order M call please sure miss cullin here Mr eki here Mr grippo here M herin here Mr perini M Rosenberg here Mr White here Madam Cherry of thank you stand Al to the flag of the United States of America to the stands one nation God indivisible with liy and justice for all there are any members of the public that would like to speak please do so yeah sorry just in case doesn't seem like any living or want to speak so I'm just G to pass this over to Dr heran great um we are going to have some disc regarding the reductions to the 20242 board of education budget um Dr s would you like to gu I'd be happy to I'm glad there was nobody to speak we didn't have money in the budget for
a seance we are making reductions today because the um after a you know pretty detailed budget process with the Town Council uh Mr M and I a couple of different presentations and engaged in dialogue with them over the course of I think about six weeks uh they made the determination that you know they're trying to balance all the the competing interests ultimately from the board of education's adopted budget they reduced a total of $525,000 in that same conversation I mean because they recognize I restated on numerous occasions that you know a budget is a snapshot in time like when when we finalized our budget in January we knew certain U parameters we knew certain variables those things consistently evolve throughout the course of the year as you guys hear at meetings every month sometimes out
placements go up sometimes they go down things change over the course of the Year price of you we don't get snow and that comes down so there all these variables ultimately you know the Town Council adopted this budget and in the same breath uh there were a number of members of the Town Council who said I know we're making reductions and I know that you know the uh the science program might be considered kind of low hanging fruit because it's not impacting current programming if you remove it it's just reducing the opportunity moving forward and but we'd still really like to to see what can happen to be included and I and I had heard that message from you guys as well that you know it was a a really represented a really powerful Innovation
and what we were able to provide uh in stem and there was a strong desire to do that so knowing those sentiments were out there Marlene Vin and myself went through our budget as you guys adopted it looking to see where we might be able to reduce $525,000 at the same time we were conscious of is there a way to include $280,000 for the stem program if you recall that's $160 160,000 in salary plus another 120 for resources because these are unique resources that we don't currently have things like U robotics equipment environmental science equipment um that are relatively costly in addition we need to uh invest some time and money over the summer and curriculum planning this would be a program for all fifth and sixth graders uh over the course of the year
they would get um I think we worked it out to about 13 lessons uh over the course of the year and uh so when we looked at all that what you see in the darker uh shadeed I mean I guess almost green or taupe I don't know what you call that dark brown or brown I'm not dark brown okay dark brown dark brown not an art major dark brown I only got the like the eight crayon boxes all my family could afford so the the dark one is um if you just follow through line 113 um this is the eliminate stem version the darker brown so that's 385,000 because you recall we had the stem program in the budget when we adopted it uh so that includes six retirements we in this version we have
uh subsequent to the budget being resolved two business teacher retirements um I asked Mary to go through the classes and look and see if we could make you know shave anything down there and we were able to reduce position it does Drive class size up a little bit but still definitely manageable 20 at most in that 20 um I want to say at most class 21 next but business classes will be definitely manageable um the next item custodians when we finalized all the numbers on the union agreement that we have that's uh we have the ability to pick up $20,000 in that remember we negotiated a new contract um sliding over to page two uh instructional Supply account again if we're cutting the stem program that's the $120,000 in resources that I just talked about
for the St program this is we're only looking at the dark brown and this is the budget reduction if we cut that program and so those are the only reductions that we would have to make to get to 52 um the ex's cost reimbursement is not necessarily a reduction that's Revenue to the town of $200,000 so that covers our our budget reduction if indeed we were to um cut the stem program the light brown option D is if we retain the science program so instead of 385 we're only now reducing feature line by that 9,000 of that is the positions that we had budgeted to TOP Step business teachers so 109 comes out plus our retirements that we have the additional retirements that we've had any savings we make up there we also are able
to reduce the the line um for managers and supervisors by $33,000 Greg gibons as you know retired and um we were able to hire a really competent person but not quite as experienced and there's a savings built into that line of 33,000 um we have a uh Addie Figaro was a HR specialist who did a lot of our signal Wellness stuff she did our training uh mandated trainings coordinating that we've uh had other people picking that up um thankfully there's a wrong long Runway over the summer where we could kind of spread out some of that work for a shorter period we could delay that hiring and um save $25,000 there the uh 20,000 again uh the new Union agreement for the custodians we already covered on the second page again in the light brown
to the far right the reduction of 6 7,742 is the final Actuarial estimates um as it relates to our pension uh plan so we over budgeted that by 67,000 um and we can reduce that amount um we're also you looking at our unemployment compensation our re you know review of recent claims we can reduce that by $5,000 um and then finally we have been renting space uh we planned on renting space for life skills um and we're instead going to go back to Quin Pak University we can use some space there which would save us $24,000 as we get toward the spring we have more uh transition ppts more anual reviews we have a better sense of what programming we're going to use than of course than we did in January and uh the net
result there is a $24,000 savings so uh finally on page three there's a $44,000 reduction in our electricity cost I know been something something out to the uh planning committee that we lock in a rate and save $44,000 on that this point we've been holding off on that till then found a good strike point and we're there to save 44,000 on that line um the only place where we're making a reduction we had a change uh in the maintenance repair buildings account we had added $285,000 for that account to address repair needs across the district this uh redu eduction of 81 258 from that $285,000 still gives us a A2 $100,000 bump on last year but it does reduce that uh to a you know a degree that I think is reasonable when you consider
the the benefits on the other side of the equation which would be to be able to provide that stem program again in both cases it's a total net budget reduction of $525,000 uh from our operating budget as I think I said in the email this is these are proposals and suggestions um certainly welcome your questions other ideas considerations uh any of the three of us can dive in on those can can you explain that 200,000 the uh excess cost so when a student the cost of educating a student is more than 4 and a half times the per pupil expenditure for the district so let's roughly say that our cost to educate a student is $220,000 in our numbers at any amount above $90,000 that we spend on a student which is definitely what we
do sometimes in terms of either IND District costs or most likely out of District costs that money is pulled in we submit that money to the state they're supposed to reimburse us on that but it's never funded at 100% so we get a slice of what we were supposed to get given unfortunately this year we've had some higher outplacement costs we're anticipating beyond what we budgeted to receive another $200,000 they goes back to the town is their revenue so that helps balance their books on their side so that's with that $200,000 is when we submitted the budget we advised the town we would have 600,000 in revenue and now we're anticipating 800,000 based on the out placements that we had this year that expect will continue next year thank you should there be an off
an offsetting no because it's Revenue it's not built into our operating budget but they those particular kids are not built into the operating budget that's not not in our Opera so we only budget in our operating budget expenditures the revenue that we gain the town budgets so they know that they're getting an additional $200,000 got it that gives us a little bit more latitude in our budget or their budget um and they elected to navigate this a little bit there is there is though a corresponding increase in tuition out placements right of 375,000 we had to bump that line up our expenditures but that was baked into it a couple months yeah that was in January that's not a new thing okay understood thank you yeah yeah so in option A that's the dark brown
yes questions um on page two with that final F area estimates renion plan why wouldn't that be an option A too it could be anything you see as these deductions and option b could also be an option a um you know at the end of the day it all kind of comes out that savings we would have um and we could do that every time we find uh a deduction or a in over budget on an item for example uh sub costs uh those of you who have a lot of experience with our budget know that often times we plan to kind of go over and sub costs and so we can move those things around but you're right um but I think there's a few of them that the energy cost yeah they could
roll over onto the other side too and you would increase map right and that doesn't still give us the stem program or does it when you move those over You' still being short yeah so that's where we're reducing it's really 80 80 grand out of the maintenance account that we would be uh reducing in the to to keep the that's almost like the offset that you're talking about yeah if we moved it all over would still be 80% short you know if we didn't do some of these other things so we're um but I I just feel like it's doubled like even if just say we went with Y option A which I'm not saying I'm in favor for but if we went with option A you're still going to have those get those savings
so it'll be over the 525,000 I think this is I think this is kind of where you were coming from though like the snow flying budget we're sitting here 12 months away from the end of snow syst you don't know where the money's got hand exactly these are things that you're saying you'd be comfortable keeping the budget at a lower level knowing that you might save that money or could go in a different direction it could and and an Marie you know Vin and I had that same conversation that same internal debate that we're having here um yeah we we could move that into column A at the we only have to cut 525 so where else are you going to put the money right like so we ultimately decided all right well for illustration
purposes we feel pretty confident in order to to make this happen that we would make the Cuts in the column on you know option b leave the other ones where they were because you don't know exactly where things are going to fall but we feel like these are safe bets um in order to pay for the stem program one more question sure um in that 25,000 minus delay the replacement of HR Specialists how many positions do we have open that have to be filled right now and will that affect the timeliness of hiring staff well um we have two basically one is open effective last night uh I shared with you that Mike Woods took the position of athletic director in Branford so uh that's one position in central office that we have uh I
would not recommend delaying that um the other is this position that we're talking about here the HR specialist um that we have open and I you know been certainly trust him to make that call out of his Department I don't know if you want to speak to that at all but the delay is a place where we felt safe making that delay we are able to cover the basic duties when you have a position like this you're just not advancing the things that you'd like to advance around health and wellness so it's it's a sacrifice to be able to get to where we'd like to get to keep the stem program in not detrimental um but I would fill it because I think it is a position that when we had it filled we were
doing just a lot more good work on the training and help along the side so this wouldn't really affect somebody reviewing applications holding interviews making recommendations okay because we haven't initiated that part yet okay the other position that we have right now that's it's filled by an internal candidate it is uh Vin's assistant and that person was the um secretary lead secretary at do but we've kind of delayed shifting her over here because of the end of the year there and things are pretty crazy at the school level we want to make sure that we hire somebody in make sure they have the opportunity to be trained a little bit in the building and then we'll move uh that other person over here so so these are these positions that we're talking about aren't the
succession positions that we no talking no the POS not not that you see identified here now um with Mr Woods that vacancy I think we need to talk about you know how are we going to shape that vacancy and um the process for that I think that'll be important once we establish the budget um you know again things and the board could say you know what we'd rather cut 170 there and keep everything else and again these are our recommendations after a lot of reflection thought you know I would recommend we retain that that position pretty similarly allocated maybe a little bit different um in the budget for succession but your succession a little lower on SC with regard to the pupil Services the rental Q space yeah does that include Transportation um I just
that can get expensive it's a good question because we talked a lot about how expensive that is but we already have students attending there so oh so these are some of the kids who are going down to the group that's already there so we have multiple programs that provide different resources so yeah it's a good question but we already have the van going there okay so it just be more students on the van it wouldn't be more alignance per set sure okay and so I'll just offer my thoughts uh I prefer the option b I like the idea of keeping the stem program I appreciate what you put together here tonight and I think I probably said this during the when we voted on the budget originally I'm just reminded of the quote you always
like to quote Dustin tro what is it the pace of change today is the fastest has ever been and it's never going to be this slow again yeah yeah one of the reasons that I one of my motivations in running for the Board of Ed was just my concern about the direction of the world and the pace of change and AI is front and center right now but all these different things and government in general is just not known to be nimble and what you're doing here I really very much appreciate it we'll see if this ends up being the right decision if if the decision is made tonight and how it plays out but I really like trying to change to in my view keep up with the times um the technology is coming
Fast and Furious and giving the kids the extra opportunity to do that rather than covering Actuarial estimates sure I think it's a I think it's a really good thing to do so I appreciate you putting that together and that's what I would prefer to support tonight as the stem option b well quot my favorite Canadian who said you don't score on 100% of the shots you don't take which and so yeah it's different it's out there we're you know if the board indeed adopts that you know we're really committed to U making it work right uh marene and her team is really talented not that I'm putting the entire onus on her let's hope it works Marley but uh what was that quote about get but uh you know I think we we really want
to make it work for all the reasons you just pointed out and more um so we're excited about the opportunity and hopefully you we get a chance to bring it to fruition okay um I want to hear some more people before we make this decision go ahead um uh yeah as far as option b and supporting the stem program itself so the the intention is that the program is a full rle out then it's not a pilot program so that we can anticipate going forward that you think that you have the resources to roll that out for for fifth grade we're talking about starting it in fourth and fifth grade oh okay so it's to roll it out to two grade levels districtwide right but then maybe going to sixth grade and grade four supp
to do how many more teachers would you think that you would need for that I'm thinking we these too right we we build some stem coaching in there we build some training in there some push in with our current teachers and then we can shift to other grade levels in in in the future without maybe as many additional staff so the potential to be like train the trainer sort of thing okay where we these people may ultimately coach the teachers to be able to execute that and I think you know that's the idea that's an ambition I you know one year uh I don't know that that's going to be enough at the fourth and fth to be able to expand up we may need to do this a couple of times to make sure
we we get it right because it really is important we get it right beyond the investment that you and I think hopefully our community wants to make in this is you know had a lot of conversations and you and I have spoke about this with the chure Education Foundation who is eager to engage in scientific now there's no guarantee to this but if they were to make a commitment a financial commitment to this too it only underscores how important it'll be to do it right and do it well so you know will that might be the future the vision of it I wouldn't want to commit to say oh yeah then we're going to do this this year and then next year we're going to do this we just need to make sure it's really
well done before we're able to move up to that level but we wouldn't be looking to move to add more people in sixth grade as much as we would be looking to make sure these people uh that are running the the program are able to coach our teachers to feel confident and comfortable and competent to execute it independently before we move on so you're hoping to kind of get an economy of scale almost out of it but but you're teaching teachers we already have to be able to exactly add that to their compliment or transform certain science already or is this in addition to I I think some of where this sort of started From we were looking at how the pace of change and the type of skills that teachers have and we're really
talking to folks who are in those stem careers and do some of this work for the summer because it's not every classroom teacher who has that expertise in robotics or has that expertise in a certain um area of computer science and those those people be in the field so if we can find some folks who can be knowledgeable in science and bring that in and provide them with the resources and can bring that to our kids in the classroom and our our fourth and fifth grade teachers who are science teachers can embody that and sort of take some of that on and learn shoulder Tosh shoulder then we're building capacity as we go and so the idea is to start in fourth and fifth grade and then reflect ass see where we are as Jeff
said do we need another year with that or is there another grade level that we we want to support that in yeah to build the confidence and the confidence of people as marene said we talked about this a lot that it's sorryy yeah we is calling again asking for advice on the playoffs say must be all the pan gos yeah really no kidding but anyway um you know the the people that we have that enter the profession that we we're in those are people that have great helping skills that you know certainly knowledgeable people bright people but you know coding wasn't their passion growing up CU if it was for most of them they would have chosen that route they chose a different profession and we need to make sure that they have the confidence
and the confidence you know it's not a natural thing for you we need to bring in people that are not just good at teaching kids but teaching adults to facilitate this role we think and so that's what we're going to be looking for first and foremost when we move forward uh and then we need to design a curriculum that's really engaging again not just for students for adults to be a part of um and have something that everybody's looking forward to to be a part of and really develop those skills and the opportunities and the passions for our kids and hopefully the adults too that's the plan sounds good can can I build off with what you you're talking about the remind me this probably was already explained to us but um if you could
remind us so it sounds like that's it's built into the science curriculum is there room in the science curriculum I wouldn't say it's it's going to be using some of those science standards right because well this will be another way to get at that um it will sort of in our in our schedule not necessarily be during the science class although it could be it we we have some room where um we used to have computer class and um that was scheduled for everyone it it wasn't a special in the way R and PE are but it was a when back when we had the computer labs where the the teachers would take their kids to the computer lab and they would do like some coding on a on a program and so we're thinking
about the ways that we could put that back into the schedule so that every teacher not every teacher but those fourth and fifth grade teachers would have this time slot where they would be with the teacher and this this stem coaching person would come in but the teacher wouldn't be responsible for the lesson or the planning of the lesson or the Gathering of the materials this other person would be doing that and they'd have a partner because there would be two of them so you know there might be some training necessary there's certainly curriculum writing that's necessary there's certainly resources I mean I think I shared with some of you about the the robots that we looked at we think kids would love those we think teachers would get excited about those I think there's
some there's some really nice perks to offering that and getting kids hands excited about those fields we want to have that exposure come earlier so that when they get to DT in the high school they're more aware of those paths and and comfortable too and it sounds like not all the students are taking these classes through the whole year no rotate chunks of right so we'll take look at our enrollment we'll see how many sections of fourth and fifth grade we have when we start the school year and then we'll have to divide that time by how when we did it originally before we looked at the enrollment numbers as of today it look like about 13 to 15 class sessions that the student would have so you sound you sound really confident about it
but it's and you're making me feel better about it because it it does sound like a a scheduling nightmare to me when yeah well yes for it's It Ain't Easy got we've got a lot in our curriculum that that we need to do and you know I was worried if it's part it's part of science are we still meeting the standards that we need to what are what are what's it replacing but you mentioned this uh yeah computer it wouldn't be replacing and actually an we have a lovely night plan for you on Monday during curriculum but we'll have a presentation from the K12 science teachers and you'll hear a little bit you know what's working what's not working and what are what their goals are for the next five years and um one of
the frustrations is around the elementary science curriculum when we had originally adopted the resource we have it was out of a desperation that teachers wanted something that was better ngss aligned there wasn't anything that existed the technology or the the curriculum programs hadn't caught up with the ngss at that time so I think this will be a really nice way to sort of phase that out and um to go like Beyond into to do are there uh specific courses yes that they will be able to take because I think the most important thing that I heard here tonight was that they'll have an idea of what those things are when they come up at middle school high school a couple of courses at at do and certainly more at the high school and I'd like
to see additional enrollment in some of those you know we can I'm sure you know come to you and buy a few more robots and kits for kids at the middle school we want to want to see that increase but they need some idea of what it is that they we want to generate that interest early early and often and I jumped in on your conversations with more thanks yeah I do have several more um so the the supplies portion that 120,000 is that recurring no um that's a startup Fe basically uh I'm sure there will be some supply cost to it but nowhere near uh $120,000 and I think 120,000 gets us the base model um and that's what I was talking about you know connecting the CF the possibility kind of where I
was going yeah yeah exactly Cadillac or whatever look for that level through CF we met with vendors also be able to dip into some of that PE Jones money to help offset that in this first year okay great um the uh business teacher position so you mentioned that there are two business retirements so you're just not going to you're just going to eliminate one of those positions and we're going to fill one fill one right and so is that are these the same classes where if I recall we isn't that a requirement for graduation personal finan personal finance so business is only part of that or is different one course the business department they offer business classes law accounting they have a variety of but we have six teachers in that uh Department right now
this would take us at five which is still very robust for a district our size even with we we had the personal finance requirement 10 years ago way before it was lost so we've been doing that we're adjusted to that um and you I think as we get a better handle on enrollment as we've shifted from six to five classes if you remember like we're realizing that okay we could we could make this work with five at this moment okay you couple years from now as you guys know we have that bubble at the Elementary grades when we get the we'll be looking at every Department saying how we doing we're okay um and lastly I guess the um 200,000 I'm guessing as of right now it's a onetime revenue shop it is okay I
I think um can't know for sure until we go through the year and next year could be 400,000 if that's the case we outplaced a lot more kids in the cost one out right if it didn't if we didn't so that's kind of offset by additional initial outplacement costs right right our initial outplacement costs are it's not really a shot of 200,000 it's just more of a reimbursement I mean I guess it's a shot of 200 for them it comes back to them it's nothing to us right right okay the costs are already picked into the budet once ago right just the income um so but so I guess what I'm getting at is what is the potential so does this create any kind of Cliff for us for 26 so our budget is not
balanced on that so no not on our side of the street on their side of the street I know they used um Federal money tun I think it was $800,000 to get to where they got to in their final budget so there would be that cliff on um you know that they have to think about you know but so when we propose the budget when I think about what would a fiscal cliff look like on our side when we propose the budget it's not like we're saying um oh man but we're already starting at 3% because of federal money that we've infused you see a lot of school districts across Connecticut right now really struggling with that we're not in that position we were very very um cautious about how we use that money um
and we did the whole B forward thing we did a lot of PD some of the money was was baked in entering next year we are clear that we are gold so then there could potentially be a million dollars that's uh yeah in the town side there could be I would say $800,000 I don't think it's fair to use 200,000 as I look at it but you know 800 yeah for the medical trust fund right or the medical yeah they don't Mark money but they said yeah we're going to use $800,000 to cover our budget this well so I guess it's sort of off topic um during your budget deliberations I know and I don't I don't know if we had ever considered this before or not but I know councelor Kramer mentioned State medical
benefits seing the state so what's the difference there and does that save us anything or is it the same or because I was like oh I heard that I was like that's interesting yeah V you're is that something we should be considering we have considered that we do we do we look at the pricing of the state plan right now we're just at a high level we self-insured our costs net are let's call it about $10 million per year if we went to the state plan it's a different formula you actually pay per employee a fixed premium and you don't have the risk of self- insurance the issue is it's cost more so instead of 10 million going to just throw out a number it would cost us 11.5 million from the employee point of
view they're no longer on an HSA they have a p with with the co-pay um so they would look at it favorably but it would cost overall it would cost more money for that type of a plan don't forget our employees do pay you know about $2 million a year in total towards their coverage so I'm we would still have some kind of map dividing that out more expensive what was that a negotiating point so it be more like the union would probably signal that they would desire or switch kind of like what the um they've asked in the maintainers they've asked in the past the problem is the plan's more expensive right well yeah there be obviously and when it's more expensive to us it's more expensive to them too okay because they pay
a percentage on the cost but the benefits potentially would be better I don't know if the benefits are necessarily better I mean Co it depends how frequently you use it yeah so if you're not using Insurance frequently and you're not meaning that you're deductible and the money that's contributed to the HSA account goes into your pocket it's not better it really depends on who you are as a end user but um you know it's some certainly something that we pay attention to we look at and to your point if it was something that came up in negotiations with teachers which starts starts this summer then you know we look at it I just wanted to bring it up since I heard it and I just yeah point a lot of the school districts that and
municipalities that are in the state planner in ffield County because they're you know they're over a $30,000 per employee cost threshold we're not there yet so let's hope there's a few more years out before we get there but you know the pricing is still not attracted for I'm done thanks the uh fourth and fifth grade separate lessons separate so they take it in fourth grade they get it in fifth grade the next year hopefully by the by the time those fourth graders are in sixth grade we've taught the sixth grade teachers how to teach something or is there just going to be a gap before they hit Middle School we're focusing on fourth and fifth grade fourth graders would have one set of lessons fifth graders would have another when those fifth graders go to
sixth grade we have to I think assess after the first year to figure out where we are if we want to move that up to sixth if we want to move it down if we need more time in fourth and fifth I feel like I don't have a good answer for that yet and to go back to Ann's point about the time the time gets a little bit more restricted when you go to six because they have Spanish as well so that's another thing that we have to take a hard look at so um I think as we get toward next year and and through the program we'll have some preliminary information hopefully by December January to either say we need to really complete the year and focus on the subsequent year or you know
we know now in December to January we think this is the best way to go here's why here's why we believe that way questions on this but I don't think this is a discussion for this tonight so I'll hold mine for curriculum around which way would be best to go if you want to see the trajectory of this and almost started in K1 and then those kids move to 2 three with it all the way up rather than mid and then you go back because if you start 24 25 see and I'm going into this whole thing I who fault is coming no what you what she's describing is what we did with Spanish right well we started at six with be hope of working down um and part of me part of me is
like is this a foreign language against them um priority that we're making I kind of it is I don't think so I think you're giving kids more options and opportunities and access to things I don't think we should not taking Spanish down toit we could the reality is that in the primary grades your focus is on reading and play and play pleas unsupervised play oh wait no what that's called recess un supervised unstructured unsupervised is what we want we have problem you were going to ask no I was just gonna say that you know first I want to thank you Jeff and the team because I think for a while now even before I came onto the board we've been pushing you to be a bit more Innovative to implement and Implement something that was
going to propel us forward and allow us to be a bit more competitive and I think this brings an alignment to yes we have programming at the middle school and we have it at the high school but we haven't really touched any Elementary aspect of it and we do have pockets mostly parent supported pockets of like the robotics club or the after school stem I I think this allows us to really focus and I don't want to use the word pilot but develop something that you can measure and they're going make a decision like Marley said whether or not we go back down to the lower level up um subsequent parades to the middle school I think you all know where my heart is I you know I'm a little biased to this but I
also believe that number one like financial literacy it became a law I think computer science is moving forward and potentially could become something that we have to do now and being ahead of the game is better than not as well too so I appreciate that um I'm a little disappointed that the town couldn't give us the budget ass that we initially forward it but the work that you guys put in and V thank you for trying to figure out the lines and making this work so that our kids have access to this I do not see this as competing interest I do see it as something that you know yeah we can have Spanish but we also have an interest in computer science so we can go in that direction as well too and we
did have Spanish years ago and the low rates from what I remember my oldest being in elementary school what I believe it was likeo also we so you know there's opportunities there's different opportunities for for arids to take advantage of so I just can you just clarify one thing though Jeff this is not to be confused with or maybe we haven't mentioned this the ECS funding is revenue from this year but something went down at the state capital the other day with specifically about ECS when you com yeah so um the ECS that was established l in our budget is really predicated on was part of the banian budget that was jeopardized when the governor said you know we're not going to change the fiscal guard rails we're going to go through this process and
there was a lot of consternation about whether or not ECS would be reduced ultimately ECS was retained uh in the banal budget the way that it was initially cast last year so we're okay there we're in a good place the I think the trepidation about whether or not ECS was going to be cut was all the the calls for funding for uh social service programs for the universities and the state ultimately decided to use federal money to cover those things so you would talk about fiscal cliffs but um that's where things stand so our ECS one is okay there was a house bill that did pass that yeah I looked at the Town by Town we're not changing and all I can see is a lot of the Cities there ECS is going up some
cases substantially but we're what we budgeted is what we got is what we're get I think those that went up with the cities they have some legislation or something that's added for the high needs areas in the state are getting great I know I saw no one I saw no decreases it looks like so the I'm not sure what I didn't follow over it but federal funds are being used to pop up some of the places that needed additional funding but no expense to anybody else and typically your ECS monies comes in for that particular year right where do you wait I can't remember do you wait to get funded yeah they they make payments to the town um at multiple points and that's so there's no delay we have we know we and are
sharing the easiest one y so there's no concern there Tim has another question um com yeah just to your point Sam about stem and Spanish being options within stem coding could be one of the one of the topics and may have said it a couple months ago too I view coding as a language multiple languages multiple languages it's not spoke at least currently it's not spoken I don't know who brain ship I know anybody who does maybe one person have you not heard of Alex huh Alexa yeah Alexa okay um so anyway but based on my own experience I do view coding based my own experience learning languages and learning coding I look his languages so to a certain extent there is a great deal of similarity um and I support the idea of options
I I think I think doing this step and of Spanish would be great we're going to PR robots in Spanish but I'm on I didn't I didn't iiz think about we probably should have given you a model motion I'm right out right now okay reading the room it sounds like we're going to make a motion for option b which we would just go through the line of reductions of the budget and V and his team will you really get to work on ring out the finalized budget uh we'll get that up on the website um we'll get Kraken um again I know I to assume how the vote's going to go but if we're in favor of really option b marene and I have already started to talk about how do we how do we
move this forward because the clock's ticking you know it's it's ay to them working over the summer and we really need 52 lessons like was talking about 13 13 you know and then in fourth and fifth or whatever we decide so and do we have like prospects know do we have our feelers out I have some feelers out okay say no more any I don't know if this is too much anyone internally interested yes absolutely absolutely we have internal interest sure we I know we have external interest you and that's great you know the bigger the pool we get because we talked about the Nuance capacity this person has to have to be able to not only be Bill ey with kids but with adults too you know so well you also you have to
see the big picture too see where your little piece yes yes so there's a lot that we're asking of these people um and they could have different skills that counterbalance each other so there's a lot of work down to make sure that we get the right people is this just a separate certification that they would have to have separate endorsement or is this just not necessarily I think we're looking for elementary we're looking for a more distinct background science Elementary you know we've got some I'm going to keep it pretty wide so that we have lots to look at CU I'm really trying to build a team of work well this across the district and they they could have a science sht and not an elementary not the teacher right a teacher so we have
flexibility um it's really much more about cic the two positions the name of expect us to know this well you just when you said they're not teachers they teachers they're not Elementary not they're not CL so they work as a team you said they might be about they will so that's less time that each class gets them okay I mean year oh no no no you have 14 SE no no I'm sorry they will not be teaching as a team oh okay that's what I was asking but they will need to work together really well as for planning but then they'll have certain they'll go into that classroom and they'll be with the classroom teacher the science teacher to be able do just do total reduction for line you read line oh yeah if you're
okay with that or if you want to do it yeah just you sit right next to me so if you're going take advantage of it that the finance committee recommend to the full board um an operating budget for the fiscal year of this amount um as appropriated by you know by the approve budget then we make the following reductions in these line items so I'd like to call for a motion Adam all right my myom is like you get to that time you got to take the glasses off and get the progressive move that the oh that's like is that Town Council uh move that the finance Comm recommend to the full Board of Education and operating budget for the fiscal year of oh $ 89 m5442 69 as appropriated by the Town Council uh
which represents a reduction of 525,000 from the Board of Education Rec uh Board of Education approved budget um the the um reductions by line item are uh line 113 teachers 225,000 line 119 manager supervisors reduction 33,000 um Line 120 secretaries uh 25,000 uh line 121 custodians 20,000 line 204 pension retirement $67,400 line 323 people Services 24,000 line 410 Public Utilities 44,000 excuse me um line 430 maintenance repair buildings uh $81,500 and so this is uh just the finance committee voting on this to send it to the full board and it just so happens we have the full board here so we can send it along yeah so Thursday we we adopt next so the um right so the finance committee the finance committee will'll second and vote and then it'll go to the full board
on the 18 okay great a second second thank you so the motion on the table is what Adam said all in favor okay so we'll move it to the full thank you thank you it's exciting and um we would only have a motion toour Tim second Mark second thank you guys
