001good all right good evening tonight the planning committee tonight is february 10 2022 this is a planning committee meeting for the cheshire board of education roll call please mr messiana okay mr martelly present mr white here there's rosemary here you have a quorum and all members of the committee mr martel all right [Music] okay any communication emails anything from the uh we have not received anything so we haven't got anything not related to this no no i don't see any members of the public here to address this evening um all right so i guess we'll just jump right into the agenda then do you want to kick it off sure so what i did is i provided the same package of information that we had when we did our site visits um there's nothing that's

002changed um just a couple of things that i wanted to do quickly and i will turn it over to discussion one is that um at our site visit meeting we spoke about the roof schedules and i just wanted to show you where we are with our roof systems across the district and if you just look up on the smart board here this is a summary and there's a there's a copy of this for all the committee members let me just make this a little bit bigger yeah so this was this is uh mr corvette's schedule and i'll just highlight quickly so you can see this is done by school this is chapman they have a total of a little over 28 000 square feet of roof systems this shows the installation date and i'm just

003going to highlight the this chapman roof the warranty expired in 2010 so we're 12 years past the warranty period however the roof is in good condition this rating was done combination of a walk through with um mr clavette and the missionary new england mason okay so the high school the right items again those represent the roofs out of warranty and then in the spark pylon if the condition of the roof is poor it so indicates so i'm not going to belabor this you could see that there's a bunch of different roof systems some are new and they're excellent and we've got plenty of life some are past their warranty but they're still in good condition if you look you know up here this isn't on the bottom of your right we have 604 000 uh

004square feet of roof systems of which 296 000 square feet roughly 49 is under warranty uh which means 51 is out of warranty that's just informational the more important detail is here so of the other 600 4 000 square feet about thirteen percent seventy five properties a hundred fourteen thousand of that seventy five thousand is doolittle's roof system which is one of the capital budget requests that we have for year two about 300 4 000 square feet is in good condition and then about 18 109 000 square feet is new and in excellent condition okay so that's just a high level summary of the roof systems um then are there any so what i have here in front of um on the smoke board in front of the committee members are is the exact schedule

005that we've been looking at this is the schedule that is sorted by school and what i thought we could do is we discuss if there are any changes to be made the options are if we take one of the items proposed for 22-23 we can move it to a future year um right now the total capital bud quest i there's totals on the bottom but i put totals up here as well so as we make changes we could see what what's happening to the total right now we're 32.5 million the only other thing that i did um and it's it's up to the committee if we want to move something out of the five-year plan and into year six which means it won't be in the five-year plan i i would put that here so

006rather than take anything out of the capital plan altogether we could put it into year six so that we preserve that as one of the items that we know is on our list to be um that's something that we need to get to it at a future point in time right okay and the importance of that is the five-year capital plan the you know the borrowing the debt cost associated with that that does get built into the overall towns not only capital budget but also the debt service goes into the operating budget so there is some give and take that uh the town council certainly will take up as they review the operating budget as it relates to whatever's in the capitol so that's what i wanted to present and with that mr martellio i'll

007turn it back over to you leave discussion or however you would like to proceed sure so i um i took a look at what we used as for this year's capital budget request um i went through the items we did the sidewalk and we looked a lot of these items in the field and i kind of made my own list and i passed it out to members of the clinic i made a couple extra copies here um trying to be very careful about what we put on to restaurant into the voters this coming year because we're going to have two elementary school projects obviously which are going to be about probably about 100 million dollars for those two projects on the ballot so all the items that were proposed for this year the following do

008you want me just to kind of read through what okay so i'll just if you guys i made two extra copies for you for those i may or may not be listening or watching at home so starting with cheshire high school um moving forward with the 225 000 for the hvac improvements um the cam lock for the generator at 60 000 for toilet chester high school 285 district-wide improvements uh laboratories at 250 flooring replacement roof repairs 125 district wide acoustic tile replacement 100 000 repaving another 100 000 so for district-wide improvements maintaining exactly what you would propose at 775 000 so that's left unchanged um over at dodd hvac improvements which we'll call it that one for 100 000 roof placement for the design of 50 000 i'm sorry let me start over unit ventilators

009at dodd for the 200 000 the rtu replacement had died for 120 000 for a total of diamond 320 thousand dollars over at doolittle hvac 400 roof replacement design for 50 and the window replacement design for another 50 for a total of too little of 200 000 and a highland school 310 for exterior lighting improvements 50 000 to for the redesign for the traffic flow for the parking areas and then the 220 for the emergency generator for total at highland school 580 000. um so in addition over at dad the fire alarm panel which is a 650 thousand dollar ask which would be a referendum question um i kind of battled with that so without the 650 i died we're at 2.1 million with the 650 650 000 that died would be at 2.8 million

010um for this coming for this capital year um that with don um again it's not my decision but i just i really hope that moving forward we're going to build a new middle school and not renovate that but again that's just my personal opinion on the matter with that and my fear with the fire alarm panel after walking and seeing in the field if that does fail it's a major issue and it's not something that could be you know we couldn't just issue emergency pl and have the panel replaced overnight it's going to take months in order to rewire that entire building but occupancy senses every single room and smoke detectors and whatnot so that's several months worth of work and i hate to have to close that bill for higher night boxes so that's

011something that just has to be done i can't see i think we're foolish not to do that if we're buying pieces for it you know i'm not off of ebay and whatnot so um i think that that's a life safety issue that has to be addressed they're sharing one person so i've opened up to my my fellow planning committee members so i just have a question because this state just published something about the 90 million dollars for hvac is that going to impact our total right now because we i forgot what i read yeah i think it's premature to know for sure the uh it would have to be approved i believe but i know that the governor proposed that but i don't know that it is officially approved yet i don't know that i

012haven't received any communication to indicate that it's set in stone i would love to be able to access that because certainly god knows we have playing work to do but um i don't know the parameters are on the obviously as you guys know we've been very aggressive about pursuing state grants and even partial you know reimbursement grants so i i would think that we would be great uh candidates under the circumstances in our district but i don't know the official uh and whether we're going to get it in time yeah yeah and i think you know andrew's point is certainly uh valid about the fire panel that god you know but even under the best case scenario we wouldn't have a replacement let's say that you know did you suggest that maybe there's a new

013building in the wildest dreams that's probably six years away that's absolutely right and like while the stream like hit powerball money kind of lucky so you know i i think it's still a relevant enough issue to be to warrant inclusion and and even if that's let's say we do build a new middle school and that building becomes some sort of public building and you know maybe town hall and extracting marks place and that's money well spent for that if that ever went down we would have a major problem on our hands and not want that to be fixed overnight you might just ask rich a question because i know you said it you're not walk through and i just can't remember the duration of time needed to replace that particular piece yeah it would probably

014be conservatively um probably about six months six months yeah it would have to be phased as i explained before you actually have to install the new system have it commissioned approved by fire marshal before you can even think about doing demolition on the existing system so it's really two entire separate projects so that's why the timeline gets uh so at some point impact the school year well it would have to be that work would have to be done off shift you would have to be awarded as a second shift project you wouldn't be able to do it during the series yeah yeah the downfall would be yeah there's no activities at that building for the construction period right i i definitely agree with andrew i think you know safety is my first priority here um

015and especially if something happens and an emergency when we have to shut if it happens during the school year we might have to shut the school down just to get this done so i i do agree that that's yeah i mean that would be extreme we would find a you know an alternative plan you know that would be yeah right which we gotta bring people in sure certainly sometimes we have you know technical or mechanical issues where the fire alarm system may be offline temporarily during the day it's a river but it's happened before um and you have to do what's called firewatch where we have people literally walking the building making sure it's not on fire and that comes becomes very costly if the panel goes down and we're talking about months and we

016got to hire people whose job it is to make sure we're not on fire and disruptive kind of crazy but we're pretty creative in getting you know replacement components and things like that so i think uh i think if it came to that scenario yeah you know then we would have to look at a physical watch i think uh i think andrew setter spot on regardless of what the end use of that building is going to be it's a life safety system that's a requirement so whether you use it as a school or anything else you need a fire control system so it is money well spent thank you oh sure thank you um yeah this makes sense to me andrew which put together and i agree on the safety thing at least for me

017and first and foremost i think that's what you basically said so i i definitely would like to send the fire the dodd fire system fire alarm system over to the uh to the town council was were any of these items i thought you andrews mentioned one of these items would go over the referendum threshold the dialogue now oh i was thinking like an aggregate then do anything that was i had asked ben [Music] i do not think any of these are going to put us over into referendum from prior expenditures interest rates so it's the ones that you you've taken out which i kind of went through already highlighted them those like the high school windows right that's a continuation that yeah that's what that would have done to referendum um yeah so first blush

018i think we're good from a referendum point of view and just as just a anybody who's watching um understands where i'm coming from what we have here is a list of i don't know about 15 or 20 items one of which is over half a million dollars if an item is over half a million dollars it goes to referendum um many all the other items are below half a million dollars but if they are aggregated in basically a related project then it effectively goes over half a million dollars and would go to referendum even if the number we're looking at here say 200 000 if there was a 300 000 project on last year then you'll see it in november high referendum which is just generally speaking this is something that i don't really want

019to have i don't want to send over to the town council a dozen referendum questions and they have a dozen for town projects and then voters are being asked to you know vote on two dozen so just in general i'd rather keep it to a lower number of referendum questions but the way i see it right now is the board would only be asking for one here within this list and then one other really big one the schools right the schools are actually it's gonna be two referendum questions oh really it's gonna be one for north and one for south and elementary school no that is okay so we're not one there's two separate questions that's interesting that's it's two separate buildings the school construction site is going to be two separate grants applications yeah

020so you would have to do two separate uh state construction tests unless we had norton in norton annex because we've already been expending that we would still continue on to labs over at dual right i'm sorry the laboratory district laboratory that 250 000 would be a referendum question assuming that's what the council deems it to be because it is in combination of prior years um appropriations we're definitely over the 500 000 threshold oh yeah yeah so we're over a million so that one android i believe would wind up being a recommended question but it would be a referendum question of explaining you know what the aggregate prior appropriations it plans so yeah just add um i mean i think these are all valuable projects to do besides the fire alarm system but if the town

021council says it's not fitting in their budget laboratories getting deferred for another year generally speaking i'm not talking about the specific laboratories but some of these things could get deferred for a year and i'm perfectly comfortable with what you know the town council and the finance director uh decide is best particularly in light of what we're probably going to be asking for this year um right so i just wanted to add that and then uh one last piece i just want to be clear on the generator have you gotten the do we have the demand data yet have we gotten that no we got the we have to hire an electrical engineer to perform all of that in order to determine exactly what size engine we need well that's yeah and we should be able

022to get that from eversource for 50 bucks i believe was the last number i heard it's the interval demand data it's not minute by minute but it should be yeah we get we pulled out all the time i mean that's not that's easy to get so here's the thing that the generator that we're looking at right here it would cover us but we don't really without the demand data i don't think we know what size generator we should have no this is an estimate i mean agree agree but with that demand data which i think is only 50 bucks then you can come up with a better estimate for the generator and you can see if that 220 is a reasonably good number because it could be way undersized for what you might actually want

023or it could be way oversized i'm just saying i really would like to get the demand data on that and i think it's should be straightforward to get from ever source then you can just plug that into the size generator that you want that would that would best suit the school yeah okay but does the size dictate the lifespan rich in sense not so much the lifespan but it does dictate the cost i mean ultimately an electrical engineer needs to do that assessment the one thing about highland i'll mention is the only building that we have in the school district that's actually 480 volts three-phase so that changes changes the complexion of the generator specification it's costlier because of that so the high school generator is 250 kw but it's on a 208 volt three-phase

024system so it makes a there's an impact to cost depending on what kind of electrical system you had in place but yeah no that's not i mean that would be part of the assessment and the design we're not just you know my intent wasn't just to go out buy a generator it's gonna have to go through a design process and you know be built out just like the one at the high school this time sure so they'll do that assessment size it appropriately add 20 for uh you know for contingency and then go from there do we think the 220 is a fair estimate great um the town just bought i believe a 225 portable uh generator and that don't quote me but i believe it's around 130 000 so considering construction costs uh plus

025uh you know uh prevailing wage you know items like that i think we're in the ballpark yeah and at this stage i mean that this is what we would narrowly put into the capital budget it gets i had suggested once once the appropriation is made we go out to bid you know first we hire an engineer electrical engineer to design things like there's quite a few steps to actually get to the real number and if it's under it goes back into the general fund anyway no i understand that but i'm just wondering if it might be over it's just it's just a date again it also might not be enough yeah exactly exactly yes definitely yeah well yeah that's been said it's a you know this is our our estimate you know so what's our

026fault back if it's not enough at 220. what's the problem it's too big if it's not enough yeah we have to ask for more money yeah that has i mean it happens yeah that's what happens regularly sometimes if the death is 10 000 you know we use our main operating maintenance budget we're allowed to do that you know if it's a real large over-expenditure we could go back to the town council there is a emergency fund which we explained in the budget so there's a variety of ways to deal with it but you know i think at this point it's a reasonable estimate i wouldn't lose any sleep over this amount at this stage and like we were discussing when we were out there i mean it's our one building in town that's fully air

027conditioned too right right that's that size and we could actually use this emergency so if it didn't go over i think we could get it yeah put it together pretty good and it houses the government freezer which resources yeah you know food service commodity it has uh that's some inventory protection there asset protection so if we go back to the labs ferment after the 250 so i guess i can have to ask my fellow members here in the black community are we if if bond council says that this is going to make this be a referendum question do we want this to be on the ballot or do we want to push this out today i'm pushing it okay that's the question yeah was that you were there was it did it including falling apart

028well it's just a continuation of the improvements that we've been making like norton is fully done yeah you i think we showed some of the labs that do little you know those nice blue ones so we we completed two phases that do a little i'm currently working on the third phase yeah yeah and the two that we did i mean those needed significant alterations because of the ada compliance and that's kind of what what's driving some of the cost up is that so once again once we get into the elementary schools aside from the gang bathrooms so norton is a more and i use the term loosely more modern design um they didn't incorporate bathrooms in the classrooms so it's strictly gang bathroom so norton was renovated it's 100 percent complete do little circa late

0291950s early 1960s especially in uh k through three classrooms everyone has a has a toilet you know it's not a sink in a toilet so all of those will eventually need to be renovated as well um so yeah those will that will continue we'll despite the fact that the gang bathrooms may be completed in that school we'll need to continue to keep updating the remaining bathrooms as well all right so ben what do you want to do next so i would what i would do this the laboratory are we going to push them out is that the decision yes if it comes to that yeah so what what i would suggest is just running down very quickly to show what's coming out yeah okay and that's i've already uh highlighted it and right so at

030cheshire high school the replacement of the walk-in freezer refrigerator i could do this on the fly can we just talk can we talk about like what we're going to do with them with the items oh sure do you want i mean we don't if you guys have time to do it now this request is to replace the walk-in refrigeration unit that's um right inside of that doorway where the loading dock is and this ties to the liner the loading dock project which is right below 600 000 the loading dock is failing we have to make some improvements you know to the site improve the drainage so those two could be linked yeah so that's what i'd like to do let's take that 600 and then 175 make it the 7.75 make it one project and

031move that to next year that was we designed that we paid the design in that last capital budget correct so we approved we there was fifty thousand dollars last year for that right did we do the design um no no no no we included you know that was for the design of the parking lot period we have it for this year oh yes i'm sorry you're right all right so for now what i'm going to do yeah so the 50 grand was appropriate for just the parking lot for design of yeah all right some what i'm doing is just shifting in over to one year so you can see what year two is gonna look like and then you know if committee is okay with that we can make some further refinements but i just

032want to try and at least make sure that we're all on the same page what's coming out okay so the next item coming out is the window replacement at threshold high school so i'm just going to move 500 000 there take this out that two million over the next four or five years is that gonna where is that gonna bring us for new replays is that gonna bring us to like the year 2000 windows and then you would you know equal edition yes right rich because those are starting to mike right our new edition uh new edition yeah yeah those windows to this committee but it's yeah it's a it's a case of round robins you know if you hit it in your own house replace uh you know if you have 20 windows and

033you replace one window a year you're constantly replacing windows it just never ends and that's kind of where where we're at i mean i think that we need to obviously a good time to think about it right i don't see why we wouldn't go for like a window replacement attraction facebook for two million dollars versus doing this like 500 500 i mean yeah it sounds like a bond to the money as the money is expended anyway so what's the difference if you're asking there is actually the difference is it'll cost you less if you do it right once yeah yeah i mean the short answer is that you know we've been kind of stringing our things along waiting for you know it's been going on for like eight years now we've been discussing a master

034plan then school modernization you know but we want to keep projects moving along because you need to right now we know with the two you know proposed elementary schools we know what schools are staying online for a number of years so we do need to direct our attention and that's i mean that's what's going to make this easier to do i remember when i first did this two years ago it was like where you know what are we going to be paying a 20-year bond now that's going to be in a dumpster i hate sales that's that's true [Music] yes just with regard to doing like two million at once instead of 500 each year i'm just curious to have been open jim jascott's perspective is the finance director for the town on that because

035i mean i'm just wondering is our like our debt rating is that or uh would that be impacted by saying we've authorized two million this year instead of offering authorized only 500 000 i think you know the more debt when you have so much debt that you cross a threshold whatever it is as a percentage you know you know of the town's you know total expenditures right because you borrow the money is not the only issue it's now you have to pay that debt yeah so you're increasing your debt service so when you get to a certain threshold it could change the town's bond rating which means that it would cost us more to borrow but there's a little give and take there in the sense that you need to get your projects done sooner

036sooner rather than later because the longer you wait now you've got construction inflation building up so it's not a simple black and white answer and the schools are part of the town's capital budget request right this is in the scheme of the town you know jim jascott and the council look at the whole picture and have to decide what are we financing what are we you know bonding you know this year and over the next five we're we're the biggest we have the most number of buildings that the most capital needs certainly but we're not the only capital needs i mean i'd have to think too if you were going out to bed for a two million dollar window replacement project in cheshire high school you're going to get a lot better of a price

037from a contractor doing it as one product yeah i mean like absolutely and you know there's always the discussion about like you know we're gonna go out we're gonna bond with worry about that and i totally respect that but at the same time does the bond the bondage just look at the condition of our facilities think about like that as the overall picture of you know like i vividly remember that our bond um process and our credit rating being tied to having a plan or not you know and so given the fact that we have at least forward momentum on a plan when we are evaluating for our credit rating which obviously influences the bond process the lack of a plan is problematic right now we're able to get away with it because our financials

038are in good shape but you know we can't just do that forever and not do anything for ourselves having a plan will support if we can we can afford to get away with it because we have a plan school you know if it's 500 or if it's two million you know it's like i for one how many times am i going to vote yes in favor of your replacements the general high school right yeah this is a guy what are you guys having with me just at a time right yeah so so where does that put us if we consolidate so i think we need to look at where we are over the five years and see where if we wanted to go for like a two million dollar asset for the windows you know

039we have to see what our bottom line number is that we're i would suggest that if you're going to go that route then it's worth getting an architectural firm on board first put that 50 000 out there and they'll do the they'll give you an actual number to work with no real number this is our debate you know this is a this is a an estimate you know high level estimate from us you want to get a hard number if you're going to go for that kind of money you're going to want to have at least an architect's uh budget assessment for the you know do a construction budget assessment i mean based project connects as funding is approved like 500 000 of funding is approved we go to our architect and say hey we

040have 500 000 so we design and do you know the way we did it that's what we're doing now yeah yeah we have alternates you know so we go out to bed and we decide up okay we could do whatever 15 units this year okay i mean it's kind of a significant improvement at the end or like that to heat uh we talked about that i mean those are original you know what into the guy who i guess you know it's not the old oh yeah that's not that's on the docket for this year it's in design right now okay yeah i was going to say the ones in the front couldn't afford it right so for now we'll leave it like this but we can always you know change it you know even when

041we get to the council if we wanted to adjust it we could do that okay so the next item in red i wait a second so we're gonna district labs this 250. uh i'll just edit on the back end for now again we could adjust and so this number still always has to stay at that 32 million for 32.5 which is next item that will come out is the design for the dodd uh window replacement so we'll put that put that there so good so far yeah so this was the highland parking modifications where did you move the dial replacement i just moved it into your five yeah no this one this 50 is staying this is the traffic flow improvements this is the parking improvement so there's two different requests for 50 000. i

042thought we put when our walk through i thought we pumped it together it was uh not the two separate we have two separate can you make okay so you want to keep if you're gonna if you're gonna you're gonna do one you gotta do the other one no not necessarily not necessarily the reason they're separated for the entrance modification is going to require state dot coordination it's a whole separate a whole separate project developing additional parking because it's too it's really two different well i i don't know i suppose you could but it's two really two separate site categories um one's gonna deal with an intersection with a state highway the other is and that's you know it's an internal site plant so are you limiting the firm it's like saying i want to do

043siding and uh heat work on my wow i think there's limited firms that could do both where i might have better bids and better well right maybe so just i mean i mean we can look at yeah leave both of them there because you're gonna have to deal with like postal right and all that for like permitting for redoing the driveway for the parking yes yeah we'll have to yeah but i mean those are all local agencies once you go into the state then it's a whole nother gold wax and the documentation required you know from the architect is you know pretty significant so that's why i kind of try to cut keep those separate because they really are although it's both site improvements they're both two separate animals but uh we'll find i'll find

044out to see uh if it makes sense to combine okay so we're going to move the highland window replacement now i'm going to try and look at where we put it so that we kind of balance it out a little bit i don't i really don't want to move it out to this year but for now let's just move it there see what it looks like i'm putting it in the 25-26 and then the cafeteria all right so we're 2 million 6 10 because you have 2 million 8 10 yeah but we took 250 out for the labs and added 50 000 back so that's 200 000 so that's your number right now 2 000 6 10. 2 million 2 million 600 2 000 2 million 16. all right so then that's leaving so the

04532 right it's a 32 million five thirty two five hundred that's been the five year show listener budget right yep that's that number hasn't changed we just moved things out stuff to the right [Music] so let's just look at as my can you run back down with what would be next year's discussion that's fine from the top yeah let's take a look okay so we have so 50 that's designed for what is that for [Music] and the maintenance garage is the building that runs north south on the west side of the high school correct okay yeah it's roofing it's and it also includes uh ancillary uh buildings that we need we need a salt shed we need you know storage we have a small um prefabricated garage as a storage building which is you know

046dilapidated needs to be replaced it also needs to be reconfigured so there's a little bit there's a little bit of work involved there absolutely is that teaching like education of students or is it going to grow and that's where our offices are hosted as well okay thank you okay reorient me a bit yeah so for next year 22-23 we are doing 23-24 i'm so for this for the first year in the plan which is all that it's the only dollar funding we would get everything else is planning so we're at 2 ten thousand that's this number here right okay are you looking at andrew scheetz now you're trying to reconcile i'm looking at what you're doing okay so this is the problem we're looking at 22 so the first item is the chs hvhc right

047which is on the list the camlock for the rear electrical service next item on andrew's list the labs we took out so the next item that we have in right now acoustical ceiling tile replacement flooring replacement district-wide paving yeah district-wide roof repairs is 125 000. then the next item is dodd's firewall control system at 650 000. then god's hvac of 120 000 yeah that's the unit replacements of 200 000 then we have doolittle hvac 100 000 unit vents uh 50 000 for dodge roof design 50 000 for doolittle's window line then we have 50 000 at highland for the parking improvements design money 50 000 for the right lane edition design money uh then the exterior lighting improvements at highland of 310 000. and then the last item is the generator 220. thank you and

048now we move to 23-24 yes which one i just wanted to show up two years all right so now 23 24. that's not what you want to run down yes please all right as we're looking at it just notice you know the next four years range from 6.8 million to a high of a little over 8 million okay so we've got maintenance garage you know beginning of some of the work that needs to be done there the mechanical tunnel improvements at cheshire high school and that was always planned for year two we didn't move that then we've got the high school office reconfiguration that's that's just some design fee 25 000. the greenhouse replacement design 50 000. if you want to move some of these as we're going along and i just let you know

049i guess so that greenhouse i mean i just i just want like yeah what's the demolition cost i mean that's an 800 000 project less than six point eight million dollar asking just like getting it at nine years six million what's the 50 grand for though right design design just design i mean yeah we'd have to do geotech the way it was built it's it's just it's a difficult situation and in order to do it correct like based on what curriculum needs are it's yes it just seems like a lot of money for such a it's like smaller than this clap that's very important right now right i mean it's like a great house it's like half the size of this room absolutely awesome you have to go through a non-handicap accessible hallway to get

050there which presents its first problem and then when you do get there down these steps there is a small outer room that's a half circle in shape and it's it's really small you could probably fit a couple of eight foot tables in there you couldn't fit three eight foot tables yes the greenhouse is smaller that's probably you know an eight foot table and a half an eight foot table you can fit in there and all of it is structurally compromised to say the least do you think we could demo it for 50 grand and seal off that wall or we could just wait for a big storm in the spring yeah i mean i just think like it's just starting dollar investment that we can not like just get rid of that entirely um but

051these are not convinced right now i don't want to get rid of it i do well if i move it into year six yeah it comes out of your five-year plan we don't forget about it yeah and you could demo it for 50 000. i mean ultimately ultimately if we want to build something new in the future you're going to be demoing that anyway because you can't use it in the crypt we could build a nice greenhouse to actually use for teaching and like solicit some of our growers in town have it be a project and actually be like a on a piece of property on one over okay well first of all the location we're talking about is this what i always thought of like is the observatory there we go okay right next

052to the old entrance to the high school yeah i mean yeah before we just go rebuilding it for eight hundred thousand dollars i mean have we thought about alternative site locations yes [Music] we actually had uh i don't remember we had dean [Music] it's just not it's there are locations but it's expensive so as you know the landings on the south side of the building where you were just talking about the assistant principal's office those doors we walk out for graduation yes off that landing was one potential option right presents significant handicap accessibility that's right yeah another potential option was if the as you pull into the facilities you're driving toward the football field you'll pass the west gym and there's a little alco parking area to the right back there that's another potential location

053we examined as a matter of fact we discussed this at one point with cef but the the actual cost to just build out there is really pretty astronomical that south facing is what we need for sun in the winter months so it's got to be over that that way but we've definitely studied it we've tried to look at different options and across the greenhouses yeah it's up there and there's nothing the current greenhouse yeah it is right it's more like a novelty than an actual teaching yeah so is it is there any education that actually goes on in there right now yeah limited bust yeah because i'm just wondering what's the impact if you just deal with this now and revisit construction of something new in the future that's what you know we've been basically

054living without it for years because it's just not accessible i mean it wasn't it wasn't natural when i was there 20 years ago right really really right i'd like to still see the design possibilities on it though oh sure but i mean that location i'm just thinking when you're talking about like accessibility that location is set like three feet higher in elevation right something like that although you could do maybe a ramp from the outside but then you're cluttering up the side right now connects through in between two classrooms is how you get to it the idea was you know if you're teaching botany then you would go right to the greenhouse from the classroom it would be a lab basically you know that was the idea but it's just physically it's not a great

055spot it's not functional yeah it was some architects legacy legacy design it really was because it's it was some legacy it's nice to look at it but it's not functional let's keep going do you want me to move to year six leave it in yet three but you're leaving the 50 grand could lead to 50 grand but if you want to reduce the total five yeah i mean i think that's that's seven hundred fifty thousand dollars i don't think the council's really gonna be this is like their years two through five right whether it's there or not by the time it gets to year two they'll i guess year one they'll ask us questions i mean year three or year four i'm not sure if it makes that much of a difference to him yeah

056i mean it's not gonna impact your your call for this year you can leave it in right now and think about it going forward but i don't want to just leave it alone i i do want to see the cost of demolition and i do want to see the cost of design for future planning you know what i mean like so next year we leave the 50 000 for next year and so next year when we have the clinic maybe we decide if we're going to design everything yeah that makes sense yes to have a plan please let me know but one other thing one other thing i'll add to it is if you did demo it just are there any other options for what you use that space for i mean it is square

057footage it's space what's something else to read it's going to go there picnic table yeah little patio no but even that i mean that could be good if you just want to cover it you want to go outside and eat just getting to it is an issue yeah that's what i'm saying yeah the cost when we looked at it back when i was principal to just ramp it out was really expensive and it ate up that outer room i was telling you about with the three eight foot tables it would beat that up because you need a certain pitch on the ramp for handicap accessibility it's just a nightmare yeah that place unfortunately no definitely the 50 because i do want to see the design you know okay i'm curious about it and that would

058be our plan to then try to move 750 000 somehow all right so we got a walk-in freezer and that's part of we'll think of this to this so what's this so this is now stadium this is seating agreements yeah this is really to um take care of some of the things that need to be done yeah at the athletic complex um there's a secondary viewing tower that's not used i don't even know if you can know that i know yeah so that's never used it's in disrepair it's got to come down we need to do some work inside the press box we need to make some compliance improvements so you know those and we're planning to do that over two years okay let me still be below the referendum threshold on that yep then

059the next one is um you have 200 and then 220 as hvac work at the high school when they're reporting go back up so rejection high school for the h so this year we're doing the 225 000 and we have two two out over two four six yeah that's gonna be a referendum question regardless in year in 2425 yes yeah included in this first year is 25 000 but the school windows which we talked about you know right now we haven't mapped out over you know four years okay if you want to reduce you know if you wanted to just take a couple of these years instead of 500 times four you could do a million times two or just leave it as is and next year we talk about you know what's the best

060way to portion this money can you just highlight it in another color that way we know we're gonna need to consolidate it yeah somehow okay so we want to keep doing ceiling tile replacement door replacements yeah those are the next two keep going with the labs keep going with you know fixing bricks paving you know hvac work this is all hvac [Music] you know we just looked at some of the roofing at you know dodge probably overall as a school dodge roof system is the one that needs the most attention so we're gonna have to keep going with these then we've got um the window replacements we're ready when we move this plane to design work do little unit vent so we'll keep so what is that 3.8 million yeah i mean those are all

061other than the new section original single-pane windows so duo hvac that's the big nut you know doolittle's roof that's rated as fair and the committee already said let's design it so that's it yeah do a little window design as well and we can't like with the jewel with the dual roof that's we won't get anything from state reimbursement oh yeah we could yeah we'll get applause for circumcision as long as the roof system is more than 20 years old so we're going to be eligible for a school construction grant for roof replacement it's not that the roof replacements have been kind of strange over the years and i think they've changed it because they would exclude like some of the labor costs but we didn't get that to jump down that i would say 30

062is a safe assumption so what we do is after this gets approved as we there's a further step to this where we take all these requests and we'll identify is there potential grant eversource incentives those kinds of things and so when we submit all the backup details that goes to jim and you wouldn't deduct that and is there a threshold for how big of a project we have to have to go to the state for reimbursement you know there's a there's a practical threshold because it's too small the amount of legwork it takes and the requirements of the state become owners as i said it's like but that's just kind of that's like the high school windows like we were gonna go in for a project for three million dollars for windows and storefronts that

063might be worth going to the state forest exactly versus 500 000 okay yeah i would say anything a million enough with which eligible for state construction where that would save the taxpayers a lot more okay so that was you know we're at highland now so we have you know the actual work to redesign the parking the actual work to add that turn lane we pushed the um pitcher renovation into year two island you know if we want to lower this year you can push it to year three i don't know that it's that meaningful at this point okay it's good for me yes time so what you would have to do is a motion to um to have one as a planet no i'll tell you what it is as a planning committee you recommend

064that the five-year capital plan of 32.5 you know you'll read the exact dollar amounts so it's 32 532 500 and with the year one two million six hundred ten thousand okay so to make a motion that the cheshire board of education planning committee move a five-year capital expenditure planned budget of 32 million 532 500 with year one being two million six hundred two million six hundred and ten thousand dollars for consideration by the board of education quick drama draw over there are we supposed to build my voice or by hand i mean we have rules that do that govern that right you could do either you can do either a roll call style boat or by hand and we typically do by hand and then we announce the outcome yeah three in favor unanimously approved

065by all you know bananas anybody anything else before we journey i actually did have one question if then did you connect with energy resources at all just to ask them about solar and if it would make sense at this point i did not okay i told you i had a lot of flex it's on my calendar and i think it's on for tomorrow so i will follow up and i'll let you know too all right thank you thank you emotional journey second sam seconds my favorite hi i did vote for you [Music]
