001okay all right we're all excited oh thank you friends let's show Mr Daniels our signal we use as all school meetings to be ready that is great thank you good so my name is Lou Daniels and I'm going to kick off tonight's meeting of the Canton Board of Education the June 9th meeting 2024 and we are so excited to have the students from Cherrybrook school with us Mr am this is wonderful and to have your moms dads and whomever here with us tonight so thank you for all being here are you excited yeah so this meeting typically runs 3 hours you're on last so we'll get you out of there so all right online tonight we have uh on board board of education members we have Cindy Mohler and Felicia Jordan online I think we're
002GNA have pegy Steinway but I just want to let you know there's more board members online obviously the storm and some things going on up there hey uh limited us a little bit and I think another board member Kim sven's on her way so we're going to kick this meeting off we're all going to stand for the Pledge of Allegiance you guys all know the pledge right so you want to start US flag the flag is right there so you want to start us together ready I to flag of the United States America and to the Republic for which it stands one nation under God indivisible with liy and justice for all that was the best I've ever heard the thank you very excellent job excellent all right so I get to kick this meeting
003off tonight with the Chairman's report we're going to go through this uh pretty quickly I think we have some awards to hand out tonight um and we usually go through our our reports first and then anybody that's here for public comment public comment will follow after that so my my report to the board tonight is I'd like the board to uh remember that we have a meeting on 9:23 this is one of the months where we're having two meetings on 9:23 prior to that meeting there'll be at policy meeting at 6:00 p.m. so if you can make that uh we're going to have a continuance of tonight's policy meeting to go through some things I also want to let the board know that on 9:23 our our Representatives will be here our repres our state
004representative and our state senator will be here both will be here that night so normally that's a question and answer night for those reps and I'm going to ask the board if you can submit those questions to me by the 20th um at the latest submit your questions for our reps things that You' like to see them do questions on education where certain things are going that way I can submit that to them and they they'll have answers for us as opposed to maybe catching them off guard and not being being totally prepared for the meeting so I would ask all the board members to provide questions for the state reps by 920 if you have any and then we'll be able to hear what they have to say um and then the final thing
005I wanted to report to the board is the uh permanent Municipal Building committee has met on the issue of space for Cherry Brook School we are every board member I think is walk through Cherrybrook at this point and you can see that we are stressed for space there is uh instruction going on in hallways things are very tight for those that remember we actually lost our stage at one point maybe parents don't know that but the back wall was a stage at Cherry Brook School and we lost that so that we could put tutoring excuse me classrooms behind it so uh it's been determined that going forward our town is going to be growing a little bit and we're going to have a bubble coming through so Cherry Brook is bursting at the scenes so
006we started to move forward with um with a additional space for Cherrybrook which will probably come in the way of modular although we don't know that yet because there's an architect firm that's going to look at Cherry Brook and give us options on what we need to do the space is being projected for the 2025 to start of the 2025 school year so nothing will happen next year except the fact that we will have the budget for for that space depending when The Architects come back my understanding is the RFQ is going to be going out in the next few weeks with a report back to us it went out so with a report back to us we said within 90 days uh was it 120 days no no it's good I think probably within
00790 days so there'll be a meeting of the permanent uh Municipal Building committee that will tell us what the Architects are suggesting and what the associated cost will be so what what what's important about this is it's really a non-budgeted expense so you're going to hear more and more about the fact that we have architectural expenses uh and we have some um and we'll have expenses on the uh the actual development itself so uh our Board of Finance friends are going to be working with us on how to be able to do that we may be uh uh budgeting over a two-year period to be able to get that done but as you as we go through the budget parents you're going to hear more and more about the fact that the board has come
008up with space needs for um for Cherry BR by the way this is not new uh two years ago ask and the proud of proud uh proud of folks had done a study we were concerned the prior superintendent the prior board was concerned about space at Cherrybrook and even if we didn't have this bubble of students coming through for those parents that have been through Cherry Brook you can see how tight it is at Cherry Brook and really the staff and the children deserve better they deserve open space they deserve private space we shouldn't be tutoring in hallways and with partitions and tables so uh we saw this coming unfortunately we didn't get our arms around it fast enough because we didn't see this bubble coming through that will start probably in 2025 that's why
009the modules or whatever the solution is has to be in by 2025 any question for board members uh and K thank you for joining us and could you keep the notes because we're missing a uh a recording secretary tonight she's she's on oh she's online she not a pan she's listening okay all right very good okay so with that I'll turn this over to the superintendent for the superintendent's announcements super thank you Mr dles good evening everyone great to see you I get to see these children two or three times a week so it's great to see one whole class I think is here tonight with Mrs n's class so that that's just great that we have a whole class and thank you to the Cherrybrook staff for coming out tonight and thank you for
010Mr Amry I know the board of education is very excited to present some awards tonight and to hear from uh Mrs Dolph and Mrs Nelson's class tonight so we're excited about that later in the evening I'll discuss with the Board of Education the forecasted budget memo questions that you asked in our open Choice uh budget I also want to let the the board know that there were some great concerts that happened prior to our vacation break that we had at the the the high school we the chamber singers going around town and actually performing with different constituents groups and around town and it was just wonderful the K community outreach is incredible and I want to give you an example of the Kent High School group called Canton adolescence taking action the cat group that
011they will be holding a winter clothing drive and all donations will be distributed locally so we want to thank their advisor Mrs Henson and the students for doing that I hope everyone enjoyed their first snow day over the weekend in our delayed opening that we had the I can't even REM remember when it was but it was Monday and I I do want to thank our entire Board of Education maintenance staff in the town of Canton for preparing our our roads and our sidewalks it's a thankless job that they do especially on a a Sunday to come in and do that I want everyone to know since we have a pretty big audience uh this evening it's not an easy decision when we're not going to have school or when we're going to have a
012delay or when we're going to have an early dismissal but the the 30 kids that are sitting in front of me right now and the staff that are driving to the schools and home from the schools that's the the most important thing that I have that that safety will always be the the most important aspect that we have in any decision that we have to make with weather related and we could just go on the best information that were provided by the meteorologist just like today but there were parts of Canton today that got a little slick up in North Canton in uh West Mountain Road so I just want to make sure that we put a a pretty good shout out to our our town and to our own maintenance crew and for our
013bus drivers that have to transport our children uh every single day I just want to give the board a couple reminders that this Friday will be an early release due to professional development January 15th is the holiday and our next Board of Education meeting is January 23rd here at the Canton High School uh Library I'll take any questions out of the superintendent's office at this time any questions for the superintendent are you are you going to update us on the PD just general like the curriculum committee I forget if we had that the the PD that will happen on Friday yeah Mr H Bishop will do a report um with that at our next Board of Education meeting to let everyone know what they they did and we can even put that in um my

029rewarding thing for us is nights like tonight when we can see what's going on with our students and our children and in Cherrybrook school that's our foundation foundational school that's where the the uh the academic The Learning Journey starts there and we had an opportunity a week or so ago to walk through with Mr Amor and see all the students at work and I can tell you that our children are loving education our teachers our staff and made it so wonderful them for them to learn and that magic carpet that you all sit on is just my day we never got out of the chair but uh it's it's just a wonderful thing so I want to thank all the parents and um keep doing what you're doing because these are our future leaders you
030guys are the ones that someday one or two of you are going to sit up here and you're going to be looking at young people like yourself so keep doing what you're doing cuz we're so proud of you each and every one of you and we're so proud of our teachers and our staff and our Administration and what they do uh C's a special place you all know that because you live here and um just a little bit of a pitch we're going to need your help this budget year so so be there for us uh when when uh when the time comes so thank you all for coming tonight Dr rman thank you Mr Daniels so we're going to ship right into the Showcase school where we're going to have some first graders present
031with Mrs Dolph and Mrs Nels you're more than welcome to stay to support they're going to go for about 15 minutes longer totally up to you but I'll turn it over to Mr amam all right hi friends you ready I'm St I know um I just want to thank again I want to thank the parents um and obviously the the children in front of us here for coming in and and showcasing um some of the great work happening in math and I'm going to hand over to our math coach um Mrs do and Miss future um good evening board members good good evening families um I wanted to say thank you for allowing us this time to Showcase Miss Steven's first grade class and for first graders here some of them some of you so
032shortly we are going to invite her students to come up and you are going to see them practice their workplaces and while they're practicing their workplaces they are going to be showing you their skills in addition and fluency within 20 and you might ask yourself what is a workplace and as a child I didn't have workplaces and I'm sure you didn't have workplaces and workplaces are essentially math games or math Cent it is an integral part of your students practicing what they're learning in the classroom it is also a play based approach to learning math we know that it takes 400 repetitions if someone is sitting in front of you to learn something through these math games or workplaces it takes about 10 to 20 repetitions for your students to start learning these skills so
033they're essentially learning these this fluency piece through games um during these math games these activities that your students are going to be practicing you're going to see full-on engagement they're going to be collaborating with their peers to play these games students are going to be practicing their math reasoning skills and they're going to be taking risks and sharing their own thinking workplaces allow students to do all of this hard work in a safe and creative environment and as much as it's safe and it's they're able to take these risks it's also fun for the students and that's something we want our children to do is have fun while they're learning it lay sorry it levels the playing field for all the students to take part in their learning because of this it's easier for them
034to show their thinking and to learn so tonight I'm going to turn it over to miss Stevens and she is going to tell you a little bit more about what her class is working on in workplaces okay well thank you for that um hello it's so nice to be here with all of you today hello if you can't tell our class is also very excited to be here tonight um but some of the things that we've been working on in class are um different addition strategies um so one thing that we really want them to know is that in an equation there's a part A Part and a whole so you're going to see them working on this in their centers um we're working on a strategy called plug in and count on so that
035means if they see 6 + 4 they're going to plug in six and then count on four more that's a faster strategy than counting all of those numbers on their fingers um so we're also doing near double Stacks so that means if they see something like 5 + 6 we want them to think oh I know that 5 + 5 is 10 so 5 + 6 must be one more than that so we're trying to get them to use some more advanced math strategies um that's what we've been doing in our lesson so you'll see all of our centers are matching those things that we've been doing in class um so you're going to see four centers up here today in our class we rotate through different centers but of course there's not enough time
036to do all of that um but one Center that you're going to see is called doubles plus or minus one one they're going to be doubling a number and then either adding or subtracting one from that number they're going to do another one called spin and add that's where they plug in one number in their head and then you're going to see them counting on to add a different sum there's another one called drop the beans in that Center there are white and red double-sided beans they're going to have seven of them the number changes throughout our centers today it just happens to be seven um so they're going to drop beans and then they see how many red how many white and those are the different parts that will make the hole um and
037then the last entry you'll see is called match to get the hole it's a card game and they're trying to find today it's 10 it's not always 10 um but they're going to be trying to find the sum of 10 with pairs of cards um so you might be wondering what math standards you're going to be seeing today and that's something that's really amazing with math centers is they cover so many standards all in just one Center in fact there are too many that I could not stand here and read all of them to you today um but the one that you are going to see that is a main standard is onea add and subtract within 20 um so are we ready to get started with some of our centers okay so we have
038four of them up here and like I said we do rotate throughout these centers so every student sure that would be perfect thank you every student has done all of these centers um sure I so we've the already know team that's okay so our yellow group come on over here in our classroom we do that this on the floor is that okay thank you they're coming to play boys and girls just wait for Mr Daniel right I'm with you guys all right here we go all right so how do we play this game okay all right oh you keep trying to you got one yeah he [Music] could [Music] you get what he can use had these guys are here can you take can you take the twoos you with the six or is that
039you the [Music] make conratulations [Music] coming magic need need a one one say go ahead all right pull [Music] is come on oh my gosh we are so lucky what are you doing all right my friend let's go are you turn you got Z I got on [Music] [Applause] on all right than you for let me play it's take about 3 minutes for me to get [Music] [Applause] [Music] right [Music] three two one you did an amazing job first gr friends can you please put your cards down for a minute what does it look like so we hope that you enjoyed watching and learning how your students learn now at Cherry Brook School and how they are working on their play based learning through map and workplaces and in this area they're working on fluency
040of addition and subtraction but if you saw an older class you might see them working on multiplication strategies or around the 10 doing similar activities doing so I just wanted to say thank you very much for your time this is outstanding thank you thank you than you very thank you great job already [Music] hello [Music] just great so [Music] family thank you so [Music] much [Music] tonight see you thank [Music] you okay thank you okay so let's uh let's bring it back um I think the crowd was thin we are so interested so um Don would you please lead us in the um in the business managers report right so this should now foras as the end I we met with [Music] the9 ch [Music] so rum might not so that'll be on um something
041that will determine in the next couple of months child um and uh we are also this month uh later this month we'll be taking kind of a deeper dive as far as our expenses go uh we're having the schools encumber know what they need what they know about and that'll give us a better uh idea of where we will are going to see negativity and where we're going to see positivity so we'll come out in that some areas to watch I know our custodial supplies substitutes Kelly Services um utilities and Fu so we'll keep an eye out that and you know I know there'll be some more changes in the month of January okay so I I do want to point out um for those here and those online uh in um the business manager
042report regarding excess cost reimbursement so um you can see as you read that paragraph that um the concern is that the rate that the state had talked about that they were going to give us that we were all told we were going to get not just us but every other every other Town um it looks like it might be lower and why did that happen well as all the towns came in with their requests the state had budgeted x amount of dollars and you're finding their themselves short now Donna said there's rumors that um we may be getting less than than uh what we anticipated we don't know that yet today I fired off uh a comment or two to uh our state representative to see if we can get inside this because if they
043do come in lower if the state does not fund the obligation as they had originally said they were going to um we would be short at about $110,000 so um and it's no um no reflection on on the board or the budgeting process it's just that the state was waving the flag that everybody was going to get X and now because they did not budget correctly um we may we may suffer from that so I just wanted to plant that seed so that everybody knows there could be an additional shortfall of $111,000 now we we were conservative in our estimate I think the superintendent mentioned we had uh we had budgeted about 75% and it looks like they may come in at 70.5% a lot of times budgeted at 80% um so we we uh
044we took a more conservative approach but we still may get a a shortfall so we'll watch that closely we'll probably know more in the next 30 to 60 days uh it may be a question it'd be a great question for not just me to ask but any of our board members when our state reps are in on the 23rd to ask them and to press them for their help and assistance in making sure that those dollars do come through as the state had promised um so uh I just want to make that report Russell could not be here tonight he had a um had some pressing business so that's why I gave his report so um anything you'd like add to that Dr Gman all right so with that said any questions on the business
045manager report which we'll accept later Felicia were you were you going to say something I'm sorry no cdy Peggy's good okay so we'll we'll leave it at that all right uh next on the agenda is uh the assistant superintendent's report Mr Bishop thank you Mr Daniels a quick report tonight and something that I'll be uh providing additional information to the curriculum committee at our upcoming meeting about but it's in reference to uh we we had the opportunity to see current Cherry Brook students tonight this is about our future Cherry Brook students in the realm of uh kindergarten enrollment and the new legislative changes surrounding uh the entry date so as we as we know uh legislation from Public Act 23-28 has changed the the cut off birth date from January 1 to September 1 um
046along with that though in this upom year they have provided an opportunity for a uh a waiver process which must be created by districts we have a process that we have engaged in we are thrilled that the Canton Public Schools has um continued to be able to hold a very strong screening process throughout its history to better understand uh our students and better prepare for uh our population as we come and we'll be using elements of that again as we move forward um and use that to be able to uh inform families who may be interested in a waiver we'll will be sending additional information out to our community we anticipate this next week on all the dates for our process and uh we look forward to being able to go further in depth with
047the board at our upcoming curriculum meeting about those uh those elements of that screening process um but that's a for me tonight good good report thank you very much okay so that moves us to the public comment I I like when Mr Amar always says friends when he turns to student so at this point I'm going to turn to our friends either in the public or online any anyone friends that want to make a comment uh we just ask you to because the meetings AR along we ask you to re uh keep your comments to three minutes if you would please and uh if we think you're going over we may mention that but um does anybody have anything for public comment tonight either in the audience or online so if you're joining us online
048for public comment um you can go ahead and use the raised hand teacher zoom and I will call on you by your Zoom name nothing okay so I will close public comment thank you very much all right so I'll turn this back over to Dr Gman for the Cherry book Primary School continuous Improvement plan super thank you Mr Daniels uh the board of education at a meeting the other day at Cherrybrook primary school public meeting to discuss the continuous Improvement plan and Mr Amry is here tonight just to provide a brief overview of the continuous Improvement plan that is in your package for this evening Mr ammer thank you Dr Gman thank you Mr Richard Bo of members um as you all know uh this year we're working on six um goals um for our

051Education goals and he gave a lot of examples the other day to the board and when we were doing our walkth through and then within his detailed plan so I don't know if any board members have any followup questions or any of the board members that were not on the walk through the other day have any questions for Mr Amry or any comments any questions I I would say that you were pretty thorough the other day and to Dr Grossman's point the alignment is perfect you're you're right in in tune so thank you anything from you no I was just saying John how I love all the goals are so action oriented and um we enjoyed our visit it was great great being there at the school so thanks for taking us around and all
052the wonderful things that we s that support these goals thank you Mr Sol any other board member Joe yeah I I uh I this walk through unfortunately but I had a private walk through uh I guess it was yesterday uh and I have to say uh the goals are thoughtful uh measurements for them are clear uh that the the sense of leadership that Mr Amry has brought to the school or Vision he's brought to the school is really very impressive and it was a and it was an in there was a lot to ask to give me an extra hour of his time but it was a really really terrific hour and the the sense of uh uh quiet purposefulness in the schools and the classroom as we walked through is quite evident as well
053as the the uh relaxed and purposeful learning going on so thank you for that thank you Mr shler yeah it was very informative especially for those of us who haven't had students at Cherrybrook for several years so thank you for your time and it was very nice thank you Mrs Hayes okay ficia Cindy good okay all right thank you that was an excellent report he you did a great job tonight the kids were great parents were great thanks for coming out no thank you okay keep up the good one all right thank you thank you everyone thank you thank you was all right we're going to turn now to the budget and um there may be some board of Finance members on the line and um Mr stay but um I'm going to turn over
054to Dr bro super thank you for the board members that are online and the people that are public the the materials that are going to be shown are also posted on the the main uh part of our website under budget information right on the the front page so if you're not in attendance this meeting uh kir will be showing it on the screen but she will also it's also posted on our website so if you recall on December 12th I provided the Board of Education with the forecasted budget so what I'm doing it's don't one care there you go what I'm doing this evening is uh providing you answers to the questions that you received and I want to thank the board for submitting your your questions I'm going to go through them one by
055one and if you have any clarifying questions you're more than welcome to uh ask a roll right through these because you have the answers also but the first few slides on slide two I just want to remind the board again of some very important dates because we started our budget process earlier that I presented a forecasted budget meaning that the number that I provided last month is probably not the number that I'm going to land on when I present the budget on February 1 so we have review of clarification of questions tonight we have I'm going to also present to you this evening shortly our open Choice how we're spending our open Choice funds perspectively for next year we're going to have another budget workshop on January 23rd I'm going to present the administrative Budget
056on February 13th and then you can see the lists of budget workshop dates um when we have to submit the budget to the board of finance and all the way through so I would ask you to just please mark those uh dates on your calendar it's really important on page three just a reminder of what this chart is so this chart really is what I look at when I'm developing a budget and the the First Column of salaries Transportation health benefits liability oil natural gas and contracted Services just out of the gate just to remind you I am up 4.20 just out of the gate when you add in the special education increase it brings us up to 8.19 and then when you add some of the new things that we're looking at with Furniture
057equipment educational technology small cap new staff it adds another 3.5 to get us to a 12.4 then you uh subtract out the open Choice funds of 925 at that time 99 25,000 that brings us to 9.4 but on the bottom I shared with you that there's new Revenue that is going to be coming to the the town with the $350,000 of excess of Education cost share and then $850,000 relative to the revenue that is given to our that we're given for special education students from the the city of Harford so out of the gate I'm looking at at a 5.5 so that's the number that I am looking for looking at with the revenue that this budget is at 5.55 but I shared with you that 9.4 number just to show you that we're offsetting
058that with a revenue so let's go into the questions and and again they were great questions I'm going to read them and then I'm going to read right off of them it's the easiest way to do it what impact does the Thrive program have on the proposed budget for 2425 is the program fully funded have any savings been realized this year are there any savings likely for next year the impa of programs such as Thrive and learning lab are that they enable Canton schools to provide at least a restrictive environment for students with unique needs Thrive is keeping High need students in District which is decreasing the need to seek out placements the program has already save can and hundreds of thousands of dollars in two ways keeping kids in and then you could see
059based on the current in projective students the Thrive program is appropriately funded saving so far this year our $108,000 of bringing some students back and then we anticipate next year an additional $770,000 in savings of bringing another student back slide five are there any new unfunded State mandates for next year that impact the budget if yes please explain I'm going to preface this we've only chose four that are new mandates there are hundreds of unfunded mandates but these are the new ones an act concerning and you've heard this before an act concerning the implementation of reading models or programs this act stems from the 2020 right to read legislation and remains unfunded districts must either receive a waiver or adopt one of the commercial CSD approved reading programs so if you recall we are was
060rejected that we need to um get a a program not for next year but I wanted everybody to know for 2526 I anticipate the possibility of $650,000 added to our budget to develop a reading program to get materials for K through three so if I may interrupt you that's another question for our state representatives if you just Mark that down to say that is a unfunded mandate that's going to cost the town of Canon $650,000 if 1% of our budget equals $350,000 it's almost a 2% increase just on that alone correct I think that's a great question an act number two an act concerning resources and support services for persons with intellectual or developmental disabilities requires leas to extend the IP until the end of the school year in which assum turns 22 laas are
061also required to identify a transition coordinator by January 1 2020 4 in fiscal year 25 2425 it's anticipated that there will be $101,000 so with it going from 21 to 22 we're anticipating that that will cost us about $101,000 another one Public Act um 23167 provides the hbac air quality inspections and evaluations are now required annually by certified uh testing adjusting and balancing the Actos o requires hbac inspections every 5 years that is in our budget for next year that is in at $70,000 the menal dignity act ensures that all menstrating students regardless of gender age or ability of soci or socioeconomic status have the opportunity for safe dignified self-care that will cost us an additional that's in this budget $225,000 for that it's in this year that's in this one this year that will
062be for next yeah right for for for my forecast right right right sorry right correct next one great question slide seven what items if any that were funded by the Esser grants does the proposed budget include and what are the costs is it likely that some of or all of these expenses will sunset so what that means is what new what is in the budget that we that were new when we received Esser funding so what positions or materials did we not have prior to covid that are in this forecasted budget that were funded by grants but now we're in the operational budget so we added a 0.5 custodian that was sr2 $30,000 that 0.5 custodian is now in our operational budget educational software we increased by $46,000 when we were going through covid in
063on line we still have those software programs for additional 46,000 three tutors and support services in Paris for $69,000 summer school services that was all covered by a arpa ARP Esser for $40,000 our Communications coordinator point5 that is covered by $24,000 and that literacy specialist language arts at Cher Brook primary school is $105,000 so for a total of $315,000 that is in the operational Budget prior to us receiving s funds that was not in our budget does that make sense now the question is will they Sunset they could they could there's a few here that I don't think will sunset based upon health and wellness but if student achievement Rises we may say we need less tutor support but for 2425 I I would not recommend that we would eliminate any of these positions slide
064eight what impact has the lack of an English Department shair for the past 5 years had on curriculum selection of materials Etc The English Department chair position was retained by Dr Kidwell who was the English department chair before she became assistant principal concurrent with her assistant principal ship through the 2020 2021 school year Department coordinator duties were held by current staff in the Years following the part the department supervisor's responsibilities were to oversee department meetings and facilitate Department work evaluation of Staff occurred through current administrative loads in this time there were no new courses nor selection of materials the return of the English department chair will provide expanded instructional and evaluated support for teachers facilitate the material selection process for the department and complete curricular reviews and Lead Department improvements it it's been a big
065hole within our camp midd that's a critical higher I mean right I think that's Kim do you agree yep um okay Slide N ventilation upgrade to room 100 Music Room B what will this $2,000 entail and what has the issue been addressed last this room has been a storage room for several years this is right across from Mr Bono's room it is partially subgrade with an external fresh air take system the system will be serviced to ensure proper ventilation protection from weather and the air quality tested to ensure that air quality standards are met in order for it may be used as a classroom the room will also be clean painted and prepared for use right now it's just storage and it used to be a room that was used for instruction so we want
066to get from there then some of it could maybe go in the garbage um so it's say something could go in the garbage my have to look at it what is the timeline on slide 10 for us to hear when we receive any funding from the Commissioners Network Grant Mr Bishop and Mr Moore did a great job at curriculum committee last uh month explaining the commissioner's Network the C Middle School team will be preparing their three-year plan to submit to the State Board of Education on May 15th it is anticipated that the district will be informed within the month of June so on my forecast the memo you'll see positions that are earmarked for the commissioner's Grant we will put those in our application if we receive the funding we will fund those positions and
067that I'll be really clear about that after we're out of that Grant they should sunset for the purpose that student achievement should arise based upon uh what we have within that Grant number 11 under notables 2526 maintenance staff is a 63,500 for additional staff yes this is a new position to assist our two current maintenance employees having a third maintenance person would not only assist in completion of new and existing projects and maintenance but would also help to ensure adequate coverage when current conans are absent what I also learned in the past two weeks since I presented is that the town actually has a request relative um to this and remind you this is for 2526 this is not for 2425 um to really look at that Personnel that I'm proposing that it may help
068out with field maintenance and some of the things that they're doing with the the parks and everything like that so we'll work collaboratively with the town but we're forecasting this out for 25 26 is there potentially some savings there in terms of less overtime yes yes and not having to hire outside froup do things yes so we have to work with the the town that we propose it within our maintenance department to help out with the what you're talking about Joe they have a a position that they want to work on fields and different things like that so we may be able to kind of combine the two things but we are spending a lot as Donna said at our finance committee on overtime and coverage number 12 slide 12 or page 12 large Capital
069fund is the fire suppression sprinkler for the 100,000 for each school year 24 and 25 something that is being replaced or upgraded just looking for some additional information this is due to Cher this is for Cherrybrook for leaking issues within the current system our contractor has recommended that we plan for the system to be replaced in the upcoming years since the publishing of the budget document and dated December 12th we have received preliminary quotes on a complete replacement that are closer to $600,000 so we're investigating this as we go along and this is in the large Capital uh part which we will be bringing in the the forecast memo you have a page of capital Improvement I will be asking you to vote on that plan uh at our next meeting on January 23rd slide
07013 regarding the Panorama survey reduction if we go back to doing surveys inhouse how will be sure be sure for their accuracy well the Panorama survey provided Norm Norm School climate survey questions and out survey data the district will utilize surveys created to provide Community student and staff feedback relative to the National School climate standard and the district strategic plan so we'll align it with national standards and we'll input it in within a goog form you know how much savings that was 7,000 it about 7,000 slide 4 14 campus supervisor 1.0 for Cherrybrook primary school and CIS what is a job description for this position will be someone already on staff how will they provide a safe environment we have two camp we have a campus supervisor and a director security at the Canton middle
071school high school complex right now it's an established position the campus supervisor provides Safety and Security support by greeting visitors monitoring hallways and shared spaces and working in concert with School leadership and the director of school safety so the director our director of school security will oversee the campus supervisors at all the schools we also have one in the forecast budget for the afternoon time at the Canton middle school high school complex when school is out and there's activities in clubs and sporting events this is um a a position that is in our current non-certified bargaining group so when we have $220,000 that's contract so we're really going to have to monitor can we find individuals that have the background that we're looking for for Safety and Security to do these positions if not we're
072going to have to to look at this closely um this is a high priority of of this imminent stration what would you expect the campus supervisor at Cher book or the Intermediate School to do all day I would expect them that they're walking the hallways they're walking the the parking lot they're outside at the the recess field they're monitoring the the school school campuses and forming relationships with with staff and and students so they're they're going to be non-stop from 7:30 in the morning till approximately 3:00 at at CIS and approximately 8:00 in the morning till 3:30 at chb primary school so very similar to what our campus supervisors do here at the middle school high school but the the funding set aside for this for these positions was quite low if I am recalling
073it's aligned right now with our contract relative to what our current campus supervisors make at the hourly rate it's contractually so it's something that um the negotiating team is going to have to look at when we go through negotiations with the non-certified Union but that's what it is right now okay I just when I was looking over it I was it was unclear to me how we were going to be because it sounded like you were describing a full-time position and I wasn't sure how we were going to be able to to fund that with whatever it was like it's $20,000 so if you calculate the hours that they work at the rate that is listed in the the contract it comes out to approximately $20,000 y yep so that's something that we have to
074look at that if there's not a qualified individual that is out there we may have to come up with a different plan but that's where we are right now slide 15 is the increase special education budget based on the needs of our population or is it a projected number this budget is based upon the needs of our current students we do not budgetate for the budget for the potential of incoming students it's a real number are we legally required to incur the rising cost of special education services yes we are legally required to pay for student special education services however the access cost Grant does assist with the cost once it reaches the 4.5 times rate of our per pupil expenditure that's that whole excess cost that we're talking about 17 will there be any
075cuts to the programming districtwide in the budget at this time this forecast budget does not take into account any Cuts in programming however we will continue to analyze programs districtwide as we go through our budget process slide 18 if the board of Finance decreases is the board of education budget is there a prioritized list of what is cut first or is this something the Board of Education will discuss once the administrative budget is presented to the Board of Ed and the Board of Ed ask for a list of cuts if necessary this will be discussed during the Board of Ed workshops slide 19 how does the budget address improving student achievement going forward this budget directly relates to the Board of Education goal number one improving student achievement by maintaining and continuing to focus on
076providing students with gaps in their learning and the proper resources needed such as tutoring and intervention support 20 if the budget comes in at 9.50 or 5.55 what is the actual impact to the taxpayers in Canton it's challenging to make these decisions without understanding the potential impact on can taxpayers at this time we do not know what a 9.5 or 5.5 budget increase we'll have on the taxpayers in Canon this will be determined in future discussions with the board of Finance as they set the budget guideline for the town and the Board of Ed so they still have to look at the Grand list and what that means and so on and so forth so it's do to be DET y slide 25 this one's a new one fresh out of the State Board of
077Education last week how does the Bill of Rights that the Connecticut Board of Education pass potentially affect our budget for next year the Connecticut state board of education last week voted to adopt the Bill of Rights for non-english-speaking students a piece of legislation from the 2023 legislation that will ensure families understand that they are entitled to enroll their child in public education regardless of immigration status and receive translation services and important documents in their native language that's from the Connecticut mayor since this was just adopted last week we'll have to wait for guidance from the Connecticut state department of education on specific guidelines for implementation this could possibly have an impact on our budget there'll be some cost to this and the last question I believe what is the process or what is done to
078ensure all items in the budget are NE necessary fully utilized the budget process starts in September and from then to the present time a series of meetings are held both individually and collectively with administrators to look at the year's initial priorities planning and challenges administrators were asked to prepare the budget forecast recommendations and Order priority for the upcoming budget cycle as well as exterior years through 2029 detail conversations and itemized budget review have taken place for all administrators from small Capital items such as supplies textbooks and calculators to large Capital such as school maintenance and the need for additional staff the forecasted budget cycle is a transparent one with administrators talk openly about their school's needs for the upcoming year and for the next 5 years as presented in the forecasted budget memo on December
07912th and I'll take any additional questions at this time before I go into the open Choice memo those were the questions that were comments thoughts anybody go right ahead far away anybody online have anything that they want to bring up thoughts comments concerns I guess you did a thorough job the the next document and again we can come back we're coming back on January 23rd that people have questions and I'll um say how we could do that again the next document which is also online is what I'm calling the open Choice budget and each year the administration develops budget projections for the open Choice beginning this year excuse me we're going to develop open choice budget and the open Choice fund helps the can schools meet the legal requirement for Connecticut school districts to increase
080opportunities for their students to interact with students and teachers from diverse racial and ethnic economic backgrounds below you could see that the the district for the the 2425 year expects to receive $10,000 per enrolled open choice plus an additional 65 per Choice kindergarten plus additional Appropriations and entitlements uh to the program to be determined but in fiscal year 2324 we received an additional $37,000 our current ratio of uh open Choice students to total population is 6.52 which is above the the the threshold of 4% enabling us to receive uh more funds so what we're projecting you can see in the chart below for 2425 we're projecting 95 students next year for a total of $950,000 and I'll explain that in a minute um the the next number the 21,000 for additional appropriation for having less
081than 10 students um and then early Beginnings that is our kindergarten number various Chef grants so we're anticipating receiving approximately $1.1 million Which is less than we receiv received this year and that's just due to we're going to have less open Choice students and I'll explain that on the next page so if you go for page two you could see in the middle under fiscal year 25 this is what we're looking at doing we're we're losing eight students this year if you look in fiscal year 24 we're losing eight students due to graduation that's in the bottom on grade 12 everybody W with me if you look in 24 the last line on the bottom of page two we're graduating eight open Choice students we're projecting that we're only going to bring in if you
082go to the next line in fiscal year 25 we're projecting that we're only going to declare three seats for kindergarten next year everybody with me okay so we look at when we declare seats we look at current enrollment we look at what the class looks like the make up the the class so you can see we're projecting three for kindergarten two for incoming second grader one for fourth grade one for fifth grade one for sixth grade none for seventh and eth grade because our numbers are currently high already and then one for ninth grade so you can see we're going to declare nine seats next year and then what we project is the next column over is 95 students for next year what we also have done is projecting for 26 27 28 you'll notice
083we didn't declare any new students yet for 26 27 28 because we really have to monitor what our current Canton students are going to look like in the year so you can see if we don't add any new students when we graduate classes it goes from 95 to 85 to 73 to 65 anytime we go lower it decreases the amount of funds that we bring in so we have to really monitor that closely but the the days of the administration saying well we're going to take 10 kindergarteners every year you can't do that you just can't do that you really have to look at our out years of enrollment and canton's enrollment is so um at the younger grade levels we got to monitor that that really CL less and less uh families are choosing
084us we're on the outlier of uh of that area for parents to commute uh to have their child commute CRA is doing it better job in in recruiting um you know if you if you take a look at our greatest year in kindergarten was seven and and I doubt I mean it's more like three or two um so we're we're going to see a decrease in uh in funds going forward just have to remember that and I I think we share that with the board of Finance too because what's going to happen is things that are an open choice if we value and this is why I'm going to share the next one if we value the things that are an open Choice they're going to have to go to operational that that declining enrollment
085program Choice enrollment was across the state correct few years ago still they still there in the Harford area yeah yep are students opting to stay in Harford they are they are CRA doing a great job on their Recruitment and the things that they have y okay on on page three I'm not going to go through all of these but this is exact ly how we are spending the $950,000 you could see technology replacement and I explain what that is instructional materials special education pair professional this is where it's dangerous anytime you put um Staffing into the open choice if you don't have the funding one year what do you do so the the ultimate goal is to try to slide um Personnel into operational it it's just if we do that it increases um what
086money comes from the the taxpayers of Canton so we have um seven PA Professionals in in this uh fund kindergarten Paris technology contracted Services you'll see a lot of our Technologies in open Choice technology software technology new Equipment Technology supplies the Canton Academy that's for our alternative students at at the high school the the program that we have Safety and Security for our camera licensing at $155,000 technology infrastructure our cyber security our switches Magnet School tuition at $889,000 teacher Residency program we spoke about that that's $60,000 to increase the diversity in our teaching staff our open Choice liaison a $48,000 our open Choice after school coordinator for $4500 there was one other that I skipped I know I did no I'm sorry and then you can see our various grants of $144,000 we have the
087special education teacher in that we have two tutors in that our open Choice after school coordinator our community and uh Communications support offering meals snacks Community connections and then our partners for educational leadership that's $30,000 to do our district Equity teamwork and work with our community so you can see all that totals the $1.1 million so if you want to get transparent of how we're spending our money with open choice we just provided you the list of how we're spending every dollar with our open Choice funds the next page I I just thought this would be interesting for you of how the $89,000 of magnet school is this just provides you the enrollment um by year for all the schools that are in magnet schools that are required for us to uh pay for for
088any student that wants to go to a magnet school and that's supposed to be um we're supposed to not have to within the governor's budget there's supposed to be a an deescalation of the cost to local school districts because ultimately I think what Magnet School were uh originally proposed that it was supposed to be fully funded by the the state well it's currently not so that just provides you a list and then on page six it provides you uh the current tuition rate of what we pay for our interdistrict magnet schools through correct so what I would ask uh the same type of thing that if you have any further questions regarding the open choice and any other questions of what you've heard so far I would ask you if you can email Claudia Donna
089myself and John any questions that you have relative to what you heard tonight any other questions I have and we'll do the same type of thing we'll put it in a a slideshow we'll answer the the the questions and we'll come back on January 23rd so the meeting on the 23rd let's just look at this um so we can give kind of a date so um questions by the 18th by next uh Thursday no I would like them if we can by Monday for the purpose that it it takes us some time it takes us some how about by the 16th 15th you're I'll give you the 16th I don't want you to work on the 15th so the 16th would be great so if we can get questions in by the 16th of January
090yep questions on the open choice you want further clarification you want whatever you want any budget question right let's keep let's keep drwing down I think this is a great process I think this is so open and so transparent it seems much more productive it does and and I think for board members have been out for a long time I think you're learning something I know new board members are certainly learning something on this entire budget process so you know Kudos and well well done on this so thank you thank you any other questions regarding this or other things that you've heard tonight from the superintendent on regarding budget or um open choice okay great so let's go to uh the standing committee reports I kind of gave you Russell's Finance report which is really
091to to to pay attention to that reimbursement and that may create a another uh challenge for us but let's let's stay on that and as I said it's a good question for our our state reps and um as by the way as the superintendent went through this and you're taking off all the uh the grants and things like that that were eligible for um you know questions may come to your mind also that will be helpful for our state reps so let's let's go now to policy and uh Mr Shyer uh thank you Lou and thanks to everybody who participated by sending in their questions and comments on you part of the 4,000 series we work on that tonight thanks to Felicia and Erica who came to the meeting which was great begy always comes
092uh as a Committee Member uh that seemed to work pretty well it got everybody involved at least to a degree or almost everybody uh we didn't finish the 4,000 series it's just so much in it uh so we're going to pick that up at 6 o' on uh the 23rd again anybody's welcome there if you have any questions about anything we agree to have the last seven policies we're we're looking at in the 4,000 series The 5000 series is very long and and all our policies are important these are especially important they deal with students uh and there's a I said 34 of them so we're going to ask the same uh effort from everybody I will send you an email tomorrow the next day and uh you know assign you request that you look
093at four or five policies and get your questions back to to John and to me as soon as possible that's for our February meeting so we'll say by the end of January John is that good by the 31st you get the questions John earlier by the 31st and and and feel free to look at other policies that are particular ular interest to you I started trying to assign by interest what I knew you were interested in that was just driving me nuts so I just sort of did it in order but there's another policy that you think is particularly important to you please look at it please feel free to look at them all and mail questions on any of them uh but it was great to have so much participation uh in what you
094know pretty pretty long drawn out process we hope to be done by March uh I'm guessing the 5,000 series will take us uh probably two meetings [Music] uh and that's what I got thank you great report thank you any any questions for policy or how we how we're U going through this concerns thoughts suggestions all good thanks Joe okay uh curriculum with technology Erica please okay so we had our our last curriculum meeting on the 21st thank you uh Lou and Joe for showing up and offering support um the main focus of our meeting was the Kon middle school focus Plan update there is a handout that was passed out I was hoping to give one to each board member um so I think I can I will try and uh email that out did
095we email that to everybody or just curriculum we can make sure that it goes out to everyone since I'm just thinking since half you know several people aren't here we we'll send it out to everyone so that you can um see it's a two-sided um handout and uh that was mainly what we did we had uh Mr Moore there and he provided the details on the commissioner's Network process to date and the audit report uh he went over the um Act acony Taco that they use where they um go through four different areas um Talent academics culture and climate and operations uh the list who's on the committee and then we looked at strategic actions the data um for those of you who who already have this handout I just the only note I wanted
096to make on there was that 2021/22 was the year CMS was identified and then we talked about next steps and uh this what it would look like moving forward after um things progress um so and then in addition to that the other things we we approved the 2024 2025 program of studies and we reviewed the assistant superintendent month monthly report excellent and our next meeting will be January 24th we are asking people to block off 9 to 10:30 we may not need that much time but um that is what we're shooting for so I think that's it feel like I'm missing something but you please would you have more I know right yes oh I know what I was going to say the um for those who weren't at the meeting um we haven't been
097able to do our walkth through yet and that's scheduled for it's going to be Jen the work I think they were CL was talking to Lou today it looks like it's going to be January 22nd people are available and we're just confirming with Jeff um that if the the 9:30 works so you will know more this week okay so but for tomorrow for those who weren't able to attend the curriculum meeting that will be an an additional opportunity to get more information directly from Jeff on the middle school and how things are going great great report yeah hey any questions for curriculum anything you heard tonight that uh you want to dive into further okay great um Communications anything you want to report Felicia uh sure uh we had our last meeting on uh January
0985th um talked about the newsletter that came out in the fall if you haven't had o opportunity to see that you can go on the website if you click on District on the left and communication um you'll get you'll get to the Canton school's Community Connection the fall Edition um we've had an increase of guardian and uh parent um opting in we have 125 new people kind of getting communication you can also opt in anybody that's listening to the call or listening to the recording can opt in from a mobile um device by texting why or yes to 675-87 um some of the highlights for the next newsletter not only including literacy and math but we're going to highlight the Thrive program Athletics and then of course the budget we now have newsletter for the
099high school and the middle school on the website we'll also be adding uh Cherrybrook will also be made available so you'll be able to find those um under each school just really keeping the communication open with all the schools um the next newsletter opportunity of newsletter printing would be the date will be uh September 16th and um we're also working on some collateral for open Choice enrollment um just communicating that out to our community and lastly our next meeting will be uh February 8th at one o'clock February 8th um might I suggest on on twoa anybody that can make that meeting I I think that would be also a good meeting to start putting the underpinnings on how we want to communicate the budget what our strategy is for that communication how we're going to
100go about it so um I I wrote it down I'll try to make that at 1 o'clock is it at the uh central office us um it's it's usually virtual okay um so I I would suggest that we try to jump on that meeting the other thing is I think the board members have to be equipped at the proper time when when the superintendent's budget is is approved by the board we need um kind of a cheat sheet of bullet points that every board member so we're consistent in what we're saying out to the public so we're not misspeaking about certain things so uh it' probably be important to arm the board with certain uh points in the budget as we go forward so that can all come out at the uh 28 meeting but
101I think we have to at least start building our strategy going forward the other thing we have to start thinking about is the space situation and how we want to Comm communicate that out so I think you're going to have a very active um first quarter into the first quarter anyway on how we move forward so okay any any questions on communication or anything I just said no okay great um thank you for that report so let's go to calendar of events in your in your packet um you know sometimes we're not sure about all the different dates and you can now add uh uh February 8th in there 28 at 1 p.m. is a zoom meeting for um Communications um you can you can also add on the 23rd there'll be a policy committee
102meeting at 6 p.m. so you have the district events uh for January and February I know this is very helpful to me I appreciate it so uh any questions on uh District events for January and February or anything we're missing if somebody else wants the only thing I noticed was our board meeting is not listed the right so we'll make sure that gets on there too so I noticed looking at some of the dates that some of them are on Mondays or Thursdays are kind of odd days not not a typical Tuesday is that correct I ail the date with the uh with the weekday I heard some feedback that people like getting the reminder the morning or day of the board meeting with a link however I do know it is on the website
103and it can be accessed from the website um and I think staff also liked that reminder but I we used to do that right want to do again or not we used to do a reminder correct I love there was an email that went out that that should be that should pretty easy to do right K yeah just remind the day off to the community or could be an invitation from to the to the entire Community I think we should talk about that about the about the date of the meeting to the entire Community well is that what your suggest I think I'm not suggest she was saying it to the board oh well no no no I I was saying that people have in the community provide that feedback I'm not saying we should
104do it though I I think Jordan should yeah talk to you Lou about I'm just telling you what I'm hearing people asking that mentioning it the staff mention just because I'm saying that's what people are asking doesn't yeah it's in my opinion it's very clear when our meetings are it's posted the agendas are I'm sharing the feedback that's all yep and if they I would say if if people have concerns that they don't know when a board meeting is they're more than welcome to uh give my off off call can can we get this District events of January and February with with some of the updates that we just mentioned including having our own meeting Claud okay uh board member announcements does anybody have an announcement for the board any anything you think we should
105be aware of an event coming up um something you heard through C or anything like that no no okay um Bo action items any any action items for the next meeting I will say for the next meeting I i' I've talked to Dr Gman uh we haven't had a PTO update they can submit it uh in writing or whatever but I think we should stay close with our pto's um just to and and I understand some good things are happening or they've done some things we should certainly um we should certainly acknowledge what the pto's are doing there do there updates is there a link for updates on one of the sites or something that Felicia was mentioning maybe there's a link there that their updates go to I don't know that's something that we
106can talk with our PTO about they do have their individual sites that they maintain but we can gladly speak with them so some of those things the board should be updated on I you know I'm talking to Dr Gman about this they have done a wonderful job I don't know maybe Kim's been at CIS but they revamp the entire teacher Lounge there and furniture and painting and and PTO members came in and repainted a real surprise for the teachers I understand it really looks inviting and warm um but we didn't know that and we can't thank them when we don't know those things so we we need to get a better uh connection I think with the PTO going forward so Dr grman to work on that okay uh anything else for board action items
107no okay uh recommended actions uh the consent agenda so I um I'll take a motion that the um C Board of Education approved the consent agenda thank you Eric onor first second Joe any discussion no all those in favor I I online three yes is online all all yes is in the uh in the room here okay um and then uh the second the second motion we're going to need obviously you can read in your packet but with Bill Gyer G and Nathan being here we need to uh allowed Nathan to be the signer so uh I need someone to move at the Canton Board of Education appr approve the removal of William guer uh our prior finance officer is the check signer to all Board of Education accounts and add Nathan Amos finance officer
108is the additional signer on all accounts can I have a motion please thank you Erica second thank you Kim um any any uh conversation about that discussion no all those in favor I I online thank you very much and and then the final thing I'll just maybe Dr Gross would just mention this please yeah so what we noticed and I don't know how we missed it is that the Russia sha holiday was actually off by a day that the holiday starts on the evening um and we actually had it on the the wrong day so it's just a change so the the Calendar's in your in your in your packet if you will and I think that now falls on October third correct and it was listed as the second yeah and you could see
109that in the Shaded area so now we're we're uh we're changing that so I need a a motion to move to amend the Canton Public Schools 2024 2025 calendar and replac with a revision version due to an incorrect dat for rashash Shana observance thank you Joe second thank you um Felicia I saw so uh first and second any any discussion on that one no all those in favor I anybody's yet I on the board on the off thank you thank you and we'll send out a um new calendar this week to staff and families so I I just want to say that um I just feel the final comment of the night that that we are making so much progress on the budget at Cherry Brook primary school with CIS and even our high school
110which is you know quiet because there's not any issues but I I just think I I want to thank this board for what they're doing with policy and and and how this whole thing is shaping up so you guys are doing great work sometimes we're a little short-handed but you guys all rise to the occasion and I just think this is a you know this is a wonderful board so thank you and thank you Dr grman thank you uh Mr Bishop for the work you do thank you Nana and Nathan it's always great that you're here and thank you for attending the entire meeting tonight we appreciate youate so with that could I have a motion to can Board of Education jours it's January 9th 2024 meeting at 8:53 would that be about right good
