own personality and no matter who it was they were still genuine and were family like no matter what they were there for you you were never alone at frontier so i like that um i think that's all i really have to say thank you well before we hand you your diplomas um i have a couple of things i'd like to say first off i'd like to tell you both how very proud we are of you as the board and as your superintendent your path has maybe not been the traditional path to a diploma but that doesn't matter it doesn't matter tonight it didn't matter before and it won't matter into the future what matters is that you found the path and you chose to take it and for those of you that have been here
to other graduations you will have heard me say this the graduates always thank us for having the program and having frontier um and we are um we are so happy to be able to offer that to you but what mattered is that you took the opportunity and don't ever forget that you will have choices as you move forward and now you know right if you choose and you commit you can do whatever you want to do you just learned that so the cognitive pieces the content that you learned the english you had to read the essays you had to write that's all good and well but what's more important is the personal skills you learned along the way those will serve you and as i listened to you talk and as i listened to mrs
i bought talk i picked up words like committed and passionate and service and thoughtful and outspoken and caring and leadership and those are the pieces that you will carry with you long after graduation that will make a difference in your lives and the lives of others so congratulations we're proud of you and with that said they have met all the graduation requirements necessary and set forth by this board to graduate here tonight from frontier academy so we'd like to award them their uh their diplomas so uh amarooh large please step forward and gracie white please step forward and receive your diplomas that's okay houston there's a problem there's never a problem to be yes together if you want pictures with family feel free you can have a little bit of a picture and then we'll

our community and um this happened to be uh awarded during a soccer game and um i just want to read you a couple of things that that the center ref so it was the center ref that that gave you this recommendation for an award ruger and um what he mentioned about you was that at all times you were playing hard you were having fun and smiling always respectful to the opponents and to the teammates and to the officials and said i'm fortunate to have been the center referee for the game so just very proud of you um you know athletics provide a lot of avenues for kids to learn a lot of things and so i think that this is a reflection of things that you learn outside of a classroom on a sports field
and so we are grateful for you uh representing our community while representing our school well we're proud of you and i will wanted to make sure your congratulations and thanks for being a great wolverine all right miss stingley and the fbla students are any of you here oh come on up hi there we are hi um we are here to ask for out-of-state travel for fbla because we have qualified to go to nationals there's four of them and i brought two of them here i'm sure they'd love to say something you're not on the spot yeah yeah just put up here no pressure uh we qualified and we can only go in one event but we both qualified in two events um i'll let him explain his events but uh i qualified in political science

oral interpretation and humorous interpretation but i can only take one event so i'm taking humorous interpretation this year hello my name is miley williams and i qualified for nationals and world schools debate in what i'm sorry world schools debate yeah i'm cody heard and i qualified for duo with my duo partner shannon kreitzer but she is not here right now sadly that's it yeah my name is ashton griffin i qualified for duo interpretation with sam houtman i'm sam houtman and i qualified for a humorous interpretation and duo interpretation which i'll be performing with ashton over there now we're going to talk a little bit about what is going to happen this summer we are going to be traveling to louisville kentucky for all of us to compete this summer and as you might have noticed
we had a rather large amount of us qualify which is really rather rare for us but we have a lot of very talented individuals on the team and it's a really good opportunity for all of us to be going to louisville kentucky this summer because as we all know covet happened so i did qualify my freshman and sophomore year but this will actually be my first time competing in person and actually traveling and same with everybody else here i believe but carly who she's competed in a real person a real in-person tournament but it's going to be a really good opportunity for a lot of us we do have several freshmen that are going to be going so it's going to be really good for all of us to have this experience and we're all
really excited for it do you guys have any questions or anything how big is your team or how many are going so we have seven going this summer wow that's that's that's impressive you guys have had an amazing qualifying numbers prior to um it's about like uh three to four okay yeah yeah that's you guys that's awesome impressive yeah we've really been working hard any other questions how many of you any of you ever been to louisville i i don't care make sure you take pictures in the airport with the horses because there's lots yeah we're actually going to be driving in the airport oh well yeah we we couldn't we couldn't afford the plane oh my gosh we couldn't the plane tickets were too expensive now we all know everything's gotten so expensive plane
tickets i believe are around 700 tickets they're ridiculous we're actually going to be doing the treacherous 22-hour drive in school suburbs get to know each other you will lots of practice time yeah that's an understatement all righty i think i'll turn everything over to carly and she can do her little performance thank you thank you thank you so i'm sure of you recognize me series because i've done my interpretation up here before but unfortunately my viewing and my duo partner graduated so i have to be lonesome this year so i'm going to perform my dramatic interpretation and i know i said i qualified in puberty's interpretation but i felt like this piece was more heartfelt for me and i wanted to record for a last time because i feel like it really conveys a very
good message for you guys and so i will present to you my drama and it's a 10 minute piece by the way okay okay we have time for that yes yeah absolutely you're why we're here [Music] come on sing along [Music] aren't you all jewish do you know what nagila is all right i'll tell you a long time ago in israel when a woman of the house would have guests over she would invite them with a flaky pastry called nagila she would say hello holman i love this it's an old song i i don't get on the radio no more maybe i'm an old lady oh look at you you are gorgeous gorgeous i could bite your tushy i used to be gorgeous not no more no now my face is all for muds and

when i retired from the new york post office i had felt used up and worn out my son boyd had moved to california and i didn't have my husband no more i had no one nobody and so i i joined the sisterhood i played mahjong but still i was so solo so one night i decided to take half a bottle of pills and i and i stuck my head in the oven and miss lipman could smell the gas so she came running and she was screaming and begging on my door and i said i got a right to die but they took me to the hospital anyway my morph called me at the hospital he said ma what happened i said i tried to kill myself he said mom you live on the 33rd floor
why didn't you just jump out the window i can't believe he said that to me can you believe he said that to me i said it's too cold he said well why don't you move to california it's nice all year long here that's all i did i moved to california that's where i met milton we met at a senior citizen luncheon we were sitting at the same table and he was cracking jokes awful awful jokes he said what's a dentist's favorite song i said i don't know i don't know he said villains nothing more than villains and of course i was the only one laughing so he asked me after dinner we went to pee weeds big adventure and i thought the picture looked silly but he loved it he was laughing the entire night
he looked like a little boy i think that's when i fell in love with him and so we we started spending every day together and eventually every night together and yes we are sexually active but it's nothing like the movies i mean with us sex is awkward like like sometimes he'll be all hot and heavy and then and then i'll be thinking did i pay the insurance bill this month you know he mined bonds and and he sees it he sees it right away so he says rose where are you i said rose isn't here right now but i can take a message [Laughter] and then we laugh and then we fall asleep holding each other like friends and then one day out of the blue he asks me to marry him marry you i
said well what do you want to marry me for i i'm an old lady i'm washed up he said i want to make an honest woman out of you rose and i want you to have my baby he's a nut yes i'm not well i married him anyway the day was wonderful we got married a la jolla bridge on the coast and my my entire family was there my children were there my my children's children were there and their children were there and and i could see a little schmitz of me in all of them and i've always wanted someone to sing sunrise sunset at my wedding so i sang it is this the little girl i carry is this the little boy at play i don't remember [Music] sing along sunset sunrise sunset you
are all jewish anyway the day was wonderful we were all singing and dancing and eventually a fight broke out everybody was screaming and screaming at each other and then we had cake [Laughter] because that's family for you where would we be without faith where would i be without my milton can i tell you without the secret one night milton and i decided to go out for dinner and i don't know what happened but i i went and of course i was so embarrassed and of course i was was so upset and milton could see that so he asked me what was the matter and i said milton i wet my pants and then he said i didn't know you were having such a good time no i said i had an accident i lost control
oh okay and so he stood up he paid the check and then he got behind me and pulled out my chair so that when i set up nobody could see and then he put his arms around me and knew walked into the restaurant like that and i remember he whispered in my ear i love you bros you are beautiful you're just a big baby i have never felt so loved in my entire life because that's family video and we'd all be strangers without family i mean when i came in here today we were all strangers and now look at us we are all family oh and next week you are coming for passover i don't remember [Applause] we're very proud of all that you do and how well you represent our school and yourselves good
job thank you and one day i'm gonna come and watch you on a large stage well thank you [Laughter] all right your um request will be one of our first action items as well sure all right thank you congratulations and congratulations on a great season thank you all so much thank you we appreciate it thank you and good luck good luck have fun that's amazing and travel safe thornton two thumbs up to you long drive [Laughter] lots of great company though you're all [Laughter] family those of you from willow creek oh did anybody else want to follow carly yeah can i get any music from you you're amazing i think the presentation should come right up for you guys can you see that on your side too yes one of the things that's as a
principle and as a former secondary principle that's been something to smile about tonight is that success for our kids comes in so many different shapes and sizes and pathways and and we're excited to come and talk to you guys tonight about the willow room and one of the interventions that we have at willow creek that helps our kids that maybe are not on that that same path right away but the programming that we have in place to help get them headed that direction so i have my team with me they're all sitting down while i'm standing up but i have jennifer morris who is my case manager i have amy fredrickson who is my social worker jennifer hills camp who is my slp and then karen wells who is our classified paraprofessional who runs our
willow room and truly is the heart and soul of the work that we do with our kids when we're when we're turning around some of our behaviors at willow creek so let's see so at willow creek our mission statement is that we want willow creek wolves to be polite accountable hard-working and safe those letters that are underlying in there spell out the word pause and we follow the pause laws so i'm sure that jenny can tell you that jamie probably knows those pause laws and you know she can probably recite those to you just like maddox could have too when we first opened the school and worked through that in 2017 there was not a uniform building-wide system that addressed student behaviors that fell outside of tier 1 norms and when we talk about all
of our our tiered systems we know that roughly 85 percent of kids are able to do what everybody else can do the first time that it's taught through or maybe with a little bit of practice and that has to do with academics as well as behavior but we knew that that we had some kids that were still kind of falling outside of those norms and this was was pre-covered and pre-pandemic and it led to different interventions at each grade level and even varied by classroom with each teacher interpreting behavior on their own then consequences became inconsistent so if a first grader did something i maybe handled it with with one type of discipline and if a third grader did something similar i handled it with a different type of discipline because teachers have a say
as to what happens in their classroom and as a principal i'm trying to unify all of those things and we just were finding that we weren't as uniform as we wanted to be with that so our task and our mtss team set out to create a solid systematic tier 2 behavior program that kept students from escalating to tier 3 behavior interventions and door sped referrals like our ace room and you know that at willow creek one of the specialized sped programs that we have is for behavior and that is the ace program we we start with ace kiddos at willow creek they then advance to rendezvous the middle school and the high school through through a vertical ace structure but we don't have that at aspen and so a lot of times the first time
that we really do intensive behavior interventions for kids is at willow creek through our ace program and we wanted to try to figure out what we could do to maybe keep kids from from heading to the ace program so the willow room became our check in check out tier 2 behavior intervention implemented with fidelity we designed the program to align with our school mission and collective commitments and this allowed us to solidify a process that included accurate data and consistency of implementation our system meant that what we expected of kids in first grade was the same thing that we expected of them in second grade and third grade and that gave us a lot more consistency with that and it definitely made me more of a consistent disciplinarian when you look at all of the
different programs that we have and i think that this was shared with you guys on board doc so that you can go back and look at them and if you have any questions please feel free to reach out i will get the answers from the people that i know work at every day and are way better at this stuff than i am uh at the tier one or the school-wide things that we do we are a restorative justice campus we like to look at everything from a trauma-informed lens and it's really important to us that we consider what is maybe happening in in a kid's home life and knowing that we can't always impact that certainly first second and third graders can't change that we have to meet them where they are and figure out
how to help them navigate those things that are going on in their lives we have principles 100 club we work with our staff climate committees our student climate committee and all of those other different kinds of things that we do at tier one we have a random acts of kindness week in february where we part of that is a have a heart day where we go out into the community and do community service we start with hello in september where we teach kids how to have conversations and make friends and all of those things that we teach to all of our kids at tier 2 we re-teach when that behavior isn't what we want it to be we have restorative conversations just last week maybe the week before and this week amy's been reteaching the
the peace path process with our kiddos in library and that that's where when when two kids have a disagreement we teach them how to navigate that and repair that as opposed to us just saying you need to say sorry you need to accept the apology those things are important but we have to teach kids how to do that so that they understand why those things are important but the willow room is is our major tier 2 intervention where we do a check in and check out with kids in the morning that are that are identified that way currently in our willow room program we've just graduated a bunch of kids but our current willow room numbers right now 15 kiddos in the willow room six that are wolf pack leaders that have graduated through the
program and our highest number at one point this year was 23. 25. so when you consider that we're a school of almost 200 that's a little bit less than that 10 percent which when you look at 85 percent are doing what they need to do you're going to have you know you're going to have a number of kids about 30 of them that aren't responding to the interventions that we're doing in tier one so our numbers match up with that too when a kid doesn't make progress at tier two we then start to to ramp up that intervention and get more dial down and specific when we ask them to be polite accountable hard working and safe and that's where our tier three interventions come in when you you look kind of at what our
day looks like in the willow room those kiddos arrive at 7 30 or 7 40 depending on when those buses get here and they come into the school they grab their breakfast and they go down to karen's classroom which is in our first grade pod they go over their scores from yesterday they make goals for what they want to accomplish today if if they fell short in being polite to their classmates or their teachers yesterday they're going to focus on that today and she has that really encouraging conversation with them about what that looks like and she models that for them and she encourages them to model that for each other and that that's that 35 or 40 minutes of of getting ready for the day from 805 to 10 55 she provides check-ins throughout
the building with different students that need that extra positive reinforcement and when we made the decision to to do this working um with joanne and and terry maybe five years ago we talked about how we could staff this and and what they said to me was you have gen ed paris you could make the determination to move them to a different type of job but remember that's one less gen ed pair that you have in the classroom providing that academic support was the best thing that we ever did it was a hard decision it was a hard decision for our staff but it was the best thing that we ever did because karen is not only providing that behavior support for kids when they need it maybe they're headed into writing and there's time for
that writing meltdown to happen karen is there to not only provide that behavior support for that kid but also the writing support too and so she's doing just as much academic work as she is social work and and behavior work with kiddos and it's it's because they have that connection to her and so we have not missed that gen ed support or that directed gen ed support um that was what we were worried about at about 11 o'clock she starts with some lunch rewards and extra recess support spending time with those kids in unstructured environments because we know that kids that struggle sometimes the most with behavior do so in those unstructured transition times during the day whether it's a passing period at the high school or whether it's it's recess here at elementary those
are hard times then in the afternoon she's back in there providing that support through our intervention times some of our kids do really great in in one specials but struggle in another because of that field sensitivity to noise or or you know just maybe the relationship with the teacher karen's there to provide that support for them about 220 to 250 she goes into each class at the end of the day and checks in and looks at the scores for those kids and starts to tabulate and tally what their their scores are for the day and then reaches out to the team to start thinking about maybe what what happened today and how we can make some adjustments tomorrow and then as a full team we meet every two weeks to go over the trends in
student scores so that's that part at the bottom there where we meet bi-monthly so when you look at that we have 90 of our kids that are working at tier one where we need them to be we have another nine percent that are in our tier two and we have zero percent in tier three and that one percent is our sped number which is pretty accurate when you look at overall sped numbers even nationwide that's truly a goal something that you should be working toward when you when you consider that so we have um in our ace program and our a staff is not with us tonight but we have roughly five jenny we have five four we have some that are transitioning out as we get them to ronda but we've we're graduating some
kids out of our ace program so when they go to rendezvous they're right back in there with everybody else so that's a that's a celebration for us as well and then in in that presentation they shared with you is access to some of our documents so that you can look at those if you if you have any questions or are curious about anything what did i miss ladies anything um i'm amazed at the work that you all do with our kids and to make them successful so i appreciate you and would you send that presentation to jada so we can get it reach out if you have questions and we're glad to have you if you guys want to come down and kind of see it in action please do i'm sure there's always a
place for breakfast hit in the willow room right i'm always up for breakfast [Laughter] thank you so much thank you guys thank you for the work you do yes appreciate it thanks for coming to share thanks for taking that leap of faith karen this is her first year in that program sheri murray started at 4s i mean when sherry retired last year um karen said i i think i would like to try that and i said absolutely let's go so it has been it has been a fantastic fit for us good okay thank you so much thank you thank you terry so i just wanted to come today to give you guys an update on where we're at west circles usa so it's kind of been a long three months in terms of collecting information
i have this huge database i've been spreadsheet we'd like it to be a database which we're hopeful to convert it to but i have this huge spreadsheet i'm putting together of all of the different agencies resources service providers organizations everybody that we have in the riverton and the reservation communities some of them are lander because that's the place only place services are provided with some of our providers and it's really kind of encouraging as you go out and talk to people like it's very well thought of in the community that poverty is an issue and that we need to address it um people are pretty optimistic about what we're doing they're pretty encouraged we had our first reception with service providers and organizations last thursday and we had about 50 people come so i thought
that was a pretty good start to a first reception a lot of really good feedback from them a lot of people stayed afterwards talked to each other exchanged information agreed to set other meetings we had some people from there that volunteered to come on board to help us volunteers whether that means helping to do some of the case management services or volunteering a space or time to hold circles meetings when we get those families figured out or providing some of those other services and activities and then we're also hoping to have some other people come on board to help make this a sustainable program going forward so we do have some fillers out there and i think that joanna and i are going to be having a meeting pretty soon with one of those entities
so i think things are coming together pretty well for being three months into it um i'm ready to start bringing some case managers in and actually start working with families i think that when we start doing that we'll realize where our service gaps are in terms of our program and what we're trying to do i think when you actually start doing the fundamental work you'll realize like oh we forgot this step or we need to back up and go back to here and then i'm also working with scott to put the platform out there to start working with employers how to bring businesses on board with working with our families in poverty and what that really looks like and getting their commitment to helping us as we move forward with this as well so that's
kind of the next steps is bringing on our case managers and bringing on employers to start bringing those roundabout services and bring everyone together so all right i've heard lots of people talking around town so yeah word is out and people are encouraged yeah yeah thank you um joanne went and did the city council presentation i couldn't be there that night but we've presented at kiwanis rotary and riverton ambassadors and we've put you know put it out there for other people as well so we're starting to do some um town presentations as well to different community leaders so and group so i think that's going to help get it out there too and we are finding a couple of we found two uh other organizations that are really trying to do similar things to what
we're doing so that's so then we've been able to network with them and say let's let's let's coordinate our services rather than repeat our services so we can be more efficient more effective so i know i'm learning a lot yeah and i think the new platform that was kind of put out there on media i think it was today the new governor's platform kind of same thing that collaboration of services and bringing everything together in a central location um will really be a good resource for us and a tool that we can tap into as well or partner with or use as well as unite us wyoming we're doing a lot of work with lisa and inviting her to be part of that and encouraging other agencies and businesses in fremont county to be part
of that so we can start some of those referral processes once we get families on board and get started and as we start to identify the barriers that get in the way of our families then then i'll reform that leadership team to make sure we have entities from each that represent um each of those barriers that can actually do something about it so awesome we'll start gathering those folks up yeah it's great to hear we're making progress yeah that's right moving forward in a positive way does anybody have any questions for terry no all right thank you appreciate you thank you thanks terry thanks for your time hey uh mr manning you're up first let's see well you know i was with joanne this weekend watching soccer i heard some of you also mention it
uh it was a great fremont county weekend blowing snow rain and sleet north wind welcome to soccer season 39 degrees it felt like 32 perfect soccer perfect soccer weather did have fun it was it was enjoyable uh it was seeing all those kids there were 70 teams that showed up i think gillette's the only a town that said they were coming but couldn't either got 14 inches of snow or whatever but it was it was fun to see all our kids out there kicking the ball around um i'm going gonna bear with me you went too fast for me so this next week on this weekend we're having our state school board association spring meeting and uh you should be getting a letter from brian um about what's going on with nsba it's uh it's
probably a page and a half of what it would look like on paper but i think he's sending it by snail mail rather than maybe it'll be an email but basically he goes and addresses the things that nsba has done to take care to try to figure out and say we're sorry for the letter that went out last september the uh they recognized that it's they formally at the delegate assembly they formally apologize for the letter they've created a study group that has gone through over 334 000 documents and they've pulled this is by a study team of lawyers i guess the guy who was that leads it was the chief administrative officer for the house of representatives under two different speakers 22 000 of those 334 000 were relevant to that letter which i
found incredible but anyhow the letter will give you more detail about what they're doing they they also at the delegate assembly this year they reaffirmed the nsba's commitment to nonpartisanship so that's going to be one of the planks that leads the nsb forward they're also going to establish they also want to re-establish that parental partnerships are essential for education and the end the also local control problems are best addressed at the local level just some of the the bullets that he uh he pulls in that letter that you're going to get cosba is the other organization and we are members for three years so we're keep we're going to vote this on friday or saturday about staying in both but at the moment i think that's where it's going to go from what i've talked
to other directors is that we'll keep our feet in both camps to see how they develop and change and well not only not develop and change but you know for the other one there's 22 states that have joined that so there's still a majority of states that are with nsba okay so it's a and some of those 22 are also in the same category that we are where they're members of both so it's an interesting time for national school boards associations uh in what they're doing to try to be better for us as local school boards and i think this whole conversation has been very very productive and will do us as a local school board give us some benefits down the road their competition's never bad you know that's why you have an election
every two years for a school board you know so that if you become stagnant if you're not doing things that you're supposed to be doing you change and evolution is always good um other things that are going on at the state level uh i'll come back and tell you about at the next meeting and rod will be here also that's the may 10th meeting so uh we should have some interesting discussion and as well as our book study yes everybody got the book right yeah that's it all right um first of all my apologies for being late it was our last practice before our area games for our special old team here in riverton we compete on friday um unfortunately due to covet it really impacted our program but it's nice to see riverton high
school will be taking a team so they'll be taking their team up there to compete also um not much going on i i too enjoyed soccer it was kind of a change i was in california all week at work and then to come here to that to the snow that was a reality check um i i just really wanted to point out i guess it was very heartwarming and it made me really happy and to remember why we do what we do to see the performances the graduations the sportsmanships award that happened here today you know uh my daughter is a speech and debate gal and so it's really cool to see a lot of her her teammates qualifying for nationals after all the work that they put in so kudos to all of the
kids you know i try to hit as many soccer soccer games track meets and events and everything but i'm just real tonight was one of those nights i just really proud of the all the kids amazing that's um oh if you guys can send some good feelings to my daughter she is running for miss indian world this week and thank you guys for those of you that supported her and her run so that's it awesome i love you send her good wishes i watched her oh did you well i saw jasmine's little um she videoed christy oh yeah and i just happened to see it and i so i was like you know so i was just i just wanted to tell you to tell her i'm proud of her thank you will it be
stream jenny will they stream that do you know i think the crowning um they possibly will i'm not entirely sure we're supposed to be down there too but i've got the other coaching commitments too yeah yeah so but uh thank you i'll let her know christy did compete in her last she went to school to college never expecting to be a track athlete ended up walking on ended up getting a scholarship yeah so it was her last meet this two months that's like yeah she's something i can't do i will pass it on yeah yeah um just says same thing um as as you know i watched a lot of soccer baseball was there this weekend with snowflakes this big around i had an opportunity to do something i had never done before in this
past week and that was to go and participate in cheer tryouts i have never done anything like that um i know it's hard for you to believe i was a cheerleader as a freshman but i was more of the round ball kind of girl so that's where i where my interests went but that was that in itself was a it was really neat to be able to be a part of something in watch um kids compete and and how they've condensed those things um down now and how they how they from when i tried out we tried out from the entire student body um and that was i like this so this setting and this the way it was set up a whole lot better and so that was kind of pretty neat um i
like jenny i my heart is full because we have a room full of things that are happening with our kiddos that are some great things to see and um and and kids who have had struggles and have tripped and fallen but they've gotten up and they finished the race and to have that culminated with you know our fbla kids and then miss young miss thornton in her presentation the song that she was singing sunrise sunset my husband sang to my daughter at her wedding so it kind of choked me up to hear it and but it also you know it it culminates a lot of what we do here and why we do it because we may walk in this room from all different walks of life but everybody in here is a part of
this family and this community and i i'm privileged to get to be able to be here to witness that and every time i see a performance like that i think man where do these kids come from so that is um i've been attending the board chair trainings at noon and i think there's one tomorrow and so i've enjoyed those i always get a lot out of them i have been reading my homework carl i was sitting outside doing that today and that's it that's it for me it's been a you know he said outside the moisture was wonderful and there was no wind so technically that was a nice weekend for soccer bruce we had a boat cheese meeting last night um mr johnson will be here in the next period of time to present
the budget for ratification by the board i guess the biggest takeaway is that riverton is taking the lion's share of the dual enrollment and concurrent enrollment availability at cwc which kind of stands to reason i mean cwc is here but the i think she said that there were two kids from riverton graduating with associates degrees at the same time as they graduate with a high school diploma that amazing wow pretty good that's really good and they have some a.c.t tests available i think eight or ten something like that so you know i don't know if you can get that out to one because it's a user lose it deal if they don't get used up pretty soon they're not going to be available well they'll just have to buy more um i'm a big fan
of the frontier and i really like to see those kids come and graduate and the speech and debate kids i mean they make me feel like they're adequate that's all i got thank you jeremy just track meets soccer and i'm ready for it to be warmer well it's not in spring that's just what you have to do you have to bring your hockey gear just bring trash that's all i had okay that's right matt jaden i do not think slovak joel jody with an eye okay i too have been doing the board chair roundtables um at noon um they're virtual so that makes it uh really nice um our northwest boces salary committee which was comprised of two board members um myself and our vice chair from worland along with three or four staff members
met and discussed some different options um we kind of talked about how we're we're thinking about making some changes to ours and we're looking at that with boces now too and then we'll have our meeting tomorrow night and then when we carolyn will be here in the next not next meeting but the meeting after i believe to make a presentation to us our you inspire us campaign is still in full swing so if you have not checked out any of those please get on facebook or you all have links to the spreadsheet but get on facebook and check out those people who have been spotlighted and we live and work in an amazing community okay dr flanagan um a couple of things i've been working as you know as part of the state committee task
force that has been working on profile of a graduate so we have an initial uh profile document that we want to take out and and get some feedback on before we proceed any further so we have the opportunity um in our district to to host a profile session um and allow community and other stakeholders here also others would be able to zoom in because they'll do it through zoom so i just want to know if you're interested in me pursuing that um and finding out more about what we would need to do to host one locally would happen next month if it's an awesome it's a great idea yeah i do too but i wanted to run that by you before i open that up so i would like that okay i will get some
more details about what all that entails and what kind of dates they're looking at and um and then we'll go from there let's see i want to talk a little bit about board retreat we've talked about that some i would like to try to set it up kind of early in june while our administrators are here because i'd like them to be able to speak a little bit about their end of year data and kind of how their years wound up and goals they said and how they've done and kind of give a little bit of information to wrap the year up in that so i think my primary question for you is do we do we are you able to get away during the day at all i don't know how your world works
do we need to try to schedule can we do an afternoon into an evening if that's not possible do we need to look at just evening time i guess i'm needing to know a little bit of direction about how you would like to look at the times and then i could come up with some options and we could see who's available when thankfully fairly flexible now so yeah finally three okay i'll be gone that entire i'll be gone that entire second week of june but if you let me know [Music] give me enough advance and i could schedule my work day it and even if we maybe did started in the afternoon like at 1 30 or two or something maybe not a full day or something and then went into the evening and had
some dinner and kind of finished some things up so my thinking was um that we would talk about some pot well i think we'll have some follow-up to do after rod works with us and so we'll kind of see what you guys want to do around that i do think it would be a good time for us to talk about um the section of the policy book that belongs to you and how you want to tackle that as far as updates of those policies what your involvement level you want to be in that and kind of get a plan for that we've been working um you know pretty heavily in some of the other areas but haven't touched a lot of your actual you know board policies that govern what you do as a board
so i think to do a little work around that um and uh do some preliminary budget conversations have some preliminary budget conversations about what we're thinking are you looking for an actual date well i think initially i was looking to see if we needed times to avoid like jenny's saying the second week of june she's gone so we'll try to avoid void dates in there and then whether or not we we had to look at just evenings or would there be a possibility to include some time during the day and so kind of looking for that the third week is is i'm i'm probably third and part of the next week i'll be unavailable also so third and fourth no carl so we're looking at the first week of june probably at some point okay
okay first ten days in june okay all right um i will until the time i'll throw out some dates and we'll see what we can get we'll get as many as we can yep move forward so okay jec meeting dates just wanted to make you aware that the interim committee will meet the 31st through june 1st in casper september 6 and 7 in cheyenne october 10th in cheyenne and november 15th and 16 in cheyenne they're interim topics are education programs in k3 so they're going to be taking a look at basket of goods and what are we requiring in our k-3 education i think potentially that could be a good conversation we've had a lot of concerns from a local level about 10 content areas being pushed all the way down to kindergarten and why
are we doing that and is that necessary when we really should be focusing on foundational skills literacy skills those kinds of things at that level recruiting and retaining school staff is an interim topic uh higher education funding and k-12 education funding as well both of those are interim topics education governance which is interesting so if you go out to the wildlife site you can see more descriptors around kind of what they're looking at in those areas but education governance i think could be interesting because there was some legislation here and there that cropped up this session um that in my opinion um kind of took away and attempted to take away some local control pieces from our locally elected school boards so it'll be interesting to see um how that conversation goes and then school
choice so those are the interim topics um just for your information um building end of year parties i i have a sheet out on that where everybody's dropping in their information and i'll share that out with you so if you're available and want to pop in on any of those end of your parties you can thank you and uh we are as if you've been by the high school you will see that we have work going on in the wrestling room area and uh the career center remodel has begun so there's work going on in the career center on uh that old leanne needles media room is under construction which is where our um alt program will live next year so that that work has started as well and i don't know ted you want
to add anything else to that good to get the projects going and underwear so that is all i have okay all right we do have um some folks here to address the board i just want to remind you this is your one opportunity for the public comment and to address the board please remember when speaking that specific personnel and students may not be discussed in open session so miss thomas you're up first and are you speaking for your entire group or are they all attending i am speaking for me and my daughter okay um i'm not here to point fingers i'm not here to call people out um i'm here to discuss the bullying and the lack of the enforcement of the anti-bullying policy that they have at riverton high school with our incident my
daughter went back to campus in january she did the online school last year and she did part of this year and so she went back to campus in january and everything was fine up until valentine's day and then that's when the bullying started again and we turned it in and turned it in and turned it in and they would tell me every week we're dealing with it we're dealing with it and to me it didn't seem like it was being dealt with and um i had to pull her out of school every afternoon sometimes three times a week because of the bullying that was happening she's missed a lot of school because because no matter how many times i would call them and tell them i'm tired of the bullying please fix it it didn't
get fixed so last thursday i went into the school another bullying incident and i discussed it with the principal what exactly was going to happen because i've been in those situations before and he said well we will make it safe we will make it safe for her she will be fine to come back to school and she didn't want to go to school on friday she said i'm scared they're looking for me i'm scared what do i do so i called the principal this is what's going on i left a voicemail nobody called me back so i told her i said monday you're gonna go to school i don't care what happens you're gonna go to school you have to get an education you have to go to school and i took her to school
and it was okay and then she called me and she said i went to ssc like i was supposed to and they told me i couldn't go in there so i told her what are you doing and she said i'm looking for a classroom to hide in because they're going to beat me up and i told her i said you don't want to do that i said you need to go to the principal's office because if you're hiding in a classroom and if they find you there's not going to be anybody that'll save you go to the principal's office you'll be safe at the principal's office because what do our parents tell us when we're picked on go to the principal nobody's going to do anything to the principal's office she was there two minutes
and they attacked her outside the principal's office with his door open and two adults inside there was also a secretary there and there was a secretary there it took them i was corrected a minute and 36 seconds to get out there to pull three girls off of her i took her to the hospital she had a huge black eye this one was starting to get black and she had a concussion because they kicked her in the back of the head so i'm here to address bullying and you need to fix it before it gets to that point when i was being angry and a pissed off mom i posted on facebook this is what happened to my daughter and then the story started pouring in of all these parents well this is what happened to
my daughter this is what happened to my son this is what happened at riverton high school and nobody did anything about it i heard stories from parents about girls bullying them to the point where they wanted to commit suicide i had a parent come up and tell me that's why my son committed suicide was because he was being bullied at riverton high school and they did nothing to stop it they did nothing to help me so before you end up with another death from bullying before you end up with another child with a concussion we need to change the policies we need to enforce them more and i'm standing here as zona's mother asking you please fix it and i don't care how strict it gets and i know i'm going to eat those words
when my son makes it to high school but i don't care how strict it gets something's got to be done about the bullying situation and if the kids aren't held accountable the parents need to be because one of those parents jumped on my facebook page and decided to say a bunch of things to me i did not respond because i'm an adult i told her thank you for your opinion and you're welcome to come to the board meeting it's an open public thing you can be there and just try to keep it civil i i would like the school to form a parent committee to discuss the bullying situation because there's a lot of good input from parents there's kids that are being bullied into bullying other kids because they don't want to get beat
up by the bully i mean it's i know that sounds funny but but one of the parents of one of the girls that beat up my daughter he called me and we had a discussion after i had called off and he said that his daughter told him that she was bullied into beating up my daughter and if there was any way that we could get them together to discuss what happened and i was like you know eventually right now i'm still a little angry you know it just happened yesterday let me cool off a little bit and let me you know stick my adult brain back in my head and and and we'll discuss this like a like adults i said but right now i'm i'm a very angry mother nobody should have to see
their child have that happen to them the bullying didn't get any better but it got worse after her article in county 10 about her deciding to join the miss teen usa pageant and one of the comments that came out on facebook was well she's not so pretty for her benefit now since they beat her face so it's not just in-person bullying but it's cyber bullying my daughter has taken the initiative to not be on facebook um to not be on social media because i don't need her dealing with that kind of depression bullying hurts people and it causes incurable depression so that's all i have to say and thank you for listening to my rantings thank you for congratulations to your daughter on miss teen indian usa i hope she does good um miss thomas
thank you so much for coming and i'm sorry that you had to come before us for an incident like this um social media has made bullying so much easier i agree it's easier to do it from behind a keyboard than it is so we will take what you have to say under advisement and get back with our administration who that is who we direct dr flanagan and then she will work with her administrators and we'll see if we can't figure out a solution all of us together to make this less of a reality than it is currently that that would be awesome um some of the people that came came to support zona and some of them have their own stories of bullying and asked if it would be okay if you heard what they
had to say because it's a big problem it is a big problem um if we will limit a little bit of time for everyone to speak but please remember the the rules that we have that you cannot address or a student in particular or a staff member in particular because those are confidential and this is how a meeting held in public so um if you'd like to come up and speak we'll limit you to just to two minutes till you tell your story and then we can get back to our business and then in turn get dr flanagan and her staff on to this business thank you very much thank you hi i'm sarah bolte i'm here to talk about the bullying that happened to my daughter and myself as well at riverton high school
um i went i went to school in riverton my whole life except for my senior year and i will tell you why bullying an rhs is a big problem my daughter madison will not be graduating with her friends this year at the riverton high school because of bullying she was bullied not only by students but by a staff member as well on friday september 18 2020 madison was dumped by another student when she was walking up the sidewalk to go into the building the girl beat her up so bad i had to take her to the er madison had cuts and bruises all over her face and arms she even had a couple of her fingernails almost completely ripped out it took over a minute for someone to come stop the girl from attacking madison
and when it was stopped the staff member accused madison who by the way never hit the girl back she accused me of said i'm starting the fight madison was guilty of starting the fight until they watched the surveillance video and saw what really happened when asked why she didn't defend herself she simply stated i don't want to get in trouble at school i want you to remember that statement i don't want to get in trouble at school now even though she never once tried to hit this girl back she was lectured why fighting is wrong and she shouldn't get into fights at school she was elected while she sat there bleeding and in pain from being jumped now let's fast forward to march 2021 same school year different quarter another student who happened to be
friends with the girl that jumped her told the staff that madison threatened to beat her up madison missed almost a week of school because of an illness and when she came back she was pulled into the office and she was told she was suspended for two days while this staff member was talking alone to madison she told madison that madison could either agree to what she was telling madison had happened and go back to class or madison could continue to lie about her side of the story have a more severe punishment and said staff member would possibly call the police for gang activity i appreciate what you're trying to say but we're pushing that limit of what we can discuss in public i'm sorry and i don't have anybody's name in this i understand that
but this it's not necessarily always names it could be identifiable so i appreciate what you're having to say and i'm not trying to to be rude and cut you off but we are and our attorneys just advise us the same thing we are pushing the limit of what we can discuss in a public meeting so you have been writing maybe we can collect that could you give us what you have in writing and we will we'll certainly take it and read it i just i want to protect your daughter as well it's not just about but it is about those specific incidences we're bound to some legal legal things that's fine i'm sorry um i will give it to you guys i wrote it all down because it's really hard to it is a chart
all this i mean i was bullied too you'll read that in here and i have severe anxiety right now thank you thank you i appreciate you coming and i'm sorry anybody else wish to speak tonight well not a lot like has went on as much as what has happened can you can you bring a mic to you has its perks yes but it's gotten it had gotten to the point where it was happening in school as much as outside of school as well because i always what's your name can you tell us can you tell us your name honey it's okay it's all right my name is jada frank i also go to riverton high school i'm a sophomore up there but jada and um i would say along with around the same people it's
been happening since my eighth grade year in middle school inside and outside previously i think it was freshman year summer i was attacked at the carnival just hanging out with my best friends like i didn't expect it to happen and it was like a rude awakening for me that nothing either in or out was gonna be done like nobody had stopped her there either and like this constant fear as well going to school knowing that they're looking for you or that they're gonna be there waiting for you and as much as having to go hide at the principal's office or hide next to somebody where you're scared enough as those girls could possibly come up to you it's nerve-wracking and a few years ago when my brother was an eighth grader he he came out
to everybody and that was the start of his bullying problem and the lead to his attempt at suicide sorry um it was a very hard subject to talk about and nobody really brought it up and he lost friends over it at school because they're like well you tried to kill yourself so here you go it's because of you it's because of who you are and i strongly disagree with that because knowing that he could have possibly [Music] passed away due to what people have been saying or what people have been doing and their actions is very upsetting and i really don't want anything like that to continue watching it watching him be taken to the hospital and i couldn't be there was heart-wrenching and i had to wait a week almost a month for him
to come home so i just do really hope that attention is brought to all of this because it does lead to extreme things like that thank you for sharing your story thank you jada um and um my son couldn't play football at saint stephen because saint stephens didn't have a football team so he came here to riverton and played his best friends were uh my daughter that kid we moved away and we came back and her bullying started in middle school because we came back when she was in middle school and it has progressively gotten worse it's an epidemic we need to do something about it we need to look for positive solutions to this bully number one to enforce your zero tolerance policy if you have zero tolerance that's what it should be because
right now i can tell you your zero tolerance is not working there are how many of you up here 13. that makes 13 brains i'm sure you can come up with something if you want people involved like us i'm sure we can come up with something too but it's got to stop there are too many kids being hurt there are too many kids going into depression my granddaughter has anxiety she's not eating she's already out of zero i can't have her disappearance really i'd go look for a prom dress for her nobody has a zero i'm asking i'm begging for your help please do something about your schools about the bullying because one day and i promise you this one day something will happen if you don't stop it now thank you for coming to
speak to us and um and i hope you listen we are here we hear what you say and we we know there's an issue there's you're right it bullying is an epidemic nationwide and it's going to take all of us from home teaching kids how to interact better as adults like i said putting your adult brain back in your head because yeah exactly and it's it's gonna it's gonna take all of us to solve the problem and if we all do a little bit are very high on respect but we've lost a lot of us we have i agree not just native everywhere everywhere everyone we appreciate you all coming tonight and thank you sir i'm very pro-military i'm very pro-native american and when you walk into a room or a house please take your
hat off god bless america thank you thank you for your time and for being patient waiting through to talk to us yes does anyone else wish to address the board at this time all right thank you thank you okay we'll move into our action items first action item this evening is an administrative recommendation to approve out-of-state travel requests madam chair i would move the board approved the out-of-state travel request for the rhs fbla students to chicago illinois for nationals in june and the rhs speech and debate students to louisville kentucky in june for the nsda national tournament as per policy and following all coveted restrictions second we have a motion and a second on the floor is there debate all in favor with an eye anybody opposed with a no okay motion carries action item

second on the floor is there comment or debate so we still have f coming up so that will take care of that it's just a change too okay that's part of this the milk prices will not so our lunch prices currently will increase um 75 cents a dollar and 50 cents respectively for elementary middle high school an adult breakfast prices will increase 50 cents at the elementary level 60 cents at the middle school level and high school level and 55 cents at the adult level the milk prices will not increase so we just get rid of the whole section on milk yeah reasoning for increases it's been two cost of goods and two and a half 2017 the last time we looked at an adjustment yes we heard a ratio of free and reduced and
the federal programs and the non-uh the students the reimbursable yes yes so that you always have to keep up with that ratio too don't you correct yes what was our percentage of students on free and reduced well we average typically about 50 percent in the district on free or reduced lunch these last two years i those numbers have been uh questionable because they've not had to fill out a form to get free lunch we've been giving we've been giving free lunch to everybody so jane has worked really really hard to try to still get the forms filled out but i i don't know that our data the last two years has been incredibly accurate but historically over time at least the last probably 10 to 12 years we've been at about a 50 for reduced
lunch rate across the district and the the amount of money that we spend on uh food and food service what was it 700 and so it's expensive items and you would get a little bit of help from the feds but there's not much money really for the program so that's exactly uh yeah that's the wrong attitude but a lot of unusual attitudes so there's just increased costs in her when jane was here at the last meeting she did mention that this was solely a supplies um cost increases increase all right any further comments questions debate all right all in favor with an eye hi anybody opposed with a no okay motion carries um we have um action item g is an administrative res uh recommendation to accept a resignation madam chair i would move the

they left and then they followed up with one that had a little more detail in it so i've shared that with you guys um um if you have any questions feel free to ask if you haven't had a chance to read through it all i understand if questions come up let me know um we will spend time in our guiding coalition kind of digging into the suggestions there were no actions required but they they gave some thoughts about some things here or there that we might want to consider so we'll take a look at their feedback as part of our our process and our guiding coalition i didn't like some of the colors that i was seeing you know like the board stuff one of the things they were talking about that the board was
lacking in i would like to know what do we need to do to change that to change that exactly some of that has to do with that self-evaluation piece and um i was present for when when they the final and that's how to do it but some of that had to do with the self-evaluation piece of the board and that's something that we've been moving toward and we just haven't got fully into place where we where we do a self-evaluation of how we're doing how we're coming forward with things like that i think as well that was my understanding and and i think taking time to review that section of the board because there is policy around self-review that i don't know that we're that we're pulling out and using it's old it may need
updated so i think they're i think there's their suggestions around looking at that are good ones and i think we can do that as a board and i think that's what you were talking about in us maybe taking a look at the policies that the board is responsible for and maybe we need to look at those type of things and see what needs updated and i noticed something about co not co-curricular activities so but explain i i guess i'm not exactly sure what co-curricular co-curricular activities that are uh based in uh are connected to a uh course ffa so like ffa yeah there's an ffa course ffas and activities so they're connected to a course you have to be enrolled in the course to be like speech and debate speech debate is um you don't
have to be in a speech class class to participate in speech and debate you can but you don't have to okay okay i'm sure that clears things up yeah so i think their recommendation came around the process for for creating new organizations for kids and and um affiliated with a class correct right so so every suggestion they made make isn't necessarily something that we're going to say yes we need to do that well but i don't like like i said i know i like seeing those colors i know i know but i will tell you that on their exit uh uh report to us that they the the lead chair said that it's this is the by far the best exit report he's ever given yeah so you know yeah our i think our exit
report was very solid i think our review was very solid i think that um i think they look for what can we offer them because we're supposed to give suggestions it doesn't mean we should look at them you know and i think all feedback is good feedback but we may not determine that we have a significant issue there that we're going to spend a bunch of time around we might we might go that's a really good thought and we should probably work that into a practice or a policy or procedure when we went to the state school boards we attended a a session and they and it with this with regards to the self-evaluation piece and kind of saw some things that were being done across the board and you've attended some of those other
uh virtual where they've talked about that right and so i think that that's just something that that's there that they could offer for us going forward and and we've actually kind of had minuscule maybe discussion very little discussion about that that's one of the things also i mentioned last time about plcs in this document they link our lack of growth board growth education is one you know going to taking the classes going to these meetings having not just a board meeting but having work sessions in board development we've done some of that with rod maybe we need to have some plc training uh it wouldn't be a bad thing no no we're talking about having a uh this retreat yes uh these things are important for board growth right this is a weak board as
far as board growth in my opinion we need some stimulus in that work so that you know yeah and i think it i i thought it was appropriate comments yeah in my opinion i don't think anything was a big ugly no no just a suggestion from an outsider looking in here's something you might want to think about right and i think it is a little bit like an audit they have to find they have to give suggestions so and they're trying to give you some things that they like i said from the outside looking in and it is why we do an external evaluation because we we we get very caught up you know those to the grindstone in what we're doing and so having somebody from outside go well you know here's just something
unnoticing we have yeah that you might want to back to the co-curricular deal which i don't really still understand but uh one of the things is the district has a clearly defined process for adding new co-curricular activities that's just a process we should be able to come up with that well we i we do have a process for that and i'm not sure if we just didn't share the right information with them those are policies or if they didn't see it or if they didn't understand but we do have a process for adding activities and it's not just high school they're talking about they're talking about middle school you know our rendezvous program first second third grade it's it's harder to do those kind of you know math night you know having a you know
a program that ties after school programs to math or so i don't know if we do have some of that linkage in in our lord in the lower levels different things i think hope it kind of shut some of that down but i know that there's been things just because yeah and that's why that's why the the suggestions comments sort of take a look at they're good because then we can look at them absolutely and talk about those at a deeper level absolutely once again jodi thanks for all your work on that process okay at this time we do um have one more thing we need to take care of madam chair and move that we go into an executive session for student discipline okay all right we have a motion and a second all
in favor all right okay it's 9 02 p.m and we will adjourn into executive session you
