Order. Let's all please stand for the pledge of allegiance. >> I aliance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> I need a roll call. Madam chair, we have a quorum. Do we do we have any changes or adoptions in the board agenda tonight? >> We do. Under action items, we're going to um on item H, we're going to have a correction in the dollar amount and then we're going to add M and N um recommendations to offer contracts and accept a grant. >> Madam Chair, I would move we adopt the agenda as amended. >> Second. >> Any discussion or comments, questions? All those in favor? >> I. >> Anybody opposed? Okay, moving on.
Our [snorts] consent agenda. >> Madam Chair, I would move that we accept the consent agenda as presented. Oh, I'm sorry. I shall let you read it. I'm sorry. >> That's okay. >> Read it. >> Hi. You want me to read it? >> Yeah. >> Okay. Are there any corrections to the June 23, 2026 minutes as distributed and consider payment of bills, late pays, and pre-authorization of payroll, insurance, utilities, officials, and automatic payments? >> Second. >> Thank you, Carl. >> Any questions or comments? All those in favor? >> I. >> Anybody oppose? Good job. >> Okay, moving on. Hearing on the 2627 budget and intent to levy mills. >> Madam chair, I would move that we adjourn to the reg is that what? Yeah. Madam chair, I would move that we adjourn to the regular meeting
for purpose of conducting a public hearing for the budget and intent to levy mills. >> Second that. >> Any questions or comments? All those in favor? >> I. Anybody opposed? >> Okay. >> All right. So, I'll just uh read the summary of budget appropriations for anyone listening. If they want to see the details of that, they can watch the live stream that we just did earlier. And I have the details of all of these uh numbers broken out. Um so, for the general fund, I'm proposing that we're going to spend 51 million 43,896.12. Major maintenance fund uh 3.5 million. The component fund uh 3,94,31243 capital construction fund uh $3,196,750. Depreciation reserve fund 1,60,9184. Food service fund 1,440,59723 and daycare fund $191,359.75 student activities fund 600,000 special revenue fund uh 6,800,000 insurance fund uh 9 million
and the FSA the flexible insurance account fund 187,615 And again, anyone that wants to see the details for that, we did a live session of uh the budget. So, all those details are in there. >> Oh, and the total amount is uh 80,925,432.37. >> We have any comments or on the proposed budget or the intent to levy? >> Yes. Do you have any questions? >> Do you have any questions? [laughter] Okay. >> Okay. So, we have no questions. So, we'll go ahead and close the hearing. Madam chair, I would move that we reconvene into open session. Second. >> Any questions or comments? All those in favor? >> I. >> Anybody opposed? Okay, moving on. >> Okay. Discussion of the proposed budget by the trustees. Does anybody have any discussion or anything you want to talk
about? >> I would just like to thank Colton and Jody both for the hard work that they put into this budget. I know it's it's a daunting task to get it laid out in uh a format that's easily followed and you did a really nice job with that. So, thank you. >> Thank you. >> So, all these funds that the 600,000 for student activities is that to pad or not pad that [laughter] to uh help with the edge of the legislation? That's our activity fund that we've always had, which is the fundraising accounts. >> Okay. >> And so they use that for the extras that they would like to provide to their teams. >> Yeah. And that's how much we uh about how much we spend. And I can sit with you after this and
explain the the layout. But yeah, that is our uh fundraising account and the the >> details are are on page 13 for that. So >> yeah. Is there anything else? Okay, we'll move on um to members. Let's start with Ellie. You got anything? >> I do not. Uh thank you. >> Okay, Roy. >> Yes. So, I [clears throat] just wanted to quickly give an overview of the requests that I have on the agenda for tonight's meeting. Um I have four requests to accept grant funding. Uh one of them is for title six which is uh the Indian education grants that we receive. It's a formula grant based on student counts. Um the next is the district 38 grants. Um that is actually um an amount that's a little up this year from previous years 237,000
and some change. Um that is also based on student counts but that's money we received from Fremont 38 to fund our transition program. our consolidated grants, which is title one, two, and four, um, is actually down this year. Um, we are receiving an allocation of about $300,000 less than we received last year. So, uh the good thing is that we are uh funding some of the uh some of the expenditures that we typically fund under consolidated grants that'll come under the silo um this year just because of the uh state statute [clears throat] changes. So, um I think we're going to be pretty similarly funded in terms of the ratio of expenditures, but um but that is a significant decrease from last year. And then also Perkins and then our CTE demonstration grants. Uh we
also are rece u received an allocation of over $200,000 for those grants as well. So, so lots of funds that we're asking you to accept. um that will do a lot of good for our students this year. >> Great. >> Thank you, Roy, >> Christina. >> I do not have anything. Thank you. >> Okay, Jody. >> The only thing I have is I'd like to congratulate the 14-year-old Babe Ruth Allstars on their state championship win. Um they'll be traveling to I think Meridian, Idaho, and they'll leave the 18th of of this of this month to go there. And then the um Legion is is hosting B state here in Riverton. That's kind of nice to be able to have that revenue for our community and and those kind of things. But outside of that, and
I guess there's a bear up in the Atlantic City area, old black bear, good seeing, but it was up there when I was up there. So that's it for me. Just hope you're having a good summer. >> Okay, Terry. Um just a report from the rec board. Uh we adopted a budget and uh we're two members down, one from the city and one at large. And so if anybody knows anybody that'd like to be on the rec board, we have an atlarge position now. Other than that, that's all I have. >> But I just I just want to congratulate um Tessa Kenyon on her >> Oh, yes. Yes. Absolutely. >> National office. She I that what a huge honor that is and impressive a lot of work and so I was >> really impressive >>
what what wonderful >> young ladies those two are and I'm thankful that we have her representing Riverton so that's all I have and I was thankful for the parade this year we were we >> attended that in Riverton and it was kind of nice to have a parade on the 4th of July >> should >> had the regarding Tessa I talked to her mom and then her grandma and uh they you know this the stress the stress involved in something like that and all of the work that is a very impressive I I don't what a way to represent your community and your school that is just amazing so >> okay I don't have anything this evening let >> um I echo the congratulations to Tessa that was on my list too and happy birthday
Roy >> Oh yeah happy birthday >> so we can have cupcakes >> we probably and sing. >> You want me to sing? >> I'll sing. >> Happy birthday [singing] to you. Happy birthday to you. >> Happy birthday, [singing] dear Roy. Happy birthday to you and many more. [laughter] >> I I'll replay it every [laughter] day. Just replay that. [laughter] >> Hey Lyn, do you have anything else? That's all I have. >> Hey, Bruce. [laughter] >> Okay. >> Oh my goodness. I'm sorry I missed the work. >> I do. It's one of these. This is one of the most important that budget hearing, >> right? Most important meeting that the public can come to >> and learn about and help us or tell us that we're barking up the wrong tree or whatever. But in my
certain six years at these meetings, there's only been a couple of times where we had a person that is here because of the budget. Uh >> and that includes >> you know that includes the legislators over the years. >> Yes. >> Uh who complain and tell us that we're spending too much money and they don't ever come and listen to this particular meeting. Where they get to learn how we spend >> legisl [laughter] That was from Mr. Bird. He did have something to say. [laughter] So, it's one of those meetings that I've, you know, I haven't said a while, but it's it's sad, >> disappointing, actually. >> Disappointing. >> There's a lot of that and there was that opportunity and every year. I remember we had an ex when I first started he was in
the 80s. >> Yeah, >> I remember Mike and he came for about six years and never asked questions but he was concerned enough. Yeah, he has some knowledge. >> This next week is the school board association board directors meeting our meeting at the president's hometown. So, it's in this year and also So, we had didn't have a quorum for our budget for the uh >> neither did we. >> So, it turned into everybody left, doors were shut, and uh we had to emergency to take care of getting everything. So Bruce Thorne is the new the rooms that we had down at school boys and girls >> are no longer being used. Taking everything out, offering up any of the furniture to districts and We got all the signatures and everything to take care of dollars.
We are going to have bookkeeping handled by Lander School District Mr. Sweeney over there and two of the staff members going to help with the bookkeeping. So that t outside of the uh normal every day, but they will take care of it. This is similar to how we did it years ago when you first start. We are going to look at some other changes in some questions every year if that's what districts continue. So that's we have about $300,000 and that money is something that should be spent. It doesn't need to be in reserve. And to format that spending out of the reserves, it might be a good idea not to have so Tracy our member everybody has representative but it's easier to get a forum on the phone than it is in actual we're
also talking about another point in time we used to rotate where we had So that's could be we're going to have our next meeting and then it might be in Lander or Dubate is sort of trying to change around and that will for better discussion with superintendent I think They'll see us in their building, their district, and we'll hopefully get more >> better participation. >> And Bruce will also attend the monthly superintendent. And so that channel of communication will become longer than it has been since uh director Martin passed away. So, uh that's something that will increase the conversation between districts and hopefully create some there. What what do you mean questions? I did go to a was this one of these ones where I was supposed to [laughter] >> went to meeting the other
day one of the other attended and he started talking about just sort of left field question asked. counties that sharing of certain things, especially the smaller districts in the administration office that maybe this is the time to take a look at some of those. I was impressed by I've been impressed by most all of the candidates. Hopefully, one of them parade was hot. >> I enjoyed riding in that Corvette. It's different legislators. [laughter] >> But he will be. >> It's impending. >> Hang in [laughter] there, Bruce. >> Get ready, Carl. >> So, be careful. [laughter] >> I'm older than you. But I'm not gonna go there. [laughter] >> Okay, Colton, you're up. [laughter] >> You have enough. >> Hey, Jody. >> Okay, I do have a few things. So, I sent you an email about
the um RMS classroom changes that are taking place. And so, we met about that today. Um and the new choir teacher um Kimber Tower came in and um was uh very gracious and had a great idea. She does want to use the auditorium at the high school whenever she can, but it's used. But did you know that we have a brand new choir room at the high school as well that's only used halfime by her at the high school? And so the other halfime she could use it for the middle school when the weather's conducive to walk back and forth. It just seems kind of funny that we didn't think of that before and we were worried about having to revamp a room, etc. So, we will still have a space for her at the
middle school. So, on those days when the weather's really inclement, you know, the rain's coming down or it's 40 below zero or whatever, she will be able to do other activities right there in the building and not traes the kids over there. That's right. >> But that's a really high functioning room that's there and so she said she would rather just walk them um back and forth for that. So um pleased with that resolution. Um we have been selected for a technology audit. Um the IT systems which support the collection and storage of student and financial data will be audited for us. Um and so um the state of Wyoming department of audit. >> Yep. >> So I'm just letting you know ahead of time that we know that with um tech system audits very
rarely do you pass. you will there are findings and findings and findings because it's ever changing. So, we'll learn from it and move on. But we we already know um that there are some areas that that we will have to tighten up. Um it's just it's inevitable. >> Now, is this a dollar and cents? >> No, that Well, they'll be they'll be looking at whether or not um we are protecting student data well enough. Okay. >> And whether or not our financial data is being protected well enough. So, it's going to be cyber security, which is one of those things that um would be really nice if in our legislative discussions for recalibration, not just talking about student devices and technology in a classroom, but technology to operate a multi-million dollar corporation, which is >>
Did you watch that discussion about the pupil ratio? and he kept saying that that's what the judge asked for, >> you know, was that it was all about >> if it was going to be one to one or whatever. >> And our tech people testified over and over again >> that it really, you know, the the depth of the that conversation is not the uh >> student devices, the actual computers. It's the technology that supports and takes care of it and all the operations. >> That's the portion of the iceberg under the model >> and and the judge may have used those terms but the underlying thing that he was is that technology is not supported in the model. >> No. >> Yeah. [snorts] >> So, um a couple other things and then I'm just
going to recap recalibration very quickly. um 5110. Uh the policy, it's in front of you tonight. Just so you know, the original that we had was missing page two. Somehow when we converted it over to assembly, the page two was lost. It's always been there. It's not a new addition. It was there before. So if you're like, well, where did this come from? It was always a part of the policy, but somehow it was cut off um in our previous transmissions. So we've added that back in. Um the school facilities commission did move the remodel um the Mercer study remodel forward. So it will take the next steps to go before the joint appropriations committee etc. Um I did um drop the ball on the architect process for the bid on inviting the board to
participate in that and I apologize for that. So, and for the process moving forward, um, who would like to be the board representative or representatives on that process of designing, organizing, working to build the new RNA elementary school? How do we do that? >> When will our next um meetings and things like that happen? >> When will that start? So, well, we will meet with um the design team probably next week or the week after to start planning what that's going to look like and how that will roll out. They did put it in their proposal and I think their proposal was attached. >> I think we included >> numbers do they want? >> Well, that's a good question as well. So that being my first time through something like this, I should have when
we gave you the schedule at that meeting where we said, "Here's the process for the new elementary school." At that time, I should have said, "Who wants to put these dates on their calendar?" I think we won at least two. >> We only have three because otherwise >> we have two last time. That's a good number of >> the school board. >> So would you like me to at our next meeting come back and say how many they would like to have and what their process is going to look like? Hopefully, we'll have met by then. Um I know that the state is very busy with their projects, so we're kind of on their timeline as well. >> Yes, that would be a great idea, J. >> I will remember to do that. Um so,
reccalibration. Um Colton and I were at the meeting. I did duck out a little bit early and I wasn't there for the first day because I was in Big Piney for the facilities commission, but Colton was there. Um just some things that we've talked about, but I just want to reiterate. So, we did find out instructional aids will or pair of professionals will be reimbursed for health insurance. That was huge. Um, co-curricular activities that have an educational or instructional purpose, FFA, FBLA, some of those extra out of district contracts. Um, we can put in the silo because they are connected to instruction and education because you have to take a class for those. Um, it is confirmed that it's just the general fund interest which Colton had already told you about. um the uh legislature,
they're asking them um to formally weigh in and clarify whether the pre July 1st transfers are explicitly excluded from the new prohibition. So, while we think right now that they are, one of the um guidance that was put forward is nope, we're not going to just go with that. We're going to take that back before the legislature. So, we are hoping that those reserves that we put in can be used for whatever purpose, but they may change that. So, that's one of the things we're going to be want to be watching and talking to them about. Um, they did suggest at this point that we do sub accounts to delineate those pre um 26 funds now as well. >> Yeah. Because they have all of those. >> Yeah. >> So, now it's going to be
the conversation be instead of 97 26. >> Yes. Plus the pre97. So, it's it's a little bit um they did talk about um and clarified that benefits are not funded through the state's primary school foundation block grant for food service. So, it's funny. I don't know why there was even any question about that. I mean, but I guess there was a a big question about that. And then like you said about the technology and I just want to say that Kate >> um from our district did a fabulous job of testifying. >> Um she prepared with a group and went. So, one of the things they came away with is they're wanting to do draft legislation exploring options to address um I forgot this one, school lunch debt and program funding. But then they want
to move away from a flat rate per ADM for technology. So maybe K5 will be different from 612 and um they want to know how the funding model accounts for major non-device technology expenditures. So I mean they did hear. So those were some of the directives going forward. Um I will be and I don't know are you going to the recalibration in Cheyenne? >> Yes I plan on >> Okay. So both Colton and I will represent um the recalibration I think it's August 25th and 26th or 24th and 25th. Right. Right in there. So we'll plan on going to that. >> And I just I I want to agree Kate did a really nice job. The other thing when they talked about the lunch the lunchroom things when she added commentary there, too. And it
was really valuable because she talked about, you know, coming into our district and not having to have the the the cost of the lunch program, but it as a parent, single parent with with that that was something else and I really enjoyed that and Colton did a nice job as well. So, thank you guys for doing that. >> I didn't hear your part. I'm sorry. >> That's okay. >> I would have given you credit if I would have heard it. student activities. They they had an idea about that, too. >> Yeah. And I didn't um I I missed where >> I don't know, maybe I didn't print off my page about student activities. >> Yeah, I was actually going to uh put that in the budget report, but I uh I kind of forgot, but
it they showed a graph, a pretty useful graph of of how it kind of inversed a little bit. The the smaller schools who were struggling with activities, they got more and bigger schools, the the graph were like the We hit we took the fourth or fifth biggest hit which was >> I don't have the exact number but it was about $150,000 probably a hit that we we took on that which was yeah the fourth or fifth biggest right around there. >> What they thought about was going back to the >> flipping the graph >> y >> and then adding 5% >> the dollars the >> So they acknowledged that that was not a good thing. >> Yes. I have one quick question regarding it. I heard there was some kind of breach on Canvas >>
um quite a while ago. >> Quite a while. >> Yep. >> Yeah. And it was it was taken care of and we communicated it out and >> sounded like it was something. >> Yep. Uh it was during the school year probably January, February maybe, and it was uh statewide or it was nationwide. >> Nationwide. Yeah. Affected colleges. Yep. >> Yep. So, um, Kate communicated with every parent that had a that had an account and we also communicated with the teachers and the students, so we took care of that. >> Thank goodness. >> Okay, that's all I had. >> Okay. >> Anything else for the good of the cause? Okay, let's move on. >> We're going on to action items. Consider an administrative recommendation to take action to mil to levy mills. Madame Chair, I would
move to approve uh the board approve the 3/4 mill for the Boseies with one half mill going to the F or Fremont County Bo Boseies and 1/4 mill going to the Northwest Boseies and one meal for the Fremont County School District 25 recreation district. >> Second. >> Any questions, comments? All those in favor? >> I. >> Anybody opposed? >> Okay, moving on. Consider an administrative recommendation to authorize the board to request to access to >> to assess >> assess sorry 25 mills. [laughter] >> It is. >> Madame chair, I would move that we as a board author authorize our administration to request the assessment of 25 mills for local support. >> Second. >> Any questions or comments? All those in favor? I >> I >> consider an administrative recommendation to adopt the budget for the
0322627 school year. >> Madam Chair, I would move that we adopt the budget for the 2627 school year. >> Second, >> questions or comments? >> All those in favor? >> I [laughter] >> consider an administrative recommendation to reserve the right to withdraw funds from the Bose. Is it BOIS or >> Boseies. Okay. >> Madam Chair, I would move that um we give Fremont County Boseies notice of our intention to reserve the right to withdraw funding in a school year in one school year, which would be 2027 2028 should we choose to do that. >> Second. >> Any questions or comments? All those in favor? >> I. Anybody opposed? >> Consider an administrative recommendation to adopt policies. Madam Chair, I would move to to adopt amended policy 4140, graduation requirements, regulation 4140-R1, graduation requirements, amended policy
0335110, district staff vacations and holidays on first reading. >> Second. >> Any questions or comments? All those in favor? >> I. >> Anybody opposed? Consider an administrative recommendation to approve interd district transportation. >> Madame chair, I would move to approve the interd district transportation with Fremont County Districts number 1, 2, 6, 14, 24, and 38. >> Second. >> Any questions or discussion? >> Is there any districts that exclude us from putting a bus in their district? 21 does. >> 21 does. >> I was wondering I was wondering if that was coming. They're not in there. >> I have to bring it up every time. >> Yeah, 21's not in there. So, >> no. >> That's why. >> Any more discussion, comments? >> Hey, all those in favor? >> I Anybody opposed? >> Okay. Consider an
administrative recommendation to award contract for professional services. >> Madam Chair, I would move that we award a contract to Ammonson Associates RBNB Architects team of Casper, Wyoming in the amount of 2,55,350 to perform professional architectural and engineering services for the new rendevous elementary school design project. >> Second. Any questions or comments? All those in favor? >> I. >> Anybody opposed? Consider an administrative recommendation to accept a grant. >> Madame Chair, I would move that the board accept a grant award in the amount of $217,81 for the Title 6 Native American Education Grant for the 2026 2027 school year. >> Second. Questions or comments? All those in favor? >> I. >> Anybody opposed? Consider an administrative recommendation to accept impact aid tuition. >> Madame Chair, I would move to accept the 2025 2026 Fremont County School
District number 38 impact aid tuition funds in the amount of $237,422.93. >> Second. Any questions or comments? >> Just I've been to so many meetings. I can't remember, but [clears throat] uh Oh, it was a meeting that Tara Berg and uh one of the superintendent candidates were at and she was saying that that we all give our numbers to her so that she can uh verify them or whatever. But we all give them at different dates. And she was asking that that become a certain date and all districts did it on that date rather than somebody does it in October, somebody does it in December because it's her job to match students with addresses and districts. And so with the amount of mobility some of our students have, they might be in this district on
this date, but then in this district in another date >> and it's one of those things where if they was all on the same date, it would be much easier to associate a district a uh address and uh then she feel would feel better about uh her certifying those. >> Did she have a suggestion as to the date [clears throat] which she would >> she didn't care? She didn't care. It just that that it was on a certain date for all districts that asked for impact aid. There's only us, Arapjo, Lander, Fort Wiki. Lander doesn't do impact aid. >> No, >> but they do do some something that she does verify. and then Cheyenne uh because of the military base and >> and yeah and so it's only pretty much Fremont >> County a date
if she >> Well, no, she's asking the legislature to >> to mandate it >> to say okay >> to mandate a date >> which makes sense. >> Yeah, it does make sense >> because she doesn't feel comfortable >> verifying. She always makes her kind of queasy. If we came up with a date, then we could >> ask the other districts. >> Legislative. >> It might be a good idea to ask the other districts if they'd mind just agreeing on a >> window. Sorry they brought it up that good information >> that needed to be brought up. >> Yeah. >> Okay. Is there any other comments or >> questions or anything? >> All right. Those in favor? >> I. Anybody opposed? Consider an administrative recommendation to accept a grant. >> Madam Chair, I would move the
board accept the 2627 consolidated grant in the amount of 2,547,67857. >> Second. Any questions or comments? >> Is there is this about what we've been getting or is it above or below? Uh this is compared to last year it's about 300,000 less dollars and then compared to two years ago it's about 500,000. >> Yes. >> So it's on a >> declining uh scale there. Okay. Thank you. Is it partially because of our ADM and partially because of the restrictions at the fed level? Yeah, generally it's it's because of the poverty numbers that we um disclose to the the state which then they report to the feds. >> Thank you. >> So we're not poor enough or >> we're losing. >> We have fewer poor students than we have. >> That's a good thing. >> Any
other comments? >> Hey, all those in favor? >> I. >> Anybody opposed? >> Okay. Consider an administrative recommendation to approve a new course proposal. >> Madame Chair, I would move to approve the Riverton Aquatic Center lifeguarding course for the 2026 2027 school year. >> Second. >> Any questions or comments? >> Only comment I have is I bet my daughter would have loved to have been able to do that since she was a lifeguard from the time she was 15 until she was about 22. >> I think it's a great idea. All those in favor? >> Wait one moment. >> Okay. Hi. >> Go ahead. >> Uh, >> give us your comments. >> Three minutes. >> Mine's not about family. Mine's about the comments. Have you had many calls about the raising of prices at the
bottom? >> I have not. >> I've had two comments and that's I mean for the amount that it was raised, I thought I'd have a lot more, but so far everybody sort of understands. >> Well, one of the comments that you missed was that people are purchasing the packages. What's that? >> They're actually people are purchasing the packages. >> Yeah, that's one of the things, but they were, you know, why did you do this was the comment that I got. The other one was uh I'm happy to pay uh that I I see what's going on with the pool and >> nice. >> Well, there's been a lot of comment in the media about Landers Pool and they're having the same issues we're having. So, I think that tempered things quite a bit, but it's
not We're not making this up. >> No, I think >> it's always been a thing. >> Well, >> whenever the budget got tight in the 90s when we were in declining dollars and there was no equity in the state and the model was based on county on on local resources versus a model. Uh, I mean, I can remember all the city council sitting there and asking us about our budget and wanting us to o and we opened our books because there is nothing in the model that pays for public swimming. >> No. >> So, it's not something that's new. It's always been an issue. And when we were a rich district and we voted on the and we had uranium and whatnot, >> it's a different story. >> It was a different story. Now that
it's all been equalized, supporting a swimming pool as a district is sort of >> I'm trying to talk. >> Well, every year when they when we do the when they do the grants from the rec board and that it's been discussed as to how much, you know, 30 grand a year that they're they're contributing to keep the doors of that pool open. It's been very well out in the public if you're paying attention. I guess >> you know in some in some districts the school board is the rec board. >> Yeah. >> And uh then you might see a whole different facet of how a recck board works. >> Okay. All those in favor >> I. >> Anybody opposed? >> Okay. Moving on. Consider an administrative recommendation to amend the superintendent's contract. Madam Chair, I
would move that the board approve the superintendent's amended contract effective July 1st, 2026 through July 1st, 2028. >> Second. >> Any questions or discussion? All those in favor? >> I consider an administrative recommendation to offer contracts. >> Madame Chair, I would move to offer a contract to Shelby Kissling as an interim Riverton High School marching band coach.
