001Good evening. It is 5:30 and I'm going to call this meeting to order. All members of the board are present. It is the practice of our board of education to begin our meeting with prayer and the pledge of allegiance. We invite you to bow your heads for prayer and stand to join us in the pledge if you so choose. Let's bow our heads. Lord, we respectfully ask for your guidance and wisdom as we proceed with the business before us. Keep us mindful of our purpose of providing a quality education for the students attending Taylor County Schools. Amen. to the flag of the United States of America and to the standy. Dr. Mr. Stallings, do we have any adjustments or um addendums to the 5:30 agenda? >> No, Miss Garin, there are not. >> Outstanding. Uh,
002superintendent respectfully requests the approval of the agenda as presented. >> Mrs. Gallow moves. Mr. Taylor seconds. Questions? All those in favor? >> I opposed. Motion passes. Moves us into the 1000 series information. This is the public preparing for the 2026 2027 school year. And I'm sure Miss McCarthy and Miss Roberts have tons to tell us. Yes, please. There you go. Are we good? >> Yeah. Okay, great. Good evening. How are you this evening? Um, so we have some information that I've placed at your seats just so that you have some background information. I've given you a copy of the school calendar guidance that is provided to us by the state department. Um, very similar to what was given to you last year. There's not been any major changes in that, but it does contain all
003of our requirements and expectations for us to develop the calendar. So, I wanted to be sure that you had a hard copy of that in case you needed to refer to it throughout this discussion. Um, I've also given you a copy of our current calendar, our current familyfriendly calendar, and our current NT plan. Um, Dr. Stallings and I had discussed that maybe that would be a good place for us to look at what we currently are operating under and to decide if um, we want to make changes or what it may look like for us for next year. So, that's what's included in that second packet that I've provided for you. Just to give a little background on where we are in the process of the calendar. As you know, it's required by state code
004for us to hold two of these hearings for us to um allow for community members, stakeholders, employees, and such to come and share um information with us and any concerns or suggestions that they may have for the calendar moving forward. So, this is the first of those two required hearings. We also had a faculty meeting um which we were able to invite them both in person and via teams on our PL day that was held um in January so that um our all of our professionals both service professionals and um in school professionals would be able to participate with us um as they would not have kids at that time that they would be responsible for. So we had that on three o'clock at on um January the 2nd. We were able to participate via
005Teams or in person. Are we good? Okay. [laughter] Just making sure we're awake. Um, so we we already have held that and we had a few faculty members that shared some ideas and and interests with us at that meeting. Um, you probably noticed that we've also tried to publicize this through um a newspaper article with with Miss Nikki. She was able to come and meet with Dr. and I to develop that article and put that in the mountain statesman for us and we've shared that out on social media platforms and through our thrillshare app so that parents can be aware of that as well. So um at this time if there's anybody in the audience that would have something that they would like for to share about our calendar or the development of the calendar.
006[snorts] >> Yeah. Okay. >> Take the mic to her. Amy, is that possibility to see school begin after Labor Day again like it used to? I don't know. and go a little later into June instead of starting in August. That's just my >> And also, Mr. Dowy, I know that you had shared some suggestions with Dr. Stallings um and he had given me those as well. Did you share those with the other board members or do you want me to share those or >> you shared it with them already? Okay. >> Um, Miss McCarthy, taking a quick look at those three specific points were are those similar to what you found through your meeting, your open meeting with the staff. >> So, the first one that speaks to Halloween, I will say that didn't come
007up specifically and that that's a very specific one. Um the one about midweek PD days, he had said there's a strong opposition to scheduling PD days on Wednesdays on or Thursdays as these are days that are viewed as disruptive to instructional flow. And we've talked a lot in the past about the placement of those days. We tend to stay away from Fridays because that is our preschool teachers planning day and we don't want to take their planning time away. We also tend to stay away from Mondays and Fridays because at times staff will tend to take those days off and we don't have as much participation in the PD that's being provided. So, um I guess that would leave Tuesdays, but I think that probably falls in line with what Mr. Dowy was saying, either
008Tuesdays, Wednesdays, or Thursdays being the midweek flow. Um so, we've not really had that discussion, but that's where we've landed in the mid of middle of the week. Sometimes we've also separated um or changed around which days we choose because we don't want kids missing the same specialist. So for example, if we did always did them on Wednesdays, then let's say they have, I don't know, art on Wednesdays, we didn't want them always missing that specialist. So that's a discussion that we've had with elementary levels before. Um so that's been most of the discussion about around the placement of PD days. Can you think of anything else, Mr. Roberts, that we've >> talked about with that? Okay. Yeah. Instead of doing it right there. Yes. >> Yeah. >> She said that um we had avoid
009putting it around a holiday break because of people not wanting to come at that time as well. But it's a participation thing up against the end of a week or the end of a break. And then the last one he had here was um school start date and uh basically that they prefer a later start date, which is similar to what she had just voiced. And um that does seem to be a consensus that they would rather start as late as possible, but sometimes we don't take into consideration what that late start means on the other end. So that does get did you discover, find, get hit with a wet fish that is wildly different than any of these things? No, I don't believe so. Can you remember anything that >> or was there anything
010um new and unusual about >> So, there was a a couple of things that were brought up um by a high school teacher that we're kind of investigating, but it would be part of a reimagined schedule such as um coming in late, having students report late the first Monday of every month to allow for um teacher prep time. Um those would be things that we would have to have approved by the state department because they're not really meet the criteria that is set forth in the guidance that is provided to us. Um but that's the only thing that I can remember. Do you guys remember anything else that came from that meeting that was out of the ordinary? Oh yeah, I think she had shared that one other time that about the full week break
011for Christmas and spring break to accommodate for families who have court ordered visitations that they prefer to keep those full weeks. I have a question. >> Sure. >> Um I am interested to see um how much attendance you had for this meeting. How much feedback, how many people were in attendance. >> I have that. I have that >> percentages or I have 16. >> How many? >> 16. >> And that's for the entire county. We only had 16 participate. >> How much notice did they have? >> I emailed them. I have a timeline here. I emailed them on December the 18th for their principles to to send that out to them. Um, we reminded them again at faculty senate meetings and then I reminded them the day of the meeting. I sent a um not
012only an email reminder but I also did a phone call, a text message and a voicemail that went to every employee in the county. >> Do we have a large percentage of staff that day? I know that was like >> January, right? I mean, that's just what concerns me is we want their feedback and we're having opportunities for when a majority of them either off or not participating. So just that's just one of my concerns. We selected that date so that it was a PL day that they would not, you know, have students and that bus drivers would be able to participate. And so that is why we selected the PL day. But that also speaks to the problem that we have with PL days at the end of a week. That was also on
013a Friday or at the end of a break at the end of Christmas break. So you can see that that participation regardless if it's calendar or some PL that that Miss Roberts has planned for professional development, it can become problematic. >> Do we have another opportunity planned for them to give feedback or these two meetings? if they desire to do that. >> I remember last year we talked a lot about where that late start put us in relationship to graduation and Memorial Day weekend and those things. and we went back and forth adnauseium about that. Do we have any kind of feeling about whether pushing that or not really plays into the overall so the rule with graduation is you have to have at least 175 instructional days before we can have graduation. So that's
014how that number would play into it. depend on how long's your Thanksgiving break, how long's your Christmas break, how long is your spring break, and where and how quickly we can get to that 175th day of instruction. If we do not start school until after Labor Day, that's going to be difficult. >> I just didn't know if we had heard anything back from the community about >> about this year, how this year is going to play out. I have not. Um, Mrs. Shoemaker may be able to Yep. Come on. You're the next contestant. >> So, um, I put that information out in June or July. Um, made sure it went to all senior parents in the community in August about graduation change. Did not receive a phone call at all. Not um, of course, I've
015been out of a lot of games and and banned and, you know, open to the public. Have not been approached by anybody about that change of date. Um, people seem to have accepted that it was just going to be a Friday instead of a Tuesday and we've moved to one. So, no feedback has came into the high school about it >> formally or informally, I guess. >> Great. Thank you. >> May I say something else as just an employee and a citizen um you guys last year I listened the concern about people not coming, Mrs. Gallow, and I I know that weighs heavy on you, but I think as I want to speak as an employee, I 100% knew I had an opportunity to come to that meeting. it was in person or virtual. It
016was a paid day or even if I stayed home, I could have done it virtually because I believe at three o'clock we could log in. Um I also knew there was a meeting tonight and I know there's a meeting two weeks from tonight. Um I believe that the fact that I didn't attend that meeting is an indicator that I'm okay with whatever the board does as an employee and I don't feel the need to give feedback on it. And and I only speak as one employee, but I've spoke to many and I think that we knew we had an opportunity. So I think as a board just speaking as one person not representing an entire faculty but we are you gave us opportunity and and they gave us opportunity and if we choose not to
017take it I think that means we trust you to make a decision and we're going to roll with it. We we are employed 200 or 240 or whatever and we're going to be there. So that that's just on that point. >> Thank you. I appreciate your feedback on that. calendar with these dates plugged in to see what that could look like >> with what dates plugged in the >> potential holiday >> right >> so we're a day off >> yeah so we the way the program is set up through the state it's kind of like an excel situation, which Excel gives me hives. I don't know about you guys, but they have set it up so that when you put in your start date, it starts to formulate a calendar for you. And then as
018you enter other things, it takes and moves the days. So it it would not give us just a blank one that has a holiday in it. But we could look at something more similar to this somewhat blank with a holiday with the holidays. Then I would give you the updated months and years. I think we could do that. But to give a blank version of this, Dr. Stallington kind of asked for the same thing and I had to show him how how it's formulated and how it's developed that I don't believe we can do a blank template of this, but we could do a blank version of this that would highlight only holidays if that would help a little bit. >> But I mean, I think that would show us what we have and what
019we need. would be helpful. >> I know that these are not simple to put together. Um, but last year I and historically I personally have found it more useful to be able to compare like okay if we start near the end of April or April August. [laughter] >> April, we'd really be behind or really early. I don't know which >> um versus what happens if we start the day after Labor Day just to like see how that lays out. It's useful for me. I don't know that that's >> so I think that the understanding for these hearings was that we were to gather information and we didn't want it to look like we were creating anything ahead of gathering that information. >> So yeah, >> That's what it's for. I was thinking about this school
020year when I heard someone ask like how this school year was going is like the Monday we had a two-hourly dismissal right before Christmas. You know, we preach attendance, attendance, attendance. You guys know as well as I do that kids didn't show up that day. It's kind of ridiculous to put it on the calendar to have a two early dismissal on a Monday before a long break like that. My kid, on the other hand, will not skip a day. So, he was here but just as a suggestion like don't do especially a two-hour dismissal because it just seems I'm sure not much was accomplished that day. >> So the requirement for that day not to get into this year's calendar but is that we have are required to have a faculty senate in December. >>
021So that allowed us the time to have that faculty senate time in December. Okay. >> Um and leading into but I completely agree not only was the two-hour delay problematic but it was also on a Monday. >> Yes. and and so sometimes the calendar is not our friend um in that respect but the days do count and each day does add up. So we do have to think about that a little bit. Um yeah I I have as a former employee uh that had to follow this calendar I had several concerns. I always like to have at least a week at Thanksgiving and at least a week in the spring. Uh, and I was always concerned that we end after Memorial Day because we want kids to participate in that Memorial Day parade and if
022they're out of school already, that's less likely. Uh, so those those are some concerns I have for the calendar. Those are usually met, but they are concerns >> noted. And you know that Thanksgiving week, you're always going to have the hunters gone and that includes a large portion of the bus drivers. So you're probably not going to have school anyway, even if you would schedule it. With that being said, it gives it's a very difficult balance if everyone wants a week at Thanksgiving couple, you know, Christmas and then spring, but then end start late, end early. It's very difficult. So, I commend you for [laughter] read for you know, always providing us with a couple different uh calendars to look at. But going back to what Mrs. Garvin said earlier, I think just visually it
023helps us to kind of look at that. Um I know we don't want to get too many though because then it gets um a little confusing, but I think visually it does give us a little bit to look at and compare. And I think that we want to I would like to see us continue to be clear like this about if we get too many snow days, here's the first vacation days that go >> on the familyfriendly calendar. You'll notice I shared that this year like we because we ran into that problem last year. So at the bottom on the familyfriendly version, you can see that these may be converted to instructional days. So that's why we made them a different color for people to help understand that these these days could be converted if
024we had to. >> Right. And and I want to see us continue to do that because I feel like that's very helpful. >> I do too. I think that was very I think that was an added bonus. as we are scheduling the PD days and I know that there's hundred things that goes into that but you had mentioned not always missing the same specialist um with our kids who get uh I'm going to use the wrong term and I don't want to offend. I think I know where you're going. >> Right. PT if they're getting their PT, their OT, their speech. >> Um, >> does rolling that PD day mean a different kid misses every time or do we run into that same thing where it's always going to be the same kids that get
025missed or get skipped? If if I mean, Miss Fischer answer, but if you were to choose a let's let's pretend you said I want all PD on Wednesdays, you would run into that that more more often that that specific day would be that specific kid, >> right? Can we schedule around that? I I don't know. I'm asking that as a broad question. >> Schedule as in change their PT schedule or >> it's pretty set. No is an okay answer. I'm asking [laughter] the question because I don't know. >> Their schedules are pretty set. Their case loads are pretty high. So for them to start a shuffle on these Wednesdays supposedly, right, the day you want off makes them jammed a little bit more. And um because remember they're also they are called to an IEP
026meeting or if they are called to do an observation or something, they're always trying to find ways to make up >> those minutes because they have to, >> right? >> Again, I don't mind being told no. That's fine. At this point, we have five minutes left in this public meeting. Does anyone else have anything that they would like to share about their feelings for the calendar for the upcoming school year? >> Miss Roberts could share a little bit of information about the NT plan and if there's any information about that. >> So, in addition to the plan, excuse me, the calendar. We also have to send uh submit our NT plan. So, I believe in the packet that you received, there's this year's non-traditional instructional day plan. Um I think it's probably towards the back.
027Is that correct? Towards the back of the um packet. So, just a little refresher. Um just a reminder, this is uh due to West Virginia policy 3234 that gives us a little bit of flexibility um to have up to five traditional instructional days um for various reasons. Due to emergencies, we can have students on site and we can offer it um their instruction a little bit different. So each district is charged with creating a plan to outline this to their um to submit it to the state to outline it for the families to make them aware and to make sure the staff is aware of it. So like I said, I provided you with this year's plan and I'll just kind of hit some key pieces. Um, so we break it up into the uh
028the different areas to kind of make it a little bit more understandable. So student instruction with that first bullet we explained our elementary students don't take their iPads home. Um so they actually get a paper packet. Our middle school and high school they have the option um to provide their students with a paper packet of um assignments to complete or to do something more electronic. Um if it is electronic then they have to make sure that it's um downloaded on the student's device. So if they went home and didn't have internet um they would not not be able to um get the assignment. Um that second bullet outlines that it is aligned with that grade levels um standards, West Virginia standards, and it is to support the instruction that's already occurred in that grade level.
029Um we do make sure that these assignments are provided with families by um November 1st. Um we we do a training with our staff. We did that. I can't remember the exact date um but it was in the October PL days. If you remember this year we had a couple different dates in October for professional learning days that our schools provided that training to their um teachers as well as we um provided uh information out on our different social media platforms for our families. Um and then if you jump down to the next section, it talks about assessment and accountability. So students do have two instructional days to return their assignments. Um there's a couple reasons for that. One, um we run into the situation where students might have misplaced those assignments or can't remember
030how to access them on their iPad. We do make them now um electronically available on the school website or teams. Um but they do have two instructional days to return those assignments or they may not understand the work so they can get assistance and clarification for their teachers. Um the expectation is that these assignments would be graded however um normally assignments are graded in the classroom or if there's a specific rubric or criteria that's provided to families. Um if you turn to the back, it goes a little bit into um student nutrition. So we offer um lunch to our students on these days. Um they do have to express interest and we explain that process in our training for our families. Um but we do give them the opportunity to come on site, not necessarily
031their school, um but the closest school location to receive um lunch. And then the last section talks about staff responsibil. So, our our staff, they do report to to work um that they report on a two-hour delay depending on their start time. And then they first of all, once they're at school, their main priority is to be available for students. So, students may call, may come in, uh may via teams, whatever to get assistance, but that's their first priority. And then they um participate on in schoolbased professional learning. Those last bullets kind of outline a little bit of those items um that they complete. So, um we do review this every year and we typically tie it to our calendar um meetings. We did include this in our calendar meeting on January 2nd. So, we
032wanted to present it to you tonight as well for feedback. Does anybody have any questions, closing comments or concerns for this evening? All right, hearing none, like to thank you all for your time gathering these things. Um, and we will revisit this with additional information two weeks hence. Thank you very much. Um, at this point I will entertain I will skip the future meetings of the 9,000 series of this meeting and uh >> do you believe that that would like to be addressed now or shall we address that at the end of the next meeting where I assume that that list of meetings is also there. March is on the other. >> Okay. So, as a point of reference, we are missing a meeting in the future meetings of the 9,000 series that appears to
033be corrected on the following agenda. Let's take a motion for adjournment. Mr. Taylor moves. Mr. Dowy seconds. All those in favor? I opposed. Meeting is adjourned at 601. Good evening, ladies and gentlemen. It is 601 and I'm going to call this meeting to order. All members of the board are present. Thank you very much. Um, it is the practice of our board of education to begin our meetings with prayer and the pledge of allegiance. We invite you to bow your heads for prayer and stand to join us in the pledge if you so choose the snow heads please. [snorts] Lord we respectfully ask for your guidance and wisdom as we proceed with the business before us. Please keep us mindful of our purpose of providing a quality education for the students attending Taylor County schools.
034Amen. Please join me in honoring our country's flag and those who protect and defend it. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible with liberty and justice for all. >> Dr. Mr. Are there any adjustments or addendums to the agenda? >> Yes, sir. >> I would ask that you would pull item 3090. Item [snorts] 309. >> Poll item 3090. >> That is correct. There was the scheduling conflict which caused them not to be able to proceed with that particular issue. >> You have any other >> That is all I have at this time. Thank you. >> Okay. Does anyone have anything else? It >> is the only one in that series. Okay. >> Sorry. >> Very good. >>
035All right. Um, sorry. We were just double checking something. Superintendent respectfully requests approval of the agenda as amended. >> Mrs. KN moves. >> Second. >> Mrs. Galla seconds. All those in favor? >> I oppose. Motion passes. moving us squirly into the 1000 series information and our fantastic friends here from Anna Jarvis are going to tell us all kinds of wonderful things. Good evening board Dr. Stallings, Dr. Decker, our directors and supervisors from our central office. Appreciate everybody for being here tonight. also all of our families that have come uh tonight, our Anna Jarvis, friends of Anna Jarvis Elementary. We appreciate you all being here. And to start, I would like to ask Mrs. Polling, thank you for being here tonight and bringing your third graders. Do I see her out there? >> Out there in
036the hallway. Okay. Hi, Mrs. Polling. Um very thankful for her for coordinating some students to come together to share a special treat for you. You're going to hear some third grade singing tonight. So, um following the rest of the order of the presentations from our school. Um after you hear from Mrs. Dead, then I will follow up uh with a wrapup from our presentation for this evening. So, Mrs. Polling, What do I need to turn on? All right. That's the first responsible [singing] and that's what we do each day [singing] respectful [singing] and that's what we do with our schools. Now, we're going to move to the winter theme and this will feature some of our students using instruments and we have some old ones and then we have some newer ones that we've been
037fortunate to purchase in the past couple years. Winow soundow down. And our final one is inspiration for Dr. Stallings. I get ups everything is I hear it Mom says I got to put my coat on. I can tighten [music] [music] Hellenet day. Snow day snow. >> [applause] >> Nice job, students. You did such a great job. That was probably the funnest thing we're all experience tonight. So great. Thank you, Mrs. Polling. >> Carvin, I just have to take a minute to thank the kids. That was a surprise and so much appreciated. I do love Snow Days as everyone knows and I am pleased to say that if that was me who helped inspire that, I'm in. That was great. >> You have that recording. You can use it now. >> And moms and dads and
038grown-ups, thank you so much for bringing your littles tonight. They are awesome. [applause] They seem to have had more fun with that third song than anything else. [laughter] >> Good evening. My name is Nikki Jenkins and I'm the president of the Anna Jarvis or I'm sorry, the Friends of Anna Jarvis Elementary School. Um, the PTO has changed it into its own entity last year and that just gives us better opportunity to do more fundraisers. So far this year, we've been off to a really good start. Um, Let's see. We have started off in the month of December. We did Santa's workshop and that's the first time that it has been back in several years. The kids really seem to enjoy it. We also did Santa Graham fundraisers and that gave the kids opportunities to buy
039their little friends in their classes and even different classes and different grades little gifts before Christmas. Um, we do have some upcoming events. We have the Sweetheart Dance for students on February the 13th. It's going to be here at Anna Jarvis and it's also going to be free admission. And then coming up on March the 14th, we have the masquerade dance. It's going to be open to adults 18 years and older and it's open to the public, not just Anna Jarvis. And tickets will be going on sale for that soon. Um, we also have that will be going out. Give the kids again an opportunity to buy their friends in different grades and their classrooms little gifts for Valentine's Day. We have designer purse bingo coming up on May the 3. And I think, let's
040see, we also um this year have supported the AJ teachers by providing the donuts and orange juice at the beginning of the year and we also planning on celebrating the teacher appreciation week coming up in May. We always look forward to supporting our school and in any way that we possibly can and we're always open to suggestions or new ways that we can help out. Thank you. Good evening. Is this already? Okay. Didn't know if you could hear. Okay. Good evening. My name is Casey Cochran and I am a first grade teacher here at Anna Jarvis Elementary. I am speaking on behalf of Anna Jarvis Faculty Senate. Um faculty senate has met three times this year. We have reorganized our committees to better meet our needs. Um our committees are as follows. We have the
041curriculum committee, safety and wellness, school improvement, and the sunshine committee. The curriculum committee discusses items of need for anything related to instructional materials. This year we have discussed having training for social studies, obtaining mystery science, having the tutor position for Anna Jarvis again, and having a supply closet for papers, pencils, and things like that. Um, our safety among us committee worked on updating our uation plan with the new construction happening on campus. The school improvement committee worked on ways to improve our communication, parent involvement, how to manage events with the lack of parking, and discuss scheduling of those events. Um, the sunshine committee was formed to plan how we will recognize staff on se special celebration days. Events have been planned that involved covered dish dinners and shout outs on morning announcements. There have also
042been staff outings planned such as a movie night. Um, we as a faculty recognize a student of the month, student of the month from each classroom who exemplifies a specific character trait for that month. They have their picture taken to be posted in the school. They also receive a certificate and a coin to select our book from our vending machine. Staff as well as parents are excited to acknowledge these to acknowledge student achievements while also promoting reading. Anna Jarvis staff has been working hard to meet the needs of our students and promote a fun and safe learning environment. Thank you. >> Good evening. Thank you all for being here. Um my name is Angela Karns. I am the school counselor and the chair of the Anna Jarvis LSIC. Tonight it's my privilege to deliver our
043annual report and this evening I would like to begin by sharing some of our most encouraging current activity or initiatives um this year regarding positive behavior interventions and supports we call PBIS um we along with all the other elementary schools in the county and the middle school adopted capturing kids hearts which is a school-based program designed to build strong relationships for the purpose of improving classroom culture behavior and academic achievement by connecting with students hearts before teaching their minds. Um, Capturing Kids Hearts utilizes something they call the Excel model um in which we engage, explore, communicate, empower and launch our students each day. And they have a uh unique um discipline model um in which we begin it begins with um developing a social contract. So each classroom develops their own social contract that they
044all agree upon. The students and the teachers collaborate to um develop their individual classroom social contract. Then everybody signs it in the room and also administrators and u other student support staff come along and sign those contracts and then we use those throughout the building. I know as a school counselor I utilize each classroom contract in my classroom when they come to see me. So um the social contract is referred to many times each day to ensure buy in and that everybody's on the same page and to help with classroom management. So it's the idea is that the classroom is as self-managed as possible um with students helping to manage their own behavior in their own classroom. When misbehavior does occur, uh Capturing Kids Hearts uh utilizes something called the four questions and a student
045is given the opportunity to get back on track on their own by utilizing those four questions. And the idea again is that students are going to behave inside of the classroom or outside of the classroom. So if the four questions are not enough to help get them back on track, they can opt to behave out and we'll give them some additional support outside of the classroom to uh up until the time that they are ready to behave back into the classroom. And some really neat things have happened uh as a result of that this year. But we have had less lost instruction time. We've had less need for OSS and ISS. We've had increased positive relationships um between students and adults and when ISS has to be utilized, students receiving special education services continue to
046receive their support services. Um capturing kids hearts is far more comprehensive than that. So if you have additional questions, there's additional information available upon request regarding rewards because that's a obviously a big part of a positive behavior um system. Our school um this year has been transitioning from class dojo to the rooms program and uh we utilize that system to award points to students for behavior to track data and to communicate with parents. And then teachers have been rewarding students with individualized incentive programs within their classroom and also teamwide. The school student support services team continues to address behaviors uh related to tier two and tier three students. So tier one student is the uh tier one students are the entire student body. Tier student tier two students are those who need a little additional
047support and tier three students are those who struggle tremendously with behavior at times. We continue to work on that. We utilize check-ins and checkouts and lunch groups and other strategies to work with the tier 2 students. And then regarding our tier three students, uh we have had a huge boost. Thank you. Thank you. um to with the help of our elementary behavior specialist uh for which we are very very grateful. Thank you for creating and filling that position. We are so grateful to have Christie on board with us. Um schoolwide attendance initiatives. We recently welcomed our new community and schools coordinator who is looking forward to being on boarded uh within the next few days and then jumping in with her new vision and initiatives. Um but our previous school uh community and schools coordinator
048uh engaged in random weekly drawings. Uh she had some chronically tardy and absent student initiatives and she also had rewards for faithful and perfect attendance. Looking forward, our principal, the coordinator, and the counselor are scheduled to attend the West Virginia Collaborative Attendance Conference on January 20th and 21st. and we are looking forward to implementing new attendance strategies and initiatives upon our return from that. And then in the way of an update regarding uh related to school counseling, it's a program designed to address academic, career, and social emotional needs of all students. This year to date, our school counselor has provided the following services. uh conducted 246 individual counseling sessions, taught 162 classroom guidance lessons in grades preK through four, conducted 47 targeted lunch group sessions serving 46 students, and collaborated weekly with our new elementary
049behavior specialist regarding behavior initiatives. Lastly, uh participated in a numerous SAT, CPS referrals, parent meetings, phone calls, and consultations with parents, teachers, and administrators. So, we are all eagerly anticipating our new school and looking forward to all that it holds for the future of Anna Jervis. And we'd like to thank you again for having your board meeting here at our school with us tonight. Thank you. >> Good evening. So, I just have a few little updates for Anna Jarvis. Um, of course, our strategic plan, one of the areas of focus is for attendance, and that is something that I have dealt with for 11 years. Um, so and attended the attendance conference last year that Mrs. Karns talked about. I know last year we had the tardy ters. I don't know if you guys remember
050that bulletin board. I can't say it was like woohoo effective, but um, you know, we our kiddos aren't driving themselves here. So that's not really the disconnect is our kids not wanting to come on time. But so some of our attendance facts that we do have is that over the past 87 instructional days, we have recorded 1,027 excused absences and 461 and a half excused absences. In addition to that though, we have 360 excused parties and 503 unexcused tardies. The state only really wants us to be tracking attendance as either full days or half days. But when we're looking at 863 tardies to date, just to clarify, a tardy is anything from 750 to 11 o'clock or 11:35 to 2:45. So a tardy is not a few minutes. It's anything short of just a half
051a day. So when we're looking at we still have 863 tardies, that could be a lot more of the instructional time that we're actually losing for some of our students. So hopefully the attendance conference will do something to help with that. Um we have though I mean last year at this time um well last year altogether we sent 200 three and five day unexcused absent letters to parents. Um of course those three-day letters it was repeat that we sent the fiveday letters too. So a few you know skewed there on that number but at this point in time we've only sent 10 letters less than what we did at this time last year. So attendance is still about the same as what we were looking at last year. Um but we are optimistic moving forward
052with community and schools coordinator Casey Renman Cox that joined us in December. She does have a great idea. She brought it to her interview even with us a whole attendance plan and she is moving forward with that and working with some local businesses um to get some things. So hopefully second semester we'll be able to I know that's Tuesday but hopefully through second semester we'll get that launched um to actually be into new attendance incentives and stuff they get from the conference then too. And I also want to thank our special ed our central office staff especially special ed 2 that helped us at the beginning of the year come up with a new schedule for the building. Um last year we started transitioning a lot of our kids into more of a collaborative setting
053for um their special ed services. So those special ed teachers are coming into the classroom to service the students rather than being pulled out because obviously the pull out's not working effectively. So let's see what we can do to go into those classrooms. Um it's been a big mind shift um for a lot of teachers who have been in the classroom for a long time to have that person in there and it's not like here's your special ed kids over here working and over here's everybody else. We're all mixed together and nobody has any clue when you walk in who's who coming into that classroom. So it did take a lot to get that schedule worked out. Um and fortunately they um gave us time. There was a team of us that came to the
054county office spent about three and a half days not everybody but um the team kept dwindling as we didn't need them at the time but took us about three and a half days to come up with a whole new master schedule um because it's a lot different mindset and more staffing involved to be able to push into the classrooms and provide those services. So there is some more trainings that are going to be occurring for some grades as we're transitioning through um getting into more collaborative settings and of course only is that happening if it's appropriate for the student. Um just clarify that. So, um I'm hoping that um it was so successful at the beginning of this year, but school had already started that it would be nice if let's say like May um
055that we could possibly work together to come up with that time again that that team can get together to come up with a master schedule because with the size school that we have and the number of students that are receiving services, it's quite a daunting task to take on for one person. So that team of people, it was nice to be able to see and have several sets of eyes making sure everything was being covered. Um, but before I close, I do like to recognize two people at Anna Jarvis Elementary. First, I'd like to recognize one of our outstanding students, Benji Cox. Come on up, Benji. Benji is a fourth grade student who recently won the annual Memorial Day theme contest. and his winning theme is where heroes rest, freedom lives. And as you know,
056Memorial Day is an important holiday in Taylor County. So, we're honored to have our students understand the true meaning and the sacrifices our servicemen and women are making. So, and as part of his special thing, he has a great certificate. It's wonderful. Just saying. You might want to say it's nice. Okay. Um, don't know who made it. Um, but Benji will get to ride in a car during the 159th Grafton Memorial Day parade. And he'll be featured in the parade program. And he receives I don't know if you know this yet. You get a $100 gift certificate. Did you know that? >> You get money. You get $100. Did you know you got $100 for writing the theme? >> Did you? Oh, [laughter] I was pretty excited. I didn't know that was even the prize
057that you got with it. I was pretty excited for you. So, we are incredibly proud of Benji and his achievements. So, if you guys recognize Bendy and the next person I'd like to recognize, unfortunately, is a staff member, and they're not here tonight. That's the unfortunate. I thought that they're a staff member that they're not here tonight, is our gym teacher, Mrs. Tia Dai. She took the initiative and is bringing an exciting new program to Anna Jarvis, the all kids bike program. It is a national program that started in 2018 and aims to reach every child in America how to ride a bike during kindergarten physical education classes. It provides eight lessons ready to teach aligned with the shape America standards focusing on balance, coordination, and safety. It provided us a fleet of 24 Strider
058balance to pedal bikes with the pedal conversion kits, fully adjusted um helmets for students and storage rack and um Tia has already gone through a comprehensive training and received her certificate so we could get the items. Um and they luckily happen to be delivered today. So if you don't have anything after the meeting, the bike rack needs put together. just saying that could, you know, just happen to show up today from FedEx. So, you could stay and help us with that. But, um, but the program, even though the program is really focused for kindergarten, u, Mrs. D also received an adult bike, too. So, um, that's a 20 I think the kids are 14 and hers is a 24, I think. I'm bad at remembering numbers like that, but I think that's what I was
059told. And um but so all this even though kindergarten is supposed to use it, she's going to implement in all of her classrooms because that the weight of the bikes I think goes up to like 150 pounds. So hopefully we can utilize that for more than just kindergarten. But she set out and did that all by herself. So I think that is awesome. >> Yeah. So at Anna Jarvis, we believe that every success whether it's improving attendance, creating inclusive class, introducing initiative programs or celebrating student achievements reflects the strength of our entire community. Together we are building a foundation where students feel supported, valued and inspired to reach their full potential. Thank you for partnering with us to make Anna Jarvis a place where learning thrives and pride runs deep. And on a sad note
060with the pride runs deep, I did get word today that our former principal from Anna Jarvis who was a principal here for 22 years passed away today. And that would be Mr. Dan Mankins. So he was principal here from 1977 to 1999. And it's sad because that's mine. [laughter] He was here with me and his signature still hangs in the elevator shaft. There is a piece of paper that signature on it. So, I just always say that. I think that's funny. But yeah, so he did pass away today. So, I just wanted to take a moment to let people know that. So, because our pride runs deep, he definitely had Taylor County pride for Anna Jarvis and Grafton High School. Thank you. >> Thank you, Mrs. Ste. So, quite a few things that I wanted
061to go over with you has been shared by our other people sharing items. So, I don't need to go over them again, but I do want to point out a couple of things. Mrs. Steed had shared about the schedule that was created for this year, which has been going so much better than how we started out the school year. One thing I'm very proud of that we have implemented this year, from before is how we are utilizing our title one staff. They do interventions. Um they are trained in progress monitoring and documentation of the interventions. In the past, we've not been able to provide um those interventionists for both math and reading for every classroom K through four. But with our schedule this year, we are able to do that. And so I'm very pr
062proud that we are better able to meet the needs of our struggling students um by how we're organized in that manner. Uh skipping over that, skipping over that. Um one of the things that Mrs. Steed had mentioned about was with our uh collab teaching, otherwise known as co-eing. We, as she said, are doing a lot more of that this year. I believe we have co-eing in every grade this year. >> Yes. And which I think in the past we may have had two grades. >> Just fourth. Okay. And so we using our consultants um the company Essie they have provided training for our teachers with co-eing and not just to our um special ed teachers and gened teachers but also to our instructional aids and that was very helpful because it had provided uh the
063training necessary to um let everybody understand the co-eing models which the key of that is to um and I believe you might have mentioned or decreasing the ratio um of student and teacher so that you can have more feedback uh so you can have more engagement and that's very very important. So even if we don't have a special ed teacher that's providing services, our our teachers and instructional aids have that training on how to have a bigger impact um by using the co-eing models. Essie also working with us had provided training to our teachers and instructional aids on improving writing instruction. They gained knowledge on helping students to deconstruct prompts in all subjects and the importance of continuously referring to the standards and writing rubrics to help guide instruction. Now, I know you've heard a
064lot about capturing kids hearts, but there's a reason for that. It's some good stuff. Good stuff. I'm sure you've heard it from other schools presentations as well. And so I also want to share about the things we have in place and the positive impact it's had on students at Ajes. Each class, as you've heard already, has a social contract. They share good things. I've heard that you guys have heard about good things and people are talking about good things. It makes a difference to have that positivity. Our students are giving affirmations to each other as well as our teachers are giving affirmations. We use launches to give them something positive when they're going away from you. Let's not just build up the excitement when they're with you, but as they're going out, let's carry that
065on. And we recently have added student leaders to each room to lead the good things, lead the affirmations, do the social contract review with the entire class on the daily, and go over the target standards focus. Classrooms are finalizing elections for student council for more student input on items to put in the school store and other incentives for academic achievement, good attendance, and model behavior. The procedures and strategies set in place through capturing kids hearts have contributed to the decline in student behaviors and therefore office referrals. We applaud Taylor County District Admin and the Taylor County Board of Education for investing in capturing kids hearts and are hopeful for an even greater impact as we delve into other components of what CKH has to offer. I also want to mention that when I'm looking at
066Zoom E, I know you're familiar, it will show us our chronically absent data and we are holding strong. at about 14% where in the past we've been up to I want to say 24% like to end the school year. And so I I just am so happy that it is so much lower at 14% right now. And I believe that all of these things that we have mentioned, all of these things that we are doing differently this year, building the relationships, giving the support to our struggling students are causing students to want to be in school more. and when they're here, they will learn. This year, our school came off the CSI ATS list and was identified for county level support. The district invited the West Virginia Department of Ed to perform a diagnostic like
067what was done for Flemington three years ago, I believe it was. Due to their success of their work following the diagnostic, the result of that diagnostic provided direction for the county to give support in the areas of PBIS and MTSS. The district has hit the ground running and is already working on what is needed for our school. PBIS is the positive approach to changing behavior with introducing capturing kids hearts. We are working on solidifying our staff's understanding of the PBIS framework and how capturing kids hearts folds within what is already in place. MTSS is the support we provide to students to close gaps in learning and challenge students who are above the grade level expectations. One of the pieces we need to move forward with this work is the results of the I Ready assessments
068which are currently occurring. As of the end of the day today, 242 students out of 353 have completed the ELA I Ready assessment and students have made 57% progress to annual typical growth which is the median. The expectation is 50% at this time mid year. So, we're pleased with the preliminary results. Additionally, each grade level is above 50%. And I'm glad to see that, especially because looking at our kids that were this year's fourth grade, um, needed to be moving along. And looking at the data, um, they're one of the higher percents at this point. So, we're still waiting for that data to roll in, but I'm pleased with that. I'm looking forward to getting those done so that we can be making our small groups for instruction and rethinking how we're going to be
069doing our instruction with all of our kiddos. So, with the district support, um like I said, it's it's been great and I'm looking forward to the huge growth that we're going to make uh together between now and the end of the year. So, I want to thank everybody for listening to presentations and if at any point you have any questions about anything that was shared, um we're happy to talk with you about anything that you're wondering about. Thank you. Does anybody have any questions for our friends? Um, overall, do you feel like with these additional pieces that you're implementing, you've got the the physical supports that you need in place for those programs? Or is there any specific piece where you're like, if I just had another insert fidget toy here? Um, we could really
070kick this. So, I I really appreciate you asking that. And one of the things that is happening through the district support with us being identified for county support is they are working alongside with our leadership team and the things that have come from the diagnostic um Dr. Stallings, Dr. our directors are going to be working with our leadership team to decide what are the next steps and that they are going to be providing um those things that you're asking about uh right now. So, we feel really good about this setup and like I said, we we're expecting that big things are going to happen. Thank you. And I'm not supposed to, but I'm going to on behalf of the board and say thank you very much for inviting us to your school. It is a
071lovely place to be and we are always always happy to come and be in your space. So, thank you for taking the time of an evening to make sure that we felt welcome. Y'all are amazing. >> Dr. Stallings, what you got? >> Good evening, ladies and gentlemen, the board. And I have a leg cramp right now. That's >> I apologize. I'm gonna have to stand. Um, as you can see, I just gave you a a handout of a couple things I want to address. I'm so sorry. Going down the list of schools in Anna Jarvis, as Mrs. Sinclair just referenced, the anarvis recently went through the diagnostic review that was done and that was through the assistance of the West Virginia Department of Education, our central office directors during which they conducted interviews for faculty
072and staff and those interviews will be used And the results of that information will be used to create plans pertain to areas of emphasis to be implemented through the school's general operations and procedures that are focused on academic programs. With regard to facilities, as you all know and drove by, the new Anarvis Elementary School is growing yet again and again. I stood at the end of the parking lot today and I looked I talked I mentioned this to Mrs. Sinclair earlier. I stood at the end of the parking lot and looked at the current building and referenced and just reflected. I've always thought that was a pretty big building. And then I turned slightly to my left and realized the next building we're about to enter is becoming what I would consider huge. Not because
073it's just in the front of the school, but it's uh it's looming and we haven't even begun to put the second floor on the west end. So, I look forward to that. I am pleased that Mrs. Steed did mention uh I'm not pleased that the announcement was relevant, but I did plan also to remember uh Mr. Dan, who was a colleague of mine in my yesterday life, a neighbor for many about 30 years and uh who started here about the same time I did in Taylor County and he was an Anna Jarvis advocate. He and Dave Marshall who is still with us and living in Charleston I believe. Uh Mr. Mkins was a strong leader who had a lot of focus and it was under his uh direction some of the additions happened to this
074building and so I would ask you to keep his three sons surviving sons in your prayers. He will be missed my friends and former colleagues. We were able as you remember those of you that were at the football game this last fall. we were able to recognize Dan and induct him into the Hall of Fame as one of the last parts of what he did for Taylor or what Taylor did to recognize him and I will uh just remind everybody about that at Flemington Elementary School. As a part of your packet also I've included a couple photographs I took just today regarding uh what the new sidewalk in the front looks like as the bright new red doors I've referenced in your your update. Um, a comment made by Mrs. Dolan when she spoke to
075that just recently was it looks beautiful and they are very appreciative of that having happened. She actually also comp complimented the construction crew that did that and was very appreciative. In fact, you all remember Flemington Elementary School did a a rock garden in memory of one of our uh board member or central office members families members and the team that did that construction improvement to the sidewalk was very respectful of all that and replaced everything in a very uh respectful process. So, it's you can see that on one of those photographs I provided to you. It's between the sidewalk and the building. With regard to West Taylor Elementary School, um unfortunately, we also want to remember Mrs. Knots um and her family for her recent loss of Mrs. KN's father that just happened this this
076weekend as well. Um and that the newly installed canopy has been well received. It is uh it's received rain and snow and now is in operation, but they are very appreciative of that. Uh I did not enter a list of Taylor County Middle School by design, but in your packet you'll see a reference of their report of their utilization of the weapons detections equipment that's under place and you can see multiple times when they have done that throughout and they're keeping us updated as per your request. [snorts] Moving on to Grafton High School. As you've heard, Miss Miss Kenir, Mrs. K Miss Kenner has recent on Grafton High School's girls basketball team recently broke recently broken the record, the all-time scoring record for both boys and girls. Uh, Mrs. Westfall has Miss Katie Westfall has
077reached out to see when we can bring her to the board of board of ed offices or meetings to recognize her. And what is not surprising is when someone of that Ilk is that very busy. We're having difficulty. We believe a March meeting is the soon as she will be able to work us into her schedule and so we will look forward to having her join us at that time. The certificate is prepared. Now we just have to wait till we get her here so we can present it. Uh she has continued I believe in the last game remember Dr. is not sports, but I believe even after m surpassing that goal, that uh mark that was set in 1966, she scored an additional 30 some points I think this last time. Good. I'm having
078some head nods. >> 20 just >> somewhere. When we say just in the 20s, remember Dr. Stallings, that would be impossible for Dr. to do, but she is quite impressive as are all the other girls on the team to recognize them. New transportation building as you have been um informed in the past and Dr. Decker and now the new um Mrs. Shoemaker, not the new one, but our our ever present Mrs. Shoemaker. Uh they are working very hard to get that phase one started which is already underway and that their goal is for the to start shortly there afterfter. Speaking of Mrs. Shoemaker, I want to give her some accolades because ever since she started this new position, I have had only one kind of comment from people and that is she's doing a great
079job, great idea, good decision, good choice, those kinds of things. I've told her that she's a little bit humble but that's from not just from fellow staff members but from other people who with whom they've she's worked and likewise since I just spoke of a moment ago Grafton High School her new her replacement Mr. Kn again very complimentary reception from the public and his colleagues within that building. Lastly, but certainly not least, in your packet, um this evening, we're we're hoping to continue to focus on the next steps toward addressing the previous information provided by Dr. Decker. I believe that started in December as a handout, and I provided we provided you an attached to this packet of information. I repeated that information just as a springboard for consideration and conversation. We hope to discuss
080those things about both the funding formula and how it's impacting our areas those areas. In addition, we're hoping to revisit a way to prioritize any various capital improvement projects that we have in mind that have been identified as a need. Information that is that last couple pages in your packet. At this point, I uh hope that is helpful. Thank you. That is a lot. Anybody have any questions or would like additional clarification from Dr. Stallings? >> Uh, yes I do, Miss Gon. Um, I appreciate the breakdown of um information that we have been given about the weapons detection and um I believe it was maybe a meeting or two meetings ago. We also had one from Grafton High School um I would like to ask Dr. Stallings if um we can continue to get an
081update on that. Um because I did notice that there was just only a month of data from the high school. Um so I'd like to us to continue to get some of that information because I know that is one of the the goals that we have and you have um is the safety of our students and our staff. So I would like continue to get that information >> without question. We will continue to do that. I think did you notice that high school you're referencing the month they provided the back in that pack? >> Yes, ma'am. Right toward the back of the couple pages. So, they're keeping on that with us. We'll we'll continue that practice. Hope that's helpful. Do we have any board member updates or board committee meeting reports? Hearing none, we will
082continue on moving into the 2000 series. The minutes. The superintendent respectfully requests approval of the minutes from the special meeting of December 15, 2025 and the regular meeting of December 16th, 2025. The special meeting of January 6, 2026. Mr. Taylor moves. >> Second. >> Mrs. Gallow seconds. Questions, comments, concerns. All those in favor? >> I opposed. >> Motion passes. We have a series of policies and codes in the first reading. We have a second series of policies and codes in the second reading. And unsurprisingly, a series of policies and codes in the third reading. Those in the third reading will be taking action on this evening. The superintendent respectfully requests approval of items 2193 through 2206 in the 2000 series. Mrs. Gallow moves. I will second. Questions, comments, concerns? Can you turn your microphone, Mr.
0831662? Are we adding that back in 4122? I assume we're not just pulling that out. Generally when a policy is rescended is because something about the language in it has been found inappropriate at a level beyond us. >> Correct. So in 4122 I I see similar language but I don't see much. >> Well those are in the first reading so we have time to um sit through with those. So and feel free to correct me, but I believe we are looking at agendum item >> which is policy 1662 and 2179 which would be policy 4122.02 specifically the two in question are resended. Um so we will take a moment and reread those before the next meeting unless you know something specifically about those. >> So, we're going to go ahead and vote on the first
084reading. >> By policy, no action is taken on the first or second reading. They have to be read three times in question. The only things taking action on this evening are the third reading. >> Right. So >> my question was >> we took them out but we're put in with similar to no different language. So what are we doing? >> That's all that's all my question is. >> Okay. I did not get all the way through the first reading to be honest. So I specifically answer that question. Does anyone else want to take that this evening or can we revisit that next? >> I just that's why I want to bring it up today. >> Yep. Very good. >> Comment. >> The intent is not to get rid of them completely. It's just those particular
085versions by virtue of the company we work with. The recommendation was those that we have in mind or have already approved or taking place and we'll compare which ones of which of those two categories they are as we get closer to your approval of each of those readings but the intent is not just for instance the anti-harassment we're not moving away from that we're the concept is certainly we want to make sure there's no harassment and those things taking place the descending is more of the that that has is has been replaced previously. >> So it is entirely possible that we are that the language might be almost identical, >> right? It's more than just editing. It was a lifting of and replacing with >> Okay. I just have a question. Yes, ma'am. Instead of
086having them all voted in one big package, first, second, third reading for the that a board member as in Mr. Dowy has a lot of questions this evening on the first reading that he might want to or a board member may want to vote in a negative manner. Should it be that we would have three separate votes on something as what we're seeing in this agenda? Um if you look the first item number is 2193 and that is the first policy in the third reading. The first and second readings are not included in the item numbers >> that we are asking for approval at the moment. Does that answer your question? >> Yeah. >> Okay. >> Do we have any additional questions on polic this evening. I can I I have gone through my bit
087with cold medicine so I can read that as per at this point we have an open motion. Um so all those in favor >> I oppose. Motion passes. resolve that the bylaws and policies printed and codified in the comprehensive document entitled bylaws and policies of the Taylor County Board of Education are hereby adopted and that all bylaws and policies hereto for adopted by the Taylor County Board are hereby rescended. Further be it resolved that in the event that any policy part of policy section of bylaws is judged to be inconsistent with law inoperative by a court of competent jurisdiction or is invalidated by a policy or contract duly adopted by this board. The remaining bylaws policies and parts of policies shall remain in full effect. That cold medicine kicked my butt last week. I'm sorry.
088All right. Uh, moving on in the 2000 series agreements. Item 2207. Singular item remaining in the 2000 series. Superintendent respectfully request approval of items 2207 in the 2000 series. >> Mr. Taylor moves. Do we have a second? >> Second. >> Mrs. Not seconds. Questions, comments, concerns. >> Dr. >> Yes, sir, I can. >> Uh, as uh I received an email from earlier this afternoon. Uh, there were some questions about that particular agreement with our with the agency that's referenced. And the first question was, does the agreement cover planning advisory services only and does it not and and does not obligate the county to use this firm for future projects? Uh I think I I hope everyone received the email uh that I sent out but the answer is yes that it deals with planning and
089advisory services without any additional obligating for future project. Uh and then the next question was about Is it a non-exclusive on call agreement that allows use of other firms if needed? And that answer also is yes. It allows use of other firms if needed. It's more uh of a planning and advisory service is what this is similar to what we've done in the past. Um this third question was does this approval authorize any spending now or will all project costs return to the board? And it it has no cost now and only a contract for it's only a contract for services as I just mentioned uh for for in other words it's a retainer but without fees just to uh rely on that particular advisory group unless anything with regard to costs it would like
090we do with all of our procedures it would be brought before the board on an agenda with a recommendation. So we're not obligated to something that we're we're not buying that from them. We're just working with them. Uh compliance the request if we confirm selection process and compliance with the western procurement law and the SBA requirements. And so yes, we did that. There are multi-steps. First of all, you're required and we did advertise in multiple newspapers as legal ad and a legal ad that listed uh what this is my word uh look fors for any interested firms or applicants so that they can prepare that and submit the and present ultimately through an interview process uh any things that we're requiring of them. Likewise, those applicants then submit and any documentation for review. And then
091we schedule interviews sk uh with those uh more than just that particular company that's being referenced in this in this board agenda. Uh it just happened they were selected because they were one of them that uh fulfilled those required documentation expectations. Uh and then lastly the question was how are emergencies defined? What limits apply before the board ratification and can the board terminate the agreement at any time? And likewise that answer is that uh such the examples would be such things as natural disasters, fire and unanticipated issues that cause immediate need and that the board uh can terminate per our purchasing policy that you practice uh through a West Virginia 90 form 96 uh that we uh routinely follow. And so all of those things are clarifications of what that particular agreement proposal uh those
092questions that were raised about it. And might I say those are great questions and I'm glad to have a few moments to prepare those answers before you were raising the question of your open uh motion. Thank you. Hope that's Have we had an agreement like this before? >> Yes, we did. And it expired. And so therefore, by law, we're required to go through that process I just explained yet again. And uh the company that's listed in our agenda, Williamson Shrivever, was not the only applicant. We did conduct interviews with those that did fulfill the documentation requirement and it just happened that Williamson remained the preferred company. Hence the recommendation. >> Yeah. I just >> Yes, you were correct. Do you remember having done that in the past? >> Yes, you did. >> I'm not >>
093there's a there's a >> for whatever reason this kind of language did not stick in my brain as something I had ever seen before. So, >> it's kind of a repeat of what you did with uh Superintendent Miller prior to us being here. >> Similar. >> It pleases me to make that recommendation that the the interview committee did recommend them because we already have proven benefit from having working with that particular company. >> For your memory, >> does anyone else have any additional questions? An open motion on the floor. All those in favor? >> I opposed. Motion passes. Moving us into the 3000 series consent calendar. We got some purchase orders, some out of county travel and a little bit of out of state travel and some chaperones. Superintendent respectfully requests approval of items 3086
094through 3098 in the 3000 series >> with the exception of 309. >> Oh, with the exception of 3090 which we pulled. Mrs. Gallow moves. >> Mr. Dowy seconds. Additional questions, comments, concerns. All those in favor? I opposed. Motion passes. Moving us to the 4,000 series financial bud budget supplements and vouchers payable. Mr. Dolan, >> good evening. Uh inside your packet uh we only had one budget supplement that came in uh prior to this meeting. Uh that was for our ESL funds uh in the amount of $73.65. Uh the state those out accordingly uh to the number of students we have in that program. Um the additional information you had in your packet uh are your schedule of checks to be written. Uh these are checks that uh will be written uh tomorrow upon your all's
095approval. And that um that was all we had this time. questions. >> Superintendent respectfully requests approval of items in the 4,000 series. Mr. Daddy moves second. >> Mrs. Not seconds. Any additional questions for Mr. Dolan? All those in favor? >> I opposed. Motion passes. Moving into the 5000 series, student matters, personnel, and legal matters. Uh, item 5361, superintendent respectfully requests that Laura Francis requests permission for to transfer her son from Nutterport Elementary School in Harrison County to West Taylor Elementary School, grade four in Taylor County. Superintendent request approval of items 5361 in the 5,000. Mrs. Galla moves Do I have a second? >> Mr. Taylor second. Questions, comments, concerns. >> I think we're going to ask the same question we always ask. >> I am not aware of any concerns that might have been brought
096to our attention. Otherwise, we would not be recommending that. But thank you. I >> don't see a reason for transfer. Do we not ask that any longer? >> Do we not ask the why on the transfer anymore? >> The reason for transfer any longer? >> I would I'm not aware that we do other than >> we used to >> we uh Mrs. Mrs. U McCarthy helps us with those um and clarifies through can check through weeus that there's nothing coming like an expulsion and those kind of things that we can block >> because this this looks this is a slightly different form than I'm used to seeing and I know there used to be like explanation >> often you're you are very correct often because they're able to drive I'm making something up it's near
097their their work or their parents are transferred to this community with that's making it more convenient where they're living with their grandparents instead. >> I just like to see the reason like what the parents say like reason why they're transferring but it's I don't have a problem with the transfer. >> We will certainly try to include more specifics. >> It's just something I like to see just for my knowledge. >> Sure. >> That maybe they like a certain school in our county. Maybe you know there could there's usually lots of reasons parents want to transfer in or transfer out whatever. I'd like to just see the reason but I don't have a problem with it because you've already told us there's no >> disciplinary nothing >> but I I have I have made a notation
098to add more areas regarding the Y. >> Thank you. >> Any additional questions? We have an open motion on the floor. All those in favor I oppose. Motion passes. continuing. >> If I if I know it's already approved, that's a wonderful thing. But I'd like to think my goal is that we find out that uh they're come they're coming to Taylor because they hear such good stuff about Taylor County and West Taylor also has a very good reputation. >> Right. All right. Continuing in the 5000 series, we've got some transfers, some extracurricular extra duty, some vacates, some substitute resations, and additional uh service and extracurricular resations and a leave of absence. The superintendent respectfully requests approval of items 5362 through 5369 in the 5000 series. >> Mrs. KN moves Mr. Dowy seconds. Questions, comments, concerns?
099>> I have one. >> Madam, >> I'm going to ask this in public session. And if you tell me I can't ask it, I'll that's fine. I don't need an answer. I once again before I ask this question, I have no problem with the no problem with what's recommended at all. I am 100% in agreement. I'm happy and I will approve it. 5382. Is it 82? I can't see. >> 532. >> My eyes you guys. >> Well, we're 629. >> 532. I'm just curious because um just curious of just the interest in the position. That's all. That's all I'm asking about. Not asking anything else about you know what I mean? I'm not concerned about it at all. >> How many people applied for the position? >> Interest there were seven applicants. >> That's good.
100>> Yes. >> Was great. all three of the categories. You ask about the previous one. Yes, ma'am. >> Y that's all that's all I have. I'm ready to approve it. >> Again, I just want to say that that's an indicator of interest in Taylor County. >> Yeah, that's kind of why I asked the question. >> I agree. >> I mean, I want to that's just my I just want to get that that feeling on that. Yes. But again, I I not questioning at all the recommendation. >> Yeah. Uh 5362 after we have done this when will it be posted? >> That is a question that will be posing to the board. >> Say again. >> That is the question that will be posing to the board. We have uh as for do you want to
101address that day after the meeting? >> Okay. And why is uh 5365 a vacate rather than a resignation? >> I think if you look at uh the uh what's the other number 5364? >> You can't hold both positions. You can't hold both positions that are listed in 60. The one that's being recommended is 5364 and then the other one is simply a response that that's a >> I I understand that but why is it a vacate? >> We don't require them to write a resignation letter on that. It's they're not possible to hold that same position. So he his acceptance of the one causes him to vacate the other. That's that's all just so it doesn't hold up the again the posting of that position. >> Right. So most of the people would not resign
102from a position until they're approved in the new position. So and and not putting them in that position to have to wait a whole another meeting to have to hold that. We we put it on both so the actions taken at one time. >> I just had a clarifying question just um I noticed that uh these are not effective till January 20th. I was just wondering what the reasoning for that was. >> Yeah, that's our typical. It's always the Monday after the board meeting, but Monday's a holiday, so it's just a Tuesday. >> Okay, >> that's the only >> that allows for our paperwork process to happen through that. >> I figured there was some logistic reason, but I just just wanted to inquire so I can learn. Any additional questions or comments on the
1035,000 series? We have an open motion on the floor. All those in favor? >> I opposed. >> Motion's passed. >> Congratulations, Mr. >> That's bittersweet, isn't it? >> She's expressed her love for this location and her interest in the other. And so, It's all good. >> All right. Um [laughter] before our sense of pride drowns us all, let's move into the 8000 series. Um we have a discussion update of a state complaint. Um I'm assuming that that will in fact name personnel and Should we entertain an executive session? >> It would probably be appropriate. >> We'll entertain a motion to move into executive session. >> I'll move it if we need to go into it, >> but only if it's necessary. >> Given that we may in fact be naming specific personnel, I feel like
104that needs to be in executive session. and is allowable. Mrs. KN moves and I will second. All those in favor? >> I opposed. At this point, we are in executive session at 7:16 and we're hopeful All right, and we are back in regular session. Uh, we came out of executive session. Sorry, Mr. Ch, what time did you say that was? 7:34. We are back. Uh, I failed to note before going in that Mr. Dowy had recused himself from all that discussion. So, he was not with us in executive session. Uh, as a point of reference, the update on the state complaint has been resolved and no action is required by the board at this time. Does anybody else have anything for the 8000 series discussion or request for future discussion? >> I do have one.
105Um, Miss Garvin, so um I know that we um approved the third reading of the um policy uh regarding student accidents and cardiac arrest. And I know you may not have this information now. I just want to see if you could um gather this for us at the next meeting. Dr. Stallings is um I'm just curious as to the locations that we have the AEDs um and the number of staff that we have trained on that. Um and if any additional resources, any additional AEDs are needed. Um because you know when you need one of those, you want that to be in close proximity. So >> as a preliminary answer, I can tell you that there all the coaches all those sports events have them on on site or where they're where they practice etc.
106E readily accessible to them. Mrs. McCarthy does a great job about making sure that they're available and uh the training is taking place, but we will get more specifics about that for sure. >> Please, please do. Thank you. >> Others, >> could you repeat the policy real quick? So, >> um yes, I had uh 5340. It was in our third reading. >> Thank you. Okay. Anything else for discussion? All right. Moving ahead into the 9,000 series future meetings. January 27th, 5:30, second calendar meeting, followed by six o'clock regular meeting, both at the board office. February 10th, 6 o'clock at Flemington Elementary. February 24th, March 10th, both 6:00 both at the board office. March 24th, we have a 6 o00 levy meeting followed by a 605 regular meeting. Again, both of those meetings are at the
107board office. Miss Garvin. Madam um I would like to um propose to the board um the March 24th due to um scheduling conflict. I'd like to I feel like I'm giving enough notice here to the board. Could that meeting be moved to either March 31st, the 30th or the 17th given that that is a levy meeting? Do you have any additional restrictions on when that meeting has to happen? >> Yeah, I think that's why we would have to adjust. We well we have to have the one in April. So I don't think we can adjust those because of the timing of them >> because we have to set the levy rates and then they have to be posted for those the weeks in between that and the April 17th or April. >> I said >>
108is the 17th an option she's asking >> to move it forward instead of back >> later. >> Yeah, I think we can. Yes, we could could move it to the 17th of March. >> We can have it we can have them out for the public viewing for a longer period of time, just not a shorter period of time. >> Sorry, I'm conveniently pulling up that copy of this year's school calendar that we have from earlier and make sure Yeah, it's not break. You can wear green. >> Okay. Um, does anybody have a conflict with that or a concern about moving that meeting from March 14th or sorry, from March 24th to March 17th? >> No, she didn't. But do wear your green or you will get pinched. Okay. All right. Um hearing no specific objections.
109Do we need a motion to move that meeting or are we just gonna >> move the March 24th to March 17? >> I second that. >> Mr. Taylor moves. Miss Gallow seconds. Questions, comments, concerns? All those in favor? >> I oppose. I vote. So the meetings now read January 27th 5:30 and six o'clock at the board office. February 10th and February 20 sorry February 10th 6 o'clock at Flemington. February 24th at the board office 6 o'clock. March 10th and March 17th. No March 10th 6 o'clock at the board office. March 17th 6 and 6:05 at the board office. March 24th meetings no longer exist. I think it's time to adjourn ourselves. So I will entertain a motion for that. >> Mr. Taylor moves >> second. >> I'm not sure. We'll give it to Mr. Dowy.
110All those in favor I. >> And we are adjourned at 7:42. Thank you all for your time, your energy, and everything you do. Go safely. Good night.
