So, this is in special recognition and appreciation of Dartha Mail for your many years of service to the Taylor County School System. I'm going to get all I'm going to get choked up. I knew it. I want to congre on behalf of the board of education. I want to thank you, congratulate you on your retirement. Uh Tertha and I go way back and this is bittersweet, bitter, bittersweet. She has contributed so very much to this county, to the betterment of our students and the community in general. Um I I consider her a dear dear friend and extremely accomplished educator whose only focus has been on the betterment of our children. And I say that
004with not just to be flowery, but because I mean it so very much. And uh we will definitely miss the influence that would would have been continued should you stay with us. But you are definitely earning the retirement. You have a family with wonderful grandchildren. I believe one on the way. And so uh you are making the decision that is in your best interest as well as you should. But uh I'm gonna ask Mrs. G to come around give this to uh certificate to you. But I'm coming around. I'm going to ask if I may have a hug. So congratulations to you my friend. I'm not going to embarrass you or myself by um talking about when it was, but um I was in the entertainers back in the day and uh you you touched you have touched so many lives and uh I can't wait to see what uh what you do um with theater on Maine. Uh, I think that's very exciting and call coincidence or not, but tonight we'll be voting on U policy 3120.12 which is uh, you know, getting uh, filling our uh, roles um, with professional substitutes. 007was honored at one time to call you a co-orker and uh now I'm honored to call you a fellow retiree. Uh I hope you enjoy many many retirement years. >> So I just want to say also congratulations and just you know thank you for your passion and your dedication. Um you know I know there was some needs that arose last year and you without hesitation were right there for the students and and the whole the staff and the whole community. um and really appreciate that and uh don't be a stranger. We want to see you some more and uh really best wishes to you and this is going to be a very next uh chapter that's going to be very exciting for you. So congratulations. >> All right, that takes us to uh superintendent updates.
008Do you got anything for us, Dr. Stallings? Scallop, I do. And all of you have received a blue folder that contains this evening's updates and I will do my best not to drone uh drone on about those. So there, as had been requested in some past meeting, they are bulleted or with check marks and they're attached with a paperclip because those things I'm referencing are attached to this cover sheet. You'll notice there are two in your folder. One was the initial bit of information that I was had prepared in advance of the board meeting only to learn that the second page that has additional information was information garnered and gathered through a result of some meetings that took place today and I thought it was timely to include those. So let's get started with that.
009the uh training of the board members. Uh you had asked the board had asked about the possibility of receiving some training on the step se the step seven funding in the schools uh in the general best practices and financial practices and I made contact with Mr. Uriah Cummings from the state department who has agreed to do that come and join us and present during our August board of education meeting. Uh he is scheduled to do that. that he'll come up from Charleston and provide information that would be very helpful to all of us. You would also ask about information about the the Western school board committee. Uh we've receive we requested information uh pertaining from Mr. for a call. I don't have not received anything specific from him as yet, but I he will I'm
010sure be getting back with me about that and I hope to have that information on the next agenda uh or subsequent as soon as I can get back information from him. Comprehensive educational facilities plan which is called the CFP was referenced during our last meeting and it's actually part of the discussion for the 8000 series this evening but I'll give you a brief overview at this point. Uh as you see the packet includes copies of the previously submitted annual updates. Uh just a quick overview. The uh CFP or the comprehensive education facilities plan is a document that is designed to span a 10-year length. Uh and it gives the board of education and the state an understanding of what's been identified by each county as their prioritized list of issues that need to be addressed.
011capital improvement type functions. You've done several of those as has as is indicated in that attachment. If you want to take just a minute to reference that, it's the sec the very first thing that's also in a paperclip form. But you'll notice it starts with the update from 2022. By the way, our current CFP is a span of 2020 to 2030. So, we're pretty much in the middleish of that. Um and you can do a comparison of each of those documents. Hence they're in order for that purpose that you see back uh during that 2022 which is really referencing the prior year end. Uh Grafton High School needed a new roof and the good news is that that was actually listed back in uh during that time. Anna Jarvis needed a new school. And if
012you'll just uh if you can lift your the very next one from the 2023 issue, you'll see that in yellow, the new roof in Gra uh Grafton High School was completed. Actually, just about the time I arrived as your superintendent, it was being finalized. So, it is referenced in the far right column in yellow uh as having been completed in 2023. Likewise, similarly the um a new the new school there was an anticipated bond that was done and as you're well aware that was approved we uh Mrs. Miller, my predecessor, went to the school building authority around the time of COVID was approved for that. And then uh when I came on board, we learned that by virtue of COVID causing significant price increases. the school board uh made a determination that those counties such
013as Taylor who had just been approved were put on hold so that the additional funds could be used to uh fulfill the covenant made by SBA and those counties because they were dealing with the unanticipated increases in cost. So then I was I'll use the word privilege with the opportunity to go down to Charleston and re uh present that proposal and uh I used the word covenant intentionally and said that I was there not our hand was not empty. It was just coming back to make sure that the board school building authority was uh still planning to fulfill their portion of the covenant made and they were gracious enough to do that and as you have been following we are now in the process of I believe about 69% of the new anoris elementary school
014is the stat status of where we are building wise with the expectation that we be able to uh finish that before the end of the uh by the end of this current school year we're into FY27. Um, continuing on the next one from the 2024, you'll notice that Grafton the we those number some of those pieces have been stricken because they were uh no longer on the CFP. They were accomplished projects. uh Flemington Elementary School uh enters the the scene there as does the the as do the other schools because a part of that bond election remember those funds were also not just for the school building of Anna Jarvis but for the security and safety upgrades to all the buildings and those things have been addressed slowly and we're still working on those. Um
015in addition behind that you you should find a chart that is highlighted in yellow. It is actually the first of the second packet. >> Yeah, it looks Dr. Decker is holding it up for you to see. >> Maybe I I jumped ahead, right? It's the actual second page in the first portion of what I just went over. It looks like this. has got a large section of yellow highlighting. If we go to the first update and it reflects the our current status of improve our capital improvement list intentions. Um, as you well know, we are moving into the new transportation building as soon as possible. They're still renovating and preparing for that shift. Uh, and that was one of the previously approved expenditures for what we called phase two. uh and that is uh being
016accompanied by the HBAC replacements that have been accomplished or almost finished at at Flemington Elementary School. Third column talks the projected cost and those have been approved previous board meetings. Uh the next several the HVAC system Grafton High School has sounded the alarm and saying it needs our attention. Um it is looking like it's going to be costly advent a costly venture. Uh we have proposed uh with the board the state uh the school building authority two times uh and they in both of those uh presentations they found uh other places to expend the money for this time leaving us still the need HVC doesn't say okay never mind uh we are still making progress on other proposals first page Followed by that we have the um the uh also anticipated field upgrades at Grafton
017High School and uh about which money has been put to has been put aside by Mr. Mr. Dolan over time. Uh however that you know we should anticipate that that's going to be a costly venture as well. uh Clarab improvements. We've been aware of those. We have had the architectural firm uh assess the building, walk through the building, make some determinations, and uh that is also on the radar. Um and then West Taylor's HBAC system is also although that is seemingly the newer of the building short of the new anarvis, uh it, you know, it has a shelf life. those things don't last forever and that is the current uh listing. Um and we know that on occasion there's a need or preference for the board to rethink the way we prioritize things. Um, I'm
018not suggesting you get into heat debate with that this evening, but uh all of you might want to be giving being getting mindful of what recommendations and requests you might be making with those other needs also still present. Um, typically the updates u annual update is uh suggested between October and December of each year. So there will still be some time u sooner than later of course that's my recommendation for the discussion that in fact perhaps that can be part of the discussion the 8000 series having received this information for your review uh next on the agenda and that was >> can I ask one clarification point I think I misheard you said updates are October to December or December to say to have those uh the deadline the deadline for having that is in
019December December 1st and that was reflected by the previous year's report andor where we are now. >> Does that help? Does that help? >> Yeah, I think just so I understand. So So we report this to to where every year? >> Well, Dr. Decker has been doing a great job with creating these documents for us on your behalf. So that gives her this gives her an opportunity to as you see on the top of the each of the forms sister summers uh the form um for this update October 1st is the cut off date for the uh date reporting of December 1st. >> Okay. >> Is that's there's that window >> facilities department >> yeah that goes to the state department office of facilities as Dr. Decker just indicated. >> Okay. So there's still time
020for discussion of course, but uh we need to be mindful of the timing. >> Could do do they give you a um like is this a form to fill out? >> Right. So, do we have anything in place that's not required by Charleston that we still want to do locally >> or is this our only building plan >> there? >> This is the building plan. >> Yeah. So, it's a thicker much thicker document. This >> that's just the annual update of this building. >> Okay. But that's that went to Charleston and everything as well. >> This did. So, is your question can you is the board uh able to do other things in addition
021to those that are on that list? >> Um, you know, I I'm all for for local control and I think right now Charleston supports that. I know we have to report certain things by law to Charleston. I understand that. But but I don't want to be guided by that. I think we have the the privilege in this county of having a a community that supports it schools very well. And I think I think it shows. I mean, they came together and put in the, you know, the new turf in the football field and, you know, in a gymnasium and they just they they they approve the levies and Tater County people are fantastic. But in return, I think we owe them true true definitions for like a 10-year plan. And so over the few months
022I've been here, you know, if you remember, I asked for what's our what's our enrollment and what's our percentage of utilization of the schools. And Miss Decker did a great job. and give or take 50 to 60% of our schools are being utilized. Uh early today I sent an email out and Miss Decker worked very hard today to come back with some numbers and and we can see our student enrollment is dropping uh and and continues to drop and there's there's many demographics and a lot of information on that causing that and there's a lot we can't change about that. the world's moving and we're trying to keep up and do the best we can. Excuse [clears throat] me. So, what what I'd like to do is then so you've got you've got you know
023uh how much capacity the school has and how much is actually being utilized and there's a deficit there or a surplus there if you would which cost to heat cool etc. And uh and and so we have so many buildings and I see HVAC and that's going to continue on and we got to keep comfortable schools. We got to make it safe schools. We got to make it we got to we got to operate what we have. But I think we have to look for go further and look for savings. And so and maybe it's in that report if I dig through it, but you know I kind of briefed on this last week. Um you know I think we have too many buildings in the county under the school system and I think we
024need a plan to regard if it needs to be reported to Charleston or not, but I think we need to uh take step back and take a look. Could this office be moved into the new And Jarvis building with the excess space that's there and eliminate this building? Uh could u uh you know, could the bus garage be used for that? Could the middle school be used that? Could we put fifth grade keep them at Anna Jarvis and uh not send them to middle school and use the extra space for the board office? I think there's a think outside the box kind of a situation. we owe the taxpayers other than just say please send us more money so that we can just continue status quo report you know all we need fuel tanks all
025we need HVAC all we need to maintain but no true real definition of where we're headed based on the demographics of decreasing enrollment >> I try to keep up on what's going in the community there's I don't see a major breakthrough and a and then you know Amazon kind of a place showing up and needing 30,000 workers and this place be flooded with people. I don't see that kind of stuff happening. So, I'd like to think Go ahead. >> Go. I I was just going to say I think we have this in the 8000 series that maybe we can get into a little bit more discussion about >> that at this point if that's >> No, that's fine. That's fine. I just keep me in line because I will get out of line and where
026I am. But, but just to close out here, these are the types of things I'm going to be looking for as a board of education. That's our responsibility and our duties to make sure we're using the taxpayers funding as efficiently and and to the best of our ability. Uh so we don't have to keep going back and asking for more all the time from them. So that's where I'm headed with this. There'll be a lot more questions. It's not something we can do overnight, but it's something that we can work towards. She tells me there are no term limits for that executive committee that
027once they are elected, they're they're appointed and then they're elected by the general meeting. Uh and once they're elected, they serve until either they resign or until they uh are no longer elected and until they lose their schoolboard election. Oh, you mean once they're no longer on a board school. Okay, thank you. That >> I did not receive that information, but that basically >> that's what Shirley told me. >> We can then check that off. 028to the information in your first packet, I've provided you just uh I found something that that I've borrowed or edited and uh brought an excerpt from the 2026 um uh it's called the effect of school board members information that was pro that I found and it speaks of a scenario uh that uh I shared with you and it talks about some questions about uh the scenario is you were contacted as a board member by a parent is concerned about situation at a school. Um, and then it goes to some questions about uh the question was that they're meeting with the principal this week and ask if you could join them uh for emotional support. Is that okay? And the indication there, the recommendation is that your instinct may be that you want to support that
029family member. That's the last document in that first packet, Mr. White here, in case you're searching. Um uh to honor your commitment to children and their families, there are two things not to do and one thing to do. The first is do not ignore, minimize or belittle this request. These are not indictments of you by the way, ladies and gentlemen of the board. I'm just this information I pulled as a as a cautionary help. It says don't ignore or minimize. And it said the family member is doing her job by asking what she seeks. But it also um so when it comes to you make sure that you have you make sure they are being heard which I know is the practice of our board members here in Taylor. It says however that don't also
030don't accept the request and it gives a scenario that talks about imagining a teacher 25 and that where that you'll see that that narrative goes into should you attend on behalf and per that invitation you immediately without meaning to do so change the dynamic because the teacher will immediately assume a role of compliance because you are present and so it distracts from the actual education flow. Um on the back it continues to say though do be present uh be the system at navigator and let them know that uh you will refer them to the appropriate people that should be able to help them. Hence the email you received from me earlier and I provided you I to I captured that email which printed out on kind of two sheets and I just captured on one
031sheet so you could create what I've given you tonight something I refer to as a refrigerator uh checklist so you have a list of all the directors from central office and their responsibilities and their contact information as well as our principles their contact information both school phone numbers as well as emails. Um, and I would, as you see at the do bottom of that document, as a courtesy of the individual responsible for oversight of the specific program or school building, if and when receiving inquiries of that nature, please refer those individuals that you from whom you hear uh to the appropriate building principal, program director, Dr. Decker or Dr. Stallings because you are paying all of us to handle those responsibilities. Um, I respectfully hand that. It's just a helpful reminder and hint. It was
032what I found um and I felt it would be helpful as a as an additional document for you to reference. Moving quickly on to the second sheet which seems >> I'm just going to say thank you. That was a good scenario and all that that that would be helpful. Thank you very much. >> You're welcome. Thank you, Mr. Summers. Um the additional piece I actually was able to garner today because there were all these things came into me seemingly today and I had already created as I said the first document. Um you would ask for incidents to report the medical what incidents of injury that that uh had required medical attention and I was able to receive this finally this today. Mrs. Kenny, the first page in that document after the cover sheet indicates those
033that or 53 incidents of students hurting themselves accidentally, 15 incidents of students hurting another student accidentally, 35 incidents of students intentionally hurting another student, and one instance of a student found on the floor lethargic and pale. They were having a medical issue. um uh that's more a description of their medical condition as opposed to injury by someone else elsewise. But um and of course I'd ask I went as far as asking about adults but they indicated and reminded me as you see data from the student injury reports is there but not staff injury reports as they don't have access to those files at the time. I hope that's helpful. There was a discussion of the Anna Jarvis Elementary School regarding safety concerns and as I indicated uh earlier in July uh Dr. Decker, Mrs. Shoemaker
034and myself met with some parents who had been expressing concerns and we engaged in uh um a brainstorming session, received the concerns. They gave them an opportunity to meet with us in my office. We took the the opportunity to have that conversation, shared concerns and explanations because there had been some assumptions of what was going on uh that not everybody is aware of because of confidentiality. But uh I do believe we've uh made some definite progress with that. Um in fact since that time we've received some additional questions about what is going on in trainings and those pieces that I have been able to share with them have actually been uh used to share on I believe it's called the safety alliance uh and so um that seems to be moving in a positive direction.
035As recently as this afternoon I was able to meet with Dr. Decker and Mrs. Shoemaker. Seems like we're working on those two ladies to death, but they were with me today when we met with representatives from the Energy Systems Group. It's commonly known as ESG. And that company is one that can conduct uh opportunities for energy audits and they work in not just West Virginia but and beyond. uh but they did meet with us today to share with us some potential uh opportunities for merely starting by an exploration of uh and to assess our status with regard to where might we be saving some funds. Um three years ago we had uh an energy audit that was conducted by the West Virginia University program with the students. They came and they went to each of
036our schools as some of the board members might remember. I know two of you were on the board at the time. uh they brought us some recommendations as well. Uh I have engaged this company simply to conduct a no cost assessment and then simply come and share that with Dr. Decker and Mrs. Shoemaker myself again at which time we will be we'll have more information. Uh and it says initially it'll be taking a couple months for them to even do that with for us. At that point, we'll review that information and make a recommendation about whether or not we believe it's appropriate for the board to move forward with that. Um, we have no financial obligation at this point. They're just merely agreeing with the presentation they offered us. Um, I have more frequent information
037sharing and reporting. Uh this year I will be imposing or introducing a new way of uh obtaining information and sharing between our administrators through all our buildings and our directors. The purpose in doing that is to afford our building administrators as you see to uh we're going to be holding administrative council meetings not just in this room which has been tradition for the last three years at least uh such that we can afford the host principle an opportunity to share some things that they are doing in their building that may other building principles and directors might find intriguing and interesting and and noteworthy. uh will also be assisting with uh doing some observations of their school as well and there'll be a discussion at each administrative council meeting as a result of that. Uh in
038addition to that I have uh we'll be introducing I'm saying will be because the administrative council meeting where this is going to be released is not until after tonight's meeting. Uh I will be introducing um um information with the where the board members will be provided an update by a member from a school at each of our meetings and that intentionally will provide information about two things primarily. What are we doing with regard to academics which is really our shared yours and mine primary responsibility and what are we doing? how are things going um with regard to that and also with regard to the concern that's been kind of with us for quite a while recently and that is uh the what are we doing to immediately address things like the safety and the culture
039of our buildings. Um and lastly of that section in your packet you should have a sample of what is being designed and I'm going to hold it up. It's a school home school to home communication. Uh if you look you'll see this is a sample. This is not a finalized document but the intention is that during our recent discussions we have decided uh that and more conversation that's why it's draft with their bidding principles. uh there needed needs to be some method of communicating with families if in fact there's a classroom disruption andor if there's an injur a student uh at the elementary levels for instance there a student might have injured another student or somehow been involved with something of that nature uh and that will indicate they'll we'll be sending messages to them
040via that parents will be given information of the process at the beginning of the school a year and so it'll be uh reciprocal. If parents know that there's a concern that their child is bringing to the table or bringing to the school, they'll send that to the school and that will that will alert the school to look into that with some TLC. Likewise, uh if something is happening at the school, the parents should we are introducing the expectation which is not new. Parents should be receiving a phone call. They'll also get that as well as this note or this uh helping hand notification will be coming home and they'll be alerted to look for it in their backpack and then the faculty and staff that are helping with that student will be entering information in
041the weas system as it was as expected to do. That's just an overview. We haven't finalized that. As I said, it's a draft. Uh we're going to be looking for some input from our building principles about uh legit logistics etc. And uh the additional ver the last document which is in that packet is a copy of what you are going to say. We've already seen this but you haven't really seen it. You've seen a version of it. Um this is a version that uh Mrs. Vandergri was gracious enough to revisit. Uh Mr. Summers, you were one of the people that brought this up and uh to our knowledge, we weren't aware of your your concern about color and uh sometimes the ability to discern one from another, being colorb blind, if I can say that
042without breaching your hip rights. Um and so this is a parentfriendly or user friendly version that we believe is addressing that to our best ability at this time. So, if you can add that to your refrigerators, if you so do, uh, we believe that will be helpful. Uh, and I I guess I want to definitely thank you because I must admit that went right past me. I just thought this colorful one was the greatest invention and and then I thought totally missed the document and missed the point. >> It's a very good document. You did a great job. >> Thank you. And so I believe at this point Mrs. Gallow and the rest of our board members uh including Mrs. Belner, who I hope is still on the phone. Uh, and I haven't put her to sleep. Um, this is my update for this week. Knowing I also want to give you an understanding that next week probably won't be as extensive because it's only a week from today. Back-to-back meetings make it a little difficult to have all this unless there's a whole unless that afternoon next week on the 28th is a afternoon full of this just in information. 044our transportation building because I know on our agenda here coming up we have some agreements for um our existing underground tanks and so forth, but I just wondered do we have an anticipated like completely move in time approximation? No, unfortunately we don't. So, we are moving wonderfully down there on the property and getting all that ready. The holdup is the uh creation of the propane tank. So, it's being built and so we are just waiting for that to be finalized. The other two tanks will not be an issue. They seem to believe they can get those here. >> Uh so, it'll just be waiting on the timeline to get that propane tank completely finished. We do have a meeting on Tuesday. So, hopefully we will have an update on that for at next week's meeting.
045They hopefully we'll have an a new timeline with that. But down on the site itself, it's moving along wonderfully. If you've been by the walls up, they're they're doing all kinds of wonderful things there. So, that's not going to be an issue that they'll be ready for the tanks. It's just when we get the tank. That will be the only hold up that we have. And >> this cost does include the remediation of the old tanks. And then so we can finally put that to bed and quit inspecting those. And so we could still do some of that work to get underground tanks removed, but we're not gonna be able to be completely moved until the propane tank is set in place. So that thank you. >> I would encourage you, as uh Dr. Deckers just mentioned, uh the build the wall that the retaining wall that they are doing, it is I believe impressive. Uh the beginning balance, you know, as of June 1st was uh 1,990,76.61. We had $3,652. Jeez, excuse me. 3,652,78844 in deposits and we had $4,129,16265 in expenses with an ending balance of 1,5137240. Uh we had a little bit more expenses this month because of the way our uh payroll was set up for the year. So we run four additional payrolls in the um month of June for uh individuals that are set
066up on deferred payments. So we had additional tax payments and and things of that nature. >> Mr. Dolan, I think that's reflective of what we refer to as a prrated across the 24 payments. And that's all great, but but we still have to look internally and and and see, okay, what could we do better with everything across the board? And uh you know just the storm that moved through here earlier today this evening uh I sat in my car for about 15 minutes so I wouldn't get a full total shower getting in here. But u uh you know notice the lights flicker a few times and and we got in here there were a few leaks and that's that's going to happen with a storm like that. But again it's maintenance it's roofing. It seals around doors and and so the least number of buildings we have the better. So, I just want to make sure we we're using utilizing our
098buildings to the most efficient way possible. And uh so I don't know if it takes a committee, if we do it through these boards. I don't know what what the proper way of doing it. We don't need Charleston's guidance to do this or anyone from that arena, if you would. Uh but but I'd like to know, you know, sort of like a 10-year plan, how we see this if if student enrollment keeps declining or levels. Uh and we're only using, you know, 50 to 60% of the the rooms in our schools. I mean, if they're there, we'll use them for something, storage or something, but but we can get I just want to make sure we're getting the most efficient use out of our buildings. And uh and and so uh you know, I also
099sent some emails and uh Dr. Decker did a very good job of of tracking Taylor County versus the rest of the state today and and we kind of followed suit, but I don't think we're as bad as a lot of the other counties we have with the information she provided. And uh you know, but we we have increased in some areas. We've lost student population, but our our instructional staff has increased. And some of that's justifiable because uh we get uh laws and legislative activity that causes us to take on extra uh staffing and all that and that's that's justified and we're following the law. But I just want to make sure that we're doing the very best we can um you know for the for the people Taylor County and for the students and
100all because if we can if we could shut down some u you know the maintenance just say we shut this building down. I I use this for instance. Uh you know, it costs I don't know what the electric bill is for this building on a monthly basis. I don't know what the the annual maintenance for for windows, for roofing, for mowing the lawn. But let's just say we could save throw some numbers out there. $50,000 a year. in three or four years, we could pay for the new turf on the football field and and not have to ask the county taxpayers to pay it for us and and better utilize our buildings and uh and better utilize our funding that way. And so, but it's just not going to happen sitting here in this room
101for an hour to an hour and a half every every uh couple times a month. And um so so I don't know and I don't know if you have the staff to go off and come up with something like that. I don't know how you know I' I'd like to be someone on a committee to to help think you know put these you know just we always just said throw some ideas on the wall. Some of them are going to stick and some won't and and then we'll come back and we'll say okay how's this looking? And you know it' be we could even have some public meetings and and say you know how can we best do this? And you know, I've had some county residents say, "Well, you know, I think things were
102better when fifth grade was at the elementary school." And maybe it is if we have room, you know, and I'm not saying let's go do that right now. I think we need to look at it and and there's cost associated with that. There's there's input needed. Uh but but you know, someone asked the question and so I'm obligated to say, "Okay, there's always room for improvement. We can always do better. How much better we'll find out." And sometimes the things we think will be real good probably won't pan out and other things we may have great benefit. But so I don't know how we start this but you know we need a 10-year plan. I get it. HVAC's got to be in the plan. That's what we're reporting in the report you gave. And thank
103you for pulling those together, Dr. Stallings. But I think we need to look back and and dig deeper and look at other areas that we're not required. Just because Charleston only requires those doesn't mean we can't go off and look and do what we think is better for our county. that it may not work for any other county, but it may work very well for our county. I I've noticed some of the more rural counties are sharing elementary schools across two counties now and and going down that road uh to keep their elementary schools open and and all that and and so they're doing that without, you know, I think a lot of help from Charleston. Uh but I just want to make sure we're definitely financially solvent. I don't I don't want Charleston coming
104in here tomorrow and telling us, "Hey, we think you got a problem and we're taking over." I think we have to be well ahead of that. And I think we're well equipped to be well ahead of that. And so, uh, so I don't know if anyone has any ideas or terms. I don't know what we're legally allowed to do, but I'll find out. But I'm willing to put the effort in to help look at some of these situations and see how we can be more cost effective and more efficient. If we gain three or 4%, we'll be where you want it to be, John. we can jump our 5% up to seven or eight% without just by changing the way we do things. And so I think that's a good thing. So I'd open the
105discussion for that. And that's where I'm headed with this. That's why I was asking for building utilization. I'm looking at um our our staffing trends, our student population trends, our cost, what we spend so we can see how much we spend each month and how we do with the budget and all that. I I just want to remind everyone though that if we do um we can make any change that we want to any of these documents. We can go above and beyond what exactly what you're saying. But to go and ask for any type of funding, it has to be in that plan. So a as we go through that process of looking at the be best next steps um that would be part of what we would have to update in that that plan piece just so that there is a little bit of connection what we have to do. So if we ever want to go and ask for uh funding from Charleston we
107have to have that included in this plan in those annual updates. So obviously we can do any kind of leg work we want in in looking at options for best steps moving forward. But then once we know that's the direction we will have to eventually put it into that plan. And I know that Mrs. Shoemaker and and we we've already talked about as we're gearing up for that next phase of that. We are probably right about a year out that we're going to have to do big studies and all those things for this next plan and we can use our architectural firm to help do that. we can start that conversation and moving in that direction anytime that we want. So those would be pieces, but I just wanted to remind the board that that
108is something that would have to be updated in that CFP if we ever needed. Now, if we're going to be using local funds, we we don't have to do that. But if we are going to be seeking out funds from the SBA or anywhere else in the Charleston, we would have to have that in the plan. That's just >> and that's a very good point and I appreciate you making that because clearly I I'm 100% on board with that. Uh yeah, anything this group or whatever this whatever you want to call this entity that moves forward would definitely fit have to fit into that to be reported because we are going to need some federal and state funds to do some of those things and we want to be in line, but I just don't
109want them telling us here's what we need. I want to say no, here's what we need and here's how we want to get there and and be in full compliance with what they need. So thank you. That's a good point. I'd also like to add, if I may, that the those things that have been identified already on the CFP are will not go away. They're they are going to become more costly as we wait. Uh, and I I hear your your concern and recommendation to use our facilities more wisely or as efficiently as possible. I I'm on board with that 100%. at this and not but and as I started this comment conference this comment at uh such places as the ClareB for instance it has been waiting and calling to us since before I
110became the superintendent and other things that are essentials such as uh the HVAC system as an example we have to be cautious not to throw the baby out with the bath bath water and end up paying more for moving something elsewhere because then we have to renovate or revise and adjust it such that it becomes too more costly than um than addressing the entities individually. uh it's a a sticky wicket and an entanglement that we have to be careful not to get caught up in uh too quickly. Uh and it is not saying well you know same old same old. I'm comfortable with that and uh Mr. Dolan will smile when he hears me say this or he also often cautions people don't tell Dr. Stallings quote that's the way we've always done it. I'm
111not a fan of that statement. Um some maybe because sometimes I'm forced and I don't like that either. Uh but I do hear you and I implore the board to keep in mind the things that we've said. Um for instance, we are not moving to a new bus transportation facility because we thought it would be nicer and there was more space. We sought that because we knew we have an issue called I'm calling a shelf life of the tanks that are underground and we are addressing that as quickly and as possible. We were fortunate that we found a piece of property that uh we could access more in a timely fashion uh and indeed it is costing money to renovate. However, that is also some of the costs in making those uh decisions that are
112both safe and forced upon you. And this board, this superintendent, Dr. Decker, all of us inherited that decision that was made years ago. And I am not meaning that statement to disparrage those people that did so in that time. I must believe that was felt to be the most appropriate use of that property and we have discovered uh that it is time to to exume those tanks and make sure that our practice is not to repeat that practice and along that comes as Dr. Dr. already said the manufacturing timeline now is what we're at we are at the mercy of that. We are getting closer and closer to having the building and facilities ready and we'll have to uh and we're as I started to say at the mercy of when those tanks can be
113available to us so that we can uh make that transition. This building is aged. It's from the same era 193940 and uh the previous owners or board members or whomever uh did as much as they could a fairly good job of keeping it going knowing full well that this was not ever uh I have to believe that that was part of my yester life uh a term I used for my other time in this county when the board of education superintendents were recommending that this be facil this facility be used when we built New West Taylor rather than uh staying in the facility that we were previously using near the hospital uh because it was ours and I don't know if we were renting or or I can't imagine we owned I don't think we
114owned the property out by the hospital. It was merely uh being used by the board at that time. And as you well know there's a nursing home sitting on that very site now. Um, I don't know exactly where I'm going with that, Mr. Summers, and the rest of the board, but just as we I hear you, uh, and look before we leap perhaps is an appropriate thing we can look into. Uh, but I believe in in like mind, our obligation to our taxpayers uh, includes doing a thorough brainstorming session and consideration before we think. And there might be people telling you, some of our constituents that say things like, well, why don't we just, why don't we just what they understand to be the case might lead them to that statement. But there are so
115very many things that are unknowns that are also contributing factors to those kind of decisions. Um, I just felt it was important to add that to this conversation. >> I I thank you very much. And he says, "When you're driving an oil tanker like that, if you see it, you'll hit it because you can't turn fast enough. Even if it's miles
118away, if you see it, you'll hit it." And and driving this organization, the Taylor County Board of Education, is sort of in that same realm. You just don't turn it in and and change course in in a matter of feet or minutes or hours. So that that I understand that and I'm fully aware of let's let's get a plan together that really looks at what we do what we're going to try to enact in three to five years six years from now. So that that's my goal of all of this continuing. That's why I kind of like the historical stuff and I was even in the financial we can see we have a surplus of so much a year or it's a surplus and a deficit and and and fluctuates. But we need all this
119information to pull together to to make this a reasonable plan that that you can actually act upon. You can't do this in a month. You can't take you know even a year's worth of data and say here's a new plan. It won't work. It'll be a failure and a disaster from start. So very good comments from Body and I hope I look to everybody to keep this straight and and going forward, but we could really make something good out of this. I really think so. Um and other things like uh whether or not we are able to support individual requests as Mrs. Mrs. Galla earlier mentioned uh requests for uh funding that would I would like to think that the focus of the board is always on how will this enhance uh our students programs uh as opposed to just spending because that's the newer version of something. So, uh, really quickly today I did this. So, this is not um something that I had a lot of time to do as the

So I I pulled the data as it says obtained from our annual certified report and staff is listed by three a three-digit code and so I just pulled different codes to get these numbers for professional staff service staff central office staff and I just wanted to point out that as you see FY26 that was was um our data from October of so FY just as Mr. summer's reference, the year that just ended was FY26. So, as we're moving into FY27, uh the total uh riff and transfers that we did during the riff and transfer season won't be reported until FY27. So, as we're pulling the data, but as you can see, this number has us about um 20 or 76 as we kind of talked about that 70 number.
126So, it it it I told Mr. summers. It did help re reaffirm for me what we had already kind of done the work we were doing but that data is not showing up on this report as it we have not pulled that data yet to show that >> uh the increases on this in instructional and support staff are those result of the third grade success act >> most of those are yes from the service personnel side as you see the addition um this was so this started in FY23 Uh so again that would be 22 23 that's when we had to start adding the additional aids and so as you can see the ECATs into our our first second and third grade classrooms you see a big jump in the service personnel that's what a

Uh and so also we've also add additional special education aids during my tenure here as that's been a need again as you've been hearing that discussion and a lot of the uh funding conversations is it it costs more to fund students that have higher needs and so that's an area but just so that is some of those big increases Mr. Taylor for the service side was we did add an aid in every first, second, and third grade classroom across the county. >> We can talk more about this if you need to in another meeting. I do understand I I was told I don't understand I was told there's a board a camp tolls board of some kind that meets on a regular basis or doesn't meet on a regular basis but and so at some point in the future you know that's a facility if we're paying for it out of taxpayers funding and going through this organization I think
132we have to understand better what we're doing there and what our long-term plan for that along with whether or not it's reported to in the CFP to the school building authority It's still a part of our thing. We got to rope that in because uh you know I've had I've had a lot of people since Mr. Taylor's comments say, "Yeah, he was he was spot on. How did we get here?" And then you know there was comments, "Well, the timber that was sold was supposed to pay for it." Well, it wasn't allowed. And so on. Not by anyone in this room from what I understand, but we're we are where we are and we own it. Okay? And we got to deal with it. And so there's I just want to get everything on the
133table. I want to get I there's a lot of work we got to do and a lot of things we have to maintain and we just can't sit here and be status quo and meet for an hour every meeting. Then on October 13th at 6:00, we will be at Taylor County Middle School for that meeting. Escello, if I may. Um, as your superintendent, I want to share an important detail about scheduling dates and calendars. Uh, I would, it is my professional recommendation that we keep in mind the regularly scheduled meetings that have been previously approved and publicized. Should an example happen where one of you or at least or as many as two of you are not able to
141attend a previously approved and advertised meeting, I would encourage the board to move on and have the meeting with the legally allowed three and or practice what we're doing tonight with Mrs. Belner and afford that individual or individuals who can't be here to participate via phone. My reason my reasoning is thought out and it is that changing a date has ramifications beyond the scope of what our board might realize. And that deals with myself and Dr. Decker and our principles and our my secretary being able to abide by and fulfill the requirement of the sunshine law. When you crunch meetings together such as this and next week, if it needs to happen, it should happen. But each and every time that does occur, please know that you have compromised those individuals ability to accomplish their
142tasks that you expect of them because they're non-stop generating documents within a timely fashion. And let me add to that in the event that this description I'm giving you occurs with a vacation day, it throws us even further sooner in order to accomplish the required sunshine law posting. Not just us, but also impacts potential people who have been monitoring that scheduled date and plan to come and ask to be a delegation who may assume without credibility, but still may assume that the board is trying to hide something which is not good for your reputation as being transparent. and I'm critiquing and applor and just reminding you of the things that we have experienced on occasion and we're in the back room busting to make sure we do it for you. As your as your secretary
143of the board, I feel an obligation to remind you of that on behalf of all the staff that are busting to get you the information you need. I don't want that to come across as whining and complaining. I'm just trying to remind you it's farther reaching than just some one person. Not and I'm not trying to criticize anyone. I sincerely mean that. I just want to let you know any one of you may find yourself within a pickle in that particular unanticipated conflict of schedule.
