001are we on y so tonight tonight is going to be a great meeting because we are focusing on CIS and we're focusing on some of our students tonight which is just one of the great Parts about being on the board of education is really to honor our students so we're going to be getting to that pretty quickly before then you're going to get a chance to see how government works because tonight is our uh Board elections so tonight we have to elect our our officers to the board that has to happen first and then we're going to get into uh public comment if anybody has anything they'd like to talk about on anything on any subject doesn't have to be on the agenda um you'll have an opportunity for public comment uh then we'll get
002into our administrative reports and then we get into right after the administrative reports we'll get into CIS and that's what we're most excited about I know that's why you're all here tonight so uh if you'll stand in uh join me in the Pledge of Allegiance you want to KI off Al the United States of America and the for it stands one nation indivisible and Justice okay by bylaw I now hand over the G to our superintendent who will kick us off for our Bo elections super section 9110 indicates that all office officers of the board shall hold office for a term of one year and until their successors are elected and at qualified section 9120 indicates that the officers of the board should be the chair Vice chair and secretary who should be elected annually
003by its board at its regular meeting in December section 9132 indicates that standing committee shall be appointed by the chair following the election of officers each year and the superintendent's recommendation it is recommended that the board of conducts the election of the chair Vice chair and Secretary of the Board of Education by paper ballot and if there's anyone online that individual can vote I would just need to hear um their vote and for the record uh this Bri for the record we would just have to um um put that um down so I reviewed the bylaws with regard to annual officer election in the voting process for the meeting voting will happen by paper ballot and for one board member that is on I will accept motions for the nomination of the chair of the
004C Board of Education at this time Mr Shaz I nominate L Daniels for chair I have one nomination for Lou Daniels as the chair any other nominations okay I will take a v or right now if you could uh write down on that and pass them on my way that would be great yeah I'll get her one second I'm going to do paper first thank you L Daniels L Daniels Joe shler L Daniels Jordan Tuan L Daniels pecky Steinway L Daniels Kim Sullivan L Daniels Eric Hayes Lou Daniels cdy Mohler Lou Daniels one what do we got nine here 8 Z chair Daniels thank you everybody I appreciate that thank you so we could I'll give these to you after these are going to be for the official records so we lose these so the

007much everybody thank you for um going through that process okay with that next thing on the agenda is public comment so public comment is on anything that's either on the agenda not on the agenda you come can come up to the front uh just give us your name your address for the record we need that and uh you have three minutes uh to tell us what you think we probably will not engage you uh but we will take your comments and then we'll go back and we'll we'll we'll consider what you have to say so anybody in the uh in the uh audience public comment anybody have anything for public comment students are welcome too you have something to say always like to hear from our students okay here we no public comment in the
008audience public comment online hi auy hi everybody thanks for allowing me to speak um as you know I have deep concerns over the negative impact of proposed policy numbers 4021 just just just State your full may your address please that's off for it's for the record I'm so sorry I shouldn't should have done that um Aubrey blasley 39 B Drive um as I was saying I have concerns over the negative impact of the proposed policies 4021 and 5030 that are on your agenda uh this evening Title 9 was enacted to protect and promote opportunities for women and girls the rewrite of Title 9 and the proposed policies that you have before you particularly how they redefine and expand the definition of sex to include gender identity do the opposite by diminishing opportunities for girls um
009I also remain concerned that the policies as drafted still are too subjective they use the lowest evidentiary standard and therefore will subject students and staff unfairly to investigation and discipline um in response to some of my questions Mr Daniels thank you for your responses um you did confirm that the lowest evidentiary standard is used because that's consistent with other policies in the district I was only able to quickly look at some of the other policies um I didn't find the standard of proof admittedly I did not read them I all I and I trust that that's what they say but my question for the board is would it be willing to consider looking at the evidentiary standard in other policies to see if possibly a higher burden of proof proof is worth considering um I've
010pointed out to the board before that there are a number of lawsuits all over the country that are seeking to block enforcement of this controversial rewrite of Title 9 and if the president elect is true to his word title 9 will return to its original form and original intent in a few short months so I would just respectfully urge the board not to do the easy thing and push these policies through but instead to do the right thing and stand up for our kids and our staff by continuing the discussion on the implementation of these significant policy changes um and just while I have the floor I would like to make a plug for the CIS PTO I'm not an officer so I'm not making the plug with any agenda other than to encourage um
011any CIS parents if they are in attendance or listening um to consider joining the PTO they really do yeah we should they do great work uh for CIS for the students for the staff they do the trunk retreat they feed the staff during conferences they host the readathon um and they raise funds that help supplement the school's budget I didn't know until recently that the PTO is surprisingly not a large robust team of parents um but it's often all the great work they do is often done by a small number of people um so if there are people who have thought about getting involved or like me assumed there are many people doing all their great work um there aren't so I would encourage people to join and help out where where they can um
012thanks for listening Aubrey thank you for your comments both comments we appreciate thank you anybody else would like to speak online no okay so I'll close out public comment at this point and uh we'll move right into the the Chairman's corner so I just have a couple things for the board number one is uh uh Dr Gman bishop and myself attended the cave conference right before Thanksgiving interesting conference a lot of good things going on we learned more about uh cell phones and we had some interaction with the State Board uh some of the State Board of Education members um hearing some of the pain from other board from other boards which is similar to our pain uh when it comes to budget budget things um so it's very interesting but that Saturday uh Dr
013Gman led us uh with myself Mr Bishop and Chief arero and we gave a a seminar on school safety and it was extremely well attended it was the last session on Saturday and uh extremely well well attended and great comments and I think they want us to come back and do it again next year because they were pretty impressed by uh the presentation that Dr Bros will put together um I I do want to mention that I did participate or I am participating in an AI study and for board members some of the the board members heard this today a policy but I I'll mention it that U is is complicated and complex and challenging as cell phone policy is going to be AI is going to be even more so and AI is already
014uh in place in a lot of a lot of places but it hasn't of course it's trundled down to the students but where it seems to be the most effective is allowing our teachers from a curriculum standpoint to be more Innovative to give them more time to be able to use it in in certain ways way that uh make um that allow them to um to uh look at data uh to kind of expand how they teach and things like that so right now it's at the teaching level we have some teachers on this on this uh Board of Education I'm sure you're you're seeing it at some point it'll trundle into the schools and we're going to have to think about ways uh that we're going to um put together policy on that so
015that's not far off so that was uh that was uh pretty interesting I do want to mention tonight although you see all our name tags and you know who we are we have Mr Barbara M here who is our director of pupil Personnel Mr a Amry who is our principal over at um uh Cher primary school and of course we have Mrs Rebecca CTO who here is going to um introduce some of the students later so we're glad to have them here in our meetings so that's all that I have any questions for me I'll turn it over to the superintendent thank you Mr Daniels it's great to see everyone here tonight a great that my favorite line of the evening so far has been nobody wants to come up to the front row so
016I thank the two individual sitting in the front row but it's so exciting to welcome C intermediate schools student and family here tonight and our proud principal of K Intermediate School shortly you'll hear some updates from Mrs Cortel regarding students and why they are here tonight and for her to present her continuous Improvement plan we're also very excited to get a brief update from the CIS PTO and also tonight I'm really excited to present the the forecasted budget for fiscal year 26 it's not to superintendent's final budget it's the budget of where the administrative team is at this time and December is a busy month I normally don't like really dictate out what's going on but there's a lot and we should be proud of it and I I would welcome people to attend that
017tomorrow night we have the K Middle School 8th grade Winter concert at 7 Thursday night we have the C Middle School grade seven Winter concert Friday we have an early release December 17 at 6:30 is the K High School Camp Expo that's their senior projects that they do what a great event that will be and then the 17th 700 pm. the Canton Intermediate School grade five winter concert December 18th the C Intermediate School grade 6 Winter concert and then everyone I think across the Canton Public Schools staff and student Community is looking forward to December 20th which I believe is an early release day for our um vacation that we have about a week and a half I'm not sure parents are excited about that um because they become yours again for the full day
018but I know that our staff and students are are well deserve ering of a uh WRAL break I also want to let the board in the community know that Mr Bishop in his Communications team worked on uh sending out a press release yesterday to the community saying how outstanding our school dist performed on The District performance index and the school performance index it's something that we should be really proud about and I will go out and say for can Intermediate School to make I believe an 11o gain from one year to the next parents you're partnering with us really really good and kids you're making us really really proud the next meing to the Board of Education will be January 14 2020 on my notes it says 2024 but it'll be January 20125 I'll take
019any questions out of the superintendent's office at this time questions for the superintendent okay thank you Dr Gman we now move the assistant superintend report Mr Vis great thank you um I'm excited to share uh further with our Board of Education at the upcoming visit at Cher primary school next week but an opportunity for everyone to hear more about the literacy program that our committee has worked incredibly hard to be able to make it determination for it which is Benchmark Advance um we are being celebrated uh across the Connecticut State Department of Education and their offices on the process that we've engaged to be able to get to this point and uh are really doing everything that we can to be able to uh uh find the right resources to be able to support our
020staff and our students in our community withness we did offer uh an opportunity for families to be able to engage in a little professional or a little personal learning about the uh the program at uh our conferences uh we have one taker who actually is a classroom teacher in another district and they were they shared just their appreciation for how our process has worked through to be able to bring this to this point I want the board to recognize too that with the a state requirement for uh additional resources for us we're doing everything that we can to be able to shake out additional resources from the state to be able to support us whether it be through professional development dollars or additional resources to be able to support the uh the learning of our
021staff for the implementation of the program but uh rest assured we're doing everything we can to be able to make but has been a challenging process into something that is really um an outstanding piece to be able to Define an excellent trajectory at our foundational school at charry and I appreciate Mr Marines uh staff so much for the collaboration along the way um I also want to be able to share along with the great news of R overall Kinton Middle School which had been a school of focus in their second year of growth now they are no longer a school of focus from the State Department of Education uh we are out of that status in which is phenomenal for us we continue to have great meetings with our representatives from the Commissioners Network and
022we'll continue to work forward in that process but we are effectively out for that um and it's been again a testament the work of our staff our students and our partners throughout this community to be able to make great work uh come to fruition for us and then another piece that I wanted to be able to share it as well we've had some conversations about social media and technology and in the past we've had events that we've uh provided as a board of education in this community and sometimes with live attendance I'm thrilled to be able to speak with some CIS uh members here about uh collaboration that we're engaging in with Camp youth service SP they're going to be sharing the um the film screen aers Elementary Edition screenagers Elementary Edition it's a brand
023new edition of the screenagers sa series a series that was developed by an MD and a filmmaker partner and they go through and they look into a number of the different issues that are related to um appropriate technology use um social media any number of different things but to able to support families and communities and helping to be able to train students up in the right way to support them so those for that that presentation will be January 16th at 6 o'clock pm and we're going to partner with them to be able to communicate out more broadly into our school Community we're also going to be able to partner with our local area school districts as well to be able to get more information out as well so that we can Source more communication across
024the entire Valley but January 16th at 6 o' p.m. that would be in the community center the camp Community Center and then they're going to be showing it again so a Thursday night and then a Saturday morning uh at um uh January 18th at 10:30 a.m. uh there's going to be an opportunity we we would uh encourage folks to be able to um uh provide pre-registration for that there will be a link in that to be able to uh pre-register just so that it could be set up appropriately for it um but we welcome anyone to be able to come along as well but this is part of the collaboration that we are working on to be able to get communication out to the entirety of our community so that we can really drive an
025impact for um the entire Camp Public Schools Community really being able to support all of our students uh in a really I'll take any questions out of M any questions for Mr Bishop I I have a update on Cherry Brook building project yeah uh that's a that's a great question we're going to be uh connecting back with the uh Board of selectman on some next steps and recommendations from them uh as the uh durational committee that came forward with recommendations came outside of uh some of initial recommendation for the board of selectman there's some additional asss to come forward so we'll provide that information to the board of selectman and they'll be able to to drive we believe that per Municipal Building committee and another working committee to be able to have another thought forward

034Financial forecast for the year as of the end of November so we are five months into our fiscal year and things are starting to become a little bit more clear and uh one of those things is the uh the deficit that uh we're running um so it's something that we're going to be watching and hoping that the state reimbursement on the uh on excess cost will be um will be at least where they had promised in that go below that because if it does then we are going to um we're going to have some issues so any questions on the financial report up to this point I think we'll get a clearer picture as we get through December and um we'll have to wait and see what happens there so any questions on the financials

046do that at is through our PTO which you heard during the public comment is a small group but an incredibly Mighty group um they do a lot for CIS we just had an event tonight with over a 100 students so I welcome our co-presidents Tammy Cory and mie Allen um to share a little bit with you about what the CIS PTO has done for SCH this hello thanks having us my name is Magie me and Allan uh Tammy Cory and we're co-presidents of the cispt so we'll give you a brief rundown of kind of what we've done and what our plans are for the rest of the school year for fundraising um we had our Fright Night fundraiser raised over $5,000 we had a newu 21 fundraiser um where they agreed for one night fundraisers
047for R PTO we raised over $1,200 and we did our traditional catalog fundraiser and earned over $1,500 in March we'll also do a um Shar and Ledger photography personality portraits that we did last year um where they five minute quick portraits um and she gives us a portion of that so our budget um this year we decided to focus on helping with funding field trips more than we have in the past um because the cost of these are going up and more families are requesting assistance so in the past two school years we've increased our field trip budget it was 6,000 and then last school year was 9,000 this year we are putting 11,000 into field trips for the students we also PR um gave $2,000 for schoolwide field trip accounting to help with the
048additional increases we also ear marked an additional 1500 for students and families with financial needs so they go to Rebecca they let us know if they need help to pay for the entire field trip or portion and there's money for them to access that um we also increased our cultural enrichment budget some of the things we did August to September we did Welcome Back gifts for the fourth graders we did popsicles for the school welcome back welcome back lunch for staff membership Drive our goal was 60 families to join we had 62 um then we had Freight night in October October was custodian appreciation we had our after school movie today over a 100 Kids raised over 500 for ccmc um we did our teacher conferences this past week and then we'll do a staff

050the field day ice cream truck and our sixth grade celebration so um our PTO meetings are held the second Wednesday of the month and they are virtual hybrid option in in person as well we do welcome people to attend our meetings and to join our board and or the PTO great thank you very much have because I know it's going to thin out in about a minute I'm going to also make a pitch here and I you probably all participate uh with the U with the PTO now so I guess maybe this is going to fall on people that already working but um I I want to Echo Audrey uh Audy blackley's um request that whatever we can do to help our PTO because as you know what what makes Camp a special place really
051not what this board does it's what they do to make really the school special because we can't fund a lot of these things it actually to some extent breaks my heart that $11,000 has to be raised for for field trips because we can't put that in our budget but you all participate in that and make that happen so the more that we can support our PTO the better we are thank you doesn't seem like enough because I know the hours of work that you doesn't even we don't match with the hours that you put in in in your team in the preparation and all the things that you mentioned tonight so on behalf of this board of education we say thank you for all that you do and our pto's really across the board and
052all they do because you make our schools special uh for our students and our kids so thank you very much okay back to you Mr uh and I think what you're going to hear now is right we're going to get into the continuous Improvement continuous Improvement plan so if you wanted stay for this you're going to see why CIS is having remarkable success we're just going to touch on that briefly but mrto is going to lead us through a presentation the Board of Education last week did a walk through of CIS and we spent two hours going through the detail of the improvements that are going on and the strategies and treatments that are going on at um CIS which are just wonderful tonight you'll get a abbreviated version of that but you see the
053work that's going on with our administrators our staff our teachers our parents and all the great things that are going on to make CIS go in that trajectory so thank you you're welcome thank you so as Mr Daniel shared CIA experienced a very successful last school year um we saw improvements really in all areas in our performance in our growth and in our attendance rates so this year we celebrate our growth and taking steps to continue that trajectory um broadly our Focus areas are on broadening our repertoire to um include High leverage teaching strategies create consistency in instructional quality across all of our classrooms and within classrooms and to create a self and welcoming or a safe and welcoming School environment for our students and for their persons in their fam as we did last
054year we will measure student growth and achievement through standardized measures will rely on esac and our star assessments um and the priority action steps that we'll take this year um include building teacher capacity through external staff development and professional learning opportunities specifically around high quality instruction and Implement curricular revisions in fifth grade we utilize star and the smarter Mountain interm assessment block data at data teams to create student specific action plans and provide intervention supports with those through those action plans that match the needs of students as I mentioned already once earlier we very much value our Partnerships with families and the community and through our action steps we strive to enhance communication about and parent involvement in school initiatives um among other forms of communication this year teachers are focusing on their time and
055their efforts collaboratively with sharing letters at the start of each unit to inform parents of the work of the unit and including within the communication how they may Provide support at home for their children by creating purchase and replacement cycles for classroom rugs flexible seating and interactive projectors monitoring class sizes and reviewing and analyzing student achievement attendance and behavioral data um we plan to contribute to the long-term financial plan that supports rigorous and authentic learning opportunities at CIS for all of our students last year we saw significant decreases in our rates of chronic absenteeism so we strive to continue lowering those rates by implementing an advisory plan with a focus on respect for self for others and for the environment creating a Desa leadership team and reviewing behavioral data and implementing schoolwide interventions and holding
056regular attendance team meetings to develop Implement and track interventions for our students with inconsistent attendance we will continue to reduce and eliminate performance and growth gaps by ensuring ensuring high quality instruction consistently takes place in all of our classes and by providing supports to families to ensure engagement in school activities and in the area of Workforce Development we will continue to broaden the repertoire of all of our staff by implementing the new teacher evaluation Plan Building teacher capacity through external staff development and external and internal professional learning opportunities and increasing the number of staff that are trained in the implementation of structured literacy interventions so through those action steps that I just shared I feel very positive about the plan for growth in each of our six goal areas and I look forward to meeting
057with you all in May being able to share with you another successful school year great job any questions for me about any of those action steps questions I know some of the board members went through this in any greater detail um in the day was fantastic that you shared with us and thank you for uh getting to that granual level for us um but any other questions board members just make a quick comment uh I will also tell you that b was extraordinary in some places Beyond extraordinary and you to be congratulating your staff for that as well I said it the other day I say now for the the B Bo record uh that it was clear you have a plan for improvement it was clear plan for success for all students whatever they're
058at and and as we walked around and visited I don't know six or seven or eight classroom just for a very pretty time you can see evidence of that plan in every uh that pretty impressive so thank you very much thank you for spending time with us I know thanks okay um we now move into the superintendent budget cash memorandum um Dr BR thank you so this evening I'm excited to report out the the forecasted the budget forecast for this new year 26 what I want to share with the board is that this is this is unusual this is not happening in every District across the normally you're presenting one budget and you talk about budget we start our process much earlier than so tonight I'm going to be sharing with you where we're at
059at this moment of time on December 10th but before I do that I think it's really important you've had a couple questions come to the board relative to inflation so Nick if you could put up um uh John's chart and I really want to talk about the the budget in the history relative to where our budget is relative to the inflation rate because that was a question that this board was asked um so I want John to uh take us through that before I go into the forecasting budget thank you Dr Gman and and to to the board and the community at r large as well um the the questions about what the trajectory of of the community uh and the the board of educations uh uh spending over time really is a really important
060one I think it's important for the community to see how we're able to look back and then also be able to have that Embrace uh some of the strategy of looking forward through some of the forecasting models that the town is looking to be able to embrace as well to be able to project for uh possible costs for the future so that we can really be in a sustainable uh situation for the future what you see uh on the slide here is the past 15 years of uh inflation uh over over time we don't have 2024 yet because we're not done with 2024 but if you look from the 2009 to 10 year all the way up to 2023 that average is at a 2.52% uh inflation rate so we talk about inflation rate as
061opposed to Consumer Price Index Consumer Price Index is is Goods um inflation rate is uh uh talking about goods and services as well so that's that's the closer um analog to a uh a school district or an operational budget for a town so next you go to the next slide please what we've done here is we've done uh uh a characterization of the town or the United States uh rate of inflation and comparison to Hon's audited rate of increase year over year and this information all comes from the uh the audited documents that we have on the uh uh the town mailers that come back out each year if anybody wants to go back and be able to see the information if you take a look and be able to see over time there are
062times that the district May outpaced inflation overall and then definitely times when inflation outpaced the district overall notably 2012 when the district actually was able to go backwards uh but then also some some greater expenses uh in an increase overall in 2122 um when we look all the way to the right and we look at an average there across 10 or so years we look at the uh uh average inflation rate of the US at about 2.52 and then the average audit rated increase for the public schools is a 2.53 this is important to be able to know we look at these windows moving forward and year by year with it to be able to see as a check and balance for us what what does our our progress look like and how do we
063make sure that we're being very very thoughtful about what it is that we need to do we're going to continue to use a model like this to be able to support us moving forward and in collaboration with the town so that we can have real Clarity and transparency on the so thank you m fishop so you could see we're right along where inflation is and some of the cost and one of the questions is that we were asked is what are some of the costs that are the major drivers to our budget um and and I'll talk about that when we when I present my final budget with the unfunded mandates that that we are provided um and mandated by the state and special education has been a major driver over the past 15 years
064what we spent on special education services 15 years ago is nowhere near what we're spending on special education services so I thought thought that would be a good way to um set the stage of where I'm coming with tonight and it also aligns with how the board of Finance spoke about at the trial meeting with forecasting out using the Consumer Price Index which I'm going to speak about tonight everybody good so far okay what I'm going to do right now is I'm going to pass out this forecast memo and so Nick if we could get the memo up there what I'm going to ask everyone to do is to stay with me um with with the memo try not to go ahead because you may get a little bit confused I'm going to also ask
065you to write your questions down on this piece of paper and if you recall from last year s you were the only one that wasn't here last year what we do is I present the forecasting memo and then we give you about a week week and a half to put some questions together that you may have and then I come back at our next board meeting and I put PowerPoint presentation together and answer every single question that the Board of Ed asks and then we post that up on the uh website also so all our budget information is very transparent the one thing that I'm going to add to the process this year is I'm going to also present the forecast memo to the board Finance on Monday evening so they can see where we're
066at at this moment of time so what I want to share with the board and the the community that will watch the the t for those of that onl this is not the superintendent's final budget this is where the administration is on December 10 I just want to make sure we're clear with that so we pass this out that way go that way with that the administrators that are here so so I'm going to start on page one the pages are number if you Rec beginning last year I started this process with the board of education so this is still relatively new with the superintending of schools presenting a forecasting am on the document known as the forecast budget will also be submitted to the board of finance and for the budget process it contains
067the fiveyear expense projection so I'm not just looking at this year I'm looking at the next four or five years out and it's for operation fund as well as our 5year large Capital fund the budget projections are also accompanied by enrollment General assumptions narratives regarding Staffing changes and program changing specifically designed to accomplish the following Board of Education goal what will be nice is next year I not only will say Board of Education goals but I'll say aligns with our strategic plan so everything that we do will line you our strategic plan but everything that I'm going to talk about tonight aligns the Board of Education goals the forecast budget provides a pre preliminary look at administrators initial initial priorities planning and challenges and I have to thank the administrators that are here I want
068everybody to know I did not require our administrative team to be here tonight so the three individuals that are here that maybe they just want to learn um but I thank them for getting it um to together in the budget together and I I do have to thank publicly Anna robins and Claud nardy and John for putting everything together in Hannah where I would not be able to put this together tonight and everything aligns to our vision our vision of a graduate what's important is the forecast budget and I didn't write this last year really uh presents this this data is also lined with a traveler meeting that happened on October 21st 2024 using the guidelines established by the tribe board working group the initial estimate used the Consumer Price Index as Mr Bishop says
069for Goods at 3.4 that's the Consumer Price Index so the administrative team learned that as they were meeting with me that if there was something that was like 7.5 even if it was if it's a $1,000 line item you go up300 or $400 it could have been a 7.5% increase they had to explain that because I was looking at the Consumer Price Index we did not do that last year so I thank the board of Finance for at least guiding Us in that path if you remember the exercise produced at the tri board meeting that they predicted us to be coming in at a 7.79 budget this year with the work that we've done so far um this document in the forecasting budget I sitting right now at a 5.97 increase so that's almost 2%
070lower than what we the fortif finance rejected us using that model so let's talk a little bit about the assumptions on page two so salaries negotiated contracts for salaries are as followed certified staff plus one step with a 2.58 increase at the top step administrator step where appropriate with a 3% increase tutors building substitutes are cfp CF is a 3.25 increase and secretarial custodians are being negotiated at this time retirements at the time no retirements anticipated at this time we've been told by our health benefits uh coordinators and uh the benefit advisers that we should plan on a 7% increase insurance and prop proper Insurance property and liability of 5% increase and here's an interesting one electricity heating oil natural gas and propane were forecasting a 20% increase in electricity rates offset by projected decrease
071in heating oil cost I I shouldn't be saying anything that none of us don't know electricity is going up so we have to project out what we think to the credit of our uh director of pup Services special education is actually a decrease over last year's um budget relative to we're bringing students back and students are graduated additional budget consideration Athletics includes transportation incre of 2.5 coach's salary increase in coach increase in transportation 2.5 coach's salary 2.5 and in this budget there's a proposal for a new C Middle School basketball ball program for both boys and girls Transportation including fuel includes a 2.5% increase educational technology materials reference books tech services are in this budget and some of it was supported by the open Choice Grant last year facilities and maintenance reflects an increase in
072custodial supplies tech services professional development travels and meetings that's U an increase based upon some of things that were cut from last year's budget and I'll explain that in a minute enrollment is tricky and when we get to our enrollment chart I'll explain but we're actually going to um this forecasted memo actually reflects a decrease next year compared to this year of 34 students an open choice and if you remember in January January 4 I will present to you our open Choice budget of how we are projecting to use our open Choice funds so this chart is my favorite chart it just says everything on page stre if you're just a a numbers person and you just want to know what the bottom line is this is the bottom line chart and I can't thank
073Mrs Robins enough um to to really get my thinking down on paper and what the numbers are so if you just take salaries benefits Insurance property and liability Transportation including fuel electricity heating oil natural gas and propane just take those five categories to roll over right there it's a 4.56% increase just those categories so out of the 5.97 4.56 is that then you take special education it's actually a decrease of where we were faced the P 41,000 of12 per. the next ones are very interesting if you take Athletics educational technology facilities and maintenance Pet Services travels and meetings which all that generates a 1.06% so those are our supplies those are the things that we look at when we look at the Consumer Price Index right Consumer Price Index is 3.4 that number is a
0741.06 so when we were predicting out with the Trib in the working group we were using 3.0 3.40 we actually a 1.06 and then in this budget I'll explain there's new Personnel in the operational budget for 164,000 47 so overall our forecast budget is 36,960 65 which in increase over last year's budget is a 5.97 so if you go to the next page page four the first chart is Our Moment the big number that we really need to look at is kindergarten and if you look at 2425 our actual number of kindergarteners that are in the can Public Schools August probably has today right it's it's audited as a 101 okay 101 is 81 students if you remember from the Peter Proud report and the ndaq report they were predicting 121 so we planned that
075extra section but we took it out as part of our budget cuts if you remember as at the tier one reduction last year Well I learned my lesson I'm going to play it a little bit different this year bless you on 2526 we're going to plan for 85 kindergarten students and we have that number that I asked Mr Amry and his staff to contact all the feeding schools that we would be getting students from and our number comes out to 85 nez's number comes out to 121 that they're predicting my real data says 85 nezda science says 121 so for my forecasting memo I'm going to go with 85 and then we're going to run the total and look at it again when I present in February and the lesson that I'm going to be
076learned that I learned last year is that I'm going to give you the number of what I think that it's going to be and if I need to come back to the board of education for funding for another section of kindergarten after the budget's approved then I will do that I'm I'm not going to put in an extra section based upon numbers that over the past two years have been generating wrong information for us so very interesting chart but the net result is 34 less students that we have that we're predicting for next year now I want to be clear that does not solve our space problem at Cher school to have 34 students not coming with an extra section it frees up a room but it does not move all our tutoring out of
077the hallway does not help with our special education services being I'm going to use the the proper words small offices so it it it doesn't help um because we're already overcrowded operating results and projections so you can see in the the this chart that we were at 10.03 and 23 24 fiscal year 24 25 was 7.22 I this year we're right now at the forecast budget at a 5.97 I can't sit here and tell you that I'm going to be at a 5.97 in February i% I could be lower I could be high it's just where I am at this moment of time but if we look back to last year's forecasting memo I was right about that number 5.9 in between a 5.9 and the 6 and a half right about in that area
078what we're predicting for fiscal year 2627 is a 4.54 2728 a 4.66 28 29 of 4.7 in a fisal year 2930 or 4.5 so when Anna runs the numbers looking at our operational cost and some increases these are the numbers that we would predict that we will be in the next five years you can see with special education what's the percent of our budget not the percent increase what's the percent of our budget you can see in fisal year 20 it was 16% in 25 26 it's up to almost 25% of our budget is special education I think it's a very important number that we have to make sure that people understand that 25% of our budget is fixed and it's mandated if you go to page five this is some of the highlights of
079what makes up this budget and I'm going to highlight the staff first at Sherry Brook and you saw this last there's nothing for staff that I haven't mentioned before if you remember back from the forecasting memo last year anything that I presented present staff-wise I presented last year it either didn't happen or I forecasted it that I was going to recommend it for this year so the campus supervisor at Cherrybrook for a total of 19,800 that's in operational fund and what's also at Cherrybrook is the mtss Paris those were cut last year as part of our tier one or tier 2 cut that would be Grant funded out of our open Choice funds so that's not in the 5.97 CIS a campus supervisor and middle school can high school operational the campus supervisor after school
080hours District why if you remember there was a request because we have a shared service of our superintendent of building and grounds there was a request by the board of um by the public works to include a maintenance of Personnel in last year's budget and I told them that I forecasted it for this year so that's in operational at 71,000 and then a districtwide social worker of 33 33,500 that's actually a net because if I didn't put that in our operational budget our special ed would be increased 33,500 because we would outplay um that student where if we have the social worker here it saves US money and we could use that so it's offsetting and it it' be geared towards our Thrive program for wrap around support District Y which will be Grant funded
081a human resource special to help us with uh onboarding of Staff helping us with requirements and provide oversight of all human resource practices this will come out of our open Choice Grant of $755,000 that was projected to be in this year's budget I was going to put it in last year's budget but I projected it one year out and then the teacher Residency program if you remember that was cut as part of our tier one and that is the the program with a partnership of the district and the capital region to bring uh minority recruitment minority staff into our um school that is a total of 135,000 not that the total between those two so you can see in the chart that they're operational there's 4.5 staff added for 164,000 out an operational and then
082there's four grand funded at 78,500 what is not reflected but what I will reflect in my final budget is I will be eliminating a staff person across the district um in distal year 25 26 so that will actually net so if you go 4.50 if I take a staff member out the net would actually be 3.50 Everybody follow how that would work so can I ask position well that's a good question so that is something that I will keep with the the the superintendent in my team because what I don't want to do is start creating panic in the district at this time there's still things that we need to analyze look at a moment High School look at Staffing relative to tutoring that we may need uh look at so everything will be on
083the table that I will be looking at and it will be something that um I don't even know if I'll call it out in February because what I don't want to do is lose individuals when things may not even happen it's a moving it's a moving thing but I'll put in the budget so I'll determine if it's a non-certified or certified so if it's a noncertified I'll ask Mrs Robins what is a tutor price she would take out toor if I'm going to do a point2 certified person what would that be $117,000 and then I would share with high school you have to reduce 5.2 let me know where that's going to be so that that is something when we start announcing walk particular staff member it may be that's when Panic starts arising and
084it's hard enough to keep staff in our district that we need to really be thoughtful in how we communicate but with our numbers how I'm seeing it with our numbers going down of 34 students we need to look at our using RFD across the district if you go to the next page on notables some of the things that are in the budget this is Page Six chook Primary School operational there's an increase of Cher Brook of $24,000 in this budget for instructional materials that was previously paid for by the open Choice Grant we think that it's important that instruction materials consist and operational funds that if we don't get the the grant funding we know that that money people're going to need that every year so it should be operational the implementation of the new
085reading program is $1,000 for next year Mr Bishop and his team have done a great job with receiving grant funding this year to offset next year's funding um and we'll talk about that in a minute there's also in here um collaboration kinder Garden tables to um have our students more in a collaborative approach rather than being an individual um stations that will be taken out of open Choice R because we anticipate that's a onetime cost CIS operational with the preschool being at um CIS that we need to get them playground equipment for 12,500 and I look at even if we move the preschool back in the next two or three years if we get more space at chra that is playground that's a community playground so it it can be used at CMS the operational
086Middle School basketball an increase of 15,000 this will Implement a new basketball program at can middle school for boys and girls I also want to let you know that we did reduce $2,000 at the the Middle School due to the three-year planning for our our calculator so this this I just wanted to give you one example that this budget actually reflects areas that we decreased overall CIS was actually a negative .12 of what they had um this year so she came in less than what she came in for for this year CHS operational this budget includes Wireless technology for our athletic fields if you know we are now streaming our games but we have no Wireless technology out there we're doing it off of Bones right now so if we want to do it the
087right way we need to run wireless technology out there CH CHS Grand funding the Huddle subscription the family and consumer science side by-side dishwashers will be paid out of the open Choice Grant the textbooks that the curriculum committee Pro propability statistics Environ enironmental science textbooks both paid out of um open Choice Grant this budget also includes to bring back to the level um our professional development districtwide curriculum if you remember those were cut last year in the tiers by a total of $440,000 we want to bring them back to the level of where we need to be and then there's a new line on line item in the budget with an increase of $133,000 for uh safety and then districtwide uh technology new equipment uh and all open choice and I'll explain that more when
088we do the open Choice memo and then for 2627 here's that implementation of the new reading program so we anticipate that in the 26 27 year budget that we're going to have to put in $65,000 for the reading program because uh Mr Bishop was able to work um a u a contract out with a company that we could pay it over four or five years so we need to commit to uh that funding Staffing there is this is not new this was in the forecast memo um last year then in 26 we're looking to increase our talented and gifted by 0.25 uh to have another math tutor at CIS and then a districtwide uh social worker to help support the Thrive students as we anticipate bringing more students back and then you can see I
089anticipate with enrollment going down I anticipate that I'm going to reduce 2.0 FTE certified or non-certified staff so if you look that would actually be even with the new positions that we are proposing for 26 27 it actually would be a net decrease of 75 with a savings that year of $78,000 again Mrs Robins is just putting in numbers based upon where we are now those numbers wouldn't be the set numbers because we just don't know exactly which positions we may eliminate 2728 implementation the new reading program there's the $65,000 again staff another addition of the 0.25 talented and gifted to get that closer to fulltime and then you'll see again a possible elimination of 2.0 FTE based of another 2.0 based upon the declining enrollment and that is um a net of 1.75 and
090then an additional $81,000 in savings and then 2829 here's another year of implementation of the reading program and then you'll see possible elimination of 2.0 certified or noncertified with a net of $96,000 and then the last page you'll see 2930 possible elimination of three staff members non-certified or certified if you go back to the Chart the enrollment chart on page four you could see and it' be the first question that I would ask if I was a board of finance and that board of Finance would say Dr rman we see there's a a reduction in your you're decreasing if you're taking 85 and you're decreasing and you're going from 14 17 and by the time we get to 20 30 31 we're down to 1,297 that's 96 kids it'd be very irresponsible of this superintendent
091if I didn't project out a reduction in staff but it would also be irresponsible of me to say where it would be because I'm just not sure there's a lot of moving parts that come with SE with the type of student that is within the section and then also looking at enrollment at the high school what are kids uh signing up for does our model look different at the middle school level and how we're teaming but when you having this much of movement with student um of bringing it down you have to look at the elimination of staff and again it' be very premature for me to say what that reduction would be but I think it'd be irresponsible of me giving you a forecasting ammo with that not being on my mind that and
092I've also said this that if our students start achieving which they are we may need less tutoring support and some of that tutoring support if you remember was provided by funding from the the state Esser funding that we took now into our operational funding and I'm thinking as I always say eventually that has to sunet and if students are cheating you need to sunet and what it became was an ongoing cost for the Board of Ed and what I'm sharing with this board of B tonight and I'll share with the board of Finance we need to look at Staffing for the next five years and what positions are we going to eliminate in sun because we should not need um the same amount of staff have 100 uh students less I'm just not sure what
093it would be if it was certified and noncertified and then the next page on page nine to either um January or February I think it's your second meeting in January you're going to um vote on the the capital the long large Capital funding if you remember this is not something that the cour of Education controls on January 1 I'm need to submit our list to the CAO to say this is our list for Capital and then the selectman vote on what is going to be in the the capital funding for the budget the nice thing is there's a committee now working together that is out there saying the board of EV and the board of Selectmen need more money for um large Capital so you can I'm not going to go through the list I
094would ask ask you to uh read this list um it's pretty self-explanatory what's in there but it's ranging from and some of these things you you've seen but it's going one two three four years out um in what we're predicting but there's rooftop units there's driveway repair um there's the tiling that some of you have seen in the tech ed hallway that we point out uh there's the public address system there's garage doors we have to look continue to talk about the turf and the track replacement there's a truck replacement uh replace the library in room 225 flooring at CIS so I would ask you to just go through that list and become comfortable and if you have any questions um you could write those or any additions yeah or any additions so that's where
095we are right now I'm very proud of the administrative team in what they did they were very responsible in their budget this will move the district forward right now where we're at and there there there's some new things in here I I can't um say that there's not there there's our campus supervisors in there there's a basketball program in there um so there there's things that um we're going to be able to talk about as a board but sitting at a 5.97 with fixed cost what I would say is our fixed cost to just roll from this year to next year at a 4.56 there's not too much other things that are um in there but enough for us to talk about for sure and then you have in your packet this uh timeline so
096what I want to share with you is that if you could by December 30th this is the second bullet but December 30th if you can email your questions that you may have to Claudia Anna John and myself the goal will be to present to you on January 14th the answers to those questions and then we'll post those up and then also present to you the open Choice memo on January 14th we'll have a budet workshop and we'll talk about on the 14th we'll have another budget workshop on the 28th I think our legislators are coming in either the 14th or the 28th one of those days and then on February 11th I'll present to you the administrative Budget on the 25th we'll have another budget workshop on the 27th we'll have another budget Workshop but
097you may be ready to vote and adopt a budget at that time if not we'll come back on March 4th and we'll have a budget Workshop and then we'll have to adopt because the board of education budget needs to be presented to the board of Finance on March 19th and then there'll be a budget Workshop depending upon what the board of Finance does on March 25th and then our annual budget hearing is April 28th and our budget referendum is May 8th so that's where we are that that's high level right now I been more than happy to entertain some high level questions that you may have but I'll turn it over to the board sherff this time okay so you got a while and I I'll add that I'm sure all of us are an
098appreciation of all the work that the administration our business manager our Administration team has put into this thing um and it's it's shaking up um pretty nicely I can um and making sure that we're moving forward so with that any questions now high level questions I'm sure a lot of these things despite um some thought process like um it'd be nice if you could get those earlier than the Third as the holidays come in you know we're going to be pretty busy our family so as you go home and you take a look at this it' be great if you can start submitting your questions and your thoughts and you can you know talk to some folks out there and uh I will remind you that this Monday the same presentation will go to the
099board of Finance we'll see what their first flush uh comments are on this as we go forward so questions great thank you oh s no well um it's not a big deal but there's just one little number discrepancy on page six uh under P High School Grant funded it says family consumer science it says the side by-side dishwash for that dishwashers are 16555 then on the other page it says uh 17,000 so okay that on the on page nine on the large capital thank you for that hey it's 400 Forda was there what was the numbers projected even though it doesn't seem accurate when did they end their projections we we just received the report two weeks ago but like did they give you like 2 29 they did they did but what we chose
100not to do was to show you those numbers and then that's what we did last year we took nezda I put the extra section in and um we to be careful with words that I use we we put the numbers in and I'm just going to give you what I have right now number that I have right now and then if it goes to 96 I'll say it's 96 and then I'll tell you how many sections that we're going to need in the budet process that be such a wide discrepancy that's a good question that's a really good question um and um we're looking forward to getting PR report and the bottom line is they have a science to it of the birth rates they look at the birth rates at the time in in
101Canton and they may have left and the best science that I know has worked for me in a couple districts I was helping the Elementary staff call the local preschools and see where we are right now that 85 is actually included on some Choice students in there too stud are we we the ne de one um we were part of NDA so that's a service and for the cost that um the Peter Proud of um it's worth getting another look at it because it was a minimal cost because it it's something that we need to get right because if we're going to project out funding um and share with the community where we're going to be at it was a minimal cost look at it again um but it's a major like I said I've
102shared this before I've done this now five times in two different districts and use the same services and it's been off five times so now we just go do our own science a little bit and we'll see so there's part part of the reason for to find there's two things going on in Camp one is our depos is such that were pretty well built out uh and so that that's one thing the second thing is we have a maturing population we are one of the oldest towns in the valley so our seniors uh are staying in which is great they're staying here and they're not moving out and we continue to to grow older here uh at some point though at some point that's going to start to flip so I don't know where that
103is in this in this formula but at some point uh seniors are going to be leaving for one reason or the other and those homes will begin to fli so okay excellent report thank you so much we'll move on um we now move on to discussion of goal number three um Financial sustainability and efficient operations and then any changes that happening um I think about go right so go two is in your packet that has all the revisions um that we spoke about the last time so if you can go through that again once we go through all of them we'll go through it again but in your packet you'll see go two and CLA made the revisions for go two that we mentioned uh last time so tonight we're going over board goal number
104three um this is different than the book that I gave you so CLA sent you the one pager last week because the administration is about a week before you looking at it so now we're at um this is where the administration landed so letter A the first one develop and Implement a comprehensive multi-year financial plan check any thoughts or comments about that other than that are any of the others new or just try to do what we've been doing as well or better a little bit of B I'm not not criticizing first one is definitely new but the others seem like least what I think we've been doing triangle so engage stakeholders including staff parents and community members in the the budget process I I think we have to have that as an action St
105because I think we got to get better than that we got to get we had 60 we had 35 parents here tonight and we need to get them more engaged in the the budget process so that I I think it has to be there but I agree we're doing it but we need to have it there and say well what can we do better what are some of the things that we could do better within the administration goal that looking at how are we engaging with the families um we want to say improve engagement that sucks you group engagement for is involed so everything should be understood we should always be improving I think or increase yeah so increase engagement with stakeholders we could do that you got that Hannah increase engagement with stakeholders okay
106letter C I know we need a period after that but I'm after that typo with the word supplement I think it's supposed to be supplement yeah it's not supplement ever heard that soor for would you rather you all just read it and then you just com so I don't any any comments on C so supplement is good any other comments on C move to D any comments on D move to e so that's one show that I think totally different I think we need to put process in place but we haven't not to a level I think this is where D's expertise is going to help us a lot and that's where action steps beneath these priorities those are the the refined practices supporting them well I guess that's my point I'm not make an
107issue some things we're going to try to do better some these two things so far we're going to try to do new or different new we haven't done we're going to focus we can say that on every single um priority that we have throughout this whole strategic plan any comments on I'm sorry I couldn't get off mute quick enough um on on D I just wanted to say possibly or my input is uh continue to advocate for increased funding because we do advocate for funding good continue continue to that's a good point anything on E I have a question on that so in regards to facility management and maintenance is there anything in regards to um share between the district and the town we are that that's we're we're shared right now the superintendent of
108buildings and grounds yeah is superintendent building grounds for the town be the school so okay so I have and and I did this a little while ago for this one so just beare with me with the wording but the optimized facility management and maintenance to extend the lifespan of District assets and reduce operational costs with Partnership of the with the town or something to bring in the town that will partner I like that so you want to read that again okay so optimized facility management maintenance to extend the lifespan of District assets and reduce operational costs with partnership within partnership with theh the to we are in Partnership I know what we're not doing is what she's saying if they're buying 100 if they're buying shovels we're buying shovels we're not buying shovels and both
109together but isn't that the job of I would say it's the the job of all of us to look at procurement and what I think Jordan's saying is we're not doing that right and we need to do that we've been talking about that it's just the action of We have I'm actually good with that we do that on something electricity oil things like that we can get better y you have that you want to read it back yeah to extend lifespan districts and reduce operational costs with partnership I I like the expand life cycle anything else on F G very H that's been a lot so we got rid of financial risks and just mitigate risks you got okay the administration yeah said why s is financial why is it no that was that's I
110I Jay I really want to put some should we get rid of financial on I them as well you say Federal regulators and Reporting requirements I don't know should we leave Financial there well this is about an Financial sustainability it final we got Financial final risk is Financial Risk includes so compassing Enterprise I can I could support going taking Financial regulations out because it's right in the on financial so you take just take out fin well and you take Federal Regulation yeah got that J I on not an alphabe I went I went right along with it okay maybe I'm alone on this I'll say it one more time I think some of the new things you're suggesting will be very well received by the county fathers in fining are and that what be highlighted
111as as important new you know initiativ is the right word but important new steps we're taking to maintain Financial stability some of the other things of course we've been doing them all along we continue to do them we'll try to do them better but I we pick them out've been long here and I think those things will be should be pointed out as as something new we're doing in order to be identified as such so it was up to me I'd suggest two categories one um new steps or new Provisions new whatever and then continue I think we would have to go back and do that for every single older I don't think so um I don't think so but I think would be particularly important here because people are looking at our finan princi
112but so like uh I'll ask then this show for like student growth and achievement we have develop and expand partnership with local colleges universities you do that now but what the difference is is in the continuous Improvement plans they are going to and and meet within superintendent goals we would go in and say this is what we are going to be doing I I I I think they're all new it's how we're going to put in in the continuous improving plant what are the action steps that are going to align so when the the Rebecca tonight presented on her continuous Improvement plan and and it's a bad example because I don't know if she would be able to do it but if we said develop and maintain a comprehensive risk management plan to identify and
113assess mitigate risk she may have something in her continuous Improvement plan that would say that but to your point Joe we also have explore in Pursuit diverse funding sources say we're doing that now but within her continuous Improvement plan she may say I'm going to go out to a local company and see and do something different than what I've done in the past you follow what I'm saying I I hear exactly what you're saying I just don't know if we need to go new and I think we'd have to go back to that go ER and I'm not saying that we shouldn't I'm just saying that it it aligns with the continuous Improvement plans and that's where they're going to be putting their action um I something about K what is ensure competitive would you
114just say ensure competitive compensational I say comp we have to total yeah what the you could say go but does it be benefit and do we have to say I mean because we collaborate with the board of Finance on everything do we have to put in collaborate with the board Finance Long Range planning they're they're part of that commit sometimes when you negotiate contracts so yeah also the in collaborate um what it makes more sense to say in collaboration with lot but but we don't always do that does that BL doing that could might you consider taking that collaboration with board finance and move that up to to a I I think they're they're right right I don't think you want fin so it's Ure competitive compensation for staff in Long Range planning to ensure
115the district in trct and correct long range or long term what's the difference long well I guess I'm just curious why that verbage was used first long term is there I we're taking yes we collaborate and collab just wanted to mention Lou um is missing from there so um if you look in the draft book we're missing the one about um grant opportunities so it goes I JL what the administrators did is they took one out and they combined it and they put that in C where it says include grants okay so so L is actually K because you skipped J I mean you skipped is wrong okay I just want to make sure we weren't missing one of the actual pieces okay we good with thaty you okay done so I want to go
116back though Mr Daniels um because um will sit with me for will sit with me that because we got to get it right it's a five year strategic plan and uh once you make a plan you you don't want to be revising your plan you don't want to put um revision one revision two you want to have a plan as the the goal where there's a bug and when you're sitting at a meeting and Rebecca is talking about the continu Improvement plan you could go right into the book and check that off and then at the end we're able to say we accomplish this related to board goal number two priority a so I I I don't want to I know you said Joe you don't want to make it an issue but I I
117just want to be I just want to make sure we're getting it right that if we need to generate things into categories new and not new um you can I I just I I don't want to dismiss it I know you said you don't want to make it an issue but it's a 5year plan um and I just want to make sure we get it we get it right so I want in respect that that I seem to be the only one thinking that I would might ask you to bring it back to your administrator see what they think but I I think it's important something going to continue doing because I've been successful try to do better continue doing it some things you're going to try to do brand new or or completely differently
118and particularly when it comes to finan is a very touchy subject that's important I think some of the things you listed there that are new pretty good ideas who's the important to uh the town fathers I bet you father read it it's well it's really hardworking document it's it's what we hold our staff administrators accountable to I'm not so worried about okay like I said I'm not looking big but I'm going to bring that question back to theh team because what we bring to you I bring back to them because it's the ultimate uh goal I'm suffering back and I'll ask them what they think Mr Bishop just whispered in my ear he he he said after year one none of it so are done correct some of things you're doing new you may not
119have completely the first year or you can go back to Old strategic plan say probably two3 of this is compared to what we did what was the last time we strategic plan so we'll look at it we'll look at it I just I just don't want to say that we're not going to look at it Ang are we still putting in the long range planning or are we just saying in short competitive compensation for staff to assure the district can attract Talent why do we have longes connected to the board of Finance there to be able to develop long range planning they're coming out right long range I just want to go back I think long range planning relates to the financial aspect of I if the first year if if one if the contract
120for the teachers let's say is a three-year contract and the average is a 10 you have to think long range to what the next contract would be because long range is looking at the next C the next cycle of contract and then looking at long range planning of teacher contract but then next year you would have the custodial contract so what's the long range Financial impact of the the toal to just point we haven't done that like I don't think we can really do that so I think long range planning it's actually I agree with it's a it is a financial term of looking long range long with long range planning comp compensation for staff in long range or it could say through it can say through long range that better all right we good
121with this part of the um agenda so you are three in and you have three left and then we got to come back and we'll put it all together and then we we have to figure out how we goity the schools and talk and get their feed Han we added one thing long range planet in in in K formally L okay perfect all right let's uh let's move to um standing committee reports we can do that pretty quickly um Finance met this morning at 8:30 and and uh Russ cannot be here tonight but uman just going to give an update yes um we met this morning Mrs Robins already went over financially but the biggest takeaway from the meeting this morning was um we were given an analysis by Mrs robins and Hannah uh getting
122in regards to the preschool uh we were given comps for preschool programs within the surround in towns which consisted of some examples from cber and gr B preschools as well as a local private option we are considerably lower in costs currently on average about 41% lower in tuition annual dollarwise about $825 less so we as a committee decided to give thought to increasing our tuition for preschool for the uh 2025 2026 year we agreed to increase for the thre program of 25% to an annual tuition of 1,500 up from 1,200 and for the fours also by 25% to an annual tuition of 1875 up from, 1500 which will still be an average savings about 25% to the C CS around us and also still a savings of $151 lower on average um the committee voted
123unanimously to approved these increases um excellent very good questions for Jordan for tonight's meeting three student rep were there very helpful Sports become uh had our third lengthy discussion on Cell phon been very productive and worthwh discussion Drew and Ruth are here again as well we are recommending keeping our current policy at least for the time being gr gave us and Ruth gave us an update on the regulations they already proposed we don't vote on them we don't put them in our policy book they School regulations they'll be more restrictive they had some specifics they will roll out the plan to the students probably right after the holiday break and look to implement it for the uh start of the second semester which is around January 2 something like that um if you want more
124specifics I had a hand out happy to share with you but a lot of you were here already anyway um uh we moved we recommend that two policies move to first read on the next agenda there are simple relatively simple updates from family leave and what's the other on John uh H students right uh law has changed and there's couple minor difference there and John will explain those differences at the January meeting uh we rephrase that we are not your first read will take place first will take place right we're not going to Mee in jary 14 our next meting questions on questions on policy good okay good report Joe thank you curriculum Eric uh yes so we met on November 2 um it was a light meeting um and so we weren't able to
125uh vote on anything um because we didn't have a forum thank you Joe for attending um but uh a couple of the things had to get bumped to uh December meeting we did uh go over the assistant superintendent monthly update and the review Mr too came and um we did a first review of the CHS 2526 program of studies uh some very minor updates uh just almost came down to just wording um which we can go over again uh with everyone at the December meeting and we discussed the textbook cycle uh process and how that works know of that and that was about it so um I just would really encourage committee members to um make attendance at the December 18th meeting of priority so that we can um touch back on some of these
126things that we weren't able to discuss or vote on and it's going to be an important meeting we're over the um The Benchmark Advance program the final approval for that so if if committee members could make this a priority that'd be great can I make a comment on that yeah yeah we the committee members of the curriculum had known in advance they would be absent from that meeting and had to just make I could make a note for the record that we did try to move the meeting so that we could be in attendance and typically numbers are there but both members could not meet other obligations and did Reach Out prior to it in advance to move it that request set yeah they've been set for a long time we understand that but listen
127uh we we've had some issues with the public we're not changing meetings if you can't make it you can't make it we're going to go forward um even though members can't make it uh or we cancel um but right now it's it's with the public and we've we've taken some Flack on being inconsistent and this makes us consist so what time does I 9 a 9 December 18th yeah we'll be at the high school who else is Felicia Kim Peggy myself how does it work with appointments so just saying like I know when we we almost ran into a similar issue with policy I they have not been able to be at the last meeting I was able to make it work but is there a way to maybe we had I was just saying
128that we can appoint more people to the committee so then there would be more people able to go I don't know if that would be that's a thought there there's no need that we don't have a minimum or maximum we could do that but so if if you're willing to serve I know curriculum is the one that meets uh in the daytime um on that Wednesday was the last Wednesday or the middle third second it's usually I mean it's different around the holidays but usually the last post we we um that's a great I think that's a good suggestion maybe we if I might but isn't we have to watch we don't have a Corum so if I right then we have a then we have a regular Board of Education meeting right and people
129who aren't yeah specifically assigned to the committee can't participate in the discussions right right no I know that yeah we almost ran into that with policy as well so I was just trying to see if it was it's just a question let me look into you know I I sit inicial but I don't vote so I can't yeah meeting sched and you're canceling that right yeah because John can't make that so we're going to cancel we're not going to rre right so a meeting can be canel if people absolutely we can cancel me I going to move it and thr the public off who's at the discretion of canceling chair I I would say the chair of that committee can cancel or one more question in regards to so if I were unable to attend
130that policy he did would we have been able to V on no it was just me yes good Mo okay okay because you wouldn't move any your advisory to the board you wouldn't move anything forward to the board right so so when you vote um it's it's really to move something up to the board right for for consideration okay okay all right any further uh Communications Alicia yep we had a meeting on uh November 25th uh Kim joined myself John and Kira I talked about the February newsletter planning which is coming up so preparing the winter content uh for that which will be distributed early February and uh went over some of the website engagement tools the most used tool is definitely the calendar and then um talked about some upcoming topics for the February
131newsletter which will be um District programs co-curricular celebrations highlights and updates on pupil P pupil Personnel reading program updates uh potentially the cell phone policy and then um arts and culture as well as communication strategy and our next meeting is December 16th at 1M so you L sorry just wanted to mention mention Lou on uh before I forget under new business you forgot to review revisions of goal to so we we we said we said read it take a look at it not the revision to go to we said we made those changes read it at your leisure okay okay sorry I I thought we were supposed to like go over something okay perfect all right um so with respect to meetings so the work that happens in committee if a committee does not have
132the worker bees to do it the chair can also move it to the board move it up to the board for that conversation or consideration for example if if we couldn't move something in policy because Joe was the only one there Joe could ask the chair put that on his agenda item for the board to discuss because it's not being the work is not being on the committee because we don't have enough worker bees in committee so that's another option but it's totally up to the chair that that committee um do they want to table it or do they want to move it up to the board for the board to work and then and then would the board vote on it or like something the yeah then the board would take it's your advisory
133to the board so if it's an actionable item or a vote then the board would then Happ for example on a first reading if Joe didn't have to say move to a first reading then the board could take it up and say you know let's let's move this for a first reading so board could do we're our I forgot to mention our I think what we whatever we want our commit to do we spell out our B it's very vague right now right so we'll be cleaning that up this year for discussion okay all right thank you very much hey just on the calendar events I know G mentioned Board of Finance on Monday I'll also mention I was U elected if you will or my hand I'm also chair of the capital Improvement committee
134for the town that that meeting is going to happen this Thursday at 7 o'clock in the community center where we asked the public to come in if they have any suggestions on Capital improvment you've seen our Capital Improvement plan that will be presented to the committee on on Thursday and then we'll hear more Katie Kenny sits as an advisor to it because Board of Finance does not sit on Capital Improvement but she'll sit on as an advisory um and she'll let us know thoughts on on um bonding and what's going to happen seeing our our building project is going to be put off boort of Finance going to seek to do bonding anyway because there's Road improvements I just tell you that if You' like to come to that meeting it's it's 7 o'clock Community
135Center okay that's Thursday this Thursday okay on the consent agenda tonight we have the approval of the minutes and the approval of Anna's uh report on the finances can I have a motion or I can I can just say I make a I I make a motion that we approve the consent agenda that's going to be unanimous which I think it would be does anyone have any changes all right then I move I move it uh all those in favor of the consent agenda unanimous at s right um or eight thank you thank you Felicia that's eight okay um now the approval of the 2425 2526 Camp Public School District calendar I'll take a motion on that and the motion would be moved camp board of education approve the 2526 Camp Public School calendar thanks
136appreciate that um first by Sydney second by Jordan thank you thank you okay so in discussion uh Dr I was asked um at last meeting for us to get a little feedback from um families and from staff um I did ask the the principles to do that I did meet with um one parent myself uh who had a concern about conference and being uh 12 days uh later but then when I spoke to the parent um they understood even though they they would still like it what I thought what I found out is that um it's about 12 Day difference for the elementary schools later and what I found out from speaking to teachers and speaking to his parent is that if there were concerns there were me to way before the November uh conferences
137so my recommendation is to keep it the the same because I haven't heard enough to to to Move It I do have some staff members that likeed it or on Thanksgiving because they didn't have to um worry about conferences when they they came back and then I had some staff members that um liked it the way that it is um and then I really just went into the calendar it's a 12 Day difference the principles overall didn't generate any qualitative uh feedback so my recommendation would be to keep it the same monitor it again um next year and we'll see so that was the only question that was asked to the administration at the last meeting thank you so we have a first and second any further discussion all those who favor 24 2526 Camp
138Public Schools district calendar I ra your hand everybody okay so that's 80 we'll send this out I'll have this out to staff in public tomorrow afternoon birday thank you all right so we come to um the discussion on the second read and possible approval of revisions to policy 4021 which is prohibition of sex discrimination really sex bias harassment what's the board's pleasure is there an upate pardon me is there an update I have no update it is what it is uh we we've we've been advised by legal it's IL legal it's legal document rised by legal to approve it okay even with the recent recent changes I don't think so it's law it's still law right but are we able to implement this in all dist so there is a case of enjoyment for K
139high school so K High School would continue to be able to operate over the past law which and and regulations which they have been operating under until at this point um and then but all other schools would operate under the the new federal guidelines the recommendation of our our legal is it's fedal La it's fedal LA right so let's do this the right way so first of all do I have a motion for second read we'll go to the um approval later do I have a motion uh that can't Board of Education approv the revisions to policy we done discussion no we're going to go to discussion the idea is to make a motion then discussion so I have a motion I have a first do I have a second I have a second now
140discussion if anybody else wants to go first my concern is that in policy we' pushed this through to the board of policy with the idea that it would be written that way for all four schools so my concern now is it will be written that way chry Brook CIS and CMS but CHS will not have the same policy so I think this should be kicked back to policy so that we can figure out how to do that I like we need to have this re-reviewed back by policy to figure out we have Cherry Brook CIS CMS this way high school this way and see how we do that I can actually answer that for you because I talk with our attorney about that as well she just happened to be at the cave conference that
141we were at okay um and what she shared with us was that the continue to operate in the way that they have been and and the uh new policy would operate over the the three other schools the reality is in in cases where we would come up against um a title line allegation we would reaching out to Legal anyways so they work directly with us to be able to support that so and that's happening in a number of different situations right now where where the we have the law up to this point that we've been operating under and then there's the new expectation point so it runs the way that legal is spoken to us is it just runs in two Pathways one has one set the other has the other set but it's federal
142law and that's their recommendation right that that piece I understand is that it's the federal law I guess where my confusion or hesitation comes from is that when we did push this from policy we were under the impression that is would be all four schools so I would like to take a step back look at what that because we had all those questions for Sarah at that time I understand what you're saying that it would operate for those three schools in this one school the new way but in in regards to like how the actual policy is written we have not seen it that way in policy the original policy well we have not seen them compared three schools one way the other school this way that uh legal would not pro legal would not
143present that to have two parallel policies they would have one policy and then regulations for operation through through the other through the older um the the past regulation so okay so just I'm understanding we would be adopting this policy districtwide but in regards to regulations for the high school that's where the difference would be so one correct the application follows for three schools with the new and the regulation for high school follows with what the past was and again you would be reaching out to legal for any support I understand if don't adopt it and the unlikely event there was an issue when we didn't enforce the policy would be a very difficult position well I don't agree with that because it's my understanding that we're already acting as though this policy it's already f
144law right so we are already acting that way as a district it's just our policies federal law suedes our policy anyway so it it should that our policy has not been signed in but we're still acting and following law right I hope what I what I understood from the attorney and again I'm going directly off of what the attorney has told this witness what I understood from her was yes it's sched law and that as she if there were to be a an allegation that and I want to be careful not to not to speak I'm not sure which group could come back and be able to find liability for with that there is there is that possibility then right so her recommendation was to be able to to for so but there's liability on
145both sides there's liability is we're not following the federal law and then there's liability if we put in this policy and there's a with the enjoyment there's liability both days not with enjoy enjoyment they would have to fall under the old one and do the regulation you know folks this is a difficult one you bring this back to to to policy you're going get the same thing that you hear right now and Sarah would come in and and say the same thing or you could vote on it and wherever it lands your attorney um School Board attorney is recommending that you do a vote um so that's the information that they gave the administration and that's the the information that they actually gave the the poliy was to um take a vote ultimately it's a
146board decision it's not an administrative um decision um and if it goes back to the policy commit um we bring in s again can ask the questions or you can take a vote well I'd like to note that I'm GL to vote no to my reason I'd like to know why although I think policies often have good intent and I would like to be in compliance and we take Federal funding from the government we need to be in compliance for our federal funding I'm not prepared to vote because I have unanswered questions I guess or I'm unsure on the implication um implications or how the care you know the maybe laugh the right word I'm trying to think of implementation I guess is is it so I just want to know that I do want
147us to be comments any other comments we have first and second call question all those in favor raise can counted one one on screen two three four five oppos one two exensions one exstension 521 I think our by require two3 of the board to poliy let I read that would be six I think he I think John said that on first read I don't know it's in here somewhere two on good to know take your time this right sorry what You' done is you just if this pass is improved secondary we have now we'll go back into see if you want to approve the policy we're just approving we just approved the second read right we approved the second read now we going through the second read now I needed a motion to approve the
148policy well if you wants to move it right now the second from wrong Dr I think you're the formal adoption this is policy 9311 the formal adoption of policy shall be by two3 vote of all the members of the Board of Education only those written statements so adopted and so required shall be regarded as official policy but 2/3 I didn't measure the map I think it's six not and we have but is it is it two3 of all board members pres all two3 V of all members of the Board of Education doesn't specify whether they're here or not so is it two-third of those present or two3 I read it as two3 of the whole iils what what I read is uh and again I'm going to read the entire policy proposals delions or revisions
149and Mr Char 931 line uh delions or revisions shall normally be submitted to the policy committee who will make proposals to all members of the Board of Ed policies will unless two-thirds of the members presidented to let education vote to Ana in one meeting be adopted deleted or amended after consideration of two regular meetings the Board of Education policies will unless two3 of the members of the Board of Education vote to act in one meeting they will be adopted deleted or amended after consideration of two regular me so having two meetings and then the formal adoption of policies shall be by two3 vote of all members of the Board of Education only those written statements so adopted and so rep shall be I think from that point in that final sentence um even at the
150second read it's by 23 so the motion F can't vote have but we do if we have six yes votes it wouldn't matter right oh so it's failed the second read so we can't vote on approval or not is that you vote on the second reader vote it on to to approve so it it it failed based upon you don't have so I guess we need I need legal advice as to where we go from here well we reintroduce it at the next meeting we have not we'll reintroduce it again so it hold still January okay that's fine it is what it is okay let's continue I think you you carry on with the agenda and vote for the next one if it comes up the so that was that was 421 4021 so now
