001I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> [snorts] >> Item three, board to consider and take action on a resolution determining the maturities of and setting a date, time, and place for the sale of the $950,000 general obligation building bonds of the school district. I'll make a motion to receive bids for the $950,000 general obligation building one at 11:30 a.m. on September 8th. >> Second. >> Roll call vote. >> Riner, >> yes. >> Gates, >> yes. >> Jaggers, >> yes. >> Item four, consent agenda. Item [clears throat] 4 A, approve the minutes of the June 30th, 2026 regular board meeting. 4 B, approve the minutes of the July 20th, 2026 special board

002meeting. For C, discussion and possible action to approve the following contracts and agreements for fiscal year 27. A, Amy Ross consulting contract. B, Technow site agreement. C,ou with the University of Oklahoma. D, Career Tech Secondary Agreement, E Lingo Contract, F Arbiter Sports Agreement, and GOU with Head Start. Uh 4 D, discuss and possible action to approve the following out of town, out of state, out of overnight trips. A, superintendent USSA fall conference October 7th through 9th, 2026. 4E approved the additions to the following activity fund accounts. One, football 801. Two, softball of 806. Three, activity director of 819. Uh four, BHS cheer 905. Five, BMS yearbook 936. And then 4F, approve the financial fund reports. Any questions before we do the financials? >> Okay. >> So, on activity, just starting out with activity fund, this

003is the start of the year. You'll you'll see that it's um we started out our beginning balance is 871,000. Um and right now our ending projected balance is 654,000. That's minus checks and POS that are out there that haven't been used yet. That is really normal for this time of the year. All our fall sports and you know big sports like volleyball and football are really gearing up and so you do see a a pretty big drop around this time and then usually into the winter it'll kind of raise and then you'll start sprints. So everything's pretty normal there. Moving over to the function summary report. We're starting off with last year last year's budget. That's kind of how you do it. You can go up to your appropriated um amounts, which we're nowhere near

004that. They they appropriate about what they think your estimate of needs is going to be. Um so we're starting off with this budget. Next month we will have our estimate of needs which is where you know I talk to the [snorts] auditor and we kind of estimate what we think the revenue is going to be. It's usually pretty conservative and then after that you kind of make your budget off of it and I think we may be able to do the estimate of needs and budget on the same board meeting because we I have the estimate of needs. It just wasn't in time to get it on this board meeting. So, um, but these numbers will change here pretty quick either in September or October when we when we re look at the budget. So,

005>> the, uh, appropriated amount, can you remind me how much that differs from last year? >> Um, if you, if you know that. So the appropriate amount here is our our technical appropriations are you can go up to your estimate of needs which I would I believe was around 21 [snorts] million >> is the amount you can approve a budget for. You know you never want to do that because >> you want to carry over and have funds. That's the amount you can. Now, what's appropriated on here is what you guys have approved for the budget, and this is basically I started off with the budget we had last year. I do think that'll need to go up. There are things that passed in law like the teacher raises and stuff. Um, which I believe

006revenue will go up because of that, too. Um, but this is kind of the starting. >> Okay. >> Does that answer hopefully question? >> Yeah. Thank you. And then on the revenue tracking sheet there, you know, this is real typical too. At the start of the year, you don't have a lot of revenue coming in. You don't receive your first state aid until we actually have received at this point, but it's usually August 10th to 12th. I think we received it um about four days ago. I think it was the 13th this year. And that's your big check, your million-doll one. So, not a lot to go over here. Um, our foundation and incentive looks like it's going to be uh 11,500,000. That's pretty close ballpark. I didn't have the estimate of needs when we

007did this, but that is up. I believe last year it was around starting 11,250ish thousand. And really that increase is when the legislature passed these teacher raises, they allocated an additional 100 million to spread out between the schools. And so that's why you're seeing that increase. Uh and then the last thing I would say is we we've received our f prior federal year funds. They just weren't received by the time we did the revenue reports. So we've got revenue in now. It usually starts usually trickles. That's pretty common. So any questions? >> Okay. So what's foundation and incentive? >> So foundation incentive is >> I'm trying to think of the best way to explain this because it is a little bit complex. So the state takes your enrollment and they allocate so much to public

008education >> and it's a big pot and they take your enrollment and each kid is a weight like I think and I'm >> I understand that part. >> Okay. And so they weigh them and there's a factor that they give and they times it by that weight and that's how much state aid you're going to get as a school. >> And they come in and back out some of the >> um things like real estate taxes and stuff like that. >> Okay. >> Did that answer your question? >> So the word foundation is kind of confusing. Is that like the fundamental funding we get or something? I mean why would we call it that? >> Yeah, that's a good question. And I don't know that's the best >> that that's what confused me. >> I

009I agree with you. I don't know that that is the best uh description. >> An incentive also too. I'm like is there an incentive in there? >> Yeah. [laughter] >> I mean it is what it is. >> You think it would just say state it, >> right? >> Yeah. >> Okay. I'm I'm clear now. >> Any other questions? >> [snorts] >> Make a motion to approve the consent agenda. >> Second. >> Roll call vote. >> Yes. >> Palmer. >> Yes. >> Jaggers. >> Yes. >> Item five, approve the general fund change order incumbrances for for fiscal year 26 of $2,7784. The general fund non-payroll incumbrances for fiscal year 27 numbered 169 through 224 of $113,46.77. the fiscal year 27 change orders for general fund of $527.72 and the general fund payroll number 70,000 through 70,810

010of 3,673,90040. That reminds me of something I should have said on the function summary, but our payroll, we we do all our contracts and have people come sign them in September, and that's about when we'll have it all encumbered. So, you encumber certain people start out in July, certain people start in August, but the vast majority of people start out in September. So, that encumbrance will be more like 14 million give or take once we've got everything up and rolling. So, which is also pretty typical. on the uh purchase orders. Some of the big bigger ones that I would mention are you'll see PO 174 to Apple, Inc. Um, this is part of the Oklahoma Educational Technology Trust grant that we got and Adam does a lot of help with this both in applying for

011the grant and working with the elementary principal on on what we're going to use it on. Th this is elementary. I think it can be middle school or high school. Um, but that one is they're doing some iPads and then 183 is um believe it's some STEM robots. Is that >> Yeah, it is. It is. Yeah. >> None of them are going to be able to do accounting, right? >> I don't know. You better be on your [laughter] >> Okay. Okay. Have to watch out. Okay. [snorts] 187 to alert services. This is a typical PO. We kind of order all our tape and first aid for the sports at the beginning of the year. So, very normal there. Um, and the last one I think I would mention is 221. Uh, we did a lot

012of construction in the high school office. And there's just a little bit more that we're probably going to do. I think it's around fall break is what we got scheduled. Doing a little kind of closing it off with some glass is my understanding for 7,300. Any questions on those or any others? >> Just curious. Number 234. Where do we have gophers? [laughter] >> Mr. Marsho and softball primarily. Um, they run rampant from what I had been uh told three years ago, I believe it was, possibly four. Um, we were we had a big problem. We called this same person out and the garment guy and he ended up getting rid of over 25 gophers on those fields >> just and we've got several mounds popping up and so yeah, it's becoming a an issue. >>

013All right. Well, good. Glad we're getting that [laughter] >> so 233 and 234 us opening up some POS. I don't think either one, the light fixes or the gopher are going to cost those totals. We're kind of making some blankets because it's something that happens throughout the year needing to look at lights and stuff like that. So, >> and the lighting fixes on 233 that's is that campuswide or is that first specifically for >> this is specifically for the athletic complexes and right now I think one that we're needing to have looked at is the softball field. Am I correct in that? Yes. Yes. The >> left right left field lights next to the indoor uh there was a bank of them that weren't fully coming off. So, we need to get that taken care

014of. >> Yeah. I don't know that this would this probably wouldn't cover repair. This is more so we can get them to come out and look at it and then kind of go from there. Um on that one, we don't think it'll cost all that to look at it. That's you know, so they can look at it throughout the year. We may have if there's a a big fix, we may have to [cough] >> make a motion to approve the encumbrances as presented. >> Second. >> Roll call vote. >> Rder, >> yes. >> Jaggers, >> yes. Uh item six, discussion and possible action to approve the revisions to the following board policies. DHAC staff members and electronic or digital communications. DER2 bereavement leave regulations. B AAB nepotism. DABB records investigation. DA BB affidavit of good

015standing. EHDD, concurrent enrollment student, FE, student transfers. FEG, children of active duty military members. DECR7 maternity leave regulations. Uh, EFA, artificial intelligence systems and tools use in the school district. EKBA, strong readers act. E I A R4 student retention FFG reporting suspected child abuse and or neglect. >> Very good. So, I'm going to go through each one of these and uh just kind of summarize the what's changed and why. [clears throat] If you have any questions, stop me and uh we can go through the the language a little bit more specifically. All of these have been recommended by OSSBA. Most of them have been recommended um due to law changes um or uh state department of education rules changes. So uh none of these were things we just thought we needed to change. They were

016things that have been recommended based on those. Um and we do believe that this should cover most of the new laws that went into place or will go into place in November um depending on when they were activated or when they would be activated. So, DHAC um you'll see that's regarding um some electronic and digital communications. The main thing here is that before if there was um a staff member needed to text a student that they deemed was an emergency situation that they go ahead and do that and then you would determine was that an emergency situation. Um probably a rare occasion that would happen, but maybe there would be some instance. But what they've done here is define that who determines it's an emergency situation. They clearly defined now that the school board is

017the person that would so the superintendent wouldn't say, "Oh yeah, that was an emergency situation." It would only be the school board. So if a staff person texted a student onetoone and then we looked into that and felt like this is an emergency situation, we would go to the board and say, "Here's the circumstance. Here's would you deem this to be an emergency?" If you did, that would be the end of it. If you didn't, then we'd have to go back and investigate why that uh communication took place. Probably can't think of too many reasons that would ever happen, but um that was something probably came up somewhere at some point or someone was probably trying to stretch that emergency use and they felt like they needed somebody to be the decider on that. Um,

018another thing that it changed and there's a lot more language towards the end that talks about um before if if there is a report we immediately put the staff person on administrative leave. Um, even before we really corroborated did it actually happen or not. They've clarified that that the first thing we can do is cooperate did did this actually even happen. If that's not corroborated, then that's the end of it and we don't really do any more with that. But everything else pretty much stays the same. If we are able to cooperate that yes, a staff person did message um inappropriately um which means just onetoone that we will go into the investigation. Um, the rest stays the same that if uh if we find that it was not inappropriate, it was just they shouldn't

019have done it, then we can just put a note in their personnel file stating the investigation what we found um and that no inappropriate behavior took place. That would go in their file either way. Even if it was, hey, happy birthday, you know, it was just if that happened. If it was something inappropriate, then we use district policy to follow our personnel guidelines to to move through that process. So, um, the main change there is just a couple little tweaks and, uh, how we would manage that situation through. >> So, this one talks about text. Is there ever an instance where staff calls for an emergency? >> Um, to the student, I would say not often because usually the staff person's going to be with the student if it's going to be an activity or

020something. Um, so I would say that's ideally no would be the answer. And if if they are um then we would want to find out why and and go through that process. Yeah, good question. Um, and just as a reminder, uh, staff use, uh, school email. So, so the way a staff member can communicate onetoone with a student is with a staff email um, because we have access to track all those things. And then rooms is another one that we have that we use. um so we can message or in that app. But those are the two ways that staff can can interact with students without including a parent. Um the second one is nepotism. Uh it's just the policy on nepotism and all it did it's just a technical change. They changed the law

021with the number um uh of required number per district. You'll see that at the bottom. It's um just a number change that changed in the law. Doesn't affect us at all actually, but needs to change our policy. The next one, DED-R2, uh, is bereavement leave. There was a new law added that stated that districts have to provide, um, staff people who have a loss of an immediate family member with three days of bereavement leave. Uh, so we have to put that in policy. We already give three days of bereavement leave. The only thing this would affect for us is if um which again I I think we would have worked it out either either way, but if they used their three days of bereavement leave for an immediate family member and then a second immediate

022family member, we would give them three more days. But again, we we would have done that anyways. I I'm guessing maybe some districts don't even give three days bereavement leave and this is just a requirement that they do uh specifically for that. Um, the next one is DAB and this uh changes some requirements to allow for an affidavit instead of a national criminal history check. And what it essentially says is that if a uh person has taught as a teacher for five years within a district and they've done all of their history check, if they want to then sub, they can bypass the national uh history check. Um, but they have to then sign an affidavit or the district they're coming from has to sign affidavit saying that um, they did pass the check. They

023have to provide that report to us and um, then the district has to sign the affidavit saying that they were not being investigated for anything or they didn't have any issues. I This is a law change. Again, I I don't know that we would use this very often. I I think if it's someone we don't know, we're going to probably do the check. I mean, I I just think that's probably best practice. I don't want to rely on another district to say something that we can't verify as fact, but it is a law change. And so, um, and and it goes the other way. If you sub in a district for 5 years and you've already done that check >> and you want to go teach, you can also do the same thing. Again, unless

024they've been in our district, that may be the one case is if they're our teacher that's retired and now they're wanting to sub or something like that. maybe like that would make more sense but not coming from another district so probably wouldn't use that very often. Um the other one DABB-E that is just the uh letter or affidavit that we would use if another district requests that from us. So if other districts are using this policy maybe more so than we are and they say hey we're not going to make this person do that check. Uh they've been in your district for 5 years and now they're coming to our district to sub. Um we need an affidavit. will just use that form and fill it out uh to use um EHD um concurrent enrollment

025uh with students. Um it just adds the language of who is who qualifies for concurrent to be between 13 and 20 years old. Um and again that's just adding language to that policy to clarify that. Uh let's see FEG children of active duty military members. So, this policy, there's a lot of changes on there. Um, there was new legislation passed. In practice, this doesn't change for us very much because active military already were granted a transfer um automatic transfer if they requested it. But one thing it does, it redefineses and clarifies what is active military and what they have to produce for that. So, it's a lot of words and a lot of language. Uh, but you'll see there's a lot added and a lot taken away. They kind of just redefined all of that

026policy. Um I don't believe in practice that's going to affect us very much because we were already already bound to accept uh military transfers. Um DE7-R7, this is has to do with maternity leave and um they changed a law that adds language for adoptions of children under the age of four to also be included or qualify for maternity leave. So, uh, good good change there. But, uh, that's just matching the policy, um, in a couple different places to match that it's also for adopted children under the age of four. Uh, let's see. E, FAA, uh, artificial intelligence systems and tools used in the school district. This is probably the biggest uh, change and and newest one for us. We have not currently had a policy, so all of this policy is new to us. although

027it's not necessarily new to other districts. Um, and we just kind of come along with AI for a while. You know, it's like we were hesitant to use it with students be for a lot of the reasons you see here last year. We kind of uh opened up a little more use with students and teachers using a little bit more. Um, so we felt like this is good one because some laws did change with AI and the law changed to say that parents can now opt out of face-to-face use of AI. FA uh, how's it word? Uh, pull it up here. Uh, studentf facing AI tools. So, this is basically us telling the student, hey, we want you to use this AI tool for this assignment. and the student is going to be interacting at

028onetoone. It doesn't apply to things like computer programs that have AI built into them. So that if I answer a question correctly, it's going to use AI to then move to another, you know, segment. So it's only um studentf facing, but it does give the parents the right to opt out of that completely. If a parent says, I don't want my student doing studentf facing AI, then they they won't be using it. And and that's based on a law that was changed. However, all of this is really good because it provides guidance to our teachers uh on how they should communicate the use of AI with their students. So, if they're going to use AI as a tool, they need to be very clear with the students. Here's how you can use it, here's how

029it's appropriate to use it, and here's how I don't want you to use it to be very clear so students don't get caught, you know, in in unknowingly using it in a way they didn't want. Um, so there's some guidelines there for students. There are some guidelines for staff. Um, we do have staff using AI for a lot of great purposes, whether it be lesson plans, um, could be to some degree generating some differentiated instructions, things like that. But one thing that we have informed our staff to be careful of, especially when it comes to individual education plans, is you are not allowed to put students names and specific details into those because those are shared, right? So, this provides language to that, telling staff that uh reminding them about FURPA and making sure they're

030not putting confidential information into the AI tools. Uh, which again is a great thing to have in policy as well, just in case that ever were to happen. Um, and there's some district level guidelines as well, um, just to make sure that we're uh, overseeing all of that. So, the whole policy is new, um, for us. And so, um, I think it's good to have that. I think it's time to have that. The reason that it's here and the underlying part is really the change by law which is parents can opt out. So any questions about that one. Okay, let me get back here. Uh the next one is EKBA strong readers act. This is just change in law. The main change here, uh, there is some language change there, but um, one of the

031language change is that the interventions can occur during math instruction. So, by law, they want to protect math instruction, so you're not just trading out more reading for less math. That was not our practice anyway. So, again, that not going to really affect us. Um, which takes us to EIA-R4, which has to do with um, student retention. Now, this one is a lot of change within that policy, but the reason for those changes is because they've gone back in law and said that students can again be retained in third grade or should be retained in third grade if they don't meet certain criteria uh to advance. They've added back the language of good cause exemptions. It's very similar to what we had several years ago before they did away with retention. So, kind of just

032putting that language back in um so that students in third grade who don't meet those uh baselines and standards uh and also don't meet a good cause exemption will be required to be retained again. So that's just how the law was was changed and so we're matching policy to that. Um let's see FFG uh reporting suspected child abuse andor neglect. This main change uh is um related to sexual abuse incidences. And so they've set some very clear guidelines on what should happen if something like that is reported. And one of the things that has to happen is it has to be reported to law enforcement. Now again, in practice, we always will do that anyways, but there's also some clear language of if something like that is reported that we have to report that to

033law enforcement within 24 hours. And we also have to report that to law enforcement before we do any kind of investigation at the school site. So we are not to if something is reported to us uh as happy inappropriate, we're not to go to that staff member say or uh maybe the student say so tell us what happened, what's going on here, is this true? Because that could interrupt inner uh interrupt the investigation that police might take place in. And so they want the the law enforcement to have the first um um access to investigate the situation and then if they opt out or say hey we would like you to go ahead and talk to someone then we can but we have to go to them first. Um so that's the biggest change there.

034Also it does define who is local law enforcement and clarifies that the uh local SRO is not local law enforcement. So we would not go through our SRO to do any of this process. we go straight to law enforcement. So, let's see. And then the last one is FE with student transfers. Um, and this one is really a change in law that affects OSSAA and participation in activities. They removed language in a law that required that a student who transfers sit out for a year of eligibility uh for that transfer. Since they removed that law, they have taken that out of this policy. Um, it doesn't necessarily affect OSSA and how they create their own policies and enact those policies, but since it's no longer a law, they're removing it from policy as well. So,

035um, so yeah, so that that is a change to that policy there. You just matching the what the law says there. >> Any questions on all those? Motion to approve board policies FFG, E I A R4, E KB A, E F A, DEC R7, FG, EHD, DA, BB, D A B A, D R2, D H A C F. >> Second roll call vote. >> Yes. [clears throat] Yes. >> Item seven, discussion and possible action on adult meal prices per USDA requirements for the 2627 school year. >> So this is standard every year. Um we really work with our food service uh Sedexo on this one. They they kind of give us the numbers to use and this only affects adult meal prices. It's not affect student milk prices. Um so this is the recommendation for

036them. uh and what that needs to be for this year. >> You might refresh. >> Okay. My attachment is not pulling up. >> Yeah. This this really is a procedural deal. Every year the USDA releases their minimums and my understanding is you have to set up the minimums. So >> I make a motion to approve adult meal prices for the 26 27 school year. >> Second. >> Roll call vote. >> Yes. Yes. >> Jaggers. >> Yes. >> Uh item eight, discussion and possible action on 11th and 12th grade students receiving credit in math and science for math and science courses offered at Canadian Valley Technology Center. So this is very typical. Every year we'll do this. Um and so this is just for Canadian Valley Technology Center. We have included an attachment of the excuse

037me program sheet that will give you a lot more information about what kind of courses they offer and um what kind of credits those courses um can be approved for or utilized for students. Um so you might take a chance I will say uh it's great information uh if you have a chance to look through those just to truly see how many things they offer to students now and um it it's really fascinating uh to look through that. But essentially, we do this every year because those credits um have to be approved to go towards graduation requirements. >> Motion to approve 11th and 12th grade students receiving credit in math and science for math and science courses offered at Canadian Valley Technology Center. >> Second. >> Roll call vote. >> Ryder, >> yes. Item nine,

038discussion and possible action on 11th and 12th grade students receiving credit in math and science for math and science courses offered at Francis Total Technology Center. So, this is a little bit different. Um, we had some conversations last year of how we work with our career tech programs and realizing that we have a number of students who um are in Canadian County and that technology CVTech. We also have a number of students who are in the Francis Tuttle district and we've learned through that process that um it's best to advise our students to enroll in both to see where they get accepted but then also for future after graduation the opportunity they may have may be different depending on where they actually live. And so, uh, really we want to make sure that regardless of

039which our students get approved to enroll in or the programs that they end up going to, that they're covered under this. So, we're adding Francis Tuttle in that as well this year to to make sure those graduation requirements match up. >> Make a motion to approve 11 to 12th grade students receiving credit in math and science for math and science courses offered at Francis Tuttle Technology Center. >> Second. Roll call vote. >> Reinhardt, >> yes. >> Homer, >> yes. >> Yates, >> yes. >> Item 10, discussion and possible action on the addition of an adjunct teaching position with certification in the area of English for teaching high school English requiring board approval from OSDE for certification in English. >> Very good. So you'll see the next couple of um uh items are related to adjuncting

040teachers. And so one thing I want to clarify is uh you know when would there be a situation where you might do this? Um you'll also hear uh things like traditionally certified which is any teacher who's certified in the area that we're hiring them to uh teach. Then you're going to have alternatively certified and you may even have emergency certified. Um, alternatively certified means uh in a lot of cases and and really for us means they're probably uh certified to teach. They've got their degree in education. They're uh they're certified in some areas, but they may not be certified in the one area that we're asking them to teach a section or a couple of sections. And so, uh, in this particular case on number 10, we had a teacher that, uh, we know very

041well who's worked with us, uh, for a number of years. Um, former retired teacher, English teacher, um, great great teacher. We, uh, but their certification only went to eighth grade. And so, we would like them to teach high school to fill a role. We had a number of English teachers this year. uh certainly with confidence believe they're the best candidate, but their certification technically just went to eighth grade and so they're certified teacher, they're a career teacher, lot of experience, they're just not certified at this high school level that we're asking them to teach. Um but we still feel confident that they are the best person for that. Um so we have to adjunct them. Um emergency certified is a little bit different. Um they're probably a little bit further away from those criteria that

042they need. they might just have a degree in something is a lot of the case. So maybe they got a degree in the math field um or accounting or something like that and now we're going to ask them to teach uh algebra 1. So they're they weren't really trained to be a teacher. They were trained in another field, but now we're going to ask them to teach. This happens across Oklahoma a lot now, unfortunately. Um, and there are some good programs to bring them along. But in an emergency situation, you also have to rule out and uh, in some ways prove that you didn't have any options for traditionally certified or alternatively certified. With alternatively certification, you don't have to do that. Uh, it's at the different different level there uh because of the requirements.

043Uh, emergency certified is also very temporary. Usually, you're operating one year and then you can ask for an extension of that. So it is intended to be very um last resort um and uh so fortunately we're not in that case but a number of districts are and um but we are looking to adjunct uh and I'll start with number 10 in this case the English position uh for that reason career teacher a lot of experience but just not certified in that high school area that we're asking them to teach from this year >> I make a motion to approve the addition of an adjunent a teaching position with certification in the area of English for teaching high school English requiring board approval from OSD for certification in English. >> Second roll call vote. >> Rainard,

044>> yes. >> Palmer, >> yes. >> Jack, >> yes. Item 11, discussion and possible action on the addition of an adjunct teaching position with certification in the area of chemistry for teaching high school chemistry requiring board approval from OSDE for certification in chemistry. >> So this is one that um again this is by choice. Uh we have a teacher who is currently teaching for us some other sciences. Um they are currently taking or they already taken their test. they're just awaiting results for that specific chemistry test. Um, very experienced teacher, has done a great job, teaches a lot of our advanced uh, science courses. Um, and we felt like this was a better uh, fit for what we were asking them to teach with chemistry than some other options that we had, which could have

045included like having to hire a whole new teacher. And so, this allows us to kind of put some pieces together um, a little bit better. And in reality, this may resolve itself in a week or two because the results should be coming in at any second. It just we don't have the results before this board meeting. And so we wanted to go ahead and play it safe and and do this. But again, we feel confident with not only this person teaching chemistry, but also just their ability in general. And uh there's a high chance that they're going to pass their test and this won't matter in a week or two. Make a motion to approve the addition of an adjunct teaching position with certification in the area of chemistry for teaching chemistry requiring board approval

046from the OSB for certification in chemistry. >> Second. >> Roll call vote. >> Riner. >> Yes. >> Palmer. >> Yes. >> Gates. >> Yes. Item 12, discussion and possible action on the addition of an adjunct teaching position with certification in the area of dance for teaching palm requiring board approval from OSDE for certification in dance. >> So, this one is probably a little more familiar. We've done this one for the last several years. Um, our palm coach works in the district, but we also have our palm coach teach in the middle of the day uh that palm class. Um, but we have to them to teach that class. So, um, again, no hesitation in recommending that. We've done it in several years, but this is what's required for her to teach that class. >> Make

047a motion to approve the addition of an adjunct teaching position with certification in the area of dance for teaching palm requiring board approval from OSD for certification in dance. >> Second. >> Roll call vote. >> Yes. Michael Mont will discuss school improvements. >> Yeah, it should be an attachment on there. >> Do you think he just doesn't have access to the attachment? >> Maybe. I'll see. as he's looking. Mr. Mont, we do have the slide access to it that we can look at, but I don't know if you've got a printed version. >> I do not. >> Okay. Um, I'm also happy to let you use my computer if you want to just reference the slides while they look on their computer. >> Yeah. So just >> picture. It was just part of it. >>

048I'll go ahead and get started. So, um, first I wanted to thank the board and obviously all the administration for approving the funds to, uh, do these projects this summer. And I also wanted to say thank you to you guys. You guys were here all summer. You saw the work that was going on. And I know we got in your way sometimes with parking lots being torn up and shredded and air conditioners going up and rooms that didn't have air conditioners because they were getting new ones. So, thank you guys. Um, the first one, uh, track and visitor bleachers. So, we actually did the majority of this project last summer, but I don't think we had pictures or had a formal presentation on the final um, track project as well as Mr. Marino, your your

049brand new bleachers that are coming September. >> September. Actually, >> she said possibly the week prior, but we always like to overestimate. So, those visitor bleachers are going to give us a place for visitors to sit so they're not grouped with the Bethany fans. And hopefully that will that will do some good. Um, uh, Dan Allen, Coach Allen, um, Bethany aviation program year three. If I understood correctly, and Dr. Bellowos, you can correct me. He he won this. Did I understand that? This this isn't a facilities project. So, I'm going off what you mentioned as a board meeting on the fly here. Yeah, >> but but my understanding is he won that and that is a full boore uh aviation simulator. Is that correct? >> It's about a $5,000 uh item. He he went to

050and the celebration here is he went to a conference during the summer uh for the aviation program. So spent his time um in the summer and happened to win a $5,000 plus simulator uh which we paid for a couple other simulators in the past. you know, paid that amount um to to get some. So, this was just a free $5,000 bonus that because he went to the conference and represented us. So, very cool. >> And then a little bit more on the facility side. One of the things that we've lacked for probably well before I was here was a lift. So, we've got a lot of ceiling tiles, a lot of projects that go on in the in the elementary school gym and the high school gym with the championship banners. And Dr. or Mr.

051Jasper and I discussed potentially getting a lift. So, we picked one of these up from Duke Reynolds. Um, we own it. It's a It's a about a 30ft lift that'll get us all the way to the gym ceilings. And what what the guys really like about it is it's it's very mobile, so you can get in it and drive and don't have to push it. And it's it's been very nice. We've used it quite a lot already. And I just wanted to take a moment and thank the Bethany First Church. So we we've used their lift for the past four years and they've been very very nice to let us borrow that. Um elementary sewer line. So I don't know if you guys were aware of this. We had a a dropped line, they call

052it a bellied line, um in the floor from the elementary office door out to about that last purple tile. And what had happened was that uh that sewage pipe, it it sank and so it had a sag in it. And so it would the toilets would clog and it was an absolute nightmare. So they came in, we had a plumbing company came in, they tore the floor up, went down about three or four feet, uh replaced that entire line and uh uh filled filled the filled the trench and then leveled it and then we did the tile in house. So we were able to solve that problem for the elementary school >> and learned a lot about plumbing, too. >> Learned a lot about plumbing. [laughter] >> Uh high school parking lot. This was this

053was one of our huge projects that we did this summer. Um the this parking lot was significantly different from the west parking lot that we did last year. This the high school north parking lot had significant cracks all the way down to to the subbase. And so last year on the west side what we did was we built it down three inches and laid the asphalt over the top of it. This is essentially a brand new parking lot. They milled down 6 in. Then they removed the the the the substrate and redid the entire thing and and painted it. And if you're a facilities guy like me, it doesn't get much better than new parking lots. I mean, it's beautiful. It's I look at it every day when I pull in and I just think

054that's a beautiful parking lot. And I know most people are like, "You're weird, Michael." But I've done it for 20 years and it's just it's just neat to see things that you can improve come to fruition. uh weight room flooring. So, you guys may know a little bit about this. The old flooring was probably uh was close to 20 years old, had some bubbling for moisture on it. It was a it was a hazard. Um so, we worked with uh Mr. Marino and identified a good flooring for a wait room and that was installed I think we got that installed what late spring last year, so probably just before the summer. >> So, that's a significant improvement. >> High school very pleased with that >> high school exit office. This one's just about to get

055wrapped up. Um, Mr. Jewel worked with some of his staff on donations and we were able to put in an exit office that replicated what we have at the elementary school. Um, and in addition to that, we also did a couple of offices in there and just kind of rearrange some of the area for a little bit more space efficiency for the for the high school. But if you haven't had a chance, they've got the glass in there now. Um, I recommend you go have a look. It's it's it's a good looking good looking exit office now. And then obviously we had more desks and digital classroom boards across all three schools. High school gym bleacher repair. This was a this was an interesting undertaking. I'd never done anything like this before. Um, you know,

056the bleachers in the high school gym, they they retract and they go in and out. and we'd had significant issues with them for a while. Um, we were afraid once we'd get them out, we weren't going to be able to get them back in or vice versa. So, we had a company called SOAPA come out. They did a complete investigation into the uh into the retractable bleachers, provided us a quote for full repairs, and now they work. I haven't even gone to mess with them, but my understanding is from the guys, they're phenomenal. They're smooth and quiet in and out. And the guys from Sofa let me know that they don't make the parts to those. That's how old they are. And they were able to they were able to find those parts so that

057they could repair the parts we needed so that they can repair them. And they left about a hundred bleachers extra new bleachers that we can snap in >> um that uh once they get shipped because they'll get shipped over time and things like that. The entire top row that is against the wall at the very top of the gym is all new seating and he said they're much better seats. He the guy from sofa kept bragging on how good of seats they were and I go they look the same to me [laughter] but I'm sure they are when you get up there and you know and actually sit in different seats. So, but we have and we have lots of extras if if we do have any breakages like that. >> And then um who

058doesn't love new AC unit in their classroom? So, middle school HVAC, we installed nine units over the summer. the majority of them going to the sixth grade hallway, the other I think there were six in the sixth grade hallway and then we installed three additional ones um in the high school office and then some in the seventh grade classroom. Those were replacement units that were 20 plus years old. So that's always a good thing. And then the middle school safe rooms. So, this came about I we we've got in that sixth grade hallway about six or seven safe rooms that were used prior to I guess they're still used today, Miss Donnie, but prior to us having the storm shelter, this was your primary source of of shelter. Correct. >> And and we started to

059notice that the locks weren't working very well and that you couldn't really secure the doors. So, we were able to work with a company called Tech Lock and completely replace all six of that, all six of the doors hardware. So, they are now fully functioning safe rooms again. And then new digital scoreboard. You want to talk about this one a little bit? I don't mean to put you on the spot. >> No, you're fine. Absolutely. I mean, it's these are good things. So, no, the digital scoreboard is is phenomenal. It was used for the first time in a game tonight. Um, and we just got trained on it yesterday. So, or actually Saturday, I guess, Friday, Saturday, we we did some training online and and uh um so we're just kind of using the beginnings

060of it. The the big thing is is u our our advertising uh sponsors that Miss McCann has worked hard at doing and I know our other administrators have have uh have worked at um you know they we want to get them going so that they're on and as a matter of fact when you leave I asked them to put on the preview mode which is going to scroll those those uh advertisers um and whenever we go to a timeout out. There's a there's a button on there. You just click timeout and it automatically advertises. So, um and we're just working through getting our the kids photos uploaded so that we can highlight them when they score and then when they and that's something I'm certainly interested in doing. I I I told the softball company

061that's one of the reasons why I wanted to do that was because my own daughter in Hennessy, Oklahoma when she was a junior scored and I saw a picture with fireworks behind it. It was just as a dad, you know, you couldn't be more proud. And so, um, I want that to be the case for all of our parents to be able to see that in the community. >> And does that include the shot clocks as well? >> Shot clocks are done. Yes. Um, separate buttons for those. They weren't on tonight, but you know, we'll talk to to uh Imageet about and um and Score Vision about getting our logos on there on there. So during volleyball, they can just have the logo on there. But yes, we got the we got the shot clocks,

062the both video boards, the big one and then the the smaller one that just has a score and it'll it'll run some smaller ads and things. It's it's really neat. It's a it's a really really neat thing. And so It'll be on scrolling. It should be uh when when you leave and so if you want to walk through, you're more than welcome to. >> Mr. Marshall, I uh thought I had on the shot clocks I there are they kind of a digital screen as well >> and I know with these screens we have it's kind of protected so you know balls go straight. Even though these are a little bit off to the side like you kind of have to try to hit it probably but kids are kids, >> right? But the shot clocks

063themselves, um, are they protected in any way? Because I could see a last second shot or or any shot going off that and I couldn't tell if that was protected in any way or is it is it protected or >> It is. It's also protected. And also, it's it's made up of the of the smaller panels that they can pop out and we can just replace the individual panels kind of like the new weight room floor, which is which is a benefit. you know, if one part of it gets damaged, we can pop that out, but it is protecting us. >> And then last, but certainly certainly not least, some van replacements. So, we uh we purchased two Ford Explorers to replace our aging van fleet. So, we've got one of the Explore, I'm sorry,

064Expeditions. They're Expeditions. Um we've got one on campus now. That one's a 2025 new to us Expedition. That's beautiful. I mean, it's it's an amazing vehicle interior and exterior. And then we've got a brand new 2027 coming in probably October. And we're going to get rid of some of these vans that have given us some problems over the past couple of years. So again, thank you guys for the time and I appreciate it. >> Thank you. Thank you. >> Yeah. Thank you for all you've done over the summer to organize all the moving pieces. >> Thank you very much. >> Freudian slip on the doctor thing when you text. [laughter] >> I corrected it. I will say uh you know it's it's nice every summer to be able to try to think of I mean

065we talk about veteran Bethany and this is part of it is like trying to find even small projects. It's some are not small but you know they seem smaller. Uh the price tag isn't always smaller but um you know what that also though requires as we're acknowledging you know somebody's got to run these projects and manage them. when we when we start summer, we know we've got a a time frame and then you got to balance the paying for it and when you can start paying for it. And so it really is a lot of coordination between uh the business office and Mr. Jasper and then uh with Mr. Mont and having to manage contractors and subcontractors and um and and it's really exciting because and and you know these aren't even all the projects.

066this doesn't include all the little repairs and tickets and things, but um it takes a lot of work to continually improve a number of projects every summer. But that's how you stay ahead of things. And so um you know, I don't know anyone busier than uh probably Mr. Jasper rolling the budget, but then also coordinating with Mr. Mont and his crew to get all this done. But when you attack every summer a group of projects like this, you look ahead and okay, that's that's good. Now I'm moving on other things. But um you know, they're certainly not uh not taking it easy during the summertime and we all get to benefit from that. So appreciate both of you guys and everyone else who's involved. So >> and I just like to say how much I

067appreciate Michael. I I've said this before, but I think he's one of the best facilities person in the state. Got to be and he helps me out a ton. I I couldn't do it without you. So, thank you so much. >> Uh, item 14, discussion and possible action to approve the cardiac arrest emergency action plan for the 2627 school year. >> So, this is pretty standard. Uh, we have to approve this every year. [snorts] Um, Miss Turner, our new athletic trainer, has gone through this plan and up made updates for the new year. Uh, much of it stays the same. And um I will say as a side note, we did look at our AED uh fleet. We'll use that term. I don't know if that's what it's called, but we have a number of

068AEDs across the district and and managing that. Our nurses help with that a lot as well. Uh it's a project just by itself because you have uh dates, deadlines, um they have to be uh reviewed every year and checked and inspected. um we had a number of new ones that we had to purchase. Um and and that's another part of it. So, uh the plan itself is here for approval. A lot of it's just rolling over the year and making updates, but it is quite an undertaking to make sure uh and really really important to make sure where we have AEDs and where we have them labeled, they are working and functioning. And that's a whole another side of of this plan that goes in the background that you may not, you know, notice as

069much as you just look at the plan. But a lot of work goes into ensuring we have them where we need them and ensuring they're in working order uh every year constantly. So we also have one of these um carried uh to away games as well. So um you know we and and also those facilities should have them there. But um we do a good job of making sure that we have these on hand. Very very important. >> So who' you say is responsible for doing those monthly checks, making sure pads are >> the nurses >> nurses do all that >> and they work with a company as well um to those also, but but they really make sure it's all done. So, >> I'll make a motion to approve the cardiac arrest emergency action

070plans for the 2627 school year. >> Secondly, >> roll call vote. >> Rick, >> Yes. Item 15, staff reports. >> All right, for staff reports, I'm not going to go in the order that's maybe here. I don't know what y'all have listed, but let's start with the high school so we don't have to start with uh elementary school. We'll let uh Miss Silva uh see a few people go before she goes, but just give us a quick uh quick rundown of highlight an item or something and let us know what you got going on. >> Well, I think the biggest thing for sure was either the parking lot, which is a giant what we what he and Mr. I didn't mention was he thought about the idea of knocking out that yellow curb and creating

071one parking lot instead of two random segmented parking lots. I think it's a huge idea. Love it. Um it makes the parking lot safer for our kids and it adds a couple more. We gain about I think like 10 or 15 more spots for the parking lot which is really nice. Um you know we already had a limit for parking which is a big deal for our seniors and our juniors as well. And then for for community members, we have game, volleyball, basketball. The second thing for sure is the Kelly family. I mean, guys, their their donation to the exit office is just making our school a safer place for our students, which is our number one priority is get safety and security taken care of, and it's absolutely spectacular. Um, it looks great. You

072hired a really good person, Miss Hansen, in there, and she's learning it and working it. And the it's just it's going to change. I mean, it's it's just changed how the front office flows. they have a question about parking attendance, they go see Miss Hansen. Miss Hansen stops everybody at the door. I mean, it's really nice. So, that donation from the Kelly family is just it's I mean, it's a game changer. Those are two big things I would I would like to isolate for sure and talk about. >> All right, middle school. >> So, on mine, I just want to brag about our new Broncos, the new teachers that we have. We have four new certified teachers. One of them is not listed on here because he was hired after I'd already entered five quarter

073court, but um just the excitement that they bring and they come in, they're like, "You guys have a great school. These kids are amazing." And just coming from the Mustang area or Yukon and and just around surrounding areas and just listening to them and them brag on our kids and you know, sometimes I think we take it for granted when we're here day after day and we see it. Um and just listening to that. I've been able to get into two of the classrooms um just to watch the teaching here in the first three days and it's amazing. And so um I think we really really did good with our hiring and I'm excited about the year with these new teachers. >> All right, special services. >> All right. Um we had a lot of

074new staff. We are completely full now and hired. We were able to fill our teacher assistant positions which is huge because those are really hard positions to fill. But the coolest is that um at the OSDE special ed conference this summer um our district was recognized of having the highest percentage of special education students who scored proficient for 11th grade reading for medium-sized districts. So um and they kind of award the highest and then second highest and third highest and we were number one. That was like >> and then Bethany Children's, they'll be um coming back on campus after Labor Day. >> Great. Very good. >> Elementary school. >> Okay. Um I would second what Mrs. Donley said. Our kids at the elementary are excited to be back. Our teachers have done a fantastic job.

075As you know, the first few days can be a little chaotic and a little crazy. Um but everyone is all hands on deck. No one complains about starting their duty early and being there for the kids. And so that's been great to see. And then we just have the best kids. And I thought that at the high school and that's true at the elementary school, too. Um I've been very impressed with just how they are the first few days and learning procedures and being on top of things. Um to add to that, I would also give kudos to Mr. Mont and his team. They show up every time you call and every time that I need something, no matter how small and minuscule it may seem. I know they have big things to do, but

076they always show up and they never complain and they get things done. So, we appreciate that. Um, our kids are most excited about our playground. Those improvements are starting soon. Um, my personal kids think that it's me that has done this. I've told them multiple times it has nothing to do with me. Um, but all the kids are really excited about the PTO funds that were raised last year to make these improvements and those will be completed over fall break. So, we're very excited about that. >> [clears throat] >> Uh item 16, proposed executive session to consider the student transfer denial appeal of student A with a review of confidential educational records and transfer requests of students whereby disclosure of any additional information could potentially violate the family educational right to privacy act 25os section

077307B7. Item 16, vote to convene or not to convene into executive session. >> Make a motion to vote to convene to into executive session. >> Second. >> Roll call vote. >> Riner. >> Yes. back in open session uh 16 C. We've had a lot of back to school events, but coming up, we've got elementary school uh for grades 1 through 5 on uh the 18th tomorrow and then high school on the 24th. So, looking forward to that. And then just a reminder, Labor Day is September 7th, so we will not

082have school on that day. Item 24, board member comments. >> Item 25, superintendent report. >> Okay. Uh, start of school is uh most exciting time of the year, I think, for every uh administrator, teacher, uh, parent, and hopefully kids as well. We certainly saw a lot of happy kids coming in. Um, appreciate all the work that went into the back school breakfast with our staff. um so well put on and appreciate the foundation for uh supporting that. Um our band cheer and palm once again welcoming in our our students and community and um just love that parents uh take that first day to walk their kids in and um just the uh the great feeling that has for everybody and and you know getting to do that with their kids in that first day. We

083we're glad we're able to do that and choose to do that and I I think it's just the best day that there is. Um and want to also thank the foundation. I know they're preparing some exciting things uh that they're doing internally that they've really been working on for several years and kind of getting some things to fruition now that are going to be um I would say uh gamechanging to the foundation and how they operate and how they fundra. And so, uh, be looking for some information on those, uh, programs and anyone who would like to participate in those. Um, I think, uh, I think there's big things coming in the foundation and, um, looking forward to those. Um, also, we're getting ready for all of our, uh, season. Actually, some have already started.

084We've got softball already started, volleyball's already started, football is coming soon, and so uh, we're uh, fighting the heat right now and and doing that. But those things are going well and I'm enjoying getting back to seeing some activities that our kids are participating in. Um, I'd like to thank the board for their support and just all the um the help you provide uh this district and in thought and always asking good questions and um really just challenging us as a district, me as a superintendent, as a leader of the district, but also um just us as a district to continually be pushing forward. And um I I love working with this this board very professional um uh always um asking questions, you know, the right way and asking good questions, good questions that need

085to be asked and um so I think uh it's just a blessing to be able to work with with this [clears throat] board in particular and appreciate your support there. And uh finally, I would like to encourage everyone on August 25th to uh get out and vote. We've got some very important decisions coming and some primary elections and um certainly the uh superintendent of schools election uh is going to be a big one for us uh in Bethany and there's some state questions that are going to have some big impacts um on our state and certainly public schools as well. So just encourage everyone to get out there and vote um and use your uh voice in that way to to support Bethany and support public schools. So appreciate everyone's vote on those days. And

086that is my report. All right. Thank you. We are adjourned.
