001[Music] good evening good evening everyone today is Wednesday September 4th 2019 I'll call the regular meeting of the Brookfield Board of Education to order if we could all please stand for the Pledge of Allegiance we have our full board present tonight and we also have a new addition to the table I would like to welcome and introduce Muncie barn wall who is our student representative for this year all right and first we have the introduction of certified staff members dr. booth thank you mrs. serve so as you can see in the audience we have lots of new teachers and staff members and one administrator here tonight that are new to the to the Brookfield public schools and we're excited to have them they're still smiling they came back for a second week after a long
002weekend so we're glad you came back everybody what we're actually as part of this mr. storm we not only have our new teachers here the principals are actually going to be coming up on the next piece on the agenda in talking a little bit about first day first week and at that point I think it'd be great if they could just introduce and each new teacher can get a little way if I think that might be something nice we can do perfect okay so that we would roll into the opening day report okay very good so maybe we'll start with Mary Rosa from Center School mrs. diamond good evening everyone okay all right hi Mary Rose diamond very proud principal of Center elementary school and happy to be here this evening it's been a little
003bit of a whirlwind as it always is start off the school year but as a result of the dedication and commitment of ours people who are the people who call center school their home we're off to a great start I'm very happy that I'm gonna actually talk about enrollment birth okay I think you had a little bit of my report and then introduced after so we kind of have a rolling start at center school our first graders come and then our kindergartners come and then our preschoolers come so by the time we got to this Tuesday we welcomed 396 students we 53 preschoolers 179 kindergarteners and 164 fourth graders or nap fourth graders first graders something look like they are big so class sizes in kindergarten are at about 20 per class and in 1st
004grade were at 20 or 21 in a class made 12 new students first grade with lunch is starting today so we were full complement of students I just wanted to take a moment to acknowledge the incredible amount of time and energy takes a register almost 200 students we can think about that it is a huge task and Lisa Ruggles and Claire Denis average are experts I just can't say enough wonderful things about that our secretaries at center they meet with each one of those 200 parents and families and individually they walk through the paperwork to answer their questions and they listen to their concerns that everyone's sending their babies to kindergarten so it's a lot them so for families who speak a language other than English they seek our resources for students who have plans
005special plans they connect with other agencies and for families sort of unique living arrangements and circumstances they're helping to navigate the paperwork to establish present so it's just it's a lot of work and they are they are master that it's actually to acknowledge them so kind of along that idea of having great people at centre school our new staff here this evening with us we have Dan vecino who is our new art teacher we have Amy Cody who is our new music teacher Danny Cavanaugh who is our new pre-k teacher Catarina Prada who is our kindergarten teacher and Fran Weingart guys our new speech language pathologist who cannot be here today so we have a fantastic group of teachers really excited to have them here hiring is one of the most important things that we
006do and we really hired well so we're extremely excited in terms of our okay sure so we had a really great start to the year in terms of professional development a couple of teachers mentioned they felt like it was the best one we've had in a long time and I think again it's because we were we excellent PD for st math that presenter was just really fantastic everyone is so excited I was just saying to Eric where we're working on getting a lot of devices in place to start on Wednesday and the level excitement for the teachers is really high and I know it's going to be for our students we also took time to kind of reestablish our our PJs plans and how we're doing so locations and how that's connected with our ruler
007approach so it was a really nice way to start and make sure that we are all on the same page make sure make a consistent start for our students and give them a good foundation I'm looking ahead to the new school year we I'm going to again return to the idea of valuing people and connecting with on another our curriculum team is really diligently preparing all the resources we need to support the rollout of the standards online report card and we're making plans for embedding all of the tools within our regular practices so it's not something else that we're doing this is how we're going to roll at center school this is what it's going to look like and it's really the relationship that our colleagues habits our teachers have with each other that's supporting
008that work and sharing that process we're sharing strategies and experiences I mentioned with St math so we half of our staff rolled out st mat last year everyone else rolling out this year so a lot of connections and collaboration in that sense as well we're looking at the depth of knowledge of skill within our staff and our own team to share resources and ideas and expertise to resolve some of those challenges that come up they're going to be doing some walkthroughs with each other and really using our data see process to share the expertise that's in the room and explore that furthers as opposed to maybe looking for outside resources as well so it's a kind of a balance of both and we're also drawing on the strength and support of our school family to
009delve further into the ruler ink or tools laying the groundwork for students to begin to access the tools and families to understand the importance of students develop these strategies within themselves at this young age really starting with our pre-k students so we're really excited about it being a great year so you know again you're thinking about connections you know family that I said freaking I think everybody comes in with their families so every although 396 students that brought their families to school in the last week as well so we you know they're coming through the office and kind of going through the building so one of the students came into the office and you can see that they're there trying to you know build connections for themselves or because everything is new the new places
010new people it's a new mode of transportation or other but I mean there's old everything's new for them so new backpack you know so they all come in on this one student comes and he's talking with his family and he looks at clarity and savage and rows of you know Claire I think of Sinclair and says you remind me of my grandma so that was a little bit so then so we're choosing to say that it hurt mannerisms remind her move her grandma not necessarily her appearance and the other little quarter lender that they own dimension is that we had a parent of a kindergartner who typically has trouble getting up in the morning and she was just dreading like what it was gonna look like each day say to her like I just I
011want it's so much fun I just well I want to see mrs. Somerville like I just want to go to school to see as a Summerville so those connections are so important for our kids and really starts with us so again thank you to a central obvious leadership thank you to all of our family thank you to this custodians our school is gleaming it is absolutely amazing Dan Caldwell and his dad for all their help in preparing the buildings Deb Jones buses every you know all of our typical thank yous are really there as well it's really takes a team to make sure that this will open then again particularly when I think about 200 new families it was it was it's it's a whole team effort so thank you very much for a great
012start thanks thank you welcome to our Center teachers as well we're happy to have you all and now mrs. lab Shana from huckleberry good evening everyone well huckleberry got off to a fantastic start we started off with our PTO back-to-school picnic where we invited 531 families and I want to say we had a good turnout of probably close to 300 to 400 people attend every year we included DJ and food trucks and ice cream truck and it's a really great time for everyone to kind of get back together prior to starting the school year this year we have 160 ones two new students coming from second-grade 184 and third and 186 and fourth we had really great professional development a lot of our teachers had opportunities for thoughtful planning at the beginning of the school
013year 2nd grade also took part in the esteem math training second-grade teams are really excited just as Center school half of our second-grade teachers piloted last year so they were also a wealth of knowledge to kind of support their colleagues or that process we did some really great fantastic curriculum work and that will continue throughout the upcoming school year also our work with ruler and we would like to continue our pure walk throughs in the same way that Center is I often say that teachers are the best professional development we have because we get to go into each other's classrooms and we learn something new every time so we also were very busy hiring this summer some of our new teachers are Lindsay such a fourth grade teacher and a hair also fourth-grade dan Douglas
014special education Aaron power schakal special education and kristen Panozzo who's back they are also at special education as well I have very similar thank yous a center school we would not I almost say every year is like the start of the school year last year being my first there was so much nerves and excitement because I didn't really know what to expect and this year I felt the same way even though I knew it was to expect but it's not possible without our secretarial staff sandy Flom and Deb helming all the great work for the custodians getting the school ready well Deb Jones at the bus company dr. pitrowski didn't make anyone cry the start of this year but he always brings such levity and laughter every single day so without all of those individuals
015its it wouldn't be possible there's something really magical about how it all just kind of falls into place at the start of the year so we're really excited for the 1920's school year and it's gonna be a great year thank you thank you welcome to our very teachers the one and only mr. Dean Randa shooting sorry about that good evening I'm Dean ran of the principal at whiskey near Middle School I first would like to start off for over today I'd like to thank all of our secretaries for all the scheduling registering the new students all the paperwork technology changes ordering etc over the summer our custodians working around summer school programs to clean wax the floors paint clean windows etc stuff that I really am excited about especially the painting part my my custodian
016every time they finish certain spots he would send me a text of a summer if he even if I was at home at night or when I was on vacation to show me because you know he knows I'm big on the paint and he made the portable doors it was very exciting to me but that was one thing the Parks Department outside the front of the building around looking great with the hedges the mulch they put in the back for our students with our Gaga pit and our swings to Dan and in his staff our scheduling all the necessary checkups they need to do of the summer and getting all the necessary work done Debbie Jones as always an accrued all-star for always help us we always have a couple of students those for a
017few days and we really really try not to but we always have a couple that missed their bus and they make sure that we're able to figure that out so we get the kids home and all the staff that helped with our interviews with miss Gordon and mr. Bernard for all the help that they gave for me for scheduling and everything around the summer but also with a that we had is is very excited we have five new staff members that was Kinnear we had nineteen last year yeah five is and we have two new hires last week fifty new hires so at first I'd like Amanda Hayes to stand up to be working a special education or um Caitlyn priest is literacy in 5th grade she's not here she had an appointment she couldn't
018make it tonight we have doreen Fontana she's double duty was skinnier and also for high school she's our six to twelve special that supervisor and then we also have a list of Telus that came out from huckleberry and also uh oh my gosh a bookmark for lambda I meant to say Mike Smith for BHS we have 828 total students at this point and we have two that are actually in process of registering our cohorts I like to always kind of see from year to year for 5th grade even though that the incoming class was not as large as the outgoing class there's ones in high school as you can see by the numbers but our fifth grade was up seven from last year so from fourth to fifth up seven sixth grade went up for
019seventh grade went up six students and eighth grade was the only one that ended up going down by two we are so ultimately at 45 new students 15 and fifth fifteen and six ten and seventh grade and five and eighth grade so that's obviously with the withdrawals and you know the counterbalance there the area schools they uh they came from we had four students come in from they came come over from the magnet school from AAS st. Joseph it's seven students ela three also had from New Milford New Fairfield Danbury Massachusetts New York New Jersey Florida and as far as India and Brazil for some runs new students I'm exciting for us for to start the year for our PD that we had we're continuing our work our Alice Rubicon curriculum work and also in
020our fifth our fifth grade literacy teachers special ed teachers remedial reading teachers we had open core training for that for those staff members who were very excited and think it's going to be a great addition for us continue our work with ruler on social emotional intelligence I know one thing we're very excited about it does the training we had for trauma-sensitive school training that we're going to if you want to say infused along with the ruler before we're going to train with our staff but again just kind of that feeling in the school of being me being there for kids and being there for each other also very excited about utilizing our new world language on mobile app so my first day the first day it's always so much fun I love seeing the big
021smiles of the fifth graders and they come in even the eighth graders sometimes have their eyes like this because they don't always know where they're going so that's always very exciting but I always have to come up with a cup I have a couple new quotes from this year a new 7th grade student who said in saves me someone teach I don't know if everyone can say this but I had a really great first day and one of the kids kind of looked at him and said don't worry about it the second that I wasn't it was there was some other teachers but I had a 58 students say to me this is gonna be a great year especially because I can eat ice cream every day I sent in so to all those little
022things that County kids but really the first week of school always is a blast I think for staff and for students thank you very much no I have one thing to share with you and I'm on something that John it's so dr. bill I was talking about about being grateful and gratitude at the opening convocation some of our teachers had done a little bit this last year with some more of our teachers doing their gratitude journals but some of that I thought their cue things of the kids were putting in the journals I'm grateful for a loving family I just had a house for having phone but some kids would say thank for having a nice mom for playing lacrosse but my favorite at the end the kid said for being able to be they
023said for going to this school so thanks but again it's kind of thing that we take for granted a lot of times we've been trying to along with that theme of gratitude with something I asked one of the teachers as well these days about reverse order and I get to go first not to follow him all the time it's never easy to follow this aronia I am say hello I know how hard and I say that for the all the principles I know how hard the administrators we're working working long hours making sure to be any sweeter gets off well and you know we're working hard it's showing pretty much here this whole my name is Mark Allen the principal at Brookfield high school a few updates on enrollment we are now the largest was
024last year with senior have the highest enrolled we're now up to 370 total right now as of today we have 220 ninth graders 223 tenth graders 224 11th graders and then this fall credit class is 203 so you drop off again the same starts to thank yous you know particularly to the staff in the some of the teachers that came in for interviews we had 11 new certified teachers to hire this year which we summer here tonight you know my teachers they came in over the summer to help us with those interviews my assistant principals you'll shiny and Susan Griffin work tirelessly the support staff custodians get everything ready to go you know I'll talk about few those things throughout the course of my conversation but let me first introduce the South has left that's
025still here so we'll start with in math we have Margie Aldrich in social studies we have Christopher Buckley special education we have Catholic Kathy so velocity almost the full name as Nina Lewis before we also share Doreen Fontana back there I also see Allison Young in math Jamie mercy and see I mean well get that one in math and next to her is Mary cozy as well and we also have garden math who could not be here with us tonight and Nicole Guerrera who could not be here with us tonight because she had orientation for open house for her child and kindergarten and then we also have another teacher who will be coming on board relative to teachers they're coming on board we have Joseph you know physics and Kathryn value teaching biology so we
026have a couple things just to update if you notice as you walk the halls of high school you see thanks to some work over the summer been bogus project there's now signs with numbers so you can see the rooms are which has been a huge top of the freshmen this year and some seniors common thing I wish I had this when I was here in addition and a gold Girl Scout silver not gold award project you also see as well so those are put up around the building so that's a nice addition we have a couple new courses that right this year as we know ASL American Sign Language is our newest one this is an online version we're excited Kida feel they finally got today to get into the course lot it was pre-registration
027and gaming signing forms and paperwork and making sure there's an order and can it's really started getting into it today so it was really nice to see and I'll come back at a future meeting probably beginning of October and getting some videos to show you what that's like we have a scientific research course or the running this year algebra two Lehman sure that our students by the time they graduate and a solid foundation in algebra 2 was just huge we know in terms of success for college for those students to make sure they all get that before they leave we were running a p7r this year which is a huge there's probably 20 kids in that class which is amazing really excited about that code taught by our library media specialists and we have our
028health 9 and 11 courses which are now semester courses used to be one quarter now their semesters we have team health rooms we retool the room and now we've got tables it's fantastic in there and we're really excited to see that going I also thank the board particularly for allowing us to bring on other special education teacher that was something that dr. spa last year really advocated for and we're support and as you introduce Kathy here previously as I walk around and go see other classrooms special education classrooms rooms rooms are much more manageable now cases are so much more manageable is really something I think is gonna be huge talk to to the students here in the school we've done set a PD really before school started we are the last school to get
029on board with ruler so we started our staff training and done some of that one of my favorite things I think was gotten the staff thinking about what they're walking up song would be right so I think of like it was positive emotions you know baseball game you hear that music playing as they walk to the place so one of the things they're driving up long metal Hill what song are you playing today should have pumped up then I'd remind him is 25 miles speed limit as I came up I was a little faster today so that's one of the fun things room doing a lot of things to the music so I'm really excited about the school climate we're changing creating here I also have to say the beacon girl if you haven't seen
030it as you drive by the auditorium really huge shout out and I want to make sure you this publicly to carry Todd really is the one who spearheaded this whole project to get the be pioneer she brought it to my attention and we had students make all those tiles that are they're not the mirrors but the tiles of themselves handmade animate painted in school put up in July Kerry was amazing and also a lot of help from Melissa mobile week so those two women thank you so much it's a wonderful addition the school is parents dropping off or coming to athletic events the CB kind being that remind us that's the one we really want to follow we have an activity fair coming up next week berkel Utica mission those either Noli ammonia will know
031a little bit about him he's a go-getter and he's really just wanted to make sure that not just freshman and rotate through the activity fair he wanted to get an opportunity for all students so we're actually rotating all four grades through the activity fair next week and so I'm really excited about the work that Liam's done and really taking hold of we have a new Advanced Placement approach this year of college board a lot more online resources this year students actually register for an online platform and teachers have new tools as well also registration happens a whole lot earlier it happens by November 15th is the last day to actually register for AP exams so that's gonna be a huge shift so we're looking forward to seeing how that process is gonna work you know
032we have online payments through my school box has go on relatively well you know we were able to collect money for parking and Chromebooks we also did a webinar we'll be able to collect money for EP testing online we'll be able to set up the proms and field trips and really kind of streamline the money collection process which I'm really excited about we're entering our fourth year the school improvement grant which is really exciting dr. roubideaux I'll be working on that yeah all day tomorrow make sure we get at that in order we had Gary castles it was a long time PE teacher and was a driver's ed teacher here four years retired last year from doing the actual driver's education piece so we've actually worked with a vision of all-star next week is come
033in and actually is going to be doing some three sessions of classes really here at the high schools were excited to bring them in to provide an opportunity in a space for students who wanted to be able to take classes while they're here well they're not affiliated with Burke field high school we're working with them divided a space in the location for them for our students to be here and take some drivers out of classes also I guess the last big thing that I want to make sure to mention is the 50th classroom over the class of 1969 will be taking place in October I've been working very hard with the gentlemen that have been working tirelessly for the last two years so to put this event together things like a sugar maple tree when
034working in a plant I'm working with the alcohol on parking rack plaques to be notated we're doing tours around the school for some reason they want me to speak at their event I'm not sure why but they want me to come so really excited to combine the class of 69 67 and I want to say 70 maybe together to get enough numbers but they're really excited it'll be an October day see for those leadership they're really excited to come in that's pretty much all I've got so thank you [Applause] okay next we have public comment we have one person signed up mr. Jackie [Applause] Thank You Raj Chetty 21 white pine drive thank you for the opportunity let me start just by welcoming the student representative as a former board member I always enjoy having
035students I will I will remind you if you haven't read the word policy about this you are a full member of the board with the exception that you can't look and the reason I mention this is I urge you to think about what's on the agenda and giving them your input particularly during budget season okay it's important that the board hear from students so that's my feel welcome the real race time here tonight is to talk about Berfield care as most of you know community organization you know committed to increasing awareness and education on mental health issues a variety of issues and what we've done this year and we work with the schools closely we we do a biannual attitudes and behaviors and we are playing we have still on the schedule for this year
036good and what this does is it gives us real information on what our students are telling us their lives are late in the schools so we're not dealing with manage languages it's real important information and they tell us information about alcohol drugs bullying mental health about eating disorders suicide about a lot of things maybe things we don't think about all the time and while most of our kids are really doing very well this is the life that many of our kids are living and so even if our kids don't have those issues they're certainly friends with kids they're certainly going to their houses and so what Berfield cares has done this year for the first time is produce a parent's guide to helping your child succeed and in this we have sessions about Berfield cares
037alcohol drugs the law about bullying mental health and suicide social-emotional learning the ruler approach the developing brain vaping and smoking and we have resources and so I wanted you to be aware that this this resource exists it's available Muirfield cares is attending all open houses we were at center school last evening we thank you for the high school tomorrow evening and so it's our intention to make this available we'll give the school's additional copies for parents people who are going throughout the year if they need more let us know but we think this is the resource and most of what's in here is geared towards parents it's suggestions about how can you identify things how can you talk to your kids what can you do where is help and so you know the intent is
038not to scare parents but to let them really know what the resources are out there any questions certainly let me know thank you and on behalf of school systems mr. Jack I want to thank you in Brookville cares for all the little video I mean they're really valuable to the work we do supporting us and in that spirit just a great resource thank you hello everyone my name is Monty Varna and I am the pro Fela high school representative for the Board of Education I want to start off first by also thanking Mr bland miss shiny miss Griffin mr. Mulva and all the guys counselors and staff and administration that helped us start our school year like smoothly so thank you for that the first couple days of school were very interesting for our upperclassmen
039who are peer counselors I'm a peer counselor myself we wear our entire blue and yellow shirts and we help freshmen and new students assembly into our school environment so we stand a couple minutes after class to make sure everyone has got into the room to help out any loss students and we're also on the lookout during lunch time to make sure there's no one sitting by themselves as far as events coming up there's three major events are happening in September and October the first being open house tomorrow along with all the administration and teachers that are organizing that event the peer counselors are also helping to organize and execute it by touring around parents as a child from their students classrooms because that's very confusing not just for students or their parents as well we're
040also hosting a teacher dinner because we know how hard the staff and all the teachers work so we'll be bringing there's about 30 peer counselors and each of us are bringing a dish related to our Missa tee our own interests in order to just truly appreciate all of our teachers that work hard and save the extra hours for us and our parents the second event that's coming up is the homecoming dance which is on September 28th it's a couple weeks and the following week is spirit week which is October 1st through 4th while the days and themes for each day has not been decided we do know that Friday will be our blue and gold Day or special pep rally and our homecoming carnival and game will also be at that after school at that
041time and we're also considering bringing back a form of mr. BHS which did occur a couple years ago mr. Blandon and our student council are working hard at creating more inclusive form of mr. BHS to include all genders and so that we can appreciate the talent of people that are not you know all genders and all types so that is my update thank you so much for this opportunity right and next we have written correspondence there is none recommend motion that the board approve the minutes listed below as recommended the board retreat on August 21st 19 the regular meeting I always try herself 19 and the special meeting I'd always 2690 second any questions are there most for me this is room 10 an update I will defer my time tonight because we have a
042couple of presentations we certainly have the principles presented and well we so my super event update was quite lengthy so I will defer thank you okay thank you actually I don't have too much to report on this I mentioned me too briefly at our last meeting that we did meet briefly on Wednesday August 22nd 21st just to discuss our residency policy but as we were meeting we kind of we came we were coming up with more and more and more questions and it's a policy so we will probably be finalizing our next meeting I hope so nothing to it doesn't change the the core of what the policy essentially states but as a lot more language and so we're still kind of teasing out to make sure that is very clear [Music] alright then move
043to meet incentive Linda recommend motion of the order to prove the items on the consent in China has recommended new hires transfers and assignments and agree changes socket questions another big welcome to all of our new hires and it looks like a congratulations to all of our our teachers with degree changes as well a hard work gressil yes absolutely right all in favor aye boost okay going on to the business then we have a strategic planning and if this is put in here just we initiated the strategic planning with our board retreats and as always just to do all of the work that we wanted to do we did start by just say we have two years left of our strategic plan we've accomplished a tremendous amount with it and with that I think we
044can distill it down a little bit make it easier explain our first thought with that was to the way our strategic appearance is now we have our measures for our goals for learning our measures for learning and our teaching for learn and then the coherence that goes through them we decided to distill that down because our goals are really just what do we want our graduates to look like what is everything that we want our graduates to do and from that as to recap and for those able to make it we have the goal of the Brookfield Public Schools is to inspire challenge and empower students to become creative critical thinkers communicators collaborators and changemakers so again our four C's works very well that's why every year goes so then everything to do that how
045we teach and how we measure our success in teaching is everything else that distills down from that so that is a I mean we have such great conversations during our retreat to build up and to get to that point just put this in here to see where we want to go now taking this forward so with that sure so we talked formally I shared some strategic priorities with you before the school year ended back in I think it was may have been late May definitely by June you know those those are pieces some are coherence and system pieces that are kind of operational others feed directly into the four pieces to the portion of graduate directly in terms of the curriculum work and other programming that we have as instructional and so as part of
046that I would I would encourage us the thinking about how we could spend some time has kind of a committee of the whole concept and spent some time in special meeting however we might schedule that to really start to flesh out the timing and timeline of our strategic priorities how they fit into our portion of the gradually looks like because it's one thing to say we want kids to be creative and critical thinkers but what does it really mean what does that look like and then how does that cascade throughout our curriculum pre-k to 12 so there's there's a lot of work to be done there many of you are familiar with Annie s work that the high school did which involved a lot of these things we're doing that with our doctor Alcock work
047in terms of all the work we've been doing but formalizing that so let's talk more about the effort as an administrative team we put the board and work together to collaborate to develop Tagliamonte plan that would reflect this I just wanted to put that out there and you know we have time but it's something with all the other things we have going on in terms of our special ad hoc subcommittees as well as the regular work and building body there is a lot going on and I do understand it's something we need to think about and plan accordingly so Johnny you thinking about things like you know students will be able to sort of underneath each of these for sure we what is their identifiable absolutely and then those will be able to z' are
048in different areas of the curriculum different grade levels what does that look like that's gonna take time to develop all that but we serve the end in mind rainbow right for sure the gradual what wins students are going to be pom when they meet us at the end of 12th grade and in backwards design that was that like so students right yeah I like to UM Colette we mentioned at the last meeting just for the folks who weren't there is that when we think about budget planning to really think about maybe even organizing our budget presentations and things around these four ideas too so we can really you know coherently communicate to the to the public about what our priorities are and how the money that we're spending is aligned to our priorities right I
049even like to eventually when we're prepared is aligned our board agendas to those dolls any market with a goal next to those agenda items how that said as well that type of line is what's going to really invigorate the strategic plan make it very clear for everyone including our suits exactly what we're trying to accomplish here I know the next couple notes are going to be busy does anyone have I mean maybe not even half we can just get a feel or maybe we can just yell and see what works and that it's only work best over the next couple of months we can try to tack something on before me since we already had the Wednesday plant I know it runs into policy communications 15 as soon as unfortunately we can try to do
050something separate if someone has a weekend free we can maybe even try to get together you know just for a larger time perhaps so just happy to feel that what works for everyone maybe I'll send out a spreadsheet if the board would be okay with it you know I'd be happy to put together take the strategic priorities and how to put together a kind of a recommended timeline the hub thinking is doable you know what we have the capacity to do as well as some of the defining pieces that might go under this and what looks like just to have a start so we can really use our time you know just as draft I'd be happy to put that together for whatever we prepare thank you well thank you thank you all again okay
051next we have my moment report from the law room so that introduces mr. Patrick Gallagher from 1 in front and here's a PowerPoint address helping him set up and he's gonna walk through their methodology and what they found with their most recent deep dive into our projected enroll good evening everybody my name's Pat Gallagher with my little room and I'm gonna be going through normal productions update housing in particular this go-around just to try to understand some of the trends that are impacting the district we last prepared projections in the spring of 2018 that was benchmark October 1st 2017 data so we're two years removed from that projections report and for the first year it performed fairly well we were within about a half percent for each of the grade cohorts or for this school
052year particularly for kindergarten the projections were low came up much higher and so that really necessitated the need to do a deeper dive understand what are some of those transit impacting that I our kindergarten enrollment October first data is really the benchmark for all enrollment projections and it's required by the state for official school construction and grant application projections building project planning and so we're using preliminary numbers that we've got obvious 13th and we do know that your first day of school enrollment from August 30th about 31 students higher than our little Mary numbers and we know that enrollment will fluctuate somewhat over to the first few weeks of the school year and so we do recommend doing an update of the projections once your official October 1st data is in and assuming that that
053increase compared to our preliminary data stays that would result in a slight uptick in our projections so one of the drivers of projections are what we call persistency ratios and that measures the growth or decline of a class as it moves from grade to grade we also have what we call the birthday cake persistency ratio which compares an incoming kindergarten class with the number of births five years prior and I've highlighted on the left-hand side here what's really been driving two larger kindergarten classes is a dramatic uptick in your birth decay ratio so back in 2017 when we lasted the update the highest UNC was one point three four so that's one hundred thirty-four any partners enrolling for every hundred births you had five years prior based on our preliminary numbers for this year you're
054at over one point five so that's 150 kindergarteners for every hundred births five years prior so that tells us is greater share of your income in kindergarten classes moving to the Berfield somewhere between one of their born and when they enroll in kindergarten housing sales that have really rebound over the last few years averaging over two hundred and seventy per year between 2015 and 2018 however we did notice a plateau over the last four years with actually decreasing slightly between the peak in 2016 and 2018 and it's important to note that this cumulative effect of these last four years is once driving that large opinion writing class over the last four years you've had a lot of sales which results in a lot more kindergartners moving to district before they enroll in school this is
055an important trend to keep in mind when I get into the projections itself so this truck here just shows the Kennedy Barton class in red compared to the Associated Earth code work five years prior and blue and their growing gap between red and the blue line shows that there are more kindergartners moving in compared to the first five years prior and again this is we believe tied to the cumulative effect of home sales over the last four years however because your sales have plateaued and they have really been increasing your over here the same way they were maybe five years ago we don't believe that that birthday ratios tend to continue to grow at the rate that has over the last few years of a rather stabilized we also wanted to take a look at
056a deeper dive at housing sales and what we call a new district analysis as well as yields for recent multifamily projects to really understand where these new students are coming from on average the student generation rate per sale is just under point two students per sale so that would mean was about two hundred and seventy five sales annually you're gaining about forty five to fifty new students in first through twelfth grade we also took a look at in fact on a kindergarten rolling over the previous four years again we're at about 0.04 to 0.05 Canady burgers per sale or roughly twelve in andhrapradesh generated from housing sales over each of the last two years and this explains some of that uptake and kindergarten that we saw this year we know that the town seen significant
057multifamily development over recent years and we wanted to understand in fact that that is happening on enrollment as well the map okay so our table so this just shows the average student yield from your multi-family housing complexes we know this is a mix of so newer housing complexes as well as some older ones that have been online for some time one of the real drivers of students coming from multifamily developments is the bedroom split so we typically see higher numbers of students coming from doing a three bedroom apartments and a fewer students coming from studio and one-bedroom apartments and we do have that information available for a handful of developments all but in general you'll see more students coming from condominiums and townhomes and larger and fewer students coming from your rental apartments all in
058all your student generation rate is 0.18 students per units or other units would give you about 18 to 19 students it's important to note that these just show the direct impacts of these housing developments on enrollment anecdotally we do know that a lot of empty nesters and seniors are moving into the rental and condominium stock in town many of them will likely be vacating a single-family home and many of those folks are like lease selling their home to a young family with school-age children so these multi-family housing developments and also indirectly lead to more students moving into the district and we also know that you have significant reviews that are permitted and yes be built if we were to apply that point he point 187 students per unit that one yield between 90 and 100
059students coming from these developments we need to state that these will all come online over the next three to four years and also several at least half of these likely more will be one and too many units so a smaller one or two bedroom units typically yield fewer students and your larger three-bedroom placements we also want to update birth projections based on the most recent data available I will point out that the 138 births in 2015 correspond to your next years in devouring classes and coming a candidate for our class of 2020 so there is a larger birth cowork than you've seen in the recent past and we project that you will be seeing some larger birth cohorts moving in over the next ten years as well and again we believe that this is tied
060to housing in migration young families with children not yet have some shoulder both will have more children one named Wichita looking at your historic enrollment a district-wide you're beginning to level out when it's less than two percent decline over the last two school years and in fact this was the first year where if you were a leader k5 cohort where he saw a year-over-year increase between at 20 18 19 and 20 19 20 so we believe that that bottomed out we use the codeword survival methodology which is the industry standard for doing enrollment projections and the basic premise is that the recent passes to the best indicator of the near future and it works well in stable communities with the amount of housing activity that Muirfield is seeing over the last few years that is
061somewhat of a deviation from your historic patterns and that's again why it's important to do this update so that were coming for that higher level of housing activity in town we've developed a low medium and high production planning purposes while we are going with the medium as our preferred model is important to keep the high and the low projections models in in mind when you're doing your long-range planning and each model has different sets of assumptions for housing and economic activity and if if things were changed in the future and you're shooting curves the higher the low at least gives you that range for making those long-term decisions one of the differences being planted this year is what's called a variable birth Jimmy Byrnes persistency ratio so that means that we actually lowered it in
062the latter years of the projection horizon it's been very high over the last few years and housing activity and new construction but we can't tamper that down in a lot of years as as construction activity begins to taper off and it's also important to note that we have greatest confidence in the first five years of the projections horizons that's based on known birth data and more uncertainty in the latter five years where we're relying on projectors so looking at our three models we have I in purple the medium green and the low in red the low model shows a slight decline over the next few years for an uptick with a liar five years of the projections Verizon whereas the high model shows an uptick be any nice leader and continuing with that I'll take
063growing over the latter few years because housing sales again have plateaued and construction activity will begin to taper off once those new units that are currently approved or built we recommend using the media model for planning purposes so and we show that k5 for just for a to align with your future building plan and we anticipate growth to about twelve hundred and thirty-two students based on our preliminary numbers again once this is updated with October first data it may move a little bit but that is higher than two school years ago and the peak so for school construction grants we look at an eight-year window so the ice within that eight-year window is in twenty twenty seven twenty eight we're we're as it'll increase slightly in twenty twenty twenty-nine that's outside of this school construction
064grant application no media model again assumes that how these sales will continue at that current rate so that plateau will continue but that new construction will taper off almost the units that are online we both now are felt and so again that's why we lower that birthday for the latter years and you stabilize that around twelve hundred to twelve hundred and thirty snows so could you repeat one more time about the construction sure so yeah so the state requires that four-year school construction grant you use the highest enrollment within the next eight years so the production be prepared for ten years but for the school construction grant playing want to only look at the first eight years remind you saying again what was the high number that you had in the current projection based on
065the florian preliminary numbers 12 32 and what was it in the last projection you would that's a pretty significant changes yeah I came out to the mic make sure I sure any June 2018 update that alone room did for us which was in between the the deeper dive of that Patrick reference in 1711 46 was the the number in the highest in the eight year projections that's what we went to state with well that's like a hundred more yes so I was like five additional classroom yes in terms of sizing the school yes so you have the for this year eight correct so we had 31 students between our August 30 numbers and 15 days now and now today we are down to 26 25 so that's 11 students less and just since the the
066preliminary number I gave you in August 27 correct so 27 difference between Rome and our actual experience and that's going to edit and flow you know while we're on samples the new student register and and unfortunately there are situations where families are still disenroll in their children we don't anticipate they're going to be here they're in our account and it didn't with us before and then it is small because they move or whatever the case may be that's why the state wastes that October 1 and annually I gave you the the second board meeting the enrollment report is they have time to prepare it and certify for the state and all that I have set my concern is if we're off by 25 when we start this from the get-go are our numbers on our
067year 8 which hundred you know student differential are we really looking at 125 student attention which is significant which is yet another sure is classroom or something so so where where do we make up for that differential which is I mean it's it's huge from the start yes I would recommend doing the update once the official October first numbers are reported by the districts all of our other historic and rolling data points are from October 1st and so that'll also make sure that we're being consistent year over year mourners room will do that day for us I'll just make an observation when we had the last report I just viscerally remember that we were looking at entering kindergarten classes in the 140 to 150 range year after year after year and that's like eight classrooms
068you know not with high teens I'm looking at the missile on this medium projection chart that you just had on the screen looking at the 200 every year that is yes that's not up to nine you know so we had actually when Siddhant Lee we actually the functional tech down here with us this evening we had a full day with attacked on with our classroom teachers or their administrative team our elementary principals as well as fine arts final performing arts in and visit and and person track as well to really start looking at all our flexible space or designs preliminary enrollment et cetera and going through taking a look at everything so we've been doing a lot of designing and getting creative and playing looking at our conceptual design and so it was a great
069day of planning but we'll continue to look at the projections is really look forward to the after October 1 projections we are you know 11 down from two weeks ago and so it'll be interesting to see will we actually get closer to that 2598 number that along showing now because we are showing it was it I said 26 25 so we're all right now all 527 however that smalls new update that they just did at this August we designed the school this is an important to be very candid with everybody based on that the high your number all 1146 from last June when they gave us update so so just a question on a study to study variance is most of the variability driven by the housing change yes that's what you thought see if
070I kind of boil down like we said and that's bringing in more children into the district as young families buy those houses you I think you said that you assume that that won't continue a little pot so out correct what if it doesn't how big a how big a risk do we face that would be something's we have to discuss it and see if it's worth including kind of your planning assumptions so right now hi does assume that there is some growth and it does go up actually and we see the numbers so the highest ooze that your sales will increase to around 300 per year so that will be an uptick and setting over the period correct whereas the low shows a decline to about 200 250 and medium shows the plateau so if
071they did end up being elevated than I model could be used for planning purposes as well but I think our problem is we can't we can't we don't have the luxury of time to determine which my little bit of take really in the next couple months we need to determine where our outlook is so your recommendation is using the middle model as far as what we're recording to the States or what we're we're designing this school for with maybe the contingency for the high model like the extra business of that can be added on yeah and just as you're kind of planning not just for the building the building is probably determined by the size to be determined by a media model unless you want to go larger it's more of just a informational tool
072for you all to keep it in mind that if things were to go differently things where the housing sales were an increase that you may need to plan coordinate for so it's more just to give you some flexibility for different what-if scenarios Patrick a nice question I don't know anything about your business but I'm just saying if you have young families move into these houses and you're thinking about how many is it now how do you factor in the fact that they may have more children I mean we don't need to sell more houses to have more children younger families are moving in so kindergarten is by far the hardest grade to perfect because we don't have a census of the number of three and four-year-olds in town - sighs - the ones that enroll
073in your pre-k programs that are a fraction of the students that are next year really what we use to the best estimate that is that birthday persistency that I talked about so that 1.5 bi last year that kind of base in all of the in migration of young families with children and it's the most reliable data point that we have that's based on known data sometimes we'll do a pre-k census as well as there are private pre-k programs within the town just to get a better understanding that's the only other methodology hi everyone happy and one other question you have pre-k as being stable at 47 students and we know we just approved an addition we have 53 right now as of today 53 cases and that's the more moral agency so why did we
074keep 47 as I've given you as a today just as yes so when we do the October 1st you typically do other standard practices we keep free case consistent with current year enrollment unless otherwise told by the district that they're expanding the program so when you do the October 1st refresh its let's say you're planning on adding sections of the pre-k for the foreseeable future we can add we can ask students and then just hold that number constant at a higher current so that number needs to be definitely adjusted as well is there any methodology that you could consider that would help you project the housing turnover that on one of the Brookfield is an anomaly so we did actually look at some of the towns particularly Dan Barry and Bethel not the deep dive
075on housing but just looking at population growth and enrollment trends and both Bethel and amber are experiencing similar offense to you Dan very obviously a different type of community but they've seen quite enough taken and rolling over the last actually pretty consistently over the last decade Bethel you know more similar superb community to you-all has seen enrollment growth over the last few years as well so I think the housing boom is a reasonable phenomenon and Brookfield is one of the towns that's part of that phenomenon and I think the fact that you build so many new units also kind of separates you from your peers let me posit something to you that you may want to explore with you your softener partners is Brookfield's largest growth period in terms of housing was in the late
07670s through the mid eighties a lot of new units were built in so because the highway was opened up and a lot of corporations moved into the Westchester it 84 corridor and if you think about that timing that young Pamela's coming in then are all retirement age now I think most of us have experienced neighbors who are at the retirement age moving to Florida selling their houses to younger families I think it's unique to this stretch of town but the positive this is a theory that there's a stretch of towns that are just a far outside of the White Plains area that opened up in that era that are all feeling a significant turnover at this point because their growth was 30 years ago and I suspect if you were to look at the age
077profile of the current owners homes which you can get and you could you could look at probably a higher than average percentage of homes owned by people in their sixties and seventies at this point on and I just would for positive at-bat will lead to high turnover to younger families in the next decade and I think it's worth seria because I've seen a day-by-day you know people who are moving to Florida no kids behind them is coming in young families with a two-year-old a four-year-old in the six year old right and then are probably from New York that are coming for other towns in Connecticut are coming from all over and it's an isolate community with them so that's a place I'm not I'm not sold on it's gonna blacktop I'm more on the high
078case here and and I think that has implications to our dinner nothing gave off the data but I talked to several families at the Kmart and Walt medicaid's Kingdom and several of them share how excited Brookfield they look at a number of towns and because of the the the decision for them was obviously they found the house that work for their family but they were very happy to be here because the new school was in traction I was part of the sellable and I don't want to be in a position where we built a new school and on the first thing we discover it's too small and that would be the worst decision we could make and I agree 100% with all due respect I I'm looking at these numbers and I'm saying that I've
079lived in this town my entire life we're not plateauing we're gonna continue growing and I would almost set my life on it that's how sure I am I've also talked to a lot of people and people are looking at Barfield because of the new school that we're building people come in they may have a three year olds but they also may plan on having a second or third so I know what your numbers are saying but respectfully I disagree I think that we're low balling the number oh my god in this update that we see you knocked over some come back on this topic sure how's it going so my concern is we know we're off by 25 with our pre-k through 12 times total and we know that we're already above our pre-k so
080you know these numbers can be wait until October in regards to the design phase that we're entering with a school for the state we actually can we actually can't we had a discussion today with with the architects and the the work we're doing is yeah Jeff is there yes and we get a lot of dream building today what we want lest we forget that intelligently we anticipated that this might be happening we all did so regardless of the 1146 number we all thought ourselves totally you know with our experience we're probably seeing one of that we've got a lot of flexibility to the conceptual spaces in terms of resource rooms stem spaces all kinds of different ideas that we had that were conceptual where we might be able to have a lot of flexibility in
081those neighborhoods that was some of the discussion today really it certainly in any radio and what those might look like with our actual classroom teachers a lot of excitement in the room and with the architects a lot of area of possibility and so we make some some moves to house the anticipated injuries you know we didn't have day on that when we started sexual design you know this this year any other questions or comments I just had a question about how you determine the average student yield based on the number of bedrooms and in townhomes and condos so I'm looking at page six specifically I'm looking at Riverview townhouses two to three bedrooms you have 42 units and this year that yielded 14 students so you have a point three one average student yield I
082actually get thirty point three three I think I did okay but then underneath that we're actually in the next slide is underneath I'm on page the next slide when you're looking at approved housing complexes the Enclave has three bedroom units 181 units but you're saying only 34 students could come from there which is only at a point one so why such a yeah so we didn't have the exact number of three bedroom versus two better versus one-bedroom if we did have that information available we could project by bedroom so we can follow up with your planning department and see if they had any more detailed information of that development okay so these numbers could be way off too Thanks I would I would venture to guess that this data was never used by our zoning
083and planning reviews to locate what the number of additional suits being approved on these are a lot of units and a lot suits on the these new units that are not yet built so here the questions looking forward to the other thank you I'm really looking forward to the [Music] technology so mr. Conklin July comes the Pony please our director of Technology good evening everyone I'm going to give you a quick update on some of the projects equipment software some of the exciting things that happen to over the summer and actually are continuing into the school year I'll start throw books we were able to purchase 450 Chromebooks thanks to some great pricing to feed the one-to-one program and then also Chromebook are sounding the lower grades as well as replacements and just you know
084fulfilling needs more devices for more students especially in terms of the lower students the SD math program which does require plenty of computers you may have seen in dr. Burrell's newsletter that we originally had accounts news by the numbers we originally had a count of six Chromebook carts between huckleberry and center and luckily that number was actually able to grow we're looking at five promo cards at huckleberry the fifth one is out of this way and three a center for total of eat so far and a couple at with skinnier in addition to the mobile language lab which I'll get into a little bit later so it's exciting that we were able to get enough devices to more than just benefit the ones one program which continues to roll for the students pretty state through
08512 but also to make sure that the elementary students are also getting the devices that are up-to-date working and prepared especially for our k2 gee math program so we're excited to support and work with the principals and administration on getting that program up and running one of the other changes that happened over the summer an update to the one-to-one program we have started to give students the ability to essentially pay for the device up front with the idea that the students can now take the device with them over the summer in past practice the student would have to determine the Chromebook before they leave in June and then pay for the rental fee for the next year one of the biggest requests especially in the eighth grade was can we take these home over the
086summer my student would love to use it or I would love to use it over the summer and so we're excited that we're able to work as a team with with principal Randa and Belinda library staff here and and my department in in helping students be able to use their devices more it also kind of reduces some of the burden on collecting the devices hanging and back out and it kind of opens up for a little more for support and being able to address a lot of the other needs that happen around a school thanks to our budget and for great funding we were able to purchase and thanks to Steve Clark and Logan and white all over the ways our student helper who just entered a new year we're able to install 50 wireless
087access points district-wide we do not use these as replacements we use these as additional access points to fill areas that were needed and actually the fill areas where when you add in 450 Chromebooks in the district you have to be able to make sure that they all connect and they don't have too many connected at once and nobody can get to any internet or web site or anything like that so you know with with the what if it chromos had it comes to me from happy to come some infrastructure work and we were luckily able to do that this summer as well here at the high school we put in a new 20 new digital displays which then rounded the math science and social studies departments so we'll be moving on again next summer as
088we continue the push district-wide in hoping to get it down to where skinnier and of course you know when a new school is built we'll be able to put some interactive displays in their school-wide our nursing software smaller projects but it was moved over to the cloud this summer which then takes it from being installed on machines is that web-based much easier for the nurses to manage and support and and it reduces some of the burden on us supporting it here at work so we're off to start with that one of the big projects that I was working with a minister post and John Randall's on this summer was along with this town actually we did work very well together in a major upgrade to the newest platform to their new version and although it
089wasn't the easiest road the teamwork that we've all come together on we're working on a lot of the minor issues and ready to roll these other creatures are important to be able to do things like w2 going forward for our staff and generally just stay up-to-date with a secure working platform you know as ecology changes and new features or at least the language lab the equipment's here the carts here the chromosphere here these teacher machine is here the company the same company that done the language lab here at the high school Chester Technical Services is also doing the one at which skinnier they're currently in process of remotely installing the software getting our server ready and we're looking to work with Kenan Holley and roll that out to the students early to mid October which
090is a similar timeframe that we actually rolled out the high school language lab so rather than start the year with a language lab we're going to introduce it partway through the through the fall so we're excited to be working towards that the other thing one of the other things that happen over this summer was the high school football field and of course this is work along with mr. Baldwin who will probably mention in his report as well but we expanded our ability to live stream were sporting events so if you remember last year we were able to put a camera in the gymnasium where we are able to livestream basketball do volleyball we did it voluntarily to our football games this fall and potentially with a cross in the spring soccer as well in the
091fall and so that's pretty exciting huge thanks go out to you know of course the same things that everybody gives working together as a team here it's always great but but I always want to give a huge thanks to the folks in my department in Kathy Colavito Barbara McCarthy Susan Schmidt and Steve Clark they do a lot of hard work over the summer and during the school year in general to make sure that we have working equipment that our teachers and Paris and nurses and secretaries and everybody else has the has the equipment they need the software the resources they need to be able to do their jobs and and also on pointing the whole learning students and staff creating accounts making sure we communicate them with them doing this technology training during the new
092staff orientation so that's just part of the work that they do over the summer to keep this system running and the school year as well finally one of the big things it's not necessarily a summer topic but it's coming up recently something I just wanted to quickly share with the board is we are paying very close attention to some of the ransomware attacks and security flaws that have been making public news recently most recently wolcott I know there's Middletown was mentioned hours ago I read in the news terms are already cool about writing our backdoor Sherman I heard about monroe-woodbury over in New York recently had one as well I just wanted the board to know that we are taking very close look at that and we are making sure that district to take proactive
093approaches to protect our network and make sure we do everything we can to not be an excellent in the news and so that's all I have for tonight anybody any questions Denise small so not exactly yes thank you in the building I just want to really respectfully thank her because we call her the power school Queen but in addition to that all the software that Eric and his team make possible for our teachers and students to use have to be in compliance with a state student data privacy laws and Denise actually is the one person who made sure that for every software platform or application that students use SP math but we have a number of other platforms and apps that the she herself uploads all the data to make sure that the students have
094the right accounts that they're in the right classrooms and works with the the principals debited myself and Eric to make sure that everything works and that is a huge task and I know a bug her a lot and she never complains and so we don't really have any problems with any user IDs or passwords and when teachers need something I can pack in a test for the principles or the teachers themselves just have to send her an email and like that whoever couldn't get into whatever they can get into because of a username or password situation it's taken care of so she's behind the scenes and nobody ever sees her because she can never come out of her space because she's so glued to doing this thank you thanks so much everybody um first I
095want to thank you guys for all your support and everybody disable every room for all of our athletes and all of our students um this fall we have 19 atletic teams we have five new head coaches and dance we have miss Samantha flock in cases McCullough chair on Tiffany Johnson she's a teacher there he'll volleyball game and Kacie football Bryan Muller and girls cross country amine loafing we have 425 students playing applause represents 48 percent of our student body that's the most we've had most numbers we have but it's the same percentage we had last year because I roll that one up now just starting in in the end of the summer and into the fall we had some hot water to keep our kids safe we have a cooling station which was actually highlighted
096by wanted to see I thought ik Trainers Association last year they set pictures of what we do modeling it you know what all hey Seoul should do we have a missing time and a nice table a missing fan and water system that cools the water we so that everything possible just case one of our athletes overeat last week we had a very successful parent meeting our expectations and parents met with all their coaches I want to share with you we were one of the first schools in the States CIA C initiated classic policy and we took it one step further we have our kids to do the class act pledge we have a very very good student athlete athlete Advisory Council they meet once or twice a month and they review our athletic programs and
097make suggestions to me they meet on their own they come up with ideas to make our athletic department about her um I don't know last year I showed you guys the video of the CIA C made also last year in March Kenley had a story highlighting our kids and our athletic Advisory it's it's posted on the website or feel athletics comm if you want to see it was really awesome that they highlighted us as leaders in the city um you know we work very hard with that king high straight he's one of our students is actually the student leader the sheriff of the CIA C athletic Advisory I don't want to thank Mary Knox in the parking lot Department for all their hard work and we had some concerns of the bath turf being it's
098time to get a new one she ensured that it was safe for our kids and had the people come in and do the task I was extremely happy just wanna make sure we keep our kids safe this year we'll be replacing the scoreboards in the in a new gym I think they're from the late seventies when all those people moved to town think I will be getting new ones with some of the new football rules we'll be getting a play class on the field and we also got new high jump it's a pole vault pizza then last year which were desperately needed for the track teams and within the last four years all of our teams that got new uniforms and they're not in there on a cycle so recycle them out and replace what
099we need and fix what we need we're never kind of in a chant by the time uniforms we got a cycle um I was excited to today to meet with a huckleberry hill project with dr.
