001the treasury Board of Education Ben can you call the role Please Mr Martelli present Ms Rosenberg here and Mr White here Mr Martelli have a quorum of your planning committee all right Ben you uh do the pledge I am going to do that all right I pledge allegiance the United States of America and to the Republicans all right Mr massion you want to take it away I I certainly will get us started here um good evening everyone and and welcome to the planning committee meeting tonight's agenda is to review the capital budget um I did want to mention Mr Martelli that the uh there is an audience uh item on the agenda but I have no correspondence and there's no audience at this point so the I'd like to start with just a quick overview
002of where we are with the capital budget request now these requests are um have been put together you know working with Mr clivette and Mr bombero as well as our administrators and as I'm bringing up the screen um you should hopefully see the two pie charts so on the left side of the pie chart what we're looking at there is the total Capital requests over five years and we're going to go through the details in a moment but I just wanted to highlight up at the top of the screen on the left that the HVAC improvements make up the bulk of of the request at 17.77 million again this is over five years we'll be going through some of the detail but 34 percent of the 52.825 million that we're going to discuss this evening
003for the five-year investments in our schools our HVAC window replacements are 9.3 million about 18 things like site Works Paving Roofing sidewalk and masonry 7.375 million about 14 district calf improvements 6.3 million the bulk of that is Cheshire High School's cafeteria and kitchen the um interior and exterior building improvements about 6.125 million fire alarm control systems for you know three of the remaining schools that need replacement 1.85 million and then the rest are you know relatively smaller amounts but to do items like flooring and District labs and some Code Compliance work so you know the point of the matter is that the request being made or for things that we need essentially to continue to to maintain our buildings and keep them in good repair the right side of this um pie chart and then
004if you look at the right side columns that shows what we're requesting in these categories for 23 24. so the funding amount that we are requesting to get approved for this year is 9.545 million and we will be going through I did want to know one more thing and this is a different set of pie charts but you'll see if we look at the five-year request Cheshire High School is about 14.6 million of the request dot is about 12.5 million or 24 Doolittle's 13.4 million Highland relatively our newest building 6.25 million then we have about another 6 million that we're requesting for district projects so this is really what I wanted to note here this capital budget does not assume any requests for Chapman Norton or Darcy because those three buildings will come offline when
005the two new schools that are planned to open in August of 2026 are built and I'll also note that in this request we do not have anything included for central office or the humiston building so you know the idea is to try and continue to maintain these buildings but we haven't requested any Capital funding for any of those buildings so that's really a high level overview okay yeah thank you Andrew yeah just real General then with regard to the with regard to the new schools um is everything in there going to be pretty much warranted so that we're not going to get hit with something in the next five years let's say it comes on and online in two years five years down the road I'm not talking about light bulbs or anything is there
006anything that could go out to referendum that's like that's not warranted that could be a problem it's a good question and I mean I'm going to say in general you know when you build a new building you've got 20-year life expectancy on the major components so I I wouldn't expect to have anything included in the capital budget after those three new buildings are built for that period of time okay Jen so it's I guess that I guess my only comment then is uh just talk to the attorneys or whoever it is and just mention you know I'm sure they have it as a concern they'd be aware of it but we want to try to minimize anything that would not be warranted for at least 20 years because these numbers there's more stuff to do
007with the schools so anyway that's it thank you you're welcome okay there's nothing further I'll move into the really the the detail review here and you should uh see on the screen you know what is a the first part of a four-page spreadsheet where we've laid out every single one of the capital requests and we've sorted these in a priority for the money that we're requesting in in plan year one so if you could see the column one two three the fourth column from the left um there's a rating it's a zero one two three zero being very high one being high two medium and three low and as we go through I'm going to ask you know certainly Mr clivette and Mr bombero to you know add a little bit of description so that
008the the members of the planning committee know that some of the details behind why we're asking for this These funds and then as we go through I do want to highlight that the ones that are highlighted in big yellow those are new requests that were not in a previous capital budget and so you'll note that the first four they're high we um didn't necessarily have time to plan for these which is why they became new requests that were asking for money in 23 24 the first year of the capital plan so first one is Dodd Middle School boiler replacement on the Park Place side you'll see that we've we've prioritized this as our top priority it's a estimated 600 000 request um what we're doing there is we're replacing two boilers and Rich I know
009that you have a lot more detail on this so you want to give us kind of an overview why this is you know become important um as kind of quickly as it did yeah I mean over the past I mean starting from the beginning when that uh section of the building uh was uh constructed and that was the courtyard enclosure which included uh I believe uh Library modifications and then the addition of the science uh classrooms um the boiler room itself uh was built very close to the water line so it's the the natural groundwater line um that permeates you know in across everyone's property and it must have manifest itself pretty early on because included with that construction was the um the addition of two I think they're 1 000 gallon an hour uh
010sump pumps that are located in the boiler room and that handles a ton of groundwater which keeps that end of the building dry unfortunately you know as with all groundwater it eventually permeates uh the concrete foundation and then Wicks into the interior of the building so over the years and I'm talking you know over 15 to 20 years that Boiler Room has seen a high level of humidity which obviously doesn't fare well with uh anything made of metal or cast iron so in addition to the normal wear and tear on the boiler from the inside the exterior components of the boilers have also degraded including uh the gas trains uh the circulating pumps um any ancillary system that's associated with the boilers in the last few years we've been dealing with Co leaks coming from
011the segmented cast iron boilers we've dealt with that just recently right before Christmas gas leak coming from a bad valve on a gas train um it's just old it and it just it's time for a replacement for the interim we've replaced what we can and we're actually at the point now where we're using furnace cement to keep the segmented cast iron sections plugged up to prevent Co from leaching into the building so it's certainly time to replace I think it's a good opportunity to replace those with uh some more energy efficient condensing boilers smaller footprint incorporate vfd into the hot water circulation uh to gain some uh some uh Energy Efficiency so on and so forth so it it is time and I think if it weren't for the fact that the envelopes or the
012boilers are in such bad shape um I think that's the primary reason why this is a high priority Rich are they going to go back in the same room with the moisture issue so over the last summer actually um we epoxy coated a good portion of that Boiler Room which substantially reduced the humidity uh the next phase will be to do the frost walls or side walls so I I have been uh we have been doing some activity uh in the in the background uh tried to eliminate the moisture in that area we've also purchased uh heavy duty commercial grade dehumidifier uh that's also been helping so I think with um the waterproofing um you know um tasks that were performing it's going to help alleviate a lot of that all right Tim you have
013a question yeah yeah I just want to try to get this straight in my head um the notes that are in here say 30 year old right B Smith and I thought you had said they'd been in there for about 15 or 20 years the building the building was built uh roughly 2 000 so they're 23 years okay so they're not okay so all right I'm just trying okay so they're not 30 year olds they're 23 year old and they've been there for 23 years yep okay thanks for picking that up Tim I'm sure you know the things as we go along here too yeah no no that's fine I'm just trying to write because this really sounds kind of ugly for a whole bunch of different reasons so um so that we you're basically
014saying this needs to happen now this is not I mean there are times when I want to just kick stuff out if we can you know crack sidewalk could be kicked out a year this is something that you're saying needs to happen now yeah I mean there's there's yeah I mean there's there's a couple items that you need to have you know School in the normal course of the day uh and especially during the winter it's true that you need heat so I mean boiler plants are you know I think we've made uh real a real real a lot of progress over the years and modernizing our boiler plants uh this is Todd Todd in the high school are are two of the last that need to be addressed we're we're in good shape apparently
015everywhere else right how much of the building does these units heat so that particular boiler Heats all that 1996 section plus the 2000 section so it's all on that circuit it's roughly uh 40 of the building the library also um I think the library is actually split okay yeah so this is one of those that you know we've got uh you know more than a a comfortable degree of risk if we don't start working on the replacement that's the best way to describe it it's just not worth it if we're going to have to do it in a in a couple of years anyway let's not take a chance and then I will add that which we we actually lost um these boilers temporarily last weekend right yes yep Unfortunately they had a high fire
016low fire issue and that was basically on the boiler control side trying to keep up so we although we did have hot water going through the facility it was at a a much lower temperature so we did have some issues we fared a lot better than Town Hall did but nonetheless it's a concern that uh that we always keep an eye on ma'am do you have a question she's muted sorry I thought you said Tim nope Sam here he got his who's got one for the night um the the price tag again then remind me we're we're moving this if we approve it has to be on referendum right because it's above the 500 threshold yes the only thing that I'll throw in here and I have no idea if it's going to happen but
017you know the all the board members planning committee members know that we've asked our legislators to try and um legislatively commit to providing reimbursement on HVAC projects they did it for you know projects that were appropriated last year and we we applied for Grants but that hasn't been extended to be a permanent Grant if legislatively that doesn't get approved then we would get reimbursement and our reimbursement rate is 50 then actually it would not have to be a referendum item but as of right now yes it's a referendum item when would you even know that by the end of the session yeah when the session ends in June yeah um the you know the I guess depending on when the council actually takes up the capital budget for approval um last year they did I
018believe in in May but in some years they don't do it till August so I guess it depends on when the council takes up the um the actual capital budget and and you know I I'm just kind of thinking this through Andrew if if the council does approve even in May those items don't go on the ballot till the following number so if there were legislation passed in June that could come off the the ballot but there's no way of knowing whether or not that's going to happen I certainly don't have any insight other than the fact that we've asked yeah I think it would be great for the district if you know if we didn't you know move as many as HVAC projects along if we knew we were going to get reimbursement yeah
019um the other thing I'd like I'd like to add is we're currently soliciting uh proposals from design professionals and included uh with that is a conceptual construction cost estimate so it potentially could be lower um that's 600 000 obviously is you know an estimate a marker based on the previous spoiler projects that that we've completed but ultimately um once we have a conceptual cost estimate we'll be able to hone in on the on that right number and which could be lower anything else in the boiler okay um yeah I just want to make sure that we're taking we're this is a lesson learned so as we move forward into new schools drainage and stuff this is this is going to be part of the discussion yeah then okay got it thank you freshwater management Rich
020do you have an idea as to when you'll get those exact estimates in and I'm just trying to get a sense of differential now yeah Dan and I are currently uh interviewing our number one number two designer picks so um I'm it sounds like I could possibly have uh you know once we have a design professional under contract you know they're gonna have to come up with at least a schematic design uh probably around the May time frame so there's really no time to to really push this off just a little bit longer to try to you can always push it off get a sense of what the legislative decision might be because right now it's so premature because it just started I don't want to make any decisions at the moment but I I
021understand the the timeline that we're under too to make sure that it gets onto the referendum yeah and I I think and I understand everyone's concern and I apologize for it kind of being a last minute uh we're trying to avoid having to do this as an emergency Capital um based on our inspections this past winter uh you know and the the the events that occurred with the CO leak and the gas leaks you know we took a deep dive on existing conditions and then found that you know we're in a lot worse shape than we had originally assessed so that's the reason why we're we're kind of putting uh an extremely high priority on this particular replacement okay all right one down the next one is uh the planning committee knows well that we've
022engaged with antonazi and Associates to examine Doolittle and Highland um and find places including the possible installation of Portables to expand our Elementary classroom spaces we don't have any work product from antonazia yeah we and we won't have it for you know another couple of months but you know we we decided to put uh 550 000 split with 300 000 in the 23 24 Capital year and 250 in the 24-25 capital year just so that we have a placeholder in case we need to do something pretty quickly over this summer to accommodate more students so that's that's the request you know it's not at the referendum limit if you know that's one of the concerns but you know we can adjust the number but I needed to put something into the capital plan for this
023keep moving yeah I just today we want to comment on that no yeah I mean no just keep moving then what I'm thinking is as we could kind of run through these you know get some comments then when we got to the bottom line you know you the committee members can decide do they want to move stuff you know to a future year and reduce the the bottom line or increase the bottom line so you know at least I have a sense of the the key ones we wanted to walk you through the next one is over at Highland you know this is a hundred fifty thousand you know for two years to do repointing um you know take care of some of the you know the exterior on the mobile classroom that we have
024out in the back Rich you want to give a little bit more of a picture yeah you're uh you're pretty much there uh the Highland is built I mean primarily brick facade and then uh ifasoffits which also is Incorporated in the main entrance uh canopy um all of that all needs to be reworked it has essentially hasn't been touched for half a century and it's starting to degrade significantly so um that needs to be the address sooner than later ultimately the exterior for the mobile classroom those wood panels have a very short life so that'll need to be at least the skirts will need to be replaced so there's some monies allocated than that with most of our buildings being masonry repointing is absolutely critical in ensuring that you know the the utter perimeter or
025the outer envelope of each of these buildings remains weatherproof and watertight that's uh absolutely critical not only for uh the occupants Comfort but but for uh indoor Environmental Quality as well you don't have to sell me an envelope there we've done some of this type of work at Dodd and the high school the last um few years and if you don't take care of it now it just gets worse right so that's this request next one I know we talked about this in our first meeting but we budgeted 250 000 for roof ladder replacement and installation uh this is an OSHA requirement that's why we we coded this as Code Compliance um and I Know Rich one of the questions was gee that that seems like a you know high high dollar item to replace
026roof ladders but we're talking about a lot of roof ladders correct yeah there's a significant number there's uh half a dozen at uh at Dodd probably another half dozen at Highland and it's not a matter of replacing them with a uh fabricated rung ladder like uh our fathers used to climb up on a roof on today OSHA requires that they're uh inclined what they call the ship's ladder so they're basically like almost like a set of stairs to go from one section to the other and uh you know this is uh this this came about um you know in the ocean's efforts to try to eliminate you know Falls and and uh you know the associated costs and uh people getting injured on the job um you know trying to climb these ladders um if
027anyone wants to ever try climbing these ladders I mean I can consider myself relatively physically fit although I'm carrying a little bit more but climbing one of those rung ladders 10 12 feet up straight up the side of the building um is a little bit of a chore so um if you want to get a uh uh a first-hand uh witness it firsthand on the difficulty how it is to go from one section of the roof to the other and it's an important factor in trying to promote preventive maintenance as well you gotta you got to make it accessible for the technicians to safely mobilize from one roof section to the other so it is important and it is expensive unfortunately if Richard just if you can let the committee know if we if we
028prioritized you know the ones that you had to do first can we maybe split this 250. absolutely you could do it over you could do it over multiple years you know start start with one that's better than none um you know start there and uh and work our way forward any thoughts on that damn uh yeah I mean I think that probably makes sense to split it up and do it you know in smaller bites also keeping in mind uh school modernization yeah so well these are for our existing buildings I know but I'm just wondering what happens with existing buildings in terms of school modernization he's thinking like future phases Rich so yeah started out let's say Highland right our way back yeah Sam go ahead no okay if we split it then does
029it it should just be it it's gonna impact what later years if you're talking about splitting the the work then so I'm just trying to figure out why I mean if we split it if we split I know it it'd be nice to go split it by newest school but from my perspective I have to establish the priority on the highest risk so the ladders that are in the worst condition and the ones that post the greatest risk to staff are the ones that I would have to you know prioritize as being the replace first yeah and what I just did is I just took that 250 and I I changed it so 125 and 23.24 and then another 125 and 24 25 to get that first year cost down I mean this this is
030a working session so I just changed it but we can change it back um or just as the committee would like to see it I'm good with that I mean Sam if you yeah I'm good with it too I just want to make sure similar to Tim that it doesn't start to Edge into you know the next phase basically yeah I mean that's going to be the challenge you know for us over the next few years that you know we know we've got you know a potential phase two of school modernization on the horizon and what we tried to do when we built these Capital requests is look at you know well as of right now we're keeping these buildings for a while so we we have to take care of the things that we
031need to and and the first you know dozen or so that you're seeing these are what we've categorized as high priority rich is there any um Savings in having the roof Leisure place as part of roof replacement like if we're doing Doolittle Elementary School's roof having that done are they too completely different yeah it's uh although the roofing contractors I talked to give me a lot of nods yes yes yes we can do that none of them have ever come through with actually providing a proposal so there are contractors that this is their specialty you know uh roof safety uh Life Safety Systems you know fall protection it kind of falls under that domain so I really need to get one of those people out here and those people are more those contractors are more
032um uh are more apt to have the knowledge um as to code compliancy and help us with prioritization as well okay I'm glad yeah thanks thanks Andrew yeah just one more General comment to take away or use going forward uh so school modernization is driven in large part by population or enrollment increases so it's going to work its way through the system I'm assuming at this point that Chester High doesn't really get touched for 10 years so whereas Dodd would get in touch before that just in general terms so in terms of prioritization I see you have both Dodd and Cheshire high in there so I'd be looking at I mean if you're going to set the priorities I'd be looking at Dodd before trash no Cheshire high before Dodd because Chester high will most
033likely be there longer untouched than Dodd would be just in general for everything we talk about yep agreed Tim yeah so that brings me kind of back to really the first one right because hypothetically we talked about this last time is that Dad has the potential to be the next phase and so we're going to be dropping six hundred thousand dollars or more on a school that will not we're not going to be you know in use and rebuild soon that's the only thing I would say to that I totally agree with you Sam um and you know how I feel about that um but you know even if it is the next phase we're not talking you I mean the new school wouldn't oh if they were to build a new DOT you're talking
03410 years yeah the first phase of you know the news the new elementary schools aren't going to open to 26 of this [Music] um so what happens to the material because it looks like our current boilers now are lasting us at least 25 to 30 years so if in 10 years hypothetical we're moving out what's going on with that building what what's the potential with that building you got 15 years left of a boiler that's not being used yeah no I got you that's why this is so hard yeah yeah I mean even if the building even if we knew that there was a plan five years out you know to renovate or replace that building you know what we're saying is we're not sure those boilers are going to make it that long and
035that's not a risk that you really can't take that chance you got to replace the boiler plants um because we don't have a backup for that boil room are the materials I know this might be a little off but Rich are the materials um can they move them somewhere else then can we use them in another school I mean repurpose that's gonna build yeah I mean I I know I know the issue here I mean it's it is uh it is frustrating I mean ultimately uh if you're building a brand new school you know spending millions of dollars are you really going to put 15 year old boilers and and a boiler plant um I don't I think the answer would be no you're gonna you're gonna install in a new building you're gonna install
036everything new especially if it's out of the ground construction that's the most prudent way um you don't want to you don't want to put in uh age boilers like that uh unfortunately in this particular scenario it's a necessary evil it's not a it's either we replace them through planning or we replace them because of catastrophic failure and my fear is if it is catastrophic failure there'll be a period of time where school will not be in session and then that might be a bigger problem that we'll have to contend with I I understand rich and I just want to get us I want to get the bang for my buck right yeah I'm 2600 Grand I want the light I want to the full lifespan of that yeah I guess it's kind of like the
037same analogy as like you're trying to sell your house and your boiler fails what do you do right yeah you know are you going to spend the money replacing it well it's one of those things that you're gonna have to do yeah and unfortunately it just falls into that category foreign yeah so I think again this is this is just generally in relation to school modernization but um with regard to those boilers falling on Sam's Point forget about putting them into a new school would we be able to put him into another town building another school building or town building that's possible sure so they could be repurchased absolutely they can be on purpose they saw he saw a little older boiler you know you see him on Facebook all the time people sell old
038boilers yeah that's my question rich is can we repurpose them or yeah I mean ultimately the the the answer to that question comes down to how much you're going to pay for a demolition and rebuilding on another site you know if if the cost is going to be you know 70 percent of of new I think you're going to still be in that same quandary you're going to end up putting new boilers so it's probably it is possible I'm going to say it is possible to to be able to salvage those to be used elsewhere I think just I think it's important just to have that as part of the discussion this is supposed to referendum and the voters are going to want to know exactly what Sam was asking about because it's we're in
039a bad situation right now thank you I mean I think what I'm hearing is that you know the school modernization we might have finished phase one but we really should be talking about phase two now I mean even if just for planning purposes I mean taxpayers want to save money we got to know what the next plan is here because I think this conversation just continuously circulates around this year it leads a little bit easier in the past three years I've been sitting here but um yeah I don't think rich is looking for uh you know nicety here I think he's pretty concerned about this for the school and keeping it operational so I mean it's 60 of the schools he which is foreign that goes out it's not going to be a good thing
040which the the condensing boilers like the ones we have in Highland do those come in as a unit are they assembled in place um they're pretty much I think you could pretty much say they come in as a as a pre-assembled unit from the factory yeah I mean it's not like the giant cast iron board no the cast iron ones you have to yeah those you have to assemble on site the condensing boilers are smaller footprint easy to move easy to install they're they're a lot and a lot more fuel efficient to boost so um better heat as well or more consistent I should say so I mean we could leave it that you know they can be moved easier than any of the old equipment that you know we would be replacing and you
041know a DOT so there might be some additional useful life that we can get out of it you know for so you know inclined to do so and and we have a plan to move out a dot yeah I mean if they're well maintained yeah absolutely you know you absolutely can you know Salvage them and you utilize them elsewhere I mean that's that's always a possibility okay all right we're good on that one uh next item is it's highlighted in in green I'm just going to move the screen up here a little bit um so I mean highlighted in green means that it was in last year's and prior years capital budget request this is 600 000 to reconfigure that south parking lot where the loading dock is behind Cheshire High School make improvements to
042stormwater drainage replace the loading dock um and rebuild a pad to accommodate an outdoor freezer rich is this is that design work underway just it's actually uh I believe the bid walkthrough for design professionals is this Friday afternoon okay so that is in that will be in design relatively soon um rich as far as you know doing this can we do it this summer I mean would we even have time no I don't think we will have time to do it this summer this is uh summer 24 project all right so we can move this one to the right well as long as you leave the design dollars there yes yeah the design dial is already approved so okay perfect and I'll get a I'll get a conceptual cost estimate on that too so we'll
043have a better idea make sure it's not 1.6 insurance maybe it'll be foreign all right so we just moved six hundred thousand dollars you know out of this year's request the steam boiler replacement at Cheshire High School uh rich I know in this year you're looking for just a design yes 50 000 for design you want to talk about that one yeah I mean uh those boilers I I believe uh these are the main steam broilers in the front of the high school they're actually directly underneath the cafeteria um those boilers were rebuilt I believe one of them is new two were rebuilt in 2000 in the 2000 edition uh all the uh domestic hot water boilers um also weren't included in that um renovation and those are probably about 30 years old so I'm
044gonna say 23 and 30. on rebuilt boilers so and and uh what I want the design professional to take a look at is to take two of the steam boilers offline which we believe we can do and convert a significant section of the high school to hot water um steam is although it's a an efficient heater and people love Steam on a five degree day it's very difficult to control especially on days like today where it's 50 degrees outside um then where his offices is also a steam boiler plant he can attest that typically it's always a lot warmer uh on a steam system so that's uh that's not good use of energy um ultimately we believe we can we can convert at least two of the three boiler sets to a condensing gas-fired boiler
045as well as convert the domestic hot water boilers to condensing so that would also include you know renovating all the uh recirculating pumps uh eliminate some heat exchangers it's going to be pretty involved um that's why I'm really kind of um anxious to get uh design professional on board to start looking at what possibilities we could be looking at uh save what we can and uh try to increase the efficiency of the high school going forward which does that does that um that that would just be for that one piece of the high school's HVAC system yeah that uh that boiler plant I would say uh covers 75 percent of the high school so it's pretty significant it's a it's a significant uh circuit uh that it covers so you know we'd probably be looking
046at trying to at least renovate 50 of that 75 and convert it to uh hot water a hot water circuit instead of a steam all gas fire or anything right well yeah so over the years we've eliminated uh We've eliminated all oil tanks underground oil tanks uh Norton and two little are the only two schools that burn fuel oil or heating home heating fuel and that's because there's no gas service available so on the areas that we used to have dual fuel uh converting them 100 to gas will increase some of it give us some efficiencies um you know and the high school is a good candidate for that foreign so this is design money yep so that's 700 and the four or five that's just kind of a placeholder until we get back to
047design yes sir yes sir yeah and again if if we're lucky enough that we get HVAC Grant you know legislative approval then you know the reimbursement would be nice to have on on that particular project regardless of when we do it okay and I won't even ask okay uh Sam and Tim are you guys all right with that the 15th for the design okay seeing thumbs up all right okay then the next couple here one two the next two actually are Cheshire High School uh both HVAC improvements that were recommended and carried in our capital budget you know last year so they're just lined up you know for this year so You Know Rich I know I see that for the unit vent replacement the first one that we're looking at the 220 and then
048the 200 next year yep that's marked as review alternate options you want to yes yeah and I think we still need to do that I'm not uh uh the more time goes on the more that um I'm not a fan of unit ventilator replacement it's just not efficient and the cost is is exorbitant so we've been looking at uh there's a PBC project uh oh actually we just had a contractor walk through today to install centralized um AC which is much more efficient uh uses less energy so um I think that's uh that's the tack that we have to take going forward as far as any modernization on the hvc side so what are you saying for these two lions that this is taking these out and off then what am I saying um you
049want to do something instead of yeah I think uh maybe inject uh some design money in there do us might be worthwhile to do a study and then uh figure out what we want to do uh going forward so the 400 gets delayed and you're putting 40 in for design or something along those lines yeah sounds reasonable to me because if we knew we were going to get 50 reimbursement I'd say try to do what we could but yeah I mean the problem with with some of these unifentilators we had styled the four of them a few years ago at Norton that included air conditioning it was an exorbitantly high amount per uh per unit cost um and then you know only those areas get AC you know good ventilation and AC so uh in
050my opinion it's not it's not a it's not uh well spent you know versus a centralized system that could cover a much larger area back in the day I think unit ventilators were popular but once you introduce air conditioning to it it changes the game rich I mean this is kind of automatic but in Cheshire High School is there ductwork is there forced hot air and any parts of that school like where yeah there's some areas that are like that the library at the high school is entirely forced out here okay well that's all air conditioned right now and it's air well plus it's air conditioned so that unit can do both and it dehumidifies as well is the 2000 edition does that have ductwork that could be retrofitted for central air conditioning um huh
051wow that's a trick question that's a tough it's a tough It's a good question but it's a tough answer so the unit the uh the air handlers that were installed there's four main air handlers um we're installed with the associated centralized ductwork but no um Provisions were made to include um cooling capacity so you would think that it would be easy enough to install a cooling coil into each one of these units but then you have to have some kind of outdoor condenser slash water tower now you're establishing a whole nother cooling circuit which would replicate the heating circuit the time to install air conditioning was then it's too late now to do that they're heating only ventilation only and the options for installing air conditioning will be pretty costly hmm trap as we try
052to save money right yeah Pennywise dollar foolish you know at the time it would have cost a lot less you know yeah retrofit now the sad part too is the units that they specced out or were specifically designed to handle both Heating and Cooling so yeah value engineering right okay so yeah that's right so for those who I moved the funding to the right and I just left some design money as a as a request uh the next one is a district-wide project on replacing pneumatic controls with these digital direct controls Rich direct digital control yep um is there any priority in terms of location for that uh what would you have high school the high school probably has the highest priority the high school in Dodd uh continuously run the the highest percentage of
053compressed air so so pneumatic controls utilize compressed air and the compressed air uh through you know um electric signal controls damper positions hot water hot water valve positions uh it's not exact it's difficult to calibrate and it's just you know you're running a compressor 24 7 just to keep the air pressure in the line so today any new HVAC system is uh direct digital control so it's similar to you know the thermostat in your house it's programmable controllable um and you know we're slowly taking measures to eliminate uh all of the pneumatic controls again the high school being the priority and we've been we've been doing it annually so we're we're asking for uh some seed money to continue that continue with that uh effort okay next item is Dodd Middle Schools um just you
054know this one is the general hva the rooftop unit replacement um this isn't new right this is an item that we've had but yeah considering an alternative for these as well yeah no I think these we need to do especially along the second floor uh and uh the off main office areas there are rooftop units um I believe there are a couple that are over 40 years old they're actually absolutely ancient and we've replaced uh I believe in 2020 we replace three 2021 I was able to replace two so this 150 would allow me to replace two more so I would like to continue down that effort to at least keep that you know areas where we do have air conditioning continue to down that path to modernize okay yeah I mean 30 year old
055equipment that just needs to be replaced yeah there's some there's like seriously old stuff up there yeah okay okay the the next one is just to continue the lab Improvement projects um what this year we are going to do additional lab work at Doolittle right guys yes you have the gang bathrooms at Doolittle so this 250 000 for 23.24 will that enable us to wrap up do a little and then we could start moving to the high school and the middle school well this Summer's work will complete all the gang bathrooms at Doolittle so that'll be after this summer I believe that those will be 100 complete uh The Next Step would be to try to address the classroom bathrooms specifically the kindergarten bathrooms things of that nature yeah but I think going forward my
056opinion is um that we need to focus on gang bathrooms at the high school you know and possibly Dodd depending on on where we fall because those are in in pretty poor shape as well specifically the high school yeah no doubt I mean those even though those projects you know we're kind of funding them a little bit at a time yeah the results are excellent and you know we we just need to continue to make the investment yeah again like following the same things Sam was saying earlier you know focusing on Doolittle and treasure High I think before that I mean obviously things are inoperable I died we don't have unusable bathrooms but yeah bathrooms take a beating you know you know with the amount of amount of students and staff you know it yeah
057people don't realize that they do take a beating no I get it and hopefully they take a meeting by the hands of vandals well yeah that's that's the side that's an aside but just from everyday use it you know you can only get so much flushes out of a flushometer before it before it breaks Sam on that note go ahead you have a question then I don't think you're done right I'm just trying to follow it's tiny in here uh yeah no this is we're still on the the lab Improvement project right um I I was just thinking as you're moving along the items that you're moving to the right we could potentially pull back out once we have that decision on the HVAC legislation then we could if we do somehow we couldn't do
058it we would have to do that at the council level I mean we then what who makes the decision when this has to be approved by I mean you have to by June 30th have it set for referendum for November is that correct or is that just remembered from school modernization yeah so what happens is the council when they deliberate on the capital budget and let's just for arguments say say that they approved the capital budget in May and what they're doing is they're appropriating the fund and they're the funds that you need and they're also committing to a referendum but since the referendum is not till November after the initial approval let's say we get word from the legislator legislature in July that they've passed legislation and now some of these items are eligible
059for HVAC grants the council still has time to go back and and make modifications to that prior to the November referendum okay that makes me feel a little better Ben so that we can kind of develop two hypothetical scenarios to pull the items you know that we are setting for future build and we can get them taken care of once the legislation is complete yeah as I said I mean and in past years the council didn't deliberate and approve a capital budget till August okay and still were able to get items on the ballot for the November referendum so I think we do have time if we need to go back and and we Trace our steps and make some changes okay Tim go ahead thanks Andrew uh rich in terms of lavatory improvements I
060seem to recall uh probably years ago at this point at an energy commission meeting you had mentioned you know there's things that with regard to the Laboratories there's opportunities to save energy such as like I don't know automated flush maybe saving water or something but you didn't really care for them because they were really expensive and they broke often so just in the interest of saving money are you basically trying to avoid bells and whistles and bathrooms no no all the new all the new gag bathrooms are all automated flush so what what happened in the past um and you might have been part you might have been involved with that I don't know at what level but when they did the amaresco renovations uh they replaced uh flushometers Unfortunately they replaced flushometers with the
061automated type that were battery powered and those battery-powered uh flushometers just don't have a very long life so it ended up we ended up getting to a point where I needed a full-time uh mechanic just to monitor you know flushometers which was a entire waste of money uh ultimately in the new designs we go to 24 volt DC so we actually use house current and they're fully infrared controlled you know automated measured metered flushes so on so forth so that's part of our design standard when we're building new bathrooms so hope that answers your question yeah it does so I appreciate that thank you and it's not just on the flush armor it's not just the toilets right it's the hand sinks as well Rich yeah it's everything yep thank you okay all right sounds
062like we're good the next one is some masonry restoration on a worse first basis across the district um 150 000 and which is this is the whole this is just yeah this is yeah this is like General Paving General Flat work you know concrete sidewalks patios uh Doolittle school is one that comes to mind where the the uh the actual sidewalk slash patio that leads to the the gymnasium is in terrible shape it's heaved it's cracked and needs to be replaced the staircase uh leading to that is is compromised that needs to be replaced so that's just one example of what we need to do as far as masonry work goes okay yeah and these I mean those these make for great summer projects you know you knock them off and then you know move
063on to the next school or or schools I know and it's you know I'm just saying the obvious here but you know 600 000 I was on a boiler the public doesn't see that you know but the 150 000 amazing repairs they do yeah so yeah all right the next one um kind of disappointing but you know it is a reality the the metal roof the front of high school the you know the front portion of getting extreme metal roof yep yep you know which is a standing sea metal roof you know should last a lifetime there's no trees all around you know that part of the school but we've been chasing leaks and issues with that actually since it was installed right Rich so I wanted to just kind of tell us what's going
064on there how far do you want me to go back um so yeah it's been indicated that roof's been problematic since its installation in 2000 um I believe that the actual installing general contractor went bankrupt like six months after right after the installation yeah saw there was never any uh no one there to honor the warranty so on and so forth uh nonetheless we continue to experience a lot of buckling especially in The Valleys the way they're designed uh the way it was designed it creates absolutely huge valleys for some strange reason that butt up against a raised parapet so the water crashes right into a brick parapet and you'll note that in every one of The Valleys where it tapers down it slams into a brick pair pit when you think it should just
065slide into a a gutter or off the building I think a gutterless system would have been better than what we have now over the years those panels they're standing seam metal roof they actually enter interlace one on top of the other are starting to buckle and separate and that that's caused by wind you know by temperature you know deviations between hot and cold and now the wind is forcing the water in between those gaps so basically and it's not the entire roof it seems to be the front section uh above the main entrance which was redone after the 2000 construction and the northeast corner um where that huge Valley comes down into that corner so those two areas would need to be reworked there is technology out there today that replicates a standing seam at
066a roof but it actually the materials that are used are more uh aligned with EPDM so it's actually a rubber roof that looks like a standing seam metal roof and what that does is when the substrate starts floating this the rubber roof will stay intact and it'll follow that so it's early in the game I'm still trying to get um a design professional take a look at that but ultimately we still deal uh with leaks in that roof every time it rains particularly bad when it snows and uh or or an icing event it's uh it's not a good situation uh so are we talking about moving this do we we need design money here rich is it gonna be like a design build type of assistant yeah at least consultation money which if we
067I mean if we don't have anybody on board now you're not going to do it this way yeah you're not I don't think yep so what do you what do you think you need for design yeah there's yeah 50 is always the design number all right I'll I'll make a notation that it's design money the boy does it look nice from routine it sure does yeah but just ask some of the staff that works in that part of the building you know they'll they'll tell you I mean I walked in the other day if you walk in the front door is a beautiful new uh new entrance way you look up you can see yeah there's tape hanging from a rain event from a couple of weeks ago so yeah and we just redid that
068ceiling uh last summer I know you did but yeah it's frustrating all right next one up is you know it is the single largest request in this capital budget year it's Dodd's Doolittle excuse me Doolittle's roof replacement which has been in the queue for four years now so this is the year it's slated to get done um Rich it's is it in design now it is not a design yeah we're working on developing the RFP for a design professional and hopefully we'll get that out soon and I we do have the money allocated already for design yes we do all right so this one's moving to the right yep let me ask you this uh rich with with do let off we were going to do air conditioning at doolo would there be a lot
069of I mean have you thought about that I mean is that is it Roofing and HVAC is there a lot of roof penetrations that would take place for installation of a system at Doolittle um there would be some roof uh like there would be some penetrations I'm not going to say there wouldn't be a lot or there would be a lot because we don't have um the HVAC designed um it all depends on what type of hvc system we go for uh is it going to be you know are we going to have a centralized Chiller you know in the back of the school a nice 500 ton reciprocating chiller um you know and be able to run refrigerant lines inside the building versus Up on the Roof are we going to utilize the centralized
070ventilation system similar to what we have at Highland where the the Ducks actually Traverse the top of the roof I mean is there space above the ceilings that do little to even to do it inside uh yeah you would have it would be industrial looking so the Ducks would be exposed you know you can't do it inside a classroom it's just the duct work would be exposed similar to the Doolittle cafeteria yeah so it would be similar in design you know to that because a lot of those classes are vaulted right yes correct so that would be that would be the that would be the best scenario to incorporate you know at least an interior ductwork but that's got to be someone's got to come in do the design we did uh we did uh
071have an engineering study performed and they did provide us with a couple of options uh both of which I just described um and then they also gave us a conceptual cost estimate that's the I think that's the eight million dollar one seven million somewhere around there yeah so yeah I mean ultimately and it also depends on what type of roof we're gonna end up installing as well um your experience would it be if we're going to do HVAC at Doolittle right uh air conditioning we're doing AC at Doolittle should it be a hva that AC and roofing project that all gets done at the same time or would you leave that up to the engineers to tell you later yeah the engineers would have to yeah I think I think those are two separate items
072yeah if if the roofing was replaced with uh uh you know sheet rubber EPDM then doing roof penetrations is fairly simple you know that's easy enough to accomplish so the roof could certainly go in uh before the HVAC product uh Project without too much uh uh too much issue trying to install a roof and do an HVAC penetration simultaneously I think would be a coordination nightmare but that's my opinion okay thank you and Rich As far as duck worked I mean I know what we did at Highland was really kind of audible because the duct work is all it's on the roof right yeah I I we won't want to do that again right um I got it depends on it depends on what what you're you know what what kind of a building you're
073handed sometimes you don't have an option you know sometimes you have to you risk the roof if you want you know if you want to have a control centralized you know HVAC system that's what they had to do at Highland I don't know what went into that thought process there's it's probably uh I'm guessing it's probably more cost effective to do that than trying to do duct work you know inside the ceiling plenum that would be my guess is that it was just more cost effective to go across the roof yeah I was certainly in a lot of ways easier I'm not even sure that in some places you could even install ductwork inside the plenum to feed all of Highland's classrooms but yeah I don't know that for sure yeah yeah all right Tim
074good question uh yeah thanks thanks Andrew uh Rich a couple minutes ago I thought I heard you basically say that you would recommend against doing a new roof and air conditioning or HVAC at the same time at Doolittle is that generally I said I think I said that it would be a coordination nightmare okay so I'll take that as a recommendation against that um but are you talking about the actual are you talking about the construction or the design of it no no the construction so then what I'm so my my request is to so are you in the design phase right now or you're about to go into it we're going out for uh we're gonna submit RFP for design Professionals for a roof design yeah for Doolittle when do you think you're going
075to be sending that out like tomorrow or in a month or two oh probably another month that out it's not tomorrow is the point that's not tomorrow yeah it's on my uh it's on our to-do list so it's yeah no so so Mike my request is in the in the design if if it'd be possible to uh request um input on not only the HVAC stay on the roof but also solar however that might and and I I mean I totally see the solar as being a separate project if it happened it'd probably be constructed differently because of tax reasons and stuff like that but I'm just curious uh we're moving forward on this so I think it would be good to have that as part of the conversation right now in terms of the
076design conversation yeah solar it's just you have to incorporate uh the services of a structural engineer that's that's basically where the solar component comes into the weight so it's not just uh it's not just hiring a roof designer now you're now you're into you know structural engineering and then whatever if you want to do HVAC now you have to get an MEP firm so now it becomes a lot more a much bigger design project than just replacing the roof does that make sense we're talking about three million dollars does it make sense to do those three things at the same time and this is just me I don't know how other people feel but it makes sense for me to have those that from the HVAC side it it does it wouldn't it wouldn't have
077any negligible effect in my opinion not that I'm an expert at it but in my in my in my uh you know experience I've never I've never seen the two happen side by side the design part of it right oh okay so would it make sense would it make sense to have the Soul it's a much well let me rephrase that uh I guess I guess you have I have seen it because it's done in new construction all the time but ultimately you have to marry the different disciplines together so now when you're developing the RFP now you're you're not looking for a roof designer you're hiring an architect to do a full-on you know HVAC renovation that happens to include a roof replacement that may make more sense it actually you get you cut
078out for a second so or maybe it I might be unstable my thing says internet is unstable right now so let me just rephrase it say one more time would it make sense give it a shot yeah I mean you guys gotta have the discussions right so you're incorporating all multiple disciplines right now versus just to get a roofing engineer to make a recommendation on on roof design now you have to marry an architect that's gonna have a structural engineer MEP Engineers now it becomes a you have to identify uh much bigger your project than just replacing a roof you follow me no no yeah no I understand I I'm looking for I look you know that I'm a fan you know that I'm a fan of moving toward clean energy uh it seems to
079me that this would be the appropriate time to have access and I totally get it yeah the first time I'm hearing of that yeah I think the best way to look at it is a separate separate projects the roof roof in itself needs to be replaced regardless in any direction that you move with the solar opportunities and and to the point that rich made it is you know it it having a structural engineer evaluate the space is is different than having somebody design the roof and at the same time his point earlier with respect to the the different types of of AC units that you might end up whether it's a chiller plant or or another uh opportunity um it doesn't necessarily Drive the design of the roof okay okay I think I'm getting it
080now it's what you're doing by putting new roof on to put it in like household terms it's kind of like you're putting new shingles on you're not adding any ability to add weight load on there that's exactly right okay good all right I'm done thank you All Right Moving On okay next one is um we want to start getting prepped by um putting 50 000 into design for the replacement of Hyland's roof um and you see that the five-year total is 2.3 million the request for this year is 50 000. which that is is that roof system that's past its warranty period what is it is last year was uh it passed its warranty period yeah and then General condition I mean what are we looking at yeah I mean uh the condition is is
081not bad right now we've done some we've done a significant amount of receaming yeah uh but we're starting to see a lot of uh a couple areas of disc bonding we had a pretty significant area of about 500 square feet of uh uh rubber membrane that this bonded that we had to we had to secure uh before the winter so I mean it's a it's a 12 it's actually I believe uh a 20-year we purchased a 20-year warranty on it and uh it's uh it's there it's uh it's at its end of its life cycle and needs to be replaced all right I mean it's good to have the work done so that the project is is ready to go yeah you have a bid package in hand so you're you're ready to go when
082the time comes okay we're good on that one everyone the the next one is is a hundred seventy five thousand which was was slated for this year in in last year's capital budget it's to replace the walk-in freezer refrigerator but since we moved the loading this is at Cheshire High School since we moved the loading dock to next year I'm going to move this to next year as well yup that makes sense this is part of that overall setup plot reconfiguration um this next one this one's kind of interesting but the proposal that we had put into the capital budget last year was to make entrance modifications you know specifically to improve the traffic flow out of Highland by adding a right turn lane but this one is going to be moved to the town
083side Dan thanks Dan that is correct we did move it um you know uh weeks road is a is a town owned Road and having it uh on the Public Works side uh coming through the engineering department uh seemed like the appropriate place to put that all right very good Sam all right uh next one is to continue some of the flooring replacement now we've just completed all the high priority these are now um rated medium priority so for the floor replacements we'd be looking at High School dot Doolittle um you know mostly the main corridors classrooms stairwells where it's needed and we would do vinyl tile sheet vinyl and and some carpeting minimal carpeting I gather rich yes minimal so and again we're trying to continue this this work you know year over year
084to continue to keep the buildings in good repair yeah VCT VCT and the common areas I mean the high school we've we've done quite a bit over the last few years uh but you know we probably just touched about 30 percent of uh of the common area square footage so we want to continue going going on that and also incorporated into flooring is uh uh reworking all the stairwells with uh you know the ADA Compliant uh rubber Treads and things of that nature so um at the high school as well we have at least six of those stairwells that need to be uh completely replaced so um those monies go towards those types of activities okay and then the next one is along the same lines it's just interior door replacement on a worst first
085basis you know including fire doors classroom doors lock sets um for the classroom doors so it's a hundred thousand and four hundred thousand over five years all right I'll keep moving next next one The Outdoor Classroom at Highland um is definitely in need of some TLC including the the floating dock um and I are we good when we actually remove that or replace it rich what are you thinking I would love Yeah it needs to be removed half of it's sunken I believe yeah uh so I'm gonna try to get that removed this summer um ultimately I think it needs to be determined as to uh you know if if that's a value-added uh activity uh to build a new floating dock and I would hate to even see what would be required from you
086know the storm Water Commission and dep and so on so forth so I'm not sure that that's a good use of of Monies I mean there's an educational value here that um it's not being used for the intended purposes or as it was in the past so that that is a question that we have to get answered by the Educators and I see there are some questions around this already ma'am that's exactly what I was going to ask you and I mean it's been I assume it's been sitting pretty dormant then for even pre-covered times because the of the platforms that are I don't know what was the usage prior to covid yeah I mean it was used kind of as a as a nature center type classroom right but you know I I would
087have to get my arms wrapped around the educational piece by talking to Scott Jeffrey and Marlene about what they want to do with this I mean part of the part of what rich is suggesting is it's in disrepair so we we really have to deal with that the longer term value as an outdoor classroom which my bet is that they want they would use it and want to continue to use it but I won't know that until I I hunt this one down a little bit I mean so can we move this out there until we do some facts yeah I I mean I think that is the thing to do okay I mean so what's Owen was that like was that sponsored by a business here in town at one point you know I
088don't know Rich to you no I don't know either Olin I know all alone skis it was a manufacturer at one point yeah I think so yeah I'm not maybe they're not sure it might have been a donation or what have you but I don't I don't know for sure yeah we should do a little research on that maybe somebody's willing to uh give us another request okay I will chase that one down the next medium one is at Cheshire High School and that is oh the steam the seating improvements Rich can you talk about that for a minute yeah that's just uh that's the entire McCleary McCleary Athletic Complex Improvement so that would include stadium seating uh updating the Press Box um you know replacing the exterior fence around the track uh you know
089and then you know try to do a design plan that would modernize the baseball field potentially add LED lighting to the practice field and baseball fields so I mean the sky's the limit ultimately it's uh at least trying to get designed monies in play so we can uh get an architect on board to try to uh craft uh um an ultimate and design for all of that so what's the one is the 150 for construction or is that 150 just for design I think it's just seed money we just we just thought we could get in there and and do but we do need design money uh first and my you know my opinion so you know 100 Grand could move to the right because I don't think we're going to be able to get
090anything accomplished this year anyway all right so the intent is to go out for a design thanks Sam okay uh next item is another district-wide project this is to take care of sidewalks curves stairs area ways just worst first basis but this is planning funds is that right Ben no this is actual work funds all right right yes yeah yep smaller scaled uh contract you know smaller scale projects where we can get local contractors to to to bid on this and get them done over the summer yeah I'm sorry Andrew you're right it's planning funds but we would find a home for the funding it's not um not design funding that's what I I was confused oh maybe planning as I'm like this this board okay yeah you may want to just say dedicated funds
091yeah there you go okay um the next one is to continue the Cheshire High School window replacement project you know we did we did go out to bid for this summer we have a a contractor Jay Rosa is doing window replacements at at the high school you want to give us a quick snapshot of what what's happening this summer rich uh yeah we're going to be replacing Windows uh in the entire administrative area at the South entrance of the school so that'll help uh that'll help in that area where they have currently have drafty windows so that'll help on the heating and cooling side we're also replacing Courtyard side windows uh it's Library Courtyards I believe don't quote me I believe it's rooms uh 76 78 80. so there's roughly three science labs where we're
092basically replacing that whole window wall if you will that looks out into the courtyard so that'll be and uh we'll be installing Windows similar to what we installed a few years ago with uh um insulated glazing and operable awning windows on the bottom that seems to be working out pretty well yeah I have to say I was in the uh principal's conference room and the Senior Walk area looks great with all those yeah I mean it makes such a difference the whole interior Corner lives I don't want to say new but the building looks about 50 years newer than it did yeah yeah Windows uh windows in my opinion are the uh the biggest Capital dollar bang for the for the money and so when you say the South elevation so that's when I'm the
093the old I guess it's the assistant principles yes now or the guidance office there so does that include those the exterior doors uh right now it does not but we're looking at uh we're looking at options of uh getting those done as well but that this particular project did not include those exterior doors because we were limited by how much Capital funding we had available that's just those doors are major happier maybe we'll surprise you Andrew well I mean they're they're in awful condition I mean I think those are already they are I agree with the doors I used um yeah we we do have a plan on that all right um I look forward to seeing it rich and I talked about um okay I have to find batteries for my magic wand I'll
094give me a little bit of time I'll find something maybe it's in the boiler room right there you go all right now we're moving into the we got a couple of low priority ones here the high school Greenhouse demolition with possible future replacement uh we want to emphasize possible future replacement because I'm not sure that we would want to if we replace anything I I don't think we'd want to do it there no um and kind of subsequent to to looking at at this request Rich you you did Shore up the some of the greenhouse walls that were failing so yeah we had we had a small roof section that failed uh which caused water to migrate down uh masonry uh it was a CMU wallet actually was Hollow CMU and uh uh pushed out
095all the mortar so we did expense some monies to see to stabilize that so that'll be uh right now that's weatherproof again and uh should remain so for at least the the near future so uh the greenhouse can uh the greenhouse has a stay of execution at this point in time all right so I'm going to move that 50 000 out yeah and then the next one is the you know this is a request from the principal at Cheshire High School to um reconfigure the you know the existing main office and the old main office so that the administrators can all work in one Collective area um so the year one is is twenty five thousand dollars that's just for design fee and then the 120 000 as a placeholder which is probably kind of
096a low number but um you know we assigned this a low priority just because of in the scheme of things you know it's not something that uh we would make a high priority the two offices that even though they're separated they're functional but this is something that the principal would like to see happen so I I certainly endorse leaving the design money for this year so that we can come up with a plan and get an estimate of probable cost man what's the Thought moving the all that all the options into the one area yeah Mary would like to have all four you know herself and the assistant principals together so there'd be the four of them and now you have some in the old main office yeah yeah you have one upstairs two actually
097you have um two in the old main office a third one in the special ed office across from that and then Mary gads office is in the front of the you know at the main office area so I'm I'm not sure there is a solution to accomplish what you know Dr Gad would like to have done but that is the request Sam what's the rationale just to have Administration in one location I I actually kind of like the makeup that it is currently so that the kids have access to Administration in various parts of the building and not just one part but I'd love to hear what you know what her rationalists okay I can I can get some some more details but yeah that is I hear what you're saying and I you know
098I think there is a logic to do it both ways but um yeah it to me this is a toss-up yeah I mean there's a sense of comfort for me knowing that the administrators are spread out in the building given you know security reasons especially since that is you know an entrance that is used by um some of the students you know basically the seniors do use that entrance you know visitors all come through the main doors you know along the Route 10 side I mean in the morning that's where all the kids go into school on that side of the building yeah I mean the parent drop-off kids anyway which is more and more yeah we could move this one to the right if you're so inclined as well yeah I don't think it's
099a high priority for me even on the list of your priorities because again I think you know I like knowing that administrators are spread throughout the building versus in one location okay yeah I can go with Sam on that sure yeah me too definitely okay next item is the reason we've highlighted to indicate that well let me let me try and make this a little simpler so Dodd we have heating system improvements we need some design money um and a about a four hundred fifty thousand dollar cost um the next item is unit vent Replacements and then there's HVAC improvements on the stage so these three items you know one of the questions we have about dot is if we incorporate a major upgrade to the HVAC which of these items do we have to
100do which items can we put off if we're doing a you know a significant upgrade to HVAC at Dot um and I'm just looking so the we have two large numbers in here I just moved down the spreadsheet because I want to touch on this so we had a feasibility study done by Ces for Dodd and the estimated cost to fully renovate and upgrade the air conditioning or install air conditioning where it doesn't exist in most of Dodd that's 5.8 million dollars and that includes the electrical upgrades that need to be done and then along the same lines we had a feasibility study done at Doolittle and that came in at 6.9 million including the electrical upgrades so just keep that thought in your head right now we're focusing on dots so I'm going to
101move back up you know to these items and Rich I just need you to kind of walk through these one at a time the heating system so that line item can actually go away because that's gonna be made up with the 600 000 that we're asking as an emergency capitalization to replace the boilers so that's where that money that money was headed so yep okay and the next one is HVAC improve unit vent replace yeah and that falls back on you know we would need some design money to to you know look at centralized uh you know innate centralized HVAC system you know whether that's a combination of unit ventilators and centralized units uh I'm unsure because it's a two-story building so that's a that would fall under the design category and actually that's encompassed
102in that um it's all encompassed or inclusive in that that report from CES stage cafetorium same deal you know that would be part of all of that HVAC upgrade but the intent was there's two huge ancient Air Handlers on the either side of the stage um that apparently was used for ventilation and heating one of them has been decommissioned and I can only guess for how many years uh the other one uh does operate uh and provides heat only um so that that's that story and again unit ventilator replacement just a continuation of the line previous all right so let's should we move all those to the right if they tally to the bottom line I mean I mean that's a that's up to the the planning committee here well I guess what I'm asking
103are are any of these items that we have to do right now like the stage cafetorium can we continue to run as is or you know we looked yeah yeah we have been okay well I'm certainly getting that one out of year one then these can't be Again part of any of our hvc efforts tagged on to that sure maybe yeah okay but we don't need them in year one and then going back to the so do we need design money Richard and I know there's we're kind of duplicating yeah in the capital budget saying hey we may need 5.8 million but if we don't do that we do these well yeah realistically how many years will transpire before we we get to 5.8 million you know so it might be it might be beneficial
104to keep a couple of these maybe not this year but at least into next year and try to get um I don't know put uh you know 30 000 in a couple of line items for design and replace what we can um on the Fly before we get into a larger expenditure I mean could use higher than one can you just have one of my item to have a whole HVAC study you can yeah combine them and just pay yeah and just have everything looked at General HVAC improvements just retitle it I [Music] a million dollars of just kind of routine maintenance and some upgrades with HVAC and Dot like do we want to spend this money on that because then you know it's just I hate money after that it's just it's it's counterproductive
105um yeah I mean I'm sure Rich this is just kind of like I know you're careful where the town spends money right so you're looking at this I mean this is just your list of Dodd things that are obviously on your mind as being problems in the next five years and you come up with 12.5 million dollars worth right yep yeah I mean and you know Finn and I go through these try to prioritize them you know what what's uh you know what's uh top prayer you know we try to prioritize them you know going forward and and you know what can we do without this year it's it's basically we are in the mode is is what we I guess our our uh our mode of operandi is what can we do what can't
106we do without you know that's how we ultimately end up making our our Baseline decisions so it's kind of tough to forecast uh you know what our expenditures are going to be out so this is a list of uh you know trying to mitigate some of you know um what we won't get I guess is for the lack of a proper description right and if for those of everybody without their listening you know and this doesn't include any sort of student academic enhancements right a band room or improved theater facilities or athletic fields or anything it's just I mean for a hundred thousand dollars I can replace a moderately sized you know rooftop unit or add one to an area you know for that amount of money versus a larger scope project that's a million
107dollars you know 100 000 is a little bit more palatable uh for everyone yeah person uh Tim glad thanks Andrew so the total on these eight these projects are your estimate is 12 or 13 million dollars right now well for Doolittle and and okay so I'm just curious I'm not sure if it's a percent of the way a design you would put that out there um would it be a fifty thousand dollar design project or would it be ten percent and then it'd be over a million dollars and the real question here is I'm just wondering if we're looking at a whole town wide thing which I understand where Andrew's coming from it makes sense to me but do we end up crossing a referendum threshold I mean does it end up being 500 000
108for a design for that no well or maybe I don't think so because typically the funds that we use for design um are coming out of you know our own cash as CNR oh okay great okay so yeah I don't think we'll get we would get there on that because of that that fact okay all right so that makes sense all right thank you yeah so I mean again this is if if we knew what we were doing with Dodd definitively be a lot easier right but absent that we do have to you know plan for you know some of these Replacements you know again I know we've talked about this already a couple of times tonight so no it's the timing the timings yeah I mean it is it is a timing issue and
109it's just a real conversation that has to be had you know it's like well well I mean certainly one thing we could do is you know we could hire somebody to kind of do this overview of all these HVAC projects that we we've listed out here the we do have the two feasibility studies for Dodd and Doolittle but we could put some thought into that I mean I would certainly try and budget the capital dollars but how we actually deploy that doesn't have to be on uh you know each of these projects gets you know reviewed and designed separately we we could combine this and say look we want these are the projects that we think we want to do let's get some help in looking at them globally and again if there's HVAC grants
110that that do get approved then that gives us a you know another layer under which to consider this all right and then I think there's one more item um where we've requested funding for this year which is acoustical ceiling tile replacement and again that's to try and continue that work you know we've we've done quite a bit of this right rich we have we have done quite a bit so you know we're placing the ceiling tiles that are worn or you know and we try not to let the water damaged ones stay around for long but you know some of these ceiling tile replacement projects you know make the rooms or the areas look really crisp you know aesthetically very pleasing no I think that's that's smart okay so that concludes the year one request
111and I'm just gonna scroll down all right can you how many are over referendum limit um well let's see starting back at the top we have Doolittle boiler replacement that's six hundred thousand okay um and um as we go through this I'm just trying to think of which projects might have had funding from previous years that you have to combine it so Dodd's boiler replacement is one High School window replacement even though it's 500 000 well that in and of itself would get us to referendum but that would definitely be a second referendum item and in talking about Bond Council if you did 400 000 because the project it doesn't matter by elevation it doesn't matter by building type it's windows at the high school yeah this one's specific to the high school and I
112mean we we the bottom Council looks at that as a project as it's aggregated from prior years okay okay two two better than eight there was like eight when we started yeah well we we moved quite a few to the right um there is actually let's just take a step back there is one more project 250 roof replacement um Rich this was one that was in the capital budget we just increased the dollar amount the main office EPDM yep and that one's [Music] um that one's leaking it is all right so we need that 250 and then there was another 50 000 that we included for this 23 24 to start looking at Dodd's window replacement project um and I you know I know what the reaction is going to be this is 3.8 million
113to invest in in dot Windows is a big number if we knew that Dodd was staying or leaving it'd be really easy to make the decision but Dodd is still running on single pane windows you know and so The Replacements you know woods they have an energy savings component you know not to mention a um comfort component right because double pane windows keep it warmer in the winter and keep it cooler you know in the summer even if we don't have air conditioning in the building yeah could we um this is just I want to hear what my my uh other folks have to say about this but can we put that off the 50 000 off a year for God I mean I think that we need to have a conversation as a town
114and find out what we're doing with that before we spend fifty thousand dollars to design something that could be a 3.8 million dollar project the town might very well everyone's Town might want to keep dying we might be replacing the windows in the next coming years but why spend fifty thousand dollars it does not gonna be there in the next seven years or so yeah I like the optimism yes we could move it all right before you do that I'm just curious you don't I mean if this money gets approved you don't have to spend it right but we're still going with a total number Tim sorry what I'm trying to you know I'm just saying it 50 000 is in there then we're flexible and then say in 11 months if you wanted to
115move forward with the design they could that's my that's my simple point I it doesn't get spent because we put it in the budget it doesn't get spent just remember how much we usually get for Capital Money Every what I requested yeah yeah like Tim I I've been on average you go you usually get what I know you I've seen that you've done it before you showed yeah the average has been increasing but 2.8 million I think is the number we've averaged over the last decade but we uh we talked about this during the operating budget discussions we do need to ramp that up you know now that we know that certain buildings are staying online we've been putting stuff off that we need to do so I mean I'm looking at the request now
116if you could see it on the screen where it 3.4 million you know for next year which um I mean I think that's I think that's very reasonable if not um maybe a little low but you know based on the discussion that's I I think we can make that work I won't want to see that cut much though I mean I'm just going to say I and I might get thrown out of here but um I'd really like to see air conditioning for do a little school put in Year One and I know that that's like but if there is a chance to get 50 reimbursement I mean that's our only elementary school that will have no air conditioning after modernization phase one I think that those voters overwhelmingly supported modernization and I think that
117it's so there's an equity issue it's not really fair I mean then you're looking at affecting property values and part of town because it's the one school that's not modern it's the one School of Design Air Conditioning but it's a huge number well realistically though Andrew yep we couldn't putting it in year one means that you're going to do it this summer move it to year two put the design money in this year and you could move the you know six million plus into year two or year three I'm okay with that I mean Sam Tim no I'm I'm totally fine with design money the only thing I would say is to to Vin is if we as a planning committee are asking questions about it like right now just circle back with us before
118we end up moving forward and touch base with the town too because you're going to be getting feedback from Sean Kimball and the council to about how things will be progressing in terms of school modernization and then based on what you're hearing from that then we decide if we're going to move forward spending any design money on Doolittle air conditioning or anything the any other items that we've been sort of questioning right Now Rich I know we had the feasibility study done for Doolittle but that's all it was is a feasibility study what would it cost to design a system that meets what was recommended in the feasibility study I'm looking for what number should I put in the capital budget for that you think I don't really know Dan you want to take a
119shot at that foreign I mean you could start at 50 I mean ultimately are you gonna get a full you know if you're anticipating to get like a full bid set you know an absolute uh design you know schematic design that's you know I I don't think you can get there from here I think you have to take another phase and uh at least go and do an initial study to see what makes sense and then everybody agreeing to it um the feasibility study gave us a few options and they gave us price points on those options but you still have to make the decision which way you want to go how close did they look at the space What type yeah yeah it was just feasibility right I think you got to take it
120to the next level and just you know try to you're gonna be over a hundred in design I would expect I I was gonna say I mean it's not 50. no I think you're probably 120 550 would be on the low end that's the design documents Dan to well I mean I think that would be 150 and and you know engineering it yeah for I don't know if that would even get you to design documents I mean we'd have to look at a couple uh a couple examples I mean we can pull some recent projects that have been done around um four upgrades but I mean the size of the building the footprint the layout I mean you can look at another building in the same square footage but if it has a completely different
121layout it's really yeah yeah there's there's no simple answer to it I mean it's not just the layout 1650 in there to see if it's stuck yeah you can at least get off the ground with it yeah I mean it's the it's all the due engineering due diligence the load calcs all of that that you know that that's a lot of that's a lot of hours so all right 150 how does that sound as a as a ballpark I mean nobody's going to hold you to this they're going to hold me to the number um yeah so my one caution on it is or request I guess is so we put something in here do you think you could put out some feelers and try to get a better idea of a number not for
122tomorrow but for you know a few months from now when the council is actually moving forward on it and then they could say yay or nay but we could give them a better number unless you think 150 is reasonable and a minute ago Dan you didn't think well you weren't sure what this would be so I definitely can tell you with certainty and at 50 is isn't going to get you past you know getting yeah getting something not to get to yeah not to get to this guy I mean the best that you could do rich I mean you've you had CES involved is you can have them give you something of an opinion a probable cost for for design yeah and they they did that huh yeah I don't know if they included that
123I'll have to double check and they might already have the number and and you'd want to add something into that for contingency because again that's just the opinion upon probable cost so I I would be totally comfortable like voting in support of this sending this over to the town manager and the town manager has I believe until March 10th to give it to uh to give the capital budget to the council so you have another month there to even give it to the town manager as his own recommendation and he I mean the town manager and the superintendent can have conversations and change these budget numbers and I don't think any of us are going to be I'm I'm not concerned about it I don't know if anybody else would be if you get a
124better number and that gets put into this right for the March 10th delivery to the council but even after that Tim once you know I mean the planning committee and then the board approves that we put together the numbers we send it over to the town manager when we begin deliberations with the council we always adjust numbers and we can continue to do that so yeah we do have that time even if my point is even if it goes to the town manager as a set number it'll be adjusted by the time we complete the capital budget approval process okay okay all right thank you so then what are we looking at 3.4 is that what he said you're looking at right now you're at 3 million five hundred fifty five thousand in Year One
125uh because we made some we eliminated some line items a total five-year proposal is 52 million one hundred thirty five thousand I'm gonna just blow up the screen here a little bit more so if you could see that this is where we are year by year yeah but the three million 555 000 that's what we would be you know requesting funding for the rest of the years two through five those are those are placeholder dollars they're not um there would be no funds committed to that okay so we're looking at Todd boiler High School windows Yep I can just run through that quickly also okay the items that we've included year one are Dodd boiler replacement six hundred thousand right element classroom expansion for Highland and Doolittle three hundred thousand Highland you know masonry and
126a brick facade work 150 000. roof ladder replacement cold compliance across the district 125 000 000 for design money for the Cheshire High School steam boiler replacement um then we have Cheshire High School another 45 000 in design money for unit vent Replacements and and possible air conditioning phase in hundred thousand dollars to replace pneumatic controls with digital direct controls across the district for DOT we have a hundred fifty thousand for rooftop replacements and those are those units that are 30 years old or so another 250 000 the continued District lab improvements 150 000 for masonry restoration across the district worst first basis fifty thousand dollars to um have designed funding for what we'll do with the standing seam metal roof at Cheshire High School fifty thousand to start designing the roof replacement at Highland
127project two hundred thousand dollars for flooring replacement across the district worse first basis a hundred thousand for interior door replacement worst first bases across the district fifty thousand for design money to make improvements at the High School Athletic Complex 000 for concrete sidewalk replacement and related work across the district on a worse first basis 500 000 to continue the Cheshire High School window replacement project another 60 excuse me 45 000 for design work for Dodd's HVAC improvements fifteen thousand for Doolittle unit bent replacement again that's some design funding hundred thousand dollars for acoustical ceiling tile replacement across the district on a worse first basis hundred fifty thousand for Doolittle um to take a good look at at designing the full HVAC Improvement project 250 000 to replace the leaking roof over the roof of the
128gun office at Cheshire High School this is penis but could you could we give her that 15 000 for the Doolittle because you have the 150 in there for design now or does that need to stay yeah we could take it out all right well the 15th I'm just saying that just as a point the council might just go right through with the 15 and not approve the 150. yes you're right yeah um and they put the 15 in and just acknowledge it and it could be kind of double-dipping but say that that's yeah we can explain it that way yeah it's just what are we doing are we doing the unit Replacements are we doing the whole system there I don't know um rich is there at the for the football or for the
129stadium at Cheshire High School there's no projects there that are ready I see I think you need to then redo the description there yeah Ada stuff ready to go and if it's a fifty thousand dollars for like a for like a holistic look at the whole area to see what can can be done in the future yeah I'll adjust the description I would just love to see that unused Press Box go I mean I think it's like scary looking that's part of what's in I know it that accomplishes you so much that it's all right the only other thing that you know I will say is the after year one the spread of the funding is is very high in year two and three fourteen point five nine million then 16 million then 9.3 and
130then 7.925 yeah so there's I mean we could move some projects around a little bit but we don't necessarily need to do that tonight it could be done at the board level if if the planning committee wants to defer until then I think we need more direction as to where we're going with the buildings and for the future I mean of that of those numbers there you have 15 million dollars worth of work to be done and died yeah yeah if we knew what the next phase of modernization either is or isn't going to be [Music] the spread wouldn't be like that I know it's it's a dilemma and it's going to continue to to be a dilemma until we have a resolve on it and that's why we have to put the planning money
131out there this way we know that we we need a placeholder for things that we know we need to get done foreign which is exactly why yours two through five as far as I'm concerned they're placeholders if anybody on the board wants to move anything around that's fine but I don't think it's really that big of a deal I mean we know these things are they're in motion some things become like The Dodd boiler it gets fast tracked right things change when we get to the actual like spending of the money um so I I personally I'm comfortable with what two through five is right now without moving anything around and that would be my recommendation to the board to not touch it and just to prove it with the recognition that school modernization throws
132a big there's a big hitch or you know question mark over all this stuff my two cents is that it also shows that you know your real dollars are stacking every time you move something to the right you know if you try to if you try to level load it that disappears you know otherwise if you have a little bit of stacking going on you say yeah well that's because you we keep deferring you know capital or uh Capital expenditures and that's that's the result of doing that [Music] in a perfect world you have 52 000 worth it's 10 million dollars a year in the next five yeah right and I will I will just throw one more comment out there about the windows um I kind of wonder if it would make more sense
133to if we're gonna do 500 000 for Windows would it make sense to do a million dollars for Windows and then not send it out to referendum the following year I don't know it's just a hypothetical I'm not concerned too too much about it but if the council wanted to change it to something like that I wouldn't be concerned in the least bit about it because we're not we're spending it when we get to spend it but as long as it's approved then we can spend it at our discretion right yeah yeah just in terms of Trying to minimize total number of referendum questions yeah I mean I like that thinking we've we've got waffled back and forth on that in the past um you know and the the issue every you know every time
134we present a capital budget is you know is this something that we could put off for a year and and so that's what we do you know I have found that you know five hundred thousand dollar chunks you get a fair amount done but it's taking forever I would love to do a million dollar project um and and I think with the million dollars we could get that done over once over one summer Rich you agree yeah yeah I mean you also get you get cost efficiencies out of it as well you actually you actually get more for your money by increasing the value of the project so for a million dollars at Treasure high school for window replacement would we get how much more would you be able to do right like is that
135design like could we just do like that whole back science wing of the building like where the tech yeah for a million that's probably that probably is that whole backside yeah and then you have to do the wrap around along the north elevation where the art rooms are and the multiple stories there and guess what it's time to replace the double hung windows in the brand new 2000 edition all of those yeah all of those have exceeded their expected life cycle so it said it just keeps going round and round you just keep replacing Windows every year or every two years no that's that's what we do with the that's what we do with the the roads and I appreciate the it's two million bucks a year put roads out we know we have to
136replace them it's a 20-year life 40 million dollars for roads and you do 2 million every year um yeah so I mean I I like that idea in general but I guess my point is simply to say tell the council you know this is what needs to sort of happen over the near future with Windows and you you come up with whatever plan you want if it meant getting more done one one question on that does that what's the prevailing wage ref threshold number is it a million bucks on something like that no 100 okay 150. oh is it 150 and okay I thought it was no maybe yeah do you know I think it's uh still a hundred it's a hundred million for new construction got it got it okay so that's a that's
137totally irrelevant to the conversation so yeah I mean I would just leave it up to the council uh as long as they understand what you know needs to happen but the thing the thing with regard to the council is they're the ones who have to send out referendum questions and they're not going to want to send out a dozen referendum questions because voters could be like no no no no you have to go referendum either way so is it we asked for 500 or do we ask for 750 or do we have yeah yeah yeah yeah if you're asking you might as well ask for what you want that's yeah that's where I'm coming from well it's not too late if we want to move the 500 to 750 will still be under four million
138dollars in terms in terms of this year's request say the word I like the idea I think it gives us somewhat of a buffer in case that they need to lower that price tag a bit before sending it over there's also the reality that we're facing too at the cost increases of materials labor and everything else that that we're dealing with yeah okay all right so now you have one at three million 805. so do we feel as if we want to make a motion this evening Tim and Sam to get this going I think so what's our next uh our next meetings Thursday it looks like I no longer have access to one of your calendar accounts stop Alexa she responded to your voice Sam um so uh so what happens tonight if the
139if the planning committee puts this forward then at the Thursday Board of Education meeting this recommendation from the planning committee will be heard by the board of ed for approval and that would be good because we are on a you know we've already got an extension from the town to yeah I don't see Tim Sam I don't see anything else that we I mean I think we're all in agreement here right there's no hanging issue out there um no but I definitely think about 15 000 is gonna be a question so if you could speak I'm not going to be there Thursday Andrew so if you could speak to the rationale of doubling up like Tim said it's not gonna fly I think you get rid of it then you're at three million seven nine
140you know you're I think you asked that same question yeah I mean that's fine with me it's not that I it's not that I have any interest in double dipping it's just a matter of there's moving pieces that are interlocked we got to figure out how to you know pull them apart and make them work go ahead Andrew sorry no I just said that but I think by getting rid of that gets rid of that question and we're asking for 150 000 to look at the HVAC system at Doolittle here in the end yeah it's good I like that that's a cleaner argument oh we're under 3.8 million dollars there you go I like it then you don't have to have emotion for me do you so yeah the motion is to um recommend that
141the Board of Ed approve the uh 22 22 23 24 through 22 27 28 capital budget and then each of the four years has to be read so that's the motion that you need to make I move that the Board of Education improve the 23 24 budget of 3 million seven hundred ninety thousand dollars year two 14 million five hundred ninety five thousand dollars a year three sixteen million seven hundred thousand dollars a year four nine million three hundred and ten thousand dollars a year five seven million nine hundred and twenty five thousand for a five year total of 52 million three hundred and twenty thousand do I have a second Ed by Tim discussion just so we're clear in case we get asked that there's flexibility in those tier two through five okay yes
142okay all right all in favor aye emotion passes unanimously okay all right thank you you have one more item if you if you're so inclined it's just to give a quick update and I'm gonna flash on the screen the items that are currently being worked on capital budget wise there's a lot so let me just do that and You Know Rich and Dan they're in the throes of of all of these but you'll see over on the left each of these projects these numbers represent the bid or request for proposal number um so we've got a lot of different things that are going out to bid for design or for completion and rich and and Dan is there anything that you want to talk about specifically on the capital budget side uh no not specifically
143I mean ultimately we're trying to utilize uh already approved Capital dollars uh for design and in a lot of cases we're asking for uh conceptual construction costs as well so we have a a better feel for uh you know making our Capital requests um I think you know if that's a better that's a better way of doing business than trying to shoot from the hip all the time and then as Dan alluded to you know it's kind of hard to do that today with the escalation and cost of materials and labor and so on but uh yeah we're picking away through the list and uh oh staying busy yeah yeah and these guys are doing a great job with it I will note there's a couple items on here uh one in particular is not
144Capital it's the Cheshire Public Schools contracted cleaning services which is out to bid there was a walk through that was held last week we had 20 different vendors show up for the for the contract it's about you know seven to eight hundred thousand dollar annual contract but it was a just a gigantic turnout um and all the vendors that showed up completed the the walk through they had to get to every single building um so that's a big one you know the cleaning contract you know June 30th we're currently with performance it's at the end of its five-year cycle you know including the extension so that is a big contract and that was good news to see that many vendors show up and the planning committee members have this list so I don't want to
145belabor the point but I'll just ask if there's any questions on this otherwise again just to add really quickly to the projects assigned to the public building commission is just do a little um lavatory uh project oh yeah yep oh okay that one that one was did and awarded so that will be going to construction this year has Jay Rosa have they done other window replacements at Treasure high is that the yesterday yep yeah I think they've done like two of the four phases thus far so they're well um actually I just met with them today I'm sorry you've been happy with them yeah yep yeah John's very good very attentive they also happen to be the successful proposal for the bathroom project as well yep nice Tim thank you uh yeah two two quick
146points the snow removal is that just like a contract for services to be provided it is service it is a Services contract okay so you put that you you went out to bid or whatever yeah that's right yeah that's fun now it's just we just that was just on the list that's all yeah it just looked at me I'm like wait a second is snow done maybe you suck at the snow this year anyway it was a contract okay and then the second point and we don't need to belabor this at all I'm just curious Ben did you have any update on the uh the solar at Doolittle or Highland was there any more discussion on that that we should have at some point yeah you know as soon as the capital budget process is
147done Tim we should have a planning committee meeting Bob Mulvey uh I talked to Bob um and he has some numbers that he thinks may be attractive on a power purchase agreement for for both of those so I'll get my hands on that um take a look and then circulate it and then we'll have to have a planning committee meeting and is there is that time sensitive is there any deadline on that uh he said no Okay so um okay you know and I I you know I haven't had a chance to speak to him and and he hasn't sent me the proposal but it sounds like that's a sign that things are improving you know from a supply chain and a material cost point of view but again not I have no idea what
148the power purchase you know agreement number would look like so let's get that in hand and then you know have a discussion around that is the way to go thank you you're welcome okay anything else not for me all right Rich Dan Ben thank you guys very much rich I know this isn't easy for you and Dan I know you guys how hard you guys work at all this and uh appreciate it it's not easy I know you don't want to ask for a 600 000. now if there's other things you'd rather be asking for it so appreciate it all right with that guy have a motion to adjourn M second Sam all right it's uh just about nine o'clock I think I concludes our meeting for tonight thank you everyone all right thank you
