunch program which you get probably that's a big because we were a C program so we could actually provide free lunches to all our students and we're reimbursed by the federal government and that goes away it's going to be difficult to keep feeding students for free. So those are the programs that it would affect. >> Okay. Do we ever like contingency if the federal funding will be cut or >> we don't

079have a contingency? I mean it's something that has never been up in the air. It's always been there and um we have to either cut programming or start looking at going into fund balances and that's not sustainable either. >> Thanks Frank. You mentioned that idea was a part of that. Is that idea funds are are here though for this year? >> Yes. >> This year and probably next year as well. >> Okay. >> Any more questions? >> Thank you, Frank. And move it on to our press policies. Any questions or comments? All right. Do we have any questions or comments from visitors? Okay. Do I have a motion to adjurnn to close session? >> So moved. >> Second. >> Roll call. >> I Andrea. >> Hi. >> Rogers. >> Hi. >> Ger. >> Hi. >>

080Marshall White. >> Hi. >> Close session will be really short just so you know. And we do have crumble cookies to celebrate board appreciation month if you would like to return when we are done in approximately 5 minutes. Heat. Heat. That's it. Heat. Heat. feel. You down. You Heat. Heat. Fire. All right. Ready? All right. Okay. Okay. We're >> we're back into open session. >> Do I have a motion to approve the consent agenda? >> So move to second. >> Roll call. >> Kelly Roers. >> Hi. >> Katina Gowitzer. >> I. Andrew. >> I. >> Marcia White. >> I. >> Co Butler. >> I guess. >> Hi. >> All right. Action items. Do I have a motion for the approval of the donation in excess of $500? So move second. >> Roll call. >> Marcia

081White. >> I buckler. >> Hi. >> Andrea Oscar. >> Hi. >> Holly Roers. >> Hi. >> Cory Giser. >> Hi. >> Betina Go. Hi. >> Pass. Do I have a motion to approve uh school improvement plans? >> Second. >> Roll call. >> Andrea. Hi, >> Kelly Roer. >> Hi, >> Tina Goitzer. >> Hi, >> Cory Ger. >> Hi, Nicole Butler. >> Hi, >> Marshia White. >> I do I have a motion for the approval of the joint board safety notification protocol. >> So moved. >> Second. >> Roll call. >> Nicole Butler. >> I Marcia White. >> I Kelly Roers. >> Hi. >> Cory Giser. >> Hi. >> Andrew Estri. >> Hi. >> Latina Golder. >> Hi. >> Yes. And here's the hardest one, the motion to adjourn the meeting. Some move second. >> Roll call.

082>> Andrew. >> Hi. >> Tina Goitzer. >> Hi. >> Kelly Rogers. >> Hi. >> Marshia White. >> Hi. >> For Giser. >> Hi. >> Cobwler. Hi. >> Very good.
