sure Mr eing presid Mr gri here M heran here you have a qu stand for the pledge Al to flag of the United States of America to for it stands all right not seeing any uh audience members present um moving to review policies for a second reading uh policy 6145 point21 instruction status level sports program and attached evaluation form so each of you has a copy of the updated policy that has the revisions we've talked about about uh embedded in the new draft that you have before you for sports program adoption um so if we were to update uh if we were to consider a Newar sport uh these were the criteria that we felt made the most sense after the last meeting and you had asked for a new Varsity program evaluation formed and

basically what I did would just take all of the criteria and um put it into an overview of a form that would have to be submitted along with the student and parent attestation form um because one of the criteria to the criteria more or less ask for um parents and student athletes to acknowledge that these are the rules we're going to have to play by that you don't have to play by if you're a club for example the C rule uh and Student Activity fees and student conduct things that are embedded in our uh student athlete handbook uh and then everything else would need to be submitted by the folks that are advocating for the program again there's a there's a um you know process where this stuff gets submitted and then we uh would

go to the budget process and determine whether or not that's going to be adopted then we would maintain a three-year but probationary period on the back end to make sure that they you know continue to be in good standing and had a viable team to participate and things like that so question yes you may so remind me I'm assuming but I want to make sure um you've had conversations with the leaders of the group about that se and yeah so they know all about right actually the biggest um I think item that they had to consider and they they've acknowledged is that you know you're committing to a Varsity Sports schedule um it's um you earn a Varley letter through participating 5 six days a week you have competitions regular practices is it's not like

where a club could just show up two three days a week and it's good enough I mean this is if you're committing to a vars City Sport and you're committing to a Varsity Sport and so you know they acknowledge that and think of you know already again we've approved this in in the current condition of the budget I guess I'll say until the Town Council comes back I guess there's still room for us to to reconsider everything in our budget but um you know this they would I guess be adopted as a probationary program for 3 years and monitored and assuming that they're continuing in good standing we would retain the program thank you yes um there is no mention there's no language for the probation part in here it's on the second page Adam

if you roll it over uh what do you mean on the on the evaluation form um or on the policy looking at the policy I didn't see it on the form either it's not on the form it is on the um policy back page back page B let me see if it's oh that little paragraph yeah thumbs up it just didn't didn't fit on I mean I probably added to the um I could add that exact paragraph to the evaluation form too yeah CU my my question was going to be the way it's worded is that okay so if any kind of Club sport that's been in existence for three years can become a Varsity Sport if they agree to the um contingencies here um but with at least the probation part and then that

means that all of those participating will then have to participate at the varsity level and so that that may shrink the ranks potentially where they're no longer a viable sport after that yeah I think it's easy to say oh yeah we're all in right and then you start doing every day for 3 years and maybe you're not right and we're not going to be able to feel the team I don't know that we could recommend fing a team with six kids on you know what I mean right so that gives us some insurance on the back end well you know that so that being said is should there be anything in here about minimum uh minimum roster requirement is there any do you know what I mean like yeah so is that steing you know

like for fening let's say you need you know like for baseball like you probably need uh maybe 10 or 11 uh players before and if you didn't you have a forfeit or something like that I mean so yeah so maybe we add another bullet on the policy page that says that um you know a documented history of sustained participation as a club for three years I think in my mind I was thinking that that means you have enough kids to field whatever team it is right um or you know at least participate in a viable Co-op like girls hockey did um and so I think that would be a determination with the ad but I don't I see what you're saying and I don't think it hurts us to be explicit there and maybe after

that documented history of sustained participation as a club to say that um the the if to to create your own chesher high school team you would need to have adequate rostering to to fill out a team like because like you know I thought it was in my mind I think it was just more inherent but I I will be more explicit about it it can't hurt we've already got the policy going because it's possible that you know like I think there was a post today on Facebook where they they uh showed I I think maybe there was their seniors and there were like three seniors yeah for and so it's like okay so how many underclassman are there you know like and it was hard to tell how many like when they came to visit

us it was hard to tell how many people were actually in high school or were they in middle school like you know where was that there were a number of graduates too right so it's hard to know how many we actually talk about yeah and I think when we collect attestations and we get four uh that's a bad sign right right and and I think that's got to be a administrative decision at that point do we put this before the board um and I could I could Envision a place let's say like this happened that you actually only got four and we you know superintendent makes the recommendation that you know maybe we don't go forward with this is a varsity program because we didn't have adequate number of people indicating that they would participate

you know I I think that's a very clear in public rationale uh indefensible rationale for not moving forward with it you know and so um there should be uh adequate an adequate number of participants to feel the team as determined by the attestation forms and the athletic director yeah you know yeah but I also propose one more thing I didn't get this which was because they are probationary at least for the first year so let's say the attestations commit what three years three years so all right so then so I propose so I put this out here for for each of the three years should the when the forms come in and the ad says maybe it looks like it's good to go should there be a quick motion from the board to say they're

approve the movement head or anything like that or is that too I I think yeah I don't think that's a board decision at that at that point um I mean I maybe we give a status update just having a board approval for it is maybe a status up status for probationary sports or something I think that would be kind of the superintendent board's responsibility to have that conversation manually yeah um just it's more of a cuz yeah you don't want to do it for all sports because it's a special [Music] circumstance okay um for the and we I I understand the intent here the it is important to note the Fulfillment of these criteria does not necessarily guarantee formal adoption should we put a line in there saying that it is at the discretion of

the athletic director the principal whoever you um that's on the evaluation form I'm I'm just looking when we have that in there I was looking for it I couldn't find it I think I had on here something about um when this had to be submitted didn't I by October 15th um so I just wanted to add right what if it's a false Port maybe August because then you'll have time to process it for the budget I was thinking October would give me time to process it for the budget so it it should be October 15th in the year preceding the okay so full year before okay in the in the fall it's a full year before yeah if it's a winter sport you you're submitting it that year I think it's tough to ask win

a full year in advance yeah it's but if you're a if you're any fall sport I don't know in the or something then you know asking them to get a year in advance might be challenging well the anti well it had all of them are year in advance though really because if you can't submit to me a form on October 15th for the winter for the this winter The Season's already set cuz we already have this budget we already have this season we couldn't possibly do it like that so so October 15th is always for the subsequent school year right okay so that's why I think we could get away with that well would they would we need to have all the attestations by them as well yeah because that's going to be the hard

part I would think it depends I mean I I think for a team that's forming and wants to is like these guys would have had on October 15th for next year we ask him to yeah I think if you've been a committed sport you're looking to make that transition to a the Varity level yeah I think you should be able to do that and I'm sorry Mark you talking about just yeah on the evaluation form it says that important to note that fulfillment of criteria does not necessarily guarantee formal adoption just something that it's up to the you know the athletic director say say for whatever reason it's a really expensive sport we don't we don't want to take that sport on right it should be should we be set clearly it's at the discretion

of the athletic director the super yeah yeah it's really it's our budget yeah okay what if budget cuts what happens to it it would be subject to every other every other sport yeah I mean once you're a Varsity Sport you're on par with the other Varsity Sports so so it's not like last in first out no you know I it could be I we'd have to make decisions about at that point you know like like you know Vin and I always make recommendations whenever we have to pace reductions in the budget process about like what are we reducing and what's the rationale for that and then the board ultimately makes those decisions as they see fit so it could be the reason that we're reducing it is just became a sport I don't think that's

the best rationale to present but could be the superintendent might do that but um usually we just try and raise the participation Fe the Salvage of sport unless you be dire so um should any of that language be in the actual policy what's that um this language the last s sentences yeah um or a sentence that represents so so would you consider that administrative action or should it just be in the policy and just a sentence saying determined by superintendent and design or design or something you know what I mean well those those lines that you just typed up sure I'm I'm I'm okay with that I mean I think that makes sense it is important to note that fulfillment these two lines here I think make a lot of sense to add to the

you know just to your point to maintain I think you could start that first sentence with fulfillment more de rather than passing what about that down on the third bullet point where you have something crossed out is that just to show us what it was yeah do we need to list all the sports just in case the cic adds Sports does that mean we have to go back and modify later thank you I I like the idea dropping it the list dropping what dropping see this list of cic control Sports cuz it's really incoming upon them we'll know what the cic controlled sports are when ever anybody submits it and you're right it could you know change what if they fig skating next year and drop hockey or something you know so you don't want

forid yeah you don't want it so we so we don't yeah so we don't have modify because CH I mean it doesn't change often but you're right you don't want to be beholden to it in our policies and your policies as C control plus you also mentioned the uh other you know maybe identify another Statewide or National Organization yeah so we cover the bases in the in the bullet point there so we good with dropping it yeah except it's nice to for us to see it too though can we just have it on a page that's just it's easy to it's easy to um call up okay it's easy enough to find yep on the CIA website M oh so these are all of them they're not necessarily no no no yeah this is everything

cic Oh I thought these were ours we do have most of them I believe it's not exactly if you put that scene on the website that can dat it so wait a minute so fencing is not on here no it's not no it's not that would be another state wider National Organization instead yeah there's a a state body that but the point we're making is that this will be treated like it right yes oh that's interesting so girls ice hockey is not a right same thing same so okay should the governing organization be listed on the form or like for girls ice hockey is there a governing organization yeah so all right so then which I'm guessing fencing has so like you know just that to listed since it's not CAC you know just have

a line on the form perhaps well well that's an atation yeah but I think I could include here uh participate in one of the CIA designated Sports Seasons we require you to do that anyway I don't care who's governing you you can't you can't say all right we're going to have a fencing team that runs from October to July you know that just blow out our budget so you have to participate in one of these Seasons right and most groups do that um and so and here we could say which one would defensive fall winter winter if not CIA designated uh please identify what who's your governing yeah Authority yeah might be nice to have that on record yeah the international F Society yeah that well also if there they have a season designated that

does run differently know that since they do competing against other high schools the same rules yeah yes they all they all have the same rules that they have to abide to that governing body all so when you're talking um I'm looking at the please attach a detailed Bud M but then we say the coaching part of it is ours to tell you we'll identify with the c you can't give us a budget of $48,000 a season for the C I mean you could but I would reject that we're not going to pay it yeah fencing booster club yeah could they would could they do that if they wanted like is that a possibility like if they wanted to hire you know they want to go for it and hire that top so we permitted um

folks to pay assistance that weren't budged for that way but not the head coach okay so do we take the money from the club and hire the coach or are they doing it on their own we have to issue a W2 to that coach that become our employee in order to covered by our insurance and all for participation and so the uh booster club rates us a check we pay the coach withhold taxes or whatever the way we supposed to that's part of our uh our Student Activity accounts and things like that all that fun stuff that we talked about before other thoughts or considerations here appreciate you guys looking for this I've learned a lot of high school sports there you go pretty PR air tight you go big time with this one right

Jeff Statewide this is this is uh everybody's going to copy our policy we've already had a number of requests for this policy because everybody we reached out to said no but we' love yours when you're done with it you know so all right fair enough we sent we sent ad find one no we sent the other SEC Southern Connecticut conference which is basically coming uh we sent them the draft that we had they're like oh yeah this is really good they didn't have a lot of feedback other than we want when we guys are done playing with okay we let cheser do all this thinking yeah yeah all right so we ready to move on to our next item we are so you guys good y okay um there are several copies of different plans

as you requested for Equity diversity and inclusion um the CPS version I mean we spent a fair amount of time going over in the last meeting which one is that's this there's a yellow highlight at the top right that says CPS draft Equity policy that's the one we looked at last time if you wouldn't mind me just pointing out a couple of thoughts I had about the other ones that were provided to you um there's a cave version where um they talk about I don't think it you know I think it makes sense generally speaking this one um I I had a couple I had a question or two on a couple of different lines the first being in the second paragraph here where it says is um achievement gaps between white students and students

of color unacceptable if we are to meet our mission and vision statements and our moral obligations to students and families in our community honestly I didn't like that because it was only race based you know uh in the policy and in several other policies it talks about you know uh more inclusive Equity work that's not just grounded in race I mean obviously if if uh you know all of our female students were out way outperforming our males we want to look at that too you know think any area where we're seeing um substantial uh disproportionate performance with uh folks we want to try and close those gaps so that was one issue I would think about modifying within this one and then there was um um is that but that's not in the CPS draft

no um this is the cage draft the other one I had was here H um where it says District shall provide PD to teaching staff specifically designed to strengthen employee Knowledge and Skills for eliminating opportunity and achievement gaps between groups of students I I just say where and when necessary you know the last thing we're looking to do is add annual PD um we're already choking with all the state mandates for professional development from bloodbound pathogens to um sex trafficking to you know DCF mandated reporting to the list goes on harassment sexual and otherwise so there's a laundry list of these very long PDS that were required to produce I'm not looking to add another to the list but if we identify place where we're having issues I think we need to intervene are any

of those things that you just mentioned like the recording to these are any of those available in like an online they are but you know um like an online course that that your employees can just take yes we have an online platform called Vector yeah that um assigns you the videos and is incredibly valuable to us because it tells us who has and has not completed the trainings and we can make sure that they do now um you know the the there are some videos where it's like okay this is something that is not necessarily does not necessarily have to be done exclusively on employee time because you can't be a teacher in Connecticut without it you know so we work with the Union to say which of these videos are we going to give

you time for which is the vast majority of it to be honest um and which ones might you have to complete independently it's the vast majority we have them we give them time to do because it's critical today to them and so we we sign that time but you know the list continues to grow the last one was the sex trafficking which is a 2hour video program you know you have to complete um and so you know the the hours that we have for PD collaboration time continue to sh shrink it because of these different mandated trainings and not that they aren't valuable but also what is our role here you know as a school system um law enforcement body or the you know public health agency yes what are all the all the above

yeah exactly so it's I'm not looking to add more mandated training and that's why I would add the winner went the other one um that you have the uh there's a one actually I'm not sure that you were have a copy of this just few copies of it this is from Canton um here's a few C I apologize that we didn't make copy have that also should be among we do have this don't have this one this is um this one I think I mean most of the ones that we're looking at tonight all kind of read very similarly and I think they all have a lot of Merit to them um this one um what's the what is the third one that we had in front of us I see the cave and new

new town is other yeah and then this one is c i i i didn't love the land language on the front page of canton's number seven um where it says remedy the practices including assessment that lead to over representation of course we want to do that but I just thought maybe the language would be read than remedy um I would might change that to ensure practices including assessment that thead to over representation uh are we continue the practices this don't we already do it no this is this this says like um it's basically saying that every time you have something that has over representation or that's desparate that you need to fix like you need to fix all the things that you're doing wrong and to me that seems relatively obvious I would rather change

the language from the negative though to the positive POS ensure continued um practices that limit these things you know what I mean um so that's one thing and then um are you proposing to add the entire one gr setion I think I'm not making any proposals right now what I'm saying is here's a copy of a uh policy from Canton I think if we were going to do this if you love this version I would change the language on number seven and I would also look at um under superintendent's responsibilities number two which is the last page implementation and responsibilities superintendent and design shall collect review provide the board ACC quarterly report on data regarding racial or gender disparities and area including you know it's not we don't have quarterly reports on everything there and

um I don't know that we need to create more work to to do that uh there are a number of places throughout the year where we review data uh of all sorts and I think that if we disag make sure that we're disaggregating when we do that I don't know that we need a quarterly report on disparities that do exist those are the those are my two highlights on that that policy the last policy was from New Town and would you know that same Spirit where if people said hey you know what we we love all of this there's there are a couple of spots that you know just kind of struck me I mean I understand the definition of institutional racism but um you know I don't know it doesn't reference really institutional racism

in other places um so we don't have like that list yet is that correct what like these two policies can't and new town have the one through eight for the they're part of the policy they're just part of the policy they would just be adopted as part of policy we don't have a policy on that has that sort of stuff so like but it's not in our draft yet um in our draft no yeah that's what other say and if you look at um yeah I'm sorry I thought you like we already had one adopted if you look on the last page for example in the new town one the second to last bullet says ensure staff and leaders set goals to promote and monitor the implementation of well they it looks like they were

editing and crossed out goals and stuff monitor the implementation of commitments outlined in the diversity and Equity resolution which we don't have so I would include that obviously but um so that suggests that new town has right some sort of draft resolution that they did probably yeah a couple years ago or something about and now they're putting together a policy to right which I don't think I I would rather have the policy than have it in two separate places because I just think that the only be a statement right I'm sure that's is more right yeah yeah guys probably so you've looked at the you've looked at this more carefully than I have do you think are there similarities between one through eight on page one of canton's and the eight bullet points on page

two of um yeah I think all of these kind of read similar similarly um they sound a lot like each other the preferences I had were probably first for Canton second for cab maybe third for us and last for New Town if I if I had to like rank order these in in terms of ones that I thought felt best for our system but certainly so my question is do we take the time to look at to look at these more thoroughly before sending it to a second reading to the full board or or do we I think that'd be fair I think that'd be proven or do we involve the full board in this work at this point well we involved the full board last time and we sent the draft to the board

and got some feedback about the draft about this kind of mandering a lot into um practice rather than policy incorporating that feedback I would tell you that the um that's why I think I would move this to three in terms of my my preferred given that feedback that Canton would probably be the first present uh you know one I think if if you said to me today like all right we're going to um kind of hold on these and we're not going to move this forward for another reading until we get more feedback from the board I would make the modifications to the two versions that I just shared with you like some of the things that I thought should be updated in these two and I would probably recommend we send them to the

full board for more feedback and then we come back to the next meeting and say had more time to look at these two we've gotten some board feedback what do yall think now kind of thing Mr Carol your thoughts i' be more comfortable with that because it's completely changed yeah but we're adding yeah we're adding hug I would almost like take it from the top with one of these two so I think that's probably the better more prudent move but you know it's totally obviously up to you three to figure out more comfortable with un comfortable with what he just said yeah g thoughts um I haven't read it all the way through but so I have a more positive feeling on this Canton policy than we do on our own policy yeah I thought

you might and so basically what we're suggesting now is to just more or less pull it send back the um send the updated versions of the can one and the um c one out to the board looking for feedback in our April meeting we'll come back and take those really two up in Earnest given the feedback that we've gotten from the board members have weighed in um if they have any strong feelings on either of them um and then we can go for so we have the table it or anything well I'm just thinking about that Carol I don't know if we if you if we table we're basic table we have to make a motion just we'll just don't bring it forward for a second meing yeah that's what I was thinking we just

pass on it recently okay whatever the technical term is do we have to get a motion do we have to do that no not if we're table okay so okay um all right so that's what we'll do I'll send out updated that won't be on the list to move forward right when we go to the board meeting it won't be on the Motions to move forward because tonight when we say you know moving um Athletics forward for a second reading we're just going to say Athletics we I can the the equity diversity so the third reading policies are readings we've certainly kicked around a few times um it's the 2132 is just a shift uh to make that assistant superintendent just change the language in that policy uh so that's just that's just a name

change though yeah yes yeah pretty straightforward uh admission and placement that is uh a required shift for kindergarten if you remember the state Chang the law on that um 5112 is the same thing it's about ages of attendance so it's the kindergarten issue all over again and then new new not new board number or ation that would be awkward but new board member orientation um It just strikes out some of like this language where we have to mail people stuff when they first declare they want to run for the board we all thought that was beyond outdated um and then they'll have an orientation program we're not like printing packets like linked to uh the board's policies rather than a paper copy of things we just updated this policy from uh 2014 so now Tony

talking at the board meeting about cave coming up with their program do you think that's going to change the policy um I think we'll still have to provide orientation it might the train is going to be different yeah yeah it might be them providing it versus us but um I still think I mean I don't know how you become a treest Public Schools board member and not have some sort of orientation about what we're doing here in town it would be malpractice I think on our part to do that so those are the the third readings I don't know if you guys have any questions on those third reading ones we kick those around pre so it sounds like 5111 and 5112 are both about the kindergarten changes yep so but they're in different policies

because one's a policy admiss um the I'm sorry the 5 years of age see that's the kindergarten thing right here by the 1st of September it used to be the 1 of January and this is uh the other change I forgot about the transition programs now it's up to 22 when it was 21 the other thing I mean this get started on here we'll do 22 it's technically you know if you turn 202 on the first day of school then we have you through the end of the year and you get no more State money for that it's really because the doesn't allow to pay it so they will tell you oh yeah sure you can come with us but we're charging in tuition they're really just pushing the cost of care back into the

schools in public you know to rather than improving their system which is really important I think for the state but whatever um so that's this one kindergarten age of 23 so my question is how is that different from what 5111 is 5111 really just speaks about the kindergarten missions piece that's um with the written request oh okay that's is that the waiver that's the waiver piece yeah which is again this um in this legislative session under consideration again but we're doing pretty well as far as that all goes actually we have uh assessment date set up in April and number of people have signed up for the transitional program at a tuition basis so that should cover the cost of the program what are they considering uh they're cons considering no waiver like the same

way they didn't have a waiver for January 1st to start school you had to be bu by January 1 they're considering no waiver by September 1st you'd have to be five by September 1 we didn't have a waiver before I I I really hate the waiver um oh right because we were discussing well yeah how do you determine yeah right yeah yeah and it's like you know we've spent our entire existence saying we'll be ready for you when you come to us you don't have to be ready for us you know and now we're saying well you have to be ready for us put a bad taste in my mouth and you know I I hate the idea that you're taking four year-olds and saying well yeah exactly yeah you're not good enough for kindergarten

like you're poor so whatever see figure that out this is all going to iron up it's going to be just fine yeah but not a lot of growing things yeah that'll be fine all right civility um was the last item one of the last items for discussion here we had a civility policy um and you should have our our policy here and then there's a Code of there's a um cave version of the same thing yeah and they're they're really this is mine over here I'm using the computer too so it's really pretty close which one are you cility but I got it from the other so Jeff I don't know if you answered this question last time so this pertains to School Employees parents interactions with School Employees and staff this one more just

students staff but it's under the 5,000 the cave one well ours is under the 5,000 too but it it does speak to like broadly this is our expectation for engaging in our community right so right so I I couldn't recall so this would also pertain to Citizens interacting with the board at a public meeting yes and we already I we have that guidance well we have a framework yeah that was already established that's a bylaw that's pretty broad right yeah I think it is a bylaw we have bu yeah that's actually the next item we talking about well this is public statements by the board I believe yeah it's public statements by the board so this is a bylaw of the board that kind of talks about let me see when this was last updated

0472014 as well so you know this kind of speaks to some of the cility issues right was like what the chair would read right you know name calling specific uh what calling employees yeah profan yeah that kind of that sort of stuff this is much more detailed but it's it's vague enough that it could be applied in the same way but it's seems more specific to interactions with staff and employ and employee to employee and even student to staff or student to student yeah that's all fine I think to your um to your earlier point that this is really more Global in how do you carry yourself in our community U for adults as a role model to to students and how do we engage one another um frankly there's no real teeth in a

lot of this because it's all dictated by law and stuff like that um first guidelines yeah yeah First Amendment rights and dark Constitution yeah so um you know there's like I said there's not like consequences you know if uh we've had parents do some things that are really appropriate sure yeah you know throw a desk in a meeting or something ridiculous and you know there's there are legal steps that we can take um I think what our policy tried to do is walk through more of a media mediation sort of process and outline some of the legal Stakes I i' I've had to have conversations with parents you know you can no longer address our school staff because of the the conduct that youve demonstrated in that process and that's within our legal rights um

that is extremely rare I I can only remember doing it twice in the eight years I've been superintendent maybe a couple more times in the time I've been I was principal so there are legal guidelines to these things too I think this is um in some ways like an equity policy po equity polic provides a little bit more practical guides but this is this is really a message sender for everybody in the community and a place to turn to let me say this we we have a a civility policy that talks about you know here's a or I I would send a letter if necessary to an individual that says here's a copy of our stability policy you know here's what occurred on this date encourage you to consider this happy to discuss it with

you and then I'd probably get an iate demonstrating a wild back of inability or a wild back of well what it does is it gives you the ammunition to do that and say we have policies I I didn't just pull up I didn't pull this out of the air you know this is the bigger thing for me is I think you know at the end of the day I think we're responsible for modeling civil conduct for students that um you know it's okay to be upset it's okay to be angry um engaging there's a way to engage in dialogue that's productive and then there's on civil dialogue that's not productive when did this um civil policy when did we start discussion of it yeah because I wasn't more than that Trac Tracy was here so

that was preco okay it's been a lot yeah do we know are there other school districts that have yeah the cility policies sure I mean if you'd like to look at those to see if they're if they deviate from the cave don't know yet I mean I don't want to assign you anything right now because um because I'm not sure how much I like this yet I guess it's just the mention of community members now I know that we could have people out there who call the school system SC you know call the high school or something or call your office and just harass you I suppose theoretically about a certain thing that you're doing or not doing um but I don't know it's just that I guess maybe because I I think everything in

here is is pretty good as far as you know staff students within the confines of the system when you say in here you talk about the cerss I just want to be no no I'm talking I'm looking at the the one CPS version or CPS ver I just want to make sure that's why I as most yeah so mostly it's the the part that I guess bugs me the most is the section that says expectations okay and so that's on page two yes sorry um and just that at the first paragraph it says and community members and so that would lead to inference because if it's like what you know like what's the line because if a Community member comes to a public meeting they have the right to speak right as long as it

doesn't get totally crazy right right long as they're not disrupting the meeting yeah right well right sure um but so I'm just wondering what the what the context is of that paragraph and it should that be clarified I could definitely work on that yeah yeah I can definitely if it's in the confines if you're calling and you're you're hammering the phone lines cuz you saw something in the paper you're riled up about a national issue or something yeah you're you're taking it out on you know locally then that seems appropriate but you know you know as far as you know using this Adam you know we've had people to meetings your tenure you know seen like and there's definitely been civil times and unil times and and I I think you know unil that we'

had we've had to manage that and uh Tony did an exceptional job of managing that at the time when we saw real incivility at a meeting um but it's extremely rare um thankfully and that I you know really appreciate the members all the members of our community who have an interest and speak out um things related to CH Public Schools um and rarely does it cross that threshold um and you know I think in a at the school domain you know the there has it's not as bad as it was right after Co but some of the interaction um were inappropriate with people coming into the schools with you know I think that there's a different threshold that I have for disability when it relates to conduct with teachers versus conduct with principles versus conduct

with the superintendent you know the leash continually gets longer whether that's right or wrong um and I think you know I hear you saying here are my reservations and I can go back and and look at that and maybe do some clarifying of language that supports what the concern happy to do that I that was that's my thought and then one other thought is as I'm reading through it is there a potential that a student could be charged with like inability no so that that's yeah that was what yeah so there's a lot of guidance around St conduct for students things like that um yeah I mean in the worst case scenarios you get a breach of piece or something somebody's 18-year-old picks up a desk and throws it through a window if you're going

to get a breach of pece vandalism and some other things um legally in addition to insubordination perhaps or vandalism but this wouldn't cover like um let's say you wouldn't get disciplined an in school student protest of some kind or something like that no that would that would not fall like if you didn't like the you know like you could you know you didn't like the protest so I'm going to nail you guys with some sort of breach of Civility and you know you all get in school's detention or something no yeah um that it wouldn't be breach of cility you you could get uh discipline for some sort of uh protest in school depends what the protest is you know if you're disrupting the school B like marching down the hallway shot of profanities yeah

you're probably going to be disci for that but we've had um we worked with students uh the biggest protest I ever remember is parking post parking there were a number of kids who wanted to voice strong uh concerns you know school safety and they did so with the support of administration in a very when I say the support of the administration it was it was scheduled it was you know everybody who wanted to during a certain period of the day went outside we had several hundred students outside uh I remember at the south side of the building um kids gave little you know short speeches and uh was quite powerful and when it was over everybody went peacefully back into the building and that's that's how you do it um not tearing civil disc B

bling windows out or anything like that you know it was very appropriate um yeah I guess I suppose my theme Here is speech yeah right yeah and I I hear you saying I want to make sure that that protected and it should be and and we I think we could maybe do a better job of articulating that here so this wasn't necessarily um up for reading or anything like that I don't know there anybody else have any other questions concerns it's not something that we have to vote to move forward but um I would just work with you guys to determine if and when it would be appropriate for first reading you know once I make that sort of feedb yeah are you all fine with those sorts of modifications why don't we take a

look at at least language yeah we'll look at the language next next time then we'll uh talk about the last item is for monitoring products and services which I think is kind of a a weird uh products and processes that's why that Services said Services yeah I was like why didn't it say processing services but um the what is it supposed to processes not Services the policy agenda says products and services sounds like the sort of AI accident it would happen but this is products and processes uh Tony had asked at one point if we could take a look at this this is the board's policy around uh excuse me bylaw not a policy around self evaluation and uh last updated must 2014 must about a busy year did you know what we did is

we went through all of the bylaw all of the bylaws only made little adjustments were you on the committee then Adam or no proba 2014 oh no uh it was Tony Mar so that was the year before I came yeah and somebody else and we went through every single bylaw and just read the language and make sure there was nothing and then as a group they were all approved for 2014 doesn't mean that there was anything major done it just may come okay Adam was here for the last like thorough yeah so that was that was policy though not bylaw no policies yeah that was an undertaking and a half so are we saying this is policy or bylaw this is a bylaw um but do does do we take charge of that too y

okay yep and so this basically calls for self- evaluation of the board as needed um each member shall participate and I don't know Adam and in you guys remember but years ago I want to say like six years ago maybe s um we engaged in a in sort of a cave self- evaluation where um I sent everybody on the board a form to fill out and they they sent it back to me that I sent to Cave or something um we never necessarily completed that process and I can't remember why it was a long time ago but um was that in conjunction with the we did the board retreat no this was way before that actually yeah we did a board retreat at Cass years ago when I first started we did a cast Retreat

I want say that August Maybe 2016 the most recent one was you said a couple years ago yeah was it last year year before last year Faith was there so it wasn't that long no you know must be years Sam was not on the board so two years ago yeah yeah we did that a couple years ago big cast had dinner we had a guest speaker and remember that something so basically oh I know what we're talking about so basically um I think Tony just wanted us to raise the awareness of this again um the closest I think that we have to uh self- evaluation today is the cave uh Awards process which kind of highlights best practices and a number of different domains and we've been recognized um in each of the last two

years for our success in that regard um I don't think it's a bad idea if we're going to give a policy report on March 21st which is our next business meeting we have a meeting Thursday night that's a showcased so we wouldn't be talking about policy on this Thursday but the 21st um for us to redistribute the cave award CR iera just kind of say Hey you know this is what we do it does require um board participation in professional growth and advocacy experiences and um Tony's been carrying the water on that for the most part for the last couple of years given his significant involvement in Cade but I think it's probably good good thing for us to look at today I mean um did both of you guys I think both you guys

went to the uh caps cave conference this year I didn't go this year you went this year so you know it's things like that that you know board members engage in professional growth experiences that support board processes in the community so I I would just say you know I think it's good to talk about the fact that we look at these things and we try and stay current um and I can hand out a that we send several people every year to to different things I mean I know yeah Tony's been super involved obviously and he's advocating down the DC but you know and it's not that everybody has to do that but um he has a position yeah with K yeah and I think but just making people aware and uh we could continue

to make sure sure that people are aware of opportunities as they arise through cave uh for professional growth so that's that's it for this guy I don't know that this really needs any tweaking or anything like that but again it's it's all as needed so I'm pretty sure last year we did look at those um requirements yeah for we've looked at them every year for last because actually we have to pass a resolution in order to submit the award so the board has definitely seeing it in the last couple years but we should see it every year yeah and I think this is a good time to look at it because we'll have to submit it I think it's like next September or something and you're better off seeing it today and knowing okay well

here are some things that maybe we can engage in rather than waiting until the DAT before to do your homework I have students who like to know when things are du ahead of time that was not me I will say that was me and my my kids too I was wake up at 5:00 a.m. and stud for than i' still be pretty well but not the healthiest strategy anyway so um I guess then we're looking for a motion here in the the 61 4521 for uh a second reading and then we' be looking for motion here on those three for a third for third reading I made that motion have has to be two separate motions you want for the third no I'll I'll do that do the I'll move to take the 61452 to

a second meeting second all in favor we need a motion for the third reading of those items do it or you want me to sure I'll do it uh move uh for a third reading uh policy 2132 uh assistant superintendent for in uh for instructional Services Services is the current uh that's where that Services went to it must be uh 5111 admissions placement 5112 ages of attendance and 9230 new board m orientation second hold on as yeah I don't we're not we didn't change anything byw yeah they it can go together they can go together yeah they require three reading yeah because it was a byw make sure need to be separate yeah my motion remains unchanged I'll second or unless you really want no I'm fine with all in favor you get to say

all in favor all in favor I get to say so the last say we need the motion next motion to adour second second sure all favor we're done okay lots of reading today
