minutes there you go my condolences to the dexter family and the wilson lost uh we'll be praying for your family um it's good to see um all the students back um at the table and i look forward to their report if they do have a report um that is amazing that you guys are back because it's all about you here in the district anyway um but i came to speak in reference to public comments um public comments to to me and in the past here in the city of bridgeport we've been able to come up here and speak um you know freedom of speech and reference to our public comments um on this agenda it says stick to whatever is on the agenda well they only have the committee reports and then one item agenda
that more than likely i will not be speaking to so in reference to that my comment is that definitely needs to be changed um and you guys can actually figure it out vote on it for the public to be able to speak publicly about the concerns that they have about this board of education and the things that happen to our students in our schools um other than what's on the agenda because you can have all technical stuff on the agenda am i going to speak about that no probably not um something that concerns the students absolutely so those agenda items um do not pertain will not be i more than likely will not be speaking out especially if they're all i.t or something to that effect so we should put public comics back to the
public freedom of speech people thank you miss kennedy next on the item next item on the agenda is approval of board minutes there's only one october 12th 2021 a regular meeting the last time we met is there a motion to approve the move by mr benahan second by ms brown are there any discussions or edits about the minutes hearing none is there a motion to uh i'm sorry hearing none all in favor are you opposed say one abstention by mr lombard committee reports and referrals ad hoc district-wide branding initiative um we had to postpone our meeting so our next meeting will be in november um the third wednesday in november okay any referrals nothing from the contracts committee there any referrals educational diversity equity and inclusion that committee chair is not here is there any
referrals facilities uh facilities did not meet since the last time we reported on it are there any referrals finance committee did not meet in the interim we will be meeting on wednesday at 5 00 pm central high school yes oh yes central place uh governance did not meet since the last time are there any referrals yes mr chair there's been a referral to governance uh from the uh student reps uh regarding the uniform policy student uniform policy okay uh personnel did not meet there any referrals for personnel students and families so student time limit the chair we have the meeting october 21st 2021 in the central high school library we have a lot of um discuss about the pack and ptso and some information the parents i know that will be enjoying me working more
to try to be sure the actual plan is again get it get it ready in time with all the schools so the next meeting will be november 18th 2021 in central high school in library november 8th you said 18 18. okay not 10 21 or you did meet on 10 21 yes learning committee did in fact meet uh we had two items on the agenda one which is coming up further on in the meeting and um also an item under superintendent's request that we um keep in mind that all curriculum and stuff has to go through teaching and learning for vetting before it comes after that again you're the last part so um the policy of the board is already in place we were not aware completely because it hasn't been the practice that any
new course development at the high school level will need to be approved through the teaching and learning committee and the full board prior to implementation any referrals okay superintendents report thank you mr chair just a few items um first i just want to acknowledge read aloud day in last week was a huge success we had over 300 readers read to our kindergarten first and second grade classrooms just want to recognize joyce goodwin and carly roque reyes for the tremendous amount of work that it took to organize 300 readers and assign them and get the books and everything else all the logistical stuff that gets uh overlooked behind the scenes um and thank you to all those who participated and read to our children it was it was a great day i was at waltersville school
i want to thank carmen ortiz principal and her ptso uh i'm excuse me pat president for the hospitality hospital hospitality excuse me that they showed myself and all the other readers so it was it was great and i'm not sure um what the feedback's been it was a great article in today's newspaper uh and over the weekend regarding the success of the of the day something that you know 300 readers 300 yep um student success day was on october uh six currently just to give an update over three thousand students have created their student success plans at the high schools we are looking to get by the end of the month probably a little bit it'll take a little bit longer to get every child to create a student success plan at our high school
so that we can better support their goals and objectives as they navigate college and career plans i want to say and recognize ron repeats and melissa cordova principal over at wilber cross and all the students from discovery and louis munoz marin for their participation in the debate on the radio over the weekend uh and a big thank you to melissa for setting that up it was a fantastic opportunity for our children to be able to debate live on the radio and if you saw the debate the hispanic heritage debate at the discovery library both teams did a great job in preparation and making their points uh but luis munoz marine um i think took it to the next level in making their their uh rebuttal so great job and again ron repeats does a fantastic
job and his commitment to the debate league um over the years just just quite goes unsung and quietly done but um he stays committed he doesn't get paid for it this is something he's passionate about and i think the students really get a great benefit from the debate league just the last uh phase uh on facilities phase one all classroom air purification systems have been installed it's over twelve hundred and fifty all cafeterias have been completed um some other common areas are being done and almost completed as we speak and we will be moving to phase and the final phase uh offices in the coming weeks so we have completed that project and we the facilities department did a great job in deploying um so far about 1500 air purification systems throughout the uh the
district um a couple things i sent everyone an email earlier that i would speak on we have as you saw over the weekend letter went out regarding some of the social interactions of students as we came back to full in-person learning from being on a long hiatus um with uh pretty much a virtual world uh and a social media heavy uh interaction from some of our our young teens and our high school students there was a cyber threat that was made after a deep investigation by bridgeport pd it was a cyber threat that was made against schools outside of the state as we anticipated however we couldn't ignore the fact that it could impact our high schools so that the same threat was just duplicated and passed along from state to state to state it
originated it seems from colorado to missouri and ultimately it traced back to some teens in tennessee so um there is no threat to bridgeport central high school or to warren harding high school here in bridgeport nor any other school here in the district but that being said there has still been some issues and i'm sure uh our board reps can speak to some of the social interactions that have been um displayed since we've returned back to school and i sent everyone a piece that i saw on cbs news regarding what one school in shreveport louisiana has done it's called dads on duty fathers in the community i believe 23 of them have taken on the role to help increase a presence during the arrival and dismissal times at the school they alternate uh depending on
their work schedules please click on the link and watch the clip these are a tremendous group of men who have taken it upon themselves to just improve the climate and culture in their children's school great guys i mean just regular guys looking to help out the kids really love them they love having them there even the students whose those are their dads are proud to have them in the schools they're not shying away and and janine hawkins in the mayor's office and i had a conversation today because she was the one who originally brought it to my attention and we're going to try to create a partnership to uh solicit dads throughout the bridgeport community because i know we have a lot of them here that would do and step up exactly what these gentlemen
are doing in shreveport louisiana so if you haven't seen it if you google dad's on duty shreveport louisiana it's a it's a nice clip um again great gentlemen uh real asset to the community so that's all i have for tonight that's it does anyone have any questions from mr tastani how you doing i know the situation going through about the threat of the school high school stuff like that and i hope nothing happened what was the next step to about i know you had to speak and you had to meeting with the police department to get there and you know trying to have the airstrike all because i know when we have airsoft all around the schools and students see that the parents of community we are not perfect 100 percent and maybe you never
never know where we going something happened but at least families they can understand at least errors are all their part and they may be close as something happen or anything emergency we don't want take 15 20 25 26 minutes to get to the school what would be the next step to trying to work you as a superintendent of school work with the police department to see what we can have as our old times because i know three is not enough for almost 37 schools we have so well we currently now are up to four school resource officers that have been designated to the division um and also a sergeant that has jumped on board who is familiar with our schools she was a sro at one point um we're going to sit down on wednesday
myself uh police chief and representatives from the police department to discuss this unfortunately um some of this are the ramifications of a group last year that was adamant about getting rid of sros it was a nationwide approach we also had several meetings including with senator chris murphy about taking police away from schools um at that time myself lieutenant greck and sergeant collazo argued and lobbied to make sure that bridgeport and the model that was implemented here continued but there was a large force of folks who really thought that police and and schools were um weren't the way to go so unfortunately that was the time we should have all stood up and supported the program and the sros that were really working on behalf of our children and our our teens but um many of
the the police department from chief garcia's reports have been depleted the ranks because of the movement that was uh you know not just here in bridgeport but nationwide i think some officers felt underappreciated and um they've left for greener pasture so um let me do this done it's critical we have to understand our parents how the boy is a very strong voice they want to be sure our kids are safe so the same way sometimes we fight and we bring a lot of commitment a lot of program a lot of contract and we go back and forth we can try the best though to have the airsoft because the parent is the one that we want to be sure our kids are safety because something happening of course is the police department but i don't
want lady that will say oh the board education they don't care about the safety of our kids and i don't want that happen i hold nothing and never have something happen so i feel like at some time they waiting for something bad happened and i hope never so then they would show up the police department of the school because like i always say parents is the one calling you and calling us to be sure our kids are safety it's our reality to be sure our kids are safe we're not talking about the kids be um be um arrested no we don't want that it's to be sure the kids and parents and community feel safety that our kids are okay listen for the past five months i've been trying the lobby for i know you're
trying i know it's true additional support from the school police sro division that's just hasn't happened i would love for parents to start making the phone calls to the mayor's office the lobby and the city council members and the police commission and and the police commission because those are the ones that are making the decisions to not adequately staff the division um which protects our children we don't have police in schools that is a myth we haven't had police in school since 2012. um we have the lowest arrest rate of any municipality not only in connecticut probably across the country but it does it doesn't matter what i say it doesn't matter what this board says it really is going to take the voices of families and and on behalf of students to make sure
that this is uh properly staffed so that we can protect our schools i understand this is funny and trust me that we'll understand our voice they will they know it's our safety and another thing that i know are security to school they do an amazing job they're great um security they want to be sure our kids are safe but i know sometimes too much for them and sometimes they cannot do stuff that are all they can show up in the school so they will they will hear our voice parents that will come out thank you mr sunderland one more question um um i know that we were mentioning the cyber the cyber threats and whatnot um and it seems like this has been every time the new school year either comes around around this time
it's either cedar central we know that i believe two years ago or year before it was central and we thought it was our central um i think it's something we can't necessarily prevent because it's once it's on snapchat instagram or wherever it goes it goes but um my hope is that we could create something with the students where we can either bring something where we address these type of things because even though it's a snapchat today it may be inspiring someone later to try and do something like that and i think um creating a platform or a training or a session to talk about these things to keep kids alert and aware because if if you don't know something like that can actually happen and i think right now because the age of the internet
and you know the different devices that we have it makes it easier for it to be like it's a cyber threat today and then tomorrow is something else um so i guess i would be saying is there any way that we can create a classroom platform to address some of these things either with the you know the police department or with those that work in it or something of the nature where a professional comes in and address this um because students need to understand that just because your school didn't post it so i work and i work in marketing communication so this is what i do all the time just because you didn't post it by you sharing it sets off an alarm throughout the whole entire district so whether it's fake today if someone
else comes upon it they're they're not only are you alarming your peers but you're alarming your parents who are not in school so the more you share it the more clout it gets even though it's fake um so just teaching our students to identify what is real what is not um and then making sure that we have these conversations often will create a safer environment for parents because i saw it online and my my inbox was blowing up with parents of concerns and i'm like i know that it's not real but i need to make sure that you deliver it first as if not being real but to educate parents because they're not in the schools they see it and they immediately start going crazy so i think that this is something that we should
not take lightly but definitely take it serious and make sure we're educating our district on what to look for and then doing our best to avoid it as possible but we already know once it's snapchat that's pretty much it so no thank you so i did have a conversation friday afternoon when it was first shared um thanks to the central high school student who first noticed it and did report it to the administration actually to a teacher and who would report it immediately so um did have a conversation with captain blackwell in this community services division and uh we will be collaborating on some ways that uh him and his division can go into schools to help be more proactive thank you i think the letter and the memo to parents to just for some
look fors and some things that they can do in terms of they're not going to like this monitoring social media platforms of their children uh as much as we want to respect the privacy of of teenagers i think there still needs to be some oversight on some of the social media interactions that are causing some of the uh social behaviors um as we come back to school and i think they can speak to it a lot more they see it in the schools and just it's been a tough transition especially when you look at our ninth and tenth graders who may have not been in school for uh for that transition period from eighth to ninth grade i think also doing something to create a culture of responsibility so that when kids encounter this they
know that it's an irresponsible thing to share it and perpetuate it because that's where it all goes sideways is when people keep sharing and sharing and sharing and sharing like you said that's when it starts to gain some sort of legitimacy and you know kids need to understand when things are fake and they should not be sharing them and instead reporting them we need to create that kind of culture where everybody kind of understands that i'm going to have to say that i think this was handled very well by the students i think it was more mishandled by the adults i think so um it was not something i think the kids shared amongst each other i think it was more shared and commented on on social media by parents so i think it's important
to have those conversations um our young people might be the voice of reason in some instances more often in these types of situations than the adults why that door's up it's hot yes sir thank you is the city still getting grants for the sros is it still a grand funded position no the grant ran out they picked up the tap the final year of the grant chief perez committed to the full amount even though the grant had run out well excuse me even though we were supposed to pick up 50 we did not now the grant is over i know there's been some applications for other federal grants for school safety that they're waiting to hear back if they recent we anticipate them trying to charge us to protect our children again and take money
out of our school budget um not at right now i don't think there's any issues with that there has been mention um by one individual not the chief or anyone else about because of the way the deputy chief and i that had in a conversation that didn't go very well for him based on the way their contractual obligations are um we're left exposed based on days off and and their flex day that i think they should that's their concern not ours so we're not going to pay to call anyone back for two hours or four hours or on a day off yeah i would i would like to see if the police department would treat uh maybe some of our school dismissals as a dismissal of the amphitheater when a show lets out make sure
they keep all the out of towners safe to get back on the highway and leave the city and help protect our children a little more coming and going from school thank you hey there's no old business we have one new business item discussion possible action on contract for curriculum renewal with actively learn who's here to present on that dr jenkins dr jenkins [Music] presentation this is the high school english language arts literacy textbook presentation with all items being presented subject to available funding in 2018 textbook licenses expired for high school teachers and students teachers at the high school in english language arts have worked for approximately three years without a formal digital resource students need a core program to support their learning with english language arts a core program supports students preparation for psat and
s.a.t so it's hope my hope this evening as well as the teachers hope that there's enough available resources to purchase actively learn the textbook review and research process was a bit shorter for high school actively learn is currently being used in our middle school i'm in ela courses and social studies courses it's also being used in high school grades 9 through 12. during the august professional development day the english language arts teachers across the district had an opportunity to review the actively learned program and has been received well the feedback will be presented on the next slide the important factors for consideration are continuity of materials across schools there are multiple supports for english language learners in this program it covers a vast variety of languages not just translation and print but audio translation so
students can listen to their ample practice opportunities formative assessment opportunities embedded in the program so teachers and students get immediate feedback and the materials are aligned to english language arts research some of the feedback from teachers after review the feedback was solicited from 35 to 50 teachers it did not provide all of the results but many teachers were impressed with the initial pd they felt that there were features to support students receiving special education services as well as the english language learner multiple ways to assign tasks they are interested in taking a closer look at text there's a wide variety of texts based on race ethnicity there's a pretty good gender balance text for lgbtq community asian community native american populations the teachers felt students could choose materials geared toward their personal interest and that
students would be likely to respond positively to the program the request for purchase or the recommendation for purchase is a four year access license this is a completely digital program for the high school there are no paper products i'm at the cost of three hundred and ninety six thousand six hundred and ten dollars and this cost includes professional development i was asked at the teaching and learning committee meeting to inquire about a two-year lock-in for the price and the company has agreed to give give us an extension at the two-year price that you see projected i was asked to get a six-year quote and the savings on a six-year quote would be 28 987 dollars but this time because digital products change so much we would recommend the four-year access based on previous experience when
we purchased the math program we had to make a change and to be fiscally prudent um we would like to pursue the four-year access with board approval i was also asked to inquire about there's mr benahan different school districts that are using actively learn springfield massachusetts which has a similar demographic to bridgeport public schools stanford public schools has adopted actively learn and currently the connecticut state vocational high school system is about to adopt actively learn as a product several schools districts across the country with similar demographics to british court public schools clark county east baton rouge duvall county pittsburgh guilford county dallas and san antonio on public schools uses actively learned actively learn is a fully fully digital program it has a variety of diverse and contemporary texts to support culturally responsive practice all high
school students have one-to-one devices so this program will support the current technological model we are employing um it supports the multilingual learner and students receiving special education services so um this would bring us to almost concluding the textbook renewal plan for grades k through 12. um we launched k3 in 2019 grades four through six in 2020. we began a six year implementation with middle school this year and rather than have high school teachers and students wait um i'm making the recommendation under mr testani to purchase actively learn for the teachers to have access immediately with your approval um our it department told me that they could make sure it's activated within 48 hours and the company will do so without a purchase order yes it is [Applause] so without mr holiday we are absent to
quorum so i'm going to wait and come back he ran out yeah it's okay we'll wait for him to come back oh he's yeah i think i think they had a report oh no you guys didn't have a report you guys didn't have a report yes but some of us do well we don't have it once oh does anyone have any questions for dr jenkins about what you just presented here's the chair mr bennett i don't have no question but i have to say dr jenkins thank you for the information um i really appreciate that and now i understand how amazing the program's gonna be with us thank you hey yeah i would just like to ask the students the questions how do you guys feel i don't live in the midst of transitioning to
like mostly digital learning from textbooks and you guys probably started off with mostly textbooks how do you guys find well all this online learning um i would i would say um it's much up to date rather than these old textbooks there's just modern english and nobody understands and there's no like uh engagement with it i mean personally i read the textbooks i'll just close it because i mean i don't understand it or it's too old um and boring rather than the new textbooks that we like use in our schools um online or you know like little articles i think it's more up to date and more engaging and you could i guess relate more to it rather than the old stuff um i would definitely say digital okay plus digital learning is much more portable
i don't like lugging around a textbook every now and then so having it just on my laptop makes my life so much easier and it saves my back pain just tapped on the mic personally for me like in like english 11 like we don't really do much besides i watch youtube videos about like certain like punctuation stuff or like read a text but like in middle school like we had like moby max such and such and like to me like i was having like a lot of fun with it even though it was like school work so like having that again in like high school especially in english since we won't have anything to me would be awesome i'm not saying my english is bad but that's about it all right sorry for me i
actually like the textbooks like i understand everybody likes like online and the computer like yeah it's convenient but for me i like personally like opening the book and reading it and like taking down notes i don't know that's how i work but yeah that's all i have to say [Music] dr jenkins um is there so would that mean the whole entire curriculum would be online so there is is there a balance for students who may learn differently because i'm like you like i when i was in college i had online classes but i also enjoy having a book as well um just in case computer crash or whatever so you have a backup but is is it possible for students to have both or i don't know how it works but um because the high
school curriculum renewal has been delayed um for fiscal reasons and that's not an issue now the high school teachers were asking as the young man at harding said you know he wants something similar to what he had in elementary school so we will be looking at paper graphic novels that's something that i heard that young people would be interested in from the teachers we'll be looking at a vocabulary program that would be paper-based but the digital component this core component would be digital looking at some other supplementary items additionally i believe there are still the anthologies from the previous program in the building available to students the big thick mcdougall lytel anthology maybe not at fairchild it may be in a library but at the other high schools this should be a big thick anthology
that was one of the reasons the teachers did not recommend purchasing a clunky anthology because they said they would have it ap and ece teachers at the comprehensive high schools have asked for replacement of anthologies small anthologies so there will be some paper available so i'll be coming back to seek additional approval it's just they need something now it's since we're one to one okay so so what i just to speak to your point i want to make sure you know and just having any work that we do because we know students learn differently um and receive information differently so it's always good to hear that there is another option um for students who may be like yourself um but you know once she comes back you know you'll be able to hear more about
what is being offered and how that can apply to you and your studies no problem all right is there a motion to approve uh the contract for curriculum renewal with actively learned as reported by dr jenkins moved by mr benahan second by mr lombard all in favor aye post and extension okay 48 hours no p.o [Laughter] all right is there a motion to adjourn don't move second um we haven't had student reports as a formal part of this agenda for quite some time for a reason we have student reports that are done quarterly at a forum that's designed specifically for that and also for public comment i'm going to yield to you and let you do your report but going forward there has been a change okay so you have something to say yeah turn
on your mic all right uh good evening um distance graphite i'm dr frazier i'm a junior at harding high school and um in a continuous effort to promote college and career readiness warren harding high school had 238 seniors participate in the s.a.t test which has accounted for 84 percent of our seniors we also had 87 percent of our juniors participate in the sat test this year our seniors have had presentations from fairfield university university of new haven sacred heart uconn university of hartford university of bridgeport southern connecticut and westcon and they'll be joining us this thursday so i you know have kids like interact with like colleges and stuff and um as october closes and we head into november our ptso will be working with bridgeport rescue mission to provide turkeys and fixing to harden
families by signing parents up for the british port rescue mission annual turkey giveaway at hartford healthcare amp theater [Applause] all right um once again i'm angel serrano i go to bridgewater mills here academy um we had some uh quite a few events that happened at bridgewater military academy over the past month um as you mentioned some colleges visit most of all the colleges as you visit us as well and spoke to our senior class about their post secondary options another thing there was a successful school-wide uh bullying prevention month dress down day it was very good um and right now we're in a process of painting a wall to to pledge to stop the bullying what else went on um [Music] bma is in the process of partnering with bridgeport fire department in order to
strengthen our fire science and emt classes that bridgewater military academy offers three civil air patrol cadets were promoted to various leadership positions these cadets are also in process of purchasing their uniforms and will participate in more events in the near future while october has been a short month we are looking forward to november where we'll have report card conferences a basic leadership academy or a basic leadership training for our engineering otc cadets and we will have our first recruitment open house on november 4th where we will be combining with fairchild wheeler to promote both schools to interested parents i'm layla wilson i'm a senior at the biotech school at fairchild wheeler i don't have a formal report but i can tell you about some of the things you've been working on in the past month
and you've done um this past friday we held a campus-wide pink out day where students wore pink in solidarity with breast cancer survivors and to raise awareness for breast cancer research um we've been working like the bio and nhs have been working to plan more of these events to form more of a community at fairchild um we are currently working with mr 6a fairy tales recruiter to have a fall festival on the 13th of november and we have also been trying to find a local food bank that we have been collecting different like canned goods and things like that to um to provide before the holiday season and also we're working on planning a pep rally to be held in december before winter break thank you hi guys avery i really wanted to talk about
