003of Seven Buttonwood Hill Road. All right, I'll uh try and make this short. Uh I want to emphasize that a Title N inquiry and investigation is a very serious matter. The US Department of Education's Office for Civil Rights have already found that Canton along with other districts violated Title 9 by denying athletic opportunities to female student athletes. These findings specifically included cases where biological males competed in girls sports creating clear disadvantages for female athletes. For me personally, this is not abstract. My daughter is directly offend affected. The Canton school system currently offers a freshman boys soccer program but does not provide an equivalent girls team. This inequity was cited in the OCR findings and given that soccer is the largest youth sport in Canton, it cannot be explained away as a lack of participation. I

004want to know why this disparity exists and how it will be addressed. With the new with the introduction of our new athletic director, I believe it is important to hear his stance on the issue as well. specifically whether he supports allowing biological male athletes to participate in girls competitive sports. This is at the heart of the OCR findings and it's at the heart of fairness for our daughters. Finally, transparency. The community deserves clarity on how the board is handling this. Since this is a municipal election year, it should be on the public record when and which board members voted in favor of using taxpayer dollars to push back on the OCR's resolution terms instead of working towards compliance. In addition, I urge the board to create either a public Q&A session or a published FAQ

005on the BOE website so families can access factual information about what is at stake, including the potential loss of hundreds of thousands of dollars in federal funding. This is more about legal compliance as it is ensuring equal opportunity for all Kenton students, protecting fairness in athletics, and maintaining transparency and trust with taxpayers. 006Um, I just wanted to um comment about the memo that was sent out by the Canton Public Schools and um they stated, I quote, "Our teams would no longer be eligible to participate in league games, conference championships, or state tournaments. Student athletes could lose valuable opportunities for competition, exposure, scholarships, and school spirit through no fault of their own. Wouldn't this be terrible for any one student to have to go through, let alone all the athletes at Canton? Wouldn't you agree? Well, one of our own did and has already gone through this. The biological female Canton student was not able to participate in competitions, conference championships, and state tournaments due to the participate to due to the participation of two transgender females or males identifying as transgender females. The female student, our own Canton child, lost

007valuable opportunities for competition. 25 different races were lost, exposure at state and regional tournaments, scholarships she lost out on, and she did not get to participate in school spirit. of seeing the banner raised in the gym by no fault of her own. This is exactly what happened to this particular student at Canton. Her rights to have protection under Title 9 were not protected by Canton, the CIA, or the state of Connecticut. What we have here is a conflict of rights where one person's rights appear to be upheld at the expense of anothers. Hanton has been negligent for five years by not protecting the rights of biological females. Instead of being on the forefront of coming up with solutions, our superintendent, our board of education and administration have said we don't care about our bi-election to

We so our superintendent board of ed and administration have said we do not care about our biological students and biological females and biological female should just sit down and be quiet. 009addition of Michelle, which we're so fortunate to have. >> Sorry. >> So, um we I did not overly modify the uh the subsidies, but I did want to get Michelle involved in to the subase. And the idea behind this is everybody gets two. It makes the work a lot easier. So the these will be and and I'll just remind you these are the assignments that will go through to December and then in December the assignments will you know if there's other things that you want to do or try then we'll try to help you or get you on to the committee that you want to be on Dr. that. So really the only change is that um Michelle has been uh will now join the curriculum technology and Michelle will join finance. Russell's agreed to

010even out the policy um board. Um so Russell Bush will be joining us there. Everything else I think pretty much stays the same. I will mention that the town has now passed an ordinance that there is a permanent insurance committee. Up till this point, it's been a temporary insurance committee and Jordan has agreed with her expertise and background. She's agreed to serve. That committee will be made up of one board member from each of the boards and then two um at large from the public. That will go into effect next month. Okay. Any questions on that so far? The other thing >> I'm gonna take um a couple other things I want to mention that um we're going to redo the board survey. Um and I'd like to get that out in September so that

011we can have that done in October. I want to introduce Jonathan Ho who is our new board rep. He spoke at convocation and did a wonderful job and he'll be mentoring under Lucas and next year he'll be our senior rep and help us find a junior rep. So, welcome to uh to Jonathan. And then uh finally, um Brian and I uh had a chance to attend the booster club meeting last night. There were 28 people at that booster club meeting. Very, very impressive. A lot of things get got done. I'm not going to steal anybody's thunder on what happened there, but I was I was so pleased to see 28 uh folks at the booster club. They're very organized, ready to go. And and just a reminder, the booster club is different. So, this is

012our course boards, if you will, uh, campus sports. Uh, to have them all there was pretty impressive. So, uh, that's all that I have for tonight. Any questions for the chair? >> Okay. Even though we had our edge retrieve last week, this is our first Tuesday night. I also want to welcome our athletic director, his family here this evening. We'll hear from our athletic director in a little bit. We want to welcome our we welcome our grade 12 students back. They were our first students back for the first official day and it was a great event. I commend our students for getting up early that morning to do

013their senior sunrise. may talk about that a little bit, but it was a great day just to be with our seniors and they really set the tone for our school. I had an opportunity to meet with seven seniors today and just the enthusiasm that to bring it to the school and the excitement is wonderful. I also want to congratulate Kim's teacher of the year, Cara Campbell. Car will be going with me to the Bush for the Connecticut State Teacher of the Year reception. Also, congratulations to Ruth Anne Goolas who is our par professional of the year. And I'll make it public since she actually emailed my entire board this afternoon. Uh Ruth after 27 years has announced her announced her retirement from the the camp public school. So, we're it's bittersweet, but after 27 years,

014I get it. Just want to remind the community that we have our critical nights that are coming up. The the middle school is September 16th, 6 o'clock. The high school is September 17th, 6:30. September 18th is Cherry Brook at 6:00 PM. And I know there's a big schedule for Cherry Brook because it gets so crowded in that parking lot. And then September 25th at 5:00 pm at CIS and schools will be sending out information regarding that. It's been a very exciting start to our school year. It's awesome to see our athletes out on the the fields. There's a boys soccer game tonight at our school. So, at 7 o'clock, so I'm gonna go quickly. >> Yeah, our teams are doing great. The spirit around our teams is exciting. And I've been told by at least

015two of our teams at their ultimate goal and they really think that they'll be playing in late November at a state championship game, boys soccer being one of them that have told me that. So I'll put that publicly and make that publicly um that statement. So it's been a great start for the year and I thank the board event for their support for a great opening. I'll take any questions of the superintendent. Any questions for the superintendent? >> Okay, hearing none. Lucas. All right, ging start quick with the uh the middle school year. I've been middle school and high school. So, um everything's smooth at CMS. Uh back to school has been great. The police department and CMS teachers reviewed the board strategic plan recently as well as district goals. Um students met with the

016principal to set their expectations for the year and reviewed school policy. Um picture day was last Thursday for middle high school. All sports for middle school field hockey and cross country began last week and first field hockey home game is this Friday at 3:45. Um coming up soon for CMS there's curriculum night at 6 pm uh next Tuesday and there's a winding trails field trip for team building on seventh grade uh 7th grade is the 24th of September and eighth grade is the 25th. Um, just some quick stuff about the high school fall sports as we know started up soccer tonight 7 o'clock. All of you if you get out early I'd love to see you there. Seniors had a great senior sunrise on August 27th and then we had our first day and the

017rest of the student population returned. The next day is 28th. All grades had their annual assemblies to remind them of the keys to success for our school and also to review policy. And most if not all clubs in the high school are beginning this week including our honor societies being that volunteer [Music] school teachers activated their thinking to the school school year thinking about the international instruction. instructional culture at CIS connecting it to the campaign constellation. The focus of our morning meetings at the beginning of the year is building class community as well as last Friday CIS had their first all school assembly. They celebrated their first star recipients and talked about the themes of teamwork and family. CIS has officially kicked off their first units of study in math, reading, science, andor social studies

018in all grades. This year, curriculum overviews um will be sent to families by Miss Cortto as they strive to streamline undercurricular communication and CI celebrated the first start of the day on Monday. Shout out to Mia for in Brook Primary School on Wednesday, August 27th. They held their first kindergarten meet and greet and bus ride as well as Cherry Brook is off to another exciting and great start to their new school year and much appreciation appreciation and gratitude to all Jerry Brook staff supporting this great start. Similarly, on Friday, September 5th, the PTO held a successful back to school bash. Many families and students enjoy picnicking together and students enjoy activities and ice cream. >> Very good job. 019move to the um you want to pull on report please by the superintendent super Mrs. Robins is on way. So in your packet you have the financials for August 31st which is basically July and August and the memo this was discussed at the finance committee meeting this morning that you could see as of August 31st were unfavorable by $82,713. The general forecast budget with no variance from the budget is very early. We've only got one payroll so far this school year and as you know salaries and benefits make up 80%. So it's still too early but what we do have a handle on right now is special education. Um we if you remember I said this last week that in July and in the beginning of August when we went to the board of finance

020meeting we didn't have any changes to our budget relative to special education that we were students move into the district within the first week week and a half leading up to school. we had three and approximately headed towards four new students coming in to our our school district. So that set us off a little bit with um funding. And what this is happening is we envisioned actually based on some movement that we had in summer that we thought we were going to have some tuition savings relative to a student moving out of district or two students moving out of district. But in return with new students coming in, it it became a little bit of a wash that put us in an unfavorable of $82,713 in the red. So we're going to have to monitor

021that. Last year, if you remember, I was here talking to you that were approximately $388,000 in special education, regular education, transportation. just to let you know and we're keeping an eye on this is that with the construction that is happening on Washurn that our buses can't go down. So, we're really going to have to um look at this and monitor some of the extra costs that were that is happening to us bringing vans down that that that street. And hopefully that road will be done by the middle or late October and then we'll be able to run our buses down that street. So that's where we are this month and Russ will be giving you a a report later on in the agenda on what else was discussed. But that's the financials for July August.

Uh let's move on to new business. And this is uh this is some of the fun stuff that we get to do. Will you introduce our new athletic director? >> Sure. Sure. So um it gives me great pleasure to introduce Brian White who is our new athletic directors supervisor of health and physical education for the district. As you know, the administration brought a recommendation or anformational item

023that it was an administration's thought to move our athletic director position into an administrative position, but we also felt that the area of health and physical education was an important one that we needed leadership on preK through 12. So, after an exhausted search, we're very pleased to have Mr. Gwen here and welcome his wife Christie here also. um comes with us with a a tremendous background in athletics. We literally hired Brian on say a Monday and he started work on a Wednesday. So he really hit the ground running. He comes from us to to us from Madison Pan Madison High School which is a much larger school than us has a very background in athletics and health and physical education is experience as a collegiate baseball player and a professional baseball player really understands the

024the dynamics of what it means to be a high school athlete to a college athlete to a pro athlete. And there's a lot of children that think that they're going to be professional athletes or college athletes. And just to be clear, it's a very small number in the scheme of all athletics, all athletes that become college athletes and proathletes. What I'm very intrigued about with with Mr. one is that the enthusiasm that he's going to bring to our athletic program and the ideas that he has is going to be something that is we're going to see change relatively quickly, but he's also been directed that he needs to sit back and and listen and learn and see where our athletic program is and where he wants to bring it. So, I'm very excited to have

025Brian come and talk to you for a little bit. He's going to give a major report in um the the winter on our fall season. So, I do want to let you know it's not a long report that he's going to give. He's just going to talk to for a few minutes and I know he wants to get outside, which is the most important thing to be visible for our community and our athletes and their families. So, Mr. B, welcome. I was with him last night. He did a wonderful job. He in his first act in business, he got booster club to contribute $2,500 to a new program. It's to get some excitement going at our games. I know you're going to probably talk about that, but you did a wonderful job. I may touch

026on that a little bit. Good evening board members, um Dr. Gston, central office staff, and just the greater community. I'm thrilled about the opportunity to leave the athletic program as well as the health and PE program here in uh in Canton. Um you know they say timing is everything. I'm still an official and I'm a firm believer in that and you know this is a three-year journey for me and I think that the three years that I put in and really being selective in the districts that I kind of applied for um really really helped me out and it was perfect timing. You needed someone to fill both roles. Um I was able to get more time as well on the athletic side of things that high school, a high athletic school, a high academic

027school, and the help of the Aspects. I've been working on that for nearly 23 years. So, I do have some ideas, and if um I do need help, I have a number of people throughout the state that I build relationships with and certain guidance as well as the administration that is so uh giving and caring here in Kansas. Um, first thing I really noticed about Canon is that everyone cares for their kids. Um, part of my platform is to really have a positive inclusive environment in our educational basics and our health and media classrooms so that students have an opportunity to learn and grow and develop skills to be a very productive member uh in society. So, we talked about like major league stuff. I'm a firm believer that not everyone's going to be a

028major league baseball player, but everyone can be a major league person. All right? So, I'm stealing that off of my college coach, one of my first mentors I had. Um, first year, they don't stop me really, really visible. Um, AD, my wife knows this, Kristen, that it stands for after dark. So, I will be around. Um, I do have a son who does play basketball, but I am surrounding myself with good people here. So, if I do need to take a night off to go watch him play, um that you're going to notice that I'm very, very accountable. Very, very compliant as well. And I'm willing to do what is good for kids, even if it means it's going to be a hard task to do. I'm looking for ideas, but more importantly, I'm looking

029for people to execute those ideas on how we can what I call move the needle forward in the programs I'm in charge. Um I listen I learn I listen some more and I and many times that is by example. Main objectives for me in this first um you know nine months is really to be very very conscious of what can be possibly done to enhance the whole experience of all our stakeholders when it comes to athletics and when it comes to health. There are some small little things I'm working on now that can really help and move that forward and I thank the booster club um for helping me out with some of that stuff last night. I'm also looking to increase spirit and culture not just within the doors of this building but the

030greater canon community when it comes to athletics. That's a major task that I'm taking. You may ask what can you do? what can what can we as a board do for me and really just to have a little patience with me right now because I'm really kind of observing uh and evaluating to see where the needs are um and then what we can do to enhance everything. So I'll probably have a question like definitely by this time next year but maybe like the middle of the spring of knowing what those things are so we budget for those kind of things in the future. >> Yeah, that's really kind of what I have right now. sports island right now. I want to be able to get out there. But again, I I thank the people who

I think the idea might be a superintendent, elevating the position to an administrative type role that's going to help us both in health and athletics is going to be a real asset for the town for the school district. So, and uh I can tell you already a few locations and his energy is just uh it's just contagious and uh we're all wishing you well. We do want to help. So when you need that that execution, you need something to be out there calling us.

So, uh, just moving right along. We're going to move into the, um, discussion on the process for collection of food and services that I'll start. So, just so the whole board has is aware that the finance committee has been discussing the the food service program not only from a standpoint of the quality of food but how the finances work within the the nutrition program and since if you go back three or four years ago food service was free. Um, kids were getting free breakfast, kids were getting free lunch. So, we really didn't have to really think about the

033financial aspects. It was covered. But for the past two years now, the food services program has not been covered really from the the state. And last year, if you recall the budget, we um ran a deficit of $24,000. So the finance committee took the charge of really looking at how can we go about collecting the the money that we bottom line is that families were not paying for the lunches and part of the or the breakfast and and the law is you need to always provide a kid a student with a meal. So, we had a lot of discussion on what we were doing as the school district and how to receive this money from families that link without payments. So, I'm going to turn it over to Russ to just talk a little bit

034about that process and then where the the finance committee is moving forward because it's not just we're not just done with this conversation. This is just the beginning of his thought bringing that this to the board and the public would be so rough. So just continue on the last four meetings of the finance committee issue some outstanding payments and I thought today's meeting was much more cut. There were a bunch of really good points brought up that kind of chang so right now we send out letters on an ongoing basis email go out on letting people know how much money that they um are we needing to owe the the the school district and we're going to start adding some things in as personal phone calls and that we need to look at. I'll say

035we we need to figure out how we're going to collect this money and we've all heard of different avenues of collecting money in our personal lives of collection agencies and different things like that. But before we get there, we need to really look at what have we done as a school district to exhaust every avenue that we can relative to making sure that we're being responsible collecting the money. But we also need to know that we could be talking about a 5-year-old and a six-year-old child here who maybe be put in the the middle of something that they can't control. So, I I think Russ explained it really well. The committee is going to come back again next month and it's going to be an ongoing conversation um for us to to really look at

036and the topic of food and security was discussed at our meeting. So, this is an ongoing conversation that that committee is taking very very seriously. >> I think that's it. the finance. We're going to move into the uh the standing committee reports. We'll start with finance. Anything? >> Okay. So, I mean the bulk of our meeting today was the conversation we just discussed. Um I I will say though that uh one thing that we did approve at today's meeting was $4,500 expenditure uh so that the administrators can uh software use software software. we don't the towns to do an inventory of our capital properties basically and that

037kind of ties into the work that the bonding committee that subcommittee that I'm on and the CIP committee have been working on pretty much all summer to come up with better plans forecast long-term budget so we're not throwing big projects they're not coming up with surprises that we have inventory we know what our boilers are place we're planning ahead of whatever get Well, those projects are funable and that could wrapped up about a month ago with a plan and new form so everybody's on the same page with your capital improvement. >> I think it's very important. So, so the town purchased the software already and our 4500 to >> it's independent. We're independent. Um, the town has software right now that only is a work order system. >> Um, we can't integrate with their work

038order system because we have a separate a separate staff. Um, the board of ed purchase their purchase their own software. We'll have the work order system is part of keeping um track of the capital improvement piece. Um so we will have the work order system and the capital improvement piece. The town still does not have the capital improvement piece but I know that um the director of DPW Tom Richardson is interested in it. >> We are really moving forward with it because um you got to start somewhere. Right. >> Right. It's very important because of the the new bonding under the new bonding committee recommendation to the CF committee. We're going to be doing sevenyear forecast if we're going to be what we're finding in a last minute situation like we have kind of right

039now with so this is a one time expenditure. >> Okay. So it's a subscription. So this the first year this is this is an unbudgeted. That's what we discussed this morning. I wanted to get through it. It's not like I have $4,500 sitting there kind of came up in the front. >> Any other questions for this push for finance? Okay, moving on policy. Thank you. We met this evening before tonight's meeting and began our discussion study of class ties last year for finances to do this as well. Regulations, policies, whatever call them around the state. Uh John is supplying us with some research. keep that from our administration as well. We hope to have sort of all that at the October meeting possibly November and full board not in November December budget process addition there

040are several new laws that require changes in policies different policies but the first one of those today it's relationship to automatic conditions program next week for first read and the second read. It's pretty important. We begin to put an agenda together for what we look at for the rest of the year which will be several new updates and new policies that required by statute and we have the advantage of having shipments policy on our side. So any policies from shipment that have to change we'll get those information from shipment direct and new policy required to adopt that shipment. the the new one policies have several actions for the end of the meeting to vote on in terms of policies from Did you have any policies you'd like us to look at came up today? >>

So, what I'd like to ask if each board member could send an email to myself, Kira, and John by October 3rd, the latest um just with some recommendations or things that you would like to see as far as communication goes. So, we can

042start to compile that list and execute what you feel most effective because it really is a team effort. They had a you know renegotiation with parent educators. Um they have a big project they're doing the prep academy of the arts high school building project. Um that's has to do

044um creating a permanent home for some you know just like we have struggles in space. They have some of the same things and they had um big convocation um just like we do. They do teacher of the year pair of the year. 2400 staff members attend that and they did a big backpack event, community event to give out backpacks to students over the summer. And one of the big biggest things is next week is a meeting um they're going to be making a recommendation for new leadership. Greg Forio, who's been the executive director of the Capitol Regional Region Educational Council, which I serve on, um, is retiring in January 2026. So, they're going to be appointing a new director for that. So, that's a big change in their leadership because he's been with them for

045a very long time and um, done a great job. So, that's pretty much there's there's a ton of more information I can share. So, if anybody wants to know more about the schools, let me know.
