Good evening everyone. Calling us to order at 6 pm for the regular board meeting of the Elsa Unified School District Board of Education. It is June 9th. I feel the end of school year energy in the air. It's very exciting. Um, we will begin tonight with the pledge of allegiance led one last time by Miss Pela to stands nationy andice for all. Okay, we'll move into the agenda hearing period, which is public communications. I don't believe we have any cards turned in, but does anybody have one out there they're hurrying to fill out? Okay, seeing none, I will move into a very exciting portion tonight, special presentations, and we will start as always with our student representative report. Maddie. >> All right. Good evening everyone. It is lovely to be here with you all one
last time. As we all know, the end of the year is one of the busiest times, but for good reason. Um, on the high school front, we had our dance showcase recently featuring some moves from our very own teachers. We had the Hits for Huntington dodgeball tournament where the proceeds go to a cause very near and dear to our hearts. ASB sophomores are selling candylays for graduations across ESUSD with pickups right before each graduation. Senior Expo night was last week where our fabulous seniors got to show off their capstone projects to our community. And last week, we also had our senior walk where we visited both elementary schools, waving hi to old teachers and getting the kids to say 67, which they uh really enjoyed. This Sunday, seniors had grad night where we went to
Disneyland in California Adventure. And I think my feet are still recovering. And today we had our senior picnic at Oak Canyon Park where we all enjoyed some much needed time together with no service and lots of hot dogs. And tomorrow we have our final superintendent advisory council meeting with Dr. Jay and Dr. Lind. And this summer ASB is volunteering with parks and wreck for pride in Junth events in the next few weeks. And finally, I would like to give a thank you to the board members and Dr. Jay for the past year. It has been a fantastic experience, and I am so grateful for my time here. And I'd also like to shout out Tracy. She brought me flowers on my first day, so I felt it was only fitting to bring her some on
my last. And that is all for my report. >> All right. Thank you so much for a final lovely report. Uh we will now see if she's made it into the room and she has an update from the Elsagundo Education Foundation. Christa Kaban making her way delicately to the podium. Not that delicately. [laughter] Hi. It's so good to be back here. It's so good to be on two feet. Um this is my norm and so this makes me feel very hopeful for the next few weeks. So, thank you for having me. Um I have a lot to say so it's I'm going to have to read some things because I don't want to make a mistake or want to do it justice. First of all, Maddie, I'm sorry I missed the last few meetings, but
um you've been amazing. I watch on TV at home and uh congratulations on your future on graduation and your next journey. Uh I know it'll be bright. Um on the ed front, so we had a very exciting meeting today. Tracy and Dr. Jay joined us and thank you so much for your your comments, your you the way you engaged in our meeting. I mean, I think it was a very productive and successful meeting. So, thank you so much. Um we onboarded two new members today uh to our board. We have Karina Jordan and Niha I'm sorry Niha I don't [laughter] um Nha Prasad and they will be joining us in the new year. Very excited. Uh they've already been SR members and volunteered with us and we couldn't be more happier with them joining our
board. Um, also we are proud to say that by the end of the month we will successfully have completed giving you our 2026 grant of $2 million. Um, and we are uh committed to again giving you $2 million for FY27. We voted on that today. So very successful meeting all around with that. Um, next up I wanted to share that there's still spots to register for the summer academy. And if you haven't looked at our website in a while, we have quite a few new offerings this year. Um, when you're looking at elementary level, of course, we have our learning journey that we've had for years, our cooking academy, which is super popular. Um, we have Scratch Tracks, which is a coding and composition um, offering. We also have our Wizarding World of Harry Potter,
which is back by popular demand. And new this year, we also have pages and paint brushes, which is a literature and art camp. We have team quest camp, which is challenges and teamwork. We also have creative flow, which is a summer wellness camp. We have uh keys and uke, which is jamming with your uh piano and ukulele. We also have creative makers camp, which is art, crafts, experiments, and challenges. and art adventures camp which is drawing skills plus other arts and crafts. We also have afterare um from 12:30 to 5. So if you need that extended day for work hours, we have that provided for you. And then on the middle school going into the high school level, we have back of course by popular demand the cooking classes. Um we also have presentation skills
which is fantastic for getting into those reports that you have to do through middle and high school. um our arch jumble and new this year we have a collaboration with Scrock. We have um love is in the hair. Heather, you should appreciate this. It's an um so it's a you know learning kind of about cosmetics and that industry and doing hair and all those kind of things. Um so it's great for prepping before you go to those fun dances. Maybe you can do your own stuff or get some tips. Um we also have emergency uh medical intervention. um not intervention, an introduction to emergency medical first responder. So people that are maybe thinking about becoming an EMT or a doctor down the road, this can kind of kind of give them a little intro into
that. Um and we also have hardware hackers, which taking tech apart, so you can kind of break that down as you will. Um so all those are fun offerings at the middle school level and elementary level. And then also additionally um we want to thank the community for their investment in education and the students in this district. We also want to make sure we thank the students, the teachers, the administrators, um the staff, all of you for your partnership with ED. And we couldn't do what we do for you guys without you guys. So thank you so much. >> Right. Thank you, Christa. It's lovely to see you back in person. Thank you for making your way in. All right, next on our agenda, we have an update from ESTA. Here comes Mr. Lubs. >>
Hi, good evening. I'm going to make this short and sweet. Um, we just wanted to on behalf of ESTA thank the district office but also the board of education for everything that we've been going through as far as bargaining this year. Um, I know it's been a long tedious process and we couldn't have done it without you. Obviously, we want to thank our own bargaining team as well. Um, on another note, we are 98% of the way through the school year. I haven't been doing the math all year at all. I promise. Um, but I hope everybody has a great summer, has some time to relax, rest, hang out with some family, maybe go to the beach, put on some sunscreen, though. >> All right. Thank you. And do we have anyone from CSEA tonight
for an update? I do not see anybody in the room at this time. I'm sure they're busy wrapping up their school year as well. So, um, all right. Next then, that brings us to the recognition of the outgoing student board representative. Who would that be? H, that would be Miss Maddie. So, I mean, I know all of us probably have something to say. I I might just start by just saying what an honor it's been to sit with you and and watch you blossom this year. I mean, not that you weren't before, but I mean, just owning this space and and sharing your input has been so helpful to us. And knowing that you're going to go on from here and do even more awesome things gives us great pride. So, we thank you for
being a vital part of this board and know that we'll be thinking of you as you go off to Santa Barbara. Thank you. Thank you. Others thoughts. >> Okay. All right. So, first and foremost, I want to just say thank you for showing up in the manner that you've always shown up, and that is with pure excellence and grace. I am proud that we have the ESUSD stamp on you because wherever you go, you will continue to represent and that is an amazing thing. I find a young woman who knows how to use her voice in spaces where her voice is needed will make a difference and change this world. So, I look forward to you continuing to make your mark and continuing to shape and change this world. Thank you. How does one go
after Daima? >> I don't really know. Um, Maddie, it's been great to sit with you up here and like Daimma said, your voice has been heard and it'll be continuing. It'll continue to be heard. I know that you'll go out there and do amazing things in the world. And just know that uh ESUSD is always your family and your home and we'd love to see you. You know, come visit us and say hi. So, thank you for all you do. I'm not going to cry. I I remember when you walked into my classroom six years ago, though, and you were a shy, quiet, demure, lovely young lady, and you have grown up to be a dynamic leader, and I am so so proud of you. Thank you for all you've done for ESUSD on this
board and I can't wait to see all the wonderful things that you do in the future. >> Hey Maddie, >> I have to write it first. Uh thank you for bringing a ray of sunshine to our board meetings this year. Your enthusiasm, positivity, and genuine commitment to representing your fellow students have been great, greatly appreciated. I've always admired how wellprepared you were, even when that preparation included dawning your witch's hat. [laughter] Your reports were consistently thoughtful and thorough, and I especially appreciated your efforts to broaden your updates to include our middle school and elementary students, helping ensure that all student voices were represented. The lip dub that you led was absolutely incredible. I sent a text to everybody after I saw it. I was so like pumped by it. who's an ambitious undertaking that was
exciting and inspir inspiring to watch. Kudos for bringing together students, teachers, and administrators in such a memorable way. Although I'm still waiting for the board invitation, [laughter] but we probably take it down a notch. Anyway, [laughter] congratulation on making congratulations on making the most of every opportunity. ESUSD has offered. You've embraced your high school experience with energy, creativity, and purpose. My advice for college is simple. Rinse and repeat. Continue to get involved, challenge yourself, and make the most of every opportunity that comes your way. And if you do, the sky is truly the limit. >> Thank you. And I rarely write my remarks, but for you and then prayer Grady, it must be done. All right. Tonight, we celebrate a young woman who is leading Elsa Gundo High School, our district, and our community for
a better place as leaving our uh for a better place for being here. Okay. Um, >> I'll finish strong. >> I'm better on my feet. It is an honor to recognize Maline Maddie Pulka as she graduates and moves on from her role as ASB president and student board member. I have had the privilege of working with Maddie through student leadership and that time she has consistently stood out not simply because of her accomplishments because she is a kind and thoughtful person. Other generations should take note this generation possesses Mattie Pulkas. They're coming for your job and they're very nice about the whole thing. Maddie represents the very best of student leadership. Her journey through ASB was not accidental. She earned the trust of her peers a year after year serving as freshman secretary treasurer, sophomore
secretary, treasurer. You really hold on to the money there, huh? Uh, spirit commissioner, and ultimately ASB president. Some say this quick rise would make Lyndon Johnson envious. As there's my dorky during history humor. Okay. As chair of superintendent advisory council, Mattie helped elevate student voice across our entire TK12 system. Mattie worked intentionally to ensure elementary and middle school students felt just as valued and represented as high school students. And she also made sure they were wellfed with snacks. Her commitment to service has also been extraordinary. Maddie has completed more than 300 hours of community service, dedicated herself to improving the lives of others both in Elsagundo and beyond. She approaches service not as a requirement but as a responsibility. Whether organizing initiatives, supporting school events, or volunteering in the community, she has carried herself with
a sense of purpose and pride. Academically, Maddie has challenged herself at the highest levels. Through the biomedical science pathway, she pursued rigorous work while remaining deeply connected to issues that matter in the real world. I've personally watched presentations by Maddie and come away genuinely impressed by both the depth of her thinking and the passion behind it. But beyond all the achievements, the positions, and the accolades, what I will remember most about Maddie is that she is simply a genuinely good human being. She is thoughtful. She listens. She brings people together. She balances ambition with kindness. She leads with confidence while still making others feel valued and included. We spend a great deal of time wondering what kind of future our young people will create. For the years I have worked in education, this has never
been a question for me. Young people will create a better future. They always have. Us older people should pay a better attention to their track record. Maddie is one of the those young people. She and her peers continue to give me tremendous hope for the future. Maddie, thank you for your leadership, your service, and the example you have set for younger students who will follow you. While we are certainly sad to see you move on, we understand that eventually all Eagles need to fly. Congratulations. And we have a little plaque for you. [applause] >> And I understand you have a few words that you'd like to share. >> Yes. So now I'd like to pass the torch or the eagle statue over to our lovely Brandon Kim. Um Brandon has been in ASB for the
past three years now. This will be his fourth year and he has served as his class governor each year. Brandon is more than prepared and brings such energy, charisma, and enthusiasm. And I cannot wait to see all the amazing things he does. Um, Brandon, would you like to come up and say a few words? I also did tell Brandon that this was a costume themed board meeting. Um, so I'm glad that we clarified right before, but take it away, Brandon. Yeah, I almost showed up in my uh Fantastic 4 theme costume after Matty said that I was like, "Oh." Um, but yeah, like I was there subbing in for Maddie last meeting, but I'm truly honored and I'm truly so excited to work with all you guys. Um, I know Matty left some hard shoes
to fill, but hopefully I can be as good as Maddie and um, yeah, I'm just so excited for next year. And uh, yeah. Hey guys. >> Thank you both. We're we're pleased to pass the torch in in your honor to Brandon and and we know we'll stay in touch. So, thank you, Matt. All right. Uh picture. Should we do a picture? Can we do a picture? We >> All right. Sorry, guys. I know you're we're gonna have a lot of pictures tonight and you're all going to be in many of them. So, just let let's have this moment. Okay. Thank you everybody for letting us have that photo moment. One of a few this evening. Uh next we're going to move into more high school honoring. Uh we next will bring up the Elseno High
School student recognition of the boys golf team. I believe Mr. Gart will lead us in this moment. Thank you, President Miller, Dr. Johnson, Student Representative Pelica. Um, it's always my pleasure to come to the board and speak because I'm typically here speaking about the excellence of Elsagundo school district. And tonight, as I was standing in the back and I got an opportunity to just look around the board, um, right now in a lot of districts around Southern California, California, and the nation, boardrooms are not packed for the reason they're packed tonight. And so, it really makes me feel good and and again proud to be part of Elsagundo when I see that we are packing our boardroom with excellence. And it makes me additionally proud because that excellence is from a school that I am
lucky enough to to be a part of. And so we're going to have a lot of excellence that we're going to recognize tonight. So much so that I'm just going to do a small part of it. Then I'm going to invite up athletic director Devontes to recognize a couple of the other teams because there's enough for everybody to make sure that they get to they get to recognize. But it is my pleasure to recognize the Elsagona High School boys golf team. Um as someone who is in his fourth year as a principal, this is the third year of the golf team. And there are quite a few things that we could recognize them for. Most specifically, that in their three years of existence, they've won the league title all three years. There's never been a
time that the Elsaundo golf program, boys golf team has existed that we have not been league champions. I don't know of any other school that can say that. So, that is that that's really impressive. Yeah, for sure. Um, in addition to the league championships and some other things, I want to give some highlights for this this particular season. In addition to league championship, they were part of the CIF Southern Section Division One Team Playoffs by virtue of being ranked number 20. Now, I might say ranked number 20, what is that all about? That's number 20 out of 350 total programs. So, we do the math on that. That puts us in the top 5% of all of those teams. So, it's not just a league championship. In addition, they finished they finished in the CF
Southern Section Division 1 Team Playoff Top 10 and advanced to the Southern California Golf Association team championships. Overall, the season was a was a huge success. But in addition to some of those things, they were 12 and two in league, top three finish at the WC Bulldog Invitational, South Bay Invitational, and the Golden Bear Invitational. If any of you are golfers, the Golden Bear is Jack Nicholas. And so that's a pretty big one. In addition, they were a division one Southern Section Team playoff qualifier. If you've been following the accolades for this team, they were not division one each season. So before we sit back and say, "Oh, they're winning these league championships or they're qualifying in these divisions." And CIF does have quite a few divisions, there's nothing higher than division one. So to
qualify in division one is really impressive. And then finally, they also finish in the top 10 and advance to the Southern California Golf Association team championships. But you don't have great team honors without having great individuals that make up that team. And some of the individual honors, Lucas Dilva, who you'll see pretty soon, was a top 100 rank in the CIF Southern Section, Ocean League MVP, and Ocean League individual championships, finished second and was a CIF Southern Section Individual Qualifier. Sean Patel, top 100 ranking CIF Southern Section, Ocean League First Team, Ocean League Individual Champion, and another CIF Southern Section Individual Qualifier. Ronald Lemus, first team in the Ocean League, another CIF Southern Section Individual Qualifier. Remy Romero, Ocean League first team. Andre Sugden, Ocean League first team. And Matias Alcoser Aus, Ocean League second
team all league. Now, to have a team that has between seven and 10 golfers each time, to have six of them finish with league honors is really impressive. So, congrats to you team. And just as our district, we're here to recognize, you know, and or for the board and superintendent to recognize them. Great things don't happen without great leadership. And so leading this team is head coach David March as the leader of the golf team. So I'd like to do though I re I reference some of this. I will individually reference each member of the golf team because for their accomplishments and representation of the school and community, the Elsaguna Unified School District Board of Education recognizes each of the individual golfers for their accomplishments during the 2526 season. Matias Alcoser Ause, [applause] Theodore Bong,
[applause] Lucas Dilva, [applause] Ronald Lemus, Sean Patel, >> [applause] >> Tate Penton, Remy Romero, [applause] Joseph Scoel, and Andre Sugdan. [applause] And once again led by coach David March. [applause] >> Thank you. Before we recognize another team, do you want >> Yeah, I think we want to do another photo op. So you guys come up in here. We'll meet you out here. All All right, thank you golf team for being with us. Enjoy the rest of your evening. Now, uh, do you want to pass the baton? Go ahead, >> if you don't mind. All right. As as I said, we're packing the boardroom with excellence. And so, right now, I'd like to invite up athletic director FOD Devantes to recognize a couple more of the excellent um, programs at Elsagundo High School. Mr. Devlantes, please.
Good evening and thank you very much for having me. I'm so very excited to be able to come here for the first time as the athletic director and actually introduce these two wonderful teams that both won CIF this year. Um I'm going to give a little bit of an overview about both of their seasons. I hope that's okay. And then I'm going to just introduce the teams and bring them up. So, um, so for girls swimming and diving, the Elsag High School girls swimming and diving team opened up the main part of their season with a strong showing at the South Bay Invitational. The team quickly the team quickly established themselves as a team to be noticed within third overall finish with many strong finishes in a few event wins in both individual and releving
and diving. And so for the first time in a long time we've had a diver. The one diver on the Elsagundo girls team, Riley Steins, would also establish herself with a strong second place finish at the Los Alamos diving invite, which qualified her for CIF. The girls swimmers continued to put together an outstanding season throughout the Bay League season. Unfortunately, no one else in the Bay League has any divers, so it was just the swimmers throughout the season. So, and week after week against some of the toughest competition in Southern California, the regular season would wrap up in the Bay League finals with many swimmers finishing highly in many events with a few individual wins as well. As the postseason arrived, the team elevated its performance even further. Strong finishes at the Bay League finals
carried momentum into CIF competition where the girls delivered when it mattered. Riley Stebans because diving happens first. It happens actually almost a week before swimming happens. Riley Stebans gave an early boost to the team with an outstanding second place finish at C at the Division 2 CIF diving championships. And then going into the swimming portion that gave us valuable points to go on which were a huge help. And in the end, Elsagono's swimming and diving team would finish with two individual wins, two relay team wins, and three top three finishes in individual events. By season's end, this would be a season for the record books with eight girls swimming and diving records being broken. And Sora Ko, Ava Bao, Aaron Arnold, Riley Stebins, and Paige Hail all contributing to win the 2026 Division 2 CIF
Swimming and Diving Championships. So it it is with that said that this is the second CF championship for girls swimming. Actually, it's close to my heart. I actually coached the first time they won. So very it's like kind of special. Um and so I do want to recognize the girls and so I'm going to call them to come up to be recognized. Uh Sora Ko [applause] practice. She's at swim practice. Ava Ba >> practice. There we go. Aaron Arnold, >> Riley Steins, >> these are very dedicated girls. And Paige Hail, I know she's here. [applause] And I do want to take a moment to acknowledge our wonderful coaches as well. Uh Tyler Canari and Katrina Kler, who I don't believe either one of them are here either. >> Oh, who's here? >> Tyler. Come on
up, Tyler. [applause] Congratulations everyone. >> All right. I think even if we're missing a bunch of [applause] people, I think we would still love to do a photo with those of you that are here. So, yay. And Vikica justette Sora K is actually at practice because she needs to stay in shape as she goes to prepare to swim at UCLA next year. But wait, there's more. We'll keep letting you roll. >> Okay, there's more. Okay, so I'm going to Next up is the girls lacrosse team. Um, [applause and cheering] okay. Okay, so coming off of a historic 2025 season in which the girls lacrosse team became the first girls lacrosse team to make the CIF finals last year in 2025 expectations were really high this year. Returning a core from last year's were seniors Grace
Beatner, Caitlyn Black, Juliet Lu, Kalista McMillan, Bridget Michael, and Kira Snell. [applause and cheering] The Eagles opened the season strong with opening game victory and built early momentum with two non-league wins and two tournament wins at the Rose Bowl tournament. As the schedule toughened, the team faced adversity through challenging non-league contest and an early league setback. But those experience helped shaped a resilient group determined to defend their place among the area's elite. The team responded by dominating the remainder of the league play, finishing undefeated the rest of the way while avenging their early league season loss to Culver City and capturing the league championship on the final day of the season. That momentum carried into the CIF Division 2 playoffs where Elsu earned a first round buy before battling past a tough San Marcos squad
that came down to the last second. The girls then powered through the quarterfinals and semi-finals to earn a return trip to CIF finals, setting up a rematch with Huntington Beach after defeating them in the 2025 semi-finals. In a tight contest, Yelsundo jumped out to an early three- nothing lead before Huntington Beach fought back to tie the game 3-3. The team responded when it mattered most. when Tessa Typton scored the go-ahead goal late in the fourth quarter. [applause] And with a great defense anchored by freshman goalie McKenna Burton, the Eagles [applause] the Eagles would hold on for a thrilling 4-3 victory to capture the division 2 girls lacrosse championship, the first one in school history. >> [applause] >> And so at this time I would like to take a moment to honor all the girls because
not obviously all of whom were mentioned and so I know there's there's not certificates for everyone um but we'll get them. They're coming. Um but we have Grace Dominic. [applause] I don't have an order. >> Do I have an order? >> Almost there. >> Oh, I do have an order up there. Okay. So, I jumped ahead with Grace Dominic. >> No, I will go back up to the top for you know, first time doing this. No, that's okay. Uh, Larkin Athie, [applause] >> Grace Beatner, [applause and cheering] >> Caitlyn Black, [applause] >> McKenna Burton, [applause] Riley Clinton, [applause] >> Emma Culie, [applause] Ashlin Counts, [applause] >> Grace Dominic, [cheering and applause] Leila Guzman, [cheering and applause] >> Sarah Hz, >> Frankie Jober, [applause and cheering] >> Juliet Lagu, [applause] Nico Mangan, [applause] Ellie McCrae, [applause
and cheering] >> Callie McMillan, [cheering] [applause] >> Bridget Michael, [cheering and applause] >> Elliot Richmond, [applause and cheering] Kira Snow [applause and cheering] >> and Tessa Tipton. [screaming] [cheering] [applause] I would also like to acknowledge the coaches of the girls lacrosse team. Coach Sheay, [applause and cheering] Coach Tipton, >> and Coach Shepard. [applause and cheering] Wow, we are so excited to have all of you here. This is amazing. >> Thank you all for being here tonight, sharing your your excellence with us. We are so proud of you. Now go forth and enjoy your evening doing more fun things. >> All right, we we're resetting the room. We'll be continuing in just a moment. Okay, >> with that we're going to move into one more presentation. I don't know how y'all are going to top these,
but we are ready now to hear about the proposed 2627 LCAP and annual budget team effort. Once again, teamwork is the theme here. Teamed of Dr. Young and Dr. Lince, please come forward. >> Sure, no problem. Yeah. >> Yes. Thank you. >> We are so disappointed that nobody wants to stay for this. [laughter] >> I have a tendency to do that. >> They were all excited about the cap and then they heard budget. >> I'm sure that was it. Yeah. >> Yeah. >> All right. Thank you, Danny. Okay. Good evening, President Miller Zarnicki, members of the board, Superintendent Johnson, Maddie, and cabinet. It is our pleasure this evening to present the 2026 27 proposed local accountability uh I'm sorry, local control accountability plan or LCAP and our annual budget. First, we'd like to begin with
the proposed LCAP. As a review, the LCAP is a tool for local educational agencies to set goals, plan actions, and align your resources. This is a living document that was created with educational partner involvement to ensure we had a broad perspective of voices in order to improve our student outcomes. Our three LCAP goals were developed two years ago and are inclusive of the eight state priorities, which reflect the belief that factors both inside and outside of the classroom affect student success. The draft before you tonight represents the final year of our three-year plan. To begin the process of revising our LCAP, we reviewed our metric performance in our LCAP advisory committee. We're proud of our many successes in the past year, but I'll highlight a few tonight. Our English language arts and math CASP performance
remains very strong with each either maintaining or increasing from the past year. And our college and career and a TOG rates have remained very strong and both increased from the prior year which is kudos to the high school who are doing great things not just athletically but also academically. And also our chronic absenteeism declined which is great for our district. Our analysis of our metrics led us to identify a few focus areas for improvement. Though as a result of our English learner progress declining as measured by the ELPAC, which is the English language performance, as well as the CASP, we will be increasing support for our designated and integrated EL through professional development, updated curriculum, and increased services provided to our students. And as a result of our math subgroup performance declining for our English
learners, lowincome students, and students with disabilities, we will be implementing dedicated tier 2 intervention during the school day for our elementary students, expanding the use of EXL to grades 1 through 10, and offering targeted intervention after school beginning in the fall. I want to thank the members of our LCAP advisory committee as well as our other educational partners for their thoughtful engagement in the process of reviewing our LCAP and presenting this draft for you tonight. And now I'll turn it over to Dr. Lind who's going to share about our budget. Thank you, Dr. Yon. Um good evening members of the board, Dr. Johnson, Maddie, Tracy. Um I just want to begin by reminding us all where we are in the budget process. As a reminder, we are in two budget years at this point. We
are considering our 2627 adopted budget while we are still closing out our 2526 budget. As we look at our cost of living adjustment, as a reminder, this is the only new ongoing funding that we receive each year. You can see that for 2627, you see two colas listed there. The 2.87 statutory COLA and an additional 1.44% 44% add-on just to the local control funding formula COLA for a total of 4.31% in 2627. You can also see that in 2728 the projected cola drops from the January proposed budget and then comes back up again in the f sorry goes up in the 2728 drops back down to what was closer to what was proposed in the January budget. And looking at our unrestricted multi-year projection, again, these are the funds that can be used for any
purpose designated by the board for school or district reasons. The enhanced cola of 4.31% has been applied to the local control funding formula. Um, also important to note is the governor continues to withhold approximately $3.9 billion in Proposition 98 funding for schools. The California Teachers Association anticipates that's approximately $2.2 million for Elsagundo and we do not we have not included any costs related to the 2526 negotiations in this proposed budget. Moving on to the restricted side of our budget. As a reminder, this is not one big fund but a lot of small buckets all designated for very specific causes. On this side, the 2.87% 87% cola is applied to our categorical programs. Special education funding was increased to 131,340 per pupil, which is a significant increase that will offset our general fund contributions to that
program. And the costs that you see in 2627 are higher due to one-time costs related to technology and textbook adoptions and replacement. Um in both cases both unrestricted you can see that we maintain responsible reserves and we continue to have a strong reserve on the restricted side as well. When you look at our revenues and expenditures 72% of our revenue continues to come from the local control funding formula. However, more important than ever is our local funding, particularly that of the education foundation, which allows us to sustain innovative programming for our students. And 75% of our budget goes to our employee salaries and benefits. At adopted budget, we are required to delineate the reasons why we have reserves. Each of these five bullet points outlines a need that we've had over the past five years,
especially during CO 19. And it is important for that reason that we maintain reserves that allow us to pivot when necessary. And with that, thank you. >> Right. Thank you both for this. Board members, any questions or comments for our team presenters? Okay. Nope. All right. Thank you. >> All right. Now we'll move into the consent agenda. The first item is uh first review of administrative regulations and exhibits 1312.4. for the Williams uniform complaint procedures. Dr.
Young, anything more you want to explain about that? >> That's exactly right. And I'll be bringing it back for your consideration at the next board meeting. >> Well, then while we're chatting, how about item B, consideration of curriculum for the business with personal finance for the AP course? >> Yeah, absolutely. The high school AP business teacher and curriculum committee have reviewed and recommended this curriculum based on its alignment with the national standards for personal finance education created by the Council for Economic Education and the Jumpstart Coalition for Personal Finance Literacy. Additionally, this text is aligned with the AP business with personal finance course framework. It is currently on display at the high school as well as in the back of the boardroom for all in attendance and it will be brought back for your approval
at the next meeting. Thank you. That one has been a long time coming in this district. I will say you you've probably figured that out by now. >> Um All right. And item 8C, consideration of my perspectives. You want to tell us more about that? >> Sure. So, the middle school English language arts or language and literature department and curriculum committee have reviewed and recommended this curriculum in alignment with the high school which is followed a comprehensive review and pilot process. So this will bring our middle school and our high school English language arts curriculum in alignment with one another and it will provide a cohesive standards aligned instructional framework which will strengthen our reading, writing and language outcomes. It is on display in the back of the boardroom as well as at the middle
school and will be brought back for your approval at the next meeting. >> All right, thank you for that. Now Dr. Lince, your turn about conducting the first review of board policies, administrative regulations in the business services realm. Yes, this is um board policies and exhibits being brought forward for facilities inspection and facilities master planning. They will be available for your approval and I'll bring them back to the next meeting. All right, thank you for that. Now, we'll take a look at theformational calendar which is very busy this week and not so busy after that. So, lots of good celebrating happening this week. Excited to see us get to this moment in the school year. All right, thank you for sharing that. We'll move into board members reports starting with Mr. Glenn. >> Thank you.
Uh since our last meeting, I had the opportunity to attend several events that perfectly illustrate the excellence and heart of our district. At the 4.0 0 brunch principal Gard shared that 43% of Elsagundo High School seniors maintained a GPA of 4.0 or higher. An extraordinary accomplishment that speaks to the dedication of our students, families, and staff. We were also inspired by keynote speaker Chris Mcneel, whose words of wisdom provided valuable guidance as our graduates prepare for the next chapter of their lives. And last night, many of us attended the Arena Street graduation ceremony at the band stand. We were deeply moved by the graduating senior Ariana Rosales Carter's heartfelt speech in which she shared her personal journey and the unwavering support she received from the caring staff at Arena Street. Her story served as a
powerful reminder of the life-changing impact our educators have on students every day. As we enter the final week of our school year, I'd like to recognize the steady hands and dedicated leaders who have guided our schools throughout the year. That would be Hannah at preschool, Sean and Carrie at Richmond Street, Emily and Rose at Center Street, Andrea and Sarah at the middle school, and Steve, Megan, and Randy at the high school. And of course, Jack at Arena Street. Thank you for your leadership, commitment, and tireless work on behalf of our students. Congratulations in advance on what has been an outstanding year. And uh I'd just like to say a little thing about Jack. Jack, I sincerely wish you all the best as you begin your new role as assistant superintendent of education at Dwarti Dwarti
Unified School District. While Dwart's gain is certainly our loss, this opportunity is a testament to your outstanding talents and dedication to education. We will miss your presence in the district office, at Arena Street, and especially at your board meetings. I think you've been at pretty much every board meeting I've been at. Okay. >> Thank you for your 19 years of service to ESUSD. Throughout your career, you have served with professionalism, integrity, and kindness. You're truly a gentleman, and your impact on our students and families has left an indelible impression. Farewell, my friend. And finally, after careful consideration and with full support and encouragement from my wife Susan, I've decided to throw my hat in the ring for another term on the school board. Woohoo! [applause and laughter] So, barring any unforeseen circumstances, I'll be making
the trip to Norwok this summer to file the necessary paperwork. And should it be the will of the citizens of Elsa Gundo, I'd be honored and enthusiastic to continue serving this community for another four years. It's been a pleasure to serve and I look forward to the opportunity to continue working alongside all of you to support the students, family, and staff at ESUSD. Thank you. Okay. So, I'm going to apologize in advance because I'm going to ramble just a little bit. Um, because this time of year is special. It's when we get to celebrate our students and our staff. And so, I'm going to kind of go through this list pretty quickly, but there were a lot of things that we got to celebrate. Um, as I left the last board meeting, I headed straight
to the high school for awards night. And there were many, many seniors who walked away with thousands of dollars to use as they move forward in their next chapter. We thank everyone of our community and everyone who donates to those scholarships because it does mean so much to our students and we appreciate it. Um, civics day was next. Um, and as always was impressive. Um, congratulations to period 2 who pretty much walked away with it this year and thanks to the city for this amazing learning event which is led by Mr. Gast. The middle school and high school orchestra performances were simply enchanting and I can't appreciate them enough. I split the time last week between the 4.0 no breakfast and walking into the auditorium for the Richmond Street spring sing and first ever band.
I was going back and forth between the two. The breakfast honored over a hundred deserving seniors and I got to listen to the future Eagles as they sang and performed. And that night I got to watch several more dance. Capstone Expo was amazing and the Women's Club scholarship dinner, which is a potluck beyond belief. If you've never been, it is an incredible evening. Um, were two more chances to celebrate this wonderful class of 2026. I'd like to congratulate Bella on her flight graduation. Um it was very special to see all the administrators, all of her classmates um celebrate her as she spoke to us about what flight has meant to her and what she plans on doing next, which I believe is Elco, which is very exciting. Um, I would like to thank the biomed
pathway for surprising me and honoring me as a program champion. I have spent a lot of time with those kids over the last four years. Um, that pathway because of my education is very dear to my heart and this class is very dear to my heart as well. And so, thank you. Thank you very much for that. Uh, Center Street Spring S and band concert followed and then we went on to the Gradwalk which is an absolutely phenomenal event to watch as the seniors are congratulated Whoops. um by all of the elementary students and the and the teachers get a chance to see um their former students, some of which they probably haven't seen since they left the building. Um and then finally last night the arena graduation which was incredible. I also would like
to thank Dr. Plotkin for all he has done. Um the remainder of the week is busy um to say the very least. We have three more promotions and then of course high school graduation. I'm a little bit different than Frank when it comes to running my next campaign. I decided the day after I took this seat that I would be wanting to do it again. So, I am also going to be throwing my hat into the into the uh campaign and I will take a ride to Norwok >> to file my papers um as I hopefully can continue um to be a part of this educational um community um and serve um the people of Elsa Gundo, the students of Elsa Gundo and the amazing educators of Elsa Gundo. with that. Have a wonderful, wonderful
summer break. >> Okay. Um, well, I guess I'm going to I'm going to repeat 4.0 breakfast, but I'll go fast. Um, the past two weeks have been filled with many daily activities and celebrations that make our district so special. As we close out another school year, it has been wonderful to see our students hard work and accomplishments recognized in so many ways. One event that particulars stood out was the 4.0 bre breakfast for the graduating seniors. It was an amazing experience to celebrate these students and their achievements. What was especially remarkable was the large percentage of students in attendance who maintained a 4.0 GPA throughout the throughout all four years of high school. Their dedication, perseverance, and commitment to excellence are truly commendable. This accomplishment is a reflection not only of our hardworking students but
also of the dedicated teachers, staff, and families who support them along the way. I also had the opportunity to attend the Eagle's Nest graduation where I watched my niece graduate. It was a nostalgic and meaningful experience, especially coming on the heels of the senior breakfast. Seeing students celebrated at the beginning of their educational journey and then watching graduates cross or run or cry across the stage is a powerful reminder of how young the journey starts. It was a wonderful full circle moment and a reminder of why the work we do as a district matters so much. As we head into summer, congratulations to all of our graduates and thank you to everyone who contributes to making these milestones possible for our students. And Jack, I want to thank you for being alongside my journey personally
with um my child and I I just look to see all the great things since you're not leaving Elsagundo. I mean, we're going to be able to know all the things that you're doing and you will be missed and I really appreciate your heart and your hard work and everything you've given our district. >> All right. Since the last board meeting, we have all been very busy attending several events. And I'm not saying this to brag about our calendars, but rather to highlight the many ways our schools and community come together to support and celebrate our students. May 27th participated in the civics day part two, continuing an important tradition of engaging students in civic learning and encouraging active participation in our democracy. A continued thanks goes to Mr. Gast and the numerous Elsa Gundo
civic leaders and city employees who made the day possible. On May 28th attended the Rotary Community Service Lunchon recognizing not only our ESUSD recipients but other individuals whose service and commitment make a meaningful difference right here in Elsagundo. May 29th enjoyed another fabulous Richmond Street School spring scene. Congratulations to the students and the staff on a wonderful performance. The Annie selections were especially memorable with tomorrow remaining a longtime personal favorite. May 29th celebrated the achievements of Elsaundo High School students at the 4.0 0 and beyond breakfast recognizing those students and their families who have demonstrated exceptional academic success with a 4.0 every academic year. June 3rd attended the flight graduation celebration honoring the accomplishments of a student who reached an important milestone in her life. on May, excuse me, on June 3rd, attended the Elsagundo
Women's Club scholarship dinner where scholarships were awarded to 25 ESUSD students. Special thanks to the Elsagundo Women's Club for their continued investment in our students and their futures. June 8th attended the graduation of Arena High School students, a true celebration which closes with the annual Rose ceremony. A heartfelt thank you to the many community community partners who generously ensure that every graduate receives a scholarship reflecting the strength and caring spirit of our Elsa Gundo community. As another successful school year comes to a close, I want to say congratulations to all ESUSD students who are promoting and graduating. This is a special week where all of their hard work and accomplishments are recognized. I want to let you know that we, and by we, I mean our entire community are proud and wish you continued success
in an exciting journey ahead. And last but not least for Jack, there are so many beautiful words and rarely am I at a loss for words, but I won't duplicate efforts. I will say that Frank said it best. You are a blessing. You have been. You will continue to be. And we wish you the best. We know that they are lucky. And with that, I say thank you and continue to be your best. You are appreciated. >> All right, a lot of things to cover in this meeting. Um, I'll just add a few comments just to things you've already talked about because we were all at most of them together. Um, civics day of course. Yes, thank you Mr. Gas for another amazing collaboration with the city. Um, I was especially excited to hear all
the environmental perspectives that were brought into it. I was my little green heart was just going crazy there. But I I really I listen to things like that and I think we're good. We're in good hands with the next generation. I really think they they think about those things better than some of us do. So, I think that's wonderful and I hope that we can bring some of that to fruition. So, wonderful for their time and effort there. um so many awesome senior things that we've been enjoying, that being one of them, but um it's really the excellence in education in academics that we're seeing a lot of celebration for. I mean, tonight was a room full of celebrating excellence in athletics. But I will say like the the 4.0 branch, the the scholarship, the
senior expo was amazing. The South Gym was full of presentations by seniors such as this one right here that just gave them a moment to shine and share what they'd spent so much time and energy putting together this year. Again, I walked into that room and I was completely blown away by how many thoughtful projects were ready to be shared by you and your classmates. And again, it's it's it's given me great hope for the future. So, it was wonderful to to see that. Um, on the musical front, we've it's been a bevy of things. I mean, the the orchestra, we didn't even talk about the orchestra concert that was literally overflowing the stage in the pack. Like, I I said, "Oh my gosh, we're going to have to build a bigger performing arts center.
I don't think that's on our FMP, but I'm just saying I the way that that program has grown in the last few years has been amazing. Much gratitude to Roslin and of course the Ed Foundation for all that work. But I I have to say spring sings were amazing. Um hearing The Lion King be one of the uh shows that one of our classes did. I actually sent a clip of it to the producer of The Lion King, who happens to be a friend of mine. He's like, "That is so sweet." He was really touched to hear a generation that was not even a twinkle in the parents eye when he made that film like be still such an important part of their culture. So, it was really beautiful to see that and all the
shows that that the kids performed. Um, again, all of that so grateful for our for our instructors and the Ed Foundation for making all that kind of stuff happen. I mean, we don't just get that here. So, uh, thank you to the Ed Foundation, which we did, as Christa Gabon said earlier, spend a couple hours with this morning, um, having their look back on the school year and having, you know, their thoughts on what's coming ahead. And I want to say we are really lucky to have Christa being a person coming back for a fifth year as the chair of the Ed Foundation. So thank thanks to her and a room full of amazing volunteers from all perspectives, business community, current parents, alumni parents. It's it's a great coming together. Again, like we've said multiple
times, our community really celebrates our public education system and and the amazing products that come out of it. So, it's wonderful to see that in that room this morning and to know our district is so much richer literally, culturally, exper experientially because of the EP Foundation. Um, and yes, we've had wonderful heartwarming two wonderful heartwarming uh graduations that I was able to attend, not preschool, but um I was able to go to both flight for Bella and the arena graduation. So much so much joy and personal connection that you really feel in those events. I mean to to know how special those students are and and to see them cross that finish line is just so amazing and you know a lot of that heartwarming joy I'm actually going to program into or channel into
some gratitude for Jack as well because um wrapping up 19 years 19 years of service this week with us and uh moving up moving on up to assistant superintendent for Dwarte is amazing and I have to say some of us were here and got to know him back in 2007. Yeah, that would be 19 years ago as the assistant principal at Richmond. I wasn't at Richmond, but I did get to know him at the middle school when we had I had young men there who one of them I think only had one uh interaction with the leadership there, let's just say. Um but but I will say Jack also was part of shifting into IB mode at the middle school, which was no light task. So that was that was a big moment to be
part of that. And um after your time in middle school, you've done so much work in in your next role for you know students is in our in our special education program. It requires so much heart and focus and you're the perfect person to take over in that that realm and and to see flight become a thing under your time with us is amazing especially now to have seen Bella graduate. What a what a beautiful like point of closure I hope for you on on that task. But um we will definitely miss your commitment to our students at all levels and your institutional knowledge obviously is is priceless as well. But we are very excited to hear about your next chapter and see where you go and Dwarte is very lucky to have you joining
their team. So uh I think that's it for now. I am ready for more promotion and graduation fund this week and then hopefully everybody will take a minute to rest after that. Unless of course some of us need to start filling out paperwork for a campaign in November. I don't know. There's a lot of hats being thrown in this room tonight. So I I feel like three is a lovely number. So perhaps three of us should make that carp pull together to file some paperwork this summer if the community will have us back. I believe we want to be back and and you know do that. Oh, Heather's got a new car. Let's Uber in style to the courthouse. Anyway, I I I will say it having having done this two terms now, um it
is definitely a a work of love and and and honestly I I wouldn't do it if I didn't still have the passion for this place. You guys continue to energize me with what is happening and who's coming through the system and what more we can keep doing for the future. So, I I'll see your rebid for election and I'll I'll join that both of you. So, a triple a triple uh repeat three repeat. Oh, sorry. I think I have to pay Pat Riley if I say three repeat. So, okay. Anyway, um that's it for now. Thank you. Passing them along. >> Thank you, President TMZ. All right. On the PTA side, I just would like to say thank you for their assistance with all these end of the year activities. So, PTA does a lot
of behindthe-scenes work. um whether it be for promotion, graduation, class activities. Um they make those things happen. A lot of volunteer work, a lot they move a lot of kids. Those kids don't end up at Chevron Park by without a lot of help. So I just want to say a big thank you to all of them uh and all the behind thescenes work. On the ed side, I also want to second and thank uh Christa Kaban for coming uh for another year's president. really grateful to see her back at the dis um from her uh her rock attack. Um and and then um it's uh just such a pleasure to see her back in the presidency for another year. And then on the staff side, we I want to thank uh in this very room,
we had our principal interviews for Center Street. This was after a process of meeting with staff and hearing feedback. And then on the panel, we had community members from PTA and Ed Foundation as well as teachers and classified staff. Um, a great opportunity to see the candidates out there. And we have our second round tomorrow. Uh, and um, we'll see what happens by the end of this week. And then I I really want to uh, you know, I'd second all the things. I was knocking things off the list as they were mentioned. Um, uh, but I personally want to thank the superintendent advisory council. Uh we had I think 10 meetings this year. Uh tomorrow is our final meeting where we'll be looking at the facilities master plan and having a pizza party. Uh and
so it's just been it's been a really awesome experience. I had an advisory council in um Hermosa, but Maddie was was our first chair here in Elsagundo. She did a fantastic job and it was just super fun facilitating with the elementary, middle, and high school students. Just a great a great group of kids, young young adults. And so I um just really appreciate the advice and the and and the feedback they've given is great.
