001My name is Lou Daniels. I'm the chair of the board of education. I just want to welcome all the children and parents and grandparents and relatives here from uh Canton Elementary School. Um this is our final uh Canton celebrates and we're so glad that everybody's here. This is actually the highlight of what we do as board of education members. Most of the time our meetings are with just us and nobody in the audience. So, it's great to see people out there. We're actually going to do something a little bit different. We're going to move you up in the agenda so the kids can get home, eat their dinners, and do things like that. So, the first thing we're going to do is I'm going to call this meeting to order of the board of education

002for June 3rd, 2025. And I'm going to ask everybody to stand for the pledge of allegiance. I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Okay, as I said, we're going to move the agenda. I'm going to ask the board of education for a motion to move um Canton celebrates which is 5A to move that to right now before public comment. May I have a motion, please? Thank you, Peggy. Second. Thank you, Erica. Any discussion? Hearing none. All those in favor? I. Great. So, as I promised, Mr. Ramy, do you want to kick this off? Dr. Mr. Amry, you want to come up and introduce us to all the wonderful children from Cherry

003Brook Primary School? All right. Thank you, Mr. Daniels, Dr. Gman, Board of Education, and Cherry Brook families and children. Welcome. Um before I begin recognizing our Cherry Brook friends for our June um can't celebrates, I just want to update um the community on a wonderful project we we finished. Um through my communication, you're probably aware that we had a wonderful partnership um and much gratitude to G Arts Council for their support for funding um a mural project for our entire school community. And yesterday we had a revealing and I believe Karen's going to show what our mural looks like and it's our learning comments. It's right outside of our learning commons. And um the children came up with her ideas of what what's important at Cherry Brook. And um all of these ideas in a

004box were sent to Joanne Hunter um the artist and she put them together. So we have the building blocks of Cherry Brook here. Um recesses. They got Cherry Brook. Most people said Yeah, most kids say recesses their favorite part. So we have soccer ball. We have um a sled because they all the a lot of children remember sledding at Cherry Brook. Um we have hands with friendship balloons because we always entered the school with a balloon arch and then the star for CIS to see for middle school and then honey the bear with the graduation cap in high school. So it's it was a wonderful opportunity for all our children and I can't thank um the can art council enough for their for their support and um donation. And with that, I'm very excited to

005um recognize and uh welcome all of our Cherry Brook friends here for our spring um Cherry Brook celebrate. So, when I call your name, I'd like you to come up and stand next to the streamer. And I look out and as you walk up here, so cute, so adorable. I try to think about what you're going to look like when you're walking up on that stage to get your diploma from us some how many years from now. So, but I

016do want to what I do want to do though is thank the parents because what happens at Cherry Brook is the foundational start of their education career and it's so important and Mr. Emory does such a great job along with our staff and our teachers and our parents all the way down to the custodians. So much care goes into that school and maybe our buildings don't look the best or our grounds are the best, but what happens inside those schools is the best and we feel pretty proud of that, but we can't do it without your support and help. I also want to thank the Cherrybrook U PTO that does such a wonderful job and had such a successful fair uh this past Friday. Something that I participated participated back in the 80s, I think

017it was. kind of embarrassing, but uh it was it the tradition of that is just wonderful. So, I just want to thank everybody for that. So, what we're going to do right now is if the students want to come up, we're going to take a picture with the board of education right over there. So, if the children come up, moms, dads, parents, grandparents, you can take your pictures as we stand up there and and get that that photo up. Okay? So, come on up. Mr. So as we take these pictures, how you doing? [Music] Get out of the way. As many as you want. [Music] builds [Music] [Applause] [Music] [Applause] [Music] [Applause] Thank you. [Music] [Applause] [Music] We got money. [Applause] This is my wife. [Applause] [Music] [Applause] The next [Applause] [Music] [Applause] one. Congratulations.

018[Applause] [Music] [Applause] [Music] It's all about [Music] [Applause] [Music] [Applause] [Music] What happened to the Yes. [Applause] [Music] [Applause] I just [Music] [Applause] All right. Okay. Okay. We're going to reconvene the board. Oh, yeah. I got to see you. I sprinted there and back. Should have seen before we got to No, seriously. So, okay. We're going to reconvene and uh right now we're going to move to public comment. And uh as we move to public comment, I'm just going to remind anybody in the audience or anybody online that wants to speak. Public comment is a time for you to speak about anything you'd like to speak about, but it's something that the board will not comment on only because uh we're bound by our agenda. So you can make your comments. Please make it in

019three minutes. And um in those three minutes um I know I just saw that. So, so I'm going to I'm going to pause for a minute and uh what I'd like to do is invite Mr. Remember back up and so so Will can get his award. And now the spot Will, you know what the best part about this is? The spotlight's on you. You got the whole floor. Way to go. Here. Will come stand up next. [Applause] So William Carbon or we call Will Adam soccer player in second grade in Mrs. Olson's class is being recognized for our bare necessities of being a contributor and integrity. Will is a wonderful role model for his peers. His curiosity and passion for learning is infectious and he is constantly willing to help others. His willingness to help

020others is a testament to his tremendous character. His understanding and application of learning materials is equal and impressive by his enduring compassion towards others and his radiating leadership qualities. Will embodies all of the characteristics which we should strive for can't graduate to have. Congratulations. And I can tell you that Will is my neighbor and I see him. I see him every day as he goes up to the bus stop. He's always practicing something. He's a hard worker and a great neighbor. So, Congratulations, Will. Why don't you come up here take a picture of the board of education? You didn't get a chance. So, we can make you circle around space. All right. Okay. Moving back to executive session. So with executive session, we ask you to make it three minutes. We ask you identify yourself

021by your Okay. I saw I'm sorry. This has been a day. So, we're going to public comment. Anybody that has anything says please try to keep it within three minutes. Please identify yourself by name and address. And um anything you say is fine. Just know that the board cannot comment on anything that's not on tonight's agenda. So, moving right along. Anybody in the audience tonight have anything from public? Okay. Hearing none, then we'll go to online. Cara, you can open up. Anybody online have anything for public? Sure. So, if you're joining us online tonight, you can use that raise hand feature of Zoom and I will call on you by your Zoom name and you'll be allowed to make your public comment. Okay, hearing none, we'll close off public comment. Thank you everybody. Um, now

022we'll move right into the administrative reports. We'll start with the chairman's corner. First of all, I just want to acknowledge uh those that could walk for the uh for the Memorial Day parade and those who attended. I wanted to thank you for for coming to the parade and and marching with us. That was very great. Uh secondly, uh I want to recognize that at this point our two wonderful student reps have just been very impressive, very helpful. Uh, I know the schools enjoyed. I get you over there, too. Um, you know, you guys did a wonderful job and, uh, before I introduce our new rep, I'm going to ask Mrs. Hayes to make a few comments. Yeah. Um, so, Dr. Kidwell, Mr. Bishop and I met and we interviewed candidates for our new rising junior

023student rep. and along with our current student reps and everyone agreed to elect Doodoo Mama as our next student rep. So, welcome Dude and would you like to share anything with your board? Um, sure. Um, I um that was involved in the community the past couple years production that's probably where you recognize. Yes, that's right. What did you play in the last one, Mr. I'm also involved in many leadership opportunities and I'm very excited to represent the student body for the whole of Canton moving forward for these next two years. Thank you for the warm welcomes. That's great. We we have a little bit of gift for you both uh to say thank you. It's a small token of our appreciation. We're we're going to miss you. Now, Mr. Bush was never a student rep,

024but here he is. Lived in town, lived in town, and came back and now is on the board of education, which I'm always so so proud of. So, I'm hoping someday when I'm in my 80s, you guys will be back in town and you'll be running this board of education at some point. Am I missing anybody else? No. Okay. So, open up the gift. Yeah, let's see what you got for a gift. [Music] Thank you. Get your start for the fall. You want to stand up to [Music] that? Congratulations. Congratulations. Okay. Uh, that's all I have. So, I'm going to move to the superintendent announcement, please. Dr. B. Super. Thank you, Mr. Daniels. I want to welcome everyone here. Mr. Emmy did a great job introducing our Cherry Brook accomplishments. It It's been quite a

025run the the past couple weeks and next week it seems like every night we have an event. Whether it's been a a concert or an art show, the the schools have really been doing a lot of celebrations towards the end of the year with I I would probably say the most important event that we have within the public schools is our graduation ceremony. And I know Mr. Dipo and Dr. Kidwell are working really hard preparing for the ceremony. Um weather is um a 50/50 call right now. Um, and we're in contact with our meteorologists and it's not just snow days that we have to think about. It is graduation. So, we'll make sure that we are communicating with the public on uh what we're going to be doing regarding graduation and um I'm for one

026that I always like to go outside and we'll have both areas set up um indoors and outdoors to provide Mr. Nippo, Dr. Kell and I with the most flexibility of making this decision every year. We're right under last year just as we all closed out the ceremony. So, we'll do the best job that we can. Um this evening at 7:30 is athletic awards. So, maybe after this meeting we'll be able to go down. Uh next week, June 9th is the eighth grade promotion ceremony. That's at 6:30. June 10th at 5:00 is the CIS promotion ceremony. June 11th is the early early release district live. June 12th is an early release last day of students. Our closing convocation is at 145. Any board members could come, excuse me, could attend that uh convocation closing ceremony, excuse

027me, at 1:45. Our students will be your last act. Some of you, two of you got back. Who's gonna Somebody's leading. I think we're both. Yeah. Yeah. Our are leading it. It's their last deed that they'll be running the the closing ceremonies and next Friday is our last thing for uh teachers and welcome to uh the booth. I also want to share with um the board and I have um some materials to uh pass out to you. So I do want to let the board of education know and Mr. Depipo and Mr. Moore will come from Mr. Depipo is that um we will be searching for a new director of athletics. Mrs. Her will not be returning as our director of athletics for next year. So, in front of you, you have a position that

028the administrative team has worked on relative to the director of athletics, which is a full-time job. I wanted the community to understand that this is a full-time job. So, we are going to set a search out tomorrow for a director of athletics and supervisor of health and physical education. We don't have any leadership for our health and physical education department and it is something that we feel that we need. So, we're going to combine the positions. It will be an administrative position and um we do have um a memorandum of understanding with the administrative union to add this position. Um so, it's an opportunity with uh this is sort of not coming back for us to explore different opportunity of how we want to run our athletics and supervisor of health and physical education. This

029is a a job description that Mr. Pippo and um the assistant superintendent of schools, Mr. Bishop, worked on and we're excited about the opportunity. Again, I want to remind the board this is a full-time position. We we anticipate that the the salary will be commensurate to what our current athletic director um makes. And um that's where we are. So, I'm looking for um some feedback on that if anybody has any questions um regarding that. But I did want to share with the the board that that will not be as our athletic director and we're going to set out a search for director of athletics and supervisor help with physical education. So I'll take any questions. Any questions for the superintendent at this time? Did the former athletic director teach? They they did not. And this

030position will not teach either. Okay. So this will be a director of athletics and the administrative responsibility will be overseeing and evaluating and managing our health and wellness curriculum as well as our physical education curriculum right now the the principles oversee that. Okay. Thank you. Over the summer I will be certainly communicating with you once uh Mr. depending on what is done doing the the search. There'll be a wide variety of constituents that will be part of that search process and um I will communicate with you once an individual is named and the final individual definitely have to come through um my office that I will definitely be meeting with that individual and this is an administrative position. It will be an administrative position. It currently is not an administrative position. It's a noncertified position

031and now it would be administrator. So the so the candidate would have to have the the 092. So as part of an athletic directory, you either need a 092 or another type of administrative certificate that the state allows also for the endorsement. Most school districts go with the 092. Correct. Thank you. People online. Um, Kim or Felicia, do you have questions for Chance? Should you have a question, just raise your hand on the on the board. I don't see anything, right? I know that I'm the boss, that's why. Okay. Thank you, Dr. Gman. So, now I turn to the assistant superintendent, Mr. Bishop. Mr. Bishop, um, as we get ready to close this year, I'm pleased to be able to get an update that we've been anxiously awaiting and discussing throughout the year. So, um,

032I'll I'll provide an update on regard enrollment. Um, first I want to compliment Mr. Amir and his staff. Uh, that team really worked through a thoughtful facilitation of this process with students and family meetings throughout the entirety of this. Uh, Cher Brook is a wonderful place to grow and Mr. Amar and his staff did a wonderful job in welcoming our next generation of students. Uh, through this process we have as of June 2nd, 2025 uh, the following numbers, 110 students. Um that puts us at an average of 18.3 students per class. We're going to continue to move forward with the six sections that we have discussed and we'll monitor this number closely throughout the summer and then communicate with the board regarding any potential needs that that we might have. Um but thrilled to be

033able to have clarity now at this point as we move into the summer to be able to move ourselves forward. So let me just piggy back on what Mr. said. So that means right now we'll have 18 kindergartens in a classroom for six sections. If we get three or four more kindergartens, I will have to meet with our more students that will have to meet with our team to discuss what the best options would be. The other piece to this is that we do have out of that 110, we may have four students that are not going to attend the Cherry Brook Primary School. They're still thinking and some may be moving within the 110. Correct. So, this is something that Mr. Amry staff once a week they're updating the the central office regarding that

034kindergarten. If we stay at six sections, what it also is allowing us to do is the preschool will be returning to Cherburg Primary School because it it gives us one extra room. So, it would make sense to have our preschool together over at Cherburg Primary School. continuing the tightness of our building. Some people may ask, well, how's that happening? When the study was done, when the the NESD team came in, the the numbers that we were predicting were higher, but as we've always have said, the school is tight with the numbers that we currently have relative to tutoring in in different um services that are offered in in the hallway to small classrooms. So throughout the summer, we'll continue to provide the the board an update on where we are with kindergarten. I don't think

035we had anything more to add about that. I'm not sure. Yes, Jordan. Historically from end of school year over the summer to the start of the school year, how much kindergarten enrollment? We could we could shift from three to four more students that come in. But the difference that we've done this year is Mr. Every staff has worked really hard reaching out to parents but being very proactive. So very proactive. So the only way that I could see that really happening is if we have somebody moves and they happen to come with kindergarten children and that can happen, right? So we'll have to see. Okay. But historically we only have about three or four that enroll over the summer usually or less. All right. And we are prepared. Correct me if I'm wrong, Mr. Ray,

036because we've discussed this. We are prepared for the kindergarten to go into six sections or seven sections that if we have seven students come in or eight students come in, we make a decision to go into seven sections rather than add a para into each room, Mr. Henry staff has already put together seven sections. So you're so three or four we would still stay at six, but that's seven to eight we would move to. It all depends. It all depends. I'd really have to we would really have to sit down with this very I don't know what the magic number is. I know that um the the kindergarten teachers I think would prefer to have an extra hand in that room as I've shared with the board before and have parents. So we really got

037to analyze that. But I will definitely keep the the board of ed. We have to make sure that the transition for I know preschools our youngest learners but the more kindergarten is we have to make sure that it's a smooth transition for our our kindergartens and we got to make sure that it's comfortable for them. 18 is the cap. So we have in our guidelines that we have I think it's 16 to 18. Correct. Right. 18 is the max. Good. Yeah, I'm done. Thank you. Okay. Um, you know, and I'll speak a little bit more about the technology strategic plan a little bit later. I I just saw Juliana's walk in. So, well, little late, but that's okay. So, sorry. Yeah, it's all right. So, we can't even stop. Yeah, we we we honored them

038for a great couple years of of being on the board and and maybe you want to show them this, Richard? Show me your mom. And so this was our little gift to them. That's perfect. And they they actually did a wonderful job in conjunction with Dr. Tidwell, Mrs. Hayes, Mr. Bishop. We kind of reshaped the whole U student representative and and they they went right at it and did a great job. They got involved with the schools that they were reporting on and came back and kept the board of education really up to date. So, I think they're going to do great in college because they're great reporters and uh we're going to miss them. So, but thank you. Thank you for coming. I don't think that's Yeah, that's right. So, you will hear their

039final report. That's right. The student the student representative report is up. Neil, go ahead. You got it. Lucas is not here tonight. He's at round two of baseball. Correct. So everyone break baseball team thanks all that. Um so we don't have this report on the middle of high school. Um but I'll be reporting on CIS. So the Institute for American Indian Studies visited CIS to provide their annual program to fifth grade social scientists as part of their Native American unit. And as part of their wellness day, a group of CMS students came to CIS to run some activities with preschool students. CAS had an incredibly successful wonder event on Monday afternoon with 89 students presenting over 75 projects. The house is packed. The community is invited to attend the CIS art show reception which I

040think already happened. Um the CIS unified sports teams competed at their end of year event this past weekend. Thank you to all the parent volunteers who helped make last Friday's Ellis event Ellis Island simulation a huge success in fourth grade. CIS practice safe routes to schools for their participation in walk, bike, and roll to school day in May. Uh the sixth grade celebration will be held in the CIS gym on Tuesday, June 10th. Uh sixth grade sixth grade students had a beautiful day of leadership training with Empower Leadership at the Adventure Park in stores last week. Um spring concerts have come to a close. Each grade's band and chorus as well as their chamber singers, concert choir, and polarist jazz ensemble performed over three concerts this week. Fourth graders visited the Hillstone Museum and had

041a couple beautiful days to sketch in the gardens. Members of the Spanish National Honor Society, myself included, went to CIS to present lessons on some basic Spanish for the fifth and sixth graders yesterday. And the sixth graders had a fantastic trip to the Rock today. Fantastic. Thank you very much. I will say um that I did go to the concerts at CIS and Mr. B and Mr. Mark and Mrs. Dominico uh do a fabulous job and the enthusiasm that they have with the kids is just it's just wonderful. But what an improvement is I went to the ball once and then really night and day night and day. So thank you for that report Juliana. Um so I will be reporting on cherry book. So most recently grade three attended this the CT science center

042and with the gracious support of the PTO. Um all the chair third graders got to explore and um like explore the universe and they were able to do a planetarium there which they really enjoyed. In addition, uh last Friday the 30th was the children's fair and this is the 60th children's fair so far. And um in addition that was also in combination with NHS here at the high school. We had a lot of volunteers go down there and help uh run the games. And I also know that the fire EMS was there. Um the volunteer so volunteer fire and EMS was there. The camp police was there. Um so there was a bunch of just community joining together for that fair. Um on Monday, June 2nd, the Cherry Brook music teachers, Miss Card and Miss

043Dominico, held their um annual chair folk dance celebration. And throughout this week, uh, kindergarten ners and third grade classrooms will continue to hold their end of the year celebrations. Um, also on Monday, June 2nd, Chair Book revealed their plural. Um, and this was created by Joanne and Bruce Hunter. Um, and they were from the CG art spot and they spent over four days um, also working with students to make this work. Um, so yeah, on Friday morning, the cheer group will welcome the high school seniors as they do their uh parade through the hallways. Um, I know we're really looking forward to that, too. Um, and then they will also have beach day coming up and the third grade. That's so pretty. Do you go there or they come here to to you? We go

044there. You go there. Excellent report. I think we should give a round of applause. Thank you very much. Okay, any questions for the student reps? We will have since there's not a high school report, Mr. Po's report Friday will have a lot of the high school accomplishments. There's been a lot of athletic teams that are really performing well. So, Mr. Pipple will have that in his report this Friday. Great. Thank you very much. Thank you. Okay. Um, now we go back to the continuous improvement plan. The board of education had a uh was hosted by Mr. Amory last week, Friday, right? I'm sorry. For the record, there's no she no business man for the record. Yeah, for the record. Uh, Mr. Amry hosted us did a did a fabulous job. Um, we heard some great

045things. We're going to summarize that for us. Thank you. Thank you, sir. Daniels, and um thank you to board of education, Mr. Daniels, Dr. Gman, M. Bishop for joining us last Friday. It was a wonderful morning. Um we highlighted uh the growth and took a tour of the school and got to see you know teachers and students um in action. So I'm going to summarize um our action steps for this year um which I highlighted on on on Friday. In student growth and achievement we're really focused this year on building based team structured and curriculum data and high quality instruction. We've continuously monitored student achievement and we've continued to refine our multi-ter systems of support for partnerships and community engagement. We've held various events throughout the year to um welcome parents, community members um and

046and everybody in the community to to Cherrybrook. Um we've maintained um inform formal and informal communications with with families. Um we've collaborated tremendously with our Cherry Brook PTO. We can't thank them enough for all of the support and um that they've shown this year. And we've found ways to deepen our productive partnerships with um other community organizations such as the game art. Um in regards to financial sustainability and efficient operations, we continuously collaborate with staff and central office to ensure that our budget for next year reflects the needs of of Cherry Brook students and staff. for learning, environment, and belonging. We we continuously refine our um culture and climate initiative, and we're always finding ways of creating opportunities to recognize and celebrate students and and teacher success. For embracing diversity, we we've utilized the committee

047structure to support each and every student at Cherrybrook. We've implemented high qual quality instructional practices to support learning for all. And we're continuously recognizing and bringing awareness to staff and students about being kind, being safe, and being responsible. And for workforce development, we've fostered a comprehensive um professional development this past spring. um specifically with the launch of Benchmark advance our um ELA curriculum and we continuously provide all adults that have touch points on Swiss students um with um comprehensive um comprehensive um meetings and and providing them with repertoire to support all students. That's kind of a highlight of trade work this year. So let me ask you what were what were your personal highlights this year? if you need one or two or three your personal highlights for this academic year. I think the growth

048that all of our students have done academically knowing that every student has come in um in Cherry Brook at the first day of school is leaving with leaving us that much stronger and and and with lot more growth just across the board academically, socially, emotionally. That's a big highlight. Um, another highlight is when I'm outside greeting children on every day. Um, they're always coming up and saying good morning and um, coming into school with a smile. So, that's that's a really big highlight. They're feeling welcomed at Cherry Brook. So, I'm going to tell you this Saturday I was out to dinner and and a parent came up to me and she says, "I just want to tell you they had just moved here. Unfortunately, they're going to move again." She says, "I just have to

049tell you, my daughter entered cheer school um a grade and a half behind in reading level. The whole team just swarmed her and at this particular point, she's at grade level again." Tears in her eyes saying, "What a great job Cherry Book did. I'm going to miss it. I wish we didn't have to leave." So there's been It's been a team effort. What a team you had. Thank you, Mr. Daniels. Any questions for Mr. Emory? I I don't have a question. I would like to comment that the uh the second graders were doing um their reading assignment and reading theater or whatever it was called. But every child was engaged, every child was reading along, every child participated. Um, you know, it was really just like really active reading with um everybody doing something like

050they were all having their parts that they had to read, but they all had to follow along. So, they were silently reading as long as as well as the children were reading out loud and it looked like a lot of fun too for them. So, you know, home run. Thank you. Great. Thank you. Anything else? Hey, thank you for that. Thank you so much. Thank you. Have a good summer. Yeah. So, we're going to move now to uh the Bridges program update. And before we do that, uh Dr. Bman, you want to give us just a primer on that? So I do want to say that when we talk about the the bridges update may look at the agenda and say what is the bridges program we should be saying that because we really don't

051know and we're we're really lucky that we have Mrs. clean as our our director of people services because in a cabinet meeting we talked and I challenged her to come up with a program and she did and not only did she come up with a program this is really really good what what she's going to share with you and we're just lucky I I normally would say that after facts but I want to say before facts So you number one you you realize how how fortunate we are to have a director of people services that number one cares about kids that's her number one responsibility and and number two is forward thinking of where we want to be as a school district and part of what I'm I'm sure she'll slide this in part of

052what Bridges is going to allow us to do and I know some of you if not all of us think a little bit about finances, how this is going to save us money financially and that's part of our budget and it could save us more money and she's going to talk about that. But what you need in a school district is a very forwardthinking director of pupil services who's not afraid to work and she's not afraid to work. And I I got to even commend her before she even starts because you're going to see a program that that's a win and a a program that a lot of districts are going to be looking at us to say number one, how do you do it? And number two, can we get involved? So, this is

053cool. That was a great intro, right? Thank you, Dr. Already watching. So, um that was very kind. Thank you. Uh good evening um Chair Daniels, Board of Education. I am thrilled to be here this evening to provide all of you with an update on our special programs and services. And today the focus is our new program bridges. Before I jump into that program, go to the second slide. I do want to share a little bit of background and context on how this all came about. And Dr. Gman is absolutely right. was sharing with him some of um our realities within special education and um he did absolutely challenge me in that meeting and said what can we do to bring programming and support our most complex learners and I said you know what challenge accepted.

054So so I took that and I ran with it. um across the nation, across the state, our Farmington Valley, and right here in Canton, we continue to see rising complex needs of students with emotional dis disabilities, um behavioral needs, uh and trauma backgrounds. So, educating those students and making sure that we're meeting those needs is always at the forefront of my mind. It's complex. It often takes layers of support bringing in behavioral consultants, behavior techs, inclusion specialists, and sometimes even despite our best efforts, we're required to seek outside for therapeutic day placement. As you can imagine, all of those extra supports absolutely add up over time, but they are our children's right. Under IDA, students with disabilities are entitled to a free and appropriate public education. So, it is our job to make sure that

055we're seeing that through. So, I just wanted to make you aware that those needs fiscally are always in the back of our mind and it's that balance of how we support our students, putting our students first and remaining fiscal stewards to the town and the district. Um, this, as I said, is not unique to Canton. The CTO just had an article the other day saying that statewide the prevalence rates for special education are over 18%. And in the last two years from 2023 to 2025 excess costs which are all the extra related services that we need to add on in special education to ensure faith have risen by over 25% statewide and we know that excess cost has been shortfunded over the years. So much so and I'm very passionate about that. So at the

056state level submitted testimony have gone and spoken at the state level advocating um and provided written testimony along with many other advocates, parents, leaders, lots of voices. We are very fortunate that the state provided $40 million in emergency funding this year um to help support that need. We're grateful for that, but that's a onetime one-year fix. So it's still not enough. So there was some urgency in my mind that we needed to look at programming and think about what we could do here. So that commitment for me was the beginning of bridges and it tightly aligns to board street. So the bridges program all about bridges. So it's offsite. It's located in Avon, Connecticut, and it operates through a strategic partnership with Quantum Behavioral Consulting. Our vision for the program is access stabilization and independence.

057Bridges is filling a critical gap in our area for students who have those complex disabilities that I was just talking about with the trauma background. We'll be able to take up to 10 students in the program. And the idea around it, honestly, the seedling of it started last school year. We were faced with students who were showing verbal aggression, physical aggression, alopment, which means they were trying to leave an area unsupervised, self-dangerous behaviors. When that came up, I reached out to Quantum and Scott Rderick, who is my partner in this venture and I had said, "Scott, we need to support these kids in district. What can we come up with?" And we developed a plan that involved a behavior intervention plan and wraparound supports. So, he had just started a clinic and we had and

058I wanted to make sure this child or children had access to their peers. So I said, "Hey, what if we did like a hybrid where they spent half their day at school and half their day at the clinic with that BT and they have their wraparound behavioral support so that BT travels with them to and from said let's try it." We tried it and I'll tell you it met with great success. So much so that we were able to replicate it with multiple students. And then at that PBT this year when we were going over the success at the end of the PBT the parents stay behind and said thank you you get it this team gets it for the first time I don't feel like I'm in the community and people are talking about

059my kid as that kid. So, they were so appreciative. Um, and that that just meant everything to me. And that was the heart of how important this program is because it felt like we're making sure that all of our kids are seen, all of our kids are supported, all of our kids are safe. Um, so that's another key part. So, as I said, located offsite in Avon. This program will be part of Canton public schools and it will be a part of our continuum of supports. So we go from Janed to inclusion to resource self-contained programs like learning lab programs like thrive and now we have our version of a therapeutic day program that can do either hybrid where they spend part of the day at the clinic and part of the day in their

060home school or fulltime at that school. Um we have a beautiful space. I have a short video that I'm going to show you in a few minutes to give you an idea of the space. I'm no videographer, so you're going to bear with me. It's a little blurry when we get there. Um, yeah. Any questions at this point? I the the 10 students that are 10 students or is that I appreciate that question. So, the program right now where we're kind of soft piloting it, we have we have four Canton students and I have two students um that are slated to begin July 1 from outside districts which we'll be able to receive revenue and tuition for. Um in the last week, I've had four additional referrals from uh New Hartford, Avon, Simsbury, and region

06110. So, we're going to be full. We're going to get you a bigger building. Yeah. Yes. Anybody? Really quick, just similar to Loose. So, it's based in Avon, but it has nothing to do with Avon public schools. Nope. Okay. It's a Canon public schools program. This happens to be offsite just over the line in Avon. Got it. Okay. And and what we need to part of the process that we had to do this is vetted by our attorneys, vetted by um our insurance company, and approved by the state. So it's a can public school that has a number meaning that a high school may be I don't know if high school if it's 092 this school would be 118 right that it's a Canton public school just happens to be another campus so 10 is

062maximum capacity given the space that we have yes and I I'll talk a little bit more okay about that what grade level is this grade I love that you asked that Uh so we are starting we can the uniqueness of this program is that we have a large open area and then on one side we have four small individual like very small classroom session sections which could provide one-on-one ABA DTI support um with a behavior tap or the special ed teacher. And then when you go kind of around the corner, there's a full kitchen and washer and dryer hook up. And then you keep walking down the hall and there's another section that's going to be reserved for high school age and even transition age for our students who maybe need require more support than

063what we can provide through our um collaborative with Bear with our typical transition program for 18 to 22. um this will be like another continuum of supports because some students need a little bit more um and now we are going to have the ability to do both. So it goes from grade two to 22. How how does a child arrive parent or we providing we provide transport transportation to and from to and from. So transportation is considered a related service in special education. So if you require specialized transportation to access your education, the district is mandated to provide it. And how building brand is it named the bridge or so it's it's can public schools and then um so not yet. What's the plan? What's the plan? Yep. Of working with Scott to design what

064we want the actual sign to look like. Yes. And so these kids would have been outplaced otherwise. Absolutely. That's your next slide. Sorry. You're my go. Okay. So, as Dr. Gman said, this program has been thoughtfully planned for. I've been working on this pretty much all year. So, we spent a lot of time vetting uh through our attorney and through our insurance company because we wanted to make sure that we were in compliance with the laws and that we were being um thoughtful and safe so that so that we have sustainability um within the program. So on our end uh the operational uh needs that we have to run this program things that are in our budget or budgeted for or will be paid for via revenue from this program are rebehavior technicians. So those

065are assigned to our students um that are currently um receiving support at the clinic. a full-time special education teacher and um a part-time social worker because we really want to take a trauma-informed lens. We have we have some of that trauma informed support with our BCBAS and our BTS, but we want to make sure that we have that we're looking at the whole child and that we're being holistic around that. Um so those will be the the 226 is the total cost operationally that it will cost us to run the program and taken into account based on this there are some students that are returning back to district who will be attending that program instead of the other out of district placement along with um the the two known seats that I have for sure.

066Um, so with that, we're anticipating a savings in year one at about 55,000. It it could be higher than that. Um, it just Well, I'm being conservative because it's year one, so not dim, but those are the direct costs. What are what are the indirect costs and are any allocation costs? Like for example, is a piece of your salary then assigned to the bridge, anything like that? No. No. So I've been really creative about restructuring and reallocating with the resources we have to try and keep our costs just here to our key operational needs. So for example um nursing right we there is not a nurse that's required at this program. However, we have um our nurse supervisor who will be providing med certification training to all the staff um seizure training um those basic

067supports to make sure that the program has what they need. And then if the student were to require nursing, our related services costs like OTP, even nursing, those all get contracted in um as part of the tuition to attend that program. So there would not be an additional related services cost to run this. And then in terms of administrative oversight, I will be actively involved obviously because we're getting this program up and off the ground. Um but our out of district coordinator is I've restructured her responsibilities. So she will be on site at the program a few days a week um to be there as well. And then Scott Roderick is is also acting as as a lead in that. And I and I know the state is providing a small incentive for these types

068of programs. Has that been factored in the amount for that? The House bill is still in the Senate right now. I think it was approved by the House is now on the Senate floor. Correct. It might have been approved. You know, I can't follow exactly. Maybe it pass the h pass the house. I think it may be in the Senate. uh and all that. When you hear about bonus money, it's for 2627, I believe. And this would certainly qualify for what money may be available. I think it was $40 million and 60 million. That's not that much because there's other districts that are developing programs, too. So if you take 169 districts that are looking to develop programs like this, I'm not saying all 169, but I think you would understand the math. 40 or

06960 million doesn't go that far, but it's money that we will certainly apply for in a competitive grant process. Yes. kind of the question on the on the operational needs and where is the um like the rent and the the facility costs. So the rent and the facility costs are it's part of the agreement that we have with Quantum. So Quantum has leased the space. Okay, it's their space. We're partnering with them. As part of the partnership, Quantum receives their revenue from their behavioral consulting and their BT costs. So that's contracted and factored in and then we receive the the per pupil cost for the tuition per student. So we split that and that's how the the rent is paid. Okay. So in regards to the revenue that we would be receiving that would help

070offset that cost. Is that what you're saying? We don't have to the rent is figured in to the so the tuition revenue that's received that that quantum is eligible for is what's covered. So right let's say we get two. So if we have five students right now hypothetically and Barbara picks up two, one from New Harford and one from Avon, we will send as schools do to us. We will send a bill to them and that's revenue for the Kim public schools that Barbara and Hannah will have to out once a month of where we and that's revenue to the board of that not to the town. Well Anna, how does that all work? You can bring in revenue. Oh, I thought we could have received revenue will offset the expenses. So, you know, bookkeeping

071is wherever it's acknowledged, the revenue will offset the expenses. So, right, the net um will be favorable to the board of ed. I Okay. So, but when we receive the actual revenue that goes to the board of ed, not to the town of Canton, to the board of ed's books. Correct. Okay. Okay. Great. That's it. Very exciting. It is very exciting. It is. So I have a mundane question. I mean so Quantum then would take care of like any maintenance costs like a maintenance person coming in part. Want to show us? Yeah. So this place is if you want one day we'll take it. It's a little small. Are there windows that kids can see out of or not? Great. Yeah. Thank you so much. Wonderful job. Great year. Thank you. You know, between Thrive

072now and the bridge, I can't wait to see what you do next year. You never know. Thank you. Okay. Um, on the standing reports, we don't have a finance report, which we didn't meet. We don't have a policy report that they didn't meet. He may have a written report which I think Eric will will tee up Mr. Bishop. Yeah. Um I wasn't sure how much you wanted to say us to say now or in the recommended actions. Oh, you can you can give the overview now and then any questions? We're going to take the first reading on this. So you can you guys can give a quick. So we had our final curriculum meeting for the year. Um, we had Mr. Moore and our English chair, Mrs. Zetter, come and give us a Canton Middle

073School ELA programming update. And then the bulk of our meeting was spent on a presentation by uh, Mr. Delmastro on the um Canton tech technology strategic plan for 2025 to 2030 and which you all should have this packet here. Um do you Mr. Bishop do you want to explain more about it? Yeah sure. So, so similar to the uh strategic plan that the uh the board of education has to be able to to uh direct guidance for us, aspirational guidance for us in the technology world, we're constantly trying to be able to think where's the future going and how do we try to get there first in a really thoughtful way. Um and so what we did with a number of different constituents here um you would see that on I believe page four, a

074number of different folks uh played played roles in participating in the development of this. Uh really what we did is we looked at some of the successes that we had for the past, some of the areas that are still kind of presenting themselves as opportunities for us uh for the future and how we want to be able to look at look at being able to move ourselves into the future with this. We utilized guidance from the uh Connecticut State Department of Education on a on a number of elements for us as well as some information from the society for um computational basically it uh organization for for education particularly in the realm of um artificial intelligence. And so what we were able to uh put together and bring before you all here is what we

075see as a a great aspirational list of of goal areas for us to be able to guide our work. We've got five goal areas. Um, and within each area are a number of core priorities. And so we'll use this to be able to guide the work of the IT uh department in the strategic planning that we have in the the development of uh of our budget of our operation and then be able to respond and report it back to the board of education curriculum and technology committee about where our successes are but also where our needs may be for the future. It also helps to be able to center the effort for us on how we're uh approaching different uh technology initiatives that may be coming down the pipe for us. Um but also still

076trying to be able to be aspirational in that sense of who do we believe ourselves to be as a learning organization uniquely centered on people while also utilizing technology in the right space in place to be able to support ourselves. So this document gives us a sense of direction for the future. We really appreciate the number of folks who uh were able to participate on this with us and are very excited for your review. A lively discussion about it. Yeah. Yeah, we had a great discussion and just so everyone knows like we're uh this because it's quite a bit of material to review and our thinking was to have uh to bring it to this meeting as a first read and then to allow board members to dig in over the summer and your questions

077and then in the fall we'll take up a little bit and then potentially vote in October. September, October. So that's that was our thinking. Um, but you you'll have the whole summer to review and uh ask any questions. So I will say I said through the presentation very impressive to move the district forward. I think they've done a great job. They have wonderful committee together. Um, so I look forward to just reading this now. Take some to dig in, write your questions, uh, and we'll we'll take them up later. Okay. All right. Thank you for that report. I don't think we have anything on communications. I don't think we have anything on new services and I don't think we have anything on track. So therefore, I'll call your attention to the calendar of events that's

078in your packet. And I I would like to get just some sense who will be at graduation to be acknowledged. One, two, three. Okay. Okay. I'll make sure you're at graduation. Okay. Lou, can I give a brief update for communications, please? Oh, I didn't know you had one. I'm sorry. I thought maybe you weren't even on. That's okay. No, I've been on. I've been multitasking over here. Um, so, uh, we did have our meeting on June 2nd. Um, the students of the center episode 4 is in final production will be released soon. It will also include, um, the new, uh, board of ed student rep, which I know was introduced, uh, earlier during this meeting. Um the there's also an end of the year district newsletter that's being finalized that will feature highlights from the

079students of the center series as well as a celebration of schoolwide accomplishments across the district. And the end of the year surveys will be sent out to students next week and on the parents on the last day of school. And just a reminder that graduation will be live streamed regardless of weather conditions. We're fully prepared to for both indoor and outdoor scenarios and we'll update communicated um communicate to families as needed. And that's all we have. That's great. That's a great report. But are you guys still traveling? No, we just got back like 20 minutes ago. So, I've been on um since this started, but it was a little glitchy on the way over, but we're we're back now. That's great. Do um just for the count, are you attend? You don't have to, but

080are you attending graduation or no? I do not believe I'm attending graduation. I have a a prior commitment. Unless are you attending graduation, you know, you are. Thank you. Okay. All right. Thank Thank you for that report and thank you for the independent work uh in the school year work that's going on and Cara, I know you're actively involved in that. So, thank you very much. Okay. Okay. So then back to the calendar events, we do have graduation this Friday. On Monday we have uh CIS and on middle school and then on Tuesday and Mondays middle school Tuesday CIS uh for those and you know if you go that's great. You're not have to go. Those are going on. And then on the 12th is the uh last day school and it's also the convocation

081at what time? 145 1:45 if anyone wants attend the end of year convocation. Did Claud put in the calendar? Okay. Can we can you set that spot the calendar? Yeah. Everything is in my Friday. Everything she norally put something but everything that Mr. D was talking about is in my Friday update you and she'll put it in again this Friday. Okay. Okay. Thank you, Dr. All right. On the consent agenda, does anybody have any issue with May 7th, May 13th, and May 30th? Any changes, any issues? Then we accept the consent agenda. Okay. So, now we'll go on to the motions. Uh, I need a motion to move that camp board of education approve the 2025 strategic technology plan as a first man motion. Thank you, Jordan. Second. Thank you, Peggy. any any uh further

082discussion on that motion and and Kim and and Felicia if you have an issue just shout out for me. Uh but hearing none then the motion is the camp board of education approve the 2025 strategic technology plan is first read. All those in favor I online. Yes. Kim Felicia you good? I I bet you. Right. So we'll just go 70 on that. And I think Hannah's taking notes. 70. Okay. Move the CA board of education resend the bullying prevention and intervention policy 5003. I have a motion. Motion. Thank you, Erica. Second. Second. Thank you for the second, George. All right. Uh discussion. Um Mr. Bishop, do you want to just give a quick highlight to that? Yeah, this is procedural in nature. um with the new Connecticut school climate policy which is again required by

083state law um that will then supersede the previous policy of 5003 the school bullying um the the bullying uh policy apologize any other conversation hearing none move again board of education resend the bullying prevention intervention policy 5003 all those in favor I Felicia Still 7. Okay. Thank you. Uh I have a motion move board of education approve Connecticut school climate policy. Motion. Thank you. Russell second. Thank you Erica. Uh Mr. Bishop, you want to go any legislatively required for us at state law. Um and our team has already been working with a number of folks to be able to do the implementation of this. will also take some time at the beginning of next year with the board to be able to provide some additional information on how this is operated as there's an opportunity

084to communicate with our community regarding how this uh how this operates. Thank you. So move that camp board of education approve the Canadian school climate policy. All those in favor I Kim are you on still? 70 again. Thank you. Okay. Move the camp board of education approve the restorative practices response policy. May I have a motion? Thank you city. Thank you very much on the second. So I have first and second um Mr. Bishop. Another required policy by the Connecticut state by the by the state. Uh it discusses the utilization of um practices that bring kids into restore uh the community when there is a challenging behavior. that restoration is really around being able to talk about the value of community and then how we look to be able to build back into that. Um

085and so it's guiding uh guiding legislation, guiding policy for our operation and we are engaged in conversation around further professional learning for our district and fulfillment of this as well. Okay, any further questions? The motion is that the camp board of education approve the uh retention of electronic records. I move that the camp board of education approve their restorative practices and response policy. Thanks for keeping me honest. Okay. All those in favor? I can get a yes. I don't think Jordan's on. So that's a 6 again. 60. That's all you. So we're missing Joe. Missing Felicia. No, but she didn't vote. She's on. You count me as yes. Oh, you did? Okay. Ago. say. Okay. So, the other Thank you, Felicia. Okay. You did not vote on the prior motion though, right, Felicia? I did

086not hear you. What' you say? Did you vote on the prior motion and I did not hear you? The one on the can board of education approved the Connecticut school climate policy. Correct. Yes. Yeah. Okay. So, it's 80 on that too. Hannah, that's 80 on that one. It's 804 the just the most recent one and the one before. Correct. Okay. All right. Now we're moving on to the camp board of education approve the employment and student teacher check policy motion. Thank you. Thank you. Wait, did we do the ret? No, you didn't do the retention. Thank you for continuing on. All right. I move that the camp board of education approve the retention of electronic uh records and information policy. I'm just keeping an eye on the clock. That's why. Thank you, Jordan. Thank you,
