001mics are all okay lynette are we ready all right i'd like to welcome all of you to the regularly scheduled meeting of the fremont county school district 25 board of trustees please join us in the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all we have a roll call please adam chair we have a quorum all right we do have a quorum this evening are there any changes to our agenda tonight oh my goodness wow good job madam chair and move that we approve the agenda as it was presented okay so we have a motion and a second on the floor is there a debate or are there any questions

002all in favor with an eye anybody opposed with a no okay our agenda is adopted as presented the consent agenda is up next which tonight includes minutes of the april 26 2022 board meeting consideration of payment of bills including late pays and pre-authorization of payroll utilities officials and automatic payments an adoption of amended policy 4135 homeschooling on second reading madam chair i would move that we accept the consent agenda as presented we have a motion and a second on the floor is there anything that needs to be pulled or discussed all right if not all in favor with an eye anybody opposed with a no okay our consent agenda is approved we have several people who are going to present to us tonight first up is mr gop and the skills usa students please come

003forward good evening so um yeah mr gop the skillsusa advisor and i've got two young men that will be going to nationals with us in atlanta georgia with board approval um and they've prepared a little bit of a statement they'll give to you and then we'll right ask then we'll answer any questions thank you hi my name is matthew hauser i go to school at riverton high school and so during my riverton high school like in our career i guess education i joined the club skillsusa and we uh um i found was interesting about skills usa is that they teach us what to learn and develop skills how to learn and develop skills for future and so this club gives us opportunities to like just learn and basically just um develop ourselves for future things

004and so during fall we took a trip to gillette wyoming and to learn about what skills usa was and so after we went to conference we decided well not decided we went to state conference for skills and so with that we went to skills and we decided that i was going to present a differential and that with that i got first in that and so with that i um we get to go to nationals in atlanta georgia and so we're here today to ask the school board if you guys would help fund our trip to nationals in atlanta georgia and attending nationals is a great accomplishment because not very many people get to do it like we're only two in riverton high school and there's many more in wyoming though and so um just and

005so for riverton we are we are one of the only two individuals that have gone to nationals and so to achieve this is very proud and it makes me very proud and i'm sure it makes him proud too you should be that's it i don't know if that's no you should be thank you yes so tell us about your project your presentation so i explained uh differential okay and so what that does is it brings differentiates power from in a car truck to the front wheels or back wheels to differentiate power to the wheels and so that's pretty much what a differential is okay nice thank you very much so have you ever been to atlanta uh no well i hope that when you're there you get a chance to go to olympic park it's

006a really cool place thank you and be prepared it's hot hot hot in the summer and moist does anyone do did you have anything you wanted to add yeah awesome all right my name is mason limly and with my adventure through skills usa has been a big deal for me because it shows you how to develop the skills for the future career and also like job skills how to speak in front of somebody how to demonstrate what me and matt were doing we both did demonstrations of our projects and i think that that was like a very important teaching to us got us ready to into the workplace so what i presented was in the automotive category and i chose window tint yeah how to apply window 10 and i got first place which uh

007also came with an invitation to nationals in atlanta georgia all right have you ever been to atlanta i have not seen awesome it'll be a great experience and i appreciate you guys coming forward and being able to speak in front of so i know it's a little intimidating but you did a great job thank you uh-huh so does anyone else have any questions just do good yes so we'll actually take official action is one of our very first action items so we will be acting on your request here shortly yes thank you for coming for your time thank you guys thank you and good luck make us proud have fun we will but not too much fun yeah well there's all right mr dietrich well it is pretty intimidating i spent 250 meetings on that

008side but this seems more difficult to me so if i struggle through it i've got a lot of practice but it's a little nerve-wracking i just want to just introduce myself i've been working with carl manning and the other board members at boces over the past year and a half and they suggested it'd be good to meet all the boards so this is my third board in fremont county that i've met with this month i'll be meeting with the others later this month boces basically receives a half a mill which is to be used for career and education career and technical education as well as pre-k education initiatives uh since the spring of 2020 boces has provided the following with regards grants 5 000 for a preschool outreach program uh then 10 000 for covet

00919 pandemic expenses and then in 2022 a 5 000 grant to support learning activities in the preschool also half of the money the past two years uh goes into the district's mill levy activity account currently uh riverton has 123 thousand dollars in some change in their account uh this year through the levy the fiscal year 22 you guys are bringing in 38 862 with that money over the past couple of years uh boces has contributed to that mill levy account 50 995 dollars for preschool salaries and supplies also with the new cna class at the high school boces will be picking up the fees for those students which is projected to be about uh nine thousand dollars for this year the other thing that we've really that we've concentrated on over the last year and

010a half since december of 2021 i've taught six substitute training classes with over 103 students getting through that these are non-traditional students for the most part who do not have a college education and so hopefully that's helped with the squeeze over the past couple years hopefully that'll lighten up but we we offer those trainings on a yearly basis but we picked up the pace the last couple years because of the need we also provide professional development for teachers paraprofessionals so that they can get credit uh to keep up their certificates and license for their positions and i thought i would mention this i know the board we talked about it today i encourage you if you have an idea or something in the areas of career and tech or preschool please give me a call

011and i would be glad to research it look into it and see if it's something that we could do to support the schools because our our thing is to try to help you guys with the education of students in those areas and so anything that we can do uh we will certainly try to do to help you uh in that very tough thing of educating so preschool my understanding is wyoming really does not fund preschool so we've been doing a lot with our districts in that area and i i'm a front-end loader person i really believe the earlier you can get information the students the better off you are and so i think being able to have work with boces here and provide money for those type of programs is very rewarding to me personally

012so any questions or anything that i could answer oh it's nice to see the kind of a breakdown of of what's been going on carl shares a lot of information with us at our board meetings but it's nice to have it in in writing and see what we've been doing and we're glad to have you well thank you very much and i really enjoy living in fremont county my wife likes it even more so it's good it's really been a good move for us after uh many many years in illinois so like i say if you guys have something don't hesitate to give me a call or ask to meet with me because i would like to do what i can to support the all the seven districts that are in the co-op so thank

013you very much for your time and have a good evening thank you thank you parker all right thank you very much mr dietrich miss carolyn connor from northwest boces i'm so glad to have you make it over thank you i'll try to get this set like you said it would work so much easier than years of packing the computer and the projector and ball you want a different route than what i usually have but there we go my one's not very far so yeah just in case he's right there he must have heard or felt the president's hesitancy yeah yeah so he's the force so glad to be back we weren't we did not come for two two years and i think it's close to 20 years that we've been doing this providing presentations to

014our board members i think joel has heard many many many years of them as well as carl carl was on our board previously and lynette is our board chairman glad she's on our board and jody actually worked at boces in thermopolis so she knows the program well yeah it is our 51st year of service and your district has been a member district since the beginning so i think of 51 years ago john rankin a local rancher in thermopolis and others had a dream and they got a state statute passed and um boces started boces had up to 70 some kids at one point when serving the multi-disabled program we also served the medically fragile program when students were being discharged from the state training school and could not you know all the students were discharging

015severe health needs so that multi-disabled program and then in 1998 we started the program for emotionally disturbed students and there were key fremont county people that really encouraged us to do that they said build the program and they will come sadly traumatized kids are still coming so our purpose is to help them help our member districts we also help our member districts to help keep the students within the school if possible with least restrictive environment having our staff collaborate with district staff so making sure that people consider that we are located in a beautiful location in the state park that's very nice we do have three cottages with six individual rooms each when the facilities were built they were built for the wheelchair students and so these rooms are huge built for two to three

016wheelchair clients and there's one student in a room but obviously we can't mix students with the population that we serve there's a commons building as well as an apartment there reasons for placement are students with very severe emotional needs students that have gone through least restrictive services be it a foster home or being one-on-one or two staffed one within a district we get the most severe needs the most at risk needs and kids that are usually very angry have no trust and are um aggressive violent and those are the hardest kids to keep within a district obviously so those are the kiddos we get and help take care of with compassionate care i'm always stressing to staff compassionate care think if that was your child how would you want your child talked to visited with

017or your grandchild how would you feel about your your child so very compassionate staff very caring staff in fact staff that could go and work elsewhere and make more money some do and then they come back our average with our employees is about one-fourth of them are returning returnees i call them return to work for us our average length of service as far as staff is 10.85 years so we have staff that are very experienced and when new staff come on they just take them in hand and teach them a lot be there for uh be there to help them through that inquires come through the districts dfs parents oftentimes we'll have a parent give us a call i call the special ed director at the district let them know what i said go back

018to dallas he's your contact person first this is what we can and can't do we review the records we serve kindergarten through eighth grade because that's what the districts wanted when we were serving the starting to serve the emotionally disturbed students there were other facilities that could serve the high school-aged kids that has worked very well for us serving the younger students getting a head start and not as difficult perhaps as the students that are in high school and such 24-hour supervision so usually we have 10 to 15 students and we have over 40 staff it just sounds really outrageous but when you're in the middle of behavioral issues with kids it's never enough staff working shifts we have 24-hour day shifts seven days a week uh students that are in residential setting the shoshone

019and hot springs and world are districts so that we can take day students from it's close enough to be able to transport kids in and they just do the day program evaluation components are listed there we do nice thorough evaluations for the districts when that is needed we do pride ourselves on the academic progress that our students make we don't want to just be a placement we want the students to have academic skills to be able to go back to their home district with some of those missed closing the gap academically we do just like districts do the y top the map testing we really look at the star math and reading data and our kids do make good good good academic progress when they're with us i hope you're looking at the pictures because

020our kids are just adorable they are just such neat kids we're working on helping them to increase their self-control to help their regulation some facilities use a lot of medications we try to use the least amount of meds because when the student leaves parents are going to take them off some of the beds anyway and we want them to be able to learn how to control themselves without the beds as much as possible i think as i said my previous presentations used to be our students had two or three diagnoses anymore they're so traumatized so much has gone on that sometimes we're having four or five different diagnoses of mental health illnesses for these kiddos but they come through it with the positive reinforcement focusing on good things helping the students with home visits and

021especially with helping the parents we can't just do the program for our kids we have to help the parents right now we have just a group of parents it is just awesome we offer parent training once a month so they travel in from all over the state and we do an hour of curriculum an hour of meal time kids and parents together so that our staff are modeling the behavior program in front of the parents and then we do an hour of activity and again modeling that program we invite parents to come every week if they want to visit we do zoom calls now uh kobe caused us to get a little bit more techie and that has been wonderful because phone calls just don't do it with these little kids but actually parents and

022kids being able to see their parents has worked wonderfully transition steps we're known for doing transitions slowly to your district we've brought start bringing kids back at level three of our level four program with a parent educator going into the classroom into whether it's the classroom or resource room with the student refamiliarizing the student with the staff and the school if one little guy in the state and he told us when we were going to start the transition they don't want me back i'm not that's not my school they don't want me they kick me out because of bad behaviors no they want you back so we got hold of the principal and the special ed director and we did a zoom call yes we want you back johnny yes we want you back and

023we're so glad you're going to come and visit starting with visits increasing the hours and being there to support even after the students discharge instead of just saying student has completed the program here take care of him so a lot of that we do a lot of work within the community too kids getting out in in the community be it going to a restaurant going to the sports events or even going with staff persons to events in the community jody's family was wonderful about that including a student in her with her family we get kids that we have calls from or they check us out on facebook or send us a letter some of the recent ones was a mother from gillette very very difficult for any parent to leave their child there that's the

024most heart-wrenching thing i do in my job is having to take the student in and say okay bye mom and dad you're leaving your child with us she wrote us a note not long after her student had started and said thank you for taking such good care of our babies that was just really really wonderful have a parent that called and wanted to thank all the staff expressed to all the staff how much you have done for my child he's now a 4.0 student no behavioral issues and is on sports teams that's just amazing just wonderful and another student that recently did his first home visit and mom said he's never had empathy for others it's always been about him he had empathy for his brother even so kids learning heartwarming stories our outcomes are

025still high 83 percent of the kids who have completed the program have not had to go back to residential treatment our program is possible because of what all you do for our program the meal levy the half meal that you give each year helps us to have that building maintenance the transportation we are a fee for service so we received the mill funds and then the fee for service and if we didn't have those mill funds we wouldn't have been able to operate all the years that we have good things here our staff are all certified as if working in a district so and we have a clinical psychologist who comes to us he is wonderful he comes from the ranches area drives down and provides services for us on tuesdays and wednesdays so we

026have excellent excellent staff excellent care outcomes are great and we appreciate our districts we appreciate all the support that we have had from you over the years it's wonderful questions comments anything to add i just was going to say serving on that board is one of the most rewarding things i've gotten to do it's so much fun to see those kids and to watch the progress that they make they come in for student of the month awards and um it's just so neat to see how polite they can be and how appropriate they can be and yeah and i've gotten to go to a couple of events at the at the school and how fun it is to get to interact with them and they do they are so well behaved yeah yeah and they

027have their moments but heck we all have those so well i always say with our level system i don't know that very many of us could do that because level three is a 90 average at school and cottage for three consecutive weeks level four is a 95 or higher average at school and cottage for four consecutive weeks not very many of us could do that these kids are superstars but be by getting to that level and it's okay when they get back to the district they can come down a little bit so very high expectations lots of praise whenever they go out in the community does anyone have any questions for carolyn i don't think so thank you yeah you best enjoy doing it for sure and your district has always provided us good board

028members and good support thank you for loving our kids thank you joanna good to see you and thank you carolyn i'll see you in a couple weeks yes absolutely and i'm coming over this time no matter what rockslide or no thank you please be safe going home drive safely all right mr miller you're up next on the price is right hello everybody um reggie miller assistant principal at the high school um coming here tonight for a proposal for girls wrestling at the high school to have the district sanction it we did vote as a board at the wyoming high school activities association board meeting about two three weeks ago and it was approved for a sanctioned sport through the wyoming high school activities association it was also sanctioned through the nfhs um there are states

029around that have it and it is a thriving sport at present there were 20 some schools that had expressed interest to add girls wrestling to their school presently it won't cost us any additional funds we will still continue to use the four coaches we have budgeted for there could be a slight increase in motel rooms based off the number of girls that come out but this is a really good opportunity for our girls to go out and compete against other females instead of going out and having to wrestle against the men or the boys during the ronathon we did have a girls division where we had 32 female wrestlers sign up and it was fun it was competitive it was really it was a good thing to watch and you could see the the kids

030support each other the boys weren't like oh it's a girls wrestling they were there supporting them so it's a good all-around move for our wrestling program also do you have any questions of me i think it's awesome i think it's awesome thank you reggie how much have you had you have a feel for how many girls that our system might be interested i know we had seven girls at the middle school i can't remember what grades they are um so we do have that coming up i did have a couple girls look at me and say boy i might think about wrestling now because now i would be competing against other females so i think we are going to have an interest i think it's going to be a slow growth at first but i

031think once everybody recognizes when they go into practice you'll be wrestling against girls because when the numbers are small they might have to spar or scrap with other males in there but in when they get to go out and compete it'll be with females so i do see an interest in it for how many girls do we have on our team this year we didn't have any this year we had three last year okay so i knew we had a couple times we had before but yeah we've had girl wrestlers before but this year through various things we didn't have any okay with the new wrestling room what's you know we're moving from a fairly good sized facility to a tighter facility can you forecast how that's going to work i think it's going to

032work out fine it's still going to be big enough for our team presently um i think we could still have a team of probably 60 kids and that would still be accommodated in that new wrestling room when we're doing schedules i'm sorry to ask a big question you know it's going to go to the high school now rather than here it is yes or tournaments and whatnot and that's going to be a new effort for our staff uh it is we are we started it last year having i mean we had one down there and then we had one up at the high school and this year we kept everything at the high school so we started to bridge that just because we knew we were moving up there so i just started scheduling everything

033at the high school so everyone could get ready for it we moved our light up there our center light so we're ready good deal back to how it used to be that's right it is yeah i remember when we used to wrestle there when i first got here so yes well reggie thanks for working on this program okay thank you on a side note i do want to thank the board um over the past 12 years of supporting my family um you guys have been awesome to my family and i know not everyone was here during that time but joanne was here during all of it i can honestly say this is a phenomenal district with great people so i just wanted to say thank you you're welcome thank you carl would you like to

034start on the board member round table let's see i really appreciate the presentations from the two boces it's always good to see what we support uh both are doing great things i really would echo that we need some innovation ideas for you know we have 123 000 dollars so you know even you know programming here but if there's some need that that as you talk to other board members in the county you know if an idea that uh maybe the boces could grow with the fremont county boces that would be helpful um you know staff you know reggie if you think of anything mr todd joanne jody it's it we need to we need to do some more stuff you know and the smaller districts you know they they've talked about uh driver's ed and

035some of these yeahs that have sort of gone on a back burner that they don't do anymore um so you know it's it's there's a there's a need we'd like to work with uh districts to do that uh the school board association we had our meeting uh two weeks ago you got the letter i think from the email from brian talking about the staying and we did vote to stay in both camps so we're not going to leave the nsba and we're going to be a member of cosba also so maybe next year there will be two opportunities one to if you wanted to go to a training in orlando with the national school boards association you could go to a land there and do a national and cosby hasn't decided where they're going to

036have theirs but they're planning on having a conference too oh a coalition of something associated school boards associated school boards yeah so and there's 22 school states that have joined that uh coalition and out of that 22 i think there's six that are like wyoming that are in both camps so it's hard to see you know that's why we're staying in both is with 22 and then california and arizona are and hawaii's never been uh in an sba and because of this too far away and they never could go to conferences or partake or be part of a leadership that they thought and arizona and california are not members of either organization so like i said it's a it's it's hard to forecast where we're going to be in five years with national organizations but

037we thought we would support support us by doing both so that we know what's going on and can be members and try to help direct uh how those organizations either change or grow one of the things that did happen i can't remember if it's in the letter or not they did create a leadership role for executive directors at nsba so there will be one of the problems that was has been discovered is that executive directors were not getting their input into the leadership and so that would that cause some problems with uh message with the different states one of the other things that changed is that all all executive directors in all the states can be the a member of the executive group so that there is that now that bridge between the two so

038that's somewhat of a positive uh avenue that's going on other than that the uh you know we we're doing our whiz bait uh discussions and we heard that we had as low as a four percent uh or decrease for some districts because of you know being healthy and up to 18 for a couple of or at least one district uh an increase in insurance so you know that's always something that has been an interest uh to see how bad it can be because it i've seen it in the 20s so it's not quite as bad as uh some years for insurance but there are some districts that really got hit hard for insurance this year other than that i think i appreciate the ron coming too he always does a good program like he said

039he's just four weeks out from back surgery and he's looking at and he did a good program for us i think thank you jenny um i really enjoyed the work session today it's it's nice and to just re-go over everything you know we always run the risk of becoming complacent and it's nice to refresh things and remember our vision and it's kind of nice to remember what we actually do you know um i wanted to thank the school district and particularly the staff at riverton middle school scott and his crew and then those at the high school from a few months back for their support and um and also the administrator including going back to even reggie when we first started talking about this um and helping our special olympics folks um we held it

040we held an event over the past weekend where everybody came in on a saturday and we invited jackson down we had a tournament here we had a nice dance and there was a lot of good comments from our community and how happy they were that or how appreciative they were that fremont 25 supports our our group so i wanted to thank them for that um other than that i'm looking forward to graduation especially the kindergarten graduation that's always the highlight one of the highlights of the year high school graduation i am heading down to laramie this weekend my kid was graduating with her masters in anthropology so um it's going to be a good month that's it all right bill thank you fooly okay um i have a few things um that went on over

041well most recently but i wanted to thank you know the district for the soccer and middle school soccer and track programs we have kiddos involved that it was really fun to watch on all sides and and pretty successful things and watching just the individuals in the middle school had who hadn't originally like maybe were soccer but then they switched to track and they had some real success at those programs and that was really fun that's been really fun to watch i also [Music] attended a board chair training um lynnette with lynette and rod was there um within that max have been trying to do those virtually um we're doing an initiative for the you inspire us and um or the you know ray of sunshine thing that's going on and um it's being talked about

042around the state um during that meeting there were individuals from other districts um who said that they have watched and seen our we are 25 page and and some of the things that we're doing and they just really like the whole idea about that so that's always nice to to hear those kind of positive things um attended the celebration of district staff awards here on monday with um lynette and that was it's always rewarding because sometimes you know we don't always get out to the building and we don't always get to see those certain individuals so it's really nice to be able to see their faces and thank them in person for what they do because we we can't do up here anything without all of them and so that was that was really a

043good thing um i again i enjoyed the board training as well because like you said if you when you come back around and it you revisit some of the things and and re look at your focus it gives you new ideas and how to move forward went to the girls and boys club breakfast that was really awesome over 185 000 i think that we raised um at that breakfast and also like i said we started out with this and and the idea was let's hope that we can get 65 kids well we've surpassed that number darn near by a hundred we're at 161 and i just love that program and what it does for for all of us had a rec board meeting last night with regards to the boys and girls club they came

044to the rec board with a proposal to help with supplies and things like that and so their grant was was awarded for ten thousand dollars to go toward helping supplies and things like that because the fundraising at that breakfast goes primarily to support staff and with our growing need with more kids it's a great problem to have we're looking at possibly having to bring a few more people i think on board for that and and coupled with the district it's just a really important and and huge thing to get to do went to the blue end of sheridan literally for the big for the the big uh the bighorn cup there and watched who knew that you could sit on a sideline at 63 years old and watch your heart run up and down a

045field but you can and it's just it's so rewarding to get to see kids out in the sunshine and enjoying things and in the wind but we really had a nice weekend for that um i'm thinking that that's pretty much it oh gosh i i too will be attending a graduation on sunday ed casper is the university of wyoming graduation and my daughter will be graduating with her dual math or a second master's degree but it's a dual major in counseling and so i'm very proud of how hard she's worked over the last two years to be able to do this so and like i said i love going to kindergarten graduation because i'm still trying to learn how to sit cross-legged in a chair and not fall off but i do love that i

046look forward to this time of year every year um one last thing northwest boces and um and the funding that was talked about for non-tr or in the non-trad scholarships that they they do through boces or bocce's um that means a lot um because of cwc here and our ties and all that but i you know those are the individuals that maybe for whatever reason come in a different track and then they get to come back and they get a and if they're life-changing events and to be a non-traditional student which my mother was and she has a there's a scholarship at the college through the ged program which is geared around non-traditional students it's where my heart lies so i want to thank you guys for your work carl in in all that and

047lynette in in helping kiddos that like jenny sees that value as well with kids who do things differently and maybe have to learn a few more skills and i'm thinking perhaps i could because if i had to be you know what is it 95 percent it's the whole i don't know if i could meet that but yeah so yeah yeah probably probably two i might never leave no but thank you that's it bruce i wanted to thank carolyn for presenting on the northwest boces because i really didn't have a clear concept of what that was and now i do thank you very much and i find it interesting that we're promoting girls wrestling i had a conversation with my son today about another scholarship student that was a wrestling girl women's wrestling at the universities

048at nebraska so it's it's it's coming than i anticipated that's about all i've got all right matt i'm guessing shaving a haircut though shaving the hair shaving haircut two bits two bits what [Music] [Laughter] yes nothing i was sorry to hear about correct yes so um i just want to say it's very good to see carolyn here and um for those of you who don't know about northwest boces the fact that carolyn is still at northwest boces after this many years the job itself there is very thankless at times and the fact that staff are there for 10 years and then they return um with that heart of kids that's a part of it but i think the major part of it is because of carolyn and her leadership and she gave me my first

049job and then as an educator and she took that chance to put me a very unexperienced never worked with kids person in a classroom with those kids and it was a great experience and if you get a chance to go to the northwest posties i when i saw those kids it just brought back all those great memories so i just wanted to say that uh it would be great to stop and see that if you have never and i want to ask if anybody saw the kentucky derby unfortunately oh my could you believe that did you have a ticket so you know that's just kind of a message to us all that you know the odds may be against us at times but if we do if we go out and just do what we

050know we can do and that's what the trainer said we would never put a horse in the race that wasn't that we didn't think was capable and sure enough he was capable that was amazing definitely that was unbelievable race you know i i speaking about i saw a news clip on a little girl who was going to run the 200 meter dash and she came out of the blocks and she lost her shoe okay so she went back and she put the shoe on and she won that race now no one can make that kind of an air generally in a 200 meter dash and maybe just the fact that she was going to finish was pretty awesome but i mean i i saw it it was on it made national news and it was

051the most people chasing you down the street she put stopped went back put her shoe on and took off and she won the race she went one at 200 meet her dash after losing her shoes so you're right those are all messages um i just wanted to mention one more thing i've seen mr washington mr taylor walk in i just wanted to say how appreciative i am uh there's a few of you guys the students that help our special olympics program i don't know if you know who they are but um they went up and they compete and they're all about inclusion and you got some great kids over there that's just what i want to say awesome so i would like to thank everybody that presented tonight gentlemen i know that's hard to stand

052up in front i struggle with it sometimes too and i've been doing it for years so nice job i'd like to thank jada for organizing dinner tonight you always take very very good care of us we don't know what we would do without you rod kessler as always presented a great program for us and it is always nice to remember that we need to every decision we make we make with the light of what's best for kids but with our vision in front of us and i'm very glad it's on the back wall and that i can read it without my glasses that's even better we don't even have to make it bigger the district awards um assembly yesterday was was great fun um i'm sad i'm going to miss kindergarten graduation this year i

053will be in orlando at the national garden club board of directors meeting and i will be back in time for graduation at the high school but i will miss the thursday night graduation which is one of my favorite things to do too so jody will be saying a couple of words in my absence carolyn thank you for coming over i said i really meant it when i said it's one of the most rewarding things i get to do and i think that's all i have tonight i was very sad to hear about craig beck as well i worked with craig in different capacities and and for him when i worked at the school district so he touched a lot of lives in his career and his life so and i'm excited about high schoo about

054girls wrestling i think that's awesome so wrestling is my sport i don't think there's enough blood in basketball so um i am a wrestling wrestling fan all right dr flynn again just a couple of quick things on um may 18th i invited you well as the profile of a graduate um you should have got my invitation from me it's from one to three i know that can be hard from for some of you because it's the middle of your work day but i um we're hosting so we don't get to set the time but um if any of you are able to make it i think if you could get some more representation there um we'll be reaching out to some other uh agencies and entities across the community so we have a broad spectrum

055of people coming it is a structured facilitation they send a team in to do the facilitation um it takes about two hours so we're getting some folks from across the district as well as agencies across the community some students at the high school level hopefully we'll be able to get a few of them there during that time to give some input so it is an opportunity for our community to actually give some in-person um input and and um you know share their thoughts about um what the state board of education is doing around this profile to graduate get their voices heard so i think it's um it's a good opportunity for us so if you're if you're able to make it let me know i'm planning to be there it's 18 from 1 to 3.

056i know you will be out so sorry that's okay it's it's okay and it is a very fairly short turnaround time as well so we're going to get together as good a team as we can and give as much input as we can i was at the wasp conference last week and um the conversation around the coalition came up so i i just wanted to bring that back to you and for those of you that are not familiar the coalition is the group of districts that join together around the suit with the state regarding funding for public education that started back in 19 well the first one washiki was 19 67 that long ago so washiki was the very first one and then they can't move most more more recent have been the campbell county

057cases so there's that group is meeting and having conversations about maybe what might need to come next if the funding solutions aren't don't come from the state so i wanted to share that with you and to also just ask whether you want more information about the coalition and alex ayers from gillette's happy to come and just visit with you and tell you what it's about and what it means to join and that what your responsibility is or is not i think it's not as much as i thought it was i'm sorry i learned a little bit about it myself because i'm not so familiar with it so it's something you can think about and if it's something that you'd like to know more about as a board um he's happy to come and spend a

058little time talking with you and answering your questions and you can see how you feel about it as a board you've not i don't to the best of my knowledge we've never been a member of the coalition no no i don't think so you guys can think about it some it's not anything you have to decide right now and um that if you want some more information he'd be happy to come here i don't know yeah i don't know in which and right now oh yes i think you're right yes sorry i thought you meant in the in the students but yes they are yeah so that's who the coalition has hired so just information and you can let me know if you'd like to know more and i'll get a hold of alex and

059he'll be happy to [Music] um i think that's all i have okay does any visitors are there any visitors who wish to address the board okay this is the one opportunity for the public to comment and address the board so please come up to the mic and introduce yourself we do limit comments to three minutes good evening ladies and gentlemen i'm nicole wagon and to all the board members i apologize i don't know all your names but i was waiting for the public comment and the reason i'm here this evening is i have concerns um with the jom and the title vi i am the vice chair of title vi and joam at this moment i came on behalf of the native students and as for the teachers with all the questions and particularly what

060took place a couple of weeks ago at the board meeting with the changes of i guess the culture specialist the title um you know all the ins and outs of what particularly happened and excuse me i'm trying to think of i'm trying to embrace the process of who is selected amongst district 25 as the go-to right now meaning the go-to i know of is cheryl esposito am i correct on that one okay with that being said um what's the process of selecting that position and the parents wanted to know are they included on that process is the officers included in on that process and also the selection of whenever anybody needs to be interviewed for a position um also what was came to mind was the past couple jlm and title vi meetings we've had

061it was brought to our attention that our language um person is not required to be at the parent meetings that didn't sit well with a lot of the elders i have elders that have grandkids in district 25 as well as district 38. meaning language is a very huge component i understand it is a requirement with the state as well i believe we have over 700 plus native students in our district of seven schools um so those are the concerns of the parents to embrace our culture embrace our language and i told them and assured them i would come here tonight to try to get some answers and the feedback and to bring back to them on the next upcoming meeting so that's why i'm here today to advocate for a native student students of district

06225. so i love you all personally i'd like to thank you all um from the bottom of my heart i am uh uh i'm just gonna say it i am a wolverine my my kids have been a part of this district k through graduating on out now i'm back i have grandkids that are in the system so i mean our job is never done and i personally applaud all you guys's efforts of supporting my family um reggie miller close to me due to my heart um and i needed to say that in a good way in a positive way i think you guys all know who i am what my family's been through and it means a lot to me that my nieces and nephews grandkids relations to have that not fear of coming to

064i know who can get them for you good we'll miss uh miss jody we'll get back with you and and get you that that answer miss eyeball will because i don't know the answer to that so um you know we you know jenny and i used to go but during the pandemic you know we sort of lost touch with uh and at least one of us would go to the yeah the luncheons that um i haven't been for two years i apologize for that and i'll try to get better at uh attending so if you put me in your newsletter or your so that i i know when it is i will try to attend and listen to what's going on too scheduling has been kind of wonky yes sir yeah but we did survive

065we did virtual um and now we're in person in fact we're going to schedule another meeting next week um and i just want to share with you that we did go with the um community to uh i selected the vendor and they voted on it and approved for betty matthews that made all the blankets for our graduating class as native people blankets are very healing momentous unique and my heart just goes out to them because you only get to do this one time and we hope that we can make it special with that being said miss flanagan help me on out because i don't know the process of getting back into this and learning this again and to make sure that our vendors are paid in the correct shape wave form and manner we hit

066a speed bump and i believe we got it straightened on atmosphere and i hope that doesn't happen again and i want everything to go well and for the end of celebration that we have planning um and start out a new year new beginnings so i applaud all you guys's efforts and thank you sir yes thank you nicole for being here yeah you too and i know we go to church together my heart goes out to you because my grandkids just love you so thank you all thank you all right anyone else wish to address the board all right if not we'll move into our action items first up is a recommendation to approve out of state travel madam chair i would move the board approve the out-of-state travel request for the rhs skills usa students

0765 30. and you'll hike from the middle school yeah certified staff changes um transfer after interview process sheryl carpenter will be transferring to a riverton middle school six through eight physical science teacher effective 2022-2023 school year classified staff changes we've had some resignations aspen early learning center para erica harker effective may 27 22 riverton middle school slash high school choir aid para kevin tippets effective may 27 2022 a new hire for renee hosel is special services secretary effective for the 22-23 school year allison felton as an ashgrove pera effective for the 2022-2023 school year on the back desk is a thank you card from yvonne thornley what's her enrollment look like today jada do you get a gold star i would like to just mention craig beck as joel i i meant to do it

077and i forgot uh craig was a you know he was i think it was about 2000 when we hired craig and when we had the motion for the copy machines i we had voted on copy machines three times it had come up and craig was not superintendent yet we had an intro and craig was in the audience and he couldn't believe that we could not lease or buy copiers and that was when i met craig a couple of times beforehand but that was the first time i really had a conversation with him and it was about copy machines and sort of you know the combination of him mentioning in the coffee machine let me think of him he was a good guy he led our district for 10 years and he did a great job

078for us uh he had some health problems there at the end and retired but uh you know i'd run into him once in a while at different places he was a real good guy he was and he will be missed yeah he will be missed thank you madam chair all right discussion items this evening uh proposed updates to the 2022-2023 school calendar dr flanagan yes i just wanted to bring that to your attention before we came to you with an amendment of that calendar so we have a calendar in place for next year um and as we started to look at the changes in the statute around the number of minutes that you need to be right statute change so we started to look at that and then we also had conversations with building administration

079and teachers about some of the needs they have that maybe weren't addressed in this calendar so we went back to the calendar committee so we've been working with the calendar committee on the following year's calendar because there was like to be a year out on that and so we went back to the calendar committee got some input from the buildings and what the what kind of what we're hearing from the teachers is that they need some they need some work time that's not available in our schedule right now um we have some built-in but not but not enough to do some of the curriculum work assessment work some of those bigger things that need to get done we we at the elementary level at the k-8 level we actually have more time than we need

080so we have some time to give there um the the high school didn't have time to give but they've proposed an adjustment to their bell schedule that would give them time um and so the the the request they had to amend this calendar would include three half days so just early outs for kids the kids would still come through lunch there would be an early release and teachers would stay and they would have three work days before close towards the end of the end of quarter giving district assessments doing some of that work getting those ready to report working on district assessments we've we've uh we've purchased uh new primary resources for k3 in ela and math both so that means we're going to have to adjust some units and some district assessments there's gonna

081be work to do around that and then two days built in that will just be early releases for everybody and everybody just gets a break so it would be the addition of five half days three of them would be four work days two would be for just some release time um and we still would be well within our and we'll go way into june nope there will be no day change to the calendar the calendar would stay exactly the same other than those uh days that we would identify yes don't wanna yeah no that's that would be the only change in it um because we're going through lunch and feeding them lunch it still counts as a day so basically they just kind of get an early out on friday um parents can have a

082long weekend or whatever they want to do for that out of town early if they want to and then teachers would work for three of those days and have two of those days where they would also get a little break so i just wanted to get some you don't take action on right now i wanted to just explain it to you if you have questions ask them if you have thoughts down the road so we will i wanted to get it on this agenda first to talk to you and then we'll send it out um building administrators will send it out and get in something and then if all of that goes well we'll bring it back for an amendment um to you at next week okay the wind river learning experience yeah yeah that

083was a pretty major change this was not only quite as substantial but yes we understood so all right um we also have a discussion item of arp esser um so arp esser safe return plan six month review so we're required for as long as we're receiving our money to review our safe start plan every six months so i sent it to you in a link form as well because the printed copy doesn't show my comments on the side but you can see the evidence that i've made so basically i've just updated the plan to reflect currently what our protocols are because after we came back from christmas as you know some things changed in the requirements and we adapted our protocols as well so um you can see the changes the strikethroughs that i've made

084and then my comments to the site on the link and basically just need to get that out in front of you for review again if you have any input for me any comments and then i'll do the same i'll send it out to uh all of our parents on an email so they'll have an opportunity to look at it and give me any feedback they want to give me this has been an interesting process when you're in wyoming and particularly when you're here and we haven't really been shut down and we were shut down for that small amount of time but we've been back in school um so it's a you know it's a federal level requirement that has to kind of fit the entire country so for us we don't have a lot of

085very strict code protocols in place at this point but we still have to have the plan and it has to be renewed every six months available to uh staff and board and community parents i thought the changes you made looked good yep i did too it made sense and it goes along with how everything is progressing at this point yeah yeah okay all right um we do need to have a motion at this point madam chair i move that we go to executive session for personnel and student discipline okay we have a motion and a second on the floor um all in favor with an eye hi anybody opposed okay it's 8 16 p.m and we will adjourn to executive sessions so thank you all for attending thanks everybody you
