001okay I call to order the meeting of the camp this is a special meeting of C board of education for May 21st 2024 and uh welcome our guests a few guests that are here um kind of refreshing been through the r with hundreds of people but anyways we're going to rise to the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands One Nation Under indivisible with liy and justice for all okay tonight's tonight's budget being a special meeting it's about a budget Workshop so we're going to talk about the budget we're going to talk about what happened uh with Board of Finance uh the other day and we're going to review uh the proposed cuts by the superintendent so just a
002couple comments about the budget um I was mentioning to uh Julia and uh that this is like my 20th budget so they go up they go down people come out people get upset and I get that and that's what makes our town great people voice their ideas um what what concerns me though sometimes is the fact that we have all these budget Workshop where people can come and ask questions and they wait to to to the end where they seem to be a little bit angry about what what their taxes might be and they ask they ask their questions which is fine but these are questions that could be answered very easily at a board meeting or to be able to contact myself or the superintendent's office and get those uh those questions answered so
003um I appreciate when people have ideas and ideas are good and that's that's what we're looking for but sometimes those ideas have to be researched like when people think about books being C in a in uh an AP course Biology book to be $191 and there are things that were mandated by the state that we have to do so um I just want everybody to know that every line item of this budget is always scrutinized and yes we'll come up with the cuts um but I I will say that um you know you cut a rug or two for the kids in at CIS and you say it's only a rug well that rug is something they sit on to learn on and they gather around the teacher on these ratty rugs that are years
004and years old that need to be replaced or somebody will say something about uh the runners uh that we don't need new Runners at the high school or at the buildings but these Runners not only greet the people that come in but they also protect our floors um so there are things that we do that have some some you know deeper knowledge to it I know some people talked about printers and Andor uh poster makers well when we don't have to go outside for these things and we can do those things inhouse and we can make them a learning experience for the children that are participating it it all has a benefit so um unfortunately I missed last night I was Ill but I would say the thing that that I wanted to mention is
005if when people say there's fluff in our budget meaning that there are unnecessary things I guarantee you that everything in this budget is necessary for some reason that maybe not known to that individual but it's tied to something else it's tied to something else it's tied to something else and then the final thing I want to say when it comes to uh the cuts the superintendent um scrutinized and analyzed and for those out there they offend me when they say all the board's trying to do is cut teachers or parents that's the least thing that we want to do we want our teachers we want our however when you're trying to reach a 3/4 of a million dollar cut the only way you can do that sometimes is through people you can't stop buying enough
006crayons paper pencils rugs or copiers and get the 3/4 of a million dollars because that's where we are we're 3/4 of a million dollars so I I kudos to superintendent grman assistant superintendent uh Bishop um Barbara McLean is our is our pupil director the things that they do the nights that they stay left because late because we're all trying to find solutions to how to make the budget uh less not more volunteer board nobody's paid for here nobody gets an incentive there's no incentive for us to try to spend more money because it's more money for us as taxpayers to pay but we also have we're elected and we're dedicated to our CH our students and our children and getting them to achieve the highest level they possibly can at the current funding that we
007have so in a lot of ways we're a bit of a Houdini being able to put P rabbits out of our hats from time to time and I give that those praises and thanks to our teachers our PA of professionals and our Administration team so with that said said I'm going to turn it over to Dr grman who'll lead us off super thank you Mr Daniels good evening everyone just wanted to provide a brief summary for the people that are here people that are on line if you remember we started this process back in December and with the superintendent and administration presenting a forecasted budget not the final budget but a forecast budget to start that conversation of where we were at that moment time in December and then I presented to you a budget
008in February and I want to the board and those in community that our budget was something that just to roll over our budget with salaries Transportation health benefits liability and insurance oil gas and contracted Services it was a 4.57 over last year's budget so when you compare budget to budget those line items in itself were 4.57 then you just take special education alone and I had a wonderful a couple wonderful conversations today with some community members that wanted to learn more about special education and our cost of special education because when you see it you you say h how can that be how can you spend $600,000 more during the over one budget to another for tuition how how can you spend uh more money for transportation over last year why is transportation so much
009why do you need so much for contracted services and what I I explained to the individuals was that that PPT process and that children have I and then I also explained that one of the big increases and I want to remind the board is that we have about a $560,000 increase for pair professionals that's an anomaly we shouldn't have a $560,000 increase for pair of professionals this budget if you recall and I just want to put it out there to the community also this budget's actually covering a $400,000 shortfall of pair professionals from the 2324 school year so I just want to remind the board that's why that number is inflated to 5 $65,000 it's not because we have the the new pairings it's it's just existing pair professionals that we have that need to
010service our children so you take that right out of the gate we're at 9.42 some people may say well do you do you need all the the salaries that you have have you negotiated contracts that that's up to the board to negotiate contracts and just from a starting point we're at 9.42 so where does that leave us now so our budget was at a 5.39 and then it went to 5.03 and with the reductions that we've added from this budget from a $255,000 reduction I'm going to use reduction because it it it it very fairly said last night that with the health insurance and uh some liability insurance it's not a cut it's just a reduction in our uh costs that we have for our insurance so but we did have a reduction to the
011proposed budget and then last night with the reduction of that the board's going to have to speak about this evening of another 47,00 252 that actually brings his budget down now to a 3.77 so we went from what I consider a fix of the 9.42 to a 5.39 to a five to a a [Music] 3.77 and with the discussions of the the board of Finance last night it actually brings the town budget down from a 5 I believe 5.57 to a 3.99 that's all in right that's all in that's with the selectman budget and with the the finance board budget and the Board of Ed so I wanted the community to realize that that the budget now that will go to referendum is a 3.99 so the board tonight needs to discuss the administration took
012the process very seriously we we we were given a guidelines to look at it from a 4.99 to a 4.5 to 3.99 if that's where the town budget was reduced to and it turned out that the town budget was reduced to a 3.99 these numbers I I would say these were the numbers that were given to us we could have done 4.75 we could have went down to 1.5 we would have done anything that that was asked Administration we look closely at all items with within our budget the team at as I explained last week and we came in with tier one potential reductions tier two potential reductions and tier three potential reductions and then reductions that were already made good for the referendum so tonight the Board needs to decide it it could be
013looking at those proposed reductions that the administrative team came forward with it could be new ones that you may have but ultimately the the Board needs to vote on the the reductions that would make up the the 477 or4 [Music] 17,25 that we we need to uh make up from referendum and that's not to say that I couldn't come back to you later on during the year or next year and say hey we need to look at a transfer because we need something but that that's the discussion for this evening and the administration is here to answer any questions they may have and help guide the conversation thank you Dr BR so I think the approprate sure pleas quick question Jordan were we ever buying a $1,000 chair we were not buying $1,000 chair my
014wife would buy $1,000 we could we could have labeled that better in the budget look it was tables chairs desk who could have labeled it better there was never a $1,000 share for principal no it's the same line question $158,000 secretary we ever hiding money in the transportation account no as I mentioned last night and maybe I could have done a better job in the where we have hiding money in the transportation account you know I I made been able to do a better job explaining it and I try to explain it in our finance committee meetings I didn't create this budget the 2324 budget so there's things in there that since I since September in July August and September I've really been analyzing it and I asked Mrs Robins to really take a hard
015look at costs to really analyze our budget our current budget to because we are riding in the red due to special education cost is there anything that we can find within our budget so one of the first items that she landed on because it's a big item is transportation and she did find Savings in there one of them was a route that we budgeted for of $45,000 that we did not need so we took that out and we're transparent about it and then the other 35 000 was just in savings that we're looking at and that that's an area that I I think that we showing $75,000 in the black right now projected for the 23 24 school year at at the time when we made the the reduction in the tiers that's in the
016tier we put in $25,000 that could be a line item that the Board of Education may want to look at moving forward um into next year's budget that there there is that possibility um that that we could um and one of the things that we're looking at is consolidating RO and looking at how many children are on a bus I'm not sure there's been a true deep analysis of that thank you if you're offering an AP class can you buy like chemistry can you buy any book that you want and the class can use it or you limit books of the AP we're we're required to use the books that the the College Board um says to to use in those books are they generally more than $25 yes uh have our medical benefits increased
017by 33% no they I think we're a we are in for 6 and A2 per uh how old is the current piano in the midd high school 35 40 years oh I don't think it's that old I don't think it's that old is it in disrepair it's enough in disrepair that the the director of music and director of Arts who we count on to lead our department that she put a recommendation inight and how many young grade s it's over a volume music progr it's over 50% of of our kids 300 oh yes 400 okay uh last question how many years till the Chromebook just doesn't work anymore or you spend more money in time repairing it than you do save from buying new ones yeah the the the Chromebooks wear and tear for any
01813 middle school children for any 13 or 14 year old wear and tear on Chromebooks even our high school students the average life expectancy that we're expecting when we first got the Chromebooks even when I was here previously we thought they would go four or five years and and it's just not meant for that so it's 3 or four years and with State Testing being on the the Chromebooks you have to make sure that we're providing a device for children that it is fair to them that the mouse is not sticking or anything like that couldn't we opt after take the St testing and paper and pencil no we can't do that thank you thank you okay before we uh my thought is this we're going to go through the tier one reductions you have
019any questions suggestions comments go right ahead we'll take that postop right there okay we've been through this once before so I'll just open it up open the floor up any comments or suggestions or thoughts on tier one no please don't the kindergarten proposed how many you what if we get more students this summer what point would we be yeah so thanks Russell that's a that's a really good question and I mentioned this last night we were very transparent in our budget proposal letting people know that kindergarten is one of those moving numbers right now especially with the new legislation that came out through the state on kindergarten age so we had two studies done in this past summer and then we did two studies last spring to really analyz with two different companies to analyze
020our kindergarten numbers of what they would be and and right now we are projecting around 81 students which would put us in a five sections and we shared that with the board and the the board of finance that if we didn't need a six section that it would be in all likelihood we would be showing in our your salary line that that number what we budgeted for now if the number goes up and we this is what I I started off if the number goes up I would come to this board there would probably be an emergency board meeting in the summer and I would request from you to add another section of kindergarten so what's happening right now at Cherrybrook is the the kindergarten teachers are actually organizing themselves and preparing themselves for five
021sections of kindergarten and six sections of kindergarten so we're we're preparing for both but right now our numbers are supporting five sections what just what is that number 16 16 13 in the classroom 13 if they put the extra section and but now you're 17 we would be if we did five sections of Garden it' be around 16 as I I I wanted to thank you which is right within our our guidelines for kindergarten is 16 through 18 so the First Care cups represents $ $192,000 approximately so I'll just go quickly ficia any questions thoughts I don't have any question Russell you good oh Cindy I see in your corner oh yeah you're good okay K as trivial as it is but um but it's not trivial because it's being cut the upright piano and
022guitar and I know on the next page art film we spoke about this in our finance meeting Jordan and I discussed it is too like obviously you know there's rants out there for certain things with the Arts Council um seeing that we've gone through this process and how you know Cherry bricks been without the killing for several years years and pios and District care that's something where it would be good to see time given to staff because there was really little they have no time to complete the regular duties let alone you know the additional so I I just would like to see us encourage um staff to be able to you know if something falls into a category moving forward to get out of the gate sooner because now those grants have gone by
023and that Kil might have been you know this piano might have gotten a little bit from the karts fund or the other programs out there but it's too late now so I'm just feeling like that's something we need to look into and I would love to know the the grants that are available which someone came to our board and presented and I was hoping that would be distributed to all the staff and it might have been I I kind of want to know how many people in our how many staff appli for things and how many grants I don't need the information today this separate C but you raised a good point what you're saying is we need to maximize and leverage as many grants as we possibly can we'll say there anything out there
024now yeah yeah it's very clear that one of the conversations and that that came up from the public and we'll do our do diligent that we'll meet with um staff and talk to them that these things won't be funded is there other Revenue sources out there to get your points if I thought it was grants now I think they're questions thank you okay so tier one I think we're um we don't like it but we're in consensus that tier one is tier one right okay tier two the uh the amount with tier two is 175,000 left my book in the card which you know I could have told you what the cumulative amount is cumulatively we will be at or tier one and tier two yes oh okay I did a little um pre preting
025m so let me get to the sure while she's looking up and I ask like is there anything with the PCO where they could support like obviously we can't go to PTO grants for everything but there's things that might lend itself like the clubs extrack is there any I think PTO have to step up I think Arts Council has to step up I think booster club less and less that we're going I'm in the benefits business and what happens is the employer keeps saying I'm not going to pay this or I'm not going to pay for that and it moves to the back of the employees that's the through ads we're going to be moving what we would normally uh spend or or provide we're going to move it back to the backs of the
026parents one of the things you see in here is payer play for middle school students you know depending on where this budget goes maybe pay for play for more more things but we're going to have to the PTO are going to have to energize for some of these things that these clubs organizations SE do activities things that they want then we're going to have to find different ways to do it 365 879 thank you so we're 365 cumulative if be taking a tier two cup so let's discuss tier 2 cups so I'll start with you Kim I'll go this way any any questions thoughts or issues with tier two no thank you U the Su the Summer Academy half which half I wasn't I wasn't clear which half we're referring to good question so we
027have to analyze that relative to how many teachers Mr Bishop is going to be able to hire it could be increased class size so if there was three or four students with the staff member there could be eat students with the staff compromise yeah our class sizes are a little bit larger than that but yeah that would be gr okay and so then if we if we did I know I'm sort of jumping ahead to tier three but if we ended up doing both halves does that mean that we would no longer be able to provide the Summer Academy correct we would have to look at to see if um any of our students can be serviced within the special education summer program that we we have could be a tuition program could be a
028tuition it used to be a tuition program okay so there would be a chance that we could still have it it would just be tuition corre okay thank you do we have an idea on the pay to play the so this was something that we just looked at it from a financial standpoint and we did not ask our athletic director in Middle School um principal to spend time on what a paper per Place system would look like because if it didn't happen we would have wasted their time I assume regardless of what it is'll be way to provide for young can sure very similar to how we do the high school okay are we canceling tennis is that this propos so the the boys tennis and this is another one that some people may ask
029why wasn't this in our original budget proposal that why didn't we throw that out as a cut the reason we didn't throw it out cut it's new information that we have in the spring we have one or two boys tennis players that are playing right now in a co-op program with East Grandy and with the relationship that we built with East gry there they're only charging us to pay for PL so Transportation provided by parents and we're not having them pay for the coach so there's no funds out of the Board of Education and we just found that information out uh Russell but I think we already talk about but reduced Transportation going to eliminate rout so there's a possibility that it it this $25,000 if you go budget to budget and Hanah help me
030out this is the financial piece of that bus that was in the budget that was not using right now for the van the extra van that was supposed to go to an area that was budgeted by the previous administration and by Inna doing some research and talking to the bus company that that is something that we know right now we don't need for next year and then the Chromebook we got something talked about it earlier we're just going to that's just King the can completely down the road correct that would be another place can look for Grants on home correct we're we're we're going to have to look for Grants on that to see if there's anything available Cindy yes you okay on tier two ficia how like how does one decide then what which
031one of these clubs that are being run by students and student voice voice being that important like in they're creating his clubs and you know have leadership roles how do we then decide what elting yeah so the high school administration in the Middle School administration is going to have to work with kids and I would say they they're come out I would be stunned like the stent counsil what was because that is an active Club within the school but if there's a club that is not acted based on unrolling that would be something that they would have to work is that to stien just a cyle if it's not active it probably wasn't was it using funds and it's not active oh there there might have been one or two kids and they were definitely
032using funds for one or two kids I think that's all I have the other question is actually on uh two or three about larger class size for second grade what size we'll get there in one one second we'll get there in one second we'll get two or three in one second tier two still yeah how approximately how old are the current pH books for seventh grade so sorry and then those Chrome books go to seventh grade to eighth grade and then bump back down to Cherry book for them to be able to have those Chrome books time it's years so if we don't get them this year next year seventh graders will be using PR books that are how depends on where we take them from so like every year the seniors give up their
033Chromebooks when they graduate usually to somewhere else in District so they could be it could be potentially like 5ye old chooks coming down to the cars go once they had their end of light it's almost hard get the double that to keep up correct if we keep up or we just miss that cycle thank you so Anna I would say with the 365 you just that we just talked about you just gave me and the 255 that was already in Pre referendum right we're about 620 want to hunt for another 130 or so uh actually 511 okay so that takes us to tier three we're looking for 51,000 so your question um just a real quick comment average was two to four years so just throwing that out there um second grade teacher that first
034line item what size that class to so if the second grade right now they're at 90 it proposed would be at 96 if they at 16 per class so that is below our guidelines if we go to Five sections it would move them to 19.2 which is within our guidelines which is what the guideline uh the guideline for 2 to 4th is 18 to 20 and the reason as we've said from the beginning that we want to keep these children in in the smaller class size is based upon the the needs that these um children uh have and they've had a very successful first a first grade year after a pretty tough kindergarten year so what would happen if we f a section what would happen in that teacher so with the kindergarten and the
035the the second grade that would those two teachers which would have to be determined who they are it's not it may not be the current kindergarden teacher may not be a current second grade teacher we'd have to really follow the the process within the the bargain group so I don't want anybody to have any preconceived notions on who that staff member would be I have deliberately not hired for Canon Intermediate School has two openings for a teacher that has resigned to leave our our district for another district and the hiring of our new mass Science coordinator at CS so it's given us two openings so two teachers would not lose jobs right now so that's a positive in in this uh instance U but it would shift uh staff members from Cher Brook to CIS
036that that we know the the who we would have to work on we had def find the math science coordinator of CIS no say that again sence Denise dor so that gives Dory is opening she's a sixth grade teacher so now she's uh Mrs CTO has two classroom teaching openings so these two teachers would SL we we're fortunate and and we've spoken to the union about this they've been involved in the the conversation pleas you good thank you okay um so tier three any any other questions on tier three is is there any I have a vague recollection of this happening in the past any any halfway round where you had a a halftime teacher for that grade who supplemented uh language arts and Man instruction I don't think that's happened in my tenure I'm
037not sure but I have a recollection [Music] you know it's an it's an interesting concept um for me my recommendation would be to if we're going to do a halftime for the $34,000 i' rather put the 16 children in a class with the teacher full day and that teacher is able to gain relationships with with those kids I with that so we're in search of 54 any any recommendations for they come out of tier three or should we just leave that right now we we we've done a great job defining the first um 620,000 or so right yeah so there's still another 54 to be defined what we can do as a board we can leave that undefined uh and see how things play out we can also see how the referendum goes the referendum
038fails we're back we're back here anyway digging even deeper um if it if it passes then we can uh we can see how the school year goes where things Shi where grants might be able to come in and so on and so forth and Leed to the discretion the superintendent which would be my recommendation right now is not to try to identify that F4 any questions or comments on that last night there was a lot of public comment about Administration that's what seemed to pop up a lot um you know any ability to have reductions in administration or moving to 10 month first 12 but I mean that's not what we would know would be best you know it would be what administration would know what's needed but I did hear that last night um
039well we heard a lot a lot of things here said but I didn't know I want to know how you feel about tier three I agree yeah I think we what you said that was accurate all right so Dr BR with that said at the end we'll take a a consensus vote on on where we've landed so far sure and I'll address K's um question about Administration but our team look at that they they looked at everything across the district if if if we compare a lot of time you compare District to District right and um our team is pretty comparable to districts our size and what that the title may be different um but if we have an assistant superintendent there's a director teaching and learning or a curriculum director if there's an assistant
040principal at high school there's an assistant principal at high school purple so if anything a lot of districts our siid actually have a human resource specialist we don't have a human resource specialist um I I think some people were asking about secretaries when they were talking about Administration when I was talking to an individual today they were actually um talking about that and our secretaries work really really hard and we have a a community that deserves and demands the the time that we're treating their children and them to the highest Poss possible uh treatment that we can provide to them that's what our C do so we really did look at that and um nothing's easy people may disagree but the the team did look at um a lot of things and we actually involved
041some teachers in in the conversation also um with where we are but I I could respect where people are and they they they say we should look at Administration deeper and we did and if that's something that the the board wants us to do we will We we'll do it again um but at the time the the team didn't feel that that is where we would go yeah and I appreciate you explaining that I think it's helpful for people to understand the process that you did go through I don't know if they know do go through that process okay with all that said I'm going to open up the floor to um public comment so public comment if you're going to speak whether online or in person uh please state your name your address be
042conscious of the fact that we try to keep these things two minutes are under um so with that said is there anybody who would like to speak in the audience yes ma'am please no okay hi everybody my name is Candace Brandon Lang I live at 77 Indian Hill Road some of you were there last night I also spoke um just so you get a little background I'm a born and bred Canton resident I graduated from the schools I I believe in our school system however I have scrutinized the budget and in tough times we have a lot of people in our community that really just can't afford what's happening in our for in our tax base so um I I work in the uh in the business world and I have some ideas and I
043threw a couple out last night but one of the pages in the budget page 28 under small Capital expenditures I ticked off probably 70% of those that we could cover for free and I say that grants is a great program I've also on the energy Committee in town and I also served for seven years on the camp music parents program because I had nephews in the school system so I'm all about fundraising I understand it I think we need to lean on our on our on our community now right because we can't lean on the the pling so one of the hot topics and I brought up last night and it was repeated five times was about the piano so I went online today and found 15 pianos for free that are in beautiful condition
044they're in Canton and sbur they just have to be picked up picked up so you know can you get a couple high school kids get a truck whatever we need to do to coordinate this this is the type of community support that I think we need to start Outreach and I don't know that we're doing that much of it and not being in the school system I don't not privy to all the emails and I don't always check the website and I do get involved with the town budget side of things but um there's things on here like uh washer and dryers you can get a donation maybe G will donate them right in the corporate world we need to start looking at corporate Partners to see what you know small donations I'm not talking
045$20,000 but, 1500 bucks I think it's doable can we go to SK Lavery or Benny or the other have place in what manise manise in town you know are they willing to one of them you know maybe not both these are just some ideas you may not know this but the Farmington School District has a storage site at rout for in Farmington where they're storing um a tons of unused School Furniture desks I don't know about the office chairs but I'm pretty sure I could find you some good office chairs online also um but that may be some a discussion with Farmington School District of do they want to offload some tables I don't I don't know um the other one point I have and just let me know if I if I run over
046time is uh was brought up last night about the new floor clean machines some of the numbers in the budget I get are probably just rounded up but I would be happy to partner or be a part of the working to get you guys better quotes because I think that if you presented the public with a more realistic quote actually from A supplier that says it's only it's not $110,000 it's only whatever 4500 it gets more palatable but the the round numbers in the budget everybody sort of just goes a little crazy so um those are just some ideas I just wanted my comments to be heard um again you have my name and I'm happy to work or participate volunteer however whatever help you guys need but um we need to be a little
047more creative with how we're spending and what is the nice toab we need to move I think more to the the community support Candace thank you so much for your comments and volunteering that's what we're looking for ideas as opposed to come people saying you don't need you don't need so we we may take you up on that we may create a subcommittee for for looking those things uh but thank you very much for your comments thank you're welcome anybody El in the audience who would like to speak tonight yes okay um I'm Jordan tuon C Valley cirle so first I want to say thank you for for that on Wheel sorry to know for this budget I thought it was very detailed um I think the three times that I've called you Dr G
048when you've called me back right away and I'm very appreciative of that so thank you um I had couple questions my first question is this is very new I think as of yesterday that the grant for agback that has come through through the state of Connecticut I don't believe it's reflective in this budget we have agback of about 15,000 that I think could be added to one of these tiers that could be covered by that and then you know take out Canton Academy or something else so flip that in is a suggestion I don't know how easily that works but I know that that briad was cost if we're getting 193,000 yeah so let me just because the board doesn't even know this we found this out on Monday we got the letter today we
049applied for if you recall the the fining committee may recall this we applied for $193,000 Grand that is earmarked for the auditorium for air conditioning to be an auditorium it's a a percentage Grant so now we have to have a meeting to see does the town have enough money to help support that project so the HVAC Grant is not anything to supplant within the budget but trust me there was a trust me I read it in I read it in the newspaper that we got it and I called in I'm like in where's his letter and so but thank you for bringing sorry I interrupted never mind I guess we can't add that flip that in but I was trying to get creative so I have one other question about the tear um this was
050pre-referendum the health insurance 52,000 how is that taken out that was actually a reduction we found out so so our renewal is July 1st y typically 60 days uh into the new year they begin to estimate where you're going to be their first number came in at 88 8% then as we got closer they were able to monitor our utilization and they've been able to bring it down so that that is our portion or selectman also got a credit for that reduction down to 6 and half so okay so that was just an overstatement in in the budget and then we were able to bring that down okay um my other question is in regards to the custodians so if I am calculating this correctly which I'm open to if I'm not but I'm calculating
051custodial Services is $1.2 million across all the schools um we have 445k for the high school 70 for the Middle School 199 for CIS 258 for char Brook and then miscellaneous I'm adding the non-certified custodial services that are at the bottom of the budget which was 222k but we're only seeing about a reduction of $34,000 I would like to see a reduction in the custodial services to be more than other services that impact our students I think that um and correct me if I'm wrong but we're bringing in we have our custodians that are here day and then custodians that are here night and then we Al having an external cleaning service to clean as well no I don't think so okay so there's no extra so so let me you know I appreciate what
052you're saying so we're cutting half uh a u custodian and that that was money that we received during the pandemic and now we don't get anymore so we're cutting it but I have to those are one of the places where if you cut your custodians to try to catch up on your maintenance and your building maintenance and I'm not just talking about cleaning floors and emptying Waste Paper baskets they're doing a ton more so when we do that we're kicking a can down the road that's going to be a lot more expensive but I hear what you're saying I mean not that I'm trying to um compare professions St even a teacher of course you want teachers uh but the fact of the matter is it would be hard for us to you see La
053uh our areas as clean as they are there's a lot that goes on to it but I I appreciate what you say so the custodians um are also in the building maintenance budget is that correct or I thought that they were separate so that building maintenance would be something separate I didn't add those Building Maintenance may be so those are contracts to uh maintain the building as opposed to clean the building um mechanical things um okay those types of things okay um and then my other question is in regards to Tier 1 two and three what are new ads and then what were exist that we needed in the budget that there's only one that's a fair question and wouldn't mind quickly going through that um so the before the referendum um kindergarten is not
054that's existing teacher is the teacher residence would be new campus monitor would be new the Kinder uh kindergarten PA would be new the upper right br new graphic printer new uh music system new classroom rug replacement new laminator new poster maker new volleyball standard new some of those are just replacement type of things those are all C so I you ask person you want to know what's new personel um no I just wanted to know what up these three what was new line items and I know that the budget is now more detailed so I just mean like what is a completely new line item not something that was already in a different category to get honestly Jordan I can get back that a new line item the the thing with new line items is
055that there's really no new line item in the budget the the the new staff that is the only new staff that is out there that we propose the administration which was an existing staff member 3 years ago was an English Department Che it's the only new money that for staff that is currently in his budget okay which yes was shocking how many years have we been without at least three or four okay and I'm curious and this may not be a budget question but I feel like it kind of is a budget question in regards to the English chair not having an English chair have we seen a decrease in test okay even more so curriculum then why did we get rid of the CH uh the previous the previous administration when the assistant principal
056was hired the the previous administration decided that the the assistant principal was the English department chair so they felt that the assistant principal could do both and it turned out that the system consol can't do both and then they never brought that position I recall it being Financial the same situation so it was to save money but in my opinion it cost us does cost you something that's you know okay do we have any other assistance that are chairs right now so they are you saying they cannot legally or they just functionally put okay I just wanted to they teach too though right I mean teach when I was in school like I don't even know 20 years ago they did um okay the administration question was answered thank you for asking that him that
057makes sense and then the only other thing that I brought this up at one of the first meetings is I know that it was said that it was possibly an error in the budget but so it's hard for me to see that when in regards to the secretary it's secretaries or PL custodians or plurals for everything else I mean it's showing we need an English chair and not trying to be funny but or I yeah but I'm just how many secretaries do we need at at a time because it does seem to be High um and I am not saying that you know tell you secretaries is such a bad word and I really think maybe after this we should change it they educational assistance they do so much more you know even I I
058call M I have an assistant I don't the old days they were secretaries you know write this down go get this right these people they are so involved with parents the children they're the first line of defense defense before a parent is really trying to find out what's going on in their kids's classroom so I know it's you know I think it's three in every every building or we just one in in the Middle School one in the Middle School yeah and when they're out you don't get subs and you funding they they have to St up I I I know that that looks that way but you really are they are so important to the function no I I can see that I think the reason that yeah we're at six minutes and I
059have other people on the board do you have one more important question the only other point on on that was that we have CHS secretaries guidance secretaries one I'm thinking one based off the salaries one secretary at CMS but then hot maybe three at CIS and three at Cherry Brook is the service shared because kids the middle school and high school okay okay all great questions okay thank you very much thank you for bringing them to our attention anybody else in your jul yeah I just have a sure um just state your name my name is jul and um it's 15 more I'm like do I look at the people or you guys okay um I have the transportation question um which is in regards to budgeting for transportation how imperative like well I should
060start with so I am a parent currently in the district but I was a student and I also worked in the district so I've seen a lot of different sides but um as a parent we have to fill out a transportation form that states like our plan for the next school year um in transportation so how does that play a role in budgeting for the next year's Transportation d so we do um boot for every Transportation form that we receive in the middle and the high school though there are no Transportation forms so we for all the students and as you can tell that by the all the sports that we have and the plays and things like that that fluctuate sometimes the buses are have more people on them than not so we um
061depending on activities we budget for all the uh for all the students to be on us for middle school and high school but for the elementaries we do budget based on the transportation forms okay and have we I'm just curious because I know like for me I'm very accurate with that form but I know a lot of people that are not accurate with that form and are just being like oh let me St I'm taking the bus to be safe right and not that I think we could ever say they can't have a bus route but um have we looked at how accurately parents are peeling that out for budgeting purposes like like can we look at this year for example and say you know this bus route was planned to have 30 kids on
062it but there's actually only an average of 10 kids on the bus a day do we look at that that's part of the reason you're seeing the $75,000 talk do that consolidation that the administration spoke about that on fray okay so it is very imperative that parents are filling that out accurately if they can the time okay um and then I have a Chromebook question so they didn't exist when I was here but at what age grade levels are kids taking chome books home Mr B middle school so Middle School through high school okay um have we looked at like um how necessary that is because I feel like if kids weren't taking PRS home would they last longer yeah there there's great possibility for that for sure uh but based on how they are
063used in the classrooms they are so embedded in the work that we do brought home as part of the education Okay and like is it that the kids don't have access cuz like when I went to school we used a computer here and then when we went home we used our computer at home um is it that the kids don't have like there's not as much access at home to computers or is it just not I'm not familiar with PR book so it's like I don't is it not as easy to like use your FR Bor at school and go home and use your desktop or your parents laptop or whatever at home we treat it as an instructional resource so just as we might have provided other resources in the past this this is
064something that everyone has to be able to take them and have a common user experience so we know that kids have access to be able to do their assignment now okay just continuity really okay um and then this is on I think it was uh it's a question about the kindergarten classroom tables um Library tables the kindergarten tables for when I worked at CH we had table I think that the co thing that we took away the tables what happened to those tables that we had well what I've heard is some of them got destroyed in storage okay is there any [Music] insurance anything else that's all thank you thank you okay I'm going to open up line so if you're joining us online tonight and you'd like to make public comment you can go
065ahead and use that rais hand feature and I will call on you by your Zoom name again if you're one of our online attendees you can use that raise hand future Zoom if you'd like to make public comment I will call you by your Zoom name and you be allow to do we see anything no raised hands last call for anyone online all of you that are online thank you for attending close that can I sorry since there's nobody online can I just ask a little prom followup question right sorry are we is there what's the accountability for children and chooks like do they if they bring backook they paying for it like there is a Chromebook there is a Chromebook insurance plan that kid going to be a part of that is sell money
066by B so if they're not on the insurance program and they bring back a they have to pay for it there's if there's financial assistance that's needed with that then we of course but generally St if you bring it back we provide we provide um really good covering for the the chome books as well the kids need to be able to keep their Drome books in to be able to protect the investment as well cool thanks okay uh here's you we had no uh no online I was going to call in when I [Music] went hello Joe okay um thank you for those comments in the audience and now we will go to our recommended actions I think we have a motion motion would be to tier one tier two and then we right so
067the motion would be that the Board of Education accepts the tier one tier two um reductions as provided and we will leave uh $54,000 to discretion uh is it 54 or is it 511 a bigger cup $51,000 to uh discretion as we uh as we go through further as we go through the budget cycle so can I have a second uh thank you Erica second thank you okay all those in favor I'm sorry any further discussion I don't want to cut that out anybody have any 54,000 51 Sor I did um we'll be kept up to date on that obviously through yeah there'll be some exactly through the finance committee we'll figure out how that works and where that goes once the budget passes um that's how we hand if the budget fails then we'll
068be back in here and that'll just become part of the next round all those in favor I opposed okay so it carries 80 and with that uh we have a motion that we go to Executive session on a Personnel Issue 7 oh sorry 7 and we will go to Executive session is 702 thank you Felicia thank you Cindy all those in favor thank you folks for coming tonight we appreciate it thank you for the comments all very positive
