Uh to begin tonight, I will ask uh member beachley to lead us in the pledge of allegiance. Okay, I have nothing to report out of closed session. And that leads us right into our agenda hearing period and public communications. And I'll I'll read our preamble so that we all know how this goes. Uh, thank you everyone for taking the time to address the board this evening. Individuals who've submitted a speaker card. If there's any left out there that hasn't, please bring them up. Uh, individuals who have submitted a speaker card may address the board any topic within the board's jurisdiction regardless of whether is listed on the agenda. However, the
002board may only discuss agendaized items in the order shown on the posted agenda and thus cannot interact with public comment speakers. Topics not on the agenda that are brought to the board's attention will be investigated by the administration and reported to the board either publicly or privately at a future meeting. Comments shall not exceed three minutes per individual speaker for non-aggenda items and five minutes for agenda items. And now I'll invite our first speaker to the podium and that would be Bill Brumman. Hi, I'm Bill Breund. Um, my daughter is at the middle school. Um, I'm talking about the independent study PE program. Uh, we've filled out all the, uh, proper applications for her to be involved in that. Um, she meets all the requirements of more than 10 hours a week. She plays volleyball,
003by the way. Um, she meets the academic performance requirements. uh and the the the issue seems to be that she is on a nationally ranked team. The guidelines from the district says a student must provide documentation of published national uh rankings on officially certified registry which she is on a team that's nationally recognized. Um and we've been told that the national ranking isn't high enough and nowhere on here to say that. We know other people on or in this in the district who have been given this uh exemption uh who participate in activities which are not nationally ranked. They're not actually don't even participate in them anymore. Um but they still are excused from PE and we're just asking for our daughter to have the same consideration as other members uh of the community. That's

Um, and you also know that I only come here or speak up when it's something that's frazzling me or frustrating me and something that's not fair. So, from a mom's perspective, um Isabelle was given her schedule and she was very happy with it. As an eighth grader, it's tough. Everyone knows you have to like see who's in your classes and hers changed the night before the first day of school. So, I said, "Oh, well, I can help you fix that. We can do the PE program since you're on volleyball and you're on dance and you qualify and meet all the requirements. So, we'll
005submit for that." So, we got denied the first time and I said, "Uh, okay. I'll just obviously something's not right. You know, we'll we'll hand in the prop more paperwork to prove that it's nationally ranked. Got denied again. All while knowing because it's a small community that there are tons of people in the town that don't even participate in the activity they're exempt for or that are on a like a recreational gymnastics team that doesn't even meet any of the requirements. So, I'm just asking I'm not asking for a favor. I'm not asking for a special treatment. I'm just asking for what's fair is fair. And it doesn't seem like it's regulated or fair right now. And so I feel like until you get specific specifications as to what's good enough, which is also kind
006of like a yucky feeling because it's like, oh, her team isn't good enough, even though we're number one in the in Southern California. Um, I think until you find spec, you know, you specify and have specific guidelines, she should be allowed to be exempt as well, considering she meets all the regulations. Thanks, guys. 007to move into our presentations for the evening. First up tonight is the student representative report, Mr. Kim. Thank you, President Miller Arnicki. Um, it was uh like not much has going on, but like it's like a lot of fun stuff in the high school. So, first we had our stage coach um football game last Friday. So, we all dressed up in like that western attire and uh we we had a big victory against South. So, that's always exciting. Um and then uh the big thing for ASB was that we met uh for float building. So, all the classes got together for the main stage to main street uh float building theme. So, the seniors chose uh Coachella, the juniors chose the Beach Life Festival in Roondo, the sophomores chose Tomorrowland, and then the freshman chose
008Stage Code. So, that's what we're going to be building uh during float building week, and it's going to be real nice. And then ASB is currently working on the Hoko assembly that's happening in a couple weeks. So, we're going to announce the theme, do all the fun stuff, uh and announce like what's happening for Hoko. And then this Thursday is also the link crew new student lunchon for all students that are new to the district and uh new to the high school specifically. uh and we're just going to welcome them in, you know, with pizza and games and just have fun uh there. And then club rush is also happening next week for all clubs on campus. Uh it's two days and we're just going to promote clubs and that's an opportunity for students to
009sign up as well. And then just various athletics that's happening. Girls golf at a tournament, those girls volleyball, flag football, uh boys water polo, cross country, and just numerous other, you know, fall sports that are just dominating right now and representing Gundo the way it should be. Um, well,
010since I was just here a few weeks ago, we don't have that much, but we always have something, don't we, at the Ed Foundation. Um, so we are currently in our fall pledge drive, and Chevron is graciously matching all of the donations right now up till up to $100,000 until September 27th. So, this is a great time to get your donations in if you haven't done so as of yet. Also on our website, you can register for the Sketchers peer-to-peer walk. Uh all of the the school sites are represented. So you could be on your Richmond site, your Center Street site, your middle school, your high school, all of the locations, even um for the district and for ed. And uh as you know, your $30 registration gets multiplied many times over. So it's a
011great opportunity and fundraiser for our district. Also, we do have some new corporate donors that are coming on board. Um, next week we will be going to a grand opening of California Trust and uh so hopefully everybody can check out that bank and see what's up with them because they're going to be donating to ED. And also Homestate, which is a new Texmex restaurant opening up at the point on uh September 15th. They open at 8:00 a.m. and they will be giving a part of their proceeds that day back to the Ed Foundation. So, go get your breakfast, taco, burrito, any other wonderful sampling throughout that day and it'll benefit the ED Foundation. Also, we are happy to have our representatives at the different school sites going to the PTA meetings. I myself attended a
012PTSA meeting at the high school the other day and I will be going to the middle school this week. I think next week. Got to look at the calendar again. I'll be going there soon. Um, and so we're happy to be representing at all those sites. And we also have the back to school nights coming up and we wanted to let everyone know that at the elementary schools at center in Richmond that the Ed Foundation plans to have a table uh in case anybody wants any more information about the Ed Foundation or if they want to be able to sign up uh to come to a meeting or to sign up for Sketchers peer-to-peer. Dr. Johnson will approach the podium and speak from there. All right. Good evening, board president, vice president Daima and members of the board, cabinet, Tracy. Um, tonight uh we are presenting on our
015uh followup to our our year two of district goals um and the strategic plan um that goes into this year. Uh this work starts back in April um and carries forward uh and so I just want to just thank all staff that are involved and all the planning and prepping and all the work that particularly goes uh in during the summer to make it happen. Uh so there you have our district goals. This is the second year of our district goals. Um the the general summary is is that things are going well. Uh I I want to give specific credit um to our students, teachers and staff. Uh they're the ones that make it happen in the classrooms and as we've shared prior that um the achievement results in the district have been extraordinary. Um
016and and all credit goes to what happens in the classroom. Uh and uh we're in our year two. So we have our next steps um that we'll be tackling this school year. Uh this is like an overview that I've shared with the board and the public before about how we go about you know working on our district goals. Um but tonight for the purpose of summary we're going to focus on the action uh plan. There you see um a breakdown of what goes into you know taking what are you know designated key results um from our various goals and objectives and then at the school level you mean like turning that into actual tangible action. Uh, as we've mentioned, we uh look at key results and track that on a quarterly basis to make sure
017that we're hitting all of our benchmarks during the course of the year. There is a lot moving in any given school district. Um, so we have a administrative system where we code color. And then as we communicated the results at the end of last year and July, um tonight we're going to focus on those areas that were marked yellow as risk just as a followup um to the community and to the board of like okay so those things didn't come in quite as you expected. What are we doing this year? So in the area of uh pathways to excellence and academic excellence um we we didn't quite get to where we wanted to get to for our alignment or strengthening vertical articulation. want to preface is that there was a lot of progress made in
018this area but not quite where we wanted to be at the end of year one. Um what was the challenge? Uh establishing benchmarks. This is very difficult work um for all staff. Uh aligning on grade level planning you mean like you know is is challenging in itself through the professional learning community process. Uh and then aligning on benchmarks also you know you know up through each of the grade levels is very difficult. Um so that is a focus for us uh this school year up to grades 10. Um and the reason up to grades 10 is because at 11 and 12 we drift off into the pathways and focus classes. Uh up to grade 10 is still where we're in the you know the general education uh sphere. And then um uh we've already made
019a lot of progress in this area but uh we have our benchmarks set and then we're establishing our assessment windows um and that work will commence uh very shortly. Okay. in the area of social emotional wellness under community well-being. Um uh didn't make quite the the progress that we were hoping for for mental health. Um just to go a little deeper uh our challenge was it was more about data collection. Um we know that we provide great services and supports to our students and we have outstanding uh counselors as well as our teaching staff that do that work. it's a matter of like how are we making sure that we're monitoring that work to cover if there's gaps. Um and so uh this year um we've been working with the elementary principles about focusing on
020the particular elementary level counseling plans. Um we know that we we added an elementary counselor last year, but we want to make sure that we're really tracking like what service um uh and data points are coming out of providing that service um to assess is it sufficient. Um so uh we're continuing to work on that going into this year. All right. In the area also of community well-being for staff support um the areas that we didn't feel we made the progress uh necessary was in uh wellness and that systems for staff well-being as well as in the area of inclusion and that's for the inclusion of uh students with various needs in general education access. So in the area of wellness, the challenge boiled down to that that we had um repetitive payroll issues that
021exacerbated our staff as well as we had an extended negotiation process. These things combined mean like you mean like was very very challenging for our staff during the course of the year. Recognizing that, you know, we've created an a wellness action plan um and have a calendar of events that will be communicated out to staff and we have coordinated with the principles about their wellness action plans in order to support staff. And we have a lot of very creative ideas about how to continue to go for the well-being of our staff. And we also need to make sure that all of our payroll issues are correct. And as you see tonight um that we are working on making it a swift negotiation process in the area of inclusion. Um, one of our our our challenges
022was just, you know, inclusion, uh, which this school district does beautifully. And I and I will say and coming, you know, with a background of special ed and coming to this district, I I have been utmost impressed with the culture of a inclusion uh, among Elsagundo and its staff. Um and uh we've had several changes uh within our special education team and with change that just creates difficulty in maintaining continuity of programming and inclusion has to be something that's constantly worked at. There's no there's no end. Um it's constant refinement and so um we feel that we have a a team now you mean like that is going to get us to where we continue to want to be. And then uh there was one of the areas that there was a an evaluation done
023at the beginning of last year uh looking at our learning center model at the middle school. And so we're going to pick back up again on that work. And that was an area that was a target last year that we don't feel like we got to where we wanted to for just a service delivery model at the middle school. And then in the area of uh legacy and innovation under innovative learning learning and this is environmental and fi and finance. Um these are big topics um and these are heavy lifts uh for staff uh that um with with all the various things that we're trying to go after we feel that these are very important things you mean like for the learnings of our students our community has communicated to us that they are very
024important things for the learning of our students that includes students uh and you mean like what's the best way forward to provide those experiences in the classroom so under environmental literacy like one of the challenges is that uh we are introducing ing a new English language arts uh curriculum. And just to pause for a moment, you know, if you implement a curriculum at the secondary level, that affects a group of teachers. So if we introduce, for example, an English language arts curriculum at the high school, that affects English teachers. At the elementary level, if you introduce a English language arts curriculum, that affects every teacher. Um, and it's a very intensive process uh that our elementary team is taking on. We had we actually had the the the privilege of seeing um it uh being
025taught in um at Center Street uh and it's robust and it's a lot. So, uh what we did is we tried to just reorganize our plan for the school uh and really look at like what can we do as a district and what can we provide to the sites to provide opportunities and then work our way over a period of years to get to where we want to be. So, I I I I wouldn't call it an abandonment. I would call it a reshuffleling of of dealing with the here and now and making sure that um our curriculum um implementation is successful. And then in the area of financial literacy, same same issue, same challenge. Um and what we're doing is we're we're we're focusing more on the secondary level. So a lot of the
026requirements for financial literacy are coming like you know there's a required class and that's where a lot of our attention and efforts are being placed. And then at the middle school level, I mean this year we're thinking through what would could be a design of how we provide that type of instruction at the middle school level and working with that team. Uh our goal for this year is to make sure that our secondary plan is established for the 2728 high school class is uh down on paper. You mean like and there is a coherent plan for middle school. Uh and then we're providing um uh parent engagement opportunities and bringing in resources at the elementary level for students to supplement next steps. Okay, so we have our workshop next week. 027all there which will again take a look at our district goals and progress. Um and then um uh in a board update, we'll provide you the quarter 1 key results progress as we did so last year. Uh and then looking forward to the next time that we'll report in a board meeting would be at the midyear progress. I mean providing providing standardized assessments falls under standards of duties within our teachers. So there's not like a adjunct duties that are provided

Dr. Gooden. >> Good evening. President Miller Zariki. Vice President Weaten, members
033of the board, Dr. Johnson, cabinet colleagues, and Brandon. Um, tonight I'm here to present the 2526 un added unodudited actuals. I'll wait for it to pop up here. Okay. So, before we get started, I just wanted to preface as again this is our 2526 closing of our books. So this summer while everyone was on vacation after December 30th, um the business office was very busy working on making sure that all of our bills were paid, everything was accounted for to see what our actual ending balance was for the end of the 2526 school year. Um so we will go through this this evening. We're going to look and see what the differences are. And we're already into the 26 27 school year. So we're sort of operating on two things at once. But everything we
034talk about tonight is about the 2526 school year and how we closed out the books. I do want to before I get started just point out um Alan Wyn who is our new senior accountant has been working very hard. He is our human calculator behind numbers and putting these 120 forms together that you have. So thank you to Allan and the whole fiscal team for helping to make this happen and getting it um in on deadlines. So a quick overview of our budget cycle. So, as you know, you adopted a budget in June 30th, and I know when Dr. Lind was always here, she said that's the best prediction. You know, it's it's not we don't have all the numbers to adopt that budget. So, as we go through the first and second interim, we're
035really looking at refining what our numbers are, making sure that we're staying on track. And then when we close out the books on June 30th, we come up to this presentation to say this is where we ended the the books at. Okay. The next time you will hear about the 2526 um budget will be when our auditors come and they are going to be doing our audit in October and they'll be presenting to you on the findings in January. So if you look at our um restricted general funds restricted are if you recall restricted funds are they have restrictions on them. So this is money that has to be used for a specific purpose. um you always have to keep the restricted funds separate from the unrestricted funds. So we can't just throw all the
036money together and put it in a pot and say this is where we have um have money. So if you look at this, we had a beginning balance of our unrestricted funds and you will see that we did have um a bit of a deficit spending. However, we were aware of this deficit spending coming in. And just to point out what the money was used for over the last few years, as you know from COVID coming in, we've had quite a bit of one-time funding coming in. So onetime funding can't be accounted over multiple years. So we are spending down one-time funding right now, which is what that deficit right there is. We also, if you've noticed across our campuses, one of the things I've heard um since coming back is how beautiful our facilities
037look, how great they looked for the beginning of this school year, and some of the the safety upgrades that we've done. So this is what takes into a place where this deficit came from. We're very aware of what this is here and this is all stuff that's controllable within the spending. When you look at our unrestricted funds, um unrestricted funds are funds that we can sort of use for whatever we need to use. Um a few things happened this year as we closed out the books. The first one was our last set of money that came in came in um under what we were predicting. So we received about a half a million, a little bit over a half a million less than what we were anticipating. So that comes into place here where you
038see a bit of a um a deficit. The other piece is that this takes into account the 2% raise that was given to our um to our employees with the last rounds of negotiations. And then we also um we also had just an increase in substitute costs that some of those substitute costs just don't come through until the end when we're closing out and kind of paying all of our um our bills that come in through our agencies and so forth. So that's where this deficit came from. Okay. If you do notice on here um 3% is our minimum reserve that we are um expected to hold and we are over that number. However, we do recognize that um you know our our reserve is declining. So it is something that we are keeping our
039eye on. Okay. So this right here is our unrestricted general fund. This was from our budget that was adopted in June June 9th. So this was again based on that best information that we had available. We know now that just based on how we closed our books that these numbers are not accurate. However, if you remember in June when you were adopting this budget, there was still a lot going on with the legislature and there were things that weren't decided yet. So, there's actually funding that's coming in that was not built into our budget and that's the reason why we have first interim coming up in December. So, while my office is taking a short breather right now as we just kind of closed up this year, um we will immediately begin putting that process
040together so that when we come together in December, we will have a better idea of what our actual numbers starting numbers were for this school year for the 2627 school year. Okay. And again, just to point out this, these were the numbers that were adopted in the budget. They do not have any of the updates for the money that we know has come in from one-time funding or the changes in the beginning reserves. Okay, this slide right here is just showing what our revenues and our expenditures are. Um, if you notice about 70% of our money does come from the state. Um, this is one of the reasons why we are very much pushing for um, good attendance, making sure that our enrollment is up because we are very reliant on this money. We also
041are relying on our local funding that comes through thanks to our Ed Foundation, Chevron, our other local sponsors um because that's really what helps us to, you know, continue running our innovative programs that we're running here in the district. And if you notice on the right hand side in our expenditures column, um a majority of our money goes to salary and benefits. And that's really where it should be because our employees are our our you know, that's what keeps keeps us going here in the district. So again, back to our budget cycle here. Um, you will hear from me again on December 15th. And at that point, I will be talking about the current year budget, the 2627 year. Um, and then twice throughout the year, we will come back together just to take a
042pulse on where we are in our budget. And then you'll see me again next year this time to talk about our year in closing. Okay. And that's the end of our presentation. Any questions? So, you talked about attendance and the importance of students coming to school uh because that's how we're funded. Um can you talk about alternatives for those kids that are out so that we can still stay connected, they can receive the education and the support they need even if they're out of school and we still receive the funding related to it. I'm gonna let uh Olivia from because of the ed services question. So, I'm going to let Dr. Young take that. >> Sure. So, we do have our students who are out on short-term independent study and so that we're able to
043provide them the instruction they need when they're home as well. As long as we have advanced notice, we're able to sign that contract and get it in place. And then from there, we're able to recoup the ADA so long as they provide the work that shows um comparable time spent on it. And then tonight, we're going to be recommending we take action on the final um board policy for independent study to update our independent study um language to uh be in line with the new laws that show that um there's no minimum amount of days. Thank you so much for that update and I felt that that was really important because I don't ever want the perception to be we just want the kids to be here to get the money, but it really is.
044We know that them coming to school, they receive the support and the education they need. And when they do that, we receive the funds to provide said education. So, I love this partnership of talking about the why behind the attendance and why it is essential for both parties or all parties. Thank you. >> A question and a comment. Um I think in uh Dr. Johnson's presentation, he showed that attendance was up percentage-wise. So, that was good. And um I do have a question. So, the shortfall of a little over uh $500,000, what what did that what brought about that? >> So, as the aortionments come in um throughout the year, the beginning is an estimate of what's coming in. So, as it's coming in, there also is a fair market value that has to be
045taken into place, which does not come until the end when we're closing the books to say what is the amount of money essentially that we are not getting that's being held by the treasurer. And um our number this year was you know right around I think it was uh around 400,000 somewhere around there. So um you know numbers like that that just come in and then it was again when we first did the budget it was a um it was an estimate of the number that came in. So once we actually closed it out and there's two different attendance reporting periods once it was actually closed out and they sort of you put all the numbers and they the the estimates just came out a little bit lower. >> Yeah. I don't know how you
046keep up with some of the state level maneuvering that happens when we talk about this funding, but I appreciate that you have such a plan to or probably a mandate to tell us things and check things at all these different points in the calendar so that we can try to keep up with it. So, >> so one of the examples just to give you is um we know our attendance is a little or I mean our enrollment is higher than what it was projected to begin with. So when we come back at first interim, that's one of the things that we will add in to okay, what is our actual um attendant or our actual enrollment, excuse me, for this year. So that will also then increase what our um what our projection is and

Um the enrollment numbers are looking up and they we had a lunch for 47 teachers which is the highest number that um SoCal Rock has had. So, we're really excited about that. Um, I also did attend my first first of the year um, high school PTSA meeting with the amazing Cheryl Smith Presiding. Um they are ramping up for all sorts of things coming up this year which I will keep you keep you going with. But you can check out their Instagram account
076and they post everything on Instagram um including their spiritware all the wonderful events they're doing. Um they're actually having a studentonly PT. So, it's not even a PTSA. It's a PSA. I guess it's just for the students to get some feedback from the students. Um, which I thought was pretty exciting. Um, and then just a couple of things. One of the things at the high school that I think it's I don't remember which cheerleading group is doing this, but there's actually a cheerleading group that is going to be offering babysitting services slash a movie night um on September 17th so that the parents of the elementary students can attend back to school night. So they're doing it as a fundraiser. Um which I thought was really really entrepreneurial of them. Um and I think the
077kids will have a great time. gives the parents um a nice safe place for their students as they go back to school night and that would be exciting. And then just last week I found out um I have mentioned a few times that I am a Rotarian and I I get to be a proud Rotarian a little bit for a minute. Um, one of the parents reached out and was asking if we could possibly help with some pizzas for um the kids for the for the football team to carve up the night before the homecoming game. And we decided to go a step further and we are hosting a spaghetti night for the whole football team on the Thursday before homecoming which I thought was really exciting and I think the kids will have fun
078and Rotary is very excited to do that. And then just kind of my last my last thing I would like to all of us remember um that 25 years ago this Friday um we had a horrible event in our country and we just need to kind of remember those who who were lost that day. So I will be at the um city they're having a service at city hall at nine o'clock on that morning. But um just a little bit of a memory for that event. Since our last meeting, I attended the PTA council meeting where the council board members introduced themselves and shared information about the many programs, events, and resources they provide throughout our district. I'm incredibly grateful for the time and energy these volunteers dedicate to our schools. I look forward to
079seeing their programs come to life throughout the year and continue continuing the strong strong collaboration between PTA Council and the district as we settle into the new school year. I also want to thank our teachers, staff, administrators, and families for helping our students get off to a positive start. I'm looking forward to another wonderful year in ESUSD. They had a grand opening over on aviation. I don't know if you've ever Well, the site is
081new to them, but you know, we've driven by it for years with these interesting sculptures on there. They have brought such light and life to that space. Like, it's it's beautiful. And there were so many families already enjoying it. And there was space painting, there was carnival games, there's all these things. You could just feel like it's a space of love. So, I'm glad it's now here in Elsagundo and people in our community and many of our surrounding communities will benefit greatly from it being there. So, that's exciting news. Um, I participated another South Bay Community Coalition against Gays Hate meeting. We are talking about um brainstorming with other South Bay partners mostly driven by Beach City's health district in this moment to organize a middle school student and family centered event talking about civility
082and kindness and carrying yourselves amongst others things like that. We haven't come up with the witty way to say that yet, but we are working AC across the South Bay to come up with something that we would launch on October 22nd during United Against Hate Week and then carry it into each of our districts in the most efficient but useful way that we think we can do that. There was talk at one point, can we bring all the middle schoolers in South Bay together? Like I don't think that's a thing. So bringing it down into more um feasible ways to share words, lessons, workshop time, things like that. So that is in progress. I will keep you posted. Um and uh Laxa is starting up again, but unfortunately their first kickoff and social hour is

Uh, so just a shout out to William, Jose, Danny, and Angel. I saw Jose this morning painting an Eve uh that uh that I really want to painted. And so I just I can't thank them enough for all their hustle just like, you know, everything from assembling a ball cart, you mean like to repairing pipes. It's, you know, they they do it all. Um uh this is on the former staff side, but I want to give a shout out. I I had lunch with uh Dr. Bill Watkins last week, which every now and then we we have lunch. And I I just

Uh and I continue to look to him for guidance and I just really appreciate his time. Uh he is still a very active volunteer on the Ed Foundation and um on the facilities advisory committee. Uh continuing with staff, I also want to second uh just how grateful I am to see the sunshines go through from CSA and ESTA. It's been a great partnership um uh starting this fall and uh getting to the goal line of a successful negotiations on both fronts. So, thank you to all those that have made that happen. Um, so, uh, just that they are so good and and our coaching staff is just so energetic and so excitable. Um, and that the the JV team was coming right on after the varsity team finished. So, like there's a wealth of athletes, um, that are coming up through the ranks there as well too. On the student side, I just want to thank students to thank students for rolling with the punches on schedule changes, particularly at the secondary level. There's a lot of schedule changes that happen with class balancing at the beginning of every school year. Um and it's changes for students and that's hard. Uh so just thank you for
