go ahead and call this meeting to order. Uh, four board members are present currently. Mrs. Knots is not here. Uh, it is the practice of our board of education to begin our meeting with prayer and the pledge of allegiance. We invite you to bow your heads in prayer and stand to join us in the pledge if you so choose. >> Let us bow our heads. Lord, we respectfully ask for your guidance and wisdom as we proceed with the business before us. keep us mindful of our purpose of providing a quality education for the students attending Taylor County Schools. Amen. >> Please join me in honoring our country's flag and those who protect and defend it. I pledge allegiance to the flag of the United States of America and to the republic for which it stands.
One nation under God, indivisible with liberty and justice for all. and Mrs. KN is present. Uh Dr. Scholings, are there any adjustments or amendments to the agenda? >> Just one, Miss Garbin, and that is uh a reminder that we had an agenda that came to you more recently than the initial uh agenda. An agenda to the agenda. >> An agenda to the agenda. >> Thank you. Just one. >> Thank you. Yes, ma'am. >> Superintendent respectfully requests approval of the agenda as presented and amended. >> Mr. Taylor moves. Mrs. Not seconds. >> Mrs. Garbin, if we may have 31 3051 um hold as a separate vote, please. >> Certainly. I have a motion for 3051 to be a separate vote. May I have a second? >> Second. >> Okay. Mrs. Gallows. All those in favor? I
and if we return to the um open motion that the to approve the agenda. All those in favor >> I both of those motions pass. Pulling us straight into the 1000 series information and our superintendent update. This is yours this evening rather. Excuse me. Thank you. This evening, rather than making you a list of bulletin information, I provided a folder with a variety of information for your reading pleasure, and I'll go through it quickly with you. The first is an update from our state superintendent Michelle Blat and that is just a reminder that um I read this with hesitation initially but then I was relieved to see that the message from the superintendent from uh state department was indicating that there they are receiving there is a funding flow. They're reassuring us in in our
counties that in spite of some of the uh reduction in force things that we're hearing hearing that are happening in this department of education in Washington that the state uh department in West Virginia uh has been in receipt of special education funds that will uh carry us through September 2026 at the very least. uh the ESA programs including titles one, two, three, four, and 4B as well as five uh for the spending uh period of October 1st, 2025 through September 30th, 2027 still exists and it's being done through a reimbursement process uh which simply means that we expend the money for the things and we simply report that to Charleston and they re reimburse us for that. The third deals with the child nutrition funds and the state wanted to make sure that we have
received through November 25 with no indication of changes in the reimbursement process. They wanted to reassure counties, all of us, that they are not leaving our children left uh without paying attention to their needs. The next page indicates just a reminder. It's the information that you should be we all would be needing for Saturday, November 15th regarding the West Virginia Schoolboard Association's November statewide training session about which uh uh Mrs. Westfall has been working with individ uh to obtain your plans whether they're in person or virtually and making the registrations for you. If uh I believe almost everyone has done that and the indication for her is uh we're hoping to bring closure to that if you haven't confirmed that with her. If you could do that just via email your preference one way or
the other if you have not done that already. That's just a so that we don't they won't turn anyone away but I think that they just like to know who's doing which so that they can register for the credits and participating of that. Subsequently there are two uh reports. One is from our elementary school, Anna Jarvis Elementary School. It's the October report with their school specific data reveals shoutouts for successes and in case you haven't heard and I'll allow you to do that but they have talked about the information about student uh achievement and then they also have their first experience of trying a parallel teaching as co-eing in one of the classrooms and uh they have also been uh working and incorporating the capturing kids hearts program throughout that creating social contracts with their
students, which is a promising component of that program. Next, you'll find a double-sided sheet that's from our Grafton High School. Mrs. Shoemaker provided us the data reveals dealing with they finished their first round of their SAT, PSAT 10, and PSAT9 benchmark testing. They just finished that this month, which is very timely. Uh they also had some successes. Please note that large chart which shows a timeframe uh trend data that deals with the high it's what should is reflective of what's the highest on record. Their graduation rate has continuously gone up all the way through this last recent uh graduation which is down 95.21%. That's that's no slack response or important. That's good news. Likewise on the back the special education graduation rate also uh highest on record as indicated on that uh chart on the
second page. This is no uh in no small feat by the school who's initiated a number of uh programs and supports for their students. um making the students feel welcome and supportive and encouraged to uh participate in their own learning. There is a a bright orange hard copy which is really dividing that information from what I believe you'll be use perhaps needing as information for our subsequent discussion later in the 8000 series. It's just a copy of the uh West Virginia code uh 18548 which deals with safety and security members for schools facilities, safe schools. Uh and there's a specific section part B which then reassures uh you as a board, us as a county uh of any concerns that may have been raised in the past. Um likewise there are a couple reports that
have been provided to me and you may receive these from the bu the principles who are also present per our invitation for tonight's discussion. A couple of rece I received from uh principles and I took the liberty of adding that in there. Uh the most the last of those pages unfortunately is let me start again. The last of those pages is received from Mrs. KN of West Taylor. The unfortunate reference is that she's not able to be here this evening because she had a last minute medical issue with her parents and needed to be uh present to assist in that. I believe everything's all right, but she just wasn't able to be here at the same she had sent contacted me and expressed her apologies for that. With that information, I will tell you that
that is all for this evening. Thank you for your time. Um, there's some mention of a due process hearing resolution mediation meeting. >> I be pardoned. >> The next piece in the information series has >> I will get to that in just a moment, but I also you'll notice that I've invited Mrs. Roberts to talk to us just briefly about the >> Yes. >> in the data reveals. My apologies, >> but yes. >> Okay. And yes, >> thank you. >> I think the microphone's turned on, Helen, already. >> It is. Okay. >> All right. Okay. So, I wanted to just share a little bit of information with you tonight about our um accountability that was released. Um I believe it was the end of September, beginning of October when the scorecard was um released. So,
that first page you have there, we're very excited to share um that we had two schools that were recently or excuse me, previously identified as CSI schools. They have met the criteria to exit that. So, we're very excited and we're very happy to celebrate that. And I just want to give you a little bit of information about what that looked like. So if you recall back in 2022, I believe um September, October or so um at that time frame, it schools were identified for um CSI. That means um comprehensive school improvement. Those were title one schools that were performing at the bottom 5% of West Virginia title one schools. That was based on the 2021, excuse me, 2122 WV WVGSA data. And those schools um were identified as Flemington. That was their entire population. And
then Anna Jarvis was also a CSI ATS and um the subgroup that was identified for that was special education. They've worked very hard. They've had support um from the state department and made huge gains. And as I mentioned, they have um been removed from that status because that is a three-year rotation. So, we're very excited to share that information. Um I do want to share with you that in that accountability as I mentioned there's CSI schools and then um there's additional targeted support. Um Anna Jarvis has been identified as an ATS school beginning this accountability um cycle and if you turn to that second page I just wanted to kind of explain it a little bit to you. So with the CSI status the state department provides very intensive support. Um I think uh Mrs.
Dolan would agree that um we worked a lot and very intensely with the state department through that CSI process. Um I think Mrs. Sinclair would also agree hers was a little bit different because it was for special education. So it wasn't quite as intense and as many visits and so forth as the state department, but it was a very um intense process that showed gains. So, with that being said, um, with Anna Jarvis being identified as an ATS school, and I put there at the top of the page what that means in this accountability system, that can be any title one or non-title one school. And that's where um, one or more subgroups um, that does not meet standard or they're read um, in all academic indicators and they have to not meet standard or
partially meet standard um, at least one success um, indicator. And I provided for you that next page the scorecard for Anna Jarvis so you can kind of um be able to reference what I'm referring to. So if you look at that scorecard you'll see um the economically disadvantaged and children with disabilities. The um academic pieces are the academic achievement ELA and math as well as academic progress um ELA and math. in those two particular subgroups, you'll notice that um there does not meet standard. Now, I will explain too that the larger the bar, the closer it is to the next indicator. So, you can see in a couple of those areas, they're rather close to the partially meet standard, but for those two particular subgroups, um they're classified as does not does not meet standard.
Also, also with that um to be a part of that accountability, if you jump over to the student success, which refers to attendance and behavior, you'll notice that economically disadvantaged and children with disability in attendance um is where they're either does not meet standard or partially meet standard. So, that's what determined um the identification in those two subgroups for um Anna Jarvis. So with that being said, as I mentioned, as a CSI school, the state department provided um very intense support. Um as an ATS school, the districts are charged with coming up with the plan of support in place. So if you turn back to the second page there, I kind of outlined for you the um support plan that we shared with the administrators and the um leadership team at Anna Jarvis. We've mirrored
this after the process that was followed at um Flemington because um it was very effective. They've made huge gains. Um so we thought that would be a good process for us to follow as a district. So if you look there, the first piece is the diagnostic review. So um we have heard from the state department and they are going to support us with that diagnostic review. We're waiting for the dates of their availability and then we will schedule that diagnostic review that will consist of um interviewing the staff as well as observations in the classroom just to kind of get a good picture of um the school. Based on that review um the leadership team will create an improvement plan. So with our support they'll decide okay based on the areas or the priorities of
need you know what action steps what processes what practices are we putting in place to meet those and that improvement plan will be what drives um the focus of their professional learning their um use of funding their strategic plan as well as the practices that they're putting in place. Now, as I mentioned, this is a three-year process. So, um this would be something that um the expectation is that it's not going to change overnight, but over the next three years, this is the areas that they're going to focus on because identification will occur again in 2028. And then, um with that, there'll be ongo ongoing monitoring and support. And that was one of the things I think Mrs. Dolan would agree that was most beneficial from the state department because, as I mentioned, we were
meeting with them regularly. we were in the classrooms um having conversations about what was going on um celebrating what was working, talking about some areas that we can concentrate on support. So that will be something that the district as well as the state will be providing that support. So, um, as I mentioned, we shared this plan, um, with the administration and the leadership team, and we're just waiting for, um, possible dates for the diagnostic review to move on this questions. So, um, I just had a question. Mhm. >> So you had mentioned that uh you mirrored Flemington's but Anna Jarvis is in a little bit of a different situation because theirs is more focused with the special education and then um you kind of connected there about attendance and behavior. So is there any support
there from the state as far as interventions or implementations to help address that kind of area to maybe help with the academic part? So the diagnostic review will look at everything. It'll look at academics, it'll look at processes in place, it'll look at everything and based on that um then the support will be delivered from from that what that diagnostic review shows. So that little short red line under economic disadvantage attendance >> that means their attendance is really bad. >> That means um so we 90% we want the students 90% of the students to attend at least 90% of the days. So based on their students now keep in mind we're talking about students that took WVGSA. So we're talking about third and fourth grade students that are identified here. Um but from that those
students that are economically disadvantaged then yes their attendance rate is is low and >> what are we doing to try to improve that? >> So like I said we'll look at that diagnostic review and see what areas pinpoint and we'll provide supports based on that. >> Does that answer your question? So, like I mentioned, at this point, we're not sure yet exactly what the targeted needs are because we haven't had that comprehensive diagnostic review. Once we get that, then we will plan support accordingly. And these statistics are from the 20 2020 2021 GSA results or are these from last year's GSA results? >> So these are from last year's okay the ones that you have here. >> Okay. Now the um academic progress that does compare um the previous two years. So it looks at
a student's growth over two years determine if they're making progress. >> Okay. But this is based on last year's diagnostic. >> So they would be currently third and fourth grade. >> Correct. >> Okay. >> Yeah. >> Actually current fourth and fifth graders. >> Right. Okay. So once we get the diagnostic review back and the team has had a chance to come up with the improvement plan, we can always share that information with you as well. So I guess some of this data then is fourth graders who are now in fifth grade. So I guess this would spill over then to our middle school >> whenever we look at those. >> Right. And that's one of the reasons why we're doing the diagnostic review because we want to see we want to look at the current
students at Anna Jarvis, the kids that we're talking about right now, um to kind of see what what supports can be put in place. Other questions? I just want to commend you all on um exiting us as CSI. I know that that has been a lot of work and really appreciate all of your hard work and efforts. Appreciate that. Like I said, I can mainly speak to what Flemington did because I was a part of their team. That was something that actually um Mrs. Dolan inherited, but she rallied around it. Her staff rallied around it and they really made gains. >> Thank you. >> Awesome. Tremendous amount of hard work across the board. Thank you. Thank you. Thank you. All right, Miss Garvin, I did have a couple questions in regards to superintendent updates. Um,
if I could. >> um, I just wanted to ask, I noticed as I'm traveling to work, it's really dark in the Anna Jarvis parking lot. And I just wondered about safety and I know that we have the construction and everything. Is has there been any kind of needs addressed there? Are we good safety wise? >> In fact, we were looking at that just today again. >> Oh, yes. Um initially it was part of our some lady was a part of theou that we entered into with the with the uh dascese >> and uh unfortunately the time change or the dark mornings got ahead of us before we got that completed but that's Dr. Decker was and was we were talking about that just today again and so that's uh in process. >> Okay. I'm sorry.
>> I said the time changes pretty soon. So that might >> Right. I I misspoke when I said time change. It just got started getting darker and darker each morning. And so that's uh >> now it'll be a little bit lighter in the morning. Sorry. Coming up here in November. >> Well, I think >> now we fall back so it'll be dark. >> Mrs. Yeah. >> Yeah. We fall back so it gets >> it'll be lighter >> in the mornings. >> That's the plan. But yes, we >> it just caused me a little concern. I wanted to see >> we ignored. We just realized that it was I got behind on that and uh we did work orders have been put into process >> and then >> should have lights better lights though because >>
yeah, >> even temporary >> even in the like nighttime if somebody's down there messing around, you know, they'd be more likely to not be discovered if there's no lighting. Well, and I know that there's probably activities that you all have and things like that and parent teacher conference and stuff like that coming up. I just wanted to >> inquire about that. The other thing I had um and I know we probably have talked about it and just refresh my memory as far as um a project plan for the ghs returfing of the football field. Is that in 2026? Is that when we're doing that? >> Yeah, it's being reviewed with our architect, Mrs. Shoemaker. We just were talking about this before the meeting, too. So, she met with her athletic staff, athletic director, some coaches
regarding that, some possibilities if that needed to be done this summer or next summer. And our architect is reviewing the timelines to make sure we can get it done. It's in the works though, those conversations. >> Also, as a reminder, I think Mr. Dolan can confirm uh that money is being put has been being put aside as you know as you're aware for each year certain monies are put aside to continue to acrewue that to cover those costs >> and that's been occurring since the football field went in. >> Yes ma'am. >> Yep. So that's been a >> that was a good plan whoever started that process. >> That was was a good one. That was the um definitely should be enough money there to take care of that. Do you think >> from your
lips to God's ears? I hope that's true. >> Well, cost of things have increased, but let's hope >> the things just cost so much more anymore, but we hope that we're still working on it. >> Well, you know, this the financial people and the superintendent seem to be magical. They usually find the money. >> Thank you. I'm looking at Mr. Dolan like, okay. Did you want to hear about the due process? >> I would love for you to share with us all that information about the due process. >> Well, in fact, Miss Garvin and the rest of the board members, we as you have probably been been made aware that we did have uh a claim of potential due process hearing held uh toward our special education department. But on Wednesday, October 15th, uh we
had scheduled and are able to successfully uh work with the parties involved with our attorney, their attorney, and their families as well as um Mrs. uh Roberts and Miss Fischer to uh mediate and figure out what could be done to address the concerns that were being raised as a part of that due process hearing. So we have the resolution is in process as including item 5274 which is a component of that agreement. Uh you'll get to that in a few minutes but that's in reference to the uh mediation that the resolution that we found but there's always an expectation that you have to negotiate certain fees for the attorneys not ours. You already pay our attorney to be on on retainer. Uh, and so we were able to negotiate that significantly lower, which is reflected
in the agenda. >> I thought when I saw that on the agenda, I thought that I'm glad you explained that. >> Okay. >> Thank you. My mind thought at first that was something completely different, >> but you just said not our attorney. >> The the the the complainants party always brings their attorney to the table. our attorney with the help of these ladies I just mentioned and myself we meet with the family and rather than going to a full-blown due process hearing you have an opportunity to say okay let's talk about this is this something we can resolve without going to a full-blown hearing >> which we were able to do on the 15th of October >> so which parties attorney fees are the ones >> we have to pay the complaintants party you already
paid you're >> that's what I Yeah, D ours are paid for. >> Correct. This is not this is not a >> com like what are we paying? >> Correct. It's not a combination of it's just merely that side of the concern and I can assure you that >> so that was a mediated agreement part of the mediated agreement that we >> correct in fact that's cont our success with the resolution and have in three days from the signing of those agreements that we we entered into on the 15th uh that those parties have agreed that part of that agreement is that they will uh discontinue continue pursuing that due process hearing. >> All right. I just have I'm not May I ask some more questions? I'm not saying I'm disagreeing with what you did at
all. I'm just trying to get some with my mind here. Would that have been something like in the past? And you you tell me no, Melissa. That's fine if you tell me no. But would that have been something like in the past when we've had um other types of legal situations that we've had to get through um with settlements and whatnot that you had brought to the board instead of would the board be willing to pay A, B, and C uh in this negotiation or in this mediation that we're involved in or this situation or because it was well I mean $6,000 is still a lot but um I'm just asking is that a normal process that you would should have brought that to us first before agreeing or is this something different? >> It's
something that came as a result. >> I'm not I'm not saying you did anything wrong. I'm just asking. >> I appreciate that. I was not intending to anything wrong. The um the this at the end of the negotiation resolution discussion. Uh the attorney up for the opposing party said this is one of the conditions. They didn't present that to us up front. It's just something that they typically will say to you and in that meeting uh that was actually the first of the well it's the second resolution meeting we've had before the previous one required that there was an agreement and we brought that to the board as you recall our attorney and their attorney came and stood before you. That was because during that resolution attempt in that past experience they weren't we didn't
reach agreement. So we were able to do that without bothering you. This is merely the last of the steps that is always written into the agreement that we will do that providing you cover the costs of my attorney's fees and that cost that you see in the in the agenda is significantly lower than they were starting with and we negotiated that down as well as it was significantly I can't even begin to tell you what it could be if if in fact a county goes to a due process hearing it and happens to lose that. Um, we made some concessions. We made some adjustments. It seemed to be amanable to the family and the attorney as was the advice from our attorney. We were all in agreement. This just is the last piece that just
puts it on there. I hope that explains I'm not trying >> Yeah. just worry. >> Um, >> what I worry about is what if I sat here and I voted no on that agreement, >> we would probably go to due process here because they were holding that to us. >> Okay, that's or you know, maybe if three board members voted no, then it would push us into a different it would push us into a different um and more further into the process, >> right? It would demonstrate a poor faith agreement that was made uh that we were all the other conditions even though we have all those set up. It was that's pretty much a typical expectation from the opposing side. >> I've been I've been I believe you and I worked together years ago
when we had a due procession. It went full-blown into federal court. That was not a cheap experience. >> I'm just asking question. >> I was just trying to reflect. It seems to me you were on the board and I was here as a special ed director. >> I've been through a lot of these days >> in those days >> a couple days ago. >> So I'm just wondering because you're negotiating on behalf of the board. >> Yes, ma'am. >> And so if the board would look at that and say, "Oh, we're not doing that." You know, >> I would hope >> that's that's putting Yeah, that's >> Yeah. Your superintendent's appealing to you not to do that so that we can finish this. >> But we do have that ability. >> Absolutely. It's merely a
recommendation that I provide. >> Okay. >> I just my my thing was I didn't know how like with other >> like I said, I've been through a lot of these things. Sometimes the school system brings them to us and we'll say, you know, input back and forth, back >> with those things in the past. Did you have any information about it other than it being on the board agenda and knowing about it for 31 minutes? >> Um, sometimes they were ongoing and sometimes they >> in those instances I as I recall they are brought to the board's attention because we're trying to negotiate. We're not getting the cooperation from both sides. The first step is to have a meeting with them such as we did on the 15th. >> I mean We were successful. >>
Sometimes we we did know a lot about them because they were ongoing and they went on for a long long long long time. >> Correct. This one was resolved pretty quickly. >> That communication is key. >> Yeah. But didn't you just say we with this this one you've already brought it to us before? We already knew a little bit about it. Wasn't that what you just said? I said the previous one, not this particular family, the previous one we had to you could not resolve it with that first meeting >> and therefore the at the attorneys had to come before the board and negotiate with you. >> Yeah. Okay. I understand >> we were able to do that without >> Mr. Dowy saying is this one we didn't know anything about ahead of time >>
to this point or the settlement anyway. >> Still to this point know nothing about it. >> Okay. I'm good. I'm good. Okay. Do we have any board member updates? I do. I received a call from coach Belner with mad compliments for um all the improvements that have been made as a result of the conversation that was reinitiated in regards to uh the practice field for the middle school and the storage facility. Um and he very specifically wanted me to know that he was absolutely impressed um with the level of communication and the speed at which those things were um rectified and wanted to say thank you. Thank you very much to both the superintendent and the assistant superintendent as well as building administration at the middle school for making that happen. >> Thank you. Yep.
We just met with him again last week. um the ongoing upkeep of that facility. So, >> well, I want and I want to say too that it's hard sometimes >> that what am I trying to say here? There were a lot of calls coming in about the shape of that field there earlier in the year and that to be able to see when a board member take this route, take this route, you know, go this avenue with the school system that everything's followed through on and the I mean that but you know that's been a long time that that field's had some issues. I mean even back way back when Mr. Dr. Stallings we've had problems with that field. So when people are happy knowing that we have the right avenues for them to go
through to get things fixed and the can see it. That's great. >> Thank you. >> Uh any additional updates or meeting reports? >> We do have an increase in the number of uh Grafton students that are going over to the United Technical Center from 30 to 32. >> That is right. That's good news. >> Fantastic. All right. And that moves us into the 2000 series. Minutes, policies, contracts, and agreements. Superintendent respectfully requests approval of the minutes from the regular meeting of October 7, 2025. >> Mrs. Gallow moves. >> Second. >> Mrs. Not seconds. All those in favor? >> I oppose. Same sign. Motion passes. number of policies and codes on the first and second readings. No action need to be taken unless we have questions. Hearing none, moving on to theou, the superintendent respectfully requests
approval of items 2098 in the 2000 series. >> Mr. Taylor moves. >> Second. >> Mrs. Gallow seconds. Questions? All those in favor? >> I. >> Sounds like five. Passes. Moving into the 3000 series consent calendar purchase order use of facilities. This is also where we have item 3051 uh for a separate vote. So uh let's do that first. So, are you you're not recusing, you just separate. Okay. >> Superintendent respectfully requests approval of items 3051 in the 3000 series. >> Um, I'm going to move it, but I >> we're going to do 3051. Is that what you >> approve it? But I need to ask a couple questions on that before we But but >> All right. Mrs. KN moves. Do I have a second? Mr. Taylor seconds questions. >> Okay. So, I was trying
to look at this big old packet of stuff on my tiny little phone before I came here because we don't get the packet now. The whole packet of paper delivered. So, seeing it on this tiny little screen was hard. So, I wanted to know I was trying to look for what the give me more information because I know we've talked about this before on the change to um the the applications for property usage. What um what exactly did we change again on the camp polls before I vote? Yes, >> we we've changed uh it was in recommended that we increase the rental fees for all the facilities across the board somewhat. >> I know we talked about it, right? >> That right that was in in response to uh your investment of all the brand
new if you recall we just replaced all the the uh bunk beds or beds throughout the camp. um the renovations of the uh HBAC in the main building. People call that the dining hall, but there's an upstairs and downstairs and we all of that's been renovated. The upstairs has been completely the new floor, the new renovation that was include the HBAC in both levels. Um all of those upgrades, the we met with our the representative, Mr. Mr. Garrison helps us with that and they made some recommendations about all those renovations and this doesn't even begin to be competitive. It's really just an upgrade and an increase in fees and requests. Um but it was significantly lower each of those uh and the it includes some clarification of the rules and regulations about notification when to
meet with that individual based on his experience in the last two years. So he was aware of what like people showing up, when to get the key, when not to get the key, his recommendation for uh time frames, when to arrange to pick that up rather than just having him uh be expected to respond, all those kind of details. Just clarifying that information. >> So I hope that answers your question. Yeah, I just you said I mean it's a lot lower than what competitors or whatever. I don't think they're competitors but other places might be. I just want to make sure for >> for instance to rent a facility for a wedding reception you're not going to you're not going to touch >> right. I just want to make sure >> conference center for instance
for that >> what we are doing with with the price for rental fees >> that the community is not going to and it doesn't look like it to me. I mean it doesn't look like going to be too high. >> That our community isn't >> pre that's what I'm I'm tired so I don't sleep anymore. >> They're not prevented from usage. >> I mean, it is it is community property and I would >> I would hate to not have for someone not to have the ability to be able to use the property. So, I just wanted to make sure that >> and this has been a huge discussion with the board on all of our properties. So I >> my understand it's been years and years before anything has changed in that. So especially with
your more recent u >> expenditure for all the things I just mentioned your HVAC your renovation you refed it and then you've purchased all those >> I've lost track of the number of the beds that we have and all the cabins all those have been replaced >> and if we're not able to do the upkeep on it and we have to be able to do the upkeep. Yes. >> So because it there have been areas of that property that not been up to par, >> right, >> in the years I've been here. So, no, I'm okay with it. >> And as you move forward, thank you. It's as you move forward with renovations, there will be additional pieces and recommendations that are being made. It did, it has been there far before me, long before
me, but um >> it's just I feel my responsibility as a board member to make sure it still stays community availability is there. >> Yeah, that was that was part of discussion, >> right? As well as that we um are doing our due diligence of of having the ability to do the upkeep, too. So, I'm okay. Thank you. >> I'm sorry I'm asking so many questions, but everything on my little phone screen is very hard for me to read when I'm trying to prepare for the meeting. I'm sorry. >> It's all good. >> It would be nice to start receiving copies of the agendas again. >> I agree. >> I'm not sure why that got lost in transaction, but it would be nice. I'm okay. >> Could you repeat that, Mr. Downey? I'm not sure
I understood that. >> It would be nice for us to start getting copies of the agendas again. >> He says hard copies at the delivery of the house. >> We >> Okay, I guess we can move that into discussion because I I thought that we had moved >> towards Yeah, we never said that as >> I it was just >> I believe it was an an informal discussion, >> just no communication. I I don't care how you give it to me anymore. It's fine. It's just hard for me when I was in a hurry to get here. So, and that's why I have so many questions >> and Oh, my eyes are old. >> Mine, too. >> Do we have any additional questions on item 3051? >> We have an open motion. Are are there
groups that we don't charge like the 4 for example? >> I believe that's an ongoing um obligation or commitment we've done to 4 camp. >> It's my understanding. >> Okay. >> Could could you refresh my memory as to who made the motion initially? Was that Mrs. >> Mrs. KN made the motion? Mr. Taylor seconded. >> Thank you. Sorry. It's >> quite all right. Any additional questions on item 3051? All those in favor? >> I >> opposed. No. >> Motion passes 4-1. Coming back into the rest of the 3000 series. We got some purchase orders, facilities use, out of county travel. This is also where our addendum comes in with item 3056 for additional out of county travel. The superintendent respectfully requests approval of items 3046 through 3056 with the exception of 3051 in the 3000
series. >> Moved. >> Mrs. Gallow moves. Mr. Taylor seconds. Any additional questions for these? >> Yes. >> 30,000. >> Go ahead. >> Yes. I have um just a couple questions regarding item 3052 and 3054. Um both of these um say an extension of learning from the cl from the classroom. And I just wondered if you could provide me a little bit more. I understand that 3052 is for kindergarten. Um also for 3054 the Grafton High School students like is that all the students? Is that just FFA? Like just a little more clarification on the academic learning that is going to occur. >> Can do 3052 is a group of students that are the kindergarten students. You referenced the uh purpose of their trip is that they're planning to have the students learn as a part
of their fall activities. They'll be learning about uh they have activities regarding pumpkin life cycles. They'll be participating in understanding more about corn growing and farm life and also farm animals. They'll also be participating in a hay ride as a part of that experience. That's the younger children. That's 30 excuse me. Uh similar but this is a special education group. They're part of their science. They're going to be viewing animal habitats of farm animals and explore vegetable gardens as a part of their science curriculum. >> Thank you. >> Others. You're welcome. Were there others? >> I think that was it. Um Okay. Because I saw 3056 is about the pumpkin drop. So, >> yes, ma'am. >> I'm good there. Okay. Thank you. >> I was hoping you're going to talk about the boot camp. They're
going to Pittsburgh to do the culinary boot camp >> which is a part of their curriculum. The ProStart program is going to be participating in that training. >> Thank you. >> Additional questions for the 3000 series. We have an open motion on the floor. All those in favor? >> I opposed. Motion passes. 5-0. Moves us to the 4,000 series financial budget supplements, financial statements, and vouchers payable. Mr. Dolan, >> sorry. be important. You got up to the podium. >> Yeah. >> Are we in trouble tonight? >> No, no, no. It's just the the financial statements. So, I usually >> made me nervous. He walked to the podium. >> It made me nervous >> only once or twice a year. So, yes. So, uh the first item that um I think it's actually the second item
on the list there is the uh the presentation of the financial statements. So, inside your packet, uh you'll have the um a copy of the statementwide uh net position of the district. Um so, just some uh key highlights from our financial statements this year. Um we we had overall we had a pretty good year. Um we did spend we did spend a good bit of money last year um you know with the improving improving all the campuses around the county uh investing in the construction of the new anarvis elementary school uh and other projects um you know like I said throughout the county um our net position did decrease Um if you look at the statements uh by $6.74 million primarily due to uh the implementation of a new Gazsby standard. Uh Gazsby is the
government accounting standard standards board. Uh and this year they introduced uh the Gazsby 101 which was our compensated absence balance. So uh this year we had to put that on our financial statements. So, of that $6.74 million decrease, um $2.2 million that is attribute attributable to having to account for all of the sick days that we have on on our books. Uh each employee has, you know, is afforded uh 15 days a year. So, those are able to acrew over the years. Uh, so some people have higher balances than the other, but the total value of those sick days of from all of our employees, like I said, was right around $2.2 million, which like I said, we had to put on the financial statements. Uh, total funds for the year, uh, $27 million, which
was up three $13.7 million from last year, uh, largely from the sales of our bond. Um, so our general fund uh saw a $6.1 million increase. Uh, that was attributable to carryover funds and budget supplements from from the years past. Um, obviously our debt activity increased uh give again driven by the uh $18.44 million in general obligation bonds that we uh that we sold last year to help finance the project at an Jarvis and the security upgrades. Um we did have a little bit of increase in our uh OPED liabil liability which is our um retirement liability for the year. went up $214,000. 214. Yeah, $214,000. Sorry. Um total revenues for the year um increased by $1.26 million from FY24. Our total in expenses also increased uh but they increased by $7.2 million. So our
net change was a negative $6 million. Again, that was attributable to our exp, you know, um the Gazsby um introduction of Gazsby 101 and again the all the upgrades we've done throughout the throughout the county. Despite the increase in total assets and fund balances, the board experienced a net net position decline due to the long-term debt and accounting adjustments. The board remains financially stable with strong unrestricted reserves and strategic investments in new facilities and safety improvements. Does anybody have any questions? >> How much is our unrestricted reserve right now? >> I will get to that when we get to the budget supplements here in just a second. >> I'll patiently wait. >> All right. Any other questions on the financial statements? All right. So, the next item is the uh budget supplements. Um, every year
we're required to um enter our budgets, our carryover amounts uh here in October. So, um there are about there are 14 pages of budget supplements that uh we had this year uh for the carryover entries that I had to uh had to put in place for this year. Uh there was one budget that we did or one grant that we did receive uh which is the um country raise grant uh for Miss Ward at the high school and that's a $4,000 grant for her program that she does I believe in December. So okay now um so the carryover amounts uh for this year we had a carryover amount balance of uh $4.4 $4 million between our general fund and our excess levy fund. >> Thank you, Jonathan. >> Welcome. >> Thank you very much. >>
Thank you. >> All right. Any questions on the budget supplements or carryover? >> Okay. >> Very very appreciative of what you do. >> All right. Thank you. Uh your other packet of information is the uh schedule of checks that have already been written. Um, as usual, those are um items that you've already approved uh through the board through the board minutes and stuff. Um, that also have to do with um payroll and uh other bills that are required to be paid. And then upon your approval are the items schedule of checks to be written uh for various items uh invoices that we've received since the last meeting. Does anybody have any questions on those? >> Anybody has any questions? That's all I have for this evening. >> Thank you very much for everything that you
and your department do. >> Thank you. >> Superintendent respectfully requests approval of items in the 4,000 series. >> Mrs. Gallow moves. Mr. Taylor seconds. No. Any additional questions? All those in favor? >> It sounds like five. Moving to the 5,000 series, legal student matters, personnel, and legal matters. Uh item 5274. The superintendent respectfully requests approval of attorney's fees $6,000 from the pre due process hearing resolution mediation meeting. Superintendent respectfully requests approval of item 5274 in the 5000 series. >> Mr. Taylor moves. >> Second. >> Mrs. Gallow seconds. Any additional questions? All those in favor? >> I opposed. >> No. >> Motion passes 41. Professional personnel continuing in the 5000 series. We've got extra duty, subs, resignations, some creations, leave of absence. Superintendent respectfully requests approval of items 5275 through 5294 in the 5000 series. >>
I'll move. >> Second. >> Mr. Taylor seconds. Any questions, comments? >> Uh, yes, I do. Uh under the create we have a prep coordinator, a vocabulary coach, an advanced art sponsor, and an afterchool tutor. Uh those all sound very good. Could you explain some of those a little more? >> Sure. These are part of the extended day programs that Mrs. Roberts works with our schools and lets them um create what they they need based on student needs. So they get aotted amount of hours and then they get to go back to the staff and determine the need for extended day. So most of these you have um Mrs. Shoemaker and um Mrs. Luhardi Godfrey they worked with their teams to establish uh additional things that they needed to help students either lunchtimes, mornings, after schools
and these are the the programs they want to use as extended day programs. Will there be an instance where when this is used up they could potentially come back? What I'm asking in in particular is like this art sponsor like let's say that we expound all of this 25 hours would they potentially be able to come back and >> they could they could request that through Mrs. Roberts. So she all lots them some different things and the total amount of hours and a lot of times they take it and they say >> you know as you can see the hours are different on different things because they get to kind make that decision as to how frequently students might meet or how much and a lot of times they will um create things as needed.
So depending on what is happening at the school if they need another tutor they might have two tutors one night whereas another night they only have one. So they they kind of create those to have a little bit of flexibility to offer the students what they need during those time periods. >> And I'm assuming 5284 and 5285 are two positions. >> Yes, two of each of those positions. >> It's really nice to see that SAT prep coordinator. I know that that will be very beneficial. >> They all will, but I mean I feel like that one >> I'm excited about all of them. Yeah, >> very much. Yeah, I do think the schools really look at what their needs are um with, you know, what they are have going on. And so those were some
of the things they thought would help Yeah. >> boost some of the areas of concerns they're seeing in their schools. >> Yeah. And that's nice about the art. Um always want to support our creative arts as well. >> Any additional questions? We have a motion on the floor. All those in favor? >> I. >> That sounds like five. Takes us to the 8,000 series. Board member comments and discussion. Um, we're going to start with a discussion and approval of faculty staff supplements. Mr. So in the past uh you all have historically approved a supplement an annual supplement each year. Uh one that was paid in in the month of November and one that was paid at the end of June. And this was the request for the approval of the one for November and or
both. for your consideration. Did we have this discussion when we did contracts? >> Yeah. >> And we're just approving it now or >> to be honest, I cannot remember. But we We've had discussions in the past. So, >> right, >> this is an ongoing discussion. >> Yes. >> Um >> I thought we put it on the beginning of the contracts because we couldn't >> right >> say it now, >> right? >> Going forward. I thought I mean we can talk about it but we can't >> right >> that's the way I understood it. Yeah. >> Right. The question is when we talked about it before, was that the equivalent of >> putting the ball in place? >> We made a motion that at that point to do it in the contract. >> Okay. >> Yeah.
>> Because I remember you you did it. >> I thought so. >> Yeah. >> Okay. >> To the budget, right? >> Go ahead. >> Unfortunately, that was a meeting when I was not here, so I don't have that information. >> I'm trying to what we did at that meeting. >> I know I remember the discussion >> and I remember we wanted to do something but >> how difficult would it be to pull minutes from that? >> No, no, no. For we can pull this and put it on another agenda and get the information Mrs. Barb's asking for. >> Yeah. Yeah. I just Yeah, I would feel more comfortable just double checking. >> Yeah. I don't want to approve something unless I see exactly what I'm approving in front of me. And I know when we
have meetings, we're not going to do something that's but it if if we're we I would like to be refreshed on exactly or to see exactly what we're voting on instead of just >> instead of just discussion and approval of faculty supplements. I want to see >> I want to see more more information there. So, I'm going to move to to pull whatever we were supposed to approve tonight and add it to next time's agenda with more additional information for us to vote on. >> Is this the supplements that they talked about at the schoolboard association >> or not? No, I believe that this is the supplement that we have historically broken into um a mid first semester >> as to when we >> and end of school um >> the word we don't use.
>> Yeah, >> the word we're not >> we don't use. >> so what we what we what we're going to look is just what we had referenced was we were going to put it at the beginning of the contract and put it on there. Um Do we want to put it on the next meeting or do we want to put it at GHS or do we want to put it back here? >> Are we okay with doing that? >> What think I'm sorry at the middle school or I say middle school? >> I think it >> Yeah. In order to keep the timeline that you >> Yeah. would have to be on the next agenda. >> Yeah. >> So I moved to pull it and put it on >> next agenda for us to get
more data >> with the backup information, please. Okay. Second. >> Okay. Mrs. KN makes the motion. Mrs. Gallow seconds. Everybody good with that? >> Yes. >> I Okay, that's okay. We will carry that conversation forward. Um, and that is going to bring us to a discussion of our school resource officer program or SRO program. Um, at this point, because this is in fact a personnel discussion and it's also safety discussion, I will entertain a motion to go into executive session. >> Moved. >> Have a second. >> Um, wait a minute. I'm not I'm not negating what you're saying, but are we talking about a specific person? >> You're talking about a specific group of people and their safety plans for our schools. number eight. >> So yeah, if we're talking about safety plans, we don't
want the safety plan to get out to bad actors. So I agree. Okay. >> Okay. All those in favor? >> I >> All right. >> Yes. Um at this point, we are in executive session at 7:03. Um can we ask that the live stream just be taken down. We have a number of outstanding administrators that we would like to keep with us and rather than crowding into Dr. Stalling's office. Um >> yeah. Yeah, we individually needs. Um so uh yeah, unless Okay. So if anybody's got a specific that they need um or perhaps we can just address it now. Um, okay. So, that would that would indicate that there will be at least one more large packet coming electronically. Okay. Uh, anything else for the 8,000 series? >> I think we need to add there
that the next meetings Thursday, October 23rd. Right. >> Okay. That's Yeah. Sorry. >> Yeah. Okay. So, hearing nothing else for the 8,000 series, we'll move into the 9,000 series. Future meetings, we're going to go with November or October 23rd. That's Thursday, 6 o'clock here at the board office. Then we are November 4th, 6 o'clock at the middle school. November 18th, 6 o'clock here at the board office. December 2nd, 6 o'clock at Grafton High School. December 16th, 6 o'clock here at the board office. And then we move into 2026 and January 13 6 o'clock at Anna Jervis. At this point we will motion to adjurnn. >> Second. >> Mr. Taylor moves. Oh gosh, I'm not even sure who got that. U Miss Gallow seconds. All those in favor? >> I. And we are adjourned at the
time 7:52. Thank you all for everything you do. 7:52. Um, go carefully.
