Some of the checks to be approved upon for you to be to be approved this evening uh were for travel um various items throughout the right here at the end of the year that needed to be purchased for the schools and for summer programs. Um he he we presented one last we were given one last month that was a very good first start and I' I'd recommend some changes. I'd like to see how it's tracking towards the budget. 010that at a regular meeting for the fiscal year 2026 2027 and uh so I'd like to see how we're tracking each month. You know our income versus our expenditures. So we're going to add that and everything he has to do for the state's based on certain fund categories. So it's a lot of extra work for him. get that to break it out because some funds pay teachers out of maybe fund one and other teachers get paid out of fund two and bus drivers maybe get paid out of fund three even though they're all salary so it's hard to put in salary so it takes a lot but he's willing to work with it but we come up with something it's a work in progress but I would like to get that finalized so here in
011by you know the end of September the first quarter we have that pretty much set for for what we go through and it' be common place and all that uh so we still we still have a little ways to go on that especially getting the budget end and how we're tracking to the budget. And then like for the June one, it should you should be able to state, okay, we budgeted, you know, we just use end up using funds. Fund one was budgeted to get, you know, you know, $10 million income and it had, you know, 9,889,000 or whatever it is or it was over and how much it was over and over. And then how much we spent out of that, you know, expenses and all that stuff. And that would be good because
012then at the end in June, it should be the final one. if we do year-to date, have a year-to- date section, a current month section, and then how that's tracking to the budget. So, that's what we're working towards. I think I think we're very close. I think we can get there with minimal effort. Uh Mr. Dolan maybe just fell off his chair, but no, he's he's been working with it very well. And so, I would like input on that, and I'd like everybody's input on that. It's not my say, you know, I've been the one kind of initiated, but you know, it's it's it's just for, you know, full and open public information. It should be there, and I think I think it's a good thing. We're getting there. So, okay. I I appreciate that.

015We just have we have them sign a contract. So that's part of the WBSSAC ruling is that to be alone with students, they have to be a contracted coach. Doesn't say if they receive pay, but it does say they have to be contracted. So they do not receive pay or benefits. They do go through the WBSSAC classes and they do go through a background check and all those through certification through the state department. but they do not get paid. >> All right. Thank you. Is this um a position that we previously abolished? >> So, this is a recreation of a special education aid based off of need of students. So, as they went through all of the
016schedules and the creation of schedules for special education through the month of June, they realized that we do need an additional special education aid. 017we also have uh the extension agency or more commonly known as 4. Uh that organization looks for a board member representative as well. Um, and we have school u we have the uh we as I mentioned at a previous recent board meeting we have a council that's going to be uh creating the safety council based on policy 8600 I believe that's the number and that would be someone that serves for those of you who are I'm kind of searching for one who may be aware that uh when I started we initiated what we called an awareness series initiative And that brought together representatives from across the county, different organizations as well as Taylor County Board of Education uh to work on various needs that were identified. And this policy is really drafted in similar me
018uh fashion as that. And so that would be the third of the that's the safety council. Otherwise, I don't know unless there's another one I'm missing. Mr. Taylor, I'm going to not try to put you on the spot, but you you have some longevity more even beyond me of serving on board members. So, I don't know. I guess it is uh there is some degree of talk within the legislature or within the public about the uh school funding uh and about it being called up to the legislature. I'd like to uh uh
022have us uh educated, if you will, on the sevenst step uh state assistance or state funding for schools. And uh so that we can be prepared later in the year to talk to our legislators about uh funding. and uh should there be a special session called for us to have some input on that. Uh particularly one of the things that is uh in question about this the school funding is uh funding for special ed education students. And I' I'd like to have some idea. I I know that it was probably be problematic to come up with an exact number, but I'd like to have some idea as to how much more expensive it is to educate a special education student as opposed to an an average student. Uh and you know if we have this
023uh sevenst step school funding formula and some idea about special education students and and their costs uh in mind, we would be much better prepared we would be much better prepared to talk to legislators about uh our school funding. >> Dr. Stallings, is that something we could have like a working workshop on like an educational so that we all get the same information? >> Sure. 028we have some duties and obligations to the public and the newspaper to report our budget? >> That was that was why we had the two meetings, the one in April and then the one in May. So when I present it to you in April at Grafton High School, that was the first presentation for the public and they're invited to come and then it's I put a publication in the newspaper and we also post it on our on our website. >> Those meetings happen prior to submitting to the state. >> Yeah. Okay. So So we have met our public obligation. I didn't realize that. Yes, sir. I didn't see it in the newspaper. I'm not saying it wasn't there. I I just didn't notice it. Uh Mr. Taylor brought up at the last meeting. I'm not picking on you, sir. It's a good topic you brought up. So about uh some uh conditions at camp tolls and all and I consider that a building. It's a piece of property. It it costs money to maintain. It costs money. So So what is
030the future for that building? What are the expenditures? What are the budget? What is the long-term plan? Is it to is it to keep >> How about this? I'll place it on the agenda for the next meetings during discussion so we can give you an update about the procedure since it's not on the agenda this evening, but we'll make sure it's on the 14th. >> That that's what I was going to ask is that that be on I don't look for an answer today, but I'd like to know. Uh in addition, I'd like to get down every building. Uh the Anna Jarvis new school will be complete in about a year from now. I'm thinking open for 2028 2027 se you know we >> FY28, >> right? 031year 2028 is when our targeted opening would be. >> So not next summer but about two years from now it' be ready for opening. >> It' be one school year it should be finished. >> Right. So I'm thinking so like in August of 2027 our students should be moving into that. >> That is the plan at the very least. >> Okay. Thank you. And so what I would like, not an answer tonight, but I would also like uh our projected enrollment for that and our projected use of that. Uh because from what I understand, it's a little bigger, maybe a lot bigger building than the current one and we're at about 60% utilization. So is this building going to dip below 50% utilization? If it is, I'd like to know what the long-term plan for
032that extra 50% is and how we're going to manage to pay for heating, cooling, cleaning. etc., etc. So, and that may not be something you'll have an answer for at the next meeting. >> We can give you what you said, a projection of what we know at the time, at this time. The best I can do because enrollment may increase, continue to decrease, and all those things are not really >> I I get that, but we we should have something in mind. And I know, Miss Decker, you uh you did provide us a very good report or two or three meetings ago on current buildings utilization. and it didn't include the ant Jarvis. So, the new ant Jarvis, so I'd like to include that in as well. Uh I'd like I'd like to know the
033plan uh for and maybe you stated it and you know, but if not, I'd like that in the next meeting. Again, none of these need an answer tonight. I just want them on the agenda uh to be talked about. It's sort of like this budget monthly report. We can we can evolve it over time, but uh the the old bus garage will become not needed for a bus garage later this year. And what's the plan for that? um whether it's liquidation, use it for other items within the county uh school board. Uh I'd like to know uh at this at the new bus garage, there's a lot of space there. I don't know if it's all dedicated to transportation needs or not. So, we need to look at how we're going to utilize that. And
034um and then I I' I'd like you know so all the buildings within the within our purview including camp tolls and I'd like to also make sure this building is included within that because there's some ideas floating around out there. I've been approached and saying that, you know, if the new energ Jarvis is only 50% utilized, why aren't the offices that we have here in that building and just what if in this office sold and uh you know liquidated such that we don't pay utilities and all that stuff, maintenance on this building. So there's a lot of things I think we especially with enrollment declining I think we have extra real estate that's probably underutilized significantly which costs money to the taxpayers and I think that'd be a great place for some savings. So I
035think those are the kind of things. Now again those can't be answered in in two weeks. I get that but I think we need to have some sort of some sort of long-term you know like a you know one year three year fiveyear plan for all of our building. I think it should be updated annually as well. So, so however we want to bring that up and get reported, I'm willing to come out here and sit and kick some ideas around. I very much enjoy talking with you, Dr. Stallings, and we get together, Mr. Dolan, and so on and Dr. Decker. We've had those. They've been good meetings. And just throw some ideas on the wall and see if they stick or fall. And all the other board members that want to participate, I know
036we have to be careful. You get more than two or three, we have to call it an official meeting, and I don't want to do that. And so, or we could make it a part of this meeting and and let the public hear, but the public needs to know. The public wants to know. They want to have confidence we're utilizing their funds and uh operating as efficiently as we can so that more money can go towards the students. And so, with that said, I I appreciate that if we can somehow work those into uh future agendas and start a plan to put that together. So, thank you. Uh you you may not be aware uh we every 10 years have a comprehensive building plan done. Uh not the last one but the one before last.
037I chaired that uh when I was still teaching. Uh but uh the comprehensive facilities plan is a 10-year plan for our facilities and uh it should be reviewed as you say on on an annual basis. >> I think any any 10-year plan, it should be 10 up to 10 years, which means every year you have to revisit it, re redo it, eliminate the obsolete, make changes according to the situation, and still have a 10-year plan. I'm good with that. But it's got to be addressed every year. So >> those plans are how we determine what project is bubbling to the top each time we look at that plan. And so Dr. Decker is excellent at keeping us apprised to that. >> Does it include the camp tolls? I'm sure that the last 10-year plan probably
038may or may not have the current new bus garage and so on. So So you know a 10-year plan still has to be addressed every year. So or it's a nine-year plan after the first year. I do also want to let you know that I know we're live streaming but I will tell you I harvested a slight piece of paint chip so that I can find it go and get some paint to address the construction that was there before that that looks like it needs a little bit of

The new logo represents the uh you know Taylor County learn grow thrive but it also has a book from which a graduate is coming out of it as a result of the three pages of the book meaning each of the three programmatic levels and then we have five campuses and each of the stars represents one of the five three elementaryaries one middle and one high. So there's symbolism intentionally designed in that and Mr. Nick Frier was helping with Mrs. Vander and myself and that was what we came up with and was approved by our
