Um roll call. All board members are present. So that takes us to the approval

If you'll note, uh, item 3006 has a duplicate name in the first column, bottommost name. If you will remove uh the name Amanda Frier, although she we want her on the chapron list, we just need her name once. The second item, it needs to be uh there's a typo. Item 3012. Inadvertently, we have listed WVE as an Edward instead of WVU Extension Office. right toward the end of that recommendation. Item 3012. That is all I have so far. Thank you. >> All right. We don't have any delegations. And that brings us down to a presentation from Mr. Dave Robinson with the American Legion Post 12 in Grafton, West Virginia. So, welcome to the American Legion. And I think when you come up, you'll just need to flip the microphone on the bottom there. Thank you. Oh, there we go. Okay. Well, first off, we'd like to thank you all for letting us have a few moments of your meeting. I know you all are busy. Uh what we wanted to do here was explain a few things that we can do for the students of Taylor County. Um for our

004high school students, we have several major programs. One is the American Legion Mountaineer Boy State program that is held in June at Jackson's Mill and that is for junior boys that meet the qualifications and we will work with the guidance counselors as soon as we get firm dates. I can tell you the dates for this year's uh camp is the 6th to the 12th of June. And if you know junior boys that would like to attend this, it's a very good class. Last year we we sent four boys from Grafton High there. They all had a great time. It teaches government to them. The other program is a girl state program. We didn't want to leave the ladies out. So at Davis and Elkins College, they have their roodendron girl state and that is the

005same week at Davis and Elkins and their process is a little different than ours. So I don't have a whole lot of information but it's still run through the guidance counselor at high school. Mr. Mahon is the person that runs that for us and he takes care of that. The other program we have is called the high school ortorial program. that is a scholarship granting speech contest that covers the entire state. Um, it is for students 9th through 12 and they have to do two speeches, a 10-minute speech on the Constitution up to 10 minutes and they get we get topics from our national headquarters that are we pick a topic and then all the students that are competing at that contest will do the same thing. They get five minutes to prepare for that

006and do it impromptu. We have this every year in fe March February March and that will be more stuff at the guidance counselors to pick it out. We've had an individual from Grafton about seven years ago that won the state final. uh Trevor Swagger was his name and he won and went to compete at national because when you you win at your district which is the local one then you go to a sectional which is three districts three American Legion districts out of the state to compete. If you win there then you go to the state final that it's all comes down to three people at the end and if you win that then you go to national. Now, the benefit of this, if you win the state competition, you get a free ride to

007any accredited school in the state of West Virginia. If as you're going through the process, first, second, and third place get prize money all the way up to the top. Should you win the state competition, then you go to national. National is a check for about $20,000 if you win. and then they're second and third place as well, but you're competing with all the other states. Um, it's a very good program. We usually don't get a lot of folks to do it because they're afraid to speak in front of people, but it's a very good program for if they're looking for college money. So, and it's out there. So, that's the two big ones we also do. Every year at the middle school during Veterans Week, we teach flag etiquette to the students. They bring

008two grades in at a time and we do two sessions. And it's amazing to us the amount of questions we get from these young people. They're asking really legitimate questions, not off-the-wall questions, but really legitimate questions. And it's a very good time for them. and we have a lot of students want to talk to us afterwards and things. So it's it's very good program for us to do. Miss Mahon and Miss uh Godfrey Flity God I don't know how she says her name always invite us in that week. So it's very good time for us as well as the students. Um the other things we do is uh any organization that calls 4, those type of organizations that would like flag etiquette done, we do that as well. Some days on first Fridays downtown when

009they're still having them, we do uh flag education and ceremonies at the historical society. We did a ceremony for you all here a few years ago and thank you for still leaving the table up. Thank you very much. Uh but we do those kind of ceremonies down there for open up to the public. So we do that. The other thing we do, we started this about this will be our sixth year to do this and we call it the kickoff of Veterans Week at our lot out at Blueville at the intersection of 119 and 50 is our flag lot. We put up 50 flags, one for each state, all the service flags, and we put them down and everybody gets there and we raise all 50 at the same time. We usually have the high

010school band comes and performs for us and usually the entertainers. I know we have two new instructors over at the high school now, so I have to go get with them to make sure we're still good. Um, so we do that. Also, at Veterans Day and Memorial Day, we do services This year the American Legion will do the service at the National Cemetery in Grafton. Uh Mr. Chido is here and he usually brings the band. Mrs. Chido usually brings the choir and they do our ceremony there with us. On Memorial Day, we do two ceremonies. One at the West Virginia National Cemetery, which Mr. Chido and Miss Chidu always come and do our music there. And then at at the National Cemetery after the parade. and that's where the high school entertainers and the band

011do our music there. So, we're we're very grateful to the students that do that. Um, the American Legion was founded in 1919. It was founded on four pillars. Veterans rehabilitation, national defense, Americanism, and youth. We strive for the Americanism and youth in our post. Not that we forget about the other two, but those are the big ones here for us. Make sure our our kids get the right way to take care of our flag, plus make sure they get an opportunity for scholarships or whatever programs we have. Every year we put in awards for our post and our county for folks. Uh this year we won nine awards out of 12 in Charleston. Um, we won an Americanism award, children and youth education and scholarship. [clears throat] Backing up a minute, we do a scholarship

012every year for a graduating Grafton senior every year. It's a $500 scholarship that they apply for and we have a team that picks the winner. I forgot to add that. Sorry. And uh the other one was civic affairs, veterans rehabilitation, and religious emphasis. Those are the six awards that we won there. There's also some individual awards. Um, in 2022 and 23, the Grafton Fire Department was named fire department of the year. Not too many people knew that. We tried to advertise it, but it didn't get out very much, but they were the fire department of the year. Um, in 2021, we had a police officer that was police officer of the year. He was a corrections officer from the prison. Uh, off correctional officer Farnsworth was his name. Um, there's an award called the Beni

013Golden Award that we give out that is for community involvement. We've had several people from our post win that. Miss Brook Russell, Doug Robinson, Dave Hogue, and Tim Jerkin. They've all won that award for their community involvement. We do a Legionnaire of the Year award. We've had some winners of that, too. We've had Doug Robinson, Brooke Russell, Dave Hogue, Mike Miller, Robert Malahan, Tim Jerkens, and I thought she was going to be here tonight, but she's not. I'm here to announce that this year's winner of the Legionnaire of the Year is Miss Jessica Barker, and uh we have her certificate, and we will get that to her. Um, we also do an educator of the year. We've had two educators of the year here in Taylor County. Miss Dalton from the high school and Mr.

014Mahon from the high school. Um, we also have a distinguished service award. Several people have won that from here too, which is Mr. Scott Willis, Mr. Rick Reese, and Miss Kathy Griffin. They've all won that award. Um, that's some of the things we do to try to recognize our community and make sure we stay in the limelight and get things out. But I have a a confession to make. I got people here as a little roose this year. Uh, this year our candidate for educator of the year was Mr. Josh Chido. And could I have you come up, sir? As I said, some of the things that Mr. Chido does for us with the band and all, he's never turned us down. We can ask him the day before and he gets his band ready

015to do that. Mr. Chido is is a the teacher that you want because he teaches the kids how to be prepared for life and get through their next challenge. And we'd like to thank you. I would proud to announce that you are the 2026 West Virginia Department of American Legion Educator of the Year. Thank you, sir. Now, I will tell you that that's not your big award. [laughter] In February, we have our midwinter convention. It's It's going to be held at Wheeling at the Oglebe Resort and that's where you'll get your plaque and and all that if you can make it. You will get a letter in the mail from our department headquarters telling you what's what and if you can make it, that's fine. >> Okay. Very good. Thank you, sir. Thank you so

016much for all you do for us. The last award I want to talk about is we have an award called the distinguished service medal and that's for a person who goes above and beyond and gets involved in everything that there can be involved in. Um this person is no stranger to Taylor County or its youth. Um, he's a community-minded person. A few months ago, when the board, state board of education said we had to have a picture of a flag and the words in God we trust on that, this person called me and asked if we could help with that. And we did. We we got the pictures and I believe they're up. I've seen them. It's very nice. Um, this person is also the MC for the Veterans Day and Memorial Day committees at

017the parade. And you probably already guessed who I'm talking about here. So, I'm just going to tell you that we are proud to announce that Mr. Doc Dr. John Stallings is the Distinguished Service Medal winner for the Department of West Virginia for 2026. >> [applause] >> By the same token, this is not your big award either. You have to come to Wheeling to get the breast of it. [laughter] That's really all I have to say other than to thank you all for your support. Uh because we do this all for the kids to make sure they get a chance to achieve. So thank you all very much. >> Thank you. >> I'm sorry. I have one more thing. All the schools in Taylor County. The five schools in Taylor County are always supportive of hoping

018that the principles would be here tonight, but they're not. We have a flag or a certificate for each one of them for their flag that they do for the schools and I don't know how I can get all of them. But we have one for each school. 019that you're doing for our youth. And congratulations to our our local winners. You pulled that one off. Well done. Thank you. >> Thank you very much. >> Thank you. All right. So, that moves us down to superintendent updates. What do you have for us, Dr. Stallings? >> Thank you, Miss Gallow. I have a number of things and there uh I just like to start with this morning. Uh the most current occurren situation took place as today was our FY27 faculty and staff opener at Grafton High School. And uh some of our board members were able to be there and I thank you for that. If you weren't,

020uh that's okay. We'll get you to something else. But you missed a great day this morning. Uh we had uh a a wonderful obviously some people may say captive audience but they were all in all the faculty and staff did agree to come and be with us this morning during which time we had a presentation from Mrs. Griffith updating them about the recent recipient of the mobile unit that you will be seeing next meeting on the 8th. We were going to do that this evening, but there was a scheduling conflict. But we will have you uh if you can remember to come on at 5:30 on the 8th. You'll be able to have the uh pleasure of doing a tour of that mobile unit that they were able to win. As you remember, she came

021and talked with us about that. She shared with her faculty. Uh I spoke to them about uh what my hope for their focus would be this year. And then we segueed into I won't say a really good I'll say a dynamite presentation uh by a representative from the capturing kids hearts program that you have endorsed earlier a motivational keynote speaker who spent some quality time challenging us giving us some things to ponder and uh encouraged the I feel like the faculty and staff left today inspired to welcome our proteges in the I during there was a a slight break in the middle of her presentation and during that time I was walking through the faculty and staff and not one person mentioned anything other than how helpful and appreciative they were to have that represent

022Lisa Drake I believe was her name. Yes. And so Miss Drake was here from Georgia. She uh her she's a spitfire of about four feet tall, maybe quite four something. Uh who I believe is a winner of a na a state um or basketball competition at the college level at one point in her history and that was a a wow factor for all of us. Uh she is as I said a spitfire and we were very smart. Dr. Decker and Mrs. Roberts and the other directors were uh beyond smart to capture her to bring her concept of capturing kids hearts to us and I am thankful for that as well and thank you Dr. Decker for taking the lead on that and bringing her to us. Um I believe that's going to prompt good things

023in our classrooms, school culture, relationships amongst one another that we so need. I also want to um mention that uh speaking of the faculty and staff, they have been hitting it hard in this month and especially in the last few days with professional development trainings uh including today's motivational speaker uh and that uh beginning tomorrow uh I even mentioned in church Sunday to please be cautious traffic might be a little more hectic effective Wednesday of this week And I'm I'm cautioning everyone to just be careful. There's going to be a lot more there. Buses are going to be running and people will be dropping off their children for the first time and picking them up in the afternoon throughout our county. Uh tomorrow, Wednesday the 26 is when kindergarten through 12th grade will be doing

024just that. The next day, kindergarten 12 will continue and we will add the first half of our preschool classroom students. As you remember, the board has been asked and you have endorsed allowing half of the pre preK class to come the first day so that they can become acclimated to the new world of school and then they take a day off and their counterpart other half of that same preschool group. they come and then on the uh 9th or excuse me, September 2nd, the will be the first official day of everybody enrolled in Taylor County Schools from preK through 12th grade. So there's your kind of plan for the next several days with traffic changing, etc. as we all adjust. Um those trainings, by the way, have included some uh recently uh heavily discussed issues

025of concern. One was deescalation of students who are having some difficulty as well as the appropriate restraint training so that our faculty and staff can be more familiar with responding in support of the student needs. Um that has also been taken as a part of the safety planning per also per our previous discussion contact has been made or initiated via email with Mr. Murray of the West Virginia Extension Office and that extend that contact was initiated requesting that he provide me some dates and times when I can uh visit with him and we can schedule a meeting to revisit the reestablishment of the former committee that we once knew with regard to camp tolls. I still I'm awaiting his response to that and I know he's a busy man as well. I'll keep you posted

026on that as well. Next, we have a request that was also for per our discussion earlier. I've contacted our attorney uh and provided her the information regarding those two things we pulled at our last meeting regarding the oil and gas lease that was proposed asking for their expertise and recommendations regarding the uh the level of those first I'll say those first offerings and I'll get you I don't have a response from that yet. Uh, I'm Dinsmmer Scholes does that for us. Uh, and I I'm sure that they're figuring out which of those individuals would have the expertise we could need and I'll be letting you know once I hear from them. Have not gotten that back yet either. Uh, also we had sent out a request. I believe it came from here regarding the um,

027what circumstances tell me about the West Virginia School Board Association. And I learned from Mr. Recall that uh the president uh past president or president the president the president-elect, vice president and financial officer positions are one term only. And it is intended that they cycle through those positions or one cycles through those positions such that as you once you finish that cycle of positions then you remain on the past president list as long as you are a member of a board of education such as the five of you. So that was the clarification received from that location. Turning the page. Thank you. I also want to provide you some reminders that uh beginning in September, our building principles have been charged with attending each of our board meetings. As you remember, I provided you a

028list of who would be coming each per school and they will be coming with the with one specific task that I've assigned them and that is I'm I'm passing the torch regarding to academic updates with them so that we can engage in conversations as a board and a superintendent with our building principles andor their design asking them for information regarding the student academic performance at their location and how and what schools are doing to prepare students academically as well as for periodically looking for datadriven decision makingaking as a result of their formative assessments. Those are the periodic things throughout the school year as well as those summitive assessments that take place at the end. As you recall, one of the things that Mrs. Roberts has provided us from time to time in the past has

029spoken to the beginning the BOI beginning of year MOI middle ofear and EOI end of year assessments with regard to the I ready which is one of the tools we use for that purpose those things I'm hoping that as we engage with them they will become more proficient and articulate about that and you as board members as well as myself will also become more articulate. So the questions will not just be obligatory and just kind of cursory. So we'll get into we'll dig more deeply into it with them. Uh that is one of our roles as a board and a superintendent. That is also their role as a leader of their instructional program in the building. And I they know to be prepared for that. Uh we will start that as I just said in

030in the month of September. I needed them to get their feet under them. Uh they they have received the scores uh from this last assessment season. I am here to tell you that we have some opportunity to work on some things and I have scheduled a meeting as quickly as this Friday the 28th with the building principles to start that conversation for just that very question. Okay, here's what our scores are saying. What is that telling you? What should it be telling us and what should it be telling your faculty? Those are the kind of questions we'll start the conversation so they can better prepare to be able to prepare us as they report. Information of that is also going out to families that once now that it's been u the embargo has been released.

031I'm pausing to make sure I'm I'm I'm on script, but I want to see where I was because I started looking at you instead of reading it. Also wanted to remind us that the of the importance in your packet. I I know you received a s a color copy of your the results from your recent self assess board member self assessment survey results that will be used as a part of our goal setting discussion but that we will schedule again our hope was to do that this evening scheduling that special work meeting for the board to set goals with me. uh please don't hesitate, don't forget to keep looking at that to figure out you it's difficult to say who said what but their scores are they are positive they are very promising yet we

032don't want to lay on our laurels we want to make sure that we use those to continue to move forward with regard to facilities oh before I go there I want to also mention uh as a reminder this week uh tomorrow is Wednesday with our students returning Thursday is a soccer, the great Grafton High School soccer game. It is to occur in Morgantown at Morgantown High, and that is to begin at 8:00 p.m. I'm hoping you and anyone listening to this will find their way to Morgantown to support that team. Likewise, the next day, Friday, is our opener with the Grafton High School football team, and that is scheduled to begin at 7 p.m. on the Philip Barber Field just south in Philippi. And again, I'm hoping that you and the people that are hearing

033me will find their way to support the Grafton High School Bearcats. Now, moving to facilities, a quick list. It is not exhaustive, but I wanted to let you know that the the main drive that has recently become a concern in front of Anna Jarvis or to the current Anna Jarvis and by the new Anjarvis has per our discussion been paved. Uh we took a little bit longer because mother nature said not today and it delayed things a little bit which I have to acknowledge caused a little bit of frustration for the faculty at Anna Jarvis who were coming prepared to bring things into their classrooms. Uh they made it work about which I'm proud and I you know sometimes those little snags get in the way but we still can make it work as we

034learned today during our keynote presentation. uh at this very moment. Well, it may be over. This evening was a meet and greet at Anna Jarvis for I'm looking in the gallery here. I'm seeing some nodding and smiling faces from our parents that I believe that was from 3 to 5. Uh and indeed I as I drove past about 310 uh I noticed that there was a lot there were a lot of people showing up for that. Uh I watched as our traffic stopped on Route 50 to allow parents and children cross the highway after the other areas of parking uh filled. Uh I have not heard that anything bad happened. It just is that's what happens when you have limited parking and those kind of things. But um I didn't see any frowning faces. I

035saw kids and parents smiling as they went to and from the HVAC system at Grafton High School. Uh those repairs continue to be addressed and we're still working on that. Uh I want to do a shout out right now from the people and the custodians and the maintenance and whoever helped at the high school this morning. God smiled first and foremost and provided us with cold or cool air last night which provided some cooler weather to try to draw in with some fans to the auditorium we were about to fill with uh in excess of 300 plus people. Uh it was not a sweltering place. It was very comfortable in my opinion. Um others might have said Dr. It's only you don't know cold. It was hot. But I still didn't see any grumblers about

036that or hear them for which I'll also just shout it. Thank you staff for being tolerant with this morning. Flemington High School. Uh we discover Oh, excuse me. Shout from blast from the past. >> that's a shout out to my wife. I guess she's a graduate from years ago. >> Uh Flemington Elementary School's project. Uh one of the things we learned is that recent uh in the front there was a we discovered that there was some water entering through you know water finds the lease pass resistance and uh the good news is we were able to catch that and find that we still had funding within the the original approved SBA project that could be utilized for that to address that need and that is happening. It has been approved and it is we're moving

037forward for that as well. transportation building. If you have driven by, you probably have noticed or may have noticed that there's this tube type thing that has been delivered. We call that the propane tank. And uh I have had people, they came to me this morning said, "Whoa, there is a major tank in the front of the transportation building." That is good news. And that is still part of the process that we are working hard to have addressed so we can better prepare for moving everything there. Also, another followup, and this is a sports related issue, but I have seen and heard that the recently purchased and acquired Grafton High School Bearcat football team trailer has now been wrapped with its design outside and looks pretty good. It looks dynamite as well. And I think

038that's going to be sending a nice message to us for everyone that the Bearcats have arrived when it comes to football. when they went to Petersburg on Saturday, they got a lot of compliments on their trailer. >> Great to know. Great to know. So, even Petersburg has been told, "Here we come." Very good. I also want to provide a couple more things. It's just a quick update regarding some information regarding enrollment and um not not an enrollment specific number, but you had asked earlier about hope scholarships and those kinds of things. I have something that's a little bit trend related which gives us just kind of a thing something to watch for and that is that it is our our record shows that in FY23 there were 10 students that was when it was a

039fairly new concept taking advantage of the hope scholarship. More recently moving closer to today in FY24 that jumped from 10 to 44. Subsequently in FY25 it more than doubled and became 102. More recently in FY26 it moved from 102 to 164. And most recently we have been uh told that in FY27 to date it is our understanding that we are uh we have had requests and intents to take advantage of the hope scholarship by 246 for students 246 that was part of that those that trend data was not part of my presentation this morning but I did take the liberty of sharing a concern that is really prompting the t-shirts that you see wearing and hopefully will see being worn around the one I have on this evening, the one that Mrs. Galla has on.

040I have one for each of our board members u should you be so inclined and I implore you to join us in having one. Dr. Decker is wearing one and all of our faculty and staff were provided those today. And they say I love I love West Virginia or WV public schools. We are doing that, ladies and gentlemen, because it is my belief. I'm not alone, but I'll take it on right now. I will state for people to hear that public education in West Virginia is under attack and we are losing many of our students. So our challenge and our why as I told people today is to promote give people reason to come to WV uh to West Virginia public schools and specifically in our case to Taylor County schools because our students are

041worth it. we have great things to provide them and I have challenged our faculty and staff as did Lisa today to promote those things rather than just waiting for them to happen to promote those. I've actually asked and Mr. Mr. Knop from the high school and I have spoken and I've had a conversation with the newspaper journalist that we were going to try to figure out a way that we may be able to seize a portion or slight article periodically where we can focus things more than just on our website. We know that's where most people go nowadays electronically. But we also have readership that might benefit from having an occasional article that says, "Did you know that Taylor County schools you fill will fill in the void?" And I'm planning on that being promising

042offering opportunities such as that. If the people don't know, we don't really know. We can't count on them to understand. And sometimes uh it is human nature to fill in a void when we don't know what the information we believe might be the case. And that's not always accurate. I am not meaning that statement to disparrage people. I'm meaning that sometimes uh it causes confusion and uh that's not always helpful. Anyway, with that being said, I believe that give me one more second to turn one more page to make sure that I have finished for this evening. Um in addition to uh I appreciate also you bringing the information on the hope scholarship. That's very important information. we can use as we do our planning and and and all that. Uh along with the current enrollment numbers and everything. Uh in addition um not right now but at some point could you also add to those numbers the uh transfers out of Taylor County schools to surrounding schools the virtual schools and I believe was there I think there was another category that you and I talked as well. >> There's a virtual school and not right all those but yes

So they provide um additional suggestions just like I know that I I think you'll remember that we have a music individual uh that provides the preschool program uh preschool m music activities and then the teacher also stays in there. But this particular great subject matter is one that does not it was we stopped having as we downsize those staff and then this is a way to fulfill that need of the instruction and standards without adding more staff because more staff would be significantly more expensive and than doing it this way. So, I

Or it might have been the summer where we did the creation of the music and art combination in the elementary um >> West. >> Yeah. Flemington and West Taylor. Yeah. And I see that this is there. So, that's why I was just like Mrs. Beltner are just trying to understand the difference and clarify the need. >> This is more of like of an embedded professional development for our teachers as elementary teachers are certified to teach all subject areas. So they ultimately are able to teach art, music, all of that. So it's it's going into the classroom with those teachers and helping support them. And this is servicing all the schools.

051um prechool never received art or music services from our those teachers that we hired as art or music teachers because they do not get planning. They do not get that during the day. So, we had always had this group coming in to help with prek do this. So, it it was a way to just help support the teachers more since we were um including some more art in that. So it it's just an additional support for our classroom teachers to help them get embedded professional development and help cover the standards. Materials are also covered in this. So this is not just the teacher. So whatever art materials they are, whatever activity they are doing, this person would bring all that material in. So Taylor County Schools isn't providing the materials either. So these are just

052embedded professional developments where they bring everything in they need and help the teachers with the students since they are it's to help them be more more comfortable covering those standards. Mrs. Roberts felt like this would be a beneficial way to use some of that um early literacy funding that they get for to help support them. Okay. So I also see um that the middle school does not have um PTO. Is there any uh discussion of trying to get that back started back up? >> In fact, we have had conversations with Mrs. Fluhardig Gothrie about that. Um and they are working on it. As you can see in the bank account, we had a beginning balance of 1,513,7240. We had 4,9237.19 in deposits. and we had 5,555,293.31 in expenses in

054the month of July which total which brought our ending balance to $860,64628. Um because of the uh large amount of expenses there in July, uh we had to uh you transfer some funds from our BTI account over uh because we have our summer payrolls, deferred summer payrolls. Uh we had roughly $400,000 in uh retirement payments that had to be made because of those deferred uh deferred payrolls that the our employees receive in July and August. Uh plus we also had some uh of our construction cost that came in there right at the beginning of of July. Um and then we also had transfers out of our bond account for the construction of Anna Jarvis. Uh as you can see there there were withdrawals of uh one 1,279,92118. Those are for like I said for the

055construction cost, the um architect and engineering cost um and all the related costs to to that project. Not that helped a whole lot but uh to try to just separate it out. So like Dr. Sings had said we kind of just made it flow a little bit. um you know so you had uh the budget minus the expenses equals your your year yearly amount. So uh FY27 uh for July these were um you know our expenses for the uh for this month uh based

058on you know what we had at the time that this report was uh conducted. So there wasn't um we had some expenses uh not like we have you know being for the first month um are pretty uh pretty standard expenses. So does anybody have any questions on those? I I have a few uh comments. Um f first of all I want to thank you Mr. Dolan for working with me. Uh he and Mr. Dolan and Dr. Stallings and I met last week and uh talked about these and pretty much have them finalized. Uh this is a very good report that that we can use every month. I appreciate you working with me over the months uh to get this together. Not to say I won't ask for a few changes, but for now it's very

059good. It's very easy to track. And so what I'd like to do is if everyone could just take one of these sheets and pass on maybe hand one back to Mr. Dolan. Um, and so what I want to do is is is no request, just comments basically. But, um, you know, I get a lot of questions. Why why do you ask so many questions? Why do we need this financial report? You know, what's going on with this? And last month's meeting was was a perfect example why we need this kind of information uh monthly in the report because uh the gentleman uh Mr. Cummings from the state West Virginia Department of Education came to us and this is his chart that he presented last month and it's it it was very hard. It was very

060small print. uh we got a copy of it a few days after the meeting and I'm sure the people in the public can't see this but I I'd like to somehow get this to them but basically it started in FY22 23 24 and 25 and it showed that basically we were losing $2 to $3 million per year roughly and we had gone from a total of $9 million to $2 million in reserve and so that that was really alarming to me especially when our expense sheet shows we're nowhere near that and the fact that we have more than $2 million in our reserve bond. So, it's those kind of questions that in those kind of situations that allow us to carry on our business as a board of education and do our due responsibilities to

061the citizens of Taylor County. And so, what I was able to do is talk to Mr. Owen said the state thinks we have $2 million reserve and we're reporting every month we have about if you just take this month's ending balance in the checkbook the one is $6.7 million give or take and 800 say $870,000 in in the checkbook you know going over $7 million and they're reporting 2 million and Mr. Dolan uh very quickly and very easily and very professionally answered that the $2 million is only the money that the state in my terms track and uh and and are more concerned with than the others. The other money that we do have in our reserve comes from the excess levies, the grants, some federal monies maybe. And Mr. Don, you can correct me

062if I'm wrong. I don't mean to misquote you in any way, but you know, quickly this this gets disarmed. So the state tracks what they have to track for us and they do a good job. I'm assuming Mr. Dolan works with them and it's accurate data. But this wasn't accurate for the citizens of Taylor County and especially it wasn't accurate for me. But without any information, I didn't have anywhere to go. So after meeting with Mr. Dolan and after seeing these charts, it comes very clear that we do have more than $2 million in reserve that the state uh was reporting out to the public that we had in reserve. And so I appreciate that information. And so this then is quickly easy to dispel and disperse any rumors or anybody's concerns that's coming out

063because we can quickly pull this up every month. I'll have this and say this is our financial report. Yes, the state thinks we have that, but we get other funings that the state doesn't track. And so this is the very reason these charts that Mr. Nolan has here in tonight's report as to why we need this quickly at our hands so that we can clearly manage uh having $2 million versus say $8 million in reserve is a big difference. It's additional $6 million or about 300% more or whatever the math works out to be. So, so we can't manage if we don't know what we've got. And so that could have been led astray. Uh could have been some rumors started from that. So quickly and easily we can pull this up and dispel that.

064So, this is where I'm headed with all these report. I think we're pretty close to there. I'll be glad to take any more comments. I'm sure Mr. Dolan would too. He was he and I and Dr. Stallings had a very good meeting last week and I'm very pleased when I walked out and what I see here tonight makes me feel even better. So, I want to thank him for that. I want to thank Dr. Stalling. Uh Dr. Decker met with us a couple times too. We met I thank her and uh it was been a great meeting and a great three or four months to get this report together. I'm very pleased with it and thank you. It's it's important to note as well that the years that are presented on this chart are postcoid

065years and and the reason why FY22 looks as large as it does is because if the state really would I would appreciate it if they would give us an additional you know six or seven million dollars that would be fantastic. uh that would look, you know, very similar to that. And, you know, as we came out of those you having those additional federal dollars and stuff, you know, with, you know, staffing and and expenses and stuff like that, that's why you see that downward trend. And that is and we're not the only we're not the only county. So, like I said, but I think it's important that >> I think it's important [clears throat] >> that that is heard that, you know, those funds were, you know, we had to have those funds expensed by,

066you know, FY25. So like I said, that's why you see >> some of those were funding sources were uh required spendowns. >> Yeah. >> Uh at the same time, that's why we have been so adamant about the fact that misinformation can cause a lot of concern that the we are Taylor County. I can't speak for another county. Taylor County has made some hard decisions. We have not for the record been going under. There is money like you just said, Mr. Summers and Mr. to to Mr. Cummings credit, he brought us the state's information. We have other funding. Taylor County is not in the peril that some people might suggest. Uh we must be frugal as we have tried to be and continue to be and we go back to the recommendations that M. Dr. Decker

067provided us last year with some of those extremely hard decisions, but that's how you remain frugal and you remain solvent so that you can continue to serve as the county school system. I'm pleased to tell you that that I'm proud of that. Um, >> can you emphasize that again? >> I'm sorry. >> Emphasize that again. Yes, please. >> That we are not in >> Taylor County is not in peril. We must remain diligent and stay frugal as we are doing. I want to reassure I'm the superintendent. I'm not running for anything. I'm going to be a superintendent for the rest of this year. 068be able to hear and say and feel and know. And so, uh, if there are people out there that say otherwise, uh, I'm not so sure they have all the information they need. >> And that's my point exactly is because this this chart, I mean, I I about jumped out of my chair last week when I last month. >> I believe we did have to calm you down at that meeting. >> Yes. And the book is entitled How Not to Be a Terrier School Board Member: Lessons for School Administrators and Board Members. The good news is it's an easy read. It's a very well-ritten document and information from a former board member and it provides uh it's a book uh full of scenarios of examples of and the the author does say each of the scenarios are terrible examples of activity from a board member and then it poses questions about what possible options might have taken place instead. And then it gives you a little discussion and clarification. Um, it is a good reference guide

072and we did purchase enough for the board members, Dr. Decker and myself. And I am hereby challenging you as the board for all of us to participate in that. And uh, if we can perhaps we can commit to reading just a small portion as we walk through that for each of our board meetings to discuss just a snippet. Uh, there's no assignment. You don't have to have the whole book memorized, but I will pass those out now. Is that is that keeping the lights on, the heat on and bills salaries paid or and no expenses? 075two months for those things and do I don't want exact numbers. Just you can have them to the nearest 10,000 or something like that. and uh and just say, "Oh, give or take. It's it's two months is about this much." In other words, how do you keep the lights on for two months if you had absolutely no income? Do we have that? I think it's what they're looking for. But we'll get that clear because as long as we keep the state happy and we just know how have to know how to do that, we can we're very good. But but I just want to say I think we're in very good shape financially. I think we do a good job. I think the information coming forward is very helpful and and and good. So, >>

076[clears throat] >> Um the next items that I have uh inside your uh your book that you received are the um you have I had one budget supplement uh that was for the uh where I had to transfer the funds to for the purchase of the football trailer. I had to create a uh create a separate account for that. So, it required moving some funds funds around from uh to get those accounts to match what uh what we needed to uh make sure that the football trailer was paid for and then the items that went with that as well. So, that is the only budget supplement that I had at this time. The other items inside your packet are uh vouchers payable. You should have your um checks that are already been written. Uh those

077were for items such as our uh payment to the bond commission, you know, for our bond repayment, uh our dental and vision payments for, you know, for employees. Our um Enco insurance, which is our uh uh workers compensation, uh payment, our we had some travel expenses that had already been written, and then some general supplies. The next part of your uh vouchers payable are checks to be written upon your approval for this evening. Some of those items include uh transportation parts, uh our frontline software which is uh we were using for multiple multiple pieces here throughout the county hiring uh time sheets, professional development, our apps and callout system. So it is a uh it is a very nice piece of software that we have here in the county. We have some other travel expenses.

So, there's a few thousand dollars coming in for everybody that receives a hope scholarship that does come to our checkbooks and coffers. I don't know the exact percentage, but I know it's a few thousand dollars, so it's probably enough to cover this. But if the state's working on a way to pull some hope scholarship funding back to the county, that would be fine, too. So, but I think we do receive money for this individual already. >> I just think it speaks volumes that we have uh a program that that kids, outside kids want to come and get in involved in.
