Good evening. Is the practice of our board of education to precede our meeting with prayer and the pledge of allegiance. We invite you to bow your heads for prayer and stand to join us in the pledge if you so choose. Mr. White. Lord, we respectfully ask for your guidance and wisdom as we proceed with business before us. Keep us mindful of our purpose of providing a quality education for the students attending Taylor County Schools. Amen. called on the meeting to order. All board members are present. Dr. Stallings, do we have any addendums to the agenda? >> Yes, Miss Galla, we do have one. Uh, as you know, and uh there is an addendum in your packet. Uh I would ask that you replace item 5203 with the newly provided 5203 uh one from a termination
changes to resignation as per that paperwork that's in front of you. Thank you. That is all we have this evening. Sorry, I was looking for the paperwork you said. >> Oh, here's a copy. >> Might have been face down at my when you sat there. >> Oh, okay. >> Sorry, Bob. >> Thank you, Dr. Stallings. >> You're welcome. Superintendent respectfully requests approval of the agenda as amended. Do I have a motion? >> Mr. Summers moves. I have a second. >> Second. >> Mrs. Belner seconds. All those in favor? >> I. Any oppose? All right. Motion passes. Um that moves us to our 1000 series and we do not have any delegations. Is that correct? >> That is correct. Okay. So, we have a presentation here from our legal counsel, uh, Mr. Jason Long. At this
time, I would make a motion to entertain that we go into executive session for uh, legal counsel. >> Second. >> Any questions, comments, concerns before we vote? All those in favor to go to executive session. I any oppose? We are now in executive session at 603. All right. The board reconvened from executive session at 6:54. Uh, no decisions were made. That moves us uh down in our agenda to superintendent updates. >> Thank you, Miss Gallow. I'm going to pass around uh a sample of what is being used as one of the previous discussions we've had. You remember we were talking about one of the safety issues that we're talking of and uh there's a notification that the school is implementing. Um it looks like this. Receive information and this is actually a copy or a
sample of what parents would re would receive should that occur in the school. uh we've spoken of it and I thought you might appreciate having a sample if you'll take one of those and pass that around. This is just notification and the parents received information as you recall at the beginning of the year uh that there's a new process of should there be a disruption in the classroom that they were letting the families know that they would so that they were learning more than just from their student. Uh this is just the the uh helping hand type notification to speak to your student, your child, if in fact he or she comes home with one of those in the backpack. Um that was one of the pieces that was designed when we had that conversation
earlier with the safety committee. So we I'm going to move into the other pieces uh as well. Um, I'll start with information that we will eventually be we it's kind of one of those homework assignments that we have been mentioning once before. And here is another one. I'll ask the four members that are closest to me. There there's a packet of information that was assembled. Uh as you know we initiated uh the steering committee on uh enrollment and planning recently and that information was what had been gathered and shared with them at some point >> he has a copy uh having been one of the members of that committee. So um this is not something we're discussing this evening because there's a packet of information that we'd so much appreciate you reviewing in anticipation of
a conversation at our next meeting. We think you'll find a lot of data that has been shared as a part of that steering committee first and foremost with our uh directors. Uh subsequently we are scheduled to talk with our administrators from our buildings next Monday during their administrative council meeting and then uh on the 22nd when we reconvene as a board. Uh I would ask that you uh have take please take the time to review that uh and just uh we will be encouraging and enlisting you as another conversation of uh what the data is talking about telling us so that we can start some brainstorming about how to respond to the information and what it's telling us about Taylor County. Um that's just I will say for your reading pleasure at this time I
want to give you an update about some other things and that was as I hope you saw in the newspaper on Wednesday there was an article in there regarding uh the outcome of our faculty staff opener we had a prior week. It was supposed to be in the Saturday paper but for some reason it didn't get there. So, but it was in Wednesday's edition of the Mountain Statesmen and it just provided an overview of what was presented at that meeting. Um, I think I mentioned before at one of the other meetings that uh our goal is my goal is to work with the with uh the journalist from the Mount Station and Miss Skinner and we're going to try to have something of that nature uh following our meetings periodically, not just from our board
meetings that she I hope she's listening right now, but also about updates uh to promote many of the things that we're doing Taylor County Schools uh as a part of my leadin with the opener It was a reminder that we should be promoting and not missing the opportunity to tell the community what we're offering to our students and the community. Uh so that is forthcoming. That article you just saw on Wednesday was one example of that. We do have uh this week scheduled goal setting for our administrators and our directors. Uh you as you well know on the first last week we met together to do goals for myself with you and your goals for the board. They are on the agenda for you to review and finalize and approve. They haven't become official until
you make that decision tonight as I hope you will. Uh you will notice on your agenda and I think it's important to mention this that there was a a large list of trips educational uh journeys being taken different places throughout the state for different reasons. Please understand that this is primarily the time when most of them come to our attention because in many cases they need review approval etc. so that we can give them time to book reservations for certain things like if they need a tour bus or if they need to make some fundraising attempts to get there. They need to be given some support to say are these educationally connected as you see on the agenda. our requirement is that they give us that information and so I just want to explain why
the agenda seems to be there's a long list of those this time. I'm positive that's not the end all but it is certainly a large group at this time. you had made some data requests and uh we have uh I have information to that end where we are providing I'm going to provide you a color-coded chart in gray for Mr. Summers but I will pass ask that you pass this around. the last time we did speak of our scores and profic proficiency levels. Uh if you'll take one of those please and pass those over. The information that is there if it seems gray it is highlighted with with intention to draw attention to uh our comparison. We had not included information about where the states scores happen to be in those last couple years. And
that's merely the addition of that. So you'll notice uh the top two rows speak of each school speaks to math. The school first, state second, subsequently right below the last two, the bottom two of those four are reading and for both reading at the school level and the state. And you'll notice when the boxes are gray, they were surpassing the state. I wish I could tell you that this entire chart were gray or green depending on your ability to see the color. Uh however, you will notice we made a notation last time. West Taylor seems to be doing quite well. Have done that consecutively for the last three years. Uh there was a notation, I think we talked about that last time about actually finding some expertise from within as well as bringing people from
outside the county who might be able to help. uh review and talk about what are you doing that's doing so well at the school level. I won't dwell on that, but I want that was in response to the request. What happened? How do we know what the state can does to compare? That's why you're getting that tonight. With regard to facilities, we have uh Anna Jarvis is anticipating that we provide a tour for you as board members and we spoke to that and answer to your question as recently as this morning. Not yet. They are not ready to allow us to bring you in. But I will be scheduling that and I have uh we'll be preparing a question to you um maybe after the board meeting. I'll be speaking to you individually because I
want to be able to figure out I can arrange for when they're allowing you to go in there. Uh it will be possible to do uh those of you who work I can arrange to do an an evening when you can make yourself available and we can figure out what date that would be because the gentleman that works as a super the uh work clerk of the works is offered to be available to do that. Uh typically though those of you who are not employed outside of the home etc and can make yourself available we can make we I can arrange for a daytime visit for you. So be looking at your calendars and thinking about when that but they tell us not before October. Just letting you know that they are not will not
be ready because they think that that was when they're ready. Remember this is the contract we agreed to. We own the property, but the contract is it is theirs to prepare our schools so that they can be safely providing us an opportunity to see it. So, um, we all want to get along really well with the people that are doing a great job at the school. And so, that is what I understand as recently as today. You had asked about that. That's why I brought that up tonight. The transportation building, as you hopefully have seen, has a new tank. And there the second tank is as of today we learned it is uh soon to arrive and it is not we originally thought there would be three tanks at that facility for each of the
kinds of fuel but this second tank will be one tank with two halves. It's been designed to accommodate that. So we'll be placing not three tanks on that site but two yet will still accomplish the same need. And I believe that is all I have for you at this time. Scallow and the rest of your report. Thank you for your time. Thank you. Dr. Stallings moves us to board member updates or committee meeting reports. Do we have any for that? Okay, that moves us to the 2000 series minutes, policies, contracts, and agreements. So, the superintendent respectfully requests the approval of the minutes from the regular meeting on August 25th, 2026. Do I have Mr. Taylor moves? I'll second. All those in favor? I any oppose? Okay. Superintendent respectfully requests approval of the minutes from the
special meeting on September 1st, 20126. >> Mr. White moves. Mrs. Belner seconds. All those in favor? >> I oppose. That moves us down to policies and code. So we have um one item there. Superintendent respectfully requests approval of item 2034 in the 2000 series. I have a recommendation. >> Mrs. Belner moves. >> Second. >> Mr. Taylor moves. Comments, questions, concerns. I did have a qu. So since this is just a technical change, we don't have to have >> it doesn't have the multiple ratings. Yes, ma'am. Thank you. >> Yep. I was waiting for you to ask that. >> I had myself a note. All right. All those in favor? >> I. Any oppose? Eyes have it. That moves us to um memorandums and understanding. So, superintendent respectfully requests the approval of item 2035 in a
0172000 series. Do I have a recommendation? So move. >> Mr. Taylor moves. I'll second. >> You got it. >> Who? >> Mr. Summers. >> Thank you. >> Any comments, questions, or concerns? All those in favor? >> I. No opposed. Moves us right on down to 3000 series. So, we have the consent calendar. We have several chaperoons. Um, assuming to go on a lot of these trips. Several trips. Request of use of facilities. We have out of state trips, school support. Superintendent respectfully requests approval of items 304 and to 30 32 in the 3000 series. Mrs. Belner moves. Mr. Summer seconds. Any comments, questions, concerns? >> Yes, I do have a comment. Uh, in the chaperones list, my son and daughter-in-law are listed there. [clears throat] It being a group of five or larger, I will
vote. >> I'd just like to talk about 3026 and 3027. I'd like to recognize Mr. Abaluchcci. I hope I didn't uh butcher his name, but u I think that's fantastic that that our high school band has been um u summoned to Gettysburg, right? Invited to Gettysburg to perform. As do I think that it's fantastic that Mrs. Boliard will be taking uh some FBLA students um to actually present uh at the national conference. So um I would I would like to hear about that presentation but I I think kudos to to both those groups. >> We can certainly invite them to come and share their results while they return. >> Sure. >> So Dr. songs. I notice several do have funding sources, but then those who do not, I'm assuming there's no need for additional funding
for them. >> No, we they're covered under regular, >> right? They're the the initiatives are covered unless there's some fundraising that they're going to still be doing, but uh I think we're good to go. >> Okay. Right. Any other questions, concerns? All right. So, we have an open motion on the floor with a second. So, all those in favor? >> I have it. All right. That moves us to 4,000. So, we have financial. So, we have Mr. Dolan. What do you have for us this evening? [clears throat] >> Uh, what I have for you this evening is uh just vouchers payable. So, you had two parts of uh two parts in your packet. Uh checks that have already been written. Uh those were contracted services such as like - uh utility bills for the city
of Grafton. Some looks like some uh supplies for Freys auto and our frontline education. And there were some other items in there that looks like it [clears throat] picked up some items that were approved on our last meeting as well. So in that in that report uh the second part of it are schedule checks to be written upon your approval this evening. Uh some of that uh some of those items include H Newman uh JT Martin some travel expenses for uh various employees throughout the county. uh professional development, instructional material, transportation supplies, uh some invoices for summer feeding program, and then some maintenance supplies uh throughout the county. And that's all I have for you this evening. >> Yeah, Mr. Dolan, I had that highlighted the central. So, can you expand on that a little
bit? >> So, is uh technology. So, it's a program that helps reduce the cost of uh all of our internet and data that we use throughout the county. So, it's kind of a it's a give and take. They they provide services for us, but then we also receive reduced pricing on a lot of our uh technology supplies, internet switches, um reduced cost on our uh frontier bill, things of that nature. So, it it helps us out a great deal because it saves the county a lot. Uh, roughly 40 40 to 50% on some of our items. So, >> wow. >> Uh, Mr. Dolan, on page 26 of checks to be written, could you explain um just briefly what uh what Nightlock is? Yeah, nightlock is the uh it's a security device uh that we're implementing
in the county. Uh Dr. Decker would be able to explain it a little bit better than I can, but uh I said that is that's my knowledge of it >> to not give too much information in the public airways. It is a way to secure doors inside of our building if there was an intruder. So, I'm happy to go into more detail, but I don't want to give too much detail so that if someone came into the building, they would know what to do with it. >> I appreciate that. >> But it'll be on every door in our in our county. >> Thank you. >> What is the 600 to WBO? Is that for like the snowbird or >> Yes, ma'am. >> Okay. >> Yeah. We had to continue that contract until it was fulfilled.
If not, then we were still gonna have to pay it. So, >> I remembered something about that. Yeah. >> All right. Superintendent respectfully requests approval of the items in the 4,000 series. >> So, move. >> Mr. Whiteair moves. I'll second. Any additional comments, questions, concerns? All those in favor? >> I. Any oppose? Okay. All right. That moves us down to the 5000 series, student matters, personnel, and legal matters. So, we have um a few permissions for students to drive themselves to UTC. So, we will vote on each of those separately. Yes, >> if I can clarify or just provide the reassurance that each of as you'll recall we have both a school level and then uh this level uh contractual agreement with the parent andor understanding >> that we initiated this year and seems to
be going quite well. >> Thank you for that clarification. Mhm. >> Superintendent respectfully requests approval of item 5177 in the 5000 series. I have a motion. >> Mr. Spelner. >> I'll second. >> Mr. White seconds. All those in favor? >> I oppose. No. >> Okay. That moves us to uh the superintendent respectfully requests approval of item 5178 in the 5000 series. >> Mr. Taylor moves. I'll second. >> All those in favor? >> I oppose. Superintendent respectfully requests approval of item 5179 in the 5000 series. >> Mr. Summers moves. >> Second. >> Mr. White hair seconds. All those in favor? >> I the eyes have it. So, moves us down further into our 5,000 series with employment extracurricular approval of um payroll uh three-step payroll increases, substitutes, resignations, leave of absence, service personnel, employment, extracurricular resignations
and then creations leaves of absence. So I'll give you a moment. Superintendent respectfully requests approval of items 5180 through 5202 in the 5000 series recommendation. Mr. Summers, >> Mrs. Belner seconds. Any comments, questions, concerns before we vote? >> Yes. Uh, my daughter is one of the groups in 5184. Uh, it being a class of five or larger, I will vote on it. >> All right. Thank you. All those in favor? >> I. >> No oppos. So then we have uh the amended item 5203. Superintendent respectfully requests approval of item 5203 in the 5000 series. >> Mr. Summers moves. >> I'll second. >> Mr. White hair seconds. All those in favor? I oppose. That moves us further into the 5000 series with our superintendent goals for FY27. So, take a look over those before we >>
No edits were made since your meeting. >> Yeah. Thank you for that time. By the way, >> superintendent respectfully requests approval of item 5204 in the 5000 series. >> Mr. Taylor moves. >> Mr. Summers. All those in favor? >> I have it. >> Thank you. >> So then that moves us to our board goals for FY27. Those are also listed there. >> No edits were made since our meeting. Okay. Superintendent respectfully requests approval of item 5205 in the 5000 series. I'll make the motion. >> Miss Mrs. Belner seconds. Thank you. All those in favor? >> I as have it. All right. So, we don't have anything listed in the 8000 series for board comments or discussion. I I would like to bring up a few things. >> Same. >> Um uh one of the smallest
things is uh I was out driving around yesterday afternoon and the flashing lights for the 15 mile per hour zones were flashing. And so I I I think we need to go through our days of early leave, our days of being off and vacation and holidays and make sure we've got that in tune with that automation to make sure that's not working. Now I was coming by Anna Jarvis and nobody was paying attention to it. So I followed the three cars in front of me at 40 miles an hour and felt okay, but I don't think it was causing anyone any major distraction. But it looks like it's a perception issue. So I'd like to have see if we could address that a little better. Um [clears throat] the um it was brought to my
attention and and I don't know all the forms, but a parent was filling out the for the middle school their students information. It was listed where they live, uh siblings, that kind of stuff. And um >> is that the emergency procedure card information? Is that what you're referencing, sir? Uh, I did I didn't think it said emergency procedure card, but it did say student residency at the top. And they said other than the grade they're in and their age, the two or three pages was the exact same from last year. Could this be automated such that it's not filled out every year giving residency siblings and all that stuff such that they could just and it could even be automated enough that that you would know they're a year later, a year older and go
from that and said it would save a lot of time because there is a lot of things going on and the parent was really saying it, you know, other than the age, there really wasn't much to change, but it was a long form to fill out and said, so we take a look at all the forms that have to be filled out to see as much as we can to be automated with today's technology and everything online and having virtual training and virtual classes that we please try to automate as much as we can. Now, it can't be done for this year, but it's something we can clearly strive for. And uh you know, it should be it's not in our goals, but it should be one of those things in the board's goals and
the and the superintendent goals, and we could even bring some of those up for review over the years so that we enact it by next year. So, I think that would make the parents very happy. I made a note to have that as part but you're referencing as part of the parent return packet. >> Right. >> I think we I think we've brought this up before, haven't we? It seems like we have brought this up before and there was some reasoning. I don't know if it's >> we have we have talked about it. It's just finding a format that protects data. >> Yeah, I thought there was something and I think because our nurses get that information. >> Yeah, we'll continue to look into that. I can't make it. I can't >> promise you anything
other than look >> into one or two forms that could be automated that really doesn't change or at least print it out and send it to them and say uh you know initial at the bottom you know or something like that I don't know something or or they could email it to them and and they reply looks good you know I don't know what the answer is but clearly in today's technology with today's technology and with communication forms we have we should be able to do something other than papers being sent home on the first day of school. So, >> one thing. >> Yeah. >> Uh, and that should be a goal of the board and the superintendent to make sure we do and and we should look at everything like I that was just
one form. I'm sure that's not the only form. So, uh, lastly that I have to bring up is um >> Oh, I thought you said two. I'm sorry. >> That's all right. I'm sorry. Um, the uh you know 911's coming up on Friday. Um, I don't know if there's any special recognition, any special training, any special, you know, two minutes of silence or anything like that. I don't know if the school or the county was doing that, but you know, this is it's one of those days that, you know, of course, any kid in the school doesn't even know it. There probably maybe even a teacher that wasn't alive when that happened. It's been 25 years, so there'd be a new teacher that was only, you know, not even born yet. But we don't want
to lose that. Mr. >> Yeah, I may have missed my um opportunity. Maybe it should have been under board member update, but do we have we heard anything back on the oil and gas? >> We have not. >> Okay. >> As I told you last time, I'm as soon as I get it, you get it. >> I got you. All right. >> I did think about that today and I thought, well, when I looked at my notes before, that's what I said. So, I thought, well, just stay with that. All right. Thank you. Good question. >> Could we have a report at some point on what we're doing to remediate the math scores? >> In fact, you will be hearing that information from each of our schools. I have been meeting with them and they
are you'll be surprised at the changes they're making. There will also be a portion of their goal setting meetings with me at the end of this week. I know the high school is eagerly awaiting to talk with you about the changes they've made and I don't want to steal their thunder. >> Back to what Mr. Summers was saying, Dr. Stallings, do we know if there is any observance planned? I am not aware of anything. >> At the football game on Friday night, it is first responder appreciation night and they will be honoring first responders that >> Very good. Maybe we can. I'm glad for that update. That'll be perfect timing for that. >> That would be a perfect time to add that in and make even make some recognition. Thank you. I believe he I
believe they're planning on honoring any that are there in the end zone and they'll be honorary captains from each of the departments. All right. I think that takes us then down to the 9000 series. future meetings. September 22nd, 6:00 here at the board office. October 13th, 6:00, and that will be our first visit uh to our schools, and that will be Taylor County Middle School. October 27th, 6:00 at the Taylor County Board Office. November 10th, 6:00, we will travel to Grafton High School. November 17th, 6:00, we'll be back at the board office. December 1st, 6 o'clock, we will visit Anna Jarvis. December 15th, 6 o'clock, back at the board office. Um, wow. And then we go to January 12th. I think that needs to be 2027. >> I think they're going to provide a time
machine for us to go back. >> 6 o'clock. And we will uh be at Flemington Elementary School on that day. >> That was a test. make sure we're reading our >> uh I'd like >> I'd like to make one recommendation uh goes back to uh Dr. installing something. You say you're trying to give us a tour. Uh maybe December 1st would be the best time. You know, maybe meet at 5:00 since we're meeting at the school anyway. And that gives them plenty of time to get ready to to give it give a tour at that time and be ready. And we can see it at that time and all board members are usually present in the meeting. So that might be the perfect time to have it. >> I can certainly do that. I just
don't know if you would be willing to wait that long, but it'll be >> more. I think I think the building we're just driving by it's beautiful. As it starts to take shape the the window frames going in are just fantastic. So, um the further the further along we go I'm sure is we're just going to be odd. >> But then they may have one, you know, one or two classrooms uh painted and some, you know, some furniture or something there. >> You just never know what you might find when you go in there. >> That would give some idea, you know, to see the technology in one of the rooms and and that kind of stuff. So, the >> watch this space. We'll say right now as you drive by just there should be
a big sign that says watch this space >> as it as it >> it's just a recommendation and it might give them plenty of time to make the make make it make it a worthwhile tour and and we're probably all going to plan on being there anyway. >> I can certainly delay that for all of you but we can make those arrangements in some fashion if you >> Yeah. >> I think I think if we all check our schedules because I know some of us work so I don't know. >> Yeah. And let's leave the invitation open to should someone still want to sneak a peek in October, you let me know and I can make that arrangement as well. >> Are there any other meetings that we need to add? >> Not to my
knowledge. >> That's good news. All right. So, do I have a motion to adjurnn? >> Mr. Taylor moves. >> Second. Mrs. Beltner seconds and we are adjourned at 7:29. Thank you all. Have a wonderful evening
