Mhm. >> It's 6:00 and I'm going to go ahead and call this meeting to order. Four board members are present. It is the practice of our Board of Education to begin our meetings with prayer and the pledge of allegiance. We invite you to bow your heads in prayer and stand to join us in the pledge if you so choose. >> Please bow your heads. Lord, we respectfully ask for your guidance and wisdom as we proceed with the business before us. Keep us mindful of our purpose of providing a quality education for the students attending Taylor County schools. Amen. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Dr. Sollings, are there
any adjustments or addendums to the agenda? >> Yes, Ms. Garvin, there is one. >> Thank you. >> We will ask that you look to item 2259 on the bottom of the first page and add step 7D, as in dog, as one of the funding sources. >> Add what? >> Uh 7D, as in dog, 70. Not 70, but 7D. Step 7D. Thank you, Ms. Garvin. >> Thank you. Anyone else have any adjustments they'd like to make to the agenda? Superintendent respectfully requests approval of the minute uh sorry, of requests approval of the agenda as amended. >> So moved. >> Mr. Taylor moves. >> Second. >> Ms. Gallo seconds. All those in favor? I. >> I. >> Opposed? Motion passes. Bringing us into the 1000 series information, and we're going to start with student recognition of the
0032026 West Virginia Young Writers Contest County winners. >> Thank you. Um good evening, members of the board and guests. My name is Morgan Williams, and I serve as the curriculum coordinator for Taylor County Schools. Each year, the Central West Virginia Writing Project through the June Harless Center at Marshall University hosts the West Virginia Young Writers Contest. Students in grades 1 through 12 can submit their writing samples to be judged. This is the second year I have served as the county coordinator, and it's been a pleasure to witness the creativity and passion for writing exhibited by our Taylor County students. County winners were submitted to the state competition, and we will know later this week if we are lucky enough to have one of the winning submissions. All county winners also have the option to participate
in the Young Writers Day at the University of Charleston in May. So, without further ado, third and fourth grade winner, Brink Moller, third grader at Anna Jarvis Elementary. >> [applause] >> Fifth and sixth grade winner, Lena Biddle, 6th grader at Taylor County Middle School. >> [applause] >> 7th and 8th grade winner, Eliza Leach, 8th grader at Taylor County Middle School. >> [applause] >> 9th and 10th grade winner, Julia Rossi, 9th grader at Grafton High School. >> [applause] >> And 11th and 12th grade winner, Isabel Barnes, 11th grader at Grafton High School. >> [applause] [applause] >> Well, first I just want to congratulate you on your skills of writing. That's um an accomplishment you should be very proud of. That is something that you will carry with you through the rest of your life. It's a
wonderful skill. Want to thank you, Ms. Williams, for um helping these um fine folks and uh coordinating this. Really appreciate your efforts there. >> Thank you. >> Um congratulations. >> Yeah, I'd also like to congratulate you. Uh and certainly what you've done is shown your outstanding ability in something that is a life skill. Uh you will be writing something or other for the rest of your lives probably and you've uh shown yourself to be outstanding at it. Congratulations. >> Well, I want to say bravo. The the ability to take the word written word and use it to affect people, to get in and make them feel whatever it is you want them to feel is amazing and y'all are prime examples of that. So, thank you for sharing that skill with us and I wish
you all the very very best of luck. >> Um thank you. >> [applause] >> Thank you. Good job. Uh families, if you wouldn't mind if we could take a group picture outside in the hallway before you guys go ahead. Thank you. >> And I think we're going to get into the business business part. So, if you you want to go ahead, now is the time. The next thing on our list is a maintenance department update from Laura Schumacher. >> Good evening. So, not a normal thing for you guys to do, but um you know, I've done a lot of come to our school and visit us while we have the meetings over the years. Didn't really think we should hold a Board of Education meeting in the maintenance warehouse. It didn't really seem like the
right place to invite you there, but um I do think that um just really briefly, uh I believe that um when I made this change, one of the things that I told my team, my new team, was that you can tell your story or somebody else will. And I think one of the important things is that we learn to tell our story as a maintenance department ourselves so that people know what they're doing. Um I also think it's really important that they recognize themselves the skill and the trades that they bring to our school system. And I don't know if they've been before you or not um as a group, but something that that I want them to know about me before I talk about them is I don't come from a trophy generation. Um
I don't believe that you just get a trophy cuz you participated. Um I believe that so strongly that when my oldest son was 9 years old and we went to a wrestling he had not won any wrestling the year before. He was new. He wasn't any good at it at 8. When 9 came and we let him get participation trophies when he was 8. His when he was 9 and he started wrestling we said, "If you don't win, you don't get a trophy." And he wrestled in an upper weight um in one of the weights there wasn't always enough kids to fill the whole bracket and they'd give four trophies. So sometimes you could place fourth and get a trophy. Well, you and I both know if there's only four people and you place fourth,
you didn't have to win beat anybody, okay? I remember the day we went to Preston High School and he placed fourth and he was very excited cuz some parent got him and took him to go pick up his trophy until I met him at the floor and made him take it back. Now trust me they did not speak very highly of me at the little youth wrestling program that I would do that, but it was important to me that he knows he was going to earn what he got and he hadn't earned anything that day. Cuz he just showed up and he might have done his best, but his best wasn't good yet, right? So I tried to put that into my children and so I want them to hear me say that because I
didn't ask them to come here today because I was going to talk about maintenance update. I asked them to come here because if you don't know them, you need to. Because what they have done in the last 75 days, 71 days, is extremely appreciated by me and it's I believe it's appreciated by others who are impacted by it. And it is not to say that they weren't doing everything they needed to do before that. I just was not seeing that. I was not there to witness what they were doing. I was on the other side to complain about what I didn't know. Do you know what I'm saying there? We don't know what one person does cuz we don't walk in the shoes of that person. So, I gave them an example when I started,
I actually did the example directly related to Mr. Dever. And I'm going to introduce them if you don't know them. Um with us I've got I have a team of six individuals, five of them are with us tonight. Um and um you don't have to stand up right now. But uh I have Justin Phillips. Um Justin is uh HVAC technician and electrician. Go like this. There you go. All right. And beside Justin, they don't love this. Beside Justin is Scott Perks. It's actually Doug Perks, but he goes by Scott. And Scott is um a plumber. He's a plumber by trade. And next is Elvira Summers, and Elvira Summers is the executive secretary in our office. She also has additional responsibilities um on top of that uh where she helps with payroll and those things, but
she also works with us. And uh Mr. Doug Devert, and Doug is our electrician also. And Mr. Buddy Young, Charles Buddy Young, who is general maintenance uh very skilled in hardware and um and the all the stuff around that, but general maintenance total. So, in addition we also have Lance Wolfe, and Lance is our warehouse clerk. So, he handles all the supplies. Lance did not come this evening. I really wanted to brag on the fact that he also can fix a vacuum and a scrubber like nobody's business. Doesn't necessarily fall under the word clerk, but it is something he does. So, these guys make up that team. And Doug, um I gave the example when he would be at the high school, and let's say he came to do lights at the high school, right?
And he's right in the middle of replacing some lights, and he's got his card out, and he's got bulbs down, he's got tools everywhere, and he gets a call from Elvira, it might have been Mr. Potts or whoever. It said, "Hey, you got to get to AJ. We have no light in the K-wing." So, he throws everything on a cart, he shoves it in the closet, and he heads to Anna Jarvis cuz we got to get light on at the K-wing cuz because that would have been an emergency compared to whatever he happened to be doing at Grafton High School at that moment. Well, a couple days goes by, and he hasn't got back to Grafton High School cuz he's got to get that done, and then 16 other fires come up. And what do
I see? I cannot believe it. That Doug Devert left his light stuff laying around here 3 days ago and did not get back here and finish this job. Cuz from my side, that's what I saw. But now, from their side, I get to see the other side of it, right? You know that whole never walked a day in my shoes kind of statement? So, I think it's important that people know that none of us know what they're doing every day, but what they are doing is very good work. They're also responding very well to what I'm asking from them. So, I have made changes. It It wouldn't make any sense if you don't make changes and you change leadership cuz, you know, I told them our goal is efficiency. We want to be as efficient
as possible. Um we want to do it as frugally as we can, but not cheaply. Yeah, frugal but not cheap. Um we prioritize things. I I said safety first. If it's safety issue, it's going to be first. Um the learning environment's going to be second. If something's impacting the learning environment, we got to worry about that. Um and then if it's a need, and then if it's a want, right? So, that's kind of how we've been prioritizing. I They They join me for morning meetings to talk about what we're going to do that day and end of the day debriefings to figure out what we got done. Um and they've responded that really well. Um a lot of a lot of laughing, which I really appreciate. Um They They are great at that. Um They
have been very responsive. And the And I also want to say that the the principals have been very responsive to some changes that we've made and how we respond to things. I told them that the squeaky wheel will not get the grease. That's not That's not the way we're going to do things because that is not efficient. If we're all at a school and a squeaky wheel happens at another school and it's not an emergency, we are not leaving one to go to the other. We have to finish jobs in a in a way that makes sense. So, they've been great about that, as have the principals. I said, "The only people that should be giving them direction in a day is me or my bosses." So, if work orders need to run through the
work order system, when we have work orders, we will sign jobs and we will go from there. And with of course they we they we have had lots of conversations about how we prioritize and their input is way more important than mine. I have to learn from them and then try to use that to figure out how we're going to prioritize our days with input from them. The principals have been excellent at that, making sure that their teachers know, "Just cuz my guy walks in the door, don't grab him and take him down the hallway to go fix something for you." That's getting the work order system will get you prioritized appropriately. They have really stepped up for that, but it's a hard habit to break. Um and I'm really proud of them. A couple
other things I just wanted to say is the change in the thought process. Something really scary for them was, "How are we going to How are you going to go represent something that has to do with a trade at a meeting that you don't know a stinking thing about?" True. I can't fix an HVAC unit, don't ask me, right? But, they have done a great job. One, being patient with me in the things I need to know, and two, when I ask them to come to the table for a meeting because I need them to explain things, I told them, "You are the skilled labor. You're You're the skilled trade. You know. I am the organizer, leader, I'll be your advocate, I'll be your protector, but you are the ones that's going to do the
job. And when we need to get extra help, we're going to get extra help and you're going to help me know that." They have really stepped up to that. Um I think I want them to hear me say I've kind of been tagging this Last week was a national um national maintenance appreciation. There was national maintenance appreciation day in there, and we had a lunch-in. Um and I got them these keychains and and I've been tagging it that says strong schools start with strong maintenance. And and strong schools start with strong secretaries and strong It's everything, but I think that they need to know their value and I want you to hear that I need them to know their value cuz they have to recognize that that their time in their day is is valuable
here. Um And then, beyond everything else, the fact that we need them for overtime, snow days, show up. Plumbing issue, stay late. Boiler goes down, stick around. Like, and I I didn't know what was going to happen the first time. I don't know. They might refuse to stay. What am I going to do? No. 3:15 came, 3:30 came, 3:45, 5:00, they're right there. They just They did not leave until it was good to go. And so, I want to recognize that. Um Elvira, what she knows about vendor info and building contacts, um it's phenomenal. I say, "Hey, Elvira, we need to do blank." She says, "Give me 2 minutes." And she knows who that is and how we're going to get a hold of them. I will tell you I have a big complaint about
Elvira, and I need somebody to do something about it immediately, and that is when I send an email at 9:00 at night, she's not supposed to read it till 8:00 the next morning, but usually at 9:05 I get a response. I have tried to tell her, "Your day is over at 3:30." Or actually, her day is over at 3:00. Stop responding to my emails until the next day. What I've had to learn to do is try to schedule my emails so she can't see them until the next day cuz otherwise, she doesn't listen. Um but I do I I know this was slightly unusual, but I did want you to know um appreciation day came and went. I I um do have a certificate, and I will give it to them. I will not make
them walk up here. They are not loving that. Um but it does say the same thing. Maintenance team, you're appreciated. Um strong school start with strong maintenance. Um and I want them to know that, and I also just have a couple um numbers cuz you guys know I'm a number nerd, and it would be weird for me to show up and talk to you and not show you a little bit of math um cuz I'm I'm a little nerdy about that. >> I'd be surprised if you didn't. >> You would have been surprised if I didn't have a little data, but it's very short compared to the data you would uh maybe have seen from me in my former life. But um I just wanted to show you that uh there have been 123 employment
days when I completed this data. Um 85 days prior to January 2nd and 38 days since then. They have worked this year. They have completed 810 work orders. That by itself, that number with a team of four people. And and that work order could be anything from a 5-minute job to a to a 2-day job. Okay? So, you can't we cannot we cannot make them equal. We can just refer to them as a work order. But, I want to point out when I tell you that they have really responded to what I've asked them to do, that in the last 38 days they completed 342 of those 810. Which means that they have averaged nine work orders a day. And prior to that, they were averaging five and a half. That has nothing to do
with their ability or their skill. That has to do with the fact that they believed me when I said, "Let's try to work a different Let's try to be different Let's organize differently." And they have done that. It They have not worked They worked hard. They've always worked hard. And they're not And but I respect the fact that they have responded to what I've asked them to do. Also, these the four of them have averaged 74 orders each. And actually, it's a really tight. 68 was the lowest, and I think 76 was the highest. So, really equal. Their teaming is great. Even you know, Scott's the plumber, but when Scott needs help somebody steps up and helps him. And the same They team very well together. Mr. Wolfe, who's not with us, he's done 181
supply requests since August 25th. And Mrs. um Summers Elvira has processed over 35 work orders for H.E. Newman, which is our HVAC contract, and over 40 outside vendor orders. Which is anything from the pest guy because we have ants to Lori, I need you to go get some keys cut to, "Hey, we need to get somebody down here to work on a lock because it's beyond, you know, what we can do." So, that's kind of what I wanted to tell you. I just wanted to take, I don't know, probably 15 minutes cuz I'm never like Dr. Stallings, I don't tell short stories very well. Um but uh I did just want to take a few minutes and if you see these guys out and about in the community and in the schools, just that you
recognize who they are and what part they're playing and to publicly say how much I appreciate the fact that they have accepted me despite the fact that it was a big change for them. And they even let me eat lunch with them most days, which is pretty cool. So, thank you guys for your time. >> Thank you. >> [applause] >> Miss you. Yeah. Yeah. Yeah. I just want to say thank you and we appreciate you and um I I know change is not always easy and it seems like you all have embraced that really well and the numbers show it. So, you know, you guys have a very small crew and we really do truly appreciate you and I know I see a lot of you out even volunteering. I see uh Doug often at
games and things. So, you know, you guys go above and beyond every day and even more so after that. So, really appreciate it. Thank you Mrs. Shoemaker for sharing this with us. Um I think it's it's nice. We we hear the accomplishments of our students and I think it's nice to hear about our employees as well. So, really appreciate it. Thank you. >> You may be behind the scenes a lot, but you guys keep the machine running. The school system would not work without you. You're much appreciated. You are invaluable. So, thank you very much. >> For everything you do, for everything you are, we are eternally grateful. And you can go now. We love you. Go away. All right. Uh that moves us into the superintendent updates with some data reviews, shout-outs, and in
case you haven't heard. Here we go. Dr. Sellings? >> Thank you, Ms. Garvin. I have uh just sent around a folder for each of you, and I'll walk you through those uh without reading every detail of each. But, I did want to start with uh I will I will start with an apology because it seems that there's been some confusion with regard to the recent and last-minute uh announcement that we received from our health department in in the best interest of our students. Uh as we received that notification that it was forthcoming, uh we did assemble here to figure out what steps we should be taking. And through the assistance of the uh directors here, um we did contact uh the health department uh both through um Mrs. McCarthy and as well as uh the
school nurse at the middle school. The information the copy that you see is the letter that was sent to us from the health department. That information was uh sent out through all of the students that attended at the one school about which you are familiar. Uh and we predicted that we would not be ahead of the Facebook posting by someone. And we were indeed dead on correct. And uh our goal at that point was to make sure that we had contact with the health department because we wanted to figure out what steps should be taken. One was that we learned uh this was uh precautionary because we have just one student that's been identified at that location. And the it is my understanding or our understanding that it requires uh two to three uh from
a particular family and of at least three or so families in a particular location before the health department considers that to be uh of of an escalated concern. Uh in fact, that letter you'll see on the top I noted that we were issuing it. We did that through hard that was issued to the schools uh through hard copy. We proceeded with a message through our Thrillshare. Excuse me, got my tongue tied. Through our Thrillshare process so all parents could receive that uh update uh and alert that you will be receiving a letter that we received from the health department to distribute to you. As well as then I had noted that we would be sharing I would be sharing that with you uh this this evening as part of the updates. Um it I don't
want that to have appeared that we were withholding information. That was just uh trying to be expeditious as possible and try to stay ahead of that. Uh our health nurse at the middle school also was done our school nurse at that middle school confirmed um uh that there was no need to do any uh out of the routine cleansing and and preparation of our school. Um hence uh it was not downplayed by any means, but it was just responded in accordance with the health department's recommendation. Um so I I hope that's helps clarify any confusion that might have been out there. And I will accept uh I will issue again my my apologies as the superintendent if I may have been interpreted as dropping the ball. It was not with any intention. I have to
know that you know the safety of our children is foremost in my mind as well. And we were following the guidance of our experts in the health department. Uh and I so I beg your pardon if that was not the way it was interpreted. And I'm hoping it's going out in the public airwaves because I want them to hear the same thing. Uh as soon as we heard of it, we gathered together to figure out how we respond and in what best way to do so. Um and we predicted we would not beat social media. Uh but we have also learned that social media can misrepresent certain things and cause panic. Um and we chose not to uh maybe I should say it was my directive that we will not we choose not to uh
cause panic in that way. I hope that's helpful. The second item you'll see is an envelope and uh as you received, it's a similar letter specifically to myself and the board members. It is by a different individual, but uh we did attach last time uh an indication that because it came to myself and the board, I felt it was important to give you that confidential information for your reading. Uh not to be I will not reveal what it is. It's a private letter to you as the board members. Lastly or not lastly, but next we have some updates from our schools. This time it's from Flemington Elementary School as a starter. Again, I will not read everything, but this is a fairly thorough uh report from the various projects that they have under under way
at the school, some of which we heard when we were meeting at that location, such as the developmental guidance lessons that are there. The sudden um uptick of what they're finding trusting relationships as a result of that. In fact, if you'll notice in mid middle first page, you'll notice that in the last 3 years, even referrals that they felt necessary to the CPS department have gone down significantly from 18 to 12 to only seven. Uh that's a good response to the supports and available uh resources at that location. Um likewise, you'll see on um the back of that first page, they have initiated what they call a Golden Rule Club. Uh and they just recent they're in the process of sponsoring their second annual career wax museum and informational research project of the students of
all ages where children pick uh a career, they investigate that, they learn about it, and then they create uh posters and prepare a speech, and they stand throughout the different places in their multi-purpose room. I think some people call that the gymnatorium, I'm not sure exactly what that is. I used to call it the multi-purpose room. And they wait until someone who's visiting comes to each of the students, and it's like a you know, a sometimes a wax museum will have or a museum will animatronics will come alive and tell you their story. That's what the students have trained prepared to do. It's quite interesting. And um lastly, they're doing the all of the students in kindergarten through fourth grade are participating in collaborative project where they're actually learning to sew, and they're making pillows.
Uh Following that, there's a report from the middle school with significant improvements that they are reporting from the first uh half of the year all the way through this current uh they're into the third nine weeks, and you can see significant growth in both English and mathematics. I was directed to the second page by them, the training grounds middle of the year, uh assessments that are being done. And as you can see there, I did that in color. It's a little hard to read, but the fifth grade is their top score, uh ensuring that they're they're on above or grade level on or above grade level. Uh that's the students by 11% since the beginning of the year. And likewise, the sixth grade has done something very similar. They're up by 10% in similar fashion.
Uh they've also introduced the code of honor, as well as another program called the battle plan for success. And you can see each of those. I won't take the time, but please note that they have taken the time to list the top fifth grade subject and their affiliated math teacher or whatever have you. And so there's a lot of shout-outs for those individual classes as well as the instructors for those groups. Something to be proud of as well. Moving on in your packet, I've also included what we received from the the Grafton High School's update. I know we've been watching and requesting updates regarding the utilization of their weapons detection systems to keep our building safe. And that is represented there at both of the locations, the front door as well as the sand board
entrance that was promised to us when we implemented that sometime ago. Also want to mention per the adjustment we made, um the there's a there's information. It's not in your folder, but I can give you a quick update. One of the I item 2259 about which you are going to be uh I'm recommending your approval, and I hope you will do that and that's what you'll consider is about the what's going on with the report that we have someone who's not been approved by the board and is is working at our school. Uh in fact, I I have attempted to provide what I have learned about that. But, there's this individual has been determined to be a vendor who is considered to be a consultant, as you can see in that descriptor, and she has
made herself available to both Anna Jarvis and Flemington Elementary School. One because of the current status of needing improvement at Anna Jarvis, and one as year four, some supports for the special ed department at Flemington. They are no longer categorized as a school of improvement, having worked really hard over the last three years. You're familiar with that, I'm sure. But, or and, I should say, and it was determined that this some additional uh expertise could help benefit them as they continue to do well during their fourth year. That's when they actually tie things up. Uh and that's what that's about. And as I indicated, this individual had been contacted and she agreed to provide those support services through consultation. And it was put on our agenda for this evening and uh apparently through some uh
misunderstanding of uh when she should start being there, uh she has been she stopped by and that's my understanding as of today, she had done that for three days since we started the conversation. And we have addressed that at two days, excuse me. Um and the uh building principal and I spoke about as well as with Mrs. uh Roberts and Miss Fisher uh to rethink that and to put a hold on that until you consider that this evening. Uh nothing was being done with any intention of intention of inappropriateness, but it did raise a question with some of the faculty. Um uh about which unfortunately the building principal was unaware. Uh she was familiar with and under knew understood that was the plan. But, uh as sometimes can happen, and I don't want this to
sound like I'm disparaging anybody individually, rather than asking questions of the principal for clarification, uh some of those faculty members reached out otherwise, uh above her head, and uh bypassed me as well. So, it would have been an easy explanation and/or uh stop or hesitation that we could have put into place, but uh that's slipped by us. So, I will I think it's appropriate that as the superintendent, you're probably thinking I should have known that. And so, I will own that problem as well, and apologize as I start my presentation and end my presentation. And so, I'm asking for grace in that as well. I do want to give you one other bit of information that's not in your packet, but that is to alert you and inform you, I'm happy to tell you, that
we did have receive We were in receipt of uh applications for filling the current vacancy for that fifth board member, about which we had spoken last time. Those are scheduled, as noted in the last board meeting, for this Thursday, the interviews. And they are to happen, uh beginning 6:00 based on the schedule that was provided. Uh um and I will be here to facilitate bringing them to one at a time. And I believe that is the end of my updates for this evening's meeting. I hope that's helpable. Hope that information is helpful. Thank you. >> Thank you. Does anybody have any additional questions or would like additional clarification on anything so far? >> I just had um something to uh alert the superintendent to. I was down to um, Camp Tolls on Sunday and I
noticed our flags are very, very tattered and torn. It's >> We can get replacements of that pretty quick. Thank you for bringing that to my attention. >> And then I noticed all the lights were on in the building, but there was no car there. So, I don't know >> that >> if that is normal >> is is a stealth guy. I don't know if he sometimes he and his wife help do that or >> Okay. >> My suspicion, we'll investigate that of course, but my suspicion is sometimes he is dropped off and he he becomes a stealth doing some work different places and uh, it's possible that that particular day was what was happening, but I don't know. Do you remember the day? >> Sunday. >> This Sunday. Okay, I'll ask about that. >> Yeah,
cuz I was just curious cuz, you know, it's down there at the end and daylight and all the lights were on, so. >> Yeah, oh, not only was it Sunday, it was daylight. Okay, I appreciate >> Yeah. >> All right, I will check that out for sure. Thank you. >> Um, Dr. Stallings, could you help clarify for us um, I want to start with uh, in terms of the interviews scheduled for Thursday uh, Mr. Doughty has alerted me to a change in his schedule. Um, so that the three of us will be running a three makes a quorum and we are on a timeline, so uh, I feel like we need to move ahead with that. Um, and I know that there are some very specific pieces about if we select a candidate currently that
changes their status and how they potentially move forward. If we select a non-candidate what that does, could you clarify those things for us just so that we have a minute to mush all that into our heads before Thursday? >> Sure, I'll do my best. Do you want it this evening or you want it between now and Thursday? What was your I don't >> Uh if you have it now, we'll take it, but if you need to assemble it >> but I can assemble it and and print for you and have it to you even tomorrow if you need that or >> That would be wonderful. >> I can certainly do that. I can uh confirm that all of the applicants have been scheduled. And that took place yesterday. I had to wait till after 4:00
yesterday as you know. And I uh Miss Katie and I were wondering when that clock was going to move around because I was wondering if I was going to get more or not. Uh after 4:00, I started um I initiated phone calls um after the deadline. Uh I waited a little bit, but then uh actually I sat in a parking lot in the privacy of my car and made phone calls to make sure they were scheduled. And uh four of them were contacted, then two remained, I left messages, and we connected earlier to this morning. And uh the way I did that, I took the applications by date of receipt. I called them in that sequence. I I offered the first two applied the opportunity to tell me which of the the sequential date time
or the interview times were available, and I let them in a sense schedule their own. Everyone No one said anything negative about that. Uh in fact, they were all very appreciative of the phone call. And so um I think you have a a good I'll but I'll get the additional information to you. Uh we did fulfill all the advertisement requirements and all these other things. Uh so we're good to go with all the preliminary and required preliminary steps. Now it's up I'm passing the torch to you and I hope you will pick someone that we can have that will be a part of the process. I hope that's helpful. >> Um to start that is helpful. If we could just make sure that the the legal electoral pieces are included in the information you provide
us. >> I'll do my best. >> Thank you. >> Yes, ma'am. >> I I do not disagree. Once we collect that information, we can make it publicly available. Right. >> So to clarify, you want the legal requirements and procedural processes for doing what we're doing. >> Um well >> and the ramifications of >> And [clears throat] and the ramifications. >> Um and once it's collected to share with us, but to also post for public consumption. >> I can do that. >> Like the date that we have to have it filled by and that kind of stuff, too. Yeah. >> We got it. And we are according to what we have planned, we'll meet we will beat the deadline requirement of the uh This is at this point you had 45 days to make that final
decision. Correct. I >> Yeah. >> You're about the 45-day that none of that is really essential at this point. We need to know the facts. >> I'll call that the what ifs, Mr. Downey, so that we can have that in case so that you can be having that as well as the public will know the options. >> I'm sure our county clerk can help with that. >> He certainly has already and I'll utilize I'll make another contact with him as well. >> Okay. >> Thank you. >> And when is the 45th day? >> It is March 27th. >> Thank you. >> All right. Do we have any additional questions regarding the update? Do we have any board member updates or committee meeting reports? >> Uh just by way of note, uh I I got the
updates from the United Technical Center and Grafton High School still has 30 students attending there. >> Outstanding. Uh we did have the 4-H um extension office meeting and I have forgotten my notes at home. But there's good stuff happening there and I will get those and bring them next time. >> We believe in grace. >> All right. Uh if there's nothing else for the good, we'll move into the 2000 series. Minutes. Superintendent respectfully requests approval of the minutes from the regular meeting 20 February 24, 2026. >> Moved. >> Mrs. Gallo moves. >> Second. >> Mr. Taylor seconds. Questions, comments, concerns? All those in favor? I. Opposed? Motion passes. Additionally, in the 2000 series, we have a number of things in the second reading. No action needs to be taken on those unless there's discussion point.
Hearing none, we will move through the rest of the 2000 series. We've got some agreements, an easement grant, and a contract. Superintendent respectfully requests approval of the items 2259 through 2262 in the 2000 series. >> So moved. >> Mr. Taylor moves. >> Second. >> Mrs. Gallo seconds. Questions, comments, concerns? >> I have one. This easement bit, can you explain more clearly what that is? >> Well, as you remember, we had an >> [clears throat] >> an easement for allowing them to access property um Hope Gas individuals. And uh that was a previous one. And they is that we exchanged like a dollar. It was here more a formality, but they need to access uh um I've lost the name of the street directly across the street for the new entrance to Anna Jarvis, the new
Anna Jarvis Elementary School. It's a part of the construction process that with with which we're working with them, or they're working with us. And this one uh um comes to us. They are paying that amount uh to us to be able to do some additional setup of to setup uh camp for that map. You provide that's not the right word. But uh the first was that we talked about before is being able to get underneath the highway. And this one is setting up camp to help address those those needs. And when set it what setting up camp, it's not like they're going to be there forever. It's just in order to finish that work. >> I think it is 12 months. Is that what it was, the agreement? >> That just needs They anticipate that's
the length of time it will take to get that work done. I could not hear that, sir. Yes. Oh. That's just the That's what the proposal was. About what they were going to be doing? We We thought that was That's kind of a gift to us for throwing that spot. It's just not being used right. I'm sorry. I was just trying to get be neighborly and get the work done, Mr. Downey. If you If you want to vote that down and send me back and say we were refusing to do it for that amount. I mean, that's your pleasure as a board. I'm just making a recommendation as a superintendent. I don't have that expertise. So, no. Don't profess to do that, either. >> Any other questions? Cuz I have another one. Um how many
change orders deep are we at this point with the Anna Jarvis? >> Oh, I think that was I I don't have the number in my head. Um Jonathan, do you You the number? I apologize. >> This is change order number three, maybe? The other two change orders were >> This particular one is number three, correct. >> Yeah. >> The other two were the addition to the four classrooms and the increased size to the gymnasium. >> Okay. >> So. >> We did that quite early in the process. >> Yeah, I >> Yeah. >> Second one was dirt. That's right, I'm sorry. >> Yeah. >> So, number four, my apologies. What? >> Okay. >> One and two, I guess, were the were the two for the one gymnasium. >> The gymnasium and the class >> Gymnasium and
classrooms were all on the one, and then the dirt, and then now is one. >> Uh I don't have that total. That's sort of why I was um Those change orders financially fit within our contingency, yes? >> That is correct. >> Okay. Um have we established a an O point as a we're X amount through our contingency, so we need to hit an overall re-eval or >> We haven't We haven't reached that point yet. >> Okay. >> So, I said we've we've used the contingencies that were built into the contract and everything, and then these are some small adjustments. >> Yeah. I mean, we knew that there were going to be change orders. This project is too entirely too large for there to not be. >> Yeah. >> But, I was just curious. It looks
like it's, according to the information that's provided, this was change order number three. >> Yes, ma'am. >> Mhm. Yeah, the gym was >> The gym and the additional classroom one, dirt was two, this is three. >> Okay. >> Yeah. >> Those are the ones we did real early in the process. >> Yeah, I guess we did those so early I didn't think of them as change orders, but yes. >> Why? >> Okay. Anybody have any additional questions or concerns? All right, hearing none we have an open motion >> on the floor. >> All those in favor? >> Aye. Opposed? >> Aye. >> Motion passes 3-0. 3-1, sorry. I can't count. Uh ooh. Moving into the 3000 series. We have calendars and polling places and facility uses, out of county travel, out of state travel. Superintendent
respectfully requests approval of items 3133 through 3140 in the 3000 series. >> So moved. >> Mrs. Gallo moves. >> Second. >> Mr. Taylor seconds. Questions, comments, concerns? >> I'm happy to see the the uh the field trips that they're able to go on. I'm glad we're able to the kids are able to have those experiences, especially to Washington D.C. That's something that will um stick with them for the rest of their lives, as well as these other competitions and things. It's good to see. >> Any additional questions? Very good. All those in favor? >> Aye. Opposed? Motion passes. I had an eighth grader ask me very last night, very concerned, that he was afraid we were not going to approve that field trip. >> It's just my recommendation. You approve or not. >> Well. All
right, that moves us into the 4000 series financial budget supplements vouchers payable. Mr. Dolan, tell us some things. >> All right. So, inside your packet I've got a few journal entries. We had to do this here for this week for budget supplements. On the first page and part of the second page were just some journal entries to to beef up some accounts that needed to be have some more funding put in them. We had a title for correction grant. They tend to do that quite frequently at the federal level. So, we had to adjust our grant by $230. And then we also received a grant for the school mapping that we'll be doing here in the near future to help offset the cost of that. In addition to the budget supplements inside the rest of
your packet are the schedule of checks that have already been written. The schedule of checks that have already been written include payroll items, some vendors that we've already have under contract. And that was mostly it for the schedule [clears throat] of checks already written. Inside your schedule of checks that will be approved upon your approval this evening are maintenance supply items, travel reimbursement payments. Invoices that we've received between last meeting and this meeting for other various items, transportation, transportation supplies. Just to keep the county moving along. So. Any questions? All right. Superintendent respectfully requests approval of items in the 4000 series. Mr. Taylor moves. I will second. Any additional questions? All those in favor? I. Opposed? Motion passes. Moves us into the 5000 series. We've got some professional personnel extracurricular extra duty. Got some extra
curricular extra duty resignations, substitute resignations, retirements, and abolishment. Uh service personnel substitutes and resignations and a leave of absence. Superintendent respectfully requests approval of items 5425 through 5438 in the 5000 series. >> Moved. >> Mrs. Gallo moves. >> Second. >> Mr. Taylor seconds. Questions, comments, concerns? >> It's another um wonderful teacher retiring, so just really appreciate her uh dedication. >> All right. We have an open motion on the floor. All those in favor? I. Opposed? Motion passes. That brings us to the 8000 series board member comments and discussions. We're going to start with a discussion of the Taylor County Schools facilities access and security. Which goes back to the question about coaches and keys and friends. So, can somebody sort that for us? >> Well, we did start out with having uh we had a
meeting with those people that were invited to the meeting this evening by one of our board members. And uh afforded everyone an opportunity to discuss what was uh they we tried to find consensus about what was felt to be the best practice. Um and uh uh we have those individuals here to meet and to to talk with you as well if you're so inclined to do that. Um >> Yeah, are you going to share that or do you want us to ask the questions we had or is it >> There I think >> want to >> I think they anticipated being a part of a discussion this evening. I didn't know if that was going to be an executive session with them or not. Um Well, we we discussed various and sundry uh options. I
believe the the uh crux of that conversation focused on should everybody of of the of any coaching status be afforded an opportunity to have one of the the key cards uh with the expectations of who should be uh responsible for at least having one of the and as I recall and I want a confirmation uh as I recall we had we landed on we felt like in order to maintain the uh security process we have, we would leave most of that in place as well and uh uh make sure that we provided the paid coach and assistant with the key card and expect that uh one of the others would be present whenever there's a practice in place and that way they would do with those individuals who schedule there whoever's participating in that to
be with the students as well. Our goal was not to have uh uh an enormous unnecessary distribution of key cards in order to honor the the intent of the uh safety of our buildings. And that's not to suggest that the people working with our students would be unsafe. It would just be that that uh too much of too many can be too many. As anybody I don't want to sit by myself and just speak. Thank you. Would you come to the board? Would you? We spoke to the building principals, Mrs. Mrs. Fluharty-Guthrie is ill tonight. She indicated that we could call her if we wanted her to be a part of the and she's she did confirm that her athletic director Ms. Locke would be here as is Mr. Board. Sorry, go ahead. >> No,
you're good. Good evening. Thank you for having us tonight. We had a what I feel a very good conversation yesterday concerning key cards and I wanted I thought it would be beneficial for me to speak because we've had already incidents where there were concerns about unpaid assistants possibly not being able to enter the building and things that we have discussed and I think it's extremely important at least for me with being the caretaker and the guardian of the school as the building administrator the concern of of how many individuals have key cards and access to our building on a day-to-day basis. So what our discussion revolved around was if there are situations that occur. I'll give you an I'll give you an example. If for as an example, if there is a weight lifting program
for instance that is happening earlier in the morning and the head coach comes to the principal or athletic director should be. That's chain of command. Comes to the athletic director and says coach Board, we have a concern. All right, currently this is our our status with and I'm using the example of weight lifting of the morning. We have a concern that we feel this individual could use a badge that would allow them access from this time to this time. Okay, so a certain set amount of time in the morning for them to access the building. Um Coach Board brings that to the attention of the principal, the building administrator. Um as we work through our daily um you know, the things that we do on a on a daily our daily routines. And if that
is a a concern that I feel needs is warranted that I'm given the opportunity to work with the board to provide that access to that individual. I I think it's extremely important to state this. At no point since I have been in my position has anyone brought a concern to Coach Board or myself of things that were occurring at at Grafton High School. That that has not happened. And I encourage that because we do need to work from the from the bottom up. And if there is a situation where there's a disagreement on what my opinion is about a certain issue, then obviously there's a process that we work through um in in any any structured business, etc. at the school level. So, I'm just providing you the information that was discussed. I am I
am asking just again um and you can agree to disagree with me. That that's okay. Um but I'm asking for us to be given a chance. That if there is an issue that it is brought to Coach Board's attention when it comes to key cards that it is brought to my attention and then we work through that matter at hand as as a group. That's that's all I'm asking and again if you if you disagree with me, um that's okay and and with the group with that um I looked at, you know, middle school representatives. We we worked on that yesterday and we were in agreement together because I think it's important to stand together on on an issue or or or an item. So, that's that's where I'm at and then obviously if there
are questions or or other things that you would like to ask the group, we would be happy to answer. So, but that's where I'm at. Thank you. >> I do have questions. So, I'm not sure and that's why I'm asking. Do we have volunteers or athletic boosters that have access to our building? Are they able to badge in? >> Only on case-by-case basis. We We do have a situation >> We We do have >> I don't want to speak in specifics, but there is a situation that I can think of off the top of my head where it was an extenuating circumstance. >> And that was a Just to answer that, that was a process >> Can you come back to the microphone, please? We're talking to the public as well. >> I'll just speak
>> [laughter] >> Just stand there. >> [clears throat] >> Uh that's a great question and so I go back to my original statement. Um there was a situation that was brought um to administration. I'm not privy to to give the the total information, but there was assistant coach that was given uh permission, but they worked through the process of you know, this is a need. This is why it's a need. It was brought to my attention. I then took that information, went to Ms. McCarthy, provided that to her, and key card access was granted to that individual um because of the need um because we felt that it was beneficial cuz we're we're all in this for kids and students and and we felt that in that case it was beneficial for our kids and
it would provide the best opportunity for them to be successful and if, you know, obviously I just don't feel comfortable in front uh of the board, you know, publicly to to say that situation. >> Okay, thank you. So, that that's kind of where the information that I'm trying to uncover here is if we have athletic boosters or individuals like that, which I we are very appreciative of them. Don't get me wrong, but if they are not coming through us as board approved, but we have assistant coaches that are getting WVSSAC approved background checks, coming and being on the board agenda and getting approved, but they don't have access. And I truly understand keeping a limit and so forth, but when I hear of a student almost having a bathroom accident because they don't have access
to facilities to the bathroom, that's what concerns me. So, our students, I mean, like concession stand, that stuff's great, but students, to me, would be first. >> None of our boosters have access. >> Okay, thank you. That's what I wanted >> I don't need to put that but that's the question. Nobody within our booster organizations with a badge access that I'm aware of. >> Okay. >> If they are solely a booster, that's fine. >> Okay, just asking again, you know, constituents asking, I'm bringing it forth um to ask as well, so. >> And obvious I'm sorry. Um if I may speak, um obviously, concerning if that did occur, but that again was not brought to the attention of of administration, and I would encourage open communication, open dialogue with communication or with with administration at
at Grafton High School it take you know that we are able to work through those those issues because if that is a concern it looks like that we do need to if that if you know for instance the head coach at that point providing that information um uh again uh if it's a specific sport concerning weightlifting there was communication with the individuals involved in that sport when it comes to the head coach as well as those parties that were part of weightlifting and they're assuring me that there was not an incident that occurred of that nature. So I that's all I can go off of. Um so I I would encourage if there was one that they reach out to Coach Border or myself so that we can work through that that issue as we're
always open to do that as long as we have good communication. Thank you. >> Thank you. >> One question and this may be an AD question I I don't know. >> Yeah. >> Um I I there was an email chain that went back and forth and it's just a bunch of words and no gravity bunch of BS. So I'm just going to read through it as quickly as possible. We've got football coaches assistant coaches they have key cards they can get in. We have let's just say it's you and Rich out there you're the head coach he's the assistant coach. >> Mhm. >> You're running the plays you're doing the everything. We have a kid who has a heatstroke. >> Mhm. >> How we getting that kid taken care of? How we getting him in
there? You stopping everything to get him in there or we stopping everything? What are we doing? How are we getting the safety of these kids? >> Yeah. >> If something happens and we've got to get him in the school. >> Do you want to answer or Coach Border do you want me to answer? The football >> Yeah. >> Football has five key cards, not just two. So, certain sports have more paid assistants than others also. So, that and a required trainer, correct. >> Yeah, sure. Thank you. Um first of all, we have an emergency procedure in in place. And everybody knows what to do in the event that happens. Secondly, we have a trainer. And football's football's a little unusual because we do have five, well, count six if you count the trainer, six key
cards on the field uh that we can immediately access the building with. Um there's cooling station on the field. Uh we make sure that if it gets hot enough, there's a tent on the field. Our trainer's constantly checking temperature and wind and we uh you know, plenty of water breaks, that kind of thing. Can it happen? Sure. Unfortunately, it can happen in any sport, but we have a procedure in place that the coaches must follow. And the trainer must follow. And I feel confident that the people that need to have access to the to the the building, to the facility um have access. In the event I don't feel confident, then I will turn uh to Mr. Knapp and ask him for help in that situation. >> And this you feel the same way at
the school. Okay, I have no I have no questions. >> Okay. >> All right. I If you If you guys are good, then I'm good. That's the only concern I had was don't put us on the map for something like that. You know, and if if you're telling me you got it, then then we're good. I'm I'm good. >> But but my understanding is by law we have to have that have that procedure. Actually, it goes to Parkersburg. >> It does. >> And every coach has to fill out that emergency procedure and those coaches are instructed in our in our seasonal meetings that they must practice that plan. They must have that plan in place and everybody needs to know what their jobs are. >> Now, with like the transition of like um Mr. Gallo
just coming on and like and I've seen like track coaching and all of that, they get that ASAP and they're they're they're set quickly with that as far as getting the >> Each each one of the head coaches again are responsible to make sure that they have that plan in place. I do understand there is an issue right now with our middle school football uh because right now we have no assistants. And that's something that's going to have to be addressed. But uh um uh for as far as the high school goes, I think I speak confidently that our coaches uh and many of our coaches are well seasoned. Uh they know there's a plan and they know how to execute the plan. >> Thank you. Thank you very much. >> So, just for my
clarification, if I have someone come to me about access, you're their first point of contact, then based on your decisions or whatever before it would go to the building administrator, right? >> ultimately, what I do is I take that to Mr. Knapp and we discuss it and ultimately that's his decision. And we go from there. My my concern I I just need to say it, my concern is that if we give every coach um the volunteers included uh if we give every coach a key card, we're looking at potentially 81 at Grafton High School alone. And we already have 44 that have them. So, I I think with with maybe one situation that we're discussing right now, uh building access is is not a problem. If it is a problem, it's never been brought to
us. And I I assure you we will deal with it if it comes to us. >> Thank you. Happy birthday. >> Thank you. Thank you. >> Happy birthday, Ms. Garvin, Board. >> Uh any additional questions on access or security? All right. Uh we'll move into the next piece, which is a discussion of fundraising options or and/or limitations regarding affiliated groups. Um I brought this up. Uh I was made aware of fact that there was a fundraiser um for an AR >> AR-15, thank you. Um and I have I'm having trouble separating my personal concern for that for my professional concern for that. So, I said, "Hey, is that something that the school is doing or is that something that an affiliated group is doing? And do we have any control, direction, jurisdiction over what that
affiliated group that is not us can or cannot do?" >> In fact, Ms. Garvin, I share that that initial response. Um It does not uh sit well when one sees that a AR-15 suggests to me I thought uh and I investigated that, but if it if it if we're speaking assault rifle that uh the you know, we've been I don't begin to know the total number of student deaths that we've had in our country. And so I did investigate that on our behalf uh with our attorney. And I've worked with Mr. Dolan Mr. Dolan as well to assure the things that have to be in place for that. And then subsequently met with the building principal. And uh they I believe the president as of the organization. And I have been uh I shared with
them at the school level the uh expectations. And I'll give you kind of the litany of what that is. The group that is there is first and foremost must not be affiliated with the school. Sales of those kinds of things cannot happen on school property. Uh and the a gun of any kind could not be on our on our campus or premises. Um they must in order to be I guess the word is divested from the school. Uh they have to have I've lost the numbers and Mr. Daly Mr. Excuse me, Mr. Dolan has tried to school me on this so I can memorize them, but they have to have I'm going to refer to him about certain numbers on record having been done with regard to insurances and certain >> So they they've they've
registered with the IRS as a 501c3. They've obtained their own FEIN number, their federal identification number. So they could be separated and be considered a separate entity from from us. So that gives them they're not you know, they're they're friends of Anna Jarvis. That's their that's their name. Um but they are a separate entity from you know, from the Board of Education. >> In addition uh they have that information that they they up they uh reinstate that every year. So they have last year's information and this year's information that they work with the accountant as well. Um our counsel uh indicated to me that she would could not provide them legal advice. And therefore, recommended that I encourage or reminded them that they need to seek their own counsel to make sure that that is
uh their regular practice. Uh I am not happy that there's a gun involved with that, but that's not something that we can control in as much as they stand alone as a separate group. Uh it doesn't look good. I would imagine. Uh my response was equally concerned. Uh but they apparently have jumped through the hoops to do that. They assured I said as an example in this meeting, so uh I want to be clear. I've not purchased a raffle ticket. But I said, "So, when I win that gun, can I just swing by the school and pick it up?" Oh, no, no, we've been told already we can't even bring it on campus. So, when I win, how do I get the gun? And they're doing they haven't actually purchased the gun. They've just entered
an agreement with the seller, the the store that's provides that. I've also been assured that AR in this particular model gun, and I am not an expert, but AR does not mean what I assumed it to mean. I thought assault rifle. They said that's not what it means. I said, "I bet I bet it does to the public when they first see that." But they have assured me that there are other the AR stands for other uh typical categories. Uh so the raffle that is happening with that is occurring out of county actually at a different site during their uh they announced to us when they we were at the Anna Jarvis Elementary School's board meeting, this particular group uh indicated they would be raising some funds and they would be doing that with through
but I believe right now their gala is scheduled off out of Taylor County actually. >> Okay. So two two things. Thank you. One, what is what is your concern? Two, what hoops are you saying that they had to jump through? They didn't have to do anything. What's your answer on that one first? >> The hoops I was referencing if you're if you're asking me were the the fact that you had to have those kind of things to do. >> Of course they're 501c3. They're non-profit. They had to do all those things. That has nothing to do with an AR rifle. They could have they could have done a pig if they wanted to. That that has nothing to do with anything. >> I'm merely trying to answer your question Mr. Dowdy. >> Okay. So there
was no hoops. Okay. >> So my concern was I did not know the status of Friends of Anna Jarvis. >> Okay. >> So what I'm hearing is Anna Jarvis is raffling a gun. >> That's what I challenge. >> a concern for me. >> Okay. >> And I challenge that as well. >> Yeah. I asked him to investigate that. >> So what they're doing is they're going through a third party to do this. That person has to have a background check. They have to do all of these things. I I feel like this is like the telephone game here. By the time it's gotten all the way to the end, we don't even know what we're even discussing. Like they didn't go through any hoops. They are trying to raise funds. >> I And and I'm
I get that but again >> That would be like someone being upset because they were raffling off a hog because they didn't eat meat. Like I I don't really understand. Don't don't discriminate them by saying that they went through hoops to do something. >> It's a word Mr. Dowdy. They went through a process. I referred to it as the hoops. If that's the wrong word, you can certainly help me. I'm not trying to be argumentative. I was just giving the clarification about which I knew. >> it sound like they were deceitful Mr. Tallings. >> I did not suggest that. That may be your interpretation, but with all due respect, Mr. Downey, I'm doing my due diligence to make sure that I don't offend either. >> have. >> I'm sorry? >> You already have. >> Gentlemen,
let's take a breath and back away from this conversation.
