001[Music] okay i'd like to bring the brookfield board of education meeting for may 4th 2022 to order please join me for the pledge of allegiance [Music] all right we have our all seven of our members are here this evening um and uh and with dr burrell um so uh we'll jump into the agenda and first up uh this week is some appreciation and recognition um we do this every year around this time and it's a special moment um so i've got a i'm gonna start with a reading of a resolution for teacher and staff appreciation week whereas brookfield teachers open children's minds to the magic of ideas knowledge and dreams and whereas brookfield teachers keep american democracy alive by laying the foundation for good citizenship and whereas brookfield teachers demonstrate a passion for teachers that
002inspires enthusiasm for learning for teaching that inspires an enthusiasm for learning whereas brookfield teachers fill many roles as listeners as explorers role models motivators and mentors and whereas brookfield teachers are the key to the quality and success of the brookfield schools and whereas brookfield teachers continue to influence our children long after their school days are only memories be it resolve that the brookfield board of education supports and endorses may 2nd to may 6 2022 as teacher and staff appreciation week and that the board extends its wholehearted appreciation to brookfield teachers for their outstanding contribution to the children of our community and urge all members of our community to take the time to recognize and acknowledge the impact that teachers have on our lives and the lives of our children i'd like to invite the representative
003of the teachers union uh tara nygaard to come up and i just want to thank you for coming hi and i then i'll just reiterate all the parents who are out there listening say something really nice to the teachers and to the staff in the schools um so the second uh proclamation is in recognition of school nurses day whereas through their skill and expertise our nation's school nurses help to foster a healthy nurturing community in which our children can learn and grow and whereas most often school nurses are the first and sometimes the only line of defense against illnesses and conditions our students face making their contribution to the education and welfare of our student population invaluable and whereas the nature of the profession calls on their ability to take roles beyond that of just
004a health provider acting as teacher confidante mentor and friend to the students of connecticut and whereas today's society presents students with an overwhelming number of physical social and mental ills and school nurses have become an essential component of effective health programs both in and out of the classroom and whereas the overwhelming dedication school nurses show to their profession and to the children they care for stands as a testament to their commitment to the success and wellness of connecticut's future generations now therefore be it resolved that the brookfield board of education supports and endorses may 11 2022 as school nurses day and that the board extends its wholehearted appreciation to brookfield nurses for their outstanding contribution to the children of our community and urge members of our community to take the time to recognize and acknowledge
005the role of these nurses in our lives and the lives of our children i'd like to invite beth o'connor up to receive the congratulations of the board on school i will add that the last two years have proven what superheroes our nurses are so very truly well deserved okay the third recognition um i'd like to turn it over to dr burrell all right thanks mr belden so we have a recognition of students here and i'd like to um let everybody know that we're going to recognize the students who participated in our 15th annual hrra who's atonic resource recovery authority annual poster contest and he actually has your microphone on it's on seth can you try it again can you hear me on this one set okay this one's working okay all right so um i
006want to recognize the students who participated in the 15th annual housatonic resource recovery authority annual poster contest and to that end there's lisa is already up there i'm here um the board of education and superintendent assistant uh lisa grambling who has led this poster contest for 15 years now is going to put together has put together a presentation for us so lisa the floor is yours thank you dr barrel good evening everybody i'm lisa grambling i'm the secretary to superintendent barrel and it is my honor to uh present the winners of the 15th annual hrra recycling poster contest just a little background we have surrounding towns that participate in this we get the templates from the hra and we distribute those in january and the students have until toward the end of february to hand
007in their artwork and they're judged by grade for second third place those posters come back to us we send all of the first place winners out regionally to be judged and then um the hra has their ceremony at the end of april which just happened last week and dr brielle is going to join me in a little bit to fill you in on what a wonderful presentation that was so we had 156 participants we had 11 regional winners and we are so proud to announce that brookfield had the regional grand prize winner this year so i'm very very proud of that um so the regional winners uh receive either 75 50 or twenty five dollar check our grand prize winner received a two hundred and fifty dollar check uh and her poster will be on
008twenty heart transit buses uh all throughout the area and the um participating teacher in school receives five hundred dollars for uh environmental educational needs this doesn't happen without the principals and the secretaries the teachers the poster contest coordinators none of this can be done without you so i just want to send a heartfelt thanks because again we couldn't do this without you guys so we're going to start with our youngest artist and that would be kindergarten so this is our kindergarten first place winner and second place regional winner grayson hoyt we have kindergarten second place enrico flores kindergarten third place lena hamlach our first grade first place and third place regional winner was tyler freeman a lot of talented youngsters here first grade second place ethan hertel first grade third place brady lim and that
009takes us to huckleberry we had second grade first place and third place regional winner elizabel we had a lot of siblings participate together this year which was wonderful second grade second place kaylee clarkson second grade third place evelyn shettino third grade first place jason yoon and the theme this year was composting so that important to mention [Music] third grade second place daniel yoon third grade third place natalie freeman fourth grade first place and this was a first place regional winner amber zhang fourth grade second place brianna lim fourth grade third place natalie shettino fifth grade first place and another first place regional winner was zion bilal fifth grade second place was mina coimbatore i understand there's a spelling in her name that's wrong so we'll fix that for her fifth grade third place alicia cabral
010sixth grade first place shah dejang sixth grade second place evan bartholomew sixth grade third place brook scallon seventh grade first place and hrra honorable mention shreya kelkar eighth grade first place and a third place regional winner was kalyn fulchetti eighth grade second place is rebecca batterton ninth grade second place sophia pachenko and we have ninth grade third place mia buca room 10th grade first place and second place regional win winner was fatima abdulrahman 11th grade first place and third place regional winner was anna lynn and 12th grade first place and third place regional winner was eliza silva so we saved our regional grand prize winner and poster for the very end and dr brill if you would like to come up and say a few words about how she was presented with her award you
011did a good job all right so alvina balal is our regional winner out of how many towns is it well it's 12 towns and um she uh received not only for this beautiful poster that you can see here she received a 250 check and the high school is receiving a 500 check as lisa talked about earlier she did this beautiful poster here which will be on how many buses be on 20 buses around the region um advertising and how we deliver this news to her is lisa called the parents and let them know that the kids had won and they had the regional winner but didn't tell them who and so they were in suspense and doing the extra cleaning on the house because we were all coming over to do like a publishers clearinghouse
012sweepstakes uh and surprise them so mark myself um jen um what's jin's last name from hre oh yeah um jones and uh mrs carr our first select woman we all went over and we presented them with this and it was a big surprise balloons the whole thing and it was just a lot of fun and we took the picture and uh they're just really proud of their daughter and uh we're really proud of elvina as well and it's just really exciting so um again thank you we have a couple pictures to share oh yeah go ahead actually so there is the winning entry and this was the the picture of the family and then the picture of um mark bellanda and dr barrel and uh miss carr with the family and of course mr blanda
013can't wait for his check so i'm bringing table and that's what the heart bus will look like so congratulations to everybody that participated and everybody that one and hopefully we will see you next year thank you thanks lisa it's always so exciting but i just love seeing the progression of the artists as they get older beautiful the effort is amazing so um the last bit of recognition uh is one i'd like to turn over to mr milan it's a high school recognition good evening everyone i'd be remiss if i didn't say i feel like happy gilmore every time i get one of those if anybody's ever seen that movie he wins the big checks and just throws him in the back of his car thinks he has to catch them um i'm i i really
014don't have a ton to say i'm actually i was um when dr braille shared that uh mr bell would like me to come up and talk a little bit about the u.s news and world report um it's with i'm very humble in the fact that we have received this award as a high school um for the last four years running 2019 20 21 and 22 we have been identified as one of u.s news world report u.s news and world report's best high schools there are almost 24 000 public high schools in the country they only rank u.s news and world report ranks about 18 000 nationally uh this year we were 1743 which puts us in the top 10 percent in the country in terms of where we fall so that was pretty exciting and
015then in terms of public high schools in connecticut there's 206 they there's more than 206 public high schools they only rank 206 um where 37th puts us in the top 18 percent of public high schools in the state of connecticut this work uh really goes out to the people and the teachers and the students who really do all the work here so they look at sat scores they look at this year they look for the first time at uh ngss the next generation science standard scores factored into their ratings they look at college readiness preparedness course number of students taking advanced courses they look at a whole host of different categories really i can't take no credit for it's the work of the teachers and the students uh and the administrators i used to work
016formally with like mr bednark who was here when uh that was that happened so i'm just i'm so pleased um typically you might see uh if anybody's seen emails from me or letterhead you might only see the 2019 badge i'm going to amend that and probably put the years because it is a racket they charge a thousand dollars for that badge so we're not buying it every year so um that's what it's there for it doesn't take away from the recognition but i'm not going to pay a thousand dollars for a badge i'm just going to share it locally so thank you for the time to recognize all the hard work of our staff and our students over the last several years and it continues today so thank you um i know ben is coming
017up next i was going to actually do the student report but ben i know you're up next on the agenda and you tend to not toot your own horn i'll let you talk about where you're going to school because you've made that decision um just don't flex me up here you're going to make me look bad there's uh ben was part of the um and when a press release will be coming out shortly um there's an initiative in the state of connecticut uh to encourage uh student voice voice for change and people may not know that ben and another student here at the high school uh one through student government and one really through with work through future teachers of america uh created a proposal a grant that was actually um shared with the entire
018student body they had an opportunity to vote on it and um turns out that ben's grant and ben's not really ben's grants for the school but i credit ben with the hard work he earned us a twenty thousand dollar grant from the state of connecticut so ben thank you very much and that's all i have for you so thank you thanks mark it's it's a streak you have to keep up mark um so i think that's it for our recognition section of our agenda today uh next up is our student representative report so ben let me turn it over to you okay first of all go off the books and say that we did win 5-0 against colby cathedral that's three sets for varsity two sets for jv so get that out of the way
019well done all right inaugural season it's a big deal it is yes all right so um past events we had clubbies tree plenish which was this last weekend and that went really well i think they had over 100 trees that they planted around the town and again that's just to help um kind of balance out what we use in paper usage in the school and planting trees and then also outdoors club had a hike this last weekend as well in town at housatonic state park lower yeah lower historic state park and okay so for upcoming events um this weekend may 8th mother's day we have the national honor society 5k i think we have around 150 runners so i think you might still be able to register it's technically noon but i think we i
020think oh is that all right mrs zarchek might open it up again we'll see all right and then may 20th is senior prom at the water view may 23rd is peer counseling st baldrick's fundraiser that's from five to seven in the cafeteria and that's pretty much open to anybody in the community who wants to help show solidarity for kids with cancer and it's also to raise money um but the whole idea is you shave your head and that solidarity really helps people who are going through something like that and then may 24th we have the bhs chorus concert followed by the spring band concert on the 25th 27th we have a plc day may 30th we have memorial day so it's no school june 14th is the grad party semi-formal at candle it in june
02115th is the senior trip to six flags june 16th is the grad walk which would be walking around the different schools revisiting where we went to school and june 17th is the rehearsal for graduation followed by the 18th graduation rain or shine so then moving on to athletics mr baldwin just wanted me to share a few pieces of information so 10 members of the athletic advisory attended a sportsmanship conference and received a michael's achievement cup award for having one of the best athletic programs in the state and also on april 29th so the unified sports ciac awards night both wisconnier athletes philip ferreira and cameron police were honored by the ciac high school athletes ahmad hashmi and jillian mitchell were honored as well and then also receiving recognition that night where a whiskey coach corlyn
022rafferty and she was honored for five years of service and then high school coach nick castellano was honored for five years of service and high school athletics director stephen baldwin was honored for 10 years of service and for the all-state winter sports winners that was girls basketball catherine celosi boys swim mata stephanie stefano and jude lucarum and wrestling matt carosa hockey kenny graniker and dance elizabeth destefano and siobhan feeney and then we also recently had four athletes named academic allstate so kyle rosa for football jackson barrell for football maddie carosa for wrestling and siobhan feeney for dance and then girls from athletic advisory will be attending a woman in leadership conference on may 10th and finally a very successful florida trip just happened over spring break where we had over 125 athletes from the high
023school go to florida for a nice little trip and my final announcement that i've missed mr dr brill's been waiting for that i will be attending quinnipiac university next year have you chosen a major yet or is that still in your future i have chosen a major and it goes right along with this so i'm going to be going into mathematics as a secondary education like program oh excellent yeah excellent he didn't want to leave the blue and yellow he wanted to stay a bobcat so yeah bobcats yeah bobcats for life bobcat for life go ahead congratulations thank you all right so next up on the agenda is written correspondence okay deborah case wrote regarding ppt meetings irene korea wrote regarding meeting minutes helene gone wrote regarding published curriculum brittany mcmahon maura keenan kristen joshie
024jennifer powers tara o'shea vita culinary kim rachela and coach mike wrote regarding bhs athletics and coach lisa shang kristen jose wrote regarding tonight's agenda and mohammed shaikh wrote regarding a bus issue okay um board minutes i will move that the board approved the minutes from the special meeting expulsion hearing on april 4th and the regular meeting on april 6th okay it's moved in second in any discussion on the minutes hearing none all in favor any post no all right um so let me turn it over then to dr burrell for an update all right thanks mr belden uh so we have a lot of exciting things going on as you heard with all the reports from the high school and the recognitions and mrs grambling's hra uh presentation uh in addition to that um i
025wanted to give everybody an administrator administrator progress update um first off um amy di nicola hickman our new special education special services director she's here with us tonight she started on monday so she's here with us and it's day three and she's still here so thank you good to see you so we're excited to have amy with us and joining the team um in addition to that we had the internal interviews today for center school interim principal it went well and i'll be looking in the next few days um to make a final decision um at huckleberry it's very important to note that uh we've been we actually worked with the baa and both dr pepsosky and dr rudel they have done an incredible job and their interim positions in leading huckleberry the last few
026months and we have moved to have them be principal and assistant principal for next school year with no more interim in front of their names we're very proud of them and i was actually able to go over to the school and announce that with the faculty and uh there was a nice uprising of uh applause and as dr pepsosky says whooping it up and uh they were having a good old time over there they're very pleased and so we're really excited for both of them i'm sorry what's that well-deserved oh yes definitely they've worked very hard over there and done a great job very proud of them and then for our assistant superintendent interview process round one has been completed round two is this friday actually mr belden is the board member representative on the
027team and it's possible that sometime late next week we may have a decision moving forward and i would bring the candidate forward on may 18th to the board so that's the administrator update we also had a really we've had a tremendous opportunity and i shared this in my weekend update with the board student safety obviously is is our first priority student in staff safety and um in updating and enhancing our emergency preparation we're working with the connecticut center for school safety and crisis preparation dr emery bernhardt is the new leader of that organization from the state but he's actually housed at western connecticut so he's very close to us he's a great resource and we are actually in a pilot working with him our our district in terms of him working with all of the
028state regulations with crisis preparation and updating plans and aligning school emergency plans and ours are going to be the first pilot and model aligning for the state he's building this pilot as he goes along to update what we already have and enhance what we already have so we're really excited about that he was in on april 26th for a training with us and then our threat assessment teams had an all-day training yesterday where we participated with some new york schools and we were working on threat assessment training and developing all new protocols and uh you know setting ourselves up for success in violence prevention um and really getting our vocabulary uh together and all of our processes in place so we're really excited about this and threat assessment if people aren't sure what that means
029it's a problem-solving approach for violence prevention and so we're always being proactive here at the school as best we can so anyway we're really excited about that and really proud of the team and the effort they've put in before i go any further um i actually want to stop for a second invite up mr bednarik the assistant principal at wisconier who heads up seventh and eighth grade he's gonna talk a little bit about normalcy we are going to the washington uh back on the washington dc trip we're really excited about it ed's one of the leaders with mr renda heading it up so ed share a little bit about the trip for us you got i want to second that we are very excited this year to be able to bring back the dc trip
030uh it's something that's been missing for a few couple years now so it's about time we get back and get back to doing what we need to do for the kids so we are scheduled to go on the dc trip starting on may 18th we will arrive at the the middle school fresh early in the morning at six o'clock ready to go on three uh three coach buses down there each coast coach bus once we get to dc is gonna have a tour guide we're gonna be staying at the embassy suites hotel for two nights so it's a three day trip two night trip wednesday through friday uh a couple things about the hotel they do have security there overnight i like to you know say that to the parents and let them know that
031on every floor the security so the kids are so tired from the day and all that we do i'll talk a little bit about the itinerary too uh they're so tired that uh they for the most part they have right to sleep we're all tired the the chaperones too let me give you a quick copy of them yeah all right so uh some stats for you this year the participation out of 197 students 141 are attending that's 191 eighth grade 197 eighth grade students 141 are attending so that's about 72 percent that is a bit of a drop from prior years which was typically around 90 percent we did expect that there might be a drop based on everything that's kind of going on right now right so that was that was expected uh we
032will have 56 students remaining behind those students are going to report to their science teachers for the first thing in the morning on the days when everyone else is away the science teachers have put together a bit of a curriculum for them things like virtual tour of dc they also throw in some fun things because we want to do fun things for the kids who are staying behind too okay the cost of the trip this year is 545 per student that was almost something that we weren't sure if we could overcome it was it was really it was up by about a hundred dollars from previous years uh that's also something that we did expect everything is inflation-wise everything is going up across the board um from buses to fuel just everything across the board
033so we did anticipate that there would be an increase and there was but uh i early on i worked very hard with a mr jewett who uh helped me kind of organize the trip in the beginning and we decided early on that we're gonna try to overcome these these hurdles as we go and see what we could do to to make this trip happen so the number of chaperones are going to be 18 total chaperones there's going to be 10 that are staff and eight who are parents their chaperone to student ratio is one to eight that's actually better than the recommended and really better than most schools that are one to ten so i think our one to eight goal was pretty good so we really have one chaperone in charge of eight kids
034which is very very doable it's a very organized trip and it works well let's see i wanted to mention uh as part of the cost just about everything is paid for the hotel is paid for almost all the meals are paid for the only meals that are not paid for on the way down we stop at a rest stop for lunch and on the way back home we stop at a rest stop for lunch so those two are not paid for but everything else in the trip is completely included okay we do recommend if kids want to buy some things they might want to bring a little a little extra spending cash okay some highlights of the trip we're going to be going to the smithsonian museum of american history we see all the monuments
035the washington monument we're planning right now to go to the u.s capitol something new this year we're going to the smithsonian national zoo which i am very excited about because we've never been there before and i think this is going to be a a very interesting year to try something a little different and i think it's going to be a lot of fun for the kids uh also of course we do our memorials the lincoln memorial korean memorial vietnam memorial martin luther king roosevelt world war ii jefferson memorial which which really are they're just fantastic it really is a fun trip across the board we keep the kids busy we move we go go go everyone is just exhausted which is great because we're getting a lot in uh i didn't mention also that uh
036you know what the purpose of this trip is also to enhance our our eighth grade social studies curriculum right that's our connection to our curriculum piece uh on friday which is the last day we're there we're gonna go to arlington national cemetery we're gonna see the wreath ceremony for the tomb of the unknown soldier and then we will depart sometime around 12 30 to head back to whiskenier for friday night which is usually around eight or nine o'clock eight to nine o'clock arrival back at wisconsin so that's kind of the overview of the trip a letter went home to parents just this week that contained all the information related to what to bring departure times when to arrive at the middle school prescription medication related items for for a nurse different protocols uh what they
037could bring snacks stuff like that so that just went home uh this week so i think all the parents should have that now we've also been sharing that with the kids the social studies teachers actually go through everything on that letter with the students so they're aware of what's expected and ready to go on this trip and i can tell you that they are very excited i've been as i as we've been getting closer and i see the kids i'll tell them oh washington dc a couple weeks away and and every time i talk to a student who's going to washington dc they always light up and say oh i can't wait it's going to be great it's going to be great so i think it's really going to be a fun trip thank you
038yeah we've got it is there any questions yeah any questions i'm so glad you're doing it i am too i agree yeah we need to all right thank you appreciate all the hard work and send the best of the teachers who are participating thank you thank you all right a couple more things wanted to share um that our technology committee met on may 2nd we have a number of various stakeholders participating in the technology committee technology committee work eric presented a couple of board meetings ago about future ready schools and our participation again aligning with the state and what's going on and taking advantage of resources that are out there to take advantage of and in addition to that the technology committee work obviously will feed into work we do and you can see next
039on the agenda i'm going to talk a little bit about candlewood lake but also strategic planning so it all feeds in and we're really excited about what's happening there and those teachers are our teachers and other stakeholders are quite energized next week we are going to have our kickoff candle with lake planning team meeting on the 11th and uh that's an afternoon meeting for a couple of hours and we're going to be meeting with again various grade levels various subject areas pre-k to five um and also various staff members from the different unions and so forth so really it's not just faculty staff as well and we really have a number of categories that we're starting to look at and get ourselves ready not only vision mission climate culture but also logistics the move in
040what's that look like starting to get information from the construction manager on that and when we're going out to bid on the moving contract and what is bus drop-off really going to look like there's a large school there's a lot of things to do the handbook how do we take two handbooks and meld them together make that work um so there's a lot of things we're actually going to be i'm going to be reaching out to both pto leaders because the ptos are going to have to get together because we're going it's one school so we're going to have to figure out how that's going to work so all that stuff now it's that energy exciting getting real time and like i said in a note to the board a couple of weeks ago once
041we take that tour may 17th and i just was fortunate enough uh maybe two weeks ago to to walk through with mr checkout it really becomes concrete um it's it's wow this is real um it's going you can just feel it's gonna be beautiful and it's just so exciting and so once you get that in there you probably you'll feel the energy like i do at this point and get really excited about it so anyway that's coming i wanted to let everybody know that about that and finally strategic planning our formation meeting uh really it's kind of a kick-off meeting to talk with mr costa who is our ed advanced consultant that's on may 24th and again that's a brief afternoon meeting and we've got a number of uh stakeholders there parents etc and actually
042mr moland is getting uh working to get us two students identified to participate with us as well so we're really excited about the future planning for the future and uh in in getting after it so i don't know if anybody has any questions but that's my report for tonight thank you okay any questions from the board okay um so we're gonna move on to subcommittee reports first up is facilities to you okay we have a lot of updates so we we met on april 6th we reviewed the school due reports and discussed equipment leaks and maintenance issues the update for wisconier the water we have one last sample bottle to do if the test is acceptable then we anticipate the state to close this issue we reviewed our capital projects hvac dance coordinating with the
043high school to get most of it done during the summer we had our first official day of work on the project it is underway materials have been ordered we're just waiting on signatures and contracts we aren't worried about supply issues but just workforce issues we'll have full control of the heating by winter though the boys locker room project unfortunately came in at 263 thousand dollars over budget what was originally quoted so ken met with marcia and we're waiting to hear back about options for possibly additional funding to cover that additional cost the guidance wing roof at the high school the architect has been picked and they're updating the specs three full restrooms are scheduled for repair at the high school one specifically i think near the main office or the main entrance and one in
044the math wing two main office okay two near the main office and one in the math wing security measures we're still waiting on the specs for that and the electrical server we have the specs and most likely have a surplus with that project update for the wall at wisconier the cost came in significantly higher than expected the lowest bidder came in at 1 million 30 000. so we're trying to set up a meeting with the engineer to review the proposal and determine if there's a way to reduce the cost maybe every bid or work with the bidder to reduce the cost we have 700 000 in capital for the project so we still have time in the process to move forward arpa funding so the funding for the bhs library rooftop was approved 90 000.
045uh but these numbers are from november so the price may increase we're having the vendor update us quote not sure if we have to go out to bid so since it's a state funding grant we need to review the rules it's also important to know that there is a long lead time on hvac equipment so we don't expect this project to be completed before the end of the school year the building condition study was also approved we have sample rfps and the high school will be the main priority custodian staffing update we have one open position at huckleberry but we do have green light filling in so there is a body there cleaning protocol and staffing at the new school um center candlewood lake elementary school ken and dan are going to meet with hilliard
046first and then hillyard's going to develop some proposals before presenting options to us at a future meeting so in june we'll get a meeting with uh hillyard to go over their proposals summer plannings contractors need to keep moving and completing work on projects so just a heads up we're considering moving parks and rec programs to the high school but only if we have to athletics and building administrators are being asked to coordinate the scheduling of activities such as summer school and extended school year with any building projects that will be going on this summer and main office leak at the high school the expected cost is 52 thousand dollars we took this request to repair the roof over the main office to the board of selectmen the request was repo was approved by the board
047of selectmen the transfer of funds request is now being passed on to the board of finance on wednesday the 13th dan has been in touch with the contractor and expecting the work to only take about a week or so that's about it a lot of updates there's a lot of them there are facilities a lot going on any questions for joy all right i'll turn it over to rosa for the finance committee okay so we last met on april 11th and uh it was a relatively quick meeting just to kind of review what you already know we do have a spending freeze that that was in place since march 8th ken reported that we would have otherwise had a budget deficit of around 45 thousand dollars the accounts that are mostly contributing to that overrun
048are substitutes heating costs due to it being such a long and cold winter more than anticipated and professional services related to special education so the accounts that have been affected by the spending freeze are mainly books supplies extended duty and professional development but at this meeting we we usually have a representative from the board of finance and eileen cook was there and with some great feedback so she was able to communicate that the board of finance is perhaps willing at least to cooperate with us perhaps use some town contingency funds to help us with some of these overages so that our students are not going without things or we're not getting too far behind on our priorities so ken was going to reach out to the principals see if there was anything that was really
049vital or high priority that we can maybe still purchase this year despite these budget overruns so that's good news and we're expecting an update on that at our next committee meeting on monday and that's it okay any questions for rosa all right so the last of our committee reports is policy and communications so demi um we met last wednesday april 27th and the beginning part of our meeting was really to finish up the budget flyer that was distributed today via email that's really sort of a recap of what went into our budget for this year and lots of detail behind the numbers so that people can make uh an informed vote at the on at the referendum so that has been completed and was distributed today after that we jumped into policies and the first
050one we discussed is a new policy that's in your packet that we'll be talking about a little bit later on it's policy 4115.3 which deals with evaluation and employment of coaches so i won't go into too much detail about that now because we will get to it later we discussed three more policies two of them are also in your packet for review tonight for a first read health medical records dealing with hipaa regulations and another new policy 5144.4 physical exercise and discipline of students so um there was a final policy that we discussed but we decided not to bring it forward to the board tonight it has to do with use of exclusionary time out and we decided to table that for until we could have further discussion with our new special education director so
051uh we'll continue those discussions and that was about it debbie these are all policies that are part of our cave recommendation in terms of the mandatory lists that we've been working on chipping away right okay any questions for debbie all right hearing none we'll move on next up is our consent agenda i'll move that the board approve the items on the consent agenda which are resignations retirements and the march financials second it's moved and seconded any comments oh thanks mr belden so uh first of all i'd like to thank laura miller for 27 years of service as our occupational therapist and we're just excited to wish her well uh in uh her future in her new endeavors and really thank her for everything she's done for students and staff alike and families throughout her almost
052three decades in the district it's just amazing so we wish her all the best and also to mrs richards or one of our nurses over at wisconsin as a matter of fact i talked with patty she's been with us nine years uh she's actually going on the washington dc trip for the last time so she is the nurse that's on the trip and when i went a couple of years ago i got to know paddy quite well because we sat together on the bus and it was it was just great getting to know her so again we wish her uh all the best uh as she contemplates retirement thank you okay thank you any other comments okay all in all right favor me oppose all right we'll move on all right so we're moving on
053to new business uh we have a number of policy items in the new business and um before we get into the first item the the we're going to talk about the coaches evaluation process as we're all aware there isn't as an item growing that hasn't come to the board yet but this policy is kind of on the critical path to making decisions on that front so the first item on the motion is to waive our 30-day waiting period so we we as a board can decide whether we're going to approve that policy tonight or if we choose we can then send it back to committee or wait the 30 days but it would be by waiving the bylaw which is the first motion i just want to make sure everyone knew that was in context
054it was so that we have the flexibility to decide what and what rate and pace we're going to do with instead of it being governed by one of our policies so that's i just wanted to start there so item a i will move that the board wave bylaw number 9311 policies for the purpose of adopting new policy number 4115.3 evaluation and employment of coaches second okay it's moved in second is it was my explanation clear enough did you have any discussion on that okay all in favor okay so we've waived the 30-day waiting period so the next one is actually the policy itself i will move that the board approve new policy and regulation number 4115.3 evaluation and employment of coaches as recommended by the policy and communications subcommittee second it's moved in second and
055let me turn it over debbie to you and let you say a couple of remarks yep um it's important to note with this policy that all of the steps outlined in this policy are things that we already do as a district we already do coach evaluations [Music] so we just need to have a formal policy in place um this policy that's before you tonight is mandated by cabe and has been approved by cave so we did not make we did not we're not recommending any changes to what cabe recommends for this policy so it's really just these four clear steps and the description underneath it okay and then the procedure that's also attached to it that's a that's a regulation for governing the actions of uh of the on how we do it correct interestingly
056bob and uh we talked uh for a little bit about this at the policy committee the appeal process while a regulation and typically regulations aren't usually we don't have the board approved regulations in this case um this is the appeal procedure has to be a part of the evaluate of the policy and it's it kind of was part and parcel so uh attorney murphy recommended that we approve this regulation which is the procedure the appeal procedure because you have to have that in place for your coaches okay so i sent a note out to everyone saying that we were i was going to try and push this through this evening and just to make sure everyone had a chance to read it and look at it does anybody have any comments or suggestions to the
057you know policy that we can deal with tonight or is it something we have to uh are there any concerns that we have to send back i guess is the question i had a couple of questions okay um so debbie said so because i'm just looking here just um so is this one through four always been in place because it looks like the font is different too so is this something that's always been done or is that just a kind of like a grammatical type bow it looks like this was inserted i it came from cape so i can't comment on that but we certainly could adjust the font i was just curious because it really stuck out it's not something we added in no right that's that's my question so is that something we
058added or that's always been in the policy through cave this is the k policy i saw the same thing i immediately wrote to lisa saying we got to fix the font so um down at the bottom before the legal reference this is a board made terminate the terminate the contract of any coach at any time for reasons of moral disc misconduct and subordination or violation of the rules of the board or because the sport has been canceled by the board so does discrimination i was surprised not to not see that term in there is that considered moral misconduct i couldn't imagine on the definition of discrimination in that regard joy i i wouldn't be able to answer that question what i can't tell you though is that this starts to get into the right of
059the board versus a more veteran coach as you can see in the paragraph above where they've been for three or more years as a coach and then they have that right to the appeal and so forth so that's where that appeal comes in so if you've coached for less than that you then you don't have you you don't have a right to an appeal okay it's like almost like a 10-year kind of not quite but it's the same concept um more rights are bestowed on a more veteran more senior person and on that second page coaches appeal procedure so the very first sentence there will be an annual evaluation of all coaches to be conducted by the coach's immediate supervisor so is that the um athletic director yeah our value our evaluations are in direct
060alignment with the connecticut athletic directors association and mr baldwin brought those in five or six years ago and those are those evaluations are conducted by him okay him and only him not he's he is the immediate supervisor okay the athletic director yeah and midway to be covered by these procedures a person must the person must both be an athletic coach holding a coaching permit who was hired by the board i guess i was confused by that because coaching permit who was hired by the board so they're that's never coming through not a volunteer coach that would apply to somebody you know volunteer coach they're hired by the board and then the other piece to that is having the coaching permit all our coaches have to be certified to coach correct but doesn't come to the
061board for approval coaches correct i think they're just considered a board of employees everything says recommended by the board of education okay hired by the board it's a collective term and it's really mostly just our consent right like that would just come across do we put coaches in our consent agenda we don't that's why we probably should if that yeah because we do every other hire under the consent agenda i would think that's right we should have them under our consent they're all processed through hr but absolutely that's a that's a good felt suspenders and for number three at the bottom of that page um kind of the last sentence the board in its soul discretion may assign a subcommittee the board would determine how many members are on that subcommittee or the board has
062the board has the choice to hear have a hearing as an entire board or can appoint a subcommittee to okay and then the board would decide if the subcommittee would just make the decision or it would be the subcommittee would meet to make a recommendation to the board it says if this occurs there shall be no further right to appeal to the full board so it sounds like right it sounds like so to me i interpret that as the subcommittee would decide yeah make the decision they would they would conduct the hearing and all of that and yeah if the board chooses to create that subcommittee they also create the right for that i would i would i would urge us to do it as a full board as a matter of course unless we
063have a situation that's rather minor right you know off some milk and uh and we can do it but these if it's a termination we ought to hear that sort of appeal as a board i think probably the way we handled the book reconsideration yeah well more or more when we've had uh grievances that have had to come to the board right we meet as a board the big purpose of this is coaches are separate many coaches are not part of any bargaining unit they're not full-time employees they could be separate and so coaches um you know like everyone deserve due process and that's why you have the appeal procedure and it's important for the organization the board the administration the employee the coach remember it might be to understand the rules of the game
064what are the guidelines that we follow should we have a disagreement and so that's why it's important to have this for our coaches i just had uh just two more things on the third page 3.3 kind of midway it says for good cause shown the athletic coach and administration may call a limited number of witnesses is there a number are we putting a number on that or one of the things that you like to look there is you want witnesses for both sides if it ultimately goes to a hearing to be witnesses that can provide substance um that have some semblance of what the issue might be and in there also there's a timepiece where the board needs to be notified of who those witnesses would be in advance so it isn't just um a
065line of people who decided i'm in the mood to support the coach or i'm in the mood to support administration or i just want to make a comment on this and people come up kind of in a state of emotion there's a reason they're coming they're prepared both sides are aware and the board can be prepared and that's important during a hearing so it stays organized so could a certain number be denied it because it says limited or no i think at that point joy would probably if we were to that far into the situation we'd probably be seeking counsel on that and having conversations and how do volunteer coaches play into this is this under the same purview or um they would fall under our volunteer policies they're not necessarily employees although they do
066have to be licensed or certified so i don't i don't know that we could use some guidelines like this but they're volunteers they're not employees so they have different they have less rights frankly because they're volunteers okay i think we should look into that because i have concerns that they're still in the capacity of coaching just as much as a regular clutch okay that's it so you have a lot of questions were there any recommended changes to the the write-up that you would make um the only thing discrimination piece i think that's needs to play into that um i don't see it falling into moral misconduct or insubordination then that's in the the last line on the policy itself correct so what what are we thinking we might want to do can we get and
067i think the most important thing is the appeal procedure must be not must needs to be to move things along for us approve tonight if there is a question on the policy we could hold on policy just so you know um well let me just could we add the word discrimination into that list or do we want to send it back for a review i i would ask if you could find out from cave what's included under more misconduct if they can define that to me that's a legal question to be very honest with you i feel like violation of the rules of the board is kind of broad as well like could it be covered under that and we have lots of different policies that reference discrimination so yeah i actually wouldn't i actually
068wouldn't be in favor of including that word specifically the rest of it is just as broad as moral misconduct and i think it could be argued that discrimination would fall under that and under violation of the rules right it's kind of doubling we do have that discrimination set of rules and i think the thing to always remind the board and the public on this is cave has lawyers that vet these policies and then they recommend them forward so that's the one thing so legal minds have already looked through these just that's important too so it's important to vet these from our own perspective hopefully um well attorneys have looked at these and approve these three so under under three though we talked about the subcommittee we talked about the subcommittee may uh sorry the soul
069discretion made a sign subcommittee consider an act or we would want chain change act to recommend no i don't think so because i thought we were gonna make any decision that the subcommittee would make would be as a board so the way i'm reading this and the way i believe it what it means is that the board should the entire board decide to create the subcommittee they are also therefore empowering that committee to act right now if we don't if we decide not to form a subcommittee we can do that too we can just act as a full board so we will have knowledge of what the complaint is just as an aside that's a very similar construct to what we do with expulsions where we have as a policy that says we can do
070it as a board or we can have a hearing officer and we more often than not do it through a hearing officer and that's been at the discretion of counsel and dr burrell right it's a delegation of authority to a group we trust right so i think given this circumstances having the flexibility to have you know take a subset of you can't be more than three of us right just or we have a forum of the whole board so and the board at this moment has a choice here the way rosa just described it there so and that's that's how i read it and that's how attorney murphy described it so at this moment there is no formal appeal presented to the board so right now the board doesn't have to make a decision on
071that they just leave the appeal procedure as is and then should a formal appeal come forward then the board can make that decision so you're saying the way it's written here is if if an action comes before us we can decide it in a as a board in a board meeting or choose to assign a committee a subcommittee that's how i wrote it and what i would recommend is a set a separate afternoon or evening for the board to have a separate special meeting for a hearing not to try to shoehorn it into a regular meeting that wouldn't be appropriate i think you're right about that are you okay with it all right so um so i think with that any other any edits then to these two is everyone okay approving this i think
072i like amy's comment about the violation of the rules of the board i think that covers discrimination so i don't think we need to make anything okay all right so uh any other discussion okay all in favor of approving the motion for both the policy and the regulation four one one five point three please say aye aye aye any opposed pass is unanimous okay um next up is uh new police the next two are our first reads um and amy if you want to join both you're doing both that republican can move us along i will recommend that the board approve new policy number 5125.11 health medical records hipaa for a first reading by the policy and communications subcommittee and i will move that the board approved new policy number 5144.4 physical exercise and discipline
073of students for a first reading as recommended by the policy and communications subcommittee second okay it's been moved and seconded uh then you want to give an overview of this yep so again these are on the list of um mandated policies mandated by cabe and we already follow these um steps under health and medical records in 5125.11 basically this policy is saying that um any student records under ferpa are not subject to hipaa so in other words ferpa supersedes hipaa and that the one thing where there's a space here that the board of education designates and then it's blank that would be our special education director would be designated as the hipaa privacy officer any questions on that one okay [Music] um the next one is [Music] the 5144.4 physical exercise and discipline of students
074again this we already abide by all of these guidelines this is nothing new there's nothing out of the ordinary here it's basically just saying that you you cannot use you cannot take away recess as a disciplinary consequence and you cannot use physical activity as punishment you cannot deny students wellness instruction either okay any questions so we have uh these are first read so it means we have our 30 day clock starts we'll get it on an upcoming uh agenda yeah in june assuming the dates work out yeah and uh and we will get gives everybody a chance to read through this debbie when would you like uh comments but um probably i'm just looking to see when our next meet our next meeting is the 15th so um say by the 10th your meeting can't
075do this no that's a sunday oh i was looking at the 18th okay so maybe by the friday friday the 13th right yeah yep sorry as a committee to take a look at whatever the feedback might be yep cool okay all right so all in favor of moving these to a first street did i do the vote already or no i don't think i did all in favor of the doesn't the best thing all right any opposed no number one um there was in in the package that was distributed there's a nine three one one um yeah i think we just got the wrong files that's a copy that's like oh okay okay by a lot of weight well that was just that for information i got you i got it i got it i
076got it i got it okay i just was thinking i was looking at another policy there all right so i'd like to amend the agenda uh for this evening it was an item that we missed and i'd like to get a motion to add an item on the nurses contract which we have finished negotiating it's been approved by the nurses union to the agenda as our next business item can i have a motion for that so moved okay and then second second all right moved and seconded uh any comments on that motion which is just adding an item all in favor okay so there's a so um go ahead i will move that the board approve the successor contract between the brookfield board of education and the brookfield nurses union second okay it's moved and
077seconded um let me give a uh brief update so that um so the the um this should have been on the agenda so uh and i did send out the successor contract to each of you who came in a little bit late this evening but i thought what i would do is just summarize what the negotiations were the negotiating team was myself amy and mike and we of course had maureen and ken and some of the teams from that from the administrative team [Music] it concluded i want to say a month ago yeah a little over a month ago i think it's a three-year agreement it's the current year plus the next two years so um it's kind of late in getting implemented it's only seven to eight members in the union group it's a
078very small union um the big change in this contract was we moved the nurses onto a step plan similar to what we have in like teachers um and and it was interesting because both parties were interested in moving to that new model but it's not doesn't come for free when you do that so it became it really intersected with the money discussions um the reason why the old contract just had ranges top and bottom range for things and then every year you'd get a gwi but therefore no one would ever move in the range right so you never had career progression inside your range if you started in the middle of the range you were gonna be stuck in the middle of the range forever uh in your career so the union came to us
079and said we really do need to have a way to progress you know from the low to the high right um in inside the ranges um so we looked at a number of models um the uh and agreed to a structure that's built into the contract [Music] it's a 9.4 percent over three years about 3.14 per year on average on a very small union so we felt that was affordable it fits within our budget this year within rounding um and uh but the gwis in there are only zero percent in the first year as we move on to the um on to the uh under the step scale two percent and two and a half percent in the second and the third year so they're not outrageously high cost but because of the move to
080the step there's a little bit of a cost to it but it's a good it's the right model to move for the nurses will also pay an additional one percent on health benefits um and they go from 16 to 17 percent in the third year of the agreement and we had a couple of the other than that there's just some small things we fine-tuned the bereavement leave language um and had care for sick ones um to make sure it was clear who you know what is uh what you know we have uh i think three days in bereavement for a direct direct family family member and one day for you know if it's not not a close family member we had a lot of discussion about what what defines a close family member but we
081settled on a list of um you know relationships you know and so it's you know parents and grandparents and children and spouse and significant other and i forget all of them but there was uh it was a laundry list of them and then one day if it's not in that list and and then we fine-tuned a little bit on uh caring for sick ones in the family right which was a relatively minor fix from a prior to the prior contract so other so it really came down to a money discussion um the teachers union has approved it i'm sorry the nurses union has approved it just found out on either monday afternoon or yesterday yesterday yesterday afternoon they signed it they they had uh done it so they've asked if we could get it on
082the agenda for this evening for our approval so i'll ask you might if you have anything else you wanted to add to that okay similar by the way just as ascenda had similar sets of discussions and structure on the secretary's contract when it comes so um so that's that's ahead of us yet but uh it's the same negotiating team and on both sides same union group as the same board group so um so any questions okay all in favor all right any opposed all right okay so next up is old business uh and there's a just an update on the budget estimate for everybody the annual town meeting happened on tuesday night it was actually a rather brief annual meeting we've had we've had them go for hours on end and i think it lasted
08327 minutes or something like that it was sparsely attended the key action at that meeting is to set the referendum date which is now on may 17th at the normal polling places in the normal hours from 6 a.m to 8 p.m and for anybody who's listening whether your family members in the schools or you're just listening to our board meeting please vote it's part of our civic duty to vote on budgets so just remember the normal voting place for huckleberry hill is not huckleberry hill right saint martin okay good good clarification um so uh um so that's the only major thing that's changed i think uh mr post we've gotten final numbers on the uh in on the health insurance which actually came in a little higher even than the last estimate and i believe
084the initial discussions with the board of finances they will help us out in sorting that through with contingency right in next year's budget because it hits them equally right and that's one of the reasons they have contingency there so that's been a good positive energy discussion so that's the update on uh budget anybody else have any updates that they're aware of again vote right please i'd like to have more people voting than came to the town meeting right next up on our agenda is public comment the board of education does welcome public comment individuals or groups can address the board concerning any subject which which is in within our jurisdiction uh three minutes are allotted to each speaker um and uh comments and questions at this type of meeting a regular meeting we can deal
085with any topic related to the board's management of the schools however discussion of personnel or individual members of the board is not considered appropriate so we've had we have to do on a sign up and we have two people that have signed up and mrs scalera is first on the list if you'd like to um please when you when you speak name and address and we have the microphone up here [Music] hi erin scalera five jackson drive i'm here this evening to speak to you regarding the academic support program at the high school level i began questioning placement for all iep students a year and a half ago and i've yet to and i've yet to get a real answer and i do not understand why this placement structure is being done i've spoken to
086more staff members and administrators than i care to admit as well as sent to ferpa requesting same yet i'm here today standing before the board no closer to getting answers than i was prior to questioning it so i'm here asking you where does a parent go to get this information that they need this academic support structure is not what is being done in surrounding towns which made me question even more when this change occurred and yet why did it change children who are on ieps are required by law to have individualized education plans as well as specific as well as goals specific sorry hate public speaking specific to areas [Music] of weakness and or their disability by simply automatically placing all iep kids in academic support class in place of a study hall does not
087sit right with me the more questions i asked the more disappointed this approach made me children on ieps are placed in the should be placed in the least restrictive environment by law and this structure does not follow this law at all this was the first red flag i attended a septo meeting last year where i was told by the director of special education while the academic support class has a specific curriculum that case management is massaged in the structure you and i both know that case management cannot simply be massaged in if it were simply that easy none of our children would be on ieps after looking at the syllabus for multiple grades at the high school level in the past few years as well as student assignments none of these assignments are specific or
088individualized and tailored to the student's needs by posting generic assignments that a child is expected to complete does this somehow check the box of case management or individualized goals and instruction this is yet another red flag it was brought to my attention a few months ago that the children in an academic support class were subjected to a presentation by a staff member who spoke regarding college and that accommodations in college are non-existent this first of all is not true and yet for a child to walk away feeling that college is not a place for them is disgusting it's infuriating as a parent but it's even more bothersome that a child felt that way walking away with that being said if all the iep children are not were not forced into this academic support class that
089very conversation would have never taken place as the audience would not have simply been child been children who are identified with a disability yet an even bigger red flag when i pushed the placement i was told it was a free credit yes this was actually said and yes another red flag children on ieps are required by law to have goals and objectives for post-secondary education by their 16th birthday as far as i'm concerned every child in high school should be working on a plan for post-secondary education or entering the workforce all of our students not just iep students all should be exploring career options as well as taught skills to write a resume a college essay or simply apply for a job does this take place in the regular education curriculum i will end this
090evening by saying i recently attended a septo meeting where a local special education attorney was presenting and i briefly expressed my concerns specifically relating to academic support placement and the structure that bhs currently has i was told what i already assumed that several violations were taking place so i am standing here before you this evening raving red flag after red flag and i asked the board how is this being done and better yet why is it being done thank you thank you next up is mrs matthews monique matthews 18 road so i have two points i want to get across today i'm here to speak tonight regarding the disappointment with the committee that was formed for the hiring of the new special education director myself and two septo members indicated had interest in becoming part
091of the hiring committee we were a very versed group of parents with years of knowledge and it was my understanding that in the past a septo member had been asked to sit on the committee i'm not sure why this time around we were denied when the parent that the district did pick could not make it was a backup parent picked if not i find that to be totally unacceptable the district should be willing to work with the septo parents and team and be transparent during the hiring process and this wasn't the case instead there is a divide and that only affects our most vulnerable children point number two there has been a big decline in communication consistency and accountability within our special education department and as a district as a whole parents all year have
092been not been denied in-person ppt meetings yet written in our reopening plan it states that parents can request an in-person meeting the excuses given to us were we don't have the space to social distance and teachers aren't comfortable but here we are going on field trips prom in-person pto meeting school plays which is wonderful and it feels so good to be back to normal but no in-person meetings for parents who have kids in special ed we need to keep them out every school does something different that causes frustration with parents as i've been saying for years there is no accountability within the district and we have a leader in a board of ed that doesn't does not hold our staff accountable we need to do better thank you [Music] thank you that's it for who
093we have signed up for uh public comment for this season okay um last item on the agenda before our three main points is an update on the candlewood lake elementary school okay just have a little update um the project is a little bit over 50 percent complete which doesn't sound like a lot but i think now it's going to really start to take off because you can see all the walls are up they're still working on some of the walls in the steel in some of the later sections but mechanical electrical plumbing all the stuff that's above the ceilings that's complete in some of the areas already and then sheetrock is the next thing that's going to go up in those areas windows are being installed and i spoke with eric conklin who's been working
094on our technology package and he said that the district was approved for the e-rate funding request for wireless access points and network switches which is great news because we will get all the equipment and installation at a 50 discount so this is like really good news from the state throughout may he and the technology committee will meet to provide input for all the technology requests for the building and those will have to be sent to the state for approval hopefully by the end of this month before we can actually start making purchases on those so that's that's it unless you have anything no and then you're exciting to add the tour on the 17th oh yes uh right before the mbc meeting so you want to say a little bit about that yeah so on
095the 17th so the mbc has moved their meetings back to huckleberry so they will be doing their monthly walkthroughs but um on may 17th we will have an opportunity at seven um no not seven o'clock i think five yeah six or six fifteen um before they're before their seven o'clock meeting yeah we'll we'll get we have to send an update note yes yep yep so may 17th be really exciting we'll get a chance to walk through the building so [Music] so right after you go vote then we can come here yep all right that's it right yeah that's great okay thank you all right so three main points well i think we would lead off with the um the hra poster contest winners and then i was wondering if you want to uh if we
