004like it we're going back all right this evening we have one of the our everyone's favorite activities we have some graduations from frontier so if all of you will stand please [Music] please be seated just that's all that's all i gotta say right there um board members fellow staff guests and of course our awesome graduates i have the pleasure of speaking on behalf of two of our outstanding frontier graduates tonight bailey grant and tawny hooch both these young ladies provided a unique flair to our school and both will be greatly missed um the first one is hard bailey came to us over two years ago she sat across from my desk every single school day with very very few exceptions i did a quick talliation over 1300 hours this young lady was in front of
005me and i've seen her grow i've seen her mature and i've seen her come out of this mean girl hate the world type of personality that she came with okay into someone who became very kind and caring and a staple as part of our school um i joke because i know she was exactly six feet away thank you to the crow protocol that's where she had to be for me without us having to be in her mask and all that sort of stuff she has proven herself to be a responsible mature and helpful resourceful person for our school um she went from being kind of too too cool for our school at first couldn't get her to do anything except for just what she had to to being one of my favorite people to have
006at any activity or any event um i laugh a lot about what i have experienced with her whether it was being in the cave with her and gracie fight and they were enthralled with the idea that they think that they found some magic light when they both contemplated it for a little bit they realized that it was the headlamp flashing back out so um at any rate she was a key to a lot of our shenanigans the creepy doll head being randomly placed in all the creepy places in our school building um was an ongoing joke with us um bailey i know that things were not always easy but you met all your challenges you exceeded the requirements of our school and you are now ready for the next step i know that you've experienced
007college and i hope i pray that in the future you go back because you are a college bound kid you can do great things i know that the year that you spent in college was rough because of kovid and you didn't get a true college experience so please move forward i know that you are already missing the classroom you're it is not the same without you but i do look forward to what you do what you become whether that's here in jackson or wherever it may take you um and you will be truly missed okay um so that one's a little hard okay a little more fun tawny not because she's any less important but tawny let's just say if you know someone who is a social butterfly tawny she's a social velociraptor connie started
008her time at frontier not in my classroom um she was eventually evicted from the other classroom is what i call it and she was moved into my classroom um she has a charming and delightful personality she always wants to help other people she always wants to be the life of the party and be someone that brings a smile to everyone and for that i loved having tawny around i had to deal with well all the staff got exhausted sometimes dealing with the idea of tawny we got to sit down and do our work but there's there's all this stuff around her that she wants to be a part of and all that okay but in the end while this was also while this characteristic was often a source of frustration and required great energy on
009us um it was also something that's very unique her personality made her someone very special in our school there was never a dull moment whether it was in wellness at the lake on highway cleanup etc she always had a knack for making everyone around her have fun and have a better time no matter what the task was she was extremely successful in our school however when push came to shove she could get down to it she kept steady employment throughout at the lander bar and well lander bar in yeah organic girl yeah but but yeah but well-employed okay there were often times where she would come in and she would show me her battle scars because the oven evidently doesn't get along with her um although she's becoming like the head pizza maker now or
010something like that so i'm excited for that one not only was she employed but she also took on college classes this semester something she wasn't sure if she was ready for but she did it she did it with fidelity and i believe are you still planning a summer class too okay but we're hoping we know that she is moving on to something better tawny as you move forward i'm excited for your adventure in college it is time for you to really step up and start on that thing called adulting college is an exciting time i strongly encourage to you to immerse yourself in that experience okay make new friends have new adventures you have a great personality that will be a great asset and one of your strongest tools if you use it accordingly i
011really look forward to seeing what you also do in your future after that i will go ahead and pass to the mic on to mr taylor who will speak on the third so holy mackerel i get to be up here so it is i mean i was kind of wondering if avalyn would ask me to speak because we've had our good times and bad times and it also kind of freaks me out a little bit because i've known her now for four years and i haven't been in this position for four years it's just i have the privilege of being a volleyball coach as well and i kind of wonder if she still remembers you know when she was a freshman and i just called every single freshman a freshie because i just said you
012need to go get the balls you got to work harder you got to do this but she had a bubbly attitude about it so i totally enjoyed having that side of the relationship because i truly do enjoy coaching because i get to see kids outside of the education system um but you know so i got the privilege of coaching her for three years and then i kind of went up to her and her family and i said you know what you know hey do you need a little bit of a change and she said no i've got this and so i'll wait to see if the family agrees with me but when she says that i mean she says you just got to back off for a little bit because she's got that attitude where
013she's like i'm going to stick to this i know what i'm doing back off because i'm going to be successful so i just kind of let it be and but over the summer she gave a call and she said you know what i do need a change i need to have can i apply can i come and interview with frontier and aslan i mean this is hard for me to say but you brought you know peace and happiness to my heart when you did that okay because i know i went to multiple times before and i said i think you need change and you're like no i don't have this but i'm just so proud because it made me feel like you could you just needed this extra time just to be with us engage
014in our culture engage with the friendship that you have here and it just it made my day it made my year now was our year perfect no because i know that you and i can sit down and have talks okay and we've had to have a few of those because i was like what are you doing are you going to graduate is this that and the other and again should come up with the same i've got this well then i need to see it you know it's like so it that's what i love about this school that's what i love about these girls that are here is everyone has their own journey and thank you um see now i just totally got lost so where are we going um i am proud that you have
015plans after frontier i'm pretty sure they've already started i mean because you guys got an apartment you're ready to go you're ready to engage with your life after high school down in cheyenne i hope that you don't stop with high school being it i want you to feel like you have the confidence that you can go further because i know it's in you okay but you need to understand life is not perfect and that's okay because whatever journey you're gonna be on that's you okay so don't try to live up to anybody else's expectations live up to yours okay thank you for engaging in our culture thank you for making the choice so for the people that around here every single day the staff say it is your choice it is your plan to graduate
016and that's what all three of these have done it's we're here to help them but every single one of them has made the choice to engage in what we're doing engage in our culture our family atmosphere it's different for everyone it's not easy i can vouch for that so i'm proud for all three of you and congratulations okay okay let's hope i don't pass out right now my name's tawny i would like to start by thanking the board for allowing frontier to be possible as well as the staff at frontier and um especially mr nguyen um i still remember the day i was moved from wynn's room he was miss stan was showing me around the empty desks and i could choose from and wind was in the middle of sharing some strong disappointment in
017some of the students and i remember thinking oh boy this is going to be great um but that day actually taught me a lot about when what when expects in his classroom from participating in community service that the school has to being at school and getting your work done win has always pushed me and my classmates to succeed and do the best we can around halfway through the year i decided to earn the hathaway scholarship which required more science and math credits for me math is not my strong suit at all and i was always worried about that class but win was always there to help me and which got me to where i am today next i would like to share my appreciation and thank you to mrs stan stan is the success coach
018and registrar at um frontier academy stan has put countless hours into making sure we kids get to school and get our work done she has been there through the really tough times with tissues and advice on hand stan has a really amazing way of seeing the absolute best in everyone she pushes us to do the same i remember the very first day of school stan said that at the end of the year we'd all be like family and i remember thinking oh no way like i've heard that with everyone but it really is like a family at frontier suddenly the strangers you meet on the first day of school become my people frontier is a special place it's so cool to see the new kids come to frontier and just bloom and feel so comfortable
019and have the freedom to be themselves i'm so thankful for all the staff for getting to me to where i am today i'll miss you guys every day finally i promised my mom to mention that she's the best mom ever she's over there okay um i chose frontier academy because the second i walked through the door everyone made me feel like i was a part of a family frontier gave me the opportunity to see how far i can go and how much potential i have everyone was so welcoming and took me in i knew i could be myself around everyone without feeling left out no matter how different each of us were we all had similar similar characteristics and that taught me that even though you aren't the same you still fit in after graduation
020my plans are to move to jackson and work for the summer while also hitting a few rodeos my plans for the future include attending the weatherford college equine production and management course to pursue my work with horses i want to thank the school board for making frontier school and a place to feel like home without you the school wouldn't be a thing i would like to thank my mom for helping me get through the hard times dad i would like to thank you for pushing me through everything i would like to thank my boyfriend and my best friend for being there every step of the way and always having faith in me stan i would like to thank you for putting up with my attitude every day no matter what um when you have taught
021me a lot and you've got me to where i am today even though i've had a snotty attitude with you every day um judge i would like to thank you for helping me through tough times and always listening to all my drama taylor we've had our ups and downs but you're honestly the best um sarah i don't even notice where to start with you you have helped me through so many things and made me feel that make me feel like i matter even when i feel like i don't so thank you guys for pushing me where i am today i will forever be grateful for frontier i've been dreading this moment i'm crying okay hi my name is azlin fairing i got this great opportunity to attend frontier academy this school has been a blessing
022i would first like to start off by saying thank you thank you to my mom my dad my brother my grandma and grandpa both of my wonderful step parents blake the school board and of course frontier academy i know i wouldn't be wearing this cabin today if it wasn't for this amazing opportunity or miss stanley texted me every morning wondering if i was going to come to school today because you know my presence was really missed i would also love to thank mr taylor because without his guidance and support through not only this this without school but the other things that have happened in life he has been a great support system i know i wouldn't be here saying these things lastly i would love to say thank you to the three most supportive people
023mr winn miss eyeball sarah life wouldn't be the same without all of your impactful words this school is amazing not only my parents but this school has shaped me into a very strong independent woman that i thought i would never be i'm excited for my future moving to cheyenne to further my education at the same time i know it will also be so sad to leave the school and this family if there was one thing i could tell everybody in the world to do it'd be to go bug stan or let stan bug you or occasionally let be okay with taylor annoying you all day and as eyeball calls it give him my famous stink eye which i inherit from my grandma by the way so this is my final stink eye my final thank
024you in my final goodbye well before we hand out diplomas i want to take just a second to tell you that we're all very proud of you here tonight everybody has different paths and different reasons for why they come to frontier and we often well almost every time that we have a graduation the graduates stand up and thank us for having frontier and they thank the staff and and and we're grateful that you would take advantage of what we offer so i think one thing that's always really important and i say this every time to every graduate that walks in here is we can offer these things to you life can offer you things but you have to take advantage of them you have to do something with what life offers you so we're we
025are so happy to be able to offer frontier for kids in fremont county um not just in riverton we take kids from across the county and and we're proud of the amazing staff that's there but that all doesn't matter if you don't do something with it so when you walk out of here you remember that you had an opportunity and you took advantage of it it it you are here because of you you chose right and you'll have lots of choices to make and now you know you can do it you can do whatever you need to do you did this right you can do it and that's what you always need to remember and look around you're not alone right you're never alone the journey sometimes might feel that way but you are never

027carl for board members and staff well it's graduations uh galore this it was uh well done again i salute the staff and uh everyone for getting rhs h's the staff of frontier also it was a small class it was a shorts we were in and out the weather was good we didn't have heat which we haven't had for seems like years um it's always good to see frontier kids here having three was is nice and it is important that we'd have created frontier you know i i i'm glad that they still thank us for that because it's something that you know it wasn't and it was something that our district needed you've seen the other schools that did it and it was something that district 25 really needed it still does yes not to dwell
028on graduation rate but it's something that we always have to keep in mind because it seems like we cannot punch through to get past 80 percent and that's sad to me but it's the end of the year which you know four three more days two more two and a half days i know you've got to get that half in there i know tanis was my wife was talking about going to the movie today and yesterday was a powwow i believe no for fifth grade that's i got postponed because of the weather is it yeah this coming up it's coming up oh they had a field day yesterday yesterday they had field days thursday and then it's thursday yes it's it's it's the teachers trying to get these rambunctious children who can see the end uh
029past this friday and a half and so you know field days pow wows movies whatever you can do to keep them in their place so that they are in school and we get the adm i think you've all got a email from brian about uh nsba and i know that the chair it'll be crowded so you know it may be just the chair because the directors will be there too when this comes about on thursday i believe at 5. so we had a meeting tonight come to my office we can log on and yeah we had a meeting tonight uh it was an executive session so it can't share much but uh it is it is a topic that we need to have information from all the districts we're not going to try to i
030hope we're not going to try to rush any decisions but the final papers from the report the final report it's all it's i think it's 50 some pages or is it 30 so i like it i had a 57 page thing i read the other night and i had the so i don't know which one you guys are reading but uh please read it and all the uh appendices so that you can make an informed uh conversation on thursday so that you know what brian's good at getting to all the bullets and points and so he'll probably lead the discussion and then probably kick it around to board chairs so please attend it's something that we need feedback on and then the rest of the board needs to the rest of the boards in the
031state needs to read the report so they can make informed decisions and we need to get feedback from each and every we don't want to do what the nsba is not talk to the membership so it is a it is something that you know brian's not going to make the decision uh the executive group of the directors is not it will be the directors as a whole but we want to get as much feedback from boards as possible so it's something we are taking seriously we hope you all take it seriously that's about all thank you thank you jenny um it's kind of been a an up and down day i think you know from from everything that happened this morning in my i don't know what to say um i guess there's no words
032um i don't thoughts and prayers don't go anywhere anymore you know i just want to make sure that we as a board can do what we can and be proactive as opposed to reactive if something like that should happen here you know but on the flip side of that from kindergarten graduation to high school to graduation tonight it's it uh it's it's been a great week um seeing all these kiddos graduate and some of them remember when a lot of them were tiny you know and seeing them grow up and move on to greater things is it makes it all worth it um i hope that everybody got a chance to um check out jasmine's her appearance at the white house um she spoke with the first lady selena gomez and the surgeon general and
033at their first ever health mental health forum because it is mental health awareness month um she got to meet the president back in the green room blue room or whatever it's called summer back there so i just kind of with everything that goes on in the schools now everything that goes on in homes where kids come to school for for the love and for the caring mental health is a bigger issue than anything now you know it's it's not test scores because what good are test scores and if we can't get our kids to survive you know and um i think even after today it's showing that there is something else that we we really need to help help our kids with and that's that is mental health and with the pandemic that's happened we
034heard it at graduation there was a lot of kids that were impacted by the pandemic and being quarantined and our kids are are hurting now so that's why graduation and getting those rates up are really critical because sometimes this is all those kids have as a school and their family here as evidenced by what our frontier graduates are saying our school is our family and so i just would like to commend everybody that's made fremont 25 the kids homes you know from all the students to the staff to the administrators but um let's just keep going that's it thank you jody well um first of all you know my heart goes out to those individuals and the families um and the community that lost an awful lot today they did i'm right on the same
035line as what jenny talked about with regards to all of that i got to attend four graduations since sunday or since the sunday before in a week starting with my daughter's graduation with her with honors with her master's in mental health and counseling and kinder graduation is always a blast and in lynette stead i was asked to get up and say a little something so i chose a book and it's you're here for a reason and i think that's true about everyone i think that's true about the individual who's pushing the broom at school i think that's true about every household and every human being right up to all of us we're all here for a reason and that reason is kids and it's to make them feel safe and be safe and have a
036place to learn safely and that's huge a huge thing to me with all that being said i also attended the profile of a graduate phase one and within that we had three students who attended along with i think there were 40 of us it was about 40 people it was a really good turnout yeah 40 in all across the community and for me um it was wonderful to see all that by and i think that we have that here but the most important three human beings in that room who had the great have the greatest stake in the game were three students and they talked about exactly what a lot of the things that jenny talked about and about the importance of having a place to learn and and the importance of um being prepared
037to handle life outside of school not just when they walk across the stage and accept their diploma but to be able to actually handle life and um speaking of graduation 2022 and the 97 students who graduated one of the things that affected that as everything not only did they go through all the steps for graduation but they had them had to manage covet and within that they had to manage virtual learning and within that the individuals who you know we ended up with the low numbers that hit this class really hard being able to i mean falling behind because virtual learning maybe wasn't there wasn't for them and it wasn't because things weren't being offered or help wasn't being offered for them to to go forward with all of that because we had that discussion
038but it was hard and it and it hit and all that being said 97 graduates within that realm and knowing that the individuals that we lost to graduation were those individuals who fell behind virtually those are the ones that didn't get didn't get returned i applaud those individuals those 97 individuals who stuck it out who worked through it and who came through it and did the best they could because they had to kind of cling to one another and linda griffin in her speech about just be be present be here be there for someone else be who you are and we we have to do those things do you inspire us is it awesome is going like great guns and crazy and i keep having more and more and and as as i said um
039to lynette it's been a it's been a big task but it's been a worthwhile one um because just to watch those responses and get to read all those things it's really there's a lot of positive things that are happening right here that we're creating and we're and we're being noticed around this around the state for our you are 25 page because of the you inspire us and that makes me very very proud um frontier graduates um are always like said that's something that's been coming for a long time and something that we we've needed um it's these kids choose they they chose to finish to be here those 97 kids they chose to be here those little kindergartners their parents and they they chose they made a choice and all of us make a choice
040to be here every day and it's it's an honor to serve with all of you and um that's about it that's what i've got thank you bruce when i saw the graduating class and i thought man it doesn't seem like that many chairs but then i thought you know what there's enough there's there's 97 of them and i wasn't even sure it was 97 but there's 97 of them that that did it so you know some of them not everybody makes it but they did and uh good on them and the frontier i've just i'm i can't say enough about that that gives the kids that that would would have been part of the not 97 and they're here graduating and thanks to the staff i know that graduation and all that is a big
041deal that's a lot of work so thanks staff absolutely that's all i've got thank you matt i don't have anything jada i do not thank you mr vincent jody thank you all right i will keep it short and sweet and then we'll move back and get matt and john coming um graduation as you all know is one of my favorite things too i was sad that i missed kindergarten graduation this year but i did watch catch up on facebook while i was was gone to to watch it um i don't i try not to miss many board functions but um i was in florida for another board meeting and uh it was hot it was 96 degrees in orlando i liked it i went out and tried to sit by the pool for about 20
042minutes i was like no i'm out i can't um i wanted to let you know i posted um or did my little splooch in the newsletter that that we send out for the staff and we'll be working on one next fall that will go out this summer next fall to start a community one and our my last monday mania went out to the staff this week too i also want to encourage people to start thinking about who you know that might be interested in in running for the board we're you know that it's coming up this is an election year we'll have um three three positions that that are four-year terms that will be up and then um one that will be a two-year to fulfill um the balance of that other term so um
043we'll you know we need to be thinking about who might who might be interested in running for the board and and people in the community who've thought about it you know maybe come to a board meeting or two and see what we do and see if that might be something that you might have a passion for you might be the next carl manning and be on the board for 25 i think it's awesome and um it was great to see tonight kids that had already graduated from frontier that were here to support their friends i thought that was awesome it is and uh you know i didn't need to make miss barry and cry but you sure didn't i assure you she did or she said she's a crier well i just told her her
044grandpa would be very proud of her so yes he was quite the he was quite the guy all right i have nothing else to add dr flanagan um a couple of things first i also want to thank our staff uh for uh kind of tumultuous at times but really fantastic year and um it has not been easy across this country actually probably across the the world um coming out of covet and trying to put pieces back together and um and we we you know we have some kids who who who didn't make it um and that's hard for us we continue to reach out to them um they can come back we can get credits made up they and we will have some john probably knows them already that will be coming to summer school
045and they won't graduate on time but they will graduate and for me that's what matters i think for this district that what's that's what matters the state looks at on time graduation but some kids need an extra year some kids need a couple extra years and that is okay and they are welcome to come back and they are welcome to earn those credits and they are welcome to graduate um and so i know that i know that we will get several um that will come back and they will finish and um and they deserve um they deserve to be celebrated as well not everybody travels the same path so um it is a crazy time of year and um and again i i just thank our staff as carl kind of mentioned for keeping keeping
046all those kids kind of roughly hurted towards the end of the year and it's getting exciting out in the buildings and i've been in and out of them a little bit i've been at um tried to hit a staff meeting every everybody's last staff meeting um this may so i could kind of reach out and just thank them and let them know that we'd be doing some planning this year and working at our board retreat on some things and catch them up on any questions they might have and um and and i i shared this at our pre-board meeting but i've had um so many staff members um just express things for you the support um for being listened to i had two distinct people distinctly say that they feel like when we send out
047a survey or we ask for input or they share something we're actually listening and they see changes happen and they're very grateful for that so um i just wanted to pass that along to you um because i know they feel that i know they feel it from administration and you know the people that they see every day but i know that they feel that from the board as well so i want to thank you for that um we do have our board retreat coming up so um this is kind of what i'm thinking tentatively agenda-wise and obviously it's your retreat so i don't want to hijack it with my agenda but i do want to make sure we have something organized for you and lynette and jody and i can work on that but these
048are kind of the things that that i think would be of interest um we will do an end of year wrap up with the admin team i would like for them to come and they all know and kind of wrap up their year and how things have gone you know what went well for them you know things that they had planned that worked things that maybe they planned that didn't and kind of where they're headed for next year and share some of that with you guys um we'll do some budget preview work so matt's been working on the budget and and we'll be able to give you some preview um of the of the budget as we'll have to act on that in july um and i want to get a policy plan laid out
049with you guys we talked about this a little bit um you know how we want to tackle some of those policies particularly the ones that pertain to you as a school board so kind of get a plan in place for that and then carl had mentioned one time maybe some plc training and i don't know if that's something if i mean we obviously couldn't do a full-blown training but if you'd like you know kind of an overview and just some generalized information around the tenants and the pillars and those kinds of things that's something that i feel very comfortable providing for you as well or other topics that might be of interest but i kind of wanted to talk through that a little bit not that we have to make decisions tonight you can obviously
050let lynette know where you can get a hold of me and we can work together on on getting that final kind of plan in place for for that retreat so that'll just about give us a pretty full agenda we're gonna start at two and then we'll um we'll break at six ish and have uh dinner and then we'll start the board meeting at seven so yeah so any thoughts you have on that obviously share with lynette share with me and we'll make sure we get a um get some good things laid out for our work that day um it was move-up day today so at the elementary level so we had our kinders moving up into their new first grade buildings and um uh third graders up into uh rendezvous and that's always exciting they
051get their school t-shirts and um so that is fun and i also wanted to share with you i know we talked about this a little bit before but we we're really working pretty aggressively on what we're calling our grow your own program and we're using ester funds for that um so dallas actually through special services several years ago started doing that in order to get special ed certified folks so he was he offered a scholarship to folks who were certified teachers but not special ed certified that would help them pay for a special ed endorsement because we were so short on sped staff so we've kind of mirrored that um and when i say me i mean karen and jody so feel free to to speak up jody um around that kind of same model
052and um offering to um to classified staff in our district to of program so they apply and we're able to use esser funds to offset the costs of that for them and help get them certified and also we have sent out some advertisements asking for folks who maybe aren't teacher certified but they have math degrees or heavy math degrees or interest in math and math courses and are interested in teaching math um and we've actually have three that have responded to that awesome so and we'll be able to offer them a similar type of situation where if we can get them an exception author authorization get them in the classroom um use us for funds to get them funded um to get those degrees finished so i think those are creative ways that we're going
053to have to reach out to help get positions filled and as you know we have fewer and fewer applicants for for teaching not just us it's across the country so anyway that's kind of an exciting program that i think is going to pay off for as well and we have many many highly skilled um classified staff members many um and if they're interested we can really capture i think a good group and and grow some educators for the district over time so yeah i think that's all i got all right you mentioned new board members there's many districts in the state that have offered board academies to try to help someone decide if they wanted to be on the board and it might be something that we could delve into so running july early august
054something you know when is the deadline to august or august august in july that maybe that would be well and two going forward i talked a little bit with rod kessler about that same thing and one of the things that he suggested was you know like had we been able to look at this a little quicker for some of our events that we have if we had a table there with um information with a board member there you know have you ever thought of being a board member and that's what they've done like at a basketball game or at even at your graduations or school nights or school nights you know back school nights things like that you know but yeah it'll be too i mean it for this year no but moving forward i

057what your grow your own is is doing nice but the target would be uh staff who have an associates or some sort of credential and then a paid internship or apprenticeship program through your school districts to to train your in-house instructors so karen actually our hr has been in contact with oh perfect yeah so yeah this really model is what it's based on based on tennessee's model yeah correct so i got roped in because there's three tiers it's people with an associates or some type of credential and then people without any type of credential and then the third tier they thought maybe could be a high school pre-apprenticeship program where they would maybe come out of high school with an associate's degree in teaching and then go into an apprenticeship program but also cwc has
058our new bas program in early childhood and that will have a special endorsement option so that's really awesome be able to just come right across the street and get your special ed endorsement for your staff so i thought that's good yeah i'm here tonight for the budget presentation for the bochis the cwc bochis is a cooperative between cbc 7 fremont county school districts and hot springs county school district 1. you should have the report in your packet not good news for taxpayers but good news for this budget is we're estimating a conservative 30-ish 31 percent increase in the mill every revenue this year compared to last year which is which is great for this budget because it's been it's been overrun the past couple years because of the significant decreases in military revenue with the
059anticipated revenue coming in this year we should just about break even compared to based on enrollment numbers and participation from this year so if numbers stay steady next year then we should just about break even which will be great like i said the 31 estimate is conservative could be a lot more if it is that's great it just helps this fund you know or this budget stay solvent any questions about the budget fremont and hot springs are kept separate but you do have to approve both fremont funds are spent on three months students in hot springs are spent on hot spring students hot springs is anticipating about a 46 to 50 percent increase in their assessed valuation um oh wow that's all pretty much on residential yeah yeah so um you know we had a
060pretty successful year in fremont uh we had two graduates of associates degrees this year you're valedictorian i think you're salutatorian yes um both earned their associate's degree in total we had six in the boces two from riverton two from thermopolis one from shoshone and one from the lutheran academy that's most we've ever had uh six one year it's pretty pretty incredible um the the overall value of cwc credits that students in in riverton at riverton high school and at fremont uh frontier took this year and cwc dollars was more than 190 000 so about 192 000 worth of wow college credits that families didn't have to pay for well outside of paying their property taxes but um you know but if you convert that to uw dollars or out-of-state tuition dollars that number goes way
061up so we're getting a lot of benefit for our students here um many of these students are coming out with 15 or 20 or 30 credits and they go to uw and they're halfway that'll serve them for eight semesters they can finish a bachelor's degree and then use the halfway working towards a postgraduate degree or or other credentials so they're seeing a lot more benefit than just you know taking a couple classes in high school but you if you don't have any questions about the budget i'd be happy to answer anything yeah uh how much is that mineral setback uh costing cheese you know the where they they set the whatever percentage aside and then it'll come back to you in seven years or whatever it is i don't know about that happened last year
062it's it's affected our bosses shoshone because it's a mineral rich district i mean it's just devastated their mill and uh i was wondering if you've taken any look at that i i i get my numbers from our vp of finance he might look at it but i i don't yeah because they're staying that side of it it's on smaller budgets and since you're getting some of that shoshone money i know you've lost quite a bit of mineral oil uh there was points where this budget or this this revenue generated over six hundred thousand dollars and last year was 300 something mm-hmm a lot of that was well yeah it was down and then but now it's residential properties up i know tara berg is out there talking to communities right now telling taxpayers that their
063housing uh is going to cost them anywhere from 20 to 40 percent for residential taxes going up which is what you alluded to yeah uh yeah i don't i don't know that that answer but that's all okay thank you matt yeah thanks matt thank you you're the one of the first items in the action items so um with that just send your uh recommendation with mr burke to the next board meeting in june cbc still is offering our education plan for potential concurrent enrollment instructors so if there's an instructor who's interested or new instructors that come in into the district uh cwc will help reimburse them the cost of their graduate credits that they would need to to teach a concurrent enrollment courses we're committed to covc is committed to this you know help you
064get instructors recruit instructors to your district or even retain them so i applaud your off your efforts on that for sure yeah that's really nice it's great help but what you do is is tremendous for our students yes it is thank you thank you so much thank you for your time 45 minutes four to five minutes oh okay it was a misunderstanding i think he's just making you rush okay so uh dr flanagan asked me to come to talk about a change bell schedule because there are some pretty uh significant changes that may affect um our our kids and community potentially and so i kind of listed those on the back and the reasons behind it the big one is that the law changed so not allowing passing time to count as instructional time so
065currently we have an eight period day with an intervention time and so that really equals nine periods which is 40 minutes of transition which doesn't count any longer and we were quite a bit over to begin with but we wouldn't make it under our current structure in terms of the bell schedules and so the other thing is the two lunch periods reduce the instructional time by an additional 10 minutes just by adding two more transitional times so just going back one lunch to one lunch periods were due increases instructional time by 10 minutes so our mtss team really led this process um you know and some of the positive things is bringing back an academic and a behavioral lunch detention uh you know six seven years ago we lost some staff and it kind of
066became difficult to to offer that for two lunches and then during covid we actually had three lunches trying to spread the kids out um during that and so um it also one of our big goals was increase plc time on wednesdays we didn't get as much time as we wanted due to the compromises i'll talk about later but we did increase we did increase that time um and the increased intervention time and teacher collaboration time will also happen lunch and plc time we also added an advisory on wednesdays to bring back a stronger sense of connection circles that that is one of the things that i think we got too far away from in terms of of covid with social distancing and things like that we can also address academic planning and talk about staying
067on track to graduation we're going to have a group of teachers work on building that 30 minute a week time on what they're going to do each week and it's going to be dependent on grade level so 9th graders will get this 10th graders will get this 11th graders will get this seniors will get this so it's really um you know trying to address those the soft skills like like what the graduates talked about that's exactly what we're trying to address there um so looking at our behavior data mtss really said we need one lunch um i know that you guys have heard before since covet our kids have really struggled to make positive decisions with their behavior and so we had at least twice as many truancies during those lunch periods having two lunches
068than we did any other time and then well maybe that's a really small percentage well no lunch was skipped by 25 of our population since january so it's that's a big chunk that's a big problem and by reducing reducing that chance of having you know go to lunch with my friends in the next period and disappearing for you know 100 minutes we're going to try to reduce that so also increase safety increase supervision it's not like we have a whole a lot of problems at lunch but giving them that time during lunch to plan negative decisions we saw some effects of that so that was overall kind of what our mtss team looking at all of our data kind of settled on um the other thing is one of the things we found this year
069in our goal was to increase student involvement in activities with two lunches we couldn't you know a teacher couldn't hold a activity meeting during both lunches because they're teaching and so we kind of move that into our enrichment or our es time our intervention enrichment time but then if a kid's got f's he never gets a chance to go and participate and uh that looking again looking at our data seemed to be a big problem in getting our kids that needed that the most so having one lunch really enabled you know all of those kids to be able to even if they're not being successful in class that's a time where we could try to pull them in and get them involved so and then this really came because of a collaboration among just district
070staff we we wanted our school to be longer we wanted five more minutes in our lunch and so we worked with the bus garage and with the elementary schools and so we compromised on removing five minutes from our lunch they added 10 minutes to our day so our busing system this year has been by far the best it's it's it's been and i think everyone in our district would say that and so we don't we we don't want to mess that up because that's another time where some not so positive behaviors can happen and so we really want to keep where we're at so um we do have plans if it doesn't work so our biggest concern i've heard from one so i sent this out in an email oh maybe three weeks ago i've
071heard from one student and two parents that are in my building uh the biggest concern of all three of them is having that short lunch time um and being able to get to and from wherever they want to go during lunch and i learned from kovid that i can't really anticipate anything but i need to anticipate everything so i think that that's you know we hit we have ideas that if we add minutes to lunch and then admits to the end of the school day you know working with the bus garage on making that work the other thing one of the things you guys will vote on tonight is adding those half days you know if they're at 12 35 if we got to go to 235 you know we're going to be prepared to
072do that if we have to lengthen that so if it really doesn't work i i think it'll be fine but if it really doesn't work for our community and our kids then we have other other things that we can do that we can make immediate changes that won't change a whole lot and the other thing that we talked about um that a parent brought up today was flipping lunch in fourth period which would keep us out of that noon window and that may be something we do before the end of the beginning of next school year i just was thinking that might be something you converse with the business owners downtown the restaurant folks to see what kind of impact that might have because i know it is hard when they're all yeah lunchtime as
073everyone else too yeah i just a thought and we are already low on restaurants and staff yeah and and doordash has become popular at the high school too really yeah create its own problem but yeah i forget we even have gardash yeah nobody i will just say foreign it's amazing how many kids are truly back within three things yeah and they're just hanging out yeah yeah they're just hanging out you know and waiting for it's amazing how fast they really they they drive through they pick up they don't park anywhere they drive back and so yeah i would say the vast majority of our kids when i was there and you probably see the same thing they're they're in bed within about 30 minutes or they're in sutherland's parking lot yes and they could be
074back they could be instead of hanging out and that's true so the thing that i've had several conversations with different parents is the auto seems like it's auto i don't maybe maybe it's not is the absent or tardy notice that goes out and when they check with their kid they were three minutes late to the classroom and they got kicked in as a absent and it's already sent to the parent by the time the kids are there so is that an auto thing that just happens from the teacher sending the uh has that been more has that happened more prevalently recently it's it's it's been all year long okay uh and i was just wondering how that is it that they don't wait long enough to to pull the uh secretary secretary or is it
075what is it so when if a student's absent than or tardy yeah so okay so let's say in the first five minutes a teacher a kid's not there marks them absent they come in minute seven our rule is that they have to be there by minute ten then it becomes an absence so that auto dialer then goes out at starts at 8 30 so if the teacher doesn't change it between 8 10 and 8 30 then that call goes out so it happens all all periods so doesn't it it it did we changed from in touch to thrill share and that had some hiccups so that yeah and so we were working through that because it was it was calling all over the place but i know that we're those are getting better and better
076lindsay's done a really good job of you know trying to figure out we got we had three different places where it was pulling from on power school we had demographics student contacts and then contacts contacts was the most recent you know demographics could have been when they were in fifth grade gone for our district for four years and now they're back as a ninth grader so none of that could be correct so yes that is a problem that has been that has gotten worse since we went to thrill share but it's getting better now that we're getting good solid contacts into the right spot in power school i was just amazed the number of i've never had this conversation until in fact i think it's this i would bet that that's thrill right now in
077january yeah yeah it would start having well these conversations but yeah that that's kind of how that works and so it it shouldn't go out every period but we're working through that but it's that's usually what happens is the kid is seven minutes late they've already taken attendance and the teacher doesn't the kid needs to move a little faster to get to class yeah yeah and and yeah that's usually what conversation i have they're there at eight nobody's calling anybody yeah you know that trying to get help as he leaves the one teacher's class trying to get some understanding and so there's reasons you know they don't understand what happened in the classroom well there are there are reasons with that sure clear across campus you know and five minutes or five minutes from yeah
078because career center to the edge of to band you know yeah potential grows and we do that trip we're the ones that's causing that trip you know i didn't say i didn't say they were all officers but a lot of them are i'm not getting i i want the the negatives yeah for the student no and i agree you know and you know and i know that that's going to be worked out if they're working we don't want to trip parents and students we want to make it so that if there's a pull you know polling of a teacher that sends it to the secretary and then that trips a and it sends out things that you know they're two minutes late for the class five minutes late we don't want to do that constantly
079we want to have a system that makes it so that they do the polling for absenteeism at five minutes after the class starts you know they mark them abs or tardy they change it from an absence to a tardy and it doesn't cause that they go out the parent needs to know it but uh i mean when it comes and when it actually filters to a school board member numerous times that's that's and then we change bail schedules yup so i just don't want us to trip up parents and students when we start this again because it's automated yeah and it has less human touch to it and it has it's cold to the parent who gets the phone call or the text and most of the time that's a problem first period and fifth
080period so they're either late coming to school or late not getting getting back from lunch is where and so you know lindsay our attendance secretary runs one every hour and so if she sees that that kid was here all morning now he's marked absent fifth period or fourth period she calls that teacher and says did they you know did they make it and double checks before she calls that parent but yeah that's a lot of work on it is because you got 600 kids or 500 whatever kids in the high school i think the transition between the programs too they're just having to work the bugs out with that yeah and like i said where you're drawing your information and hopefully as as she's working those likes too well yes but as she's working through
081this carl um it'll become more efficient yeah and it'll be better it will that's awesome it'll be better i get it stuff in power school powers how much and we've added 10 minutes to our first graders actually we've returned to the schedule we were at before uh covered so we're back to the schedule we were at before covered so it adds 10 minutes to that they didn't need you know but i will tell you that the staff most of the staff wanted that 10 minutes back they wanted them they wanted a little more time in class with the kids i'm glad we're worried about minutes and minutes over a day doesn't seem like that much when you're an elementary teacher it must be something and that was is that a no that was that interpretation
082of by the attorney general of the attendance and tardy uh statute that is an actual change that was in this it they changed the statutes to identify that you cannot count passing periods you're not cannot count lunch periods it was involved with the school board and state school board also correct yeah and they're the ones who got the opinion from the attorney general and uh interpreted that and it's interesting because they reduced it i don't know it was interesting because they reduced the time but then also took away what could be passing and but we've had to make sure we're aligned with all of that right yeah and even before i think we're pretty close but we we were under yeah it was closed yeah well and the changes to the bell schedule will be

092year start the conversation would you like me to oh i i can start it so um so um we were we were encouraged to put out an rfp we've been with cert for years um i don't remember lou saying it she may have we're going through so much stuff when i started so uh i got a call early gosh it had to be january february we started getting kind of um called from kurt like hey you guys you guys you're going to put out the rfp this year right lewis said we had put it out last year kurt didn't have enough time from tagler to uh really finish the proposal so we ended up with serp another year um coming to this year kurt was like are you guys going to put the rfp again
093right because he had all the groundwork already done he was ready to propose so we did it well i did it a little late granted but after we got the proposals we've been working on the salary stuff we're in budget time and i was just like i do not have enough time to give this the um effort it probably needs and the analysis i would like to do to give a good recommendation to the board so um we kind of backed off and i called kurt you know after we made that i talked to joanne called kurt made that decision and said uh i tried to call kurt i got stacy who had helped him with the proposal so i talked to her for a minute just kind of told her like hey you know
094we don't have time we're very interested the big thing about it though that that makes this a discussion item is that it's a hundred thousand dollar difference so the um uh one came in at the serp came in about three hundred thousand the other one's about two hundred thousand so it would save the district a hundred thousand dollars the problem is we just haven't done the analysis to make sure we're not losing out on something we're unaware of um yeah so from the competitor um he explained it in a way that said uh essentially cert made sense years ago and it's made less and less sense as time's gone on um and there there's a lot of nuance to it and one of the big things he kind of you know said was it is
095really really hard to compare us to it and there's just a lot of differences between private insurance and serve and that's the reason i said like this is going to take a lot of time as i read through his proposal that's why i backed off on if his proposal was very simple maybe it would have been let's just go with cert whatever but um the proposal we got from tagler was it really brought a lot of questions where i go yeah we do need to look in that yeah and it was just as i read it through it it was just like well i don't have the time to dig into all these questions now that i have about what we're currently doing so um yeah my initial recommendation was let's stay with serp one
096more year and um we'll really put the emphasis on this uh later this fall maybe early early winter give ourselves enough time to really dig into this and figure out if it's best for the district um but that's as far as i got with it so so i i um matt and i talked some more we met with kurt and you know we have we have i mean we have some comparative information and because it is such a significant difference in cost and as you know we're working really hard to reallocate budget dollars and and find budget dollars to do what we need to do with the personnel side of our budget i just felt like we needed to have a discussion about it it doesn't come in front of you as an action item
097it's just an information item that we share with you so you don't have to take action on it but i wanted to i wanted to to talk with you about it and i wanted to give you some information so so a couple of the things um and i know lynette had a conversation as well so feel free to and her and i have talked some back and forth too emc emcmc emc is the predominant carrier but the uh what do you call that the broker would it be technically yeah so one of the things that's that's that really stands out as as as a difference and one of the things that kurt spoke to a little bit is that that that serp serp will say that it has a 150 000 maximum felt sorry million
098maximum limit but that is for all 32 districts that are in the pool that is not for your district that is for all districts in the pool so so when when when they quote you their right coverage it looks wildly different um but it is only for our district so it's a heart because you don't know what syrup would just be insuring us for you can't really say that so there's some of those things and that's kind of what he was talking with us about that make it a little bit hard to compare apples to apples um there is a a three percent um on wind hail and damage as you know i think you guys might be familiar with that there's a three percent deductible on the serp side so if we have wind
099hail damage we pay a three percent deductible on that um and that isn't the case with based on the value of the building based on the value of the development correct based on the value of the building yeah correct right that's exactly right yeah thank you for sending that out it's a two two million dollar minimum too so essentially we would pay it's a little under because there's serp covers some of that rest of that two million dollars but in theory we would pull two million dollars from that pool um for each occurrence of hail and every district would do that in this area likely if they have the same hail storm so then your 150 million dollar cap is produced considerably it could potentially go very know good got rid of that where they

111that you know we we know what we're talking about to a certain extent we're never going to be experts and you have to rely on the people that are whether it's taylor surf whatever there this is what they do you know for years i mean they're enmeshed in it they know it they know it inside and out and at some point like i said i think the reason we went to surf in the first place because of dollars yeah the premium came in when they surf started they put below low cost and i have a sense that's why a lot of people went that direction but i do think again as a board regardless of this decision i do think we ought to be on a regular cycle every three years maybe five years whatever
