001teach good evening i'd like to call this regularly scheduled meeting of the fremont county school district 25 board of trustees to order it is seven o'clock please join me in the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay i'd like to welcome everyone can we have a roll call please yes madam chair uh we have a quorum present to conduct business okay thank you are there any changes to the agenda yes we need to add an executive session before the action items so item 6 executive session we need to add action items g an administrative recommendation to offer contract h administrative recommendation to accept a grant and i
002administrative recommendation to accept resignations and information items g new job descriptions and age certified staff changes okay so we'll be proposing a move of the executive session from action or from the end of the meeting to the beginning of the meeting before our action items okay so moved all right we have a motion and a second on the floor is there debate all in favor with an eye anybody opposed okay we've adopted our amended agenda next on the agenda tonight is our consent agenda which tonight includes the minutes of the march 22nd 2022 board meeting consideration of payment of bills including late pays pre-authorization of payroll utilities officials and automatic payments an adoption of amended policy gcqc resignation of certified and professional staff and amended policy j b equal educational opportunities slash access on second
003reading second we have a motion and a second on the consent agenda is there anything that needs to be pulled or discussed all in favor with an eye anybody opposed with a no okay this evening we'll start with our round table board members uh joel i have nothing nothing tonight okay carl nothing all right this will be quick jody um the only thing i have is just a reminder of the the second annual girls and boys breakfast that's honoring rick and josephine gilpatric it's going to be on april 27th at 6 a.m at the fremont building and then anybody who would like to step forward as a mentor for the lemonade stands for brett's business builders um that would be that would be great so that's it who would people contact to help with that
004um you can get a hold of the riverton ambassadors um you can get a hold of kay and let me i can give you the let me look at that real quick thank you yeah and also called here yeah because they're having they wanted to be able to get that online sorry bruce i don't really think i have it okay jeremy um went to the recreation board meeting last night and we had a couple of amended requests that came in and one of them was willow creek and so they had to get some more prices on the playground equipment and we voted to do forty six thousand dollars to finish up their amount and so we did vote that in but if there's any major maintenance left over it'd be nice because they really only
005needed 25 they were going to maybe go somewhere else but we want to make sure it gets done in this fiscal year because of prices materials and everything else so we voted it in hopefully maybe during the budget maybe there's a little extra major maintenance for doing some of the reconstruction work to be able that's major maintenance because it's not the playground it's fixing the area right to be able to do the playground so replacement that was mine i voted yes but that was my say is maybe we can do that my microphone i'm sorry sorry about that mike's not on but uh um great project and so it's funded but maybe we can help out the rec board so save the rec board about 16 grand for another project if we have any major
006maintenance money left because i know that you're looking for a big project for the rec board and and that was something that i think that everybody felt was like was a good thing it wasn't i wasn't there so thanks for that update yep right uh matt okay jada i do not want to thank you ali nothing thank you okay jody no thank you oh my gosh you guys um i know carolyn um from northwest boces has been in touch with jada to get um our board visit scheduled so hopefully will be coming soon i don't have a lot else to report this time it'll be short and sweet so dr flanagan well just really good news that the riverton medical district received their loan so that was very exciting and i was happy to be
007at the announcement of that in the press conference and um to be able to listen to everybody speak and um you know that that committee that has driven that for the last several years is really something else so they're pretty impressive group of citizens here in riverton that have just stuck with it and really appreciate court mcguffie's leadership around that and all of them really as well so very exciting for the community to get that very large thirty eight million dollars thirty seven million dollar loan um and we actually are starting construction next week we're drilling the geotechnical next week all right that is so great there was some conversation around that with regards to the fact that this is a community who'd never who i mean they'd never had any anybody do this to
008come together as a community and come forward like that so that's pretty cool too they mentioned that they had over 200 letters of support written by folks in this community in their application which typically they said they get you know four or five so they were just kind of overwhelmed with the community support and um initiative so yeah very exciting for the community and glad to glad to get to be there for that celebration um just want to recognize aspen uh school for their model plc recognition so this is their second time um as you know um that's something typically you have to reapply for annually we got a little bit of a buy during covert because it was crazy but they had to reapply this last year and so you don't get it and
009just get to keep it you have to annually prove that you still deserve to have that recognition and so they've got it now for their second time um second time as a school it is a national recognition as you know and i believe there's only about 380 schools in the whole country we've received that resignation and actually we have three of them right here in fremont 25 and aspen is one of them so that's awesome it's very cool and i did get a different strings is a district the board is also uh plc uh and recognized by the same group yeah there's a board plc yeah um we do have a district table i went ahead and reserved one so if anybody wants to come to the boys and girls club breakfast we'll have a
010fremont 25 table and it will be at the fairgrounds we are hosting a reception of sorts for the poverty alleviation system work so terry has spent a great deal of time since she came on in january really developing a comprehensive spreadsheet of every agency in our county and in our community that provides services to families in need who they are what they do how you contact them what kind of services they provide all of that so what we've learned through this journey is that there's a lot of services available for families but they're not very coordinated and there's not really a system for handing families off so if i do your intake and i get you and i get you stabilized and now you need um the next step which might be some skill development
011i can hand you a list of places you can go but nobody really helps you make that next step and so we lose families during those handoffs because they're just not able to manage those transitions on their own so so we're we um are having a reception for everybody who's on that list inviting everybody to come so they can know who each other is are meet each other and and start to network they don't even know who else is in the community and what they do and how they can interact with them so it'll be at the middle school from 4-5 30 on april 21st if you're interested in coming at all you're welcome and i think we'll have a little bit of a presentation from unite us which is actually a grant funded program
012out of cheyenne but it serves the entire state and it what it's doing is creating a platform that would house all of these agencies and allow for folks who work with these families to refer them digitally and then be able to track where they're at in the process and what's going on with them so um we've gotten them involved with this project locally so that this work that terry has done can then go into that digital platform and then agencies across our community would have access to all of those resources and be able to email back and forth refer families and then track their progress and reach back out to them if they kind of drop off and so it's kind of exciting so we're we're making progress we're chugging along with that um we're
013making a change in our end of year celebration after talking with the district leadership team we've noticed the last few years that sort of attendance at our end of year celebration is waning a little bit and i think that happens sometimes when you have a [Music] a process that you follow year after year after year people kind of lose interest so you got to change things up so in working with them um what will happen this year for our end of year celebration is each building is going to choose a classified as certified and a team from their building to recognize um and then in their buildings they're going to have their celebrations and they're going to video those they'll recognize their retirees and video those they will take snapshots of everybody who's a 5
01410 15 20 year employee and then they're going to send those to lindsay larson who's going to put those into a end of year video for us and so when school's out on the last day and buses roll we'll provide lunch for the staff at the middle school everybody can come grab a lunch and then we'll show the video and kind of wish everybody well for the summer and we'll see if that little bit of a change up and maybe change in timing will get more folks there so i did ask building administration to give me the schedule of when they're going to have those events at their building so you all could know and pop in there if you're able to attend any of those um i know some of you um like to
015be there when you can and i know your days are busy and you can always and that's okay but i'll let you know when those are um so if you'd like to be there for any of those you can and then from a district perspective i will meet with all the district folks so tracy and ted and jane and will determine a district um classified certified and team um award winner as well so change it up a little bit see what it looks like okay that sounds good yeah kind of fun do something a little bit different um we will have a walk through tomorrow with some representatives from the state facilities department um as well as i think we've got the deq coming as well to start taking a look at our potential demo
016of tonkin so um we had a meeting last week um just a zoom meeting to tentatively start discussing kinds of the ins and outs of that sort of a of a process of assuring that we um we take into account all the demo needs when it comes to asbestos and other kinds of things and make sure that we have a good um analysis of that before we start tearing anything down that we've uh had the deq involved that we've had the waste facility involved so we can make sure that that they can handle the waste coming to them from from this um tipping fees all those kinds of things so we're just starting that preliminarily now the state will work with us on getting an rfp together to get a consultant in place so this
017will be a little bit different process than when we build but there are some similarities in getting a consult and then getting an architect in place for the actual demo plan and some of those kinds of things so very early work on that but really appreciate their willingness to work with us to um start the process of just the planning around you know what what's it going to take to get this done and do we have you know all of our t's crossing our eyes dotted and are we ready to go when when it's time those demo funds will be available um july 1 um so we can start to access them to pay for some of the planning and those kinds of things so lloyd larson as you know has been pretty involved and
018he learned a big lesson i think in the demo with the life resource center over in lander so he has a lot to to offer that's a pretty recent uh demo and he learned a fair amount through that so he's uh partnering with us on that a little bit as well so we can learn that's good that process so yep so that'll start tomorrow all right and i think that's all i've got to add to that is that pre-planning on that stuff is huge because if you can get the asbestos stuff done early and get that stuff out early and then get that transported then the rest of the you know the c and d landfill all this stuff can just go in one container and just keep hauling so yeah we've done we've done
019multiple of those and yeah so you're on top of it so yeah so we'll get work we're getting started on it that's great all right this is the chance for visitors or delegations to speak to the board it's our one opportunity for a public comment or to address the board does anybody wish to speak all right our next action item or our next item will be our executive session do we have a motion to adjourn i would move that we adjourn to executive session okay is there any action to come from the executive session um yes um do we need to make a motion to come out of exactly we're already okay we're already out okay all right so yes um i have a motion to approve the suspension of employee 0407-2022-95454-853 for the remainder
020of the 2021-2020 contract period second we have a motion and a second on the floor is there debate all in favor with an eye anybody opposed with a no okay motion carries is there further business to come before us from the executive session madam chair i move that we approve the minutes from the executives okay okay we have a motion in a second all in favor with an eye anybody opposed with a no okay the minutes are approved we'll move into our action items action item a this evening is an administrative recommendation to accept a revised grant allocation item chair i would move the board accept the 2021-2022 adjusted allocation to the wde rural and low-income student grant in the final amount of 63 611.63 hey we have a motion we have a second okay
021motion a second on the floor is there a debate or does anyone have any questions okay all in favor with an eye anybody opposed with a no all right motion carries action item b is an administrative recommendation to award a bid madam chair i would move the board award the jackson elementary rendezvous elementary upgrade to smart board mx07075 inactive display with iq smart learning suite to the chariot group in the amount of 335 dollars and 52 cents do we have a second second okay we have a motion and a second on the floor are there any questions or is there debate looks like we did receive multiple bids on this so all in favor with an eye anybody opposed with a no okay our motion carries that's exciting yeah all right action item c isn't
022it just uh i do have a couple of questions okay you know how privacy is an issue you know and with a lot of smart technologies uh how how do you protect the classroom with ferpa kind of stuff yeah you know with this type of complaint with snoopers that could go in or even even the company itself you know this samsung you buy a samsung smart tv with voice and there's lots of concerns about employees of samsung or apple or anybody else listening in and watching what's going on with these smart devices i'm just wondering so one thing they all these companies that do technology you normally would bond them so if there was any leak then you'd have a recourse on them but most of the time you have a switch yeah they have
023to be in myrin you can answer this as well but they they we have to turn on any of the voice commands we don't do that so we don't have any of the voice command pieces where they're listening to everything that's being said we don't activate any of that and um [Music] uh just like any other device yeah i was i was trying to take care of my own samsung and going and you find it in the terms and conditions and then you find it's it's it's in the fine print that you click on and you to turn things off i mean it's incredible how well these technology companies hide the on and off buttons fire just a question maybe to help with some folks your cyber security how many hits do you get that
024get blocked by your firewall a month in my company it's thousands i can only imagine what the school district a weekly is we were at probably about 10 000 um in about a ten day period of time great great security yeah but that's a good question though too that's great yeah okay all right on to our recommendation to approve a change order madam chair would move the board approve change order number one for the rhs wrestling room edition slash tac remedy project with shepard construction inc to extend the project completion date to october 7th of 2022 to due to delays in acquiring the necessary materials to begin construction second okay we have a motion in a second does anyone have any questions or is there a debate i just wanted to ask is there going
025to be additional costs because of the delay no it's not a question no it's a change order just for timeline only for time lapse okay thank you those are very good questions and concerns all in favor with an eye hi anybody opposed all right motion carries um action item d this evening is an administrative recommendation to approve a job description madam chair i would move the board approve the revised job description for virtual school instructor as presented second all right we have a motion and a second on the floor is there debate all in favor with an eye anybody opposed all right motion carries um action item e an administrative recommendation to offer contracts to certified staff for the 2022-2023 school year adam sharer i would recommend the motion okay we have a second second

027that we probably hire about 80 of our student teachers so we're always that's all we're supposed to get the student teachers in we've had some fantastic student teachers and we often turn around and hire them so great yeah all right all in favor with an eye anybody opposed all right motion carries and we have some new staff members that's awesome all right action item g an administrative recommendation to offer another contract madam chair i would move the board offer a contract to maggie hill as a rendezvous fifth grade teacher for the 2022-2023 school year second can we have a motion in a second on the floor is there a debate i was reading down below all in favor with an eye all opposed all right thank you congratulations our motion carries action item h is

030remember we're um doing the key works of school boards uh boys and girls clubs of central wyoming awards recognition breakfast was mentioned earlier once again it's april 27th at 6 30 a.m at the fremont center at the fremont county fairgrounds the fremont center is the old armory building it's still the armory building in my brain all right amended policy 4135 on homeschooling is in our information items it will come forward to our agenda next time revised job descriptions for indian education support specialist and native american language and culture teachers also are out there for information for us to review prior to them coming for first reading certified staff changes we have some transfers ross anderson will transfer to a physical education teacher at riverton high school for the 2022 2023 school year cody lennon will

0322022 how about a thousand enrollment numbers now we are down 10 kids this week from last week jada snap 2. do you have anything to say and we do have one another discussion item or a discussion item and i see jane is here if we have any questions um we are discussing a um proposal that will come before us later for increase in meal prices i know it's been since 2017 since we had any increase in our meals and the cost to our students so jane do you have some things you might want to come tell us about it or yep they have the meal proceeds and then the reimbursable is what i shared with them well then kids can't learn if they're hungry and kids can't learn if they're hungry we could for a
033couple years they get larger portions and a slight increase it looks like for breakfast prices too okay milk will stay the same okay so we won't have the ten cent increase on that okay and this is an ongoing discussion across the state so there's actually a superintendent's um uh spreadsheet out right now where there are people superintendents across the state are wanting to know what's going to happen in other districts so i think every district is being faced with this same issue with increased costs of supplies and this is only taking to account the supplies not the labor side when was the last time we did we did any kind of 2017 it's been a while it's been that's been a long while what is the average cost of groceries about 30 percent different than
034it was it's still a very good price i think it's a fair price and you know for a hot meal and like i said if we keep it the way it is yeah out of whack during the maybe more for you is the legislator looking at this legislation looking at this for the reduced and free lunches to help with this on that portion no why not [Music] there is no consideration for that in our black grant model or have i ever heard that be considered but that's a good question to ask them right right it is an excellent question and most of our reduced and free lunch reimbursement comes from the federal federal government but still when we're talking to maybe we can use ursa funds for this so yeah i don't know if esther's
035allowable but we can look if he can offset the question why don't we do and it could be a way for us to ease it in and we could you know we could still get you what you need but maybe ease it into families over a two or three year process by using semester funds i don't know if it's allowable or not but we can sure look got a new enemy now yeah it's not it's putin now so maybe maybe as we move forward in the future we need to to review these a little not that we don't review them all the time but we as a board need to review that and maybe make our steps more a little more incremental i mean in the end it's the same chunk it's just easier to
036swallow in smaller bits we appreciate all the work you do to keep our kids fed so that they can learn does anybody else have any questions for jane well you know it's uh food service has always been a tough uh area to you know it's not hard to support it's just expensive yeah and you know i i remember intensive discussion in the late 90s when we flipped over and started using a food service they promised us all kinds of different things so i remember that you know we used two different food service national food services and you know it's still we were still supplementing them more than we supplemented yeah significantly more so jane does a great job i mean she's she's she's very conscientious she does a really great job to minimize costs as
037much as possible so we don't have to supplement her very much inflation still provide really good meals for our kids yeah yeah it is it's just it's it that's just a real part of the piece of the puzzle is the inflation with all of this it is even though the parents might make better money right well we appreciate that we do we do hunger is an issue and it's one that because worldwide we should be looking in our own backyard and taking care of our kids so we'll check on those appreciate yeah well thank you thank you for thank you and thanks for all you do appreciate it thanks jane tell your staff thank you for for taking good care of our kiddos that's a really good idea jeremy yeah that is an excellent idea
038all right does anybody else have anything for the good of the board all right if not we will adjourn awesome thank you all thank you guys what's up
