We'll go ahead and call this to order the flag. >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Item three, uh, discussion and possible action to appoint an individual to vacant board seat number three. I make a motion to approve Morgan Reinhardt to vacate to >> vacant. >> Vacate vacant vacant. Oh, vacant. Sorry, vacate. Okay. Vacant board seat number three. Second that motion. >> A roll call vote. >> Jaggers. >> Yes. >> Oh, sorry. Palmer. >> Yes. >> Yay. [laughter] Congratulations. >> They're right here. So, I want to welcome you to the board. Uh, thank you for [clears throat] uh joining us. I know um we're excited about you've got uh some
elementary kiddos and looking forward to having that perspective on the board. Also want to let you know Mr. Walstad couldn't be at the meeting tonight, but um he uh definitely gave his se of approval um for this recommendation as well and wanted you to know he's excited to work with you as well. So, welcome. >> Thanks. I'm excited to be here. >> Very good. Uh item four, oath of office. >> Mr. Rinard, please stand. I may have a copy. You're going to repeat after me, but if you get [clears throat] time like I do, you can [laughter] kind of read it. If you want to raise your right hand. >> I, Morgan Reinard, >> hereby declare under oath >> that I will faithfully perform the duties of member of the board of education >> that
I will faithfully perform the duties of member of the board of education >> of independent school district number 88 >> of Oklahoma County, Oklahoma >> to the best of my ability. and I will faithfully discharge >> and that I will faithfully discharge >> all the duties pertaining to said office >> all the duties pertaining to set office >> and obey the Constitution and laws of the United States and Oklahoma >> and obey the Constitution and laws of the United States and >> [applause] >> Thank you veryelcome. >> Uh item five, presentation and discussion of facilities improvement plans by Lingo Construction. >> Very good. So, uh, Zane and I here construction project manager on this. Dane with Troy [snorts] Roads Architects. Um, wanted to just one, we got this video here that you can kind of
see the improvements that we've done out there on site. Uh, but two, just give you a mention of thanks uh, from the school um, for allowing us to do this project and it come together. And so, just as a little background on this, Um, we started this in early uh late May, early June. As we went, we removed the existing track. Um, we put down new surfacing. You can see there. Uh, not only we put down new surface, but we actually widened the track. So, if you remember back in, uh, June, we actually had a change order to make that a little bit wider to meet some of the needs of the uh, the running track there. Um, and it includes this long jump area here or high jump area here, here. And um yeah,
so then uh other parts of this that we were able to do. So um on this project from a financial standpoint as we kind of close this out uh we aren't here to present any [snorts] uh contingency or anything that was given back. And I want to explain a little bit of why that is is because we were able to do a few more things in the project using all the funds that we had essentially. So um some of the items that we did that were not in the original scope um we were able to reduce the amount of sod that we used on the project which resulted in about $42,000 in savings. Um we used that money to go back towards these additional items along with the contingency that we had. So um we
put new fencing around the bleachers uh that are on the north side there. Um so instead of reusing the existing we we put in new fence. Um we did a little bit more pavement uh around the bleacher area than what we had originally anticipated. mainly that is for a future expansion if you ever wanted to expand those bleachers or if you just wanted a little bit more space around it. Um we added goalpost and so uh new goalposts in in place of that um additional fencing modifications are on the south side of the project. So we added a few more gates and things that makes the facility a little more usable than what we had originally planned. We did some grading and along with that we've installed some French drain systems on the inside of
the track uh around the football field in some areas where there was some ponding and things. So um we believe that's helped that situation. Um we did some other improvements on the uh track surfaces by adding additional tick marks and some new jump boards and some things that weren't in the original um project for that. Uh there was some existing electrical issues that we found with the uh field lighting. Uh we were able to get resolved through this. Um and then we had added some additional conduits that went around that will be used essentially for the timers and sensors and things that they would use. So now you don't have those running on top the ground. So um with the savings that we had from those other things, we're able to offset some of those
um to really provide as much scope as we could for the funds that we had. So, [snorts] as we uh from Lingo and Troy's Troy Roads perspective, we just again appreciate you guys. Appreciate Adam and Michael and the efforts that they did. Uh they really helped a lot to help guide the project as we were out there. Um saying, "Hey, this is something we need to address or we could find a way to do this." And so, appreciate them and the effort that they put into this project as well. I'm here to answer any questions that you guys have about this um or items related to this. >> We'll say the timing of it was good because we had cross country, you know, kind of going on and had [clears throat] an opportunity to get
them on the track surface and knowing that it's a little bit uh better quality track surface than, you know, the cheapest thing out there. Um and and I would frequently ask them, hey, what do you think? You know, how's it going? And and they love it. They they they can tell a difference. They appreciate it. So, um I'm glad we glad we went that route. >> That's good. Yeah. We did go with the higher grade track, which we believe was a good choice for this facility. >> I've gotten nothing but positive feedback from everyone who's seen it and and told me about it. You know, I know the fencing is a small thing, but it does look a lot better than the fencing that was there. And it's a a perfect oval now instead of
ovalish. >> Uh so I I think it's it's great and it's going to last us, you know, a long time because it seems to be set up properly now with the all the footing and things that you guys did. >> It should be a facility that last quite a while. So we'll be in the process of turning over all of our close out documents documents. It's already kind of been in place and so but at the same time I mean as Lingo we're always here help school however um the the bleacher on the north side mention that we did center that back up on the new 50 yard line. Um it was previously offset by about 15 yards but we moved that back over. Um pretty cool process as we were able to do that
to find a creative solution. post that we had were about two times the cost of what we actually ended up spending on it. Um and so again, we put everything on some some little bitty rollers and rolled the whole thing together. Um it's pretty unique uh creative way to to find that solution there. So again, it was good uh good team effort from that. >> I have a question for you on on the south side. That slab that I see there is that for potential bleachers for the opposing side eventually that's kind of next phase. >> Yeah, that's set up there for that ability. >> That was originally the scope was to move the existing home bleacher all the way around to the southside and then get a new home bleacher as a part two
of this. >> Um that would still be an option for the future if that was determined to be desired. >> Okay. >> Um or you could just install a smaller bleaches there on that southside pad as well without [clears throat] having to move. [snorts] >> The pad's already ready. >> The pad is ready. Yes. >> To that we um [clears throat] initially we kind of looked at knowing that we we also don't with what it's going to be used for. We don't want to have bleachers so big that it looks like nobody's there even people are there. >> Sure. >> And so uh we shifted our thought to leaving those bleachers as they are but adding some bleachers for visitors on the other side. And we started looking at potential options and trying to be
cost-effective. Mr. [clears throat] Marino uh had a great point. Um because I was looking at just as cheap bleachers you can get that sit on the ground and he said, you know, you're going to need to get elevated bleachers because you're going to have football team on that sideline and they're going to be able to see over. >> Well, that that does elevate the cost a little bit more, too. And so we we're looking at those options, but it's not um something we're imminently looking at or like we've got budget for right now, but it's set up for that. And and eventually we know we want to get there because we always have that problem of home and visitor sitting side by side and >> it's just not ideal uh in today's game. So, >>
and now there's a nice little uh sidewalk over there. You can get over there easily now. >> Yeah. I [clears throat] mean, rough estimates so far that, you know, I've just kind of checked, uh, you're looking anywhere from 50 to $70,000, probably closer to 50 to to get a set of bleachers that is elevated. Um, so >> we'll keep that in mind and hopefully somewhere along the way we can get that >> I appreciate it. Thank you very much. >> Yeah. Thank you. >> Looks great. >> [applause] >> Uh item six, consent agenda. Uh 6A, approve the minutes of the October 15, 2025 regular board meeting. 6B, discussion and possible action to approve the following out of town, outofstate slashovernight trips. A high school all state january 21st 20 through 24th of 2026 in Tulsa,
Oklahoma. B middle school all state choir January 8th through 10th 2026 downtown OKC. Uh C is Palm State December 11th through 14th in Tulsa, Oklahoma. D is orchestra all state festival January 21st through 24th 2026 in Tulsa Oklahoma. E children's all state choir January 21st through 24th of 2026 in Tulsa, Oklahoma. F track coaches meeting January 9th through 10th of 2026 in Waco, Texas. G track coaches meeting January 16th through 17th of 2026 in Shaunie, Oklahoma. 6 C approve the additions to the following activity fund accounts. One, boys basketball 802 and 6 D approve the financial fund reports. So I would start out by talking about this is not the financial reports but last year at our November board meeting that's the meeting where our audit was presented. Um, and we've talked to them and
what they've told us is every year the federal government because federal funds are a part of the audit, they release what's called the 2025 compliance supplement. They need that guidance to be able to audit it. It's typically released around June every year. It wasn't released in June this year and because of the federal shutdown, it it may not be released for a while. So the audit does not have to be completed until March 31st. So we've got plenty of time and I think it should be released by then. Probably every school across the country is in the same boat because if if they have federal funds um over a certain amount, you have to have that as a part of your single audit. So just I would mention that that's one thing that's out of
the ordinary [snorts] on this board meeting. We typically try to do it November. It doesn't have to be done, but that's that's just why I think everything else besides that is good to go. Um, moving into the activity fund, you'll see that we've got an ending balance of 735,000. That's pretty close to the beginning balance, the amount we started out at the beginning of the year. That's a good sign that it's very healthy and we're doing well. Um, typically you're still down a lot more at this point. said the fundraisers have been going good. We've been doing a good job of raising money. There's also no negative activity fund accounts, which you never want to see because that means um you know somebody's over encumbered. Moving on to the function summary report. [clears throat] So
the first page is the general fund and this has changed just a little bit from last month because it's updated. You'll notice the appropriated amounts on the lefth hand column. If you compared that to last month's, they've all changed because they've been updated for our approved budget amounts. And so, just if you're looking at those numbers, and if you ever go back and compare, that's that's why they've changed. Um, we've got 13,170,000 with rounding encumbered and we've already spent 4,100,000. So alto together that's about 17,250,000. Um on the on the far right hand side you've got a balance of 1,153,000. We kind of talked about this when we did the budget. We don't plan on spending all of that. You have to have some space to encumber because you're not going to spend every dollar
of every PO you have open. you know, there are some blanket POS that you have to have open if there's like repairs and stuff like that. Um, and so you need them in place so that you can do that. So, we don't plan on spending really anywhere close to the up to the balance. Um, but that's just, you know, explaining the report, [snorts] kind of giving you a rundown. The other page I would go through on the function summary report is the second page. This is our building fund. Um, that the amounts on the appropriate have changed there too because we updated the budget. You'll just notice over on the right hand side the balance is is 315,000. That's a little low compared to where we would be at last year, but I want to
explain why just so you guys know. It's it's it's not it's a little out of the ordinary for this point in the year. So, what happened is we typically try to hold off doing big things until the end of the year. Um, but the TRA was a two-year project and so the first half of that project was paid for at the end of last year and the second half was paid at the beginning of this year. So, that combined with we don't receive really any advalorum or red book money until the first part of next year. And so you've got those two opposing things that are making it um 315,000. So it's just um no nothing bad about it because when January hits, we'll we'll accumulate about 800 850,000 in red bud and adorum from
January through Aprilish. So that that should go back up. But I just want to point out, you know, things that may look different than they they [snorts] would be at this point last year. I like to go back and compare on the on the revenue tracking sheet. There's not a lot that's changed. We've, you know, received another month's worth of state aid. Um, but as far as everything else, we're still receiving the same funds we have and most of the federal funds are not coming in. We have started receiving our child nutrition. Um, you can start claiming that earlier than other federal funds. Our first federal funds claim besides child nutrition will probably happen in the next couple of weeks. We're still working on finalizing our last application. Any questions on the financial report? >>
Make a motion to approve the consent agenda. >> Second. >> Roll call vote. Palmer, >> yes. >> Gates, >> yes. >> Reinard, >> yes. >> Jagger, >> yes. >> Uh, item seven, approve the general fund [clears throat] non-payroll incumbrances for fiscal year 26, uh, number 335 through 372 of $30,88.31. The fiscal year 26 change orders for general fund uh, $10,345.18. the general fund payroll uh numbers [clears throat] 70,000 through 70,595 for 13,370,786.73 and the fiscal year 26 building fund non-payroll number 15 through 17 of $6,51582. So, I like to go through and just off the top explain some of the bigger ones. And you guys let me know if I'm on the wrong number. [laughter] >> Last month we we kind of got off. So, it should be the first one should be PO 347
to next level Flooring >> for 5750. What is going on there is we are refinishing the high school gym floor and also the elementary gym floor. We typically try to do the high school one every year. Um it's also probably about time to redo the the elementary one. The high school one gets a lot of wear and tear from um you know all the different there's a lot of sports that use the high school gym. >> So that's what's going on there. Um when are sorry when are you looking to do that >> Mr. Thanksgiving? >> Okay. >> Uh over the break they they'll start on the Monday of Thanksgiving break and um they'll need you know the majority of the week probably until Friday for it to cure and and dry. >> Um they're
going to start on the elementary gym Monday morning or Monday afternoon I guess. Okay. Thanksgiving break and then >> and then uh go from there. in talking with uh some of the other athletic directors, you know, neighboring schools and and like schools like us, 4A schools, some of them do their force twice a year. >> Um, you know, I don't think we ever have. I don't I'm not sure that it's necessary just because it's I feel like during the season certainly um they usually do it uh during the basketball season. You know, you you want to make sure you're good there. >> I like to wait until a little later, I Thanksgiving. In the past, they've done it over fall break >> at the beginning. I, you know, I'd like to get some of the
practices out of the way and it it'd be a little bit better for uh, you know, the beginning of the season. So, >> thank you. >> Um, the next one I would do is is PO 361 um to Nook Pod. So, the high school for $5,000. So, Mr. Juul with his high school budget is purchasing what's called a Nook Pod. And he may I'll let him explain it a little more than me, but from my understanding what it is is it's pretty cool. It's like a little room that is completely soundproof and you can go in there. I think it fits four students. >> You can go in there and you can't [clears throat] hear anything outside. So, it's a good place to go be able to study and kind of go through your homework
and stuff. Anything you want to add? No, but I mean I'm so I'm so This is like two years in the making of trying to get this and um they are used in all the big companies. I I talked to them on the phone. They were like the LA Raiders just purchased 20 of them. Uh Disney purchased 50 whatever the number is. Basically looks like a looks like a little pod, like a little house you build with Legos, but it's like wearing noiseancelling headphones, but it's open and it has a charging station. It has a whiteboard you can write on and really it's used for think about speech therapy meetings just a place where kids just get away from the the loudness sometimes especially now without cell phones it is about 20 times louder in
the high school at cafeteria duty I want to wear I want to go in there myself but we thought about putting it in the commons area but then also secondarily it's movable so it's on wheels and so we've talked to not only Heather Williams with special services but even Mrs. job is they missed Donley about potentially for some of our sometimes guys we have to have speech path meet with kids in the hallway >> and it's hard to pay attention when you're when you kids are walking by I'm walking by Mr. marshmallows be boopping around. It's hard. And so we've talked about even to Miss Pace putting in the library or another place for our concurrent kids, [clears throat] our kids at maybe an alternative school and need places to study. And it's quite you
will not I'm really excited just you to try. I couldn't believe it when I tried it. You won't believe it. You'll sit in it and go, "Wait a second. You can't hear 80% of the noise outside. You can't. It's like wearing noise cancelling headphones, but it's open." It's it's something I think it's really going to be a good investment. So you can see in it. That's cool. >> Do what? >> You can see in it. >> Oh yeah. It's completely open. >> The walls are totally open. >> Walls are totally open. So the the exterior is just like a house. Like you feel like my little Lego building like this. And this whole entire side that you're sitting in is wide open. >> Wow. >> But the technology I don't know what the company does.
Look it up. Nook pod. You won't believe it. But you can you can see out though. >> Oh yeah. >> And one side is you could get one side closed with like a white board. >> Yeah. That's what we did. Um, >> it's all colored, too. It's right colors, white and purple. >> But then it looks just like a little booth. >> Yeah. >> Like [snorts] it's just got a bench, a padded bench, and a padded bench. >> They need to get you on a commercial. I'm telling [laughter] you, I want to >> I'm at a convention. I'm literally at a convention [laughter] and this guy's just sitting in this thing and this is a huge convention hall like Cox Convention Center. And I walked over. I'm like, "What? What is this?" He's like, "Come
sit down." And you sit down and you're like, "Whoa." >> [laughter] >> He's like, "I know. It's kind of cool, right?" And I'm like, "How much is this thing?" He gives me this app. I go, "We can't afford that. I'm out." He goes, "We'll work with you. We know you guys are public schools. We want to help people and show them that this can be used for multiple avenues, sporting events, large corporations, public schools, private schools. We want to get this out to the world." And that's what they I mean, it's been I've been on the phone a lot of times with those people. >> Do you plug it into the wall? >> It I mean, it's a uh it's powered for electrical, but you don't need to. You can move it wherever you want
to. >> You'll see it. [laughter] >> It'll be here. It's shifting like December 5th. >> I'm still skeptical. >> We're all going to have to try it. >> 100%. You're going to love it. >> You're going to have current kids fighting over it. That's I'm really excited about that. They're always looking for a place to go. And >> you going to have signup sheets? [laughter] >> I want the kids. Well, you know, you see our kids in our special services program that have headphones that have to have noise cancelling headphones because it's too loud. They're autistic. They have X, Y, and Z special needs. And why not create for them a space? Why not our speech pass where they get a chance to come and sit down with the kid oneonone and not have to
worry about the distraction of the outside world >> and and the fact that it's on wheels. >> It's movable. Allow it to >> go down to Miss Williams wherever. It's be great. it the it's kind of funny that both those POS I just did re refinishing the gym floors and uh the nook pod Mr. Marshall and and Mr. Jewel did some oldfashioned haggling to get the [laughter] right. So, >> well, yeah, >> it's good. Love it. >> The nook pod. >> And they did a good job, too. >> There you go. >> Um, I think the the last big one I would do is in the building fund. It is PO number 16 to RNR general contracting for $4,720. So, we've had our annual fire marshal inspection that's not completely done, but in the past,
um there's there's been some stuff he wanted us to update and it's it's cost us quite a bit of money. And um apparently there were a few things that that bled over into this year, but that is there was we needed to update our shop door and add a crash bar. So, and those doors are pretty expensive. So, >> Mr. Vont, if you don't mind, would you kind of let the board know uh over the past say uh two and a half years now, how much uh has gone into um meeting code based on fire inspections? >> Roughly, >> we've done we've done countless projects and spent close to with with that door included in the cost close to $40,000 to meet his >> code requirements. So, we want things to be right and safe
and but [clears throat] it has hit pretty hard because a lot of these things had not been uh identified prior to and so it has just been a lot all at once and and I I would say and Mr. Vermont, feel free to uh clarify this, but you know, you kind of get through a set of things, you know, tens of thousands of dollars and you think, okay, well, we got past that and then you get into another set and you're like, I don't know why we didn't catch that the year prior and this is where we're still at is we kind of maybe we're not assuming anymore, but kind of assume, okay, we got through most of it, but we keep we keep finding things, which again, we want to be safe and we
uh we're going to do it and we're going to meet code, but it's just been difficult.
