Good evening everyone. At 6 PM, I'm going to call our meeting to order. Thank you. It is the regularly scheduled board meeting of the Elsa Unified School District Board of Trustees. I like that word. We don't use it here, but I like it. Um, it is July 14th. summer vacation is in effect. But here we are back at work. Um, with that, I'm going to ask us to begin with the pledge of allegiance and and I'm going to ask Dr. Johnson to lead us in that Okay. For report of action taken in close session, I would like to tell you that in close session, the board approved the following confidential student matter for student matter number one, student number ending in 539. And next on our agenda is that we're at the agenda hearing period.
Public communications. Do we have any speaker cards tonight? Seeing none, seeing no one waving at me with one, I will say we are done with public communications then. And by the way, it is aloha night here. If you're wondering what some of this attire is, anybody watching this board meeting from home is like, why are they dressed like that? The preamble is it's summer. It's vacation mode somewhat. Uh so here we are. That is what's happening. Uh time for special presentations. I do not know if we have anyone from the Ed Foundation here tonight. I do have them on the calendar, but I don't think so. A welldeserved week off and that's okay. Any update from ESTA tonight? No. also summer and anything from CSEA tonight. All right, happy summer y'all. Um, now we will
go into the introduction of a new chief business official, Miss V. >> Yes, at our last meeting, we introduced Dr. Melissa Gooden as our new chief business official, but unfortunately, she was not able to join us that evening. So tonight I am pleased to officially welcome her to Elsagundo Unified. Dr. Gooden brings over two decades of educational experience and has served in numerous leadership roles including principal, executive director, and assistant superintendent. Known for her collabor collaborative leadership, strategic thinking, and commitment to supporting students and staff. We're excited to welcome her back to Elsagundo. I'd like to invite Dr. Gooden to share a few words. Good evening, President Miller Zarnicki, members of the board, Dr. Johnson, and members of the Elsagundo community. I want to begin by thanking Dr. Johnson and the board of education for
the opportunity to serve as Elsa Gundo Unified School District's chief business official. I'm truly honored and deeply appreciative of the trust and confidence you've placed in me. Returning to Elsagando feels a little like coming home. Serving this incredible district as both a principal and assistant superintendent of human resources was one of the greatest honors of my career. Those experiences shaped me as a leader and allowed me to work alongside phenomenal educators, dedicated staff, vivacious students, and a community that always puts young people in education first. What excites me most about returning is the opportunity to continue to build upon the strong foundation of student centered decisions and progress. I'm eager to reconnect with familiar faces, forge new relationships, and partner with the community as we continue to shape the future of ESUSC together. I pride
myself on leading with integrity, intention, and heart, which will always result in decisions that keep students at the core and preserve the excellence that makes this district so special. Although I'm returning in a different role, my purpose remains the same. A commitment to helping every child in Elsagundo receive an exceptional education that prepares them to reach their highest potential for a world that does not yet exist. Every role in a school district contributes to positive student outcomes in a variety of ways. As chief business official, I have the responsibility of supporting that success by ensuring our resources are well managed, that we plan thoughtfully for the future, and maintain safe and welcoming learning environments where students and staff can thrive. Finally, I'd like to acknowledge the interview process that led to my appointment. It reflected
the high standards this district holds for its employees and leaders, and I appreciate such a thoughtful and thorough process. Elsa Gundo is truly a special place in a gym in the South Bay. The work ahead brings me great joy and I look forward to to contributing to the continued success of the district and hopefully a few more theme nights here at board meetings. Thank you. >> Well, welcome back, Dr. Gooden. And yes, I I think you can count on those themes being a thing. All right. Excellent. Uh, next on our agenda, again with Miss V, an introduction of new executive director of student support services. >> Yes, it is my pleasure to introduce Rose Erenss as our new executive director of student support services. You know Rose from her outstanding leadership leadership as principal at
Center Street School where she has led with compassion, high expectations, and an unwavering commitment to students and staff. With 28 years in education experience as a teacher, assistant principal, and principal, Rose brings a wealth of knowledge to this new role. We're excited to see the positive impact she will continue to make across the district. And I'd like to invite her to share a few words. >> Thank you so much. I didn't realize it was 28 years. That feels like a long time. Yes. So, um, good evening, President Miller Zarnicki, members of the board, and Dr. Johnson. It is truly an honor to step into the role of executive director of student support services. I am so grateful for the confidence that you have placed in me and excited for the work ahead. I come to
this role with a deep belief in servant leadership, listening first. partnering with others and staying centered on what students, families, and staff need in order to thrive. My goal is to build upon the strong foundations already in place while continuing to raise the level of support, care, and opportunity we provide to all of our students. I want to thank my family for their continued support throughout my educational journey. I would not be here today without their enduring encouragement, patience, and belief in me. I am also deeply grateful for the mentors who have guided me throughout my career and for the incredible staff members I have had the privilege to work alongside. Their dedication, wisdom, and example have shaped the leader I continue to become. I am passionate about making the lives of our students richer
and better each and every day. As I begin this next chapter, I hope my contri contributions are felt in many ways, both large and small, and always in the service of students, families, and the ESUSD community. Thank you. Welcome to your new role. We're happy to have you in it. And look at this. Last but not least on the list of things Miss Va is talking to us about is the introduction of the new Richmond Street School principal. >> Yes, one more. And it is my pleasure once again to introduce our new Richmond Street principal, Shawn Branlin. Shawn joined Elsagundo Unified in 2013 as a teacher at Elsa Gundo Middle School. Since then, he has served as an instructional coach and for the past four years as assistant principal as at Richmond Street School. Throughout
his time in ESUSD, Shawn has earned the trust and respect of students, staff, and families through his thoughtful leadership, dedication to student success and commitment to the Richmond Street community. We're excited to see him return to Richmond Street School and his next chapter. Please join him to join us at the podium to share some words, but he's there. Uh, good evening board president Miller Arnicki, members of the board, and Dr. Johnson. I would like to begin by expressing my sincere gratitude to the board of education, Dr. Johnson, and district leadership for the confidence you have placed in me by appointing me as the next principal of Richmond Street School. Thank you for this incredible opportunity and for entrusting me with the privilege of leading a school that has become so meaningful to me. It is
truly an honor to step into this role. Over the past four years as assistant principal, I have had the opportunity to build long lasting relationships with students, staff, families, and community partners. Those relationships have shaped my understanding of what makes Richmond such a special place and strengthen my commitment to serving this incredible school community. No one reaches a moment like this alone. I have been incredibly fortunate to learn from outstanding leaders, work alongside amazing colleagues, and receive support from mentors, friends, and family. To everyone who has encouraged me, challenged me to grow, trusted me with opportunities to learn, and believed in me along the way. Thank you. I carry these I carry these lessons with me as I step into this role. I would be remiss if I didn't recognize our outgoing principal, Carrie. Working
alongside Carrie has been one of the highlights of my career. She has been an exceptional mentor, trusted colleague, and more importantly, a friend. We shared many memorable moments, some good laughs, celebrated countless successes, and navigated challenges together. Her leadership has shaped me in countless ways, and I am deeply grateful for the guidance, wisdom, and encouragement she has given me. She has shown me what it means to lead with heart, and it is an honor to build upon the strong foundation that she leaves behind. To my wife, Amy, you you know all too well that education leadership often comes with early mornings, late nights, and weekend events. You have never questioned the time or heart this work requires, and I could not have done it without you. Uh, you've also had to smile through plenty of
pictures of me in some pretty funny outfits. A banana suit, going down a slide in an inflatable costume, dressing up for the 100th day of school with a cane and a backachche only to come home with a backachche, or being covered in slime or taped to a wall by our own two kids. Those moments provide good laughter at the dinner table and become best the best bedtime stories. On a personal note, having my children at Richmond, having my children attend Richmond Street School has been one of the greatest gifts of my career. Seeing the school through their eyes reminds me every day that the decisions we make as educators matter, not just for our own children, but for every child and every family that entrusts their education. Finally, to the students, staff, and families of
Richmond Street School, thank you for welcoming me into this community four years ago, as well as your trust, partnership, and unwavering dedication to your students. It has been a privilege to learn along alongside you, celebrate with you, and grow with you. I am incredibly fortunate to continue this journey with all of you, and I look forward to what lies ahead as we write the next chapter together. Thank you once again, board of education, Dr. Johnson and district leadership for your trust and confidence. It is an incredible honor to continue building upon the excellence that already exists and create even more opportunities for all students to learn, grow, and thrive. Thank you. >> Great. Thank you, Mr. Brandon. We're happy to have you be elevating in your in your school. And you know, I'm wondering, do
we do pictures? We're not dressed appropriately up here. I'm gonna say, >> but are you do we we we h we do have picture opportunities if your family's willing also. Okay, let's do it. Right. Thank you to all of our new folks who aren't seated up here. You can go have a fun night celebrating instead of listening to the rest of us. However, we do have some good stuff to listen to here next. So, we have the end of your goals report to share by Dr. Johnson's presentation. So, we'll get that set up now. Good evening, President Miller Zarnicki, members of the board, Tracy. Tonight, I am presenting on our district goals, the year-end report. Um, this is the first year of our district goals, and it's one of three years. There you go. This
is a breakdown of the three different areas. Um this is a summary of of where we're at. The the general news is we're on track. Uh this is year one of three. Uh we've had a lot of great progress. We've had some areas where we need to continue to work on. Um but overall, I mean, like I feel very proud of the work that our team and our community has done as a school district and I really feel like that we've moved the ball. uh there you see is the areas which we will go into more detail where we feel like there's been very strong results and then there's also areas that we feel like that there's more progress that can be made and that's in staff support and as well as innovative learning which
we'll talk about in more detail in the presentation when we think about like okay we have these district goals how do we go about it uh this is a broad overview of that progress in areas of how we communicate coordinate and the action that we do there you see the the people people that are involved and then how they go about it. In the area of communication and coordination, these are the mechanisms within each of those areas, staff, community as well as our students. Um that we seek two-way feedback, which is very important to us. Uh that it's great that you get district goals on paper. There was a long year-long process in order to get there, but also I mean like goals should be ever evolving as well too and in responsive to our
progress. Uh we are committed to tracking you mean like our progress as a school district. Um these are not guidelines, they're not principles, they are action. Um and therefore we have a system that we call objectives and key results uh by which we set benchmarks on a quarterly basis in order to meet progress. So that way we don't get to the end of the year as you know we are now and say like oh gosh you mean like how did this happen? on a quarterly basis we are tracking and the board has received a mid-progress year report where we saw um what that progress was. This is how we track that progress in a color-based system. Um and uh in most areas you'll see we are on track or uh in the area of risk
mean like which also could be translated as you know making progress needs to make more growth. um there are no areas to be identified as overperforming and high-risisk and for the first year going into this I think that that's very appropriate. So let's take a dive into our goals starting with the first area pathways to excellence. There you see um that pathways of excellence is broken into three different goals. Um and we're going to go a little bit deeper here to the first one academic excellence. So um there you see uh our end of year progress as identified by our colors. Um but I want to highlight two areas here. One in curriculum. Uh something that I I think went a little under the radar here because it was done so well is our adoption
process. Uh uh thank you to those committees, our teachers as well as administration that facilitated that we have alignment between multiple levels of our curriculums uh which will make a huge difference for students. Um that alignment I mean like with the content that students are learning or the mechanism by which students learn uh is huge that there is not these large transitions. it's already hard enough to change schools to go from an elementary student to a middle school student to a high school student. Um, so the more that we have the materials used aligned with each other, that makes it all the more easier for our students. And then finally, at the bottom there, as far as our metrics goes, as you can see, we had fantastic performance for the school year. Um, but I
really want to highlight that one of the things that we hold ourselves accountable at the high school is is the AUG uh completion rate. Now, um, some may say like, oh, well, isn't the graduation rate that the graduation rate is not a great way to measure the progress of Elsagundo here because I'll I'll get to the end of the story. Uh, it's very good. Um, we do very well. However, when our students leave us, them being UC or CSU eligible is our priority. That is what our community expects of us. That's what our students expect of themselves. And this year, uh, we've achieved 88% college readiness. Uh, that's up 10 percentage points. I mean like from the 23 24 year and it's up five percentage points from last year. Going on to athletics and extracurricular
um this uh is an area of like you know how can we make the experience beyond the classroom quality for our students. Uh I want to highlight that in the area of athletics uh there's been a lot of major gains made. Uh and I want to thank the athletic coaches uh FOD the athletic director as well as Mr. Ghart. um we've able to establish budgets uh for each of the teams and management of those budget processes as well as that we did an um an agreement with a a vendor BSN sports. Uh so therefore uh the the discounted rates uh of equipment um is saving money and putting more dollars on the field and less dollars just you know honestly being spent on having a lot of different vendors. Uh this took a lot of
coordination, a lot of teamwork, a lot of compromise, and I feel like it really needs to be acknowledged um at the high school, the the the the leaps that they've made. Um and coinciding with that, one of our metrics that I want to highlight um is that for the first time ever, we conducted surveys about student satisfaction with their athletic experience. And 90% of our students overall stated that their overall athletic experience was positive. Um that's a great gain. There's areas where we want to continue to work on if you go a little bit deeper within that survey. Uh but I'm I'm very proud you mean like of the work being done at the high school. Uh because this was a a major push for us. We want to make sure that our athletic experience
is synonymous with our academic excellence. This is a highlight of uh student leadership. We had two new student leadership groups launched this year. One was the superintendent advisory council and the other was the associated student body or ASB at the middle school. Um on the right there you see uh Harper Green who is uh the first ASB president giving the address at the middle school and then on the left you see uh the superintendent advisory council giving feedback for the facilities master plan. Um these groups are not just there to be student leadership groups like we try to put them to work and seek their feedback and many of the adjustments or many of the things that you see that are within our district goals are direct student feedback from these groups. Continuing on to
pathway with pathways to excellence the last area which is graduate excellence. Um a lot of very strong progress made. Uh so much strong progress made and one of the key accomplishments we had to we had to literally lower the font in order to fit it all in to that box there. Um but in the area of CTE and dual enrollment uh there's been major gains. We have over 10 new courses across the district going into next year. Um and you can see some of those there are uh sports medicine, digital visual, media arts, uh information communication technologies, but these will be taught by CPE accredited teachers. Um and this is with our partnership with SCROCK. I'm looking at our president of Scrock over sitting on our board. Um and really putting all of our resources
to work. Uh uh this is new for our district as well too, having our teachers be CTE um accredited. And I also want to give a lot of credit to those teachers that have put in that work. It's it's work. They they have to do course work uh in order to be accredited. But it really helps our students to have those experiences you mean like that are making them more career ready. And then moving over to the right you see the metric that we're highlighting is our career pathway completion. Um you know in our our our first year we had you know about like 50 students that completed the CPE uh requirements. This year we had over 283 students who completed the 50 hours required for CPE completion and you can see that increase from
0272425 is pretty staggering. I want to give a lot of credit to Aaron Balanos and also the high school team Randy Boykins that have really put a lot of work into helping students find internships, students themselves that are finding internships. But we passionately believe that those career experiences are really going to be the difference maker of what sets apart the Elsa Gundo student from other students in the South Bay. All right, we're going to now move on to the community of well-being area. Um, this is more on the social emotional side, you know, more on the student services support side. This is an overview of the three different goals um and objectives within the community of well-being. And now we're going to focus in on our community partnership. This is um I was this is
the one where you we conglomerate like a lot together. Uh but in the area of marketing um I am proud to announce it's actually official now. I can say it publicly that our school district has won backtoback Daily Breeze best school voted by you uh the community. So we're really proud of that. We think it's, you know, it's very much a strong indicator of how much, you know, people are proud of the Elsagundo Unified School District and that is a collective effort. You mean like there is no one person or even group of people that are responsible for that and um we're proud you mean like that that our not only do our parents value our schools, but they they they want their local newspaper to know as well. Um and then moving down uh
this is a metric where you know when we looked at our climate survey and we're establishing a lot of baselines this year. This is one that you know gave us pause to think like okay you make what more can we do? So 57% of our students answered affirmatively that parents feel school supportive or inviting for the students. Um and that's a number that you know doesn't necessarily reconcile with you know how we're experiencing our campuses you mean like or other metrics that we're taking. So that gives us the question of okay like why and where do we go from here? I mean like and so that is a a statistic that we're going to further ex explore as a baseline in order to continue to make sure not only you mean like are we providing
that inviting and welcoming place for our students but also we're communicating that to our parents and making them feel that their students are part of that experience as well too. Okay. And this is the new banner for the south backtoback best school district in the South Bay. You like that? Yeah. Yeah. All right. Okay. Um, moving on to social emotional wellness. Uh, this area covers the the various facets of health. Um, from mental health, the physical health to behavioral health. Um, uh, the area that I want to highlight as a key accomplishment is the nutrition improvement plan. This board has had an opportunity to see that plan. This goes into action in the 2627 school year. I I the reason that I'd like to highlight it is because I feel like it's very unique. Um,
and we're really excited about the work that Francis Mononttoya is doing. Um, and looking forward to seeing those those uh, driveby carts um, on the high school campus. The grand experiment for next year. And then looking at our various metrics there. One that I want to call to our attention um, is students feel connected to adults at school 54%. This is an increase by 1% from the last year and we did have baseline data on this. Um however uh this is a is a stat that is very important to us as a school district. It is absolutely essential uh that our students feel that they have adults on campus that they can feel connected to. One of the things I really try to stress with our own leadership team is the difference between school district
A and school district B is not the students. Kids are kids, it's the adults. Um and so we want to be the school district you mean like that has the adults that make that difference on this campus. We feel that we do have those adults that make that difference. And so we want to further explore what can we do to make our students feel like that they have that connection as well too so that this self-reporting data you mean like might look differently um or you know what questions can be posed you mean like to why students feel the way that they do. Okay. Going into staff report, this is the area where I would indicate we have the the greatest room for growth. Um I mean like there are many areas mean this year
that uh we feel that we can do better and making our staff feel supported. And so I uh want to uh uh call attention uh to the wellness uh area for student staff well-being. Um and one of our key accomplishments is we do feel like that we've created a calendar of events. I mean like but also too we want to make sure that those events are are synced with what our staff want you mean where we want to go. Um and and this year we do feel like that we have a very concrete plan that we will come with at the beginning of the year. So it be very very clear how we're approaching staff wellness which will be a priority for us as a school district. Um I also want to acknowledge that that
the accomplishments made in the objective of team you mean which is articulating our practices. All three schools now have had some degree of training and exposure to PLC. Strongest at the elementary school because they were very far ahead in the process. The middle school is launching this year and the high school actually went to um high school leadership went to trainings during the course of this summer. Um, so, uh, as a school district, I mean, like we feel that PLC is a high value. PLC is something that came from the schools. I mean, like I when we got here, they were they were already utilizing PLC at the elementary level. Um, and we feel like it is the path forward for instructional improvement or the process of continuous improvement. Um, and we're uh very excited
about you like what that participation can lead to as a district. And then the stat that I want to highlight because there's been questions about employee turnover. Um and so we did and we've now established baseline data about tracking our employee retention. Um and so the average tenure of an employee is 10.5 which you mean like the answer to that is that's good. Um and we want to continue to monitor that statistic as a baseline. You like to make sure that our people that come with us that we train that we've gotten the Elsagundo way that they want to stay with us as well as too. That's a high value because our people are what makes the difference. When we do our our surveys, you mean like in the past and each year with our
climate surveys and ask, you know, parents and students, what's the thing that you think is most important? What's the thing that works the best at school? The answer is is easy. Number one, the teachers. Um, so, uh, we want to make sure that we're also making that a positive experience for our people and retaining our our best asset. All right. Finally, moving into the final area, the legacy of innovation and sustainability. This is more on the budget side, the logistic side as well as instructional innovative side as well. There you see our goals one to three. Um everything from innovative learning to at the bottom there safety. And we'll start with the innovative learning part. Uh in this area you see there's two areas marked environmental and finance. Um uh one of the things we
we reconciled this year is that with the launching the district goals there was a lot of calibration efforts as well too. our district goals are ambitious and and and and we're proud of that. Uh we feel that you mean like in order to keep up you mean like for our students and what our students need for a very uncertain tomorrow is they need us to be ambitious. You mean like with how we're moving forward with a school district and we got to balance everything. Um so some of our objectives within uh environmental literacy and financial literacy we needed to recalibrate in order to handle things and handle workloads such as we have major ELA adoption happening at the elementary level. Um we have a uh adoptions happening at the secondary level and you know those
are whole school effective efforts as well too. uh when we do an ELA adoption at elementary that is not just an ELA adoption for the English teachers in the English department that is every teacher in the elementary school is going through a curriculum adoption and that is an enormous undertaking. Um so we are looking at how we can recalibrate and continue to move these efforts forward while also still continuing with the instructional excellence that our teachers provide. uh in the area of finance. I do want to acknowledge though that we've we've been ma made some great leaps and we're really proud that we were launching the business and entrepreneurship course um that was uh developed for the middle school for this year and that also kind of completes the circuit uh where we'll have a
business class at the middle school that helps set up uh our business pathway at the high school. And then on the metric side, uh it's harder to measure these metrics. You mean like because there's a lot this is a lot of qualitative data in this regard or just simply do we provide that course? And so one of the statistics that we are monitoring is do parents feel that there's high quality instruction at school? I mean do they feel like they're meeting the students need when it comes to establishing the best? And we feel this is a strong baseline stat. It's the first time we've taken uh stats sort of like asking that specific question. Um, and we may continue to refine some of the the uh qualitative metrics in this area to sort of get
to, you know, like are we measuring our innovativeness? All right. In the area of sustainable facilities, great progress here. I want to give a shout out to uh Dr. Lens uh who's doing Manhattan stuff right now. Um, which this is really her baby. All of these areas I want to highlight. uh maintenance um is something that we've really tried to hone in on and make sure that our facilities are are congruent. I mean like with the instructional excellence happen in the classroom and so we have on average been able to make uh our work orders a oneweek turnaround on average you know there's always outliers uh and we track that via our reporting system you mean like on a monthly basis and that's done by our director of maintenance Mary Harmon the other metric I
want to uh note is that we are now moving towards for for uh inspections for classrooms bathrooms any areas that you know receive clean. We have established a district what we call a district standard for those areas which is a list of all the areas and the quality that needs to be met. Uh so those areas are considered clean or up to the district standards. Um these are audits or surprise inspections that are done on a monthly basis and they're conducted by the director of maintenance and operations, Marne. Um and in the May inspection, which is our last official inspection, 70% of our facilities met the district standard. Um uh we're proud of that number. That's a good number. You know, these are inspections are taking place during the day, so anything can happen. Um
and at the same time, too, it's a growth number. So, we're going to continue to work towards that. This is a picture of our um sustainability audit that took place. Um uh this was shared in a recent board up update. Uh but we working with Varagy um did an evaluation of all the various areas where we can reduce our footprint. um save energy across the school district. This is done in conjunction of the environmental committee which uh President Miller Zarnicki serves on. Um and we're continuing to work towards those goals and as we also move forward with our facilities master plan, the sustainability plan will inform that as well too and the steps we take for the infrastructure of our district. Finally, in the area of safety, uh I want to just give it a
huge shout out to ESPD um the city um as well as um our administrators and teachers for working together to take big steps. Here you're looking at one of the steps which is making sure everyone's got a badge who's on campus and around kids. Um uh so that was um a lot of work and we were able to implement our first official run hide fight drills that took place on each of the campuses respective to the developmental what's developmentally appropriate. Um an area I want to highlight and again another another shout out to Dr. Lens and her team is that uh we implemented uh a budget and site budget processes for sites and departments where you know all principles all departments are actively managing their budgets and the purpose of that is to make sure
that the dollars are as accurate as possible that we're spending this year's dollars on this year's kids. The best way to do that is at a site and departmental level that there's budgets that are um enumerated going into the school year. You mean like and then they're actively monitored on a quarterly basis. And this helps us to make sure you mean like that dollars are spent appropriately. They're spent you mean like um uh on an annual basis and you know like our goal is not to end up with huge surpluses. It's also not to end up with huge deficits either. Our goal is to spend to the budget. Um so I want to give credit that's that was a big lift for everybody and a lot of training went involved in that and so just
want to thank the administrative staff and that um for our budgeting processes and then on the metric I just this is something we should all be very proud of. You know 90% of our parents across the board um uh said affirmatively that they feel that campuses are safe places and that that's a good place to be and you know hopefully our goal is that we can get that number to 100%. you like or 99.9 um but uh and to me it's it's not enough just to have a lot of procedures in place. It's also you know safety for your child is is is not is not just the facts, it's also a feeling. Um so uh one of the things we learned through doing the run and hide fight procedure this year and and one
of the reasons we delayed it was it wasn't just about putting this procedure in place that we do believe in that we do feel that will make our students and our staff safer. It was also about working with the community to make sure that they felt that it was going to make our students and our staff safer and that's important. You know, peace of mind for your kid cannot be undervalued. It it it sorry overvalued. Um it is incredibly important. You mean like my own children attend the school. You mean like and I want to feel during the course of the day that they are safe. All right. So what's next? Um we have our leadership retreat coming up. Uh and we are uh it's already there. We are doing key results planned for 2627.
The plan is in place and we'll be reviewing it as a team talking about you mean like what are our quarter 1 steps in order to keep the ball moving forward and year two of three of our district goals. And then I will be reporting to the board that key results plan or a summary of it sometimes known as a strategic plan at our upcoming August meeting to show where we're headed for the 2627 school year. and then we'll come back together for a board uh workshop kickoff um where we'll do some quarter one calibration and talk about the progress of goals. I appreciate your time. Are there any questions? >> Well, that was a lot but amazing uh amazing again work that that everybody's doing and all levels obviously contribute to that. Thank you
for driving this because this has definitely been your one of your big flags that you came in waving like we're gonna do these goals. They're going to be ambitious. We're gonna do this. And I think it's great because it does set a true north for us on every area that we can think of. So thank you. Questions about specifics, anything that stood out that you want to comment or question? I >> I do just have one kind of question. when we were talk when you were talking about the retention of teachers because right now that's the big deal like you're hearing so and so's leaving and I heard so and so's leaving um do we do exit exit not exams we don't want an exit exam an exit interview to know like I know why
some people are leaving you they took a job in Orange County because that's where but do do we do exit um interviews so that we do know and kind of keep track of why some of our employees are leaving our district. >> Lisa, do you want to take a moment to talk about what we do keep track of when an employee departs? >> Yes, and I can answer that as well. We do do exit surveys and they can do it I always offer them in person, but we also have um a survey that they can do online as well. And then we do track the um the reasons why um people are leaving. So like you say like whether it's they're departing um because their family is moving away or um a promotion to another
position. So yes, you're welcome. >> And then we do have a report that has that information that can be shared with the board in a board update. >> Do we need to request that report or can we have that report sent to us? We can share that in a board update. >> Beautiful. Thank you. >> Okay. Well, thank you for that. Thank you for the all the other details behind it that we've seen and can see at any moment we wish. So, thank you. >> Thank you. >> All right. Moving into other business. Uh, we have consent agenda of items A through S. >> I'll move approval of consent agenda items A through S. >> Second. >> Okay. Any discussion on any of these items? All right. Board members in favor of approval, please say
I. I. I. >> Any opposed? Motion carries. 4 Z. All right, action items. We'll move into 6A, approval to renew agreement with the Donovan Group. Dr. Johnson. >> Thank you, President Miller Zarnicki. Um, the Donovan Group is our um, uh, consultant that provides our marketing materials. They run our social media. They run our websites. Uh, they function as a public information officer. But the advantage of them is that they uh provide, you know, a a wealth of services. It's not one person, it's a team. Uh I I actually was when I came to the school district was used to having a public information officer and I was like, well, the Donovan group and I was like, well, maybe, you know, I'll move off of these people after a while. I am a believer. Donovan Group
is outstanding. I want to credit Dr. more for finding them and uh and their contract with the school district and uh they have been high value for a lot of the materials you've actually seen tonight were produced by the Donovan group including the design of our district goals. Uh uh I think that the the rates that they charge are well worth the money and I recommend approval. >> So moved. >> Second. >> Right. Any discussion? uh just like to echo what um we just heard from the superintendent is that I think they're really are great value for money and um I've been very impressed with what they've produced for us. >> I I agree. I agree the breadth of of coverage that they've given us. I love even you know some of the ideas they've
brought in about you know meeting your love here at Elsundo or having been an alumni >> awardw winning campaign by the way those are just you know again they're nice to haves that actually build on the sense of community we have here which is so important to us that you know you don't really have time to sit there and do social media and all that stuff. So you know this is again I think added value to just to bring our community together. So I'm liking it >> and the the continuity of it you know so You don't have to chase around after somebody to get it done. It it happens and uh great content and very appropriate. >> Yeah, they we we do strategic meetings every two weeks and and but so much so much
of the stuff is self-run at this point and they have a phenomenal team. Um and the crazy thing is they're located in Philadelphia. >> Yeah, >> good partner. And thank you for the internet and Zoom and all that so you can be working with the best people even if they're not right here. Any other discussion? Board members in favor, please say I. >> I. I. >> Any oppose? Motion carries. 4 Z. All right. Item B, approval to enter into contract. Would you add Culver House? >> Thank you. As part of the my superintendent contract, um, uh, I have access to a coach. Um, I believe that all people benefit from coaching. Um, and to me that there's no end to growth, um, professionally and personally. Uh, Dr. Dr. Joanne Culver House is a former superintendent.
Uh she comes highly qualified. She's also affiliated with the leadership associates um who uh provides coaching and does superintendent searches as well too. Uh Dr. Culver House was my coach for a year in Hermosa. So we do have a working relationship. Um I really appreciate Dr. Culver House because she really pushes me to be better. Um and I uh proudly recommend her for approval. She pending approval. She'll come join and introduce herself to the board in in August or the August 25th meeting. Uh she's out of the country right now. >> Okay. Do I have a motion? >> So moved. >> Second. >> All right. Any discussion on this item? >> You know, it's lonely at the top and it's uh it's always good to have a friend on your side. But how do you
think a sounding board a you know someone that's been there and can understand is also yeah not just a coach but confidant a a therapist perhaps I don't know there's all kinds of things >> we should all be growing and that starts you I mean like that does start with our board and with a superintendent and and I I the the reason that I really believe in Joanne is because uh she believes in that. Um and to me I do do think that a coach is there to push you to be better. Well, I do believe that we are all lifelong learners and that's just part of the part of the process. >> I have a question for you. So, I know you mentioned that you had a previous relationship with her serving as your
coach. When you first started, you had a different coach. Is there a reason why you decided to try someone new and then ultimately went back to her? >> Uh, yeah, great question. Um I've had I've had three coaches now in my six year six going on seven years of superintendent. Um each brought different things. Um I would say that one of the reasons I'm me personally I'm going back to Joanne. Um is because you know not to be redundant but uh Joanne pushes me um and Joanne will ask tough questions when the when the board has an opportunity to meet with her and that she'll speak to you in close session. Um, I do think that Joanne has a good understanding of my leadership strengths as well as my leadership needs. Um, and so there
we're not starting from zero. Uh, which I appreciate. And I do think that there is a time too as uh with my former coach uh Dr. Kuth uh where you need something new. Um, and so one of the reasons that I stopped working with Joanne was actually not because we stopped working uh just I I actually became the superintendent of Elsagundo. So that was a natural change. And then I was looking, you mean like for, you know, a different look? You mean like to coincide with that? And one learning that I had with, you know, after this year is is like, you know, I think I need to to have someone for this third year of my superintendency um that knows uh uh my strengths, but but also knows my my needs in areas that
need to be pushed. And I I uh I I appreciate Joan for that, Joanne for that. And she doesn't hold back as you'll see. >> Great. I like her already. >> Yeah. Oh, you'll love her. >> All right. With that, all in favor, please say I. >> I. Any opposed? Motion carries 40. >> All right. Next item C, approval of amendment to the employment agreement for the assistant superintendent of ed services. >> Great. Thank you. Um so our uh assistant soups and uh chief business officer are on uh contracts um much like the superintendent. Um this is a bit of a transition because it used to be a little different. I mean like but I I do think that um this is a common practice. It's the most common practice among southbased school districts. And
uh Dr. Young has uh performed very very well. I've had the opportunity to share her evaluation with the board. Uh and I recommend approval that her contract be renewed. Motion for approval. >> So moved. >> Second. Um I I do have a question. So it's presented as an amendment to her um contract. So is it the only thing we're doing is changing the end date? Is that correct? >> That's correct. >> And I have a Oh, sorry. I have a question. My question is more so Why now? >> Like the timing meaning um why extend it now? Just so that we can make sure that anyone who's watching has a full understanding why now and the timing of it happening within the summer. Is there any >> That's a great question. So uh our contracts
end you mean like on June 30th uh you know whatever the last date of the year is. And so the answer of the summer question is is that it coincides with the end of an annual year for a contract. Uh so that's one. Uh two is is that um if you're satisfied with someone's performance and they're doing well, you mean like then you should give them the security of renewing their contract to message that. Uh I think that the difference between, you know, most employees and employees at the executive level is that we're not tenured employees. um you know we can effectively be released at any time. I always say that my contract really is as long as you know two weeks which is between each board meeting. Um so uh the the why now
is because we have one it's the end of the annual year contract and two uh because their performance is outstanding. >> Sorry let me clarify my question. Great answer by the way and thank you for explaining. Um, when I say why now, I mean instead of negotiating right at the end of the contract to open up for the next contract, why did why is there a decision on the table to do it before the expiration of the existing contract? >> That's a great question. So, if if the if I were and you know, as superintendent and the board waited until my contract was about to expire, I would be looking for another job. Uh and that's just that that you know the security of executive administrators that work for boards. Um, so to me, like,
you know, as executive administrators, I mean, like we're always looking for security within our contracts to be renewed and and I would actually advise the assistant superintendent if if the board so choose to wait until the last year of the contract that they should be looking because that sends a message. >> Thank you. >> Okay, any other questions or discussion? All right, one last question. Sorry. So that is standard practice. You're saying >> define standard practice. >> You were saying that if in the last year if someone waited until it got into their last year, you would advise them that they should leave. Essentially, I'm just trying to regurgitate. I want to understand the process and I want to make sure that everyone understands because I think it's important since we have it on here.
>> Yeah. One question I would have is is that uh to me you mean like if someone's performance is strong, right? You mean like and they're on a multi-year contract, tell me more about like what would be the reason for not renewing it? So I understand. >> Oh, of course. So when I think about a contract, not in the context of the way that you're looking at when I think of a contract, the contract is to secure that period and then when the renewal comes up, that's when you're back up for a negotiation. Uh I believe that there are annual reviews. So someone wouldn't necessarily think that they wouldn't be extended another contract unless their review stated that they were performing poorly. So I just want to make the connection so that >> oh that's
the difference between show me rather than tell me you know that's that's we know we negotiate with our collective bargaining units on the same basis yeartoyear as well too. So it's one thing to tell them via the evaluative process that hey you're doing a great job. I mean like by renewing their contract that shows them that they're doing a great job. >> Thank you. Just a clarification that this is a no cost as well. >> I I would say um just for Miss Sweeten's benefit um that in uh you know the only thing I can relate to is in sports it's the same thing. It's they don't >> they don't go to the end of the contract. If you have a player that you want to keep, >> even a year and a half before
the contract ends is when you start talking to them and then getting the commitment for five years or whatever. So I I'm don't have a problem. >> Thank you. >> Good analogy. Okay. All right. >> All right. Any other discussion? All right. Those in favor, please say I. I. I. Any opposed? Motion carries 4 zero. And for item 6D, go right ahead. >> Well, in the same vein, uh the assistant superintendent of HR, uh we would also like to renew their contract. Uh she's a little further into hers. Um and for all the same reasons and because of her outstanding performance, I recommend her for approval of renewal of her contract. >> So moved. Second. All right. Any discussion. All right. Seeing and hearing none, all those in favor, please say I. >> I. Any
opposed? Motion carries. 40 zero. And last but not least in this category, approval of an annual statement for Arena High School principal. >> Thank you, Mill President Miller Zarniki. Um th this is a structural change. Um and with the depart departure of Dr. Jack Plin uh as well as the arrival of um Miss Erenss uh we are restructuring the assignment of uh good we are restructuring the assignment of the arena principal to be um in this case it will be named under the high school principal um Mr. Ghart. That said, in order to do so, you know, we would like to restructure the the assignment so rather than it being a position embedded uh within the executive student services position, um that it's a stipenbased position um and that that stipen can be assigned in
this case. I mean, like our recommendation will be that we're going we assign that stipen to the principal of the high school. Um that could change in the future but we we I uh strongly believe that having um Arena High School which is effectively a oneclassroom school uh to be under the banner of the high school sends the right message um that Arena is very much a part of the high school. Arena is not a endpoint. You mean like it is a you know is a a pathway um and that pathway uh our ambition is that it leads back to the high school. That is not always the case, but that is our ambition. Um and uh uh Mr. Gart um if this approved, Mr. Gart will be here in August in order to uh
um be present to be introduced as the Arena High School principal. Um and uh the reason he is not here today is because he is in Euseite. >> Thank you. Recommended. >> I move approval of action item 6E. >> Second. Any discussion on this item? >> I'm just wondering u I'm sure you have it, but um uh obviously this is a role and there's responsibilities that come along with it. So are those clearly defined? >> Yeah, that's a great question. Um we we have had you mean like we've had meetings like with Mr. that part and there is a job description for the the arena principal and that's also embedded within the stipened position as well too. Um so the role is in many ways much the same. Uh but there are certain um expectations
that are slight tweaks. Uh one of which being is that formerly the arena principal you know was the approver of all students that go to Arena. And in this case you mean like that role is still retained by Miss Arens. So, um, the Arena principal can make a recommendation to have a student placed at Arena, but it has to be approved by the exe executive director, and that's just a checks and balances system. Um, uh, it's it's important. You mean like that? Um, there are multiple administrators involved in a decision to place student at arena as well as the family and the student. >> Thank you. >> I do also like that he will know the students. He'll have a he'll have a a a real connection with the kids kind of going both directions.
I would think >> we we agree >> and I appreciate with the stipen system that it is although there are two separate programs they have the same leadership. So there is continuity there and it's not a them versus us. It's a one, but it's partitioned to meet the needs of the specific students, meeting them where they are. >> I thank you, board member Weeden. I actually appreciate you bringing that up because I I I I feel the high school has made has done a lot of work um um in the last few years. uh uh uh so you know three to five uh in order to try to develop like the why behind an arena placement and what that means in relation to the high school and I think this just goes back to like
our philosophy you mean behind arena is that it really is still part of the high school um this is not a separate place it may have a different physical location but honestly if you think about it that is also at the high school uh so um you know this this is an alternative pathway within our high school program. Um and and we feel like that's better for students. >> All right. Any further discussion? All right. Those in favor, please say I. >> I. Any opposed? Motion carries 4. All right. Moving into business services. In the absence of clerk Sutherland, I would love for Vice President Weaten to handle the acceptance of gifts. >> Thank you. In accordance with the board of education policy number 3290, the board of education may accept gifts as long as
there is no conflict with the education code or other public laws. The school district has received generous donations as detailed. Elsa Gundo Education Foundation, $2 million districtwide. Richmond Street School PTA, $41,4627. Richmond Street School Elementary Center Street School PTA, $5,866.80. Center Street School, JW Photography, $830. Center Street School, JW Photography, $720. Richmond Street Elementary School and the Kowanas Club of Elsagundo Foundation $3,400 Arena High School and Faraday Future EA Edu Robot $8,990 Elsagundo High School. These donations do not conflict with any education code or public laws regarding acceptance of gifts. I move the approval of the gifts as read. >> Second. >> Any discussion beyond? Wow. Thank you. Education foundation. >> I'm really excited to see the robot >> and the robot. It's very cool. I mean, there's so much cool here. Again, Kuanas, another
fabulous community partner that is here to support >> foundation. >> Lovely. >> Blows me away. >> All right. With gratitude then I will ask for your approval. All in favor, please say I. >> I. I any opposed? Motion carries 40. All right. Next on the agenda, we have a proposal, approval of proposal from JR Universal. Dr. Gooden, >> thank you. 7B is a proposal um from JR Universal. And I'm very excited about this one because this is to install an exterior fencing at Center Street around their new sensory space area for students. >> I recommend approval. >> I move approval of action item 7B. Second. >> All right. Any discussion? No. All right. All in favor, please say I. >> I. >> Any opposed? Motion carries. 4 Z. Item 7 C. Again, Dr. Gooden. >>
Thank you. This is another exciting one for us tonight. 7 C is a proposal to um for one of our new vendors. It's going to supply foods for our cafeteria for the 2627 school year. As you know, we are moving away from Sedexo and we now have the amazing Francis who I've just gotten to know and she's fabulous and going to bring some great new food things to us. So, this is getting us started with um starting to procure our foods for the 26 27 school year. >> I move approval of item 7 C. >> Second. >> All right. Any discussion on this item? No. I look forward to seeing what comes out of this. Uh, assuming we approve, all in favor, please say I. >> I. Any opposed? Motion carries. 40 Z. Have fun
with that, Francis. All right. Okay. Moving into human resources. Uh, item 8A, approval to uh contract with Zen Educate. Miss V. >> Yes. This item requests board approval uh to contract with Zin Educate for temporary staffing services for the learning connection and Eagle's Nest preschool as needed during the 2627 school year. Um it's both to support hiring and temporary absences. I recommend approval. >> Anyone moving? >> So moved. >> Second. >> I do have a question. Um Is this something we've ever done before for TLC? >> Not that I'm aware of. Um, again, as they are doing um permanent hiring as well as to support uh substitute uh needs during the school year, there was a need to look for like um contractual uh support. And so this is an agency to provide that support.
>> Yeah. And the cost I'll defer to her on the cost. I I just want to talk about the why. Um historically, uh this district has started TLC school years with long wait lists for TLC. And so many of our families and sometimes in the triple digits uh were placed on weight list um and then we would hire concurrent with getting the number of students necessary to run a class. um uh this year like as we restore enrollment uh we are expanding our TLC to accommodate that and we also have unprecedented growth of TKK where TLC would be most necessary uh rather than trying to you know place people on weight lists mean like or wait until we have staff concurrently hired this is gives us the ability to message to our families we have
a spot for you will have child care we will have a teacher present to you mean like as we make those hires and I'll defer to Lisa and Cost. >> Yes. And I don't want to misspeak but the rate sheets are attached to the proposals. >> Any other questions? >> Yeah, I have questions just based off of what you said, Dr. Johnson. So the historically we had space constraints and you said other constraints which I guess is the TKK and then the two year olds that get to come. Help me if I'm wrong on that. Uh, you can clarify. Um, but with that, well, you didn't say there space constraints. I'm sorry. I'm wondering with the other constraints leading with the TKK and and the new uh introduction of the 2-year-olds, is there a space
constraint? Is that why we didn't do it in the past? What other constraints were there other than hiring that we didn't do it? Do we simply not do we have a waiting list because of Go ahead. >> Yeah, it's it's a great question. Um, part of it part of it was that historically the district would not hire on projections. They would hire based off of um enroll actual enrollment. But one of the difficulties with that is that many of our families, particularly our youngest families, don't enroll in TLC child care until later into the summer or they arrive or they're granted a permit during the course of the summer based off space. And so >> so they so they then they arrive. So one of the changes that we made uh as early as last
year, but I don't think we were as successful with it last year uh but this year is is that we're hiring off of projections. um at the TK through one level, which is one piece to the puzzle here. We've exceeded we've exceeded TKK projections based off of residential enrollment. Um and that's been a growing trend, which we'll continue to adjust our projections off of that with um okay, so there's there's one piece of the pie. the as far as space constraints, no that uh our facilities you mean like you know are there after school in order to serve the students that need child care after school. Now that does look like teachers sharing classroom space you mean like with TLC classrooms after school. Um that is a challenge but that is a long existing challenge
for the district. That's not a new thing. Um and yes, we have available facility space to meet that need. The the the the only other then constraint, right, would be staffing and hiring. And so it was a past practice that as the district was trying to find people uh that we would uh place families on weight lists um while uh until we were actually able to make that hire of those that have an intent to attend TLC. And in turn we don't want to leave our families in the position where they're wondering whether or not we'll have child care. this, you know, contractual service allows to say you have a space. We're guaranteeing that space and we will hire that person as we we're always hiring TLC as I mean this has been a subject
this year like we're concurrently always hiring TLC aids. We're always hiring TLC teachers. Um so this allows us to further uh provide um peace of mind you mean like to our families. They just they need the child care um particularly our youngest. >> So I have go ahead. So continuing with that, I am incredibly happy that we are doing something to meet the needs of our families. That's essential because parents need child care for a host of reasons and the fact that we are stepping outside of the box to do that is important with that. Two questions and then I'll give the floor to anyone else. Um the cost of outsourcing this uh will that will that cost impact our families? Will it impact our rates? That's one. And then the second question is while
I like that we will have more people to help our families and our students, how does that impact continuity with with the individuals that come imp coming in contact with our students? >> Both are great questions. Uh so and I'll I'll I'll keep going on the train here. Um so one is in relation to uh the the cost impact and will that affect rates? The answer is no, not for this year. And it also is a controlled cost because uh we already we're already um we've already approved the cost of the position itself, right? Um so it was a cost that we were always going to incur because the position is vacant. um you know with the rates I mean like I don't have them in front of me but you know like I'm sure
there's some dollar differences here uh but um uh when I reviewed this item I I did not find it to be like a substantial cost. Yeah. Yeah. Thank you. Thank you. I appreciate that. Um the second question is in regard to uh would um would rates change or that's part of the first question which is the answer is this year we we have no intended rate changes. I will say that that um we each year do comps, you mean like for the South Bay? and we are due for a rate increase and we have held back on that rate increase and yeah so so there there's like a lot of factors that are happening and so but we felt that this year we did not need a rate increase in order to sustain the cost
of the program which as we know we've talked at length about like the budgetary impact of TLC um remind me again the second question >> continuity >> yeah continuity that's a really good that's a really good question that we have not experienced before because effectively right we would be starting the year theoretically with a long-term sub and then bringing in a TLC teacher. I I think in that regard there is no denying that the continuity of teacher is lost from the start of the school year. And speaking as someone who has kids in TLC program that's really important like I like I I love Miss Kelsey. I love Miss Jackie and and my kids love them. That's that's that's important. I think that that is an unintended consequence and um is outweighed just by simply
being able to provide the spot. Um that I think that if we told parents, hey, what would you prefer? Would you prefer to wait? You mean like and start with the teacher and you know, let's make up a date, but like October, right? Versus, hey, you're going to have a sub and start the month off. You know, they're we believe that they're going to take the the the sub in September. I I I think though that the question that you're raising is is fair consideration because there's two thoughts that I'm I'm having off that which Lisa if you can make note of this one is is that um we don't know the answer to that you know and and so we should look at that and we should consult with Denise um and Hannah the
the administrators over at TLC to to to see what impact that's having particularly for the youngers. Um and then uh two is is about the continuity of the assignment of the uh person from the contract agency. So actually this is a question that I have for Lisa which is are there I know that they will strive to provide it but are there guarantees that they can provide a single person for a length of period respective that person like changing jobs? >> There is. Yes. >> Okay. >> Long term. >> Yeah. So, you know, as I mean you you're a parent in the district, you know, long-term subs, especially elementary, no one loves it, but it does happen. And so, it would it would probably So, in that case, it would probably be very akin to
that as far as feeling on behalf of student and parent is like having a long a long-term subteer or similar. Um, so we can continue to look at that. And I I also feel like too like there's going to be a growing pain for us just in regard to, you know, uh preparation. you mean like, you know, on boarding them, you know, uh being a fit? I mean, like we may get somebody we're like, "Hey, this isn't a fit." Um, and so I think those are all really fair considerations and good feedback for us to sort of discuss openly because it is it is new. This this is a this is a first. >> So, what I was going to say was almost exactly that that this sounds >> to me like we're starting with
a >> a long-term sub and then trying to find somebody that can be a permanent >> kind of for that position once we know we have the class. >> Yes, it it it kind of I I know I'm being redundant, but it does kind of fall back to it's to provide the guarantee here in July, right, >> for a parent that is thinking, okay, >> I have child care. Um because for anyone that is God Yeah. The other thing that I do like about this um is and we have done this in the classrooms is that sometimes there are just not enough substitute teachers and this will give us some options especially if a if one of our TLC teachers has to be out for a couple of weeks that we're not trying to shuffle
to move classes or get coverage or whatever that we could call and have a a substitute that's been vented And because substitutes I would think I mean they're hard enough to get in the classroom to try to get them for like a TLC position I would think would be even more difficult to get a substitute for that. So this will give us an opportunity for those teachers to feel like because those are their kids those the TLC teachers have the same feeling for their groups that a classroom teacher has. Those are their kids and they don't want to leave them to just anybody. So that's going to give them a little piece of mind of if I have to be out for, I don't know, a week of jury duty or I have whatever surgery
or whatever and I'm going to be out for a little bit that we can cover them and and have that comfort of a qualified teacher in that position. >> We will always go to our subpool. You mean like you know um as you know as you know we'll always go to our subpool in order to try to fill sub positions and in all other job classifications from classified to certificated we have contracted services for the if they we can't find get enough subs in the sub pool then we go to the contracted services and you know this is a very postcoid business um and so in some ways though we're using it in this way it's kind of a continuation of that expansion uh out to TLC. But I do feel like I I do
feel that it sends the message too that TLC coverage is equally important to us as classified and certificated coverage. >> And and I will say again, I like that this allows us to say yes to the parents that are coming to us saying, "What am I going to do with my kids after school?" That has been again over these eight years I've sat here an an annual concern an annual concern that we haven't had the people in the space to say yes right out of the gate. So I mean Dr. Gooden's probably like yep I when I was in this role that Lisa's in now we had that issue. And so again I I feel like this I I don't know how we didn't come up with this sooner but honestly it is the same
solution to we want our classrooms covered. We want our afterchool care covered in the same way and to be able to say yes to everyone that needs it. So I appreciate this thought and this thing and of course yes as it's new and as we welcome more students than ever we'll figure it out as we go but I like that you've created this this catch basin that will have a space for everybody to be kept here. So >> okay assuming Oh >> so yeah. So, I just want to be sure that we're we're talking about temporary >> here and that we will continue to hire full-time staff for the positions and this is only to fill in so that we're not going to start relying on this temporary service to fill what are actually full-time
positions. >> It's a great question. Uh, yes, the intention behind this is temporary. These are not intended by rate um or you mean like by like our strategy to be uh replacements for full-time FTE. Okay. And then just another thing that I want to say it is that as a community we like that our TLC is run by our school district and this can in no way be a step towards contracting out TLC. Is that correct? >> That is not the intention behind this move. >> Okay. Thank you. >> I like the word temporary staffing services is actually in there. So, yeah, I hear what you're saying though. >> Okay. Any other discussion? >> All right. Those in favor, please say I. >> I. >> Any opposed? Motion carries 4. Thank you for the robust
discussion. Um item B also related to TLC miss. >> Yes. This next item is um emerges healthc care and it's a secondary source um as we're looking at not only fit but also looking at it as a resource to provide um temporary services in the 2627 year and so I recommend approval. >> I move approval of action item 8B. >> Second. >> Any discussion or questions? So just so that I understand this is when we say healthc care staffing this is like if someone >> that's the title of it but it's this pretty much the same as Zen educate the one we actually uh use emerges for other services within our special education. >> Okay that just threw me off the Okay, thank you. the nurses we have at TLC. You're thinking >> I'm like
they got >> they have a broader umbrella of services. >> Yeah. >> I just have a quick clarification because when I read it uh there was some uh restriction on the age of the child that the people um covered under this contract is do I don't know if you recall but is that below the threshold of um child that we have in TLC? There was in in their proposal, it said, I forget it was under two or something, but that their employees would would not be able to um >> take care of kids under the age of two, which we don't have anyone coming in under two. >> Just want to be sure that it matches. >> No, it it does. I have to look, but we definitely worked with them to write contract with
our age group. >> And seeing that there's two separate ones for Eagles Nest and TLC, I'm sure that comes into play in the Eagles Nest one. Probably >> that's we can >> we can we'll follow up with a board update just to be like, okay, we checked it, you know. Yeah. >> Okay. Any further questions? Great. All in favor, please say I. I. >> I. Any opposed? Motion carries 4 Z. All right. And now got to get my timer out for this. Hang on. I am going to at 7:21 p.m. open the public hearing and comment period for the USD proposal for amendments to the successor uh collective bargaining agreement with CSEA and it's chapter 71 for the 2526 fiscal year. Public hearing is now open. We'll watch to see if in this minute anyone
comes in wishing to speak. Still waiting for public hearing. Anyone? Anyone? Any takers? No. At 7:22 p.m. I will close the public hearing. And with that, we'll move into item D, acceptance of ESUSD's initial proposal for amendments to the successor collective bargaining agreement with CSEA and it's chapter 71 for 2526. Miss Fel, anything to add to that? >> Yes. This item brings forth uh ESUSD sunshine letter outlining the articles the district proposes to open for negotiations for the 2526 school year. CSCA's sunshine proposal was prevent uh presented at a previous meeting and this action completes the public uh disclosure process before negotiations begin. I recommend acceptance. >> I move acceptance. >> Second. >> Any discussion? All in favor please say I. >> I. Any opposed? Motion carries 40. Item E, approval of report of annual
teaching assignments with approval of teaching assignments, teacher assignments under ED codes 44258.3, 44258.7B, 44258.7 C and D, 44263 in regulatory code 800, no 80020.4 and adoption of resolution 2 for 2627 and resolution three for 2627. Miss Field, would you like to add anything to that? That's me again. This item is the annual report of teacher assignments as required by education code verifying that all teachers are appropriately assigned or are teaching under specific authorizations based on their expertise and experience. Approval tonight also includes the adoption of resolutions 2 and three for the 2627 school year authorizing identified teachers to teach or coach outside of their credential areas in accordance with the provisions of the ED code. I recommend approval. So moved. >> Second. >> Great. Any discussion? All in favor, please say I. >> I. >>
Any opposed? Motion carries 40. All right. Item F, approval of revised job description for continuation high school teacher. Miss Field. >> Yes. This item is a request for board approval of the revised job description for the continuation high school teacher position. The revisions update the position to reflect current instructional practices and responsibilities while aligning the qualifications and duties with the needs of the continuation high school program. I recommend approval. >> I move to approve action item 8F. >> Second. >> Any discussion? Seeing none, all in favor, please say I. >> I. >> Those opposed. Motion carries 40. And item G, approval of the declaration of need for fully qualified educators for the 2627 school year. Miss Neil. >> All right. This is an annual item that the district is required to submit to the commission
on teacher credentiing. This decor declaration allows us to request special permits in areas where we may face staffing um challenges and hard to fill positions. It provides staffing flexibility and is a pro proactive approach to help us avoid disruptions to learning. I don't anticipate that we'll need all of these, but um as things happen over the summer or the course of the summer and as at the beginning of the school year and sometimes we may need to use one or two of them, I recommend approval. >> So moved. >> Second. >> Any discussion? Right. All in favor, please say I. >> I. Any opposed? >> Motion carries 40. All right. Moving into ED services, item 9A, approval of new courses at Elsagundo High School. Dr. Young, >> good evening. Elsagundo High School is requesting the
approval of the addition of three new courses for the coming school year, which includes sports medicine in partnership with SoCal Rock, Robotics, and Introduction to AI. I recommend approval. >> Move the approval of action item 9A. >> Second. any discussion on these exciting new additions? >> I'm just really excited that the partnership that we are starting to form with SoCal Rock is coming to fruition. It's I know it's something that um Dr. Dr. Johnson and Dr. Rodriguez have been working on. Um and just to see that starting to form. Um I think we're there are other satellite classes in other schools, but this is the first new that we've had at Elsa Gundo High School that are being kind of worked with um SoCal Rock and um so we're just so excited that this is
something that we're able to help with and offer and um and I just I can't wait for to see how this all plays out. Really excited. Yeah, I just want to say I've had the opportunity to talk to high school students from back east and Orange County and a variety of places in the last month and whenever I talk about programs we have here, they're like, "Oh, you can do that at your high school." And this will blow their minds, honestly. Like, we you guys are working so hard to give our students opportunities that are just not happening elsewhere. So, thank you for everybody that had to bring this together because it's quite unique. So, thank you. Assuming we approve it, which all in favor, please say I. >> Hey, I want to say something.
>> Oh, go ahead. Do you say more? >> No, I just want everyone to take a moment to look at what it says >> under our uh Canada. >> Transforming education for a changing world. This is where it's happening right here in this moment. So, it's great to be part of. >> Absolutely. All right. With that, all in favor, please say I. >> I. I. >> All right. Motion carries 4 Z. Let the transforming of education continue. All right. Um, next item, item uh 9B, approval of middle school and high school athletic transportation fees and high school ASB card. Dr. Young, >> thank you. In accordance with board policy 3260 and as authorized by California Edge Code and the California Department of Education through the fiscal management advisory, Elsagundo Middle School and Elsagundo High School
are requesting approval of the established athletic fees and I recommend approval. >> So moved. >> Second. >> Any discussion? All in favor, please say I. >> I. >> Any opposed? Nope. Motion carries. 4 Z. And item 9 C, approval of satellite teacher agreement with SoCal Rock for 2627. Dr. Young. >> Okay. Back to transforming education for a changing world. >> Through this satellite agreement, SoCal Rock will provide a teacher for our new sports medicine pathway at Elsagundo High School, which actually is our trainer, athletic trainer at the high school. And so they are working to get her CTE credentialed. So really really great opportunity for her as well as a teacher for our new media design pathway for the high school as well as Arena High School. I recommend approval. >> So moved. >> Second.
>> Any discussion? All right. >> You said I was excited about. >> Excellent. Now you'll be excited to have people teaching them. Okay. All in favor please say I. >> I. Motion carries. 4 Z. All right. Now into student support services. Item 10A, approval of master contract with First Steps for Kids, Inc. for the provision of behavioral science uh services. Miss Ers. >> Yeah, good evening. Um so we're seeking the approval of a master contract with First Steps, um which is a non-public agency that provides intensive behavior support to our special education students as required by their individual education plans. And I recommend approval. Oh, now you're both gonna be too nice. >> Snap. So moved. >> Second. >> Excellent. We have a motion and a second. Any discussion on these items? This item? No.
All right. All in favor, please say I. >> I. Motion carries. 40. Item 10B, approval of master contract with Kids in Motion for special education physical therapy services. Miss Arens. >> Yes. So, we are seeking approval for that master contract with Kids in Motion um who provides physical therapy services for special education students as indicated by their individual education plans and I recommend approval. >> So moved. >> You need a second. >> Second. You guys need like hand signals or something? You know, you then me then you. Okay. Uh any discussion on this item? All in favor, please say I. >> I. Motion carries 40. And item 10 C, approval of master contract with the help group for special education placement. Miss Arens. >> Yes. So we are seeking approval for the master contract with
the help group which is a non-public school which provides specialized instruction services as required by um students individual education plan. And I recommend approval. >> So moved. >> Second. >> Any discussion on this item? >> Can I just ask to clarify with the the cost is not exceeding 65,000 but the dollar amount is 160,000. Is that for multiple students? Is that >> okay? We have just want to make that clear. Yes. Three students. >> Yeah. Great. All right. All in favor, please say I. >> I. >> Motion carries 4 Z. >> To the information pending action, we have a first review of board policies and admin regulations for human resources. So, Miss Field, tell us about these. >> Yes. For you this evening, I have a number of policies, regulations, and exhibits that will ensure
we're in alignment with state and federal laws. A summary of the changes have been outlined in the table and then they will be brought back to for you for approval at the next board meeting. >> That is a lengthy list for study >> and a lengthy amount of time between meetings to study that. Okay, speaking of time between meetings, let's look at theformational calendar. Wow. Notably quiet, but perhaps some of us will be seeing each other next week. So, we have that. All right. Now that we've reviewed that, we'll go into board member reports, and we will start with Mr. Glenn. >> Mr. Glenn has no report. >> Neither does Miss Beachley. >> And I am happy to report that I two have no report. Happy summer. >> All right. Well, I I don't have
a report, but I just want to take a moment since we're together to um acknowledge that I know our community is still reeling from the loss of a sudden passing of an alumni. Um Max Hail, who graduated from our high school in 24, and we all know him mostly. We hear about his remarkable water polo career. Um also played lacrosse. But also, I I just want to say that all of that's lovely and preserved in our archives, but I I know that even though he was an amazing player, I heard so much. I didn't know him, but I've heard so much about what an incredible human being he was. And so, I I really believe that that legacy is what's going to sustain through our community. Um, I've seen his friends and family talk about
his kindness, his humor, his ability to find levity in any situation. um work ethic, his his quiet confidence, and overall just a really positive energy that he brought to the community. So, I just want to say that I I think that that's the legacy that will continue to reverberate through our community, through our our hearts and our our soul. Um so, I just want to say we we as a district continue to send our love and support and prayers to the Hail family and all his friends during this time. Um, with that, I want to encourage everyone to take time to enjoy life and spend time with your family and friends when you have the opportunity to do so. So, I hope your summer break has some time to slow down, have some breathing room,
and realize every day is a gift and do with it what you can. So, that is all and I will say I will officially see most of you again in August except those of you that will come to that special meeting next week. Thank you, President Miller. Uh, just a few quick items. Um, uh, one, I I just want to take a moment to acknowledge uh that Taylor Tash's, uh, funeral was last Saturday. Several of us were in attendance, but I really just want to take a moment to thank um, uh, their family as well as uh, PTA president Melissa Hughes um, who has been the liazison for the family and has been I mean, man, she'd earning that title right now. uh but has just really been instrumental in a lot of coordination, facilitation,
and a lot of time. So, um she was sending principal interviews with us earlier this week. Uh Melissa has just been everywhere. So, we're just so grateful. I mean, like for her volunteering to be PTA president this year. We're just we're really lucky. Um and I again just want to thank everyone that was there on Saturday um in support of the Tash family and community members that really came out to support. Uh I also just want to acknowledge it's very nice to see the new leaders that are promoted tonight, but the thing that I'm uh especially proud of is that uh everyone you saw tonight was promoted from within the district. Um and I think that really just speaks to the wealth of talent uh that is homegrown here in Elsagundo. Um and so I'm
very grateful to be part of that. It's one of the reasons I wanted to be here is because of the talented people that are present. So I'm just really grateful and good and does count. All right. Just want to make that official. Gooden. Gooden counts. Yeah. Okay. All right. Uh also want to acknowledge my wife is here today. Um uh so um yeah, so she's here and um this riveting board meeting. Um and just you know again as we all know it was nice to see uh Sean's uh spouse here as well too that you know you can't get it done without family. And Sean said it best that that the only reason that we're able to do what we're able to do is because and this goes for every board included is because you
got a loving person at home that's willing to pick up the the the extra rope. So, thank you. I love you. Um, and I also again just want to acknowledge uh Amy's uh support of Shawn and our administrators spousal support as well too. It's just it's it's it's a lot. Uh, and then I want to thank the board for your hard work and the welldeserved rest pending a special meeting. Thank you for those that are be in attendance. Um, and I hope that you enjoy your uh summer as well too. This is a this is a this is a very big volunteer job. Um, and so, um, this is a a well-deserved break for you as well, too. So, um, we we very much appreciate you and your work in supporting the school district. And
that concludes my report. Thank you. >> Okay. Well, with that, I'm happy to say we will not recess to close session. Uh, so I will adjourn us at 7:37 p.m. Happy summer.
