003come down like tonight there's nobody playing you can hit the button at the bottom of the stairs that turns the lights on at 10% for an hour so you can walk around and what's interesting when they did these lights and we came over and watching and do it they designed the entire system at the factory and the lights are already completely pre and they've got them all set depending on where your poles are on it and they just raise them up and that's one of the reasons they can do it so quickly they don't have some guy in a cherry picker of 85 feet aiming lights in the middle at night and I think it's beautiful it looks really nice it looks really nice the second thing I wanted to talk to you we don't
004have a lot this month is the FEMA application the people finally call the meeting and we met with em Marsh's Greg Dombrowski and I'd met with them yesterday for two hours and their process and they filed our claim yesterday at the meeting so now we'll go through the process where we fill out all of the documentation get smaller details it's much of the information you've already seen we filled out the preliminary damage assessment now we have to do the same process over again one thing we did learn yesterday is that if you look at this we are told originally that we would get 75% of categories a and B there now saying we will get 75% of categories a through G so that will be another 221 thousand dollars for a total if they honor
005our entire claim which I believe will be very close because we've got really good documentation on everything we're really good two million eight hundred and thirty seven thousand dollars we could look to get from FEMA the time frame for this they mentioned quite a few time frames but basically what I got from it is forty to sixty days for the initial assessment after their program manager comes in meets with you we hope to do that quickly that's why we put our application in yesterday because my feeling is with the storm going on down in North and South Carolina FEMA's gonna start to get full up if we can get them in here before that storm will be kind of a jump ahead and then it can it be anywhere from four to six months I
006think before get final closeout and payment they do have requirement chat to hit certain deadlines we're not gonna have any problem doing any of their deadlines because we already have our documentation can you walk us through this form and just go through what we've incurred the whole insurance and the whole uninsurance and write what that 2.8 million what's that going to chip away at and what our existing exposure it would be based on that okay potential to plenty our existing exposure right now is the 1.7 million dollars that the board's approved and the report on that I'll talk about that in a little bit so debris removal according to FEMA rules this is how we're allowed to file for debris removal regardless of expense FEMA has an interesting policy in that for example in column
007B protective measures if we have a fire truck that's being used and staffing for volunteer firemen they have set rates per hour for fireman for pumper trucks for ladder trucks any piece of equipment you can think of they've got a rape and if you show that you used it it was an active use for the emergency you're allowed to file for that so for example in B the protective measures virtually all of that is soft dollars mean dollars that we didn't actually expend but we're allowed to apply for and they're thinking is that you are using up this equipment you're wearing it down you you know and you're speeding the lifecycle of the equipment and so we're gonna pay you for that on the debris removal we just follow their formula and it came out
008to 2.8 million Road systems we didn't have a lot of damage that's only fourteen thousand no damage to a water pool water control facilities because all of our water control facilities are managed by query so we don't have any liability or obligation there public buildings we did have some damage to Town Hall the parks defenses things like that public utilities that's things like taking care putting out cones and extra electricity the generators we had to use things like that and then the big one is parks open spaces and fields the lights here at the book field High School lights at Cadogan fences that got that knocked down true all of that sort of thing still River Greenway all those sorts of things so we applied for everything the schools as well yeah screens as well
009this is combine town and school now this is only they have two programs they have public assistance which I call obviously PA and they also have individual assistance they we qualified the town of Brookfield qualified fair for the county for the entire county the damage that we had we met we came over their thresholds in individual assistance they denied it across the state and what individual assistance really is it allows residents to get Small Business Administration loans and extremely low rates the clear would to fix their house if they didn't have enough coverage you know if they've got a ten thousand dollar deductible on your house and they don't have that guy to fix it so the SBA the governor malloy has immediately above upon being denied has made a request of President Trump to
010reconsider the individual assistance you know we have a lot of people in Brookfield who produce this assistance well interestingly enough there are three towns in New Milford and two others that were denied public assistance because they're in Litchfield County and little kid they didn't meet the requirement the minimum threshold for Litchfield so governor Malloy's letter to the president said you know in Connecticut we don't have county government we don't have county police we don't have any real county expenses so a county is really just the line on a map and these towns suffer just as much as other towns and you should include them and there have been precedents where they have gone back and read on that I hope they do hoping the Milford gets some teaming aid so we go through that process
011Greg Dombrowski is going to lead that because he led the initial PDA we submitted he knows it inside and out Dana is also going to help them on that and obviously our finance department is going to be but where we feel that and we've been told we submitted the best-documented PDA of all the towns who's Dana Dana is our new economic development and community service person replacing Betsy Boehner okay right she does MBA she just joined us about three weeks ago very smart very confident she's worked for us part-time over the last two three years doing various things so we know her really well we have high hopes for us just do a really good job so far any overall budget impact there I'm sorry any overall budget impact to change yeah we'll save somebody
012on that budget up salary Dana doesn't have a lot of experience so we gave her salary that was committed with experience and she's any other questions on the storm damage so we on the you know we were giving you a month I'm sorry a weekly report thought we didn't do that last week let's Greg was out a little bit and there's not a lot of changes to the storm damage report now when we get this new what I suggest we do now is when we do this new report for FEMA Wilson will give you a copy of it so you can see it there's a few things we're still reconciling we have about ten thousand dollars that we're looking at and I want to get to the point where I had to cut off doing
013some of the storm repair that we want to particularly tree removal we had to be very selective we did the cross-country run user ski and we also are clearing the still River Greenway south that will be finished if we get four good days that should be finished by mid week next week there is still more work that we need to do but I stopped doing it because I don't want to go over the 1.7 million where are we on the 1.7 million we're about 1 million six hundred and seventy thousand right now look real really close it were really close so that's good news on FEMA so what the readers to be clear with the reimbursement from FEMA for all the the calculated costs were still under what the town has approved in total as
014of this point yes about 1.1 million dollars will at this point time they sent our understanding you gotta be careful with FEMA because I changed them sometimes based on our understanding of FEMA's rules and regulations will receive about 2.8 million and we've expended 1.7 now as we finish up so early green money and those other things we are we may come back to us and listen we need to do more debris removal right and then we've talked about doing a town-wide cleanup for residents my opinion there is and I'm not gonna bring it before the board until we know what FEMA is gonna get actually give us I'm not comfortable it's expending any more money I think that's an improvement reasonable way to go is there any possibility of opening up the attempter with the
015fresh dump during the week and I know that I've seen people asking about that for um we possibly could do yeah it seems like more of a minimal expense that would help yeah it's not it's not a super big expense for us you know just an hourly wage if we get enough requests we haven't gotten a lot of requests but if we do I can see you like opening it up on a Friday through November we could do that it'll be a little more expensive it's not budgeted for we FEMA is now gone you know so we have a little more room to do the things we need to do but if we open one of the things we talked about is opening up the brush art for larger than 3 inch pieces of wood
016that would need approval from an expenditure standpoint because then you have to bring in the grinder right if we don't have the capability to take anything over three inches if we did that maybe we do that for three or four weekends and allow people to bring bring yourself but then it's gonna cost us more money we're gonna have to you know ten twenty thirty thousand dollars so from an accounting standpoint what do we do put the 1.1 that we receive over the 1.7 expenditure I think we would roll it right into our general fund when refund the 1.7 and what we're planning on doing right now we think we have good grants to do it is we're going to put you know we have the 1.7 million dollar in expense in 2017 18 we're going
017to take the 2.8 million and put that in 2017 18 I think we have precedent for we have a claim it's a legitimate claim we know what the claim is you know the amount and we have a high confidence level we're going to get it so that way we wouldn't see a huge dip in our general fund in the same year sure Oh weird we had talked a little bit about that about that last time and we're not exactly sure on we've all different alternatives on how to handle this that it was budgeted for last year the budget ended June 30th we knew then a little bit more in trying to match that up possibly we transfer it into another fund and just collect it out and move it back but we can if we
018if the money is measurable and available we can book it as an accounts receivable to be measurable and available measurable means it is that we know how much it is I saw your face when we talked about spending 1.7 and getting back to point 6 I did the same thing I've asked several times Gregg asked at the meeting and so that's everything we're hearing nothing is in writing but the rules do say that you get reimbursed for this this other time it seems like just asking Gregg what's one what are some of the big expenses that we have in there because it can't all be rental of equipment there's a firefighters we get to be reimbursed for from the time they spend them is it would be another biggest so if we can measure it
019we don't quite want to measure it just based on what they said at the meeting but there was a 30-day period the the submission of the first report is due September 19th we submitted it yesterday at the meeting then they talked about these different time frames and getting timed and it seems like they're talking about well then you can gather your costs is next well we have our cost gathered so I think we're well ahead of the curve so they're talking about a time frame of maybe five months and but that gives us 60 days to pull our costs together and stuff so we should know the the cool goal is to have a good auditable number that we won't know yet but we should know more firmly before we have our audit what the
020number is so we could accrue it we factor it down just for I would that buy something you know and then and then do we prorate it between the class last year the class this year that it sounds so easy that if m but the actual mechanics of it be legit are tough that the so we'll wait a little bit before we decide figure out what that number is we'll see what we have because it's got to be ordered to both that it's going to be material that so we'll see how that goes but as far as the funding of it the measurable and available so that's measuring it available is will it be received we talked about changing our period of receivable to a year it clearly from what they had said yesterday it
021clearly should be before a year's time with the caveat that there's a big hurricane that they're going to be very busy with that but we can we can certainly assume that it's going to be before a year's time could you just keep myself in the audit chair apprised of that yeah if we make any movement on it one way or the other Sweden communicate for the board as well yeah I think I talked to Greg today you know we're gonna be able to we'll be ready to submit based on what he's seen already now you go on their systems and you got to redo it it's not gonna take us a huge amount of time because we have the data there were a lot of people at this meeting yesterday who have not filed anything
022I have not created preliminary damage assessment and yesterday was their first day ever thinking about FEMA because some not-for-profits can apply for FEMA aid there are there are a lot of different categories and team has done a good job of going out and getting those people saying hey if you were in this town in this region and you had some damage you might be able to apply for female but they're starting from square one now they're gonna have to go back and recreate expenses how many hours to gel work on that and you know over time all of those things we're not we don't have to do that so I'm pretty confident they're just a question on the individual female when Hurricane sandy hit we people were able to have five individual FEMA what is
023it just is it it's a determination by FEMA makes a recommendation to the president and the president makes the final decision it's not inflation ah we're not we're not told there's an equation off the books I was told well you know Brookfield they're rich they don't need money basically no they they look at a number of factors they look at average income they look capita income they look at a lot of different things to see if individual aid is warranted in that storm there was no problem and I think there's a very individual need now back then just my personal opinion so we we're asking them to reconsider anyone else have any questions comments concerns on this topic for first lucky good work the only other thing I want to say incessantly on Saturday I'm

025weeks and and you know it's not effort it's results and I haven't given it results but but they're coming that so I did give you a printout and this is the first tab of the printout and then there's I think twenty seven tabs after that of each fund of where we stand of what we did last month since we talked last month and some of the the more specifics of each fund of of what it is that we're looking for and because the goal is that one the numbers when I give them to you don't change too I can talk intelligently about each one of them and defend them three which is the lower of the confidence is that next year when we put the numbers together I working this next year when we put
026the numbers together I'm I don't say oh we should change that that if we're going to make changes we should make them this year that so we are working and as you can see we're in the final stages of balancing that and one of Steve's requirements for me is that we don't get the auditors to ding us on our numbers that and so the way that we do that is we think like an auditor and do the steps that they would do before they do them so if they say hey why doesn't this tie we can say oh it's this this and this that so that's what we're we're working on that the most time-consuming tasks that we've done is we've balance Kevin Gervais the senior count as balance to the Board of Ed that
027they're within two hundred dollars close enough that that and that includes the general fund expenditures the grant fund expenditures and then there's two minor funds there's some really exciting stuff I think about that that he's easily he and Joan his counterpart at the Board of Ed have easily spent 25 percent of their time since I've been here working together to balance that is the way I think 99 percent of the town's I audited over 35 years do with that that's ridiculous that and but boards of ed don't like to share and you're part of that is an exception that we've talked about it we've talked about it with the Board of Ed Finance Committee and we're working to we're both on the same system again that doesn't stop any other town to get this so
028that it's done one time and just briefly so what takes so long that they put the checks in one at a time and one trial balance they give them to us we post a mess total in another trial bounce but they might go to different funds they might reallocate him later they might void him later and each one of you gotta go check by check to get this done so that's that's great that there are two other funds that you have them labeled and your financial statements a little bit different than what they're that they're really useful one is pay to play and everyone said we'll pay to plays over that but it's really custodial fees now is what it's being used for and the second one is called miscellaneous fund or something and it's
029really apparently I I pad sit or iCloud or whatever you use now that tried me insurance for the electronic things so that is all that's left in there and they were going to close those into the jet so that they'll be part of the general fund going forward so they won't have any of these miscellaneous funds other than the standard required funds of cafeteria and grants again highly unusual that and I think it's great that the other part that's taken a lot of time that was taken to Kevin's time is that the capital projects that we have capital projects that Steve's asking me questions how much money do we have left in this capital project and what do we have left in this one reasonable questions reasonable questions and I want to provide accurate answers
030I don't want to say spend that we've got money left and later so I'm strong so um so again we've gone back because there multiple years we've gone back a lot of years and lined those up made sure that we know what was spent out I know what was spent out of each major so we have the income statement on the audit and we've taken that is that and we've allocated it there's a hundred and fifty different projects when you divide up the board event that you've done in the last seven years and we've got them divided by a hundred and fifty different projects the next step is to just give the departments for example we've got a street project that has phase one and phase two I can tell by the general ledger that
