005new year with a our ending balance is is higher than our beginning. So, that's nice to see. We've we've collected a little more than we started with and everybody's managed spending well on the function summary report. This is is very close to to the end. Um there's not going to be hardly any changes after this. We ended up spending, if you combine the encumbered and expended, we ended up spending about $17,862,000, which was we we did a really good job staying within budget. And I just like to say, you know, that's a that's a group effort and appreciate everybody helping out. You can't always say yes to everything people want, but it allows you to do things at the end. And um that's definitely not just me. It's a it's a group effort. Everybody, but
006Bethany is is really helpful in that. Lastly, I would go to the the board tracking sheet or our our our revenue sheet. We've overcolcted in almost all of the areas. I would kind of point out some of the ones where we where we didn't didn't overcolct. So, the first one is starts out with 1,600. It's called general fund refund. Those are where you've paid vendors and maybe you've overpaid like teacher retirement or there's a you have to pay extra teacher retirement if it's paid out of federal funds and so you may be getting a refund on things like that. Last year we collected around 2,000. [clears throat] So I would say honestly it was probably an error on me to set it at 14,000 to set it that high. It's a It's an overestimate. I
007think the other ones I would mention are 4271 title 2. We will collect about 20,000 of that number. There are some federal funds that um you still have to collect June and in some cases May. And so there's still a claim to do there and we will collect that on on 4,442 title 4. We'll collect around 6 or 7,000 there. So probably again a little bit of an overestimate on my part. I've made a few errors here and there. So um you kind of you live and you learn. Um but overall I I think we've we've done a good job. The last thing I would point out is our federal prior year revenue this last year in July. That's what I'm talking about where you collect some in July was 120,000. We will collect more
008than that this year. Um it'll probably be closer to 200. And that's kind of a balancing act. Um, you don't want to collect last year's in July and then collect all in the same year because that'll kind of throw you off carryover wise and carryover penalty. >> So, if you get it in July and but it was slated for May and June, how do you carry that on your books? 011our fund balance is going to be around 3,911,000. And so our penalty would be if that was it, our penalty would be 944,000. But you get to exclude federal funds from the calculation which are 993. So the negative 48,000 means we could have spent 48,000 less and still not owed a penalty. A positive would be a bad number here. Um, and I would say that's that's pretty close. There's a midyear that we give around >> Thanksgiving timeish. um that's 500 and then uh we call it a stipen at the end of the year but it's actually a checkout stipen that we give. So those are the three that we give very

Um which is nice because we as we're recruiting teachers you know that's one thing that they just look at salaries and we say but we do have a little bit more that isn't in there and people like [clears throat] it. And the one we gave last time um you know last summer year from this summer we called a retention bonus and um this year we gave it similar thing same amount but you know again it was to to what Mr. Jasper said just acknowledging that one we know people do a lot of things that we don't see because they're just doing the right thing for kids. two, um we have just seen across the district this um I'd say unification of just understanding we're all in this together and if we all
025can find ways to save money, be more efficient, which sometimes that's challenging because you're you [clears throat] may be taking away a position that's giving some other people some additional work or asking them to do additional [snorts] things. [clears throat] But the idea and the message that went out with that one in particular was but when we do those things together as a group then things like that are possible along with a lot of the projects we're doing and other things. So um you know there's kind of messages behind that one specifically a little bit more. Um but also it's just a hey everyone's doing a great job and you know we we have some funds that we can do that and so we want to want to do it but that's >> trying to

And so one of those things that you'll see right off the bat for the high school and the high school has more changes than the others um in particular, but you know, academic honesty is something that we just don't directly address um and and probably should um just to make sure students have an opportunity to to see what is expected or or read what's expected and then if something comes up, we can refer back to it. So that's always a good thing to have. Um, and then there's some other things in there that you'll just see red letters on that, uh, [clears throat] make make a few changes here and there.
031Um, one that I'm scanning through looking for, uh, they did look at a couple of, um, changes with, uh, exemptions, not changing the number of days and things like that, but changing the, um, having some other, uh, additional ways that students can make up absences, things like that, if there's situations where um, they're if they're doing great things or they're taking AP tests or things like that that are academic that can make up for maybe absences they have at high school. [snorts] Also, the high school uh graduation requirement changes are in there kind of twofold because we've got some students, you know, still graduating on some old requirements, but everyone now coming in is having the new requirements. So, that's in there, too. If people got in trouble for academic dishonesty [snorts] um now without
032this new what what would be different than after this? [clears throat] >> Yeah, I mean I I don't know that the consequence would be any different and you know certainly there's always clause in your your disciplineary procedures says you know that not everything is named in your disciplinary procedures. So, so essentially identifying that we can't name everything a kid can do wrong. So, at times administrators have to use our good judgment, but this is not one of those that would be so far out there that you just, you know, kind of have to go on. Um on Monday or yesterday, we got an email from the State Department stating that uh we submit our bullying policy every year. never really have heard any issues with it. Well, this year we got an email that stated, you know, there are some things that we recommend that you add to that, which was kind of surprising to us because we're
036thinking OSSBA gave us this policy and most people use this policy. So, we were just confused and we had never heard that before. So, we reached out. Well, come to find out, I guess, um it's really just a I guess preference from OSDE and what they're looking for within the policy. So OSSBA had heard from a lot of districts who had gotten the same email we had gotten and quickly made those revisions for all the districts that had basically the same policies. And some of the um things that you can see underlined um are are very simple things. They're not changing a whole lot. Um one of the things they mentioned right off the bat is they they kind of define an isolated action versus bullying. So they identify that there can be isolated actions
037that don't constitute bullying. So I guess you know they decided that that needs to be defined or that needs to be said. Um even though that's something we've always said as well. Um if you go a little further several pages. >> So where are you talking about? Because I don't really have anything that's underlined as if it's new. We have a state school committee that meets. We submit
039documentation every year. So again, it's it's something that happens, but they want it in the policy now. So that's now in there. Um, if you look at FNC CD-P [snorts] under procedures, the first one just states that the building [clears throat] principal will serve as the site district bullying incident coordinator. Um, basically meaning that they're going to be the first ones to take a bullying incident report. They're going to be the ones to investigate it. it it does require they notify the superintendent uh when there has been a report of bullying and then that they notify the superintendent what the [clears throat] what they found within that incident. Um again that's that happens currently. Um, but they're I think here just defining I think actually what they're defining is for parents more so who do
040I go to when I have a bullying incident making sure parents know go to the building principal that's where you should start your report. So, um, again, common common in practice, but they want it in writing. And then, um, the FNC CD-P at the end, there's a statement there that basically talks about if a student makes a report in good faith. They really feel like a student is being bull uh, bullied, and they report it, that there can be no retaliation towards that student, both from another student. And if there is retaliation from that student for reporting, even if it's not even if it's not true, but it was made in good faith, that student can't be punished for that. The student can't be then bullied by that other student for doing that. And then
041it mentions in there too that employees can't um hold that against the student or punish the student for making that report if it was done in good faith. and then goes on to clarify that if it was made falsely not in good faith that they can't receive consequences for that as well. So, um so those are the changes that they've added to it and again those were recommendations made uh by the state department and then OSSVA just took that and modified the policies to match. questions about those. >> I appreciate that we have the policy review with OSBA quick. >> Well, and it was it was very good because we got that and we're thinking, well, that's very interesting because I'm sure three4s of the state uses the same policy we do or very similar.
042And sure enough, we got got the policy update very soon after. So, I'm sure they weren't we weren't the only ones who they heard from. So, but it is very nice. One thing I'll note on this for this year that we have had to look at but we [snorts] are okay on they changed the a law uh in elementary for recess. So, they basically added 20 additional minutes to uh grades K through five. We already had recess for 40 minutes in K through three, but fourth and fifth grade only had 20 minutes once a day. Um, and so the new law required 40 minutes. We were okay. We were able to do that within our schedule, no problem. But I don't know if
044it was intended to be this way or if people are just kind of figuring out legislators included. They also said that the recess minutes wouldn't count towards the instructional time. Well, every calculation prior to this year, recess was included in that instructional time. Lunch is not included. Um, and I think at the elementary level, that's the only thing that's not included in that. Well, when they updated that law, it basically took 20 minutes out of our instructional time for all of our grades. Luckily, they didn't take 40 the full 40 minutes out, which is kind of the strange thing is if you're saying recess is for instructional purposes, think you'd take the whole 40 minutes out, but most districts would be in a lot of trouble because they wouldn't have enough instructional hours at that
045point, us included. So, where they're at right now is they've said, you know, you have to have 40 minutes. That's the law. We're going to count 20 minutes, but we're not going to count the other 20 minutes. So, that now has to be subtracted from our calculation uh in our formula. When we do that, what that means holistically is when we count calculate things like snow days, we currently now have instead of 10 plus days at the elementary level, basically we've calculated about three and a half. So, that definitely will come into play on years where you have extreme weather. and they've also said you can't use virtual [clears throat] days um without a state of emergency in the state. Um so it's it it'll be a unfortunately uh we're still all working through that.
046Superintendents across we're still having discussion working through that. We're possibly hoping that they will come back and say okay all 40 minutes will count >> but if they don't we are back in the day of um you know how do you make up that time? you go extra days at the end. We know across the state no one wants to do that. Um but we're running out of options. So we'll see how that shakes out. But that's where we're currently at is essentially elementary lot three and a half snow days to work with. And after that hopefully we'll have some fair compens. >> That was a law of legisl a piece of legislation that required the the uh >> additional 20 minutes. >> Yeah. Yeah. And so is that 40 minutes for the whole day?
047>> Yeah. So they you you have to have 40 minutes. Now you can break it up in 20 minute sections which is what we had already done in the lower grades. Um you know to get into a much bigger part of the conversation. There are a number of things that they continue to say well this is really important. You have to do this. um it just becomes tricky because while those things are important, they're not maybe also thinking about well you got to get that time from somewhere. So um a lot of districts are saying well you know reading and math we're not taking it from that time so you know we're back to the old days I guess social studies isn't as important anymore maybe science and and so or add 30 minutes to
048your day every day. Well, most parents don't want to do that either. And I don't know if that's good for kids to go another 30 minutes in elementary. So, >> it's just a big conversation, but what happens is they look at, well, recess is good for kids, so let's add that. And they do, and then there's the ripple effect that comes with that that often times isn't thought about. So, >> that's that's where this one is at particular. 049tennis and and ultimately just wants to compete at high school level tennis you know OSSA tennis and you know we've had a lot of conversation about adding sports and you know when when to add and when not to add. The thing we have to really consider is in a district like Bethany, if you add any sport, uh, whatever it may be, you're also spreading yourself out for all the other sports. So when, you know, you don't want to add so many options that you're spreading everything out and then all of a sudden the softball team doesn't have, you know, enough players to make a softball team. So we're always very cautious um about adding even though we want to have opportunities for kids. And in this particular case, um, you know, we looked at a
050lot of different options of adding, you know, a club, um, like we have the bowling club and things like that, but, uh, Mr. Marsho was actually able to, uh, reach out to several districts and one of them was able to, um, be willing to basically agree to a co-op. And what that means is, um, our any student, but in this case, we have one particular student at least that wants to participate. So, he'll be able to go to their practices, compete with them on their tennis team. Um, but there's no financial obligation to us. There's no hire a coach. You don't have to have a sponsor. So, it's a co-op agreement where we're just basically saying they are saying yes, we'll allow a student or a couple students to come play. Um, and we're saying
051yes, we we'll let them go play with you. Um, they have to take on our ADM, but that doesn't affect our ADM. So for us, it allows that student an opportunity that we aren't really prepared to offer for a number of reasons. Um, but there's not really um much beyond that for us. It just is an opportunity for the kids. So, usually we've had this come up with wrestling in the past, >> but but we it's very hard to get a school sometimes to agree to do it um because essentially they are assuming all the, you know, responsibility of it. the the respon the financial responsibility, the um they've got to hire the coach and so um we appreciate their willingness to be able to do that. Um and appreciate the opportunity for our kid
052to be able to do that while still remaining in Bethany um which is they're you know great kid we want to keep here. So >> Dr. Bellis, can you expound on they take on our ADM? >> Yeah. So um essentially by uh entering into a co-op and Mr. Marino, if I mess up here, let me know. But >> sure, >> by entering into a co-op, they basically have to report the 500 and something students in addition to their students because they're agreeing to form a team with now their building of kids and any of our kids that want to compete in that. So if their ADM at their high school was uh 1,200, they have to now accept the 500 kids, we'll say from ours, and now their ADM is 1,700. Now that doesn't matter
053to them because they're already 6A. So for them, they could have 10,000 kids and it's still not going to make a difference. So that's one reason why this doesn't matter to them because it's not a financial ADM. It's just for classification sake. >> There's no funding that following. >> No funding. It's just for classification sake. So for a 6A school, they're already 6A. So they don't it doesn't matter to them. But if if we were trying to, you know, co-op with say um well, just I'll say a smaller district, they wouldn't want to take RADM because that's going to bump them up to a 4 A5A class and they probably don't want to be. 054don't that's correct. They they they're opening Bell Isle and um >> that's a charter school, I believe. >> Right. And and >> and so is I mean are we designated to just Oklahoma City public or is it to a school bell Isle, John Marshall, Southeast? I mean >> it's the agreement is to Oklahoma City public, but they are going to designate which school uh whether it's class and SAS. I I've had conversations since uh really October with the boy's mom about trying to [clears throat] see if we can make it a club because we certainly want to give him every opportunity here. And you know, one of the things I I told her was he apparently he trains at the Oklahoma City Tennis Club or uh I mean he's he plays at a pretty high
055level and um I you know there's a good chance or there's a there's a chance that he would he would just go and he could participate under our for Bethany as a single, but he wouldn't be able to play doubles. He wouldn't be able to compete as a team, things like that. And apparently he trained with several kids um at his training facility that go to class on SAS as well. And so um the Shane Sanders is the head athletic director over all city public and he said um you know that he basically said you know whatever school they would like to go to really it's it's fine with them and he didn't have a problem with them if it happened to move them up a class uh things like that. So, but he said
056it most likely would be class NSA or Bell. >> Dr. Bell has brought up a wrestling. Do any of the Oklahoma City public schools participate in wrestling? >> Uh, that's a great question. I we didn't I didn't really look into whether or not they they >> I mean I Yeah, I just think of if we have other students, you know, are they if they were >> I think >> you did a lot of leg work on it obviously, but if they were willing to do that, would they be willing to do it for wrestling in the event? Again, it's it's in allowing a student to be involved in more activities. >> Yeah, >> I might be opening the door of something. the the >> the uh athletic director there at Oklahoma City was he was
057great to work with and very receptive to those things and he said, you know, we'd love to give this kid an opportunity to to participate in this and and we've got no problem with it. I I u talked to Matt Shelenburgger of Pedmont and Putham City, Yukon, just all all the surrounding schools and um you know Pete want to move them up and and they just weren't really interested. I guess some of the other schools just even though like Yukon is 6A, they they just weren't interested in doing it because they felt like they would have to uh they would then be expected to accept calls from everyone and uh they didn't want to they didn't want to entertain that. And so, but you know, there were there were some that were moderately interested, but
058they they just They weren't they were on the fence about it and we had to do some more leg work. But over the city public and and when I talked to the boy's mom, u Dunar, Cole Dunar is his name. He's going to be a freshman. And when I talked to his mom, she was ecstatic about it. She she was really really excited so about the opportunity for him and and she was actually excited about going there. She said, "We're we're either one of the schools is fine." And uh so I was I felt good about what we were doing for him. >> Well, thanks for making that happen. >> No, absolutely. >> I do think that you know that we the hurdles we've run into in the past, you know, you do have some
059challenges and and as a superintendent, you're taking on some a little bit of uh you know, maybe even uh political risk as far as a kid comes in and does he take a spot? Does he you know, like like where does >> think of us? Would we do that? >> Probably not. [laughter] you know, probably not if I'm being realistic. >> City public schools. >> Yeah. So, it's a challenge. So, this could open a door that maybe they see, oh, you know what, that wasn't so bad. And because I know where this has come up for me in the past has been with wrestling and I felt like we were this close with another district of getting that approved and then it kind of fell down to the superintendent. I think just thinking through those
060things saying I I just don't know if it's a good idea to, you know, possibly have someone take [clears throat] a position in a weight class. It just makes complete sense. But if this goes well and they see like you know what it wasn't so bad maybe it opens the door for other kind of sports that we don't offer. And it's a year-long. It's just for 26 27 you know we would >> reevaluate >> after we do that and reevaluate and again if if you know we we talked as a administration and felt like you know we're tennis we feel like you know our [snorts] kind of things have changed and it would be beneficial to our to us to have to start a tennis team and and all those things and we certainly have

069and very excited to work with you in that role. Um [clears throat] I also want to uh just give um some praise to people who worked on state report. So today was a big day of state reports being due. Um and so uh I can't tell you the number of state reports due, but it is a lot. And so I have to give a lot of credit to Mrs. Lot who does a lot of our information systems that pulls those reports and then also Mrs. Williams who has a lot of reports um that come from that. Um there are other people who work on those reports, but I think um those two, you know, deserve a lot of the credit for that. Um, I also appreciate all the work that goes into our summer projects.
070And you know, this is the time where we have a little bit of time to get ready for the start of school. And so, uh, there's a lot going on building facilities and just trying to touch up things, but then also change things. And so, Mr. Mont has done a lot of work there. Mr. Marsho has done a lot of work there. And then, um, you know, Mr. Jasper also has to make sure that all those things are in order to to fund those things. So, appreciate that. And then finally, being that this is the uh last board meeting of the school year and also kind of the financial closeout of the school year, I just have to uh give some praise to Mr. Jasper. Um if you look across a full year now of
071service that he's uh put into it, you know, this time last year was a scary time for this district in regards to money is really really important. And you need somebody who understands uh numbers and budget and finance, but you also need somebody who has a mission for what we do, which is using those dollars strategically to educate kids, take care of kids, um in all those ways. And where he is at right now today after just one year of being a CFO in a school is probably somewhat unheard of. um and just the level at which he's doing it. We've seen all the numbers and how they line up and how they match up and he talks about errors which is really just being conservative budgeting um is all that is and and I
072appreciate that actually. So, um, but I just can't say enough about, uh, what that has meant to our district. Um, what that's meant to me, just knowing that, um, not just taking care of the budget, making sure dollars match, but also doing it with a heart of making sure we're spending money in in good places for kids, and being willing to have those conversations. So, can't thank you enough for the job you've done this year, and I'm just uh really really happy that you're the one doing it for us. So, thank you for all you've done this year. >> Thanks.
