010your schedule for 11:15 it's usually a Friday and Saturday morning if you can't make uh Saturday if you don't want to stay overnight uh then just come down Friday is really the uh is where all the U uh information is really disseminated more than anything else so I just wanted to give the board that piece of information other than that there's nothing else from the chair any other comments other than to remind you that our next meeting is 1 n so last time we met was 116 it feels like I haven't seen any of you in such a long time but this once a month the board of education is going to one meeting per month it's the second Tuesday of the month and uh just so you know there's a calendar to be coming

011out with all the board meetings including the policy I mean the um the budget meetings that we're going to have going forward I want to make sure that we emphasize our budget meetings I know last year some folks felt that uh they didn't know certain things about the budget and we try to do as many open workshops to get your input from the public on our budget so there'll be a calendar coming out you'll get that from the superintendent very shortly and you'll see all the Board of Education meetings really wish that we could fill the room like this I think we have to honor the children more often uh to get this type of participation other than that that's it for me any questions for the chair okay let's move on to the superintendent's

032I'm actually I'm GNA call up Christy Johnson who is our language arts specialist at CIS and I will allow her to introduce um our teacher and our students who are here with us tonight boy hello thank you for having us I was going to talk first and then invite them but they're rearend to come down to the run so um I have Miss wasburn with me who is one of our sixth grade one of our exceptional literacy teachers at Canton Intermediate School and a crew of sixth grade blue team students who are going to be joining us today as we showcase our school I'm going to just lead with that but if you want to come down to the rug and set yourselves up I'll chat while you're getting comfortable okay right um so thank

033you for having us as we highlight Canton intermediate school with you tonight we do want to take some time to also celebrate the work that we do around literacy each and every day in our building our goal is to support St students in building their reading skills but more than that we also want to work on building our identities and our habits um to become more competent readers lifelong and so one way that we support this goal a can't Intermediate School is by having students participate in interactive read aloud multiple times a week um reading is hard it's complex there's a lot that goes on in the brain all at the same time um not only are you decoding the words on the page right but we're also thinking we're predicting and analyzing and noticing

034patterns and considering word choice and the list goes on and on and we're doing it all at the same time um when we read read aloud to children when we decode the words fluently for them we remove an enormous piece of the cognitive load and when we take away the pressure of decoding kids minds are freed up to think more deeply about texts and when we read aloud to students we also ensure that all students have access to high quality um complex texts and that they can really dig into the thinking work that is part of reading as well um more than simply just reading alloud them interactive read aloud is just that it's interactive and so our teachers are really planful and intentional as they plan for these interactive read alouds each week they're

035thinking about considering how to model their own thinking facilitate talk between peers um they're encouraging students to write about reading to explore ideas and even act out parts of stor so that we're thinking in more playful and creative ways during the day um these interactions with the text obviously are going to build deep comprehension but really more than that this is a joyful pocket of time in our week in our day where we're building a community of readers and we're really sharing in the power and the magic and the joy of of a story and so tonight we're very excited to be able to engage in an interactive read aloud with you and I say with you because I'm about to ask you to stand again um and I would love for you to come

036join us on the rug Board of Ed members um there are some chairs available if the rug does not suit your fancy but we'd love for you to partner up with students one of the best ways to really understand the impact of interactive read is to engage in it so thank you Mrs sure absolutely I'm if I don't get up thank you for joining us um so we are going to be reading today carela full of wishes it's written by Matt De laena illustrated by Christian Robinson so readers we know anytime we read there's a lot to think about right um today we're going to practice some of that thinking work we're going to think about our characters maybe their relationships we're going to think about setting we're going to think about themes these are

037all things been practicing in class so be mindful of that as you listen Carmela scooted along the uneven dirt tap watching Men stoop to work with their hands her birthday bracelets jingling and jangling the thick Greenhouse air smelled of marigolds and overturned Earth and fresh manure Carmella knew exactly what manure was but she didn't want to think about that not today so already I'm starting to notice things about the setting right the author sets us up for the setting right away so I'm starting to notice what kind of place is this I'm going to take those thoughts with me as I read today she awoke to candles in her pancakes and her mom Sayang happy birthday to you and told her go on me I'll make a wish but Carmela's wish had already come true

038she was finally old enough to go with her big brother Carmela followed as he cut back onto the street at Freedom Boulevard past the crowded bus stop and fenced off repair shop past the old folks home where two hunched old women waved Smiles past the huge Home Improvement store where her dad used to stand around weekend mornings waiting for work so now I'm starting to kind of grow my theories about the setting seems like a very vibrant City I'm starting to think about my character's role in this place it seems like my main characters have a lot of Independence here seems like a place where people work really hard Carmela tried to make small talk with her brother as their metal cart rattled but her brother didn't make small talk back he didn't want her

039tagging along too bad she told him with her glare okay so we know authors use figurative language and some figurative language right here is small talk small talk is like kind of unimportant um trivial conversation that you have with people sometimes to kind of fill space can you think of a time where you've had Small Talk turning talk to someone near you when have you had Small Talk readers back up here so I'm hearing the elevator we definitely have small talk in the elevator when you meet someone new I heard somebody say the ski lift you're on there with a stranger another piece of language that popped out at me right there was when she says she told him with her glare show me your best glare do we look at our siblings like that

040sometimes just outside the laundromat she picked a lone dandelion growing among the concrete Leeds she pulled a breath and leaned toward the fuzzy white bowl but just before she could blow her brother buted in did you even make a wish you're supposed to make a wish everyone knows that of course I made a wish she told him but it was a lie Carmela didn't know now we've talked about when characters feel a certain way and do something different so keep that in mind I think that's happening here at carel Carmela helped her brother sort colors onehanded helped him load the washers one item at a time while their clothes spun Her Imagination turned each new thought ushered in by a jingle of bracelets okay there's those bracelets again right we saw those at the beginning

041of the story what's a theory or an idea you might be growing about what those bracelets could maybe represent or why the author is telling us about those bracelets again turn and talk I'm hearing some of you say they they're clearly important to her right because we're seeing them again maybe they might represent hope those are some good ideas her brother found the sound annoying and shot her a dirty look too bad she told him with her glare glare again she jingled her bracelets as she rode up to Miss Maria's vegetable stand imagining a machine built into her bedroom wall one that would spit out anything she could think of but mostly candies she jingled her bracelets in line at the locksmith shop imagining her mom sleeping in one of those fancy Hotel Beds she

042spent all day making for fancy guests she jingled her bracelets at the bodega down the block from their old apartment building imagining her dad getting his papers fixed so he could finally be home okay so authors often repeat objects we talked about that we're thinking about the bracelets we've read a little bit more you're probably growing that theory a little bit what do you think those bracelets could symbolize we talk about symbols in class right like something can represent something else I want you to stop and jot on your sticky notes what's your idea about these bracelets what could they possibly symbolize and you can share your posts with your partner got lots of [Music] [Laughter] [Music] any I don't know how to do oh boy thank [Music] you good okay we're just hold onti

043good ideas there let's keep reading she jingled her bracelets outside the pharmacy eyeing the shiny new bites in the window her brother stopped in his tracks why do you have to be so annoying she drummed her bracelets at him and said it's a free country the only time she didn't reach for her bracelets was when her brother ducked into his friend's house carela slumped down on the curb silently imagining all the things she could turn him into the slimy pink tail of a rat a cockroach scurrying away from the light a wheelbarrow full of manure left in the sun you would never wish she stared down at the dandelion in her hand it seemed so much more important now that she knew it was a place to put her wishes what if she made the

044wrong choice okay there's a lot going on at this point in the story right we're thinking about symbolism there's a lot going on with the character's relationships and there's some problems going on I want you to choose one of those things and turn and talk and share your ideas symbolism character relationship problem share your thinking I yeah up here so I'm hearing some of you talk more about the symbolism of those bracelets like maybe it's representing her hope some of you are talking about the character's relationship that it might be changing and the problems there's some really big problems right kind of Weighing on her the dad's not around and we've got right now in her face problems kind of wondering what she does with this wish right so there's different levels of problems going

045on in this book Carmela tried to hop a curb on the long trip home but her tire caught and her handlebars twisted and she went crashing to the concrete don't cry don't cry don't cry but then she saw her dandelion crushed beside the drain she looked up at her big brother warm tears rolling down her cheeks he lifted up her scooter you okay she shook her head and pointed my wish you might be noticing a big change in the relationship here turn and talk what are you [Applause] noticing all right back up to your readers I'm hearing a lot of you no that it's a typical sibling relationship with things that don't matter a lot what I was hearing over here but when it comes down to it we're seeing this other side of the

046big brother that he can be really caring and thoughtful he took her by the arm and led her back up the block past the laundromat and the flea market past the green houses and the smell of manure past the overgrown Park and across the train tracks he didn't stop until they made it to an abandoned Farm House near a cliff overlooking the sea close your eyes he said Carmel closed them now make your wish he said Carmel listened to the ocean hum in the distance she listened to the salking birds she listened to the wind whistling past her ears I love that language right there with the wind whistling past her can't you really picture that then she opened her eyes she saw hundreds of tiny white spores lifting into the air floating out toward

047the far off surf the sky was full of wishes let's go her brother said don't you want to know my wish she asked he shook his head if you tell it won't come true she looked back one last time then took off her bracelets and followed her brother home okay so we know when we finish a story we usually try to think of like what's the big lesson the author's trying to teach us right what are some themes what's a universal theme that the author might be trying to teach us with this story turn and share your [Applause] life some good ideas wondering why she took the bracelets off thinking about the brother and sister thinking about wishes right there's so many wishes out there you don't have to have just one these are really

048really good ideas can you read the sequel yeah what happened next so as we aim to support reading at Canton Intermediate School I hope that you feel today how interactive read aloud that structure is one way that we're getting after it in terms of not just supporting the skills that our readers have to think deeply about text but also to build a community around books and to spark joy and build identity around wanting to read and to become lifelong competent readers J thank you job on your way off the rug as you work your way out we have behind us a jot lot this is um where we put our poits at the end of read aloud and it's just a tool that teachers use to kind of see get a pulse on how students

049are thinking about their reading so as you leave feel free to pop your post it note up on that that jot lot there you see some nodding heads you're like I thank you thank you guys I may go the long way so many of our students that are here tonight are performing tomorrow night and Performing Thursday night um in the concert so after they have their jots added to our jot lot I think I'm going going to invite them to go home so that they can rest up and have a productive day tomorrow and knowing that we have a couple late nights later this week thank you everybody thank you so to all board members while Mrs Corto is um setting up I've been around a long time and I don't think I've ever seen

050a Bo education interact with students as much as you're able to do um so that's really good Mr Daniels and I are are working on a workshop for cave next year on how a board of education interacts with um student population in the staff so Mrs CTO tonight is just here to give a brief summary about her continuers Improvement plan we had a a focused me meeting on our continuous improv plan at our last meeting that was in the schools but we asked her tonight to uh go over a summary report you have the continuous Improvement plan in your packet and just another opportunity for you to ask question so Mrs courto thank you um yeah so I'm going to review our goals and our action steps really in a summary view we've spoken to

051them or spoken about them quite a few times now um but feel free if you have questions I i' be happy to address those our first goal um is around student growth and achievement this is our academic goal focused on math and language arts performance we will use two standardized measures as our primary indicators of success we have our esac that's administered one time a year and our star assessments which are administered a minimum of three times for students um our action steps towards this gooal really do all boil down to no knowing each student academic skill abilities and their needs with a really high level of precision to those needs and then providing high quality instruction like you saw just a few moments ago um to match those needs whether it be in a

052whole class a small group an intervention or one toone settings our second goal is focused on communicating to parents and the community the great things that we do at CIS um and also creating opportunities for their further involvement we are encouraging parent and Community connections with the school um in the areas of social emotional and academic activities that are happening at CIS our third goal on financial stability and efficient operations is really long range planning so that we can ensure that we are supporting student progress towards the vision of the graduate this includes action steps such as studying our classroom environments um our class sizes creating PD plans for staff so that we can meet the current needs of our students and anticipating our future needs of our students our fourth goal on the learning

053environment and belonging reads that Canon Intermediate School will create structures and staff professional learning opportunities to ensure student social and emotional well-being and these structures include many things related to our schedule such as morning meeting closing Circle recess and advisory our professional development for certified staff is centered around classroom responsive classroom and the Desa while our non-certified staff are engaging with the edert modules this year in service of our embracing diversity goal our fifth goal we strive to continue our work towards our equity strategic plan that I've shared with you in previous years we continue our study and our implementation of Highly Effective instructional strategies that support all students read aloud being one of those examples and lastly our goal around Workforce Development I've spoken about PD as action steps for several of our previous

054goals the focus of this final goal is expanding the repertoire of all staff again this includes Desa edser in responsive classroom training um not previously mentioned PD is our investment in increasing the number of staff that are trained in the implementation of structured literacy interventions that's a big focus of ours this year many of the action steps for each of our goals overlap um and each goal supports others within this plan um and really is serving as our guide for this school year teachers and Department Department leader goals are aligned with this plan this really does represent our focus and our work for the year I thank you as our board of education for your support um as we work towards these goal throughout the year and I'll be excited to share back to you

055in the spring our progress I'm going also thank you for the opportunity tonight and that we had a couple of weeks ago to share these goals with you at that if there are any questions about any of our goals or action steps I'm happy to answer them now any questions you can see how these um Cascades down from our goals through the superintendent through the administrative staff which I think you've covered beautifully and thank you for that any any questions regarding that you see the linkage everybody good yeah I think it was helpful when we did the oh was extremely helpful i l like the procedure of how we visit the school and then she's able to go more in depth and those that are there able to ask questions then uh Ryan or Cindy

056or Felicia any questions for you on this no good okay just a quick comment that I I said it though when we were there it was a very very worthwhile two hours we learned a lot about your school your your goals are pretty clear how you going to implement them and evaluate but clear but what I found most impressive but you could see evidence of that we're only in each classroom for five or six minutes you could see evidence of that uh in each one of those classrooms that there was a some real uh effort and the consolidation to make sure that the lesson was attached to one of the the goals and it very impressive you you said something to me when we started the day that you want the students to have fun

057and want to learn and and that theme came across as I went in every classroom they were uh engaged they seemed excited they seemed um you know really um focused so I I think I think you're accomplishing a lot so thank you thank you thank you Dr thank you for coming appreciate it thank you very much thank you for that exercise that was no you know we we've never I've been on the board for a number of years and we've never had that kind of granular look in how we're educating our children and that was so meaningful so thank you thank you for having okay yeah we are going to go back to um showcase schools right we did that what so what are we on businessman oh I'm sorry Don how are you I'm

058good how are you I noticed you didn't get wck down there on the floor with everybody no you were Brave I would able to do it all right uh don is going to give us a report and then Russell will give you the overview of the finance meeting today okay so I did the finance committee this morning and went over in detail uh but I'll just do a quick summary here um the end of the year forecast is we forecast to be at 31 m999 N4 which is unfavorable to budget by about 163,000 uh but we are better month over month um by about $4,000 there was a few changes in the month over month uh one of them was you'll see in certified salaries uh it did go up uh uh to a more

059a little bit of unfavorability to the tun of about $40,000 and that's because we were able to hire an SLP um that we didn't think we're going to be able to hire earlier in the year so you're going to eventually see an offset in contracted services for that amount uh or for for uh for that position um as far as the month over month um the transportation and regular education we have a reduced run there so we were able to save uh $44,000 uh on that line item and that's next to to the $4,000 in favorability you'll notice um two two uh things to note is uh last week I was able to send out our Harker billing and uh as far as an estimate goes uh we do an estimate uh around December 1st

060the final billing is in Spring uh but the estimate so far could change um so far is going to bring us in uh about the 800 ,000 Mark which of which 300,000 goes to the town and then we would ask back from the town the 500,000 uh we also um completed our excess costs again this is something that we do an estimate for this time of year by December 1st um and scw it up uh later in the spring uh but right now our estimate um our budget was $87,200 we're expecting right now at this point in time to get about A2 $250,000 more than that so um that brings us to the uh ending of 163,944 [Music] over um the committee also looked at the current facilities rates that Dr Gman brought up for

061us to look at and we decided to keep them where they are for now but T the superintendent to look at them over the next year and evaluate them at a later time uh we also looked at the preschool rates and I believe at the next meeting we're going to get rates compared to the other neighboring towns we can look at them further Dr Gman will present the high level budget forecast in a little bit and we discussed that and then we looked at the enrollment projections um for the newest enrollment enrollment projection study and it's still showing the similar bubble to the 25 26 year Cherry Brook um and then as discussed previously by Dr Gman um there's going we discussed the RFP that's going to be going out for the architect for the

062space study at chry gr which will happen in the January building committee meeting great any questions for Dr Gman Mr Bush or M mowy on the finances okay thank you for those reports uh at this point I don't know if there's anybody here for uh public uh comment the reason why we do public comment later in the meeting is because as you can see there are reports that are given out and we like the public to be informed on those reports and then if they have any comments so we uh I know some boards do their public opinion or public comment right in the beginning um and I'm sorry that it took an hour to get to the public comment but um I think it was well worth the time so if anybody is here

063for public comment now is the time no anybody online for public comment if you're joining us online tonight you want to make public comment you can go ahead and use the raised hand feature of zoom and I'll call in you by your Zoom name nobody okay well thank you then we'll close out the public comment thing part of the agenda and we'll move uh old business there's none John I'm so sorry assistant superintendent report I'm I'm just moving things right along all right that is all right that is all right I just have two quick things Mr be able to share tonight thank you chair Daniels uh the first we've been talking about uh the literacy legisl in the state we did receive word from the state that we have what's called a transitional waiver

064um that in essence means that they have applauded a lot of the good work that we have done yet to date and we have a little bit more work yet to be able to move forward with we had a meeting with uh State Department of Education Representatives on Monday and we expect to be able to have more information to bring to the curriculum subcommittee on our 21st uh on our meeting of for the 21st and then some exciting news in the uh realm of mental health uh the state has done a wonderful job of funding some uh new centers which are called urgent crisis centers um and they are designed to be able to support families and children who are experiencing behavioral crisis but not requiring the emergency department level care it's it's an effort

065to be able to um pull back from the emergency uh services that are are typically used and provide more timely support for uh Children and Families the regional office for the UCC as they're called uh for Canton is located at the village on Albany Turnpike in Hartford secondarily the Farmington Valley Health District has secured a wonderful resource called credible mind uh this this uh resource is free to our community it is a digital platform which provides expert curated and scientifically backed mental health and self-care capacity building resources in the Arenas of mental health it also includes a number of additional resources available via phone for uh additional um consultative or Counseling Services as well provided by the faran Valley Health District uh we're grateful for the state and our region and their ability to step

066up and step forward with support in this Arena uh I will be working to create a Community Connection video with Justine Ginsburg and a representative from the UCC at the Village regarding this information to send to our community so that they can be better aware of what is presenting for them given these new options we will no longer be participating in the hmsa Services as of December 31st any questions out of my office any questions for the assistant superintendent good report John thank you very much all right at this point I can uh move to normal business so we go right to the U right to the budget right forast forecast all right anybody want copies so cop we all set yep any more of these so what's that we have any more of these

067power points there there should be plent did they make your way down should here no I have mine I have one there's plent okay see there's plenty I don't know where the C are but there's plenty so okay so thank you Mr Daniels so this evening I will be presenting a forecasted budget I want to remind the the Board of Education and the community that this is not the what is good practice is as I've been saying since I arrived in Canon is to make sure that we're very transparent in the budget process and communicate where we are when we are budgeting so I'm going to ask you board members to really stay with me in the community to stay with me I presented you with two documents tonight the first one is a slide

068deck that has the Ken Public Schools forecast the budget and then the second one is uh a memo that is written from me to you all these materials right now are on the the front page of our website so anyone that is online you will be able to follow along through the screen but you can also go on to the the website and it's under uh updates under budget so both of these documents that I'll be talking about and referring to tonight are on our website before I begin the forecast budet I'd be really remissed if I didn't thank the administrative team and the the the teachers that provided the the the central office and the super inant with information regarding funding this is a brand new process for this administrative team and we started

069this process realistically right when the administrators came back um to school in uh July and August I i' also be remissed if I didn't thank um Mrs mikowski for putting the the numbers together and being able to get us to the place that we are this evening and to Mrs nardy who put all the the the final documents together it's really important for me to share that I'm going to give you a lot of information tonight and it it's really imperative that you kind of tonight just sit back and you let me go through with what I'm going to try to go through at the end I'll give you an opportunity to ask some highlevel questions but the goal will be for you to submit to the central office through Donna Claudia and myself and

070John to email us questions from now until a date that I'm going to give you in a minute and then what we'll do is we'll come back at our January 19th we'll take about 25 30 minutes and we'll answer each one of your questions and I'll explain to you what that looks like the first document that I want to go over is the first page of the slide down deck that has the dates these are dates that I feel whether it's online or in person I feel it's really imperative for Board of Education members and administrators to to be present these are dates that I will also be communicating out to the the public and I'm going to quickly go through them December 12th I'll be presenting my forecasted budget what I'm asking you to

071do by December 30th Is and Claud will keep keep emailing you reminders is to email Donna Claudia myself and John any questions regarding what you hear tonight by December 30th that it gives us a week and a half before the January 9th meeting to put together a slide deck to answer your questions and we will do that in public so you can see on January 9th I will do that on January 9th I'll also review for you the open Choice Budget on January 23rd when we have our legislators attend our Board of Education meeting uh we will also have a budget Workshop that if there's any questions that are on the open choice in our forecast budget we'll talk about them on February TW on February 13th I'll present my administrative budget so again what

072I'm presenting you tonight is the forecasted budget where I am on December 12th and then the next several dates are the budget Workshop so I would ask you to put them on your your calendar with the the final Board of Education presentation which Mr Daniels will make to the board of Finance on March 20th and then if we need to we'll have a a board of education uh Workshop dependent upon if there's Board of Finance reductions and then of course the annual budget hearing on April 22nd and the budget referendum on the the the May 9th what's really important is for us to collectively make sure that we have a budget that reflects where we are at this moment in time so if you go now to the memo the memo that I I gave

073you I just want to kind of summarize how we got to where we we got to so this document is a forecasted budget and what we're looking at is really looking at five years out the way that we need to budget is things shouldn't be a surprise to the board of education and it shouldn't be a surprise to the board of Finance so what we're looking at in this forecasted budget is fiveyear expenses as well as looking at fiveyear projections for small and large Capital funding the budget projections are accompanied by an enrollment report so if you go back to your slide deck your enrollment report on page two in the slide deck you can see the most important um rows are the the back the bottom two rows and looking at our projected total

074enrollment so you can see that we're at 1483 that next year we will actually decrease by eight students but you can see in 2526 we jump back up to 1495 and then we hold steady for a couple years and then we Trend downwards and and I'll talk about that in a little bit so our projection enrollment is really spot on with where we were in the spring and where we are right now we had two studies done in the spring and we had the same two studies done uh just this past fall and we'll continue to do those enrollment studies now if you go back to the the memo I want to let everyone know that our budget on page one is grounded in the Board of Education six goal areas of student growth partnership

075and Community engagement Financial stability learning environment and belonging embracing Equity Workforce Development the forecast budget provides a preliminary look at the administration's initial priorities planning and challenges in fiscal year 25 I just want to let you know our financial challenges including the rising cost of contractual obligations the transfer cost of Esser Grant to operating budget educational technology cost of small capital capital projects as well as the increase in expenses to special education but the district has worked also really hard to realize efficiency wherever we can so what does that mean so if you go back to the slide deck this is where this is what I would call where we are as a district on page three and this is a lot so I'm going to take you through this and then I'm going to

076give you the backup of where this came from so this is the forecast fiscal year 2425 forecast budget what I appreciate is if this is pretty much in line with what we shared at the tri board meeting so if you look our fiscal year budget where you start is where we were in fiscal year 24 at $31 million close to 318 our salaries alone is $735,000 above where we are spending this year which is 2.2 2.26 increase over where we were last year transportation and fuel of 006 health and benefits which is approximately a half a million dollars which is a 1.57% increase over last year liability insurance of 04 we did lock in at a very good oil natural gas electricity rate that Donna is actually projecting we're going to see a decrease relative

077to um locking in contracted Services going up3 so if you just take the salaries Transportation Health liability oil natural gas contracted Services which I would call fixed costs those are fixed costs just to go from what we currently have this year to what we have next year that out of the gate is a 4.20% increase right out of the gate then if you add in special education and the net of excess costs is already taken out we're up approximately $1.3 million you may be saying how could we be up $1.3 million remember we're short approximately $931,000 this year in special education that was not budgeted so I got to account for that in the fiscal year 25 uh budget so right there that in Al loone is a 3.99% increase over this year's budget so

078if you take the 4.20 and the 3.99 that's an 8.19 right out of the gate fix cost in special education is an 8.19 per increase now go down below you take the dues fees inspections up 04 supplies I've been saying since I arrived supplies don't drive a a a budget .11 maintenance upkeep up. 41 furniture and Equipment 75 educational technology it is up 1.18 tech services up7 and a new line item um is of small Capital which I'll explain in a minute is up .27 you take just that that's 3.54 so that is a 12.4 increase and then this the administration proposed some new staff that equates to 23,000 67 you take all that that gets you to a 12.40 then you have to net out what we project for our open Choice funding of

079$925,000 everybody with me so far that would get us to a net of a 9.40 budget then if you go down to the bottom and these are the things that needs to be discussed from now until the the superintendent presents that's why it's good having a forecast budget because there's discussions that need to be had before the the superintendent presents the final Administration budget but with the governor's budget there is an increase to the education cost share Revenue that it'll be new Revenue to the town of $398,000 which within this number is a 1.24% and within that education cost share and I'll share this in a few that there are some things that the governor expects to be an operational budget that it is offset by this money that is coming in this new money

080of Education cost share increasing us 3.98 and then as we said earlier in our financial report there's an anticipated harer revenue for special education services that we buil back Harford at an $850,000 which equates to 2.61 so right there if you take those those two numbers that's a 3.85 if you net the 9.40 with the added Revenue that is coming in that is truly designated to the school to the school but Revenue to the town it brings it to this number to a 5.55 so we're playing right now with two numbers a 9.40 but when you look at the revenue that is coming to the town due to education an increase in the education cost share of 398 and then 850,000 you you net out at 3.85 so right now we're around at 5.55 at

081this moment in time do I expect on February 13th to me for me to present a 9.41 or 5.5 I don't I don't I think there's a lot of things moving Parts feedback that will get from the next several meetings before the administration um presents the budget could it be higher it could be things could happen within special education things could happen within um things that health insurance could go up it could go down those are all moving targets but right now this is where we're at so before I go deep into the memo if you look on your last page of the slide deck this is an example of what I'll be looking for and what I will be presenting to you on the January 9th meeting so let's say one of you had

082a question and it says are there any upcoming Union negotiations in the next two years we will write the answer yes par and custodial unions in the spring of 2024 and administrators and secretaries Union in the fall of 24th there's the answer to the question I'll go to the next question that so each question will have its own slide if there's 20 questions we'll answer all 20 questions at the that Board of Education meeting on January 9th that's why it's imperative for us to have your questions by December 30th because I I just don't think it benefits us to have rapid fire questions on January 9th and me saying I'll have to get back to you it's a very unproductive use of your time and a very frustrating use of administration time so now let's

083go back to the memo go to page two I'm going to quickly go through page two at this time we don't anticipate any retirements our health benefits that is factored in is utilized at a 9% uh rate of increase that's the same rate the town is using our transportation goes up 2.5 plus we had to build in if you remember we're riding a $45,000 negative to the preschool uh Transportation so we have to build that in to next year we got to make sure that if we're riding a loss this year we build it in to next year so it doesn't happen again salaries that thanks the the Board of Ed did a a great job with negotiating a a fair contract with the teachers with the this forecast budget includes uh the step advancement

084one step and a 2.5% increase at the top step 3% increase for administrators 3% increase for secretarial and as you know we're negotiating with uh our non-certified in our custodial utilities water and sewer increases 12.5 but we we see some other savings as I mentioned special education as I mentioned before I need to pick up the gap of the the almost a million dollar that we had from this year into next year that's why there's an increase of 3.9 maintenance in facilities there's additional funds in this forecasted budget allocated to grounds additional 37,000 in building maintenance not only to maintain and but also improve our Aesthetics that's been very important to the board of bed furniture and equ equipment is up 84% due to technology equipment that was in the past ordered from Grants and

085some of it in the open Choice funds educational technology as I mentioned enrollment is going to be down next year by eight students not enough to decrease a section in in anywhere especially when the next year we know we're going to be up an open choice I I think it would be way too difficult tonight for me to go over this forecast budget and then show you how we're going to spend $950 ,000 so we'll show you at our January 9th meeting how we're recommending that we spend the $950,000 chart three we went over chart four uh page four this is uh again the enrollment and then the middle chart on page four is your operating budget projections this is the most important um chart that I think that a a board of finance and

086a board of education would want to know that this school year this is our history of 3. uh3 6.3 7.9 which was approved um this past year we're projecting a 9.58 um but again we should be putting in that chart that even though fiscal year that's actually wrong it's not 9.58 it's actually um 9.4 uh Z that four chart in 2425 that's an error it's 9.40 and then the the next chart we're projecting out that in 2526 um it could be 6.24 and then we'll see a dip in 26 27 to 3.88 and then another dip in 2728 down to 3.77 again these are estimates of where we are forecasting relative to uh where we are and then you could see the next chart is our special education budget history you can see in 2223

087our budget increased 20% in special ed 20 almost 26% 23 24 and then 19% in for 2425 now page five really goes into uh the detail of what's in um this forecast budget so from a staffing standpoint you're going to see that the Administration has proposed a campus supervisor that will help with safety operation and oversight at Cherrybrook a lunch recess monitor at Cherrybrook for $10,000 kindergarten srbi pairs right now we have three kindergarten pairs in our kindergarten classrooms this is to get it back to where it was when we had six but that's going to be taken out of our open Choice Grant I just wanted to list all our staff down here campus supervisor at Canton Intermediate School to help with with the safety of8 an open Choice after school care coordinator that's

088not in operation but will be out of open Choice funds and our academic and social support as we know that we're struggling in student achievement in the area of math and English at the intermediate school so we're requesting a tutor of $20,000 the the mental health of our students is so important and we feel that there's a a gap for our Middle School students that they need more emotional social emotional support of 43,000 we're hoping as you know that we're Commissioners Network School of getting those funds from the Commissioners Network ramp math English language arts tutor at CMS we're hoping for 20,000 we'll get that out of the Commissioners Network Grant several years ago the prior Administration cut the English Department share at the middle school in the High School uh that's a very important

089department to have um leadership there that is 50,000 unified arts department coordinator for 3500 that would provide organizational leadership for art Tech and PE we have no supervision for our middle school and high school students after school so we put in a 19,800 uh supervisor field hockey coach or field hockey program at the middle school is growing um so the Administration is recommending another field hockey coach the athletic department used to have a athletic department secretary so this would provide the athletic director with secretarial support it's been six years since we five to six years since we've had this support there an Extended year coordinator for pupil services to oversee summer vental developmental needs for our special education students the next one in occupational therapist that's actually cost savings that actually would be approximately $75

090to $80,000 because that's what we're currently doing we're Contracting out so it be a cost savings to do it inhouse and then one thing that I'm very proud of that will meet our uh embracing diversity goal um to participate in the teacher Residency program for $60,000 that would come out of our open Choice funds that would enable us to bring in a minority a candidate to work with us year train them through the uh teacher residency program and then during the second year we would hire them as part of our staff on page six some notables that you'll see is relative to within this budget is some highlights is math instructional materials for pre-algebra for 6,000 landscaping for all our schools 26,000 I'm not going to say all these the the library uh system for

0914,000 we got to replace some dishwasher at the the the high school and the The Culinary room for 8500 we're going to reduce the Panorama line item and do surveys inhouse one of the things that we feel that could possibly be a cost savings that's why we're not saying that this is our final budget is we're working on transitioning a transition program for our 18 to 22y Old where we send them out to maybe expensive school and we're trying to do it more local we started a gry started a program and uh we went out there yesterday to visit the program and we really like that party here baby is the the magnet school tuition that typically was in open choice but that is a perfect example $80,000 that the governor has said that that

092education cost sharing extra money that the town's getting that should be utilized for that and then one of the things this is something new that to put this on the board's radar screen on page seven I asked administrators to look out now for Staffing for 25 26 26 27 27 28 25 26 you can really see kindergarten teacher as we've discussed srbi pair if we have one extra section we would want support in that classroom a PE teacher we're looking at that we think we'll need another tutor based upon data at the Intermediate School the business teacher with a new State statue uh requiring uh business we feel that we need to build that department transition coaches here's another example that we feel that it will be a net zero to us with combining uh

093and sending uh kids and being part of the the gry program human resource specialist this was a position that we had within the C public schools that was eliminated several years ago if we had a human resource specialist it would save us money from the time that the amount of time that we're calling attorneys and doing different things to um have a human resource specialist uh learning lab teacher we're thinking possibly a commissioner Network R and we're closing for 2526 a maintenance Personnel that will really go after and take care and work with the town on looking after our uh our grounds and then notable again looking at the transition program but also as Mr Bishop uh said that 2526 I anticipate that there'll be funds added into the budget for the possibility of a

094new language arts curriculum program to be at Char Brook primary school and possibly the Intermediate School 2627 there's a proposal for a 0.25 talented and gifted to increase that at Kim Intermediate School 2728 to increase it by 0.25 you'll notice in 26 27 27 28 there's not too much staff request because our enrollment stays flat and then in 2930 when I look at the forecast and memo for next year there may be even some elimination a sta based upon our enrollment uh going down so we're really going to have to look at that the next part is new to this board of education on page eight is a a small Capital that this is all part of that chart that I showed you of [Music] $86,900 and our superintendent of building and grounds to really

095go through and say what do we need for the the next five years in in small Capital type of items here you can see at Cher Brook there there's an a kilm there's tables there's attic ladder there's the courtyard maintenance and then in 20627 they would like to do a Gaga pit and then in all year Courtyard maintenance and then in the Intermediate School 12,600 replace four doors exterior doors rug replac replace AC units uh ventilation upgrade and then you can see there for 2526 26 27 rug replacement pressure washer replaces in tier do the middle school and the high school 131 graphic printer washer dryers um entry door Runners and then you can see what they're proposing for the years's out Athletics gym chair volleyball standard and then on page nine you could see

096the the pupil is the Music Auditorium and upright piano and then information technology and internet filter migrating nursing software to iCloud and then districtwide interior ex exterior doors for a total of $86,000 those are things that we'll probably be discussing through the the the budget process then when you go on to page 10 and this is our large Capital I'm required by the superintendent by the uh Town Charter for the superintendent to provide a large Capital list by January 1 to the CAO because the capital large Capital funding is combined between the board of AD and the town so Mr Skinner will actually receive the forecast and memo tomorrow and I also want to let you know that I'll be attending the the the board of Finance meeting in January we also present the the

097forecasted this forecasted budget to the fortify January not the December meeting I'm going to wait till the the January when I also have the open Choice uh memo um also to them lot of these things have been on our large Capital list the the major thing if you look at page 10 in the middle is the $500,000 for Portables we're looking to do that over a 2year so you'll notice in 2425 there's 500 and in 2526 there's 550 you could see the important things in 2425 are the permanent amount of gim wall padding um underground storage at Cher storage tank replacement at at Cherrybrook slate roof replacement at CIS rooftop CIS on page 11 flooring for 30,000 uh replace AC heat air conditioning at CIS the look at the high school middle for the next

098several years that it it looks like we are not even able to find parts for our current system that we have in for PA and they have to go back to find people that know how to work on that PA system ceiling tile issues then on page 12 bathrooms you'll see I am recommending the the turf and track we do have enough funds right now in the large Capital to do the turf but I want it to be clear to the board and to the community that that's just the turf we need to start putting aside money for the track now we've received word that the track probably has 8 to 10 years left of life but if you start building now you'll be able to fund that so we're looking to get quotes on

099that and then one of the the last items just to be transparent an unfunded mandate by the state is $70,000 that we are required to do uh HVAC testing and a balancing every five years and by January of 25 we have to make sure that we do that so I put the $770,000 in there that could be um something that could be discussed it's going to it it was discussed already at the the capital meeting the other day should that go in operational or should that go into large cap I have the feeling that it should go into large cap because it is something that every five years that we're going to have to do but it's the same money so the difficult part with the large capital is if the town only has a

100million dollars I just gave you one approximately a million dollars just for the school side and I know that the town has other that they have a list too and then we project out to 25 26 919 and then it goes down because you're taking the modules out um after the the 25 26 school school year so that is a high level of where the administration is right now with the forecasted budget in summary we're at a 9.40 but if you N Out the additional Revenue that is coming to the town the the forecast budget is at 5.55 so as I said it's the first run I'm asking that you would have questions to Claudia myself include us all on the email and Donna and John by December 30th any questions that you may have

101regarding this again this is just the beginning of our budget process and introducing the the the budget to you and making it that it's a public a transparent and an ongoing conversation and it really provides you and the board of Finance where we are at this moment in time to really look at what what are we doing within the town and and where is the school system at at this time so I'll take any questions at out of the superintendent's office regarding forecast budget Mr D okay thank you Mr uh Dr Gman I thought that was well done there's a lot of information here that's why we didn't want to just shotgun uh questions asking you do that I'm going to give you just a couple quick observations number one is uh the superintendent mentioned

102that there's a $931,000 deficit that we carried over from last year we made the board of aware of that you take that that's about 2.5 percentage points so if you take that back down if you go back to that 555 okay um if we didn't have that that particular um bump in the road have to handle we would have been a lot less and the second thing is we have to ask the board of Finance on our ability to keep that Revenue that uh is in the Box here um we're either going to look to the town like if it was going today which is he he's made mentioned a few times it's 99.4 I would prefer that that Revenue which is ours should come to us and we would be at the 5.5 uh

1035.55 and again if you took that 931 it's about 2.5% that brings us really right down about 3% where I think U is is very reasonable inflation is still running at 3 U well they said today about 3.2% but you know throughout the year it's been 3.6 so on and so so forth so um I think superintendent and the staff has done an excellent job presenting us a defensible budget there's more work to be done get your questions in and we'll take it from there we'll move along but this is this is uh a totally transparent process right now starting a month early um so that we can get the public involved and we can begin having those conversations with folks in the public on what's going on so all right so get those questions

104in all right uh everybody online okay still with us okay good all right thank you again Dr Gross made a good presentation thank you administrative staff for putting that all together it's it's a new day uh clearly in C when it comes to budgeting so we appreciate that okay um all right we're going right to uh to standing committee report now I'd like to pass this out because I don't think folks understand we haven't made it clear enough on committee assignments it it is so important that we follow our committee assignments and we participate at the committee level and um just to reiterate again on the finance committee Russell bush is our chair Joe shidler Kim svin Ry donnal are on the finance committee the finance committee meets at 8:00 in the morning the same

105day is the board of education so uh it would be important you can attend either uh hybrid or you can attend um in in the superintendent's office the policy committee is chaired by Mr Shyer on that committee is Peggy Steinway cdy Muller and Ryan Odon that committee takes place on the same the Board of Education meeting and that is if 5:30 in the evening so um that is that committee and we could really use your help I mean all these committees are extremely important the curriculum committee is chaired by Erica Hayes it's with Kim suvin Alicia Jordan and pegy Steinway Peggy um I'm sorry and uh Erica's group meets like the what's it specifically John is it like uh like the third Wednesday third Wednesday at 9:00 uh upstairs in the Middle School we do

106it then because sometimes teachers are invited administrative staff is invited so that's why that's a little bit different try to canile this in one day remember the board of education is only meeting one day a month although Mr shy will remind me that there are other meetings along the way that make it um make it more than that one meeting but um the official meeting is one one day a month on CIP it's Russell bush is a chair Erica Hayes Felicia Jordan and Sydney Muller that's that's pretty a easy board uh that comes together maybe twice um maybe twice uh to put together and to agree what the CIP is so um and then on teachers union negotiations we've had the per Union will be Russell Kim and Erica and on the custodial negotiations will

107be Peggy Joe and Russell I am on all these committees at hoc I try to attend all of them I have a little bit more of a trouble with curriculum uh and we've successfully negotiated the teachers union so these are the Committees that you're on so sometimes we're meeting there's two of us and we're saying we're looking at each other saying or three of us we're saying who else is on this committee where are they we need you to participate on this committee because unlike tonight it's going a little bit longer the reason why we can go to one meeting a month and the reason why they go they can go pretty quickly usually out by 8:30 uh 8:15 is because of the committee work so I'm going to encourage you to do that so

108with that we've had our finance uh committee uh report so I'm going to go right to policy Mr shler thanks L uh we trying to make some progress on the move to the shipment policies as you know uh it's complicated and it's time consuming uh the committee feels that it's important that we vet all the policies we just don't adopt them because you know shipment said good they have to have should we they fit us uh so we're going through all the policies uh that that it's important that we get input from the committee members all the committee members and from the whole board uh because these are policies that we're going to agree to live by and schools to live by that Lou signed all of us a section of the 4,000 series that

109in order for that process to work the whole board would have to come to the next policy meeting that the 4,000 Ser is on the next policy meeting so that's not practical and understand that so whatever section of the 4,000 series you were assigned if you have read through them and you have no issues just send an email to John or to me and Lou and say I'm fine with everything that's there I'd be surprised if you were but that's fine uh and then if you have questions get them to John and me and Lou and and you'll get answers you'll get answers in writing or if you're at the committee meeting we would prefer that it possible you come to that committee meeting the 4,5 000 6000 series are long and they're very important

110so if anybody can come that would be great uh the and if you get any questions you have on the part that you're responsible for uh again we'll go with December 30th to John beforehand so he's got a chance to get information for us for the January 9th meeting um we met tonight and we reviewed the 1,000 2,000 and 3000 Series uh you know it took us a while uh we had a lot of questions on some of the policies John was able to answer almost all the questions the committee is comfortable with his answers and with the policies the projected policies there were three policies that we still have questions about and we take them back to John uh so when when we've gone through them all then we'll make a motion for a

111second reading to adopt them all right now we have a first reading uh but there'll be no motion to go any further until we we've vetted all the policies so I know it's comp at I know it's time consuming uh but your input is important so if you can can do your bit there and get your comments and questions and if you can come to the policy meeting that would be great January 9th January 9th at 5:30 I covered all John you did you did a good job um just to just to reiterate on the sections of 4,000 Felicia has th000 4,000 to 3,000 uh 4,000 to 40003 Kim has section 404 of 400 04 to 4,5 um Peggy has 406 to 409 Cindy has 4,10 414 Ryan has 45 and 416 Russell has 4177

112to 419 and Erica has 420 and 421 so if you could be ready uh with your comments and you may tonight we went through several that said fine fine fine others we had some questions on so as Mr Sher mentioned please get those questions in any questions for Mr Sher or on your assignment so on 1 nine I'm hoping that most of you can make the 5:30 meeting so we can clear these clear these uh to get through the 4,000 cycle and get into the 5,000 okay okay thank you very much for that all right technology I can please do um on Wednesday November 29th we met at sher's primary school learning Commons we had a fabulous meeting and productive um uh John Bishop presented his monthly new monthly reports that he'll be presenting to

113the board of ed with the activities and progress and things the work that he's doing which is correlated to our district goals and um we received that hard copy and then we also did a first read and review of The Canton High School program of studies um then the Cherry Brook staff of Heather santanella and Kate do the L literacy Innovation specialist and the math and science coord coordinator presented a excellent presentation about play based learning the new legislation um that has been passed in in the work that they're doing at the Cherry Primary School to um provide you know training to the staff support of students and teachers for for play based learning at sherck primary school and the board had an opportunity to interact with a Kindergarten class so that was fabulous we

114did some habitat building with students of purposeful play and we uh discussed the equity Action Plan and there's going to be a plan to have an equity team update at curriculum meetings once the plan once the equity team is you know developed and has momentum and running they'll update us at our curriculum meetings the work that they're doing and I believe that was pretty much it we you know was a wonderful that was a productive great meeting yeah we were there for an extended amount of time good but that was a a useful amount of time too right any questions on curriculum okay um Communications I don't know Felicia if you want to say anything on Communications um Mr Daniels um um Miss Jordan actually shared with me that uh she wanted me to be

115able to provide an update on it uh as she's not feeling well okay um so we did have the opportunity to have our our new Canton Community Connection uh sent out to our community in the the Valley Press so we're excited about that fabulous by the way it's great and it's going to come out in the digital Edition to uh the entire Community as well again this Friday we're already uh hard at work at the uh next round K our our work never stops with that we've got another uh uh newsletter that will be coming out shortly for us with that and then as I shared before another Community Connection video series um with uh representatives from the various mental health groups in the area if we can Tim that around budget time so we

116can make some comments we're going to have they're doing one in February yeah February and then they're going to do um a budget one specifically for Budget that will happen right before uh the hearing in the boot it will tie into there is a there is a quiet period that we have have to just be cognizant of that uh we can't we can't Advocate past that time once the board of Finance sets things but we can we we'll have to talk what we can set we I think we could be informational we just correct it would just be our budget okay all right okay thank you very much I think I think the calendar events is really the school calendar for a second is it the second no she should have given you a calendar

118can somebody make a motion that the camp board of education approve the consent agenda thank you Joe second second thank you Felicia got it uh any discussion on that all those in favor so we are we at oh we're at 80 uh Ryan you in okay T do we have you're on virtual or not we have not been in the past I don't think so Ryan thank you Ryan eight so we're 80 on the consent um approval of the Canton Public School calendar which is in your kit if you had a chance to look at it this would be the second go round on that any further comment Dr I have received no question from the Board of Education neither look good good okay uh can I have a motion board the C Board of
