003have several things on the round table but first up are a couple of very special guests who will be graduating so please stand as we welcome in [Music] as graduates from frontier academy i have to tell you a little bit about jamison davidson i had a great time when you went flunking with us when we went bowling and you got the split um when we had breakfast club and i went and got food from pets but he did work and he did come in and check in with us we helped him get a new work schedule i think he went to a new place of employment and then he worked his payload directly because his primary goal was congratulations [Music] he really is the star logo he can fly anywhere he wants to he can
004charm the socks off of it and he's one of the hardest working guys we are so proud of him because he pulled it off non-stop to earn earned it and they are here so with that being said hello to the school board the superintendent the staff of frontier and friends and family i came from rhs to frontier around spring break and frontier helped me graduate after graduation i plan on going to wyotech for diesel mechanics i'd like to give a special thanks to the staff of frontier my family friends for helping me get through the last part of high school and i'd finally like to thank the school board for letting me get this chance at frontier like to thank the staff some of you um i'd like to thank my family and kind of
005kicked me in the butt to get graduated wouldn't lay off from me for it um i came to frontier because well junior year didn't go in my favor and the last five credits said felt like 40. um and i planned after graduation to get out of here first and foremost and work for the first year and if i decide to go to school and and lastly thank you to all the frontier staff um yeah thank you to all the board members again for giving me this opportunity to go to frontier it helped more than you guys know all yeah before we hang out your diplomas i want to say just a couple of things first of all congratulations we're very proud of you and very honored to have you here tonight so that we can
006have this celebration with you um neither one of you had very many credits left to earn but a traditional path doesn't always work for everybody and we are glad that we can offer you an alternative to make sure that you can get your diplomas of course we're in education system so we think graduation is really important and one of you plans already to go to wyotech the other maybe doesn't know maybe straight into the workforce both wonderful pathways both great choices and the thing about having a diploma is it keeps those doors open for you right so you may go into the workforce now and decide to go to college or into some kind of other degree seeking program later and having a high school diploma keeps that door open for you one of our
007goals here at the district is to keep doors open for kids right you're when you're young you don't always know what you want to do you don't know where your path's going to take you what we want is for doors not to get shut for you so having a high school diploma keeps doors open and so we're very grateful that you took advantage of the opportunity that we offer it's just an opportunity i say this to every kid who comes and graduates it's just an opportunity um it's nothing unless you take advantage of it so congratulations for taking advantage of it congratulations for swimming through the last few credits that maybe felt like four years but it was only five credits good work now you know you can do it it won't be the first

010like an extra star congratulations oh thank you for representing us well you make us proud go big red yep nice job ladies stop congratulations okay next up we have um missy metzler has requested to be on the agenda just a quick reminder that we'll have one spokesperson for your group which will be you and we're limited our public comments to three minutes thank you madam chair school board thank you for um letting me come i have a letter thank you so we were coming to you tonight to um have you guys maybe reconsider sanctioning softball as a high school sport for riverton high school um we have 170 girls we have some tonight some coaches some parents but this year we have 170 girls registered in our rec division here just in riverton solely that
011serves shoshone wind river dubois we have players from all over those areas and then actually even some from lander landers also up to 145 girls that's the highest number they've ever had in the history of lander softball and we are at the highest that i have known for the past 10 years with the girls that we have currently we have 13 teams which is the most we've ever had in the rec division here in riverton locally we did a petition that we started saturday evening we're at over 500 signatures to help bring in support to bring us softball sanctioned to the high school level in riverton um wyoming so a few facts that i came up with um so there is 13 teams currently in the state of wyoming that are sanctioned for high school
012softball three of those teams um have less population than just the town of riverton alone and then if we consider our surrounding areas of shoshone wind river dubois and the reservation they're only the only other places that have higher population is casper cheyenne and campbell county and each of those have multiple teams in their area softball is actually the third most participated sport in the college level it is right below soccer and track and field there's a total of 33 494 athletes this last year um in the softball program in the collegiate level there was 7 600 scholarships given out to girls so 23 of those girls got scholarships to play softball and there's actually a usa wyoming scholarship that comes through usa softball of wyoming that's strictly for you wyoming players alone and there's
013more than one of those scholarships available so it helps to those girls to go on um to college level as well so um and it just gives them another opportunity to play to get into the community um if you ever have seen softball down there if you haven't i recommend you come and watch it if you have you know what i'm talking about not only learning the sport but learning how to be a team how to be a sisterhood it's one of the few programs left that is completely female and the usa softball wyoming that's all we allow our females into our program so um so that's just a benefit to it um also we were i know cost is always a thing i get that i work at a school district too so i
014get the cost is always a thing but um we have been in contact with the city over we lease our fields from the city um and i know that they have the one on sunset as well and i've kind of been busy with him it's on a year-to-year lease as well so um there are fields available um so if that's a concern as well so um i think that's all i have to present to you right now do you guys have any questions for me no not this evening our role this evening is to take what you have to hear what you say and then take it under advisement we appreciate all of you coming and uh you know we of course support youth in our community so we will take it under advisement and

017administrators and hear what happened for the year in plans for the next so i learned a lot the presentation after that about budget and um pretty much budget uh was it was enlightening i appreciate the amount of work matthew has been doing for us on breaking things up into a uh systematic kind of way of looking at the budget and i i really appreciate the data that he's put together and the forecasting and um just changing a little bit of how i thought about different things just even you know the the section where we just listened about uh the reserves uh it put a different twist on it and some of the realizations of what we have in that budget the we need to move things around and get that lined up so that was
018that was that was one of the more enlightening things talking about salaries and it's always this time of year that we do this and we have until the mid-july we only have one meeting in july so you know your work is cut out to get it all done by the time that we need to actually have her sign it so i appreciate the administrators being there i thank you for the information that we got it was great um other than that i'm leaving today after tomorrow to go to five days of california and i was just talking to mr berg about how much i've been excited about flying in an airplane and i'm gonna put my mask on like he advised i would all right that's it thank you jody um not a whole lot
019i did meet with uh we had a rec board meeting on last monday one of the things that we talked about was was the new legislation behind the advelorum which actually how that looks or what that's looking like at this juncture for us when we do our preliminary budget um i think that this year's projected which i didn't have the final i had i'm a bad person i didn't check my email today but i had how the final was going to be somewhere in the in the realm of 135 thousand five something give or take however with this new legislation behind it what they will do is we would be given half of that which would be like right around 66 000 up front and then over the next the rest would be pushed forward
020into 20 of 2023 where they would begin paying um that the the remaining amount at eight with eight percent per year for the next 13 years that that's all minimal money um that's that's out of the mill that's how that's that's what we and and on average well no no it's it's well but they so we've got to look at that realistically from a rec board point of view too in in because that's going to affect us substantially um we have budgeted and planned pretty well and of course we have our our wyostar account and things like that that um which is our our fallback in case you know like say we have um we're set to give out x amount of dollars and then the meal no longer becomes available at all to us
021then we would be able to make good on those grants that had been applied for and grant and and voted on and granted that's what part of that is so um i have concerns um as do i'm sure the rest direct board and and individuals who are working with this as to how this is going to look um and i'm not like we kind of heard about it but we didn't really see it until it just kind of slipped through that legislation just kind of came out was that third reading and it was like oh so that will substantially affect how we budget going into next year um at any rate that's that's where we're at with that and we're working on getting our preliminary budget in so we can include it to be a
022line item um as it as an advertisement as it's always been on fremont county school district 25 but that's something that we're going to have to look at going forward outside of that i've been going to a lot of different baseball around the state um i'll tell you that i i in from sunday till last night i've been to green river and to cody green river was 95 and the wind felt like it was a blow torch no but um it was and it's been really fun we did i did attend if you didn't have it if no one had an opportunity to do that um an alumni game that was brought back in for the riverton raiders hosted that it was a really great event the parking lot was full there were cars on
023the on out on the street lines and it's always really nice to see the community come together and be in support of kids and so that was really really fun my husband was the oldest alum on the field and um so it was that was kind of interesting in itself to have your your grandson be a part of the the younger the the 13 to 15 year olds but he actually played against the 16-8 18 year old's feb and i love baseball i was brought up on on baseball and and softball those kind of things so outside of that um thank you to all the administration for our board retreat i always learn a whole lot about that matt i really appreciate your your presentation and the fact that you took the time to be
024able to kind of pull things out some different things that we haven't looked at before and and really have explained it well enough for this lady to understand it so um but and like i said it's always great to hear about the kids and and what's going on what we've got going on for schools and things like that so thank you very much that's yes i found a budget presentation very enlightening thank you matt um it brought out things that i hadn't really hadn't seen before that's really all i've got all right uh matt jada ally this is gonna be fast joe died all right i too want to thank um joanne and your administrative team jada thanks for organizing supper for us that was awesome um it is amazing to look at the different
025pockets of of achievements that we have and and you know to look at and acknowledge the struggles that we're that we've had and that how can we attack those and make them make this a better place for our kids and our staff so i appreciate all the hard work that our schools have have done and that we'll continue to do with that in our administrators they have a tough job of leading and we appreciate all of the leadership that that you all offer to our staff um matt i appreciate your hard work even if you didn't appreciate my excel tip um anyway it's it's the budget no matter how many years i've been on the board and i'm a budget and numbers person still baffles me a little bit so it's nice to have it
026presented in a little bit different way sometimes the fifth time you look at something from a little bit different perspective you keep just turning that it's easier to see the whole thing so i appreciate that and i know how hard it is to take apart a budget that's been presented one way and to put it all back together and have first off the numbers all line up and the totals work but to present it in a way that that people who might not be budget people or math people um can better understand because it is confusing and we have to make sure that the public understands as well so thank you for that um i don't have anything else dr flanagan i think i've probably talked enough today so okay okay then wow any other
027visitors or delegations who wish to address the board okay um can you introduce yourself please hi my name is okay okay yep so i played for three years excluding the year of covet it's always been enjoyable and a fun part of my life but it's never been very competitive and having the opportunity to play other girls and outside of riverton would be more exciting i know some girls are very good and putting them against bigger schools with bigger competition would be helpful i also know some other girls that don't come out just because it's not a part of the school i'm only a sophomore so i'd get to play for three years which would be giving me and other girls an opportunity for a scholarship i'd love to go to college and play softball but
028i want to really even get a chance without a high school team you'd be giving girls another chance to go out and make friends to be active and to play softball thank you thank you young lady thank you very well you're welcome to come up and speak she's like me we won't force you but we didn't mean to put you on the spot i don't really have a speech but let's say something um i've been playing for eight years and i love the sport it's very fun but our league is a little aloof it gets kind of chaotic sometimes there's a lot of things to keep in line and i just i think that it being a high school sport i hope there would be better like it would be run better and there'd be

031that a majority of the sports where it's like 60 dollars but then then you have like girls and boys swimming that's 190 ish and then you have um you have soccer at 4 15 and you have um wrestling wrestling is a little bit more can you explain to me the difference in those costs um i what i also learned um is that 60 is the base fee but if your sport doesn't make money so i think at tournament time if you're not making money basically cost you more to run your tournaments than you bring in then they assess you an additional fee if you play that sport oh so state soccer regional and state soccer okay yeah that makes sense okay so they if they're not yes so if they're not making enough money basically

037child can they participate in activities participate co-curricular activities extracurricular activities so a lot of people assume like being enrolled in wyoming virtual academy is home school well it kind of is but you're also enrolled in another wyoming school so you can't participate in co-curricular activities but you can participate next year so we kind of clarified that because we get a lot of we get a lot of questions about that i've had three this week actually um so the other one that we changed i believe the middle school did also is on page 12. we made our student searches a little bit more clear adding some verbiage in there that joanne suggested you know that we in the detection canines and things like that are coming to our schools and they're unannounced and periodic so we
038added some additional language there we added the breakfast and lunch and the meal pricing we did we did change our electronic device expectations that it's out without a specific teacher um i guess recommendation to use that as a device uh and so we we didn't go full they're not allowed in classrooms but we did strengthen that language in our handbook as well as in our tier one expectations for students and staff on how to address cell phones in classrooms okay that's well written yeah yeah and so we also added in we're on page 28 the frontier academy students require an out-of-school date form we ran into that a couple of times too they are a separate school you know not part of us and so we do want to have uh you know some control
039over those out of school dates that come into our building just like we would any other school in our county so the attendance on page 34 uh we kind of better explained our attendance policy as well as we're going to change kind of the way that we do our interventions to be based on percentages as opposed to just total number of absences so if the kid misses you know 35 times period one but always their period two we don't that's we need a different intervention for that so we want to base them off of percentages per class period that students are absent and hopefully that percentage will be a little clearer at a parent's mind you know about 88 days they missed 10 that then becomes you know our trigger for tier 2 and then
04020 becomes our trigger for three and so that's uh we just wanted to clarify that a little bit in our handbook language and also the letters that are going to go home with parents will go at 10 15 20 as opposed to specific numbers of absences so hopefully that makes it a little bit more clear because when you get down to 87 days and the kidneys 20 that sounds so bad but that's really 20 that's it's a big chunk that's a big chunk also truancies we kind of we clarified that a little bit um that clarifying his unexcused absences and then having the fiber more in its huge absences in one year so that's a little bit more clear than it was before then the rest of them are the right to request teacher qualifications
041which are board policies that's federal stuff ferpa we updated to make sure that's updated language and then the protection of pupil rights which is also you know those annual notices kinds of things and your updated new search and seizure policy thank you for doing that was problematic [Music] and that's it all right questions i think it looks good yeah the attendance thing i think will help us a lot especially with a tiered response that's that's more consistent than what we're doing because you're right when you say 20 to 20 days i mean it doesn't sound still sounds bad but it doesn't sound as bad as when you say you know 20 or 30 percent yeah exactly exactly that's exactly right anybody else have any comments or questions all right all in favor with an eye
