see it's a drink that we had our pep rally and our homecoming carnival and dance for our successes so that was for those two weeks ago powderpuff is being planned that's what happens sometime in November it's girls flag football it's juniors versus New Year's and National Honor Society is actually planning a staff appreciation breakfast in order to appreciate all the teachers that are writing this recommendation letters for the seniors who are applying to colleges that will be happening around 4:11 this Friday is that actually we're living the classes of 1960 through 1970 coming to visit I toured the school national honor society as well as peer counselors we'll be giving them tours at 3:30 and then they're gonna be staying for our volleyball game and just going back to the pep rally to the pep

rally in spirit week it was one of the most amazing spirit week I've ever seen there was so much participation case anyone was wondering I was Luigi my best friend was Mario it was wonderful oh I saw those pictures on Facebook you guys looked awesome thank you so it was great to just see so many kids just being in spirits in terms of the happenings in school where November 12th is our next cultural Club meeting we're gonna be talking about India so we're gonna have some family members and parents bringing in food just so we can explore different cultures we're having suicide prevention Club giving presentations from mental health awareness we're having our National Honor Society members giving presentations for our blood drive that's coming up November 19th so there's a lot of happenings that

are going on and yeah thank you any questions at all I just have to give a shout out to mossy actually she just changed in the middle of the volleyball game that's going on to get here for us and then I think I don't know if you're are you returning is that the plan yes she would be returning to the game dedication she wouldn't let us down so thank you myself appreciate that all set so forth punk-ass alright next we have written correspondence okay we just have one from Andy Korea regarding an FOI request okay approval of Board minutes recommend a motion that the board approved the minutes listed below is recommended a new school project forum on 9 26 19 and the regular meeting on 10 to 19 second any discussion [Music] versus Sullivan

yeah yeah okay did you get that Lisa okay any others all right then so we're proving it with that correction in the name all in favor opposed okay we have the superintendent's update dr. Brooke Thank You Collette so I have one particular announcement that I want to share I shared it with the public to know and then I'll be inviting upon check from Brookfield library up to the podium to share with us but it's important to know that once again Brookfield Board of Education has is being recognized for excellence in communication by Cave Connecticut Association of floors of Education for five specific projects we were noted as actual first-place winners in the special AV project which is the new school video that we had There the narrated video so a lot of a lot of

compliments on that one for computer generated project these are when you kind of either create your own type of a website you don't have a consultant working with you and our new school project website as a vehicle for tremendous communication as we know it resulted in a positive referendum for the new school so those are two that we actually were designated as winners and then we're honorable mention for our presence and engagement with social media the HR are a recycling poster contest that Lisa runs and our Brookfield broadcast newsletter series so really a really nice to be recognized by the State Board of Education entities so I wanted to share that so the public knew and thank the board for all their support and all their work on that and everybody who has had a

part in this work here including our tech department the next thing I'd like to do is actually invite yuvan checkup not checkup Avon check up to the podium to talk about our wonderful fuel public's Public Library's summer reading work that they did this year tremendous tremendous changes and umbrella and guests my name is Yvonne cheque and I'm the director of the Brookfield library thank you very much for giving me a few minutes tonight to share with you the results of our work over the past several months for our summer reading program so what is the successful summer reading program look like okay good so each year our librarians travel to all of the Brookfield schools and they make sure that all the kids have library cards and they answer questions about the program and in

general they you know just try and get kids enthusiastic about what is coming up in the summer so summer is our busiest time of year it's all hands on deck everyone works toward trying to come up with creative and exciting ways to get kids to stay engaged with reading throughout the summer this year's theme was a universe of stories and it's a nationwide theme that we that we work with so to help kids get enthusiastic about reading we give suggestions we come up with all kinds of things so students in grades 3 through 5 would have gotten a card that looked similar to this and we have all different things on the card like read a book about science or read under a blanket so these are just things to give kids ideas and we

give them incentives for each square that they complete we had for the younger children we had a debate necklaces and for the teens we had scratch-off cards where they got to win prizes and they also then log in their book the titles of all of the books that they read and then we share this information with the library media specialists at each of the schools so immediately after school ends we kick off the program and this year and we usually do kind of a big event to generate some excitement and this year it was science tellers which is a combination of storytelling and science and we had a hundred and twenty-eight people attend this program all from Brookfield schools and and local area and this was the storyteller who included science experiments as the story

went along kids got very excited about this program and all of these 128 that attended then came upstairs into the library and registered then signed up to join the reading program for the summer so that was a hectic evening signing up 128 kids and but we we also you know then try and give them things to entice them to come back throughout the year so or throughout the summer and the entire staff gets involved we have programs a couple of really big programs throughout the summer like this magic show where we had 117 that attended we had an animal program again all with the theme of a universe of stories this film was called over the moon animal adventures and yes that is a giant snake that was in the library we had a hundred

and nine people attend that program and we finished the program with a big culminating event and this year's ending event was called bubble mania so this was a really cool program where we kind of broke a record here and had a hundred and seventy three people attending this program so all throughout this summer in addition to these really big programs we do all kinds of smaller programs crafts and different reading activities throughout the summer so these are just some of the events that we did and keeps the kids really coming back and excited and engaged and keeps our staff very busy so the good news is that this year we had here are some numbers 70 teen volunteers and these teens sign up to come into the library and they man a table where they

help you your kids fill out their log books and and talk to them about their books that they read we had eighty-eight high school students actually sign up for the reading program and this is but this breaks a record because usually the high school kids are happy to volunteer but not we don't see as much enthusiasm for signing up for the reading program we had 88 this year we had a hundred and fifty-six middle school students sign up for the reading program 459 pre-k to grade five students so that was seven hundred and seventy-three total participants in our summer reading program this year not only did they come to the library for the kickoff program and the initial signup they kept coming back we had 1757 visits to the library between the end of August

and the end of or the end of June and the end of August specifically for the summer reading program how do we know that because we meticulously count each entry in the logs when the kids come in to tell us that they've read another book and get another box checked off on their card they they sign on their card that they have been there with a date and their name and we actually go through all the cards and count them up to get this data so that is a pretty impressive number and there's more good news because that represents a 40% increase over last year's participation so that is pretty great and why is this all important as people who are involved in education I'm sure you already know that one of the things that

we work to prevent during the summer is the summer reading setback so if students do not read during the summer we know from research as far back as 50 years ago that they can lose a couple of months of reading skill so our job at the Public Library is to sort of carry on the work that the public schools do throughout the year and try and keep up that reading skill so that when the kids get back in the fall they've not fallen behind it so so it was very successful this year we hope to continue to really work together with the schools and the Brookfield library staff worked really well together with all the librarians and teachers at the public schools and we want to give a big THANK YOU to Joyce's although these

are library media specialists in all the Brookfield schools Joyce Aldo D Pearson sue Queen Gen Rocca and Cathy Malatesta for collaborating with us to support literacy and prevent this summer reading setback so we want I want to thank you very much for your time this evening and just happy to share the good news we need to give yourselves a pat on the back with all the accolades as well because that's phenomenal and I know it would evolved through a tremendous amount of hard work with the entire Brookfield library staff so tremendous job [Music] they invite us into the classroom and we get to tell all the kids about all the new books we have and and then we actually hear the kids coming into the library asking for those books that we both talked to

she came to the school so we know that it works thank you thanks Yvonne thank you so much and that's all I have for my report thank you so next we have the subcommittee reports first up is facilities we've had at our last meeting we did several things different spaces that would be available for student usage at the high school that is currently being used for storage and miserable anda is working hard at figuring out how to clear some rooms for us so we appreciate that thank you and the big thing that I have to report or we have to report is the new school has its generator we're ready storms it came last week it is being installed again this is money that we had in the capital plan so it is costing the

taxpayers zero dollars because we have already had the money put aside for this work anticipating we are us needing it that's that's our big news I'm Debby joy anything else to add No yeah that was really the big thing yeah we're very excited I could really like this picture enough on Facebook well next is with Kinnear we're working on with skinnier next because that also needs a new generator that has seen the end of its life years and years and years ago and again we do have that money put aside for that so we are spending the money that the taxpayers have given us we are spending it wisely we are putting everything out to quote and we're all making these improvements which has been granted to us in Prior budgets thank you any questions

for the Facilities Committee all right moving on to personnel in negotiations we met on the 7th of October when an executive session to discuss personnel negotiations as it relates to collective bargaining and we will be having that discussion later in your business next we have finance for the Finance Committee met on October 7th it was a relatively quick meeting in terms of the number of items we talked about it's early in the year so we went through the financial reports and the financial reports in your consent agenda report you'll see there's not a lot of variance of some small pluses and minuses but here to really see anything significant we did spend a lot of time on one item which is we went through a detailed review of the student metric and something we do

a couple of times a year and we've got a very thorough update on the balances the balances but one of the discussions we had was that you really want to spend more time looking at the accounting of it and some of the categories of how we manage and so we're actually getting agenda I think Jen doing it for the next couple of meetings to continue a very hazy discussion and we'll say our town control or mrs. Marion had some really good suggestions on some of the accounting rules that we can utilize and and it was very much appreciated I think in our discussions so we got a brief update on the online payment option for parents I continued if we remember we implemented it for this year it continues to being be being used and

we're now expanding it to deal with Chromebook payments parking permits preschool tuition and there's plans for some of the bigger field trips coming up that we're gonna use be able to use it for so it is optional for parents but it is being used and he's very actively and very successful and then we also talked about a special education clerical position I think that's on the agenda it is on the gents all well hold on that one so and that's and that's pretty much it any questions for Bob moving on them we can't be healthy school staff eggs frozen and we've been very fortunate to have some of our neighboring districts that have either considered changing school start times or have implemented a comment speak with us and at this particular meeting we had dr.

Michelle and Riku she's the chairman of the New Town Board of Education they recently changed their high school in middle school start times so and they did it in a relatively short time span so she came with us she came and spoke to us about you know their process and their timeline for everything and really gave us a good discussion inside lessons learned and things like that anecdotally she's she they haven't surveyed parents and staff and students post change anecdotally they are liking it so but certainly it comes with some challenges so we were able to talk about that we also talked about possible times for a public forum obviously that will be after we collect and analyze the data from these surveys but you know maybe it'll happen by the end of the year

if not very early 2020s that's really what we're working on next so do we have the date on the surveys go without Aparna not yet they're still coming sort of put into an online format but end of this month or early November yeah it's just a little update on that so from the technical aspect the staff and student surveys are a little bit easier to develop so those are pretty much finished the parent survey because of multiple children takes a little longer we want to make sure it's simple to understand for parents to go in and do their setup their demographics but then child 1 child 2 child 3 whatever and so there's a little bit more behind the scenes to develop that service that's taking a little bit more time and then we have

a principals meeting actually on Monday where I'll talk with Dean and mark because we can't forget that are also working with the students on getting the developmental assets inventory survey completed that we do with Brookfield cares so we're taking some class time to get that done so we want to make sure we're as least disruptive as possible but we also expedite this process so next time around I'll be able to report to the board as well we'll do that okay so we'll be meeting next week to talk about that any other questions I wanted to thank Michelle from the New Town Board of Education as well as everyone from a rich field that came in and Rosa thank you for bringing everyone together for that because the it's a wealth of experience that we're learning

from others who have taken similar paths it's valuable like that yeah I think it's important to note that in November we have folks from Wilton coming in to share their experiences with us they've been Prakash a number of maybe 15 years it's been a while now so the high school principal and superintendent will actually be visiting us so we're really thankful that their people are giving other time yeah okay moving on we have the consent agenda recommend a motion that the board approve the items on the consent agenda has recommended September financials a discussion we've had no personnel I know it's Lisa and I couldn't believe it when we talked to Terry we said wait a minute does this can't be right all in favor hi hi host ok that brings us to new business

and we approval under special education position recommend a motion that the board approved reinstating an 18 hour special education clerk position that was eliminated in the development of the 2018-2019 budget as recommended by the personnel and negotiation subcommittee yes sure sure Thank You Collette so in your board packet there's a memo and this memo is the same memo that I shared with personnel negotiations committee a little bit more than a week ago where mrs. why Connick and I talked to the the committee about reinstating the unaffiliated clerk position many of you may recall that in the development of the 1819 budget in order to make the number from the reductions through the budget process one of the decisions was made to eliminate there was three part-time clerks at the time that help manage PPT invitations

and other other clerical duties which we thought we might be able to get by on with teeth teachers picking up some of the slack there in the work and the reality is that's just even with professional development provided the time just isn't there to do that work with the focus and expertise frankly that it takes and so we found that time is being taken away from teachers time to plan for students and work with students in order to do basic clerical things like developing invitations making phone calls rescheduling meetings and while that seems pretty straightforward to coordinate six or seven or eight different people to have a meeting it just is very difficult and cumbersome and we don't want to have teachers spending 45 minutes per invitation and I think we're somewhere around 200 invitations

already this year so we really need someone dedicated to that work we have a existing clerk position that was a greeter position at huckleberry that position has been rien reassigned as a clerical special education clerical position at the middle school and that in that new person will be starting very soon but in terms of reinstating the hours that we lost we would need to hire someone for that position and it would be 18 hours a week there it's a budget neutral move the way we're taking a look at this the remaining costs for the for the remainder of the years a twelve-months position so we're looking about eight months left in the year by the time we hire somebody looking around $11,000 we would recoup that money as we look at the scope of the

year from the extended duty line that's actually the next item on the new business and the agenda with the budget transfer and we would finish out the balance of this year use of utilizing those funds so wouldn't be any budget neutral we're not asking for any new monies and so we'd like to have the board support the personnel negotiations committee is behind it and I'm certainly here to answer any questions and mrs. white onyx here to come up and answer any questions as well I just wanted to note that the personnel negotiations committee unanimously supported this recommendation and I'll also add that right after the personnel and negotiation committee i briefed the Finance Committee and they unanimously supported the change and have recommended and supported the budget change which is the next thing on the

agenda and I really thank everyone for their support and for being so open to listening to the conundrum we find ourselves in and you know I think it's it goes it speaks to the the responsiveness of our district that when we think we might not need a position anymore I want to reallocate staffing we do and when we look back and say hey in hindsight maybe this wasn't the right decision and we need to reinstate something we come to the board and say you know let's make this right we're overworking staff we have two secretaries that that handle this right now and it is overwhelming they can't do the superior job in the time that they have and they want to do a great job at this and we want to make sure that invitations

and other things that go on in the special education department that we're there for this for the spam of the families of students with special needs and we're responsive to them and also supportive of our teachers and our teachers time which is so valuable so it really is a whole listen to this I was bringing these positions John can I just ask sure um so when we eliminated three part-time positions from from the budget last year to save 26,000 does this this replaces only one of those or or we it probably the equivalent of two okay the third the third one is kind of picked up by the other clerk position which was not dedicated to special education clerk work the other position was we had I think you know the setups of both elementary

schools there's two secretaries at each elementary school with budget reductions over the years we took the caloric visit there was a clerk position in the office that has it reader that helped the two secretaries in terms of the signings Aaron sent out we had eliminated that position and so there was only the one left for huckleberry we've reassigned that position to a special education clerk position so now there's the two secretaries in each elementary school with no greeter a clerk person so the Secretary's handle letting the folks in and out of the building as well as their regular secretary old yes so if I remember the numbers those are three point two five three point two five quarters positions yeah three quarter positions we eliminate it that's like 0.75 in aggregate and these are two

point four positions essentially the squeeze a redone one at the middle school on this one so actually I think we're adding a little bit more well that's kind of what I was getting at must feel like 18 hours is enough you actually three six okay yeah but net we're down because we don't have those reader positions anymore not that they were working towards special education but net as a district holistically we are down so that's just something for everybody to know but you know these these peace positions are the ones you look at when we have difficult decisions to make with but budget decisions to make and it's don't affect the students directly with the teaching and so we have to find other areas so but this is you know we have to make some

sacrifices and we think you know reducing the the extended duty line as we look at the recent history and you know the scope of work for the plan going forward this year we can absorb that for the year and then so this will be something we put into the budget proposal for my December presentation next year I think we should just I mean I would like to get feedback you know over time maybe in three months or so just to make sure that it's it's enough and that sure everything you know we're staying within compliance yes thank you I appreciate that anything else any other questions discussions bring it to a boat then all in favor aye post thank you everybody and then that brings us to a related budget transfer request recommend a motion

that the board approve one budget transfer as requested by director of business and operations can post okay all right now that brings us to the this is just an action that the boy received the calendars sure so while this is an action the the while there's no rush the board certainly has time to contemplate the calendar while it's early in the year the board if the Lord feels they would like to adopt the calendar more than welcome to so it's a pretty traditional calendar from the experiences we've had this current year in years past um one thing we two things we did to take a look at this from the discussions and feedback from the board to me over the past year which was take a look at smoothing out smooth smoothing out the fall

so it's not as disjointed as a schedule if you take a look we have our typical professional days at the beginning of the year starting just prior to Labor Day the Labor Day holiday and then on the 20th of September Yom Kippur we do not have Rosh Hashanah during the week next year its celebrated on a weekend so that's one less day off in addition to that I did what the board asked took a look at Columbus Day Columbus Day falls on October 12th what you'll see it's indicated in pink there we worked with the administrative team and one of the thoughts was to have the kids in - to not have as many days off like we just experienced this week where we had Columbus Day Off for the entire district and then Tuesday

off for professional development we would the proposal here is that the twelfth which is Columbus Day would be a day on the only folks that wouldn't be on would be nurses and paraprofessionals we'd handle that through contracts there's only a couple of contracts affected where specifically Columbus Day is discussed and we could work a floater holiday and we've talked with the heads of each of the unions and had some good conversation about that so that's the proposal for Columbus Day and as you can see the fall is a smoother fall than we've had in the last couple of years which are the two big pieces of feedback I received from the board so I think we've achieved that you can see we we stack the first part of the year with those pink boxes which

are for professional development days to in August one in October one in November which is election day we have our typical early dismissals for the Thanksgiving holiday and for conferences and the other part about this and again I know you've looked at this in advance so I'm not going to go through every month is the the law changed you recall that for this this year last year we planned in the year before we plan 185 days statute said that if you had a hundred eighty-five scheduled days for students that before April 1 you could then make your graduation date so to get an early jump on graduation date because Brookfield likes to do with the tradition is a Saturday it's very important to find that day and then of course we use the O'Neill Center

at Western now as if you we don't have to schedule 185 even or student something Oh 182 with emergency days we could just schedule our 182 days it's now down to 180 and so we don't have emergency days built in and June there's no need for that we're adding on to the end if we have snow days we'll add them on to the end of June so the last day 180 second day is June 14th in this proposal and other than that it's a pretty standard calendar if there isn't there's a lot to explain that's different from any other year but I'm here to answer questions there are five full weeks of school and for instruction just in September and October and I think that's significantly more than we've been experiencing lately so that's I'd

like that what's the dark green okay for not dark down there but it's okay I see so the last day is June 14th and then any snow days so so we have just like we've done the last few days and there's a paragraph there to the right joy of June you can see it there we explained like we've the last couple of years so nothing's changed in that regard which is we will add on to June if we experience a fifth a sixth snow day at six I said prior to the February long weekend which is again not a full week anymore we will take from that long weekend and have school so we don't stack up early in terms of missing days once we get past the February break all the days continue to

be added onto June we made the commitment that the April break so everyone knows when the April break is they can schedule their vacations for everybody families staff etc that April's sacred unless we have some weird situation well actually not too weird we had one year and a half ago where yes right we don't want to talk about that right where we to get our 180 days we would go into you know past June 30 so we'd have to make them up in it over the April break so we don't want to talk about that so are there any questions does everyone want to take a look at this a little bit more to next six okay one more time - yeah if you think of something you want to ask a question please send

me something in the next week or so I should go back was there any original comments right now okay right so that brings us to the district enrollment report all right so it was a memo in your packet this week with the district enrollment report this is an annual report I provide and there is a chart attached at the back the main the main thing that we there's a couple of main pieces I would like everybody to get to know number one October 1st is the state day that we all all public schools count their students on October 1st so we could get an accurate enrollment and that's what we use in our budget development that's what we use when we compare and I'll talk about it in just a second we asked them alone

in the room to update their recent August report by using the October 1 data so as soon as we had that we sent that off to the folks at Malone on the Brooke there are three main categories besides total that we look at pre-k through 12 we look at our English language learner population we look at our free and reduced lunch population and also our special education populations so if you look at the chart on the second page toward them toward the bottom well first of all the chart itself just gives a four year compare that's what we've done over the last four or five years we just go back only four years we certainly have the data and can go back further if people are interested but you look toward the bottom of the

page you'll see that our total students on campus is 2609 which is right on target with the mulana McBroom updated report so our October one jives with what was produced in August from the one room in terms of totals you'll also see that special education students who are out placed is down one this year to 30 and that is something we've really been mindful of managing and working on as best we can obviously meeting students needs and having them in the best setting for themselves but also developing programming in-house and one of the things that has happened over the years is there's been an increase in students being out placed and frankly holding being down one things can change in a couple of weeks with students who might move in or students who might be

in the pipeline for needing additional services but holding holding steady is actually I think a real it's a real win in terms of making sure we're programming properly for students and also being fiscally responsible and really taking a look at what we have to do so the grand total when you include the 30 students who are out placed because those are also our students is 2639 which in total is down nine from the year before from last year interestingly what you'll see is students who qualify for special education is actually up five students from 376 to 381 our English language learner population is up for students from 111 to 115 and another significant jump and students who qualify for free and reduced lunch and that has to do with the economy you know student their

their parental income and that is from 496 up to 545 students which is up 49 students so last year was an enigma in the increase which is was about 200 students the qualifications changed that this the the state guidelines so that happened everywhere there was a big jump butts to have another 49 students and so as our total population mildly decreases these numbers of more needy populations are increasing and so our percentage a concentration of students that come in and having special needs or other areas that that could be difficult or challenging increases so it's just interesting dynamics that we've seen in our demographics over the last few years so another thing has any questions but I did want to make sure that I tied this into the Malone and Bruno Broome update which their

August report is accurate to our October 1 data is what we're saying and of course kids move in and out all year long so things change but we really need to anchor to October 1 so we don't get confused to use different data and then as a follow-up to this dr. Ruby at the November 6th will meeting will do her annual report where she talks about the class sizes and all that kind of stuff shall we go through that so any questions it's a pretty straightforward report I'm sorry what's that essential the biggest job oh yeah and that's that's where we're seeing and Ken and I as we start to talk to the principal's about budget and we really start to look at sections of students and oh yeah and that's the jump that's really

gonna impact the new school so please go out jump enter so we have them alone report we can good we can segue into that now or we can wait and do that in the new school building project but if you want to comparison if to your point we can actually go through that now we could do that or do it yeah however works whatever you guys would like to do and I also invited Jeff Lozinski from follow name of run up from Alona preferred Tecton to be here tonight sorry Jeff sorry he's got great news from Amana McBroom though that that he and Claire were talking about to the NBC meeting last night so some really good some some good positive things but anyway wherever we want to talk about it we can anybody I

know I sent it to you about a week or so ago so we'll put this in the very good it's just one agenda item away thank you [Music] preliminary rate now again preliminary discussions just with with Canada me we have any talks to the princess yeah about that our elementary principal looks like huckleberry may be down one section but central would be right and center would be up to so of three excuse me could be up as much as three so we've got to study that yeah because we have what is it we nine and a rate right now a projection based on the projections we would need ten intend to stay under our max yeah so the the younger students are really there can again and so that's another reason I wanted to ensure

that Jeff was here when we talk about the new school and conceptual design design phase is horribly accommodating for this extra one hundred nine to 120 kids that we might see in the eighth year projection from what we we had from along a group from June of 2018 so all right so any questions just in regards to the this year's okay thank you okay so then we can move on to the prioritize 2021 and updated ten-year prioritized capital projects discussion mr. Poston okay so the Luminess was discussed at the Facilities Committee couple weeks ago it is again based on the ten-year building conditions studied that tec-9 did for us last year in year one of this plan we have the five projects that were on year one last year that got deferred and that would

be the first three on the list for the high school and the first two on the list for the middle school and then anything that was on year two and last year's plan has moved into year one and the same with all the other subsequent years everything everything was moving up one year and then for year ten in this plan I pulled these items from the ten plus year column in the Tecton building condition study plan so the only change to this ten-year plan versus last year it's just the addition in year one I mean of course here two has become your one addition of all of those that we're not improved correct okay may I'm sorry if I may if you look to page two being the new school was approved there is no

monies being allocated for huckleberry and center school so actually the 10 year capital plan that mr. post is presenting is a lot less thanks for pointing that out and one other thing one of the other items that was deferred last year was paving at center school to pave around the back public works department did that for us this summer so we we no longer need that on the plan and we did get security approved at both of those schools great and then the other other thing I want to point out is the the fourth item on the high school that boys locker room renovation we have tacked on working on the design and budget estimate for that so we have the six hundred five thousand dollars in here is a placeholder so that may change

at some point in time in the process in terms of process while the board looks this over and I know you had it in advance and and does not have to be voted on tonight again the board can choose to handle that the way they would like I spoke with mr. Dunn today he's looking to get capital in line and ready to go for the November board of selectmen and Board of Finance meetings so one of the things he encouraged was the an opportunity if the board can take advantage of knowing this early that the town would like to have this approved early before we get into actual operational budget if this could be approved at the November 6th meeting it doesn't have to be but if it could be and gives people a little

bit more time to look at this and ask any questions or anything like that when is their meeting I believe it's after November 6 the next week I think that is that sign right second Tuesday or second Monday I think it's after our next board meeting just for people so they know the election is on the 5th of November and the board meetings on the 6th and I believe the following week are the selectmen and Finance means it surprises me that the Select was usually the first Monday so ok so then when it's Finance then I want to make sure that it's probably the following so then I think it's for fun maybe it's just for finance he wants at least get it in front of them maybe so we're trying to do again it's

not a rush but it's just he's trying to stick to a timeline to keep the capital separ from the operational discussions ken mentioned we just have that placeholder in for item four for the boys locker room so I believe she will have an estimate before then yes okay okay okay so won't be in time for the selectra meeting but for the finance hang it would that's it'll work and we can even update that when we have that number yes you send out a message to all of the members when we have that number that would make it easier I think it's a question with the priority ratings these are prioritized per school are you going to do a total district prioritization as well yes I mean we did that last we can do that we

did that last year do you recall what the you know the Lord fights to finance did a big model you know with a new school coming what the next ten years autumn look like capital was one portion of that do you recall what they had in for school capital in that ten-year plan per year I do not could you find out sure we certainly can because I think this I'm it's a lot of money I mean when you have kind of add up its two point something no in a year for the next two years and then it goes up to three point eight five point nine four point eight they're big numbers of capital and and there's needs like I'm looking down less than real needs so it's not a surprise to me but

I think we ought to be cognizant of what was in their model because that's our Patriots on the Board of Finance are gonna have to think about this so sure I agree with you Bob on that subject but I'd also like to just kind of throw fashion out there that these are repairs that if we keep you know pushing everything down the road we're gonna be in the same place as we are with Center and Huckleberry's so as the board goes on with with the capital plan these are things that would like to have there are things that need to be done for the long-term health of our buildings with you on that but yeah you're always better staying on top of repairs absolutely I'm looking at these and there's not that many nice to

haves that are all they're all repair and replaced so types of things so no the way we the Facilities Committee does business is very different than it did in advance really cognizant of how we spend the money and its long-term thinking all the time understand but we need to therefore understand what the Board of Finance is looking at and their middle term plan so that's why I agree with you on that I'm just and is the this outdoor restroom food service and storage is the single biggest item and the plan that hundred and ten is just for design work is I wrecked and the rest is a placeholder correct okay I am will suggest waiting to vote on this until next meeting until we have that figure placeholder and a little bit more time for

everyone to look at it if everyone is okay with that agreed I think that's a great idea you know I think we'll it will we'd also feel better to have a firm number okay so if anyone has any questions prior to the next feeding if they can shoot a message either to the facilities can be so we can at least get some answers prior to the next meeting if I make the discussion I'll be great unless anyone else has any questions at this moment okay so then we move on to Oh business and the musical building project which the first thing we can do is the is the Malone report which received via email probably we can have though as well I think the majority bits is for the final figures and and they're pretty

close to what they talked about in August based on you know with our new October ones um I felt really the the most impactful discussion would be how does this impact the art design phase right now of the new school you know a hundred plus mark students very likely going be in that school than what we originally planned for we're looking at more of a from eleven you know eleven I think Oh 1146 to somewhere around twelve hundred thirty or something like that you know so the significant difference and so I asked Jeff to come he talked about some of the conversation that's been going on about how this impacts the neighborhoods regular classrooms we plan for eight classrooms and neighborhoods how does that impact we just talked about Center School needing possibly meeting ten

kindergarten sections next year so there's implication here for sure [Music] actually I can't because they so demographic so that to see if there's gonna be more turnover and what would be considered starter homes and so I asked that question after you did two or three times to them and and their answer is that they don't are not confident in any they don't have any reliable data to base their projections on that and that kind of information so they didn't feel comfortable with any kind of numbers or any kind of data that was out there relative to this I asked him could they talk to realtors could they could they do this and you know could they do a variety different things and they and they declined to do that because they didn't feel like those

numbers were we're going to be accurate enough I know that probably doesn't make you happy but that was their answer and what what we've seen in this and we've already prepared hearing this I guess probably a month and a half two months ago when it first came up there is some confidence in the numbers in that there was a was a pop and they had projected a number and we waited till October first to see if it married up and it was within one I understand it didn't make me happy that we needed to go you know find some other flexible room in the building in a new building to accommodate this but as of right now we made adjustments to the building configuration to accommodate ten classes per grade level and quite frankly just

from a state perspective they allow us to walk out eight years presuming that the projection is accurate the highest number which is pretty much spot-on it's 12:30 plus the fifty-two in pre-k so total number from 11 46 which was the original grant application to 1280 2 so it's a delta of 136 students so we're confident with this data the 10 classrooms for grade level will accommodate that and still maintain your students per class and maybe even some instances provide some more flexibility in some of those neighborhoods that we spoke to way back early on during the master plan so I'm sorry I can't give you a more direct answer is Australian sites a little school yeah it's it's frustrating for me as well but if they're not confident in that data then we gotta go

with what's you know the experts and we respond to it I could stop there on the demographics and wait for ya school up does anyone else have any questions in regards to discussions in regards to the demographic study so we will be reporting the new number to the state yes so what what we like to do is now that the OPM is on board or at least been selected the owners project manager they are typically the primary face we've had communications with the state as well but we want them included in that typically you revise everything all at once because there's a there's a form I forget that a number of us - are and you kind of wait further on into the project and revise everything so if you changed a portion of the

ED spec which you know the numbers are a piece of this you change that but if you also want to change something else in the site if it you know you added two different fields instead of three you change all of it all at once and then submit it as a revised package so I think the OPM will be you know their recommendation will be consistent with our so we are gonna collect all these we're designing to them and we'll keep it all organized so that we submit it and an organized fashion at once so not to confuse anybody with the state so the interesting thing is that the state allows us to eight years out which puts us at twelve eighty two which is a hundred and thirty six more students than what we

had originally projected however if you look at the ten-year projections even the following year after that we reaching students yes so even though we're looking at twelve eighty two perhaps the number we need to be looking at is thirteen so in our round numbers we were we can't say that we you know and pay on paper say that we're looking at that but if you do the math on the ten four it gets you in that range so I saw that too because you can only go out eight but you know you got a reality is that does come true yet not pay for it so I think with what we're designing and refining I think it'll take care of that piece we just can't put it on and Malone is still confident in giving

us the medium projection as far as spacing our school on versus the low and the high I press them a couple of times on that and they've done I know you don't want to hear that they've done a lot of different communities in Connecticut and we're working in another similar community where there's I'd say multi-unit housing some densified housing and there's a in in their particular instance the older demographics in town are moving into the apartments and then allowing the families to move into the starter homes in some in one development and then the other you're seeing families move in to the apartments so I guess it's a longer than answer as to I understand that their job is difficult to predict the future they they're using similar numbers and they've been tracking okay they've

been working with this community for a few more years than that we've been working with them so I know it doesn't give you the the best amount you know the confidence that we can do I think we've accommodated in the design with adding the getting the ten classrooms in there there's all their flexibility when it comes to the core spaces that we've been looking really hard at that I can kind of go over as well and then keep in mind and this came up at the meeting last night with the MBC we're also asked to make sure that at the ends of these neighborhoods there's preparations so that if you do need to add you know another classroom or another two or four you you could do it easily you know at a certain point

you can only add so much but to add another two or four at the end and those that were involved in the study remember that so we'll carry that key element through as well it's a little bit of belts and suspenders but I think it's appropriate considering kind of the history that you've gone through here so I'm just gonna make a comment to to the administration I know there's not a lot of people who do this work I think you need if if in fact we're seeing a continuing increase in enrollment and we don't have a good explanation of why we need to go bid this with this sort of knowledge base is a requirement right how do you do you know we need a firm who has experience with you know how do you

how do you model a changing population because obviously this group who does the basic moment I'm ninety degrees in computer modeling so I'm sensitive to you know what knowledge you have and what facts you have often it's what have you studied right and so if we if they haven't studied this sort of phenomena and have a good base it's not helping right so we ought to make that a criteria in the bidding process of you know people bring you forth how would they go about dealing changing demographics like this I can't throw them under the bus because they have to model with what they have and but it's obviously not something they've studied in great depth right there study more about birth rates on their studying about return you know the whole retention analysis and

stuff like that that's a pretty straightforward modeling this is a this is a phenomena of an aging population that's turning over right at the same time you know multifamily housing coming in so you've said it perfectly and it could go any different way right but you need some knowledge paestum all right so I think that ought to be a criteria that we think about next time we did something else okay thank you any other questions and I'm hoping they're watching because they better build up the knowledge because I think it's happening just as an aside I think that's happening for out Connecticut I mean I think this is a phenomena in the Northeast that has to be dealt with so what this segues into is exactly what they talked about and we originally planned for

eight classes for original building and that's just not so what Tecton has done with the further refinement of the building has put ten classrooms which which adds to the cost of the project but and I will let Jeff detail into this and you will hear more about it next week with with the the next public engagement forum and actually I just had heard about it last night was the wetlands survey came back and were able to pool the school further up then initially they thought and because of that the school doesn't have to be built into the hillside as much so and again purely conceptual at this time as it all is until we get from the semantic design to design development but what tectonics proposing now is after you can speak into this if

you want or we can you know we'll be seeing this next week as well but I just wanted to kind of give you an update with that is instead of going with three stacked layers up against the hill they can just have a two two level school that's further up as if you do that it's much more cost-efficient there's less there's more predictability in the construction and that's gonna enable us to have the two classrooms for a great neighborhood it will be some difference in the design as well Jeff do you want to have anything to them sorry if I just yeah I can just shed a little bit light on it so you know the first few steps are actually having a survey crew go out and survey flag wetlands and then start studying

what's out on the site and for those that remember the maps that we had shown originally in the in the conceptual plan is we showed a kind of a large kind of swath a light blue kind of shade kind of over what I guess at one point 56 years ago it was wetlands which is now a culvert it's buried underneath at the back where you where the bus is parked there's a field so there's grass and then there's the ball field right in there there's a pipe that collects so what actually happened is the civil engineers studied the capacity at that pipe and found that with some modest modifications that will accommodate a 500-year flood so what what we were showing in that light blue was the 500 year setback so that setback essentially goes

away we're where that is channelized already so it's kind of a benefit of what was accomplished years back you do have to file an application with FEMA get the floodplain map revised but they are fairly confident that's a very little boat risk all the calculations prove it so what you'll see we brought some stuff we can leave after or you'll see it at the public forum is we're studying art our job in schematic design is to study it so the options I know we showed kind of a blocking diagram during master planning and then we showed a couple you know some evolution of that with some swooping curves and separating the building engaging the hillside those are all good they have benefits and challenges of each we think the opportunity to pull the building slightly

off of that hill into the flat area which is that elevation basically 400 so it's mostly flat there's a lot of things from energy consumption we can have more compact building it saves on site costs takes out a little bit unknowns if you don't you're not digging into a hillside that you don't know exactly what's what's in there just yet so it's just it's an opportunity to study what what opportunities that creates so that coupled with the fact that we know our budget we know what we have and we know what we need as far as the extra classrooms we have to be is not ultra efficient but we have to be very smart about the way that we plan the building so what what we've been up to over the last few months now

is many many programming meetings talking about the needs adjacencies digging a or we have the inspect that's a good tool to use as a guide book but really understand what needs to be next to what how they work how do we want to work in the future built in flexibility so long story short is that's kind of the big effort that's been underway over the last two months and design in this spaces is in evolution it's it's going to evolve not every ideas gonna be a good one so the point of the public forum at the next public forum is to continue to get feedback we're changing the format a little bit so that we can engage a little bit I thought the the dialogue after the breakout sessions were really productive and I think

we're trying to capture some of that essence more publicly so that we can let everybody know we're listening and adapting in my the plans so all good stuff I think you know as we continue on with traffic we're going to do other things that we'll learn as we learn more both on programming and Blauman and on site it's all gonna keep on shaping the building a little differently so that's what somatic design is all about that process goes through to about the end of November and that kind of locks in okay this is really what its gonna look like and then the next face is really starting heads down you're talking about what's in each space like carpet the clocks everything we've got to kind of design everything in every space and take one space

at a time and sit and go over them that's the next phase this phase is about studying options what's ok so don't feel like you know if there's something to do it's probably because we just thought of it you know sometimes if you think of it that morning or you know it so it's it's evolving and the way to promote conversation about what's best for the community is to give you a couple options and I never thought about this or this one what I like better so that's we're doing exactly what we need to do at this face so just wanted to write some level of comfort pretty excited about the next public forum because I think hopefully not that the first one wasn't engaging I thought it was great dialogue but I think this

next level will show some other options and really get everybody's feedback and then kind of settle down on what's what we think is best and try to fit all of that for the next the next month or so so that's I just wanted to be sure that all the key components like neighborhoods the to schools the sharing of the core of the community core the separation the expansion all the things that were keys are going to be that thread that ties everything together so so they'll be there they may not all shake out in every option but at the end of the day they're gonna be there so that's kind of our updates so you said you had some stuff for us to look at after yeah it's a format that I think might be

a little bit better after anyway it's the same sort of stuff we'll look at next week oh yeah okay cool okay thank you thanks Jess so with that another reminder Tuesday 7 o'clock it's Tuesday October 22nd 7 o'clock again in Cocoa Gary so we'll have the presentation if yes it will be 7 o'clock there's some school message out this afternoon yes and we decided that all of them will be at 7 o'clock it's just a better time work from sporting events from obligations to make it there it will be a huckleberry again it will be again a joint meeting with the NBC and the Board of Ed we'll start with a presentation with Jack down and ask Geoff had mentioned what we thought was exceptional with the last one was when the breakouts after the

meeting ended ended where people can go with their just look at the diagrams and talk and discuss so we wanted to try to capture that more and then after those discussions of talking questions we can meet back together in the full group and then just kind of share with the entire group whatever so if someone doesn't want me to talk and speak at the at the microphone they know that their questions have been hard to answer how many I think it's gonna be informal we did last time where everyone just kind of built around and asked questions and he found people that and went from there and just gathered all the information I have on the center school I had hoc committee that might so yeah so that's apologized I won't be there but I'm

gonna be looking at repurposing center school which is which is an important any other questions ok me brings us to three main points that's the first main point like next forums Tuesday and maybe some updates on what we learned tonight yeah absolutely do you want to do the enrollment um study is why three main things of this world with that yeah okay so now we have an executive session oh I'm sorry everyone over at Center elementary school the full social is on Thursday October 24th from 5:30 to 7:30 there's an early dismissal on Monday October 28th Tuesday October 29th and Wednesday October 30th at 12:24 fall evening conferences that are starting at 5 o'clock on Monday October 28th and Tuesday October night daytime conferences ovm Wednesday October 30th from 12:45 to 3:30 huckleberry there's an

early dismissal on Monday October 28th Tuesday October 29th and Wednesday October 30th at 12:20 for quality and conferences that are starting at 5 o'clock on Monday October 28th and Tuesday October 29th daytime conferences will be on Wednesday after / 30th from 12:45 to 3:30 there's the Book Fair that week with the evening hours on Monday October 28th and Tuesday October 29th from 4:00 to 7:00 there's a PTO meeting on Friday November 1st from 9:30 to 10:30 at with skinnier the walkathon has been rescheduled for next Tuesday October 22nd the Book Fair is the week of October 28th evening hours are on Tuesday October 29th from 6 to 7:30 PSAT testing for 8th graders is on Tuesday October 29th from 7:30 to 8:30 at the high school picture retakes are on Monday October 21st and all

schools there's no school for students on Election Day Tuesday November 5th for a teacher professional development meeting with the Board of Ed and the NBC we're going the new school project is on Tuesday October 22nd at 7 o'clock the huckleberry other Jim and there's a flu clinic on Wednesday October 23rd from 5 to 8 and there was skinny our cafeteria that's it I also did want to mention to the board and also just to the public that prior to our next board meeting on the 6:00 at 6 o'clock there's a budget roundtable so invite the you know inviting all of the budget or all of the public at least that's what it is on the the budget calendar size zoom it's on there 6 o'clock yes it's November 6 budget roundtable for the regular boredom

and meeting it's on our budget calendar so so just to remind you maybe we can have something go out perhaps after the public engagement or we did that I'll go away and then we can remind people so that's going to be at 6 o'clock directly before our next Courtney another thing yes yes okay um now we have executive session recommend a motion that the board enter into executive session for the purpose of discussing the superintendent's goals second discussion all in favor aye host okay this concludes the public portion of our meeting thank you everyone have a great evening [Music]
