[Music] all right uh I call this meeting of the Board of Education March 5th 2024 6 p.m. um our agenda tonight for this particular portion of the um we have two two meetings but this special meeting uh will be I think fairly quick um so with that we will do Kim didm okay we will do the Pledge of Allegiance and then we'll get into the uh to the budget again so if you join me in uh the pledge I pledge allegiance to the flag of the United States of America and to the Republic for it stands one nation under God indivisible liy and justice for okay I will turn it over to the superintendent super thank you Mr Daniels so what I'd like to do for the Board of Education and the public and for
anybody that watches this recording is to just quickly go through the the budget as a reminder to this board and to the community that is watching so the the the first slide and all these materials are posted on our website very visible to the community this budget is certainly grounded in our vision of The Graduate of creative thinkers communicators collaborators could IAL think critical thinkers and compassionate citizens this budget aligns with the Board of Education goals Board of Education goal one student growth and achievement partnership and Community engagement board goal number three Financial stability and efficient operations board goal number four learning environment and board goal number five embracing Equity our priorities this year as an administrative team was number one student achievement in all areas across the district District maintain class size according to
the Canton Board of Education policy focus on teaching learning professional development and social emotional well-being of students and staff focus on creating an inclusive and culture responsive learning environment provide a safe and healthy school environment propose a fiscally responsible budget that aligns with the camp board of education goals so as you recall on December 8th 2023 for the first time I presented to this board of education a forecasted budget and at that time I proposed a net increase of a 5.55 and then I from the time of December 8th to when I presented to you on February 13th I made reductions and additions to this budget and in this slide shows you that from the date of December all the way to February I actually had to add in $23,000 into this budget so that
right there increased my budget even more from the original 5.5 and then I provided you a list of $342,000 worth of reductions and that's over a percent within our budget so from the time that I presented in December to the time that um I presented you in Fe AR I had net addition at 203 but then I subtracted 342,000 and then with if you offset that I from the the difference between December to February is $139,000 which brings us to the next page of a net 5.39 I want to remind the the board in the community just to roll over this budget with salaries trans Transportation fuel health benefits liability and insurance oil natural gas contracted Services just to get out of the gate on the starting line it's a 5.5% then when you add
in our increase net excess cost of special Le at a 4.85 we're at a 9.85 with just rolling over fixed cost and special education at a 9.85 so this budget was a a pretty difficult budget to put together and we as you know we had some net increases relative to the increased cost share that is coming to the town of 398 and then the anticipated har for revenue for special education so we're able to net out those um in our open Choice which negated a 5.67 and then the additional Revenue Nexus cost was of 1.26 and that got us to a net increase of 5.39 and we've been answering the Administration has been answering every question that this board of education has asked and community members have asked because I've received Community member questions also
and I I I feel that we've done a really effective job analyzing this budget and really going through we did have one other question that came in this week and it says were there other funds when preparing for Budget that were labeled as open choice that needed to be reallocated to the general fund such as the textbook mentions if so which line items were previous mistaken categorized at open choice so I want to clarify that question a little bit that last last time we met we had some questions about textbooks because there was a $166,000 increase in textbooks and we wondering why there there was such an increase in textbooks and the rationale was in the past that has been in the open Choice budget and I moved it to operation so there's things that
I felt that should be in the general fund that were previously in the open Choice fund so the only item that was forecast in the forecast budget categorized to be open Choice was the kindergarten teacher if you remember we if you go on the cut list and the addition there was a kindergarten teacher in the open Choice budget previously that wasn't put in the forecasted budget at all so I had to add that into the general fund there were no further items that were in the open Choice forecast budget that had to be reallocated besides the kindergarten teacher in regard to textbooks in previous years textbooks were funded out of the open choice but not in in the general fund so there were there were no mistakes it's just things look a little bit different
of how I put the budget together and what I put into open choice and what I took um out of open Choice from last year I I don't feel that we should be putting a lot of Staffing in our open Choice fund because if we don't get those funds in the future or our enrollment drops it's going to be a harder hit for the the community the the next page as you could see the fiscal year 25 operating budget request is a 5.39 a total of 33 million for $ 57875 and then on the the next slide just shows that if the Board of Education approves this budget this evening as presented or wants to make any changes we will immediately put the budget together as the board of education budget it becomes your budget
as the Board of Education and what we will do is that is due to the Board of Finance on March 11th we will make new books for the board of finance and you with a different cover on it so we can distinguish between the administrative proposed budget and the board of education budget we'll also email that out to the board of Finance on March 20th the the Board of Education will present the budget to the board of Finance Mr Daniels will do that we will have uh a presentation for Mr Daniels to present I would encourage all the board members to be at that meeting since it is your budget it is no longer the ministrative budget I would put on um your your calendar that March 26 we could have a special board of
education budget Workshop depending upon if the board of Finance makes any cuts to our budget and then April 23rd is the annual budget hearing and then the budget referendum is to be set by the board of Finance but must be on or before May 9th so that is the administrative budget I will take any questions at this time questions for the superintendent Jo Peggy Y no Felicia Cindy Kim no okay so what we have here I think we we have a very um fiscally responsible very prudent budget for us to move forward on I remind everybody that uh the way we're budgeting we we are making up for about a million dollar shortall in our budget so uh a million dollars is about uh 2.8 uh percent so you could take that 539 down even
further uh I suspect and although I don't know years ahead will under the uh the way that superintend budgeting we'll do much we we'll have a better uh Rhythm to our budgeting going forward I I want to point out that this budget has gone through Community uh involvement that the board has sought out as well as the board of Finance up to this point there's been Community workshops we the board started working on this budget back in December when the superintendent started to give us updates and meeting with the staff on where things were so I think we've given this a pretty good vetting I think at the last last week Joe When U you ran the meeting uh public input there was really no public input at this point so we we've worked hard
in trying to get as much public input I I would like to say that uh the fact is that I think that the our constituents thinks that we're doing a pretty good job so I don't see it with this has to go to the board of Finance on the 11th I don't have a problem with passing this budget tonight but it's what you all want to do so you feel comfortable passing the budget tonight Peggy yes okay Felicia Cindy Kim okay so does anybody want to add anything to what I just said concerns comments thoughts before I might just before we go through a motion I think I'll open up to public forum and see if there's anybody on that would like to say anything do we have anybody we have one person online tonight
um if you'd like to make public comment you can go ahead and use that raised hand feature and I'll call on you by your name we have no one in the audience tonight so that would be our only public comment no thoughts okay uh having said all that then I will take a motion that we adopt the superintendent's budget have right here uh we moved at the camp board of education to adopt the 2425 administrative budget totaling 33,45 7,875 which represents a 5.39% increase as presented may I have a motion motion Felicia second Erica I have a first and second any further discussion on the budget anything come to mind Now's the Time after this we own it okay I'll take a vote all those in favor I I I I so we have seven
members here 70 right do we have seven yeah 70 okay so this budget passes unanimously 70 thank you Dr grman thank you good job good job Mr Bishop thank you very much and thank you she's not here but Claudia put together the book and all the other good stuff that went on so I want to thank her to publicly okay with that um I'll take a motion for adjournment at this meeting Felicia Second Joe any any other conversation all those in favor I 70 so we adjourn now to we will go into the U into the second part of our meeting which will uh entail the uh interviews and appointment of a um new board of education member so we have uh 10 minutes good job
