to order them for january 11th 2021 um and with that vin can you do the roll call please yes the planning committee members mr martelly president mrs hallen here mr white okay mr white's not here and we do have other board members with us you do have a quorum mr martelly thank you all right let's uh stand for the pledge of allegiance oh here's tim oh okay just one second here you should see the flag okay ready i pledge allegiance to the flag of the united states one nation under god all right item two on the agenda this evening is there any communication received from the audience then no i have no communication from audience okay moving along to i am number three 2021 22 capital expenditure plan and budget um then you're going to
share your screen i believe yes i will share my screen in uh in just a second i did want to welcome everybody obviously this is the uh pass that the planning committee and the board members that are on the call have at looking at the capital budget for the next five years the capital budget doesn't need to be approved with the operating budget so we are starting with the planning committee as we always do and the planning committee eventually will make a recommendation for the to the full board and i just wanted to also explain that the capital budget we really look at two pieces one is the overall five-year plan which you'll you'll see in just a couple of minutes and to the extent that's approved by the board and the town council that
will be the five-year plan that we use we update it every year the second and and probably the more important piece is the one-year expenditure plan so eventually when the plane is approved even though a five-year plan is approved funding for the plan is only for the items that are in that first year of the of the plan that we'll be presenting as a start this evening so uh with that said um as long as there are no questions what i'm going to do is i'll start with the overview um and because i'm going to be presenting i'll do my best to keep my eye on if there are any questions but you know certainly feel free to interrupt as i as i grabber on here i'll try and do this as as quickly as
i can i did provide to the uh you know to the board members um and everyone actually that's on this call including rich clavette and dan bombero the summary and the detail pages as well okay so with that preamble okay and somebody just let me know when you see the screen got it it's working okay excellent so if you look at the uh first here the pie chart on the left um this represents the capital request for the next five years that are being you know recommended at this time you know from superintendent solon uh and myself as a chief operating officer and you could see this total is 37 million 728 500. the reason i wanted to show this pie chart is just so that um everyone can see what the breakdown of that
is and you can see the largest chunks are window replacements 11.2 million dollars roughly 30 percent of the 37 million is to replace the windows that are in this district schools most of these are replacements for original windows still single pane um you know which is the case in many of our schools the next 22 8.1 million is 8.17 million is for paving roofing sidewalk and masonry improvements again there's a lot of detail that goes behind this but just follow along for summary purposes improving the district cafeterias many of these are original with only minor modifications 5.57 million i will tell you that the high school is roughly half of that request that's about 15 percent overall is for district cash hvac improvements across the district 3.2 million those hvac improvements take on a little
bit uh more of a pressing nature you know as we're going through uh the pandemic and and you know these are there's about 500 000 of additional improvements we're asking for next year which we think are pretty critical to get done and then interior building improvements seven percent and then all the other pieces are a little bit smaller code compliance 2.4 million this is a new request this year fire alarm control systems we have three school buildings that um their fire alarm control systems you know are dated they're still operable but they are not addressable and they they can't be um added on to or improved so it is time you know to to replace you know those three systems and again i'll show you the details of what those schools are district labs this
is part of our continuation to make upgrades to many in many cases original lavatories in our school buildings ceiling and floor tiles 800 000 lightning electrical 680 000 and improvements to the athletic complex you know which is primarily stadium seating and improvements to the press box we'd like to make at the high school so that rounds out the five-year request at a very high level in terms of what we're looking for funding wise you see that this total is 5.2 million i will take take us through some more detail in these categories because this is the money that is being requested for the 21 22 fiscal year so very quickly hvac district paving roofing sidewalk masonry improvement of interior building space window replacements at 500 000 lighting electrical calf improvements lav improvements athletic complex floor
and ceiling improvements so i'm going to just scroll up and just focus on this car this column here to the right so these are the replace the the priorities that we have for next year so five hundred thousand dollars that's being requested for uh cheshire high school we've been doing these window replacements at the high school on the south side in very small increments and we think it's important to increase the pace of those window improvements so for next year we're asking for 500 000 to continue on in that project the next category here we're asking for 1.17 million uh paving roofing sidewalk masonry so that's a variety of different requests that's that's built in here you know 125 000 is for sidewalks 100 000 is for masonry restoration projects 100 000 to replace the
main office roof system at the high school um the big one here is 750 000 that um you know as we pause on this piece you know we can certainly start getting some questions answered 750 000 is for the dodd roof roof of placement above the gym cafeteria and main office um rich i'm going to ask you in a minute to just talk a little bit about that one because that is a large new request and then we're looking for um fifty thousand dollars to start design work on the doolittle roof replacement that roof replacement we're anticipating will cost about three million dollars that's a budget estimate um and and we would like to get going on that project and the last 45 000 in this category is a a request that we had from
last year now that that we have the new government freezer installed at highland we do need to replace the roof and roof deck um so i'm gonna just pause that for one second i'm gonna stop sharing my screen i believe adam has a question okay go ahead hi vin um it wasn't a a question uh actually directly on your presentation it's just that the the attachments that we received um at least the ones that i have dated january i know i don't know what date this is uh crap january 11th is is the um package that i shared with the board it was uh january 8th okay so am i using the wrong package there's did you get the printed material delivered to you adam or is this from the email this is from the
email is that all wrong and old um it's not wrong just tell me what do you i guess what are you looking at i'm looking at what i did on the 8th versus the 11. it's titled uh summary of building summary by building of requested capital expenditure you're looking okay so that's not the right report and now this one's is summary of requested capital expenditure plan all right was that a different email it was all in one email but it's a there were four different documents in the email all right then i'll just find it later okay thank you i just wonder if i it was like you had sent that revised documents so this is completely all right no but uh if i'm not mistaken if you check your calendar invite there's five attachments
it's probably in there okay thanks adam i'm gonna have rich talk about the dodd roof the 750 000 and i'll just i'll send you a quick email of the documents okay rich would you mind just um giving us a quick overview pretty pretty easy i mean it's a dated roof uh we're well beyond um the expected uh expected life proof at dptm um over the past few years last half been proactive maintaining the roofs by re-stripping while the steam and then uh trying to keep uh all the target patches and uh overlaps uh secure but now we're getting to the point where you know we're in cascade failure mode we've already had a number of leaks uh specifically in the gymnasium which ultimately results in damage to the uh the wood floor below um the
roofs are derivated um you know we've uh we've i think we've taken every proactive measure that we can to uh extend the life of the of the roof systems um we do have uh some roof um rooftop units that need to be re replaced or removed uh some skylights that antiquated that need to be removed things of that nature so it's uh you know simple simple answer you know it's time to replace the beyond its life expectancy yes question about the roof over there um is that the worst are those the the worst areas in the building yeah uh for roofing not really it's okay areas it's the areas where i would say we would get the most economy in trying to repair um i mean we just could we just repaired a a gravel
stop scene along you know the newest section of the building along park place uh that was actually leaking into the classroom so it's you know uh right now it's trying to address the worst sections of the building and to try to get the most coverage uh as possible um i mean i could cherry-pick to say our first locations our worst condition you know worse places on the roof uh that are in worse condition but ultimately to get the most roof replaced uh for that amount of money those are the areas that we would focus on okay now what about over the media center over the library was that work scheduled that those results those leaks are resulting from um the enclosures of the hvac systems that are up there so the unit ventilators or rooftop
units whatever acronym you want to utilize um the enclosures have basically rotted away so they're no longer weatherproof so that's that's what's causing the leak in the media center so um there is capital actually that it's going to go out to bid next month for replacement of those units with new curbs so that should resolve that scenario great thank you rich yep yeah and and i'll add just you know we've been trying to um you know patch patch up that dot roof system for many years and you know we you know chasing lee to leak but you know the the request for this 750 is it's inevitable we need to do it it's it's crazy even though we know the the fate of dot is kind of an unknown as part of the school modernization
committee long term uh you know realistically you know we're going to keep that building in use under any of the scenarios that are being improved for five to six years at a minimum so we can't wait and that that's why this one becomes important and over the five years in this this plan that's being presented we do have 1.7 million total for dodd this is just the first tranche we're also also asking 500 000 two years out and three years out got it okay uh tim thanks andrew uh you mentioned so then you mentioned 150 000 for chs field uh complex did we do the lights already or the lights baked into that that's in process right now and it's covered under a separate capitol all right so that's already approved elsewhere yes okay all
right great thank you you're welcome okay the next the next category you know i'll try and talk through these um what without presenting the screen this next one is pretty straightforward we're asking for 350 000 for district cafeteria improvements and there's two specific things one is that we have a uh at cheshire high school we have a union one unit that's in failure mode um and we need 175 000 to replace it that's the one right off the loading dock rich is that correct that is correct okay and the the second component of the 350 000 is we need a an additional 175 000 to do the norton cafeteria 400 000 was already approved and appropriated by the town council for that project the they went out to bid for an architect wojus architects was
hired that design work under the supervision of the pbc you know has essentially been completed and so based on the design and the work that needs to be done the recommendation is to install a walk-in cooler freezer outside of the norton building because there's just no more room inside and so there's another 175 000 that's needed to complete that project this is this is an estimate that you know was developed you know with dan uh who's on with us rich you know myself and we're waiting for the architect to confirm so that's what makes up the 350 000 there ben sorry to interrupt um quick question so the cheshire high school i understand so that unit is in failure mode the additional 175 000 for norton is that is that necessary funding i.e um you
know giant elephant in the room of school modernization coming and as we work through that process is that something that is mission critical in order to keep that cafeteria service open and running in the next year two years it's a kind you know it's a combination of you know keeping it running i would say it's less keeping it running and just making it a more efficient food service operation right now you know we're limited in how quickly we can move the students through because we are limited space wise so the the reconfiguration would do more for efficiency and also for the display and and how the food looks as opposed to it not working at all at norton you know i i think the thing that we talk about with that capital budget you know
every year is where it's a chicken and an egg problem you know when are we going to be able to get the norton renovation completed under the school monetization plan and you know how many years do we have until that renovation begins and so what do you do you know if it's five to six years out you know what's being presented in the capital budget this evening is something you would say yeah if it's five years out we should do it i think that's the decision for the for the planning committee on a lot of these items um the one thing i will say is you know because obviously being part of the of the committee not the committee but listening to the meetings it sounds like norton is a school we are keeping online
so you know whether or not if we did a renovate as new you know would we wind up spending this money and and then respending it because we're moving the cafeteria elsewhere um i don't think so but you know what we know again and as those phases are worked up and that plan comes to fruition we'll be able to look at it differently i think so all right thanks you're welcome okay um sounds like we're good there so so i'm going to present my screen again because the next series of improvements being recommended is hvac and that's a pretty wide variety of items so we're we're here so this is 1 million 265 000 so the first 175 000 is to replace the underground oil storage tank at cheshire high school um and the board
members you know are aware that some of our schools have underground oil storage tanks that we've removed and and we haven't replaced like at highland and at chapman because those schools are serviced by natural gas so is cheshire high school we know we have to get the tank out of the ground at cheshire high school whether or not we're going to replace that is is a question but we do need the funding at a minimum to remove it if we replace it we need 175 if we remove it the cost will probably half would be half of that or even less depending on the bid that we get so that's component one of this request another 175 thousand is to replace an energy recovery ventilator that was removed at cheshire high school a few years
back um and we it really should have been replaced and as a result of of that we are not getting maximum exhaust ventilation in about 25 000 square feet of the building so you know we did rich did rich clavet had colliers come in and and take a look at our various systems you know hvac and ventilation and exhaust systems across the district so you know this is something that you know we clearly want to do i need the funding for the next 120 000 um is to start replacing the aged unit ventilators at cheshire high school including 20 000 for design work um we also are requesting 225 000 also to begin a phase project at the high school to remove the window air conditioning units and replace them you know with some type
of engineered solution whether it's rooftop units or those mini split units but you know that is something that needs to be done those window units you know in addition to being you know inefficient compared to other methods of cooling our space they're also very noisy and they're just not ideal we're asking for 120 000 to begin replacing the rooftop units at dodd some of those are 30 or more years old and we're asking for 20 000 of design work included in that request and let's see 150 000 is requested to remove to remove two air handling systems you know um at this is that dodd i believe yes it is thanks and then another hundred thousand to begin a phase project that do little to replace their age ventilators and attach them to the tritium
which is the building management system that's used across the district schools so large combination of items as i said earlier hvac becomes you know more of a pressing issue based on recommendations you know we received during the pandemic and that's why this request is is up dramatically from prior years there's nothing in here that you wouldn't want to do even outside of the pandemic you know most of the equipment being replaced is really aged i know there's going to be the same sensitivity as to you know do we need to do this work at at dodd and even at cheshire high school but you know we're going to be using those buildings you know for the foreseeable future so again that that's something that the planning committee needs to weigh out or weigh in on
tim thank you andrew uh yeah uh i think this should be quick backing up for a few minutes back to the norton and basically the new fridge that you were talking about is there any are you concerned at all about a like forget about school modernization if you just did that you did it right now are you concerned about any impact on the footprint i'm talking about parking spaces or anything like that is it any real concern no we can uh we can actually fit um fit that outdoor freezer refrigerator combination without impacting any parking spaces yeah i just looked at google maps i saw a pad on there a pad that was out there but then i didn't know if that disappeared and you needed more okay all right thank you and we can
fit that uh there's a little there's a little shed back there too that they used to store uh some paper goods so we'll eliminate that so we'll have plenty of room for the freezer and the condenser court okay thank you thank you um and with regard to the hvacs you're talking about vin so you have what you have about 750 800 000 square feet of of space right now most of it is not air conditioned what you have an idea of how much of it is air conditioned just well all of is it just not what you would want but what actually is air conditioned right now any idea my number's 15 yeah 15 okay so a big part of that is what you're looking at yeah i mean over the years yeah i mean
the only the only school that's really fully air conditioned and it's not a hundred percent is highland everything else has you know at best some rooftop units that cool parts of the space like at the high school or nothing and typically what we've done you know in in all the schools um is we've installed window air conditioners you know and it's especially important for students what special education needs which is is why you see the you know the air conditioners we we started using some portable air conditioners that you could move from room to room just so that it follows some of the students over the years but it's just it's just time it's 2021 i mean we can air condition the spaces okay okay no i understand where you're coming from just in general
okay thank you okay good on hvac for now okay the next um the next round of or the next category is interior building improvements i'm going to share my screen again on this one because it's a combination of a of a number of different requests and this is really the last big one that i wanted to present on the screen under this general category so the the request here is is 925 000. um the first piece of it is 75 000 that is requested for chapman uh jim when we install this the person traps which are going out to bid actually um you know very in very short order when we installed a person trap at chapman the fire marshal requires us to have a second egress out of the gym so the 75 000
is to design and install an egress solution this was in the capital budget request last year but because we knew we weren't going to get the project done it was pushed into this year a hundred thousand is requested at cheshire high school i'm sure the board members are aware we have the utility tunnels that run underneath the older portion of the building there is a floor access hatch to the utility tunnels that's located you know at the entrance on the north side near the high school library and that you know needs to be uh replaced uh there's some additional work that needs to be done inside the utility tunnels so i'm looking for a total of a hundred thousand to do that working and keep those utility tunnels you know functional and in good shape
and dry um and inspect it annually by geoinsight we're requesting 650 000 this is a combination of a few things so this is to reconfigure the south parking lot which is outside of the of the boys locker room or the the you know the well everybody knows i guess where the sports locker rooms are um it's by the loading dock on the back side of the high school near where the emergency generator is there's some storm stormwater improvements that need to be made um that loading dock is failing sinking and you know rich can maybe give you a little bit more detail on that and the request here is to also make room for an outdoor freezer uh with internal entry points and and modify the truck access and this includes quite a bit of
site work um again we'll come back to that i'll ask rich to speak to that for a minute and then a hundred 000 is requested for replacement of interior doors across the district with a focus on the high school chapman dodd and doolittle so i'm going to stop sharing the screen for a second there may be some questions around that and rich can you just give a elaborate a little bit about the loading dock and the issues that we're having with the storm water and drainage on that back side there well that whole parking lot area uh along the south elevation which is adjacent to what i call the east gym or the boys locker room actually uh doesn't drain to anywhere and i think they installed the dry dry well some years back to
try to incorporate the runoff and it's just not a it just doesn't do the job um and then you know we would need to improve uh the parking area the the goal would be to increase um the non-permeable surface which would also require us to go through uh the wetlands commission i believe or at least the minimum i don't know dan maybe you could talk to that but uh we would have to get some uh approvals in order to be able to tie into um the stormwater uh drainage which is right adjacent to that parking lot so it shouldn't be that that difficult of uh of a process uh the loading dock is another you know that's again that's well beyond its uh years of service and actually the only thing that's really holding it
up right now is the rebar uh because all the concrete uh especially on the upper deck or on the on the loading dock plate has pretty much uh failed so that's gonna need to be replaced uh sooner than later okay thanks rich it's silent so i think we're good all right terrible story you're muted i'm not sorry about that no i said i'm just i'm listening to everything i understand that there's a lot of things that need to be done um but you know the hours we've spent on school modernization i'm having a hard time um trying to pick and choose what should go forward and what shouldn't go for well you you could certainly ponder it i mean this is this is the first meeting i know that we're presenting a lot of information
mm-hmm so the rest of the request i i think i can explain it that we're requesting 250 000 to continue the the district lab improvements which the you know we this 250 probably will enable us to finish up too little and then move on if you if you looked at it in terms of worse first it's chapman cheshire high school and dodd middle school you know again i know that there's some you know some sensitivity about chapman you know based on school modernization but you know those priorities don't necessarily need to be followed but the 250 as i said is probably going to just go to finish out too little you know doolittle is a good example of a building that at this point it would seem that it would be you know renovated uh
as part of a school modernization plan as opposed to being you know replaced uh or taken offline i should say so you know the investments that you're making there are going to be you know well they'll serve the students currently well you know and and for the next several years until we get you know to the renovation of that building and you know i i doubt we would do much with the lavatories if they've been improved already because i don't think we would change the footprint of that building uh the next hundred thousand dollars is you know requested to replace ceiling tiles across the district priorities are norton chapman second floor and the high school common area stairwells i mean it's if you think about 750 000 square feet there's a lot of ceiling tiles
that you know wear out or get wet that need to be replaced in a given year and that's why you know these have wound up in the capital budget because we have so much of it to do uh the next 480 000 this falls under the category of lighting and electrical improvements you know the the biggest piece of that request is 220 000 which is a new request to install an emergency generator at highland school you know one of the things that you know occurred when we had the hurricane you know blew through town you know this past summer is we wound up using highland um you know as you know as a i don't know if i would call it as much an emergency shelter as a place for people to go and you
know charge up their devices and and get a little cool and you know most importantly use the internet so you know we had talked in the past about having a second school with the full emergency generator it was highland you know fortunately we were able to use you know highland did have did have power but um it's a good backup and certainly something that um we should do the other thing that we talked about is if we're in a full-scale you know emergency in town and the high schools being used you know including for um overnights for residents of the community we talked about you know having highland available as a day care center again this is in a situation where you lose power through large portions of the town i would keep you know
two buildings the high school and if we had highland up and running um sixty thousand um were asking to be able to hook up the rolling generator that the town has to the back of cheshire high school the current you know existing emergency generator at the high school which works great only powers the front portion of the building the back portion of the building is fed by different um electrical service and so it's not unusual even though we lose power in the front and have an emergency generator we have no power to the back and as rich pointed out we don't have a heating system or we have heating systems that run off the electrical power off the back so the 60 000 would enable us to use the town's rolling generator if we needed
to back at cheshire high school we did um all our other elementary schools have the cam lock capability this would just add the back of the high school and then um we asked for an additional 200 000 for exterior lighting at highland some of the lighting at the high school practice and the band fields need to be replaced and also we need to replace the field score boards at cheshire high school so that's 480 000 so it's a variety of those things would that allow with the generator hookup for the back part of the building would that allow treasure high school to be entirely um electrified if there was a power outage yes well thanks i believe mr white has a question sorry about that oh no where's it all thank you andrew um yeah
so then uh timing on all this so in a normal world most of this stuff would get done actually we're talking about it here in january 2021 but a lot of this stuff would not actually get done until the summer of 2022. correct is there is there anything here that that you want to do um before november 2021 at the earliest i'm looking quickly tim i don't i don't think so i mean there's okay the only reason the only reason i i mean the only reason i say it is in relation to the school modernization so we could go down two tracks is my point and you know be approving some of these things and then probably august i'm guessing august would be a real hard deadline uh where we'd have to make a choice
if we want to send something out to referendum although we could send something to referendum anyway and then not do the projects but okay all right it's definitely a concern but we can we could probably do two parallel tracks for the time being still unfortunately i would interject that uh anything that has a design component you would want to try to do this year oh the so we'd hire the engineer for 25 000 done do a project for 500 the following summer good point thank you yeah yeah yeah so we do have some real choices to make here so but the one thing i just kind of thinking out loud on that so the the board would weigh in on this approve a you know a capital plan it gets submitted to the to the
town or to the town manager it goes to the town council gets approved in april by april 30th as the deadline so if it's approved then and it and money's approved for design work you can do with that and you could you could get started you don't have to wait for the referendum necessarily and one the other thing you know related to design work is you know we did speak to the council last year about funding up uh i know tim you are on the council funding up the planning accounts that the town manager has authority over so that any design work could come out of that those planning funds at any time you know approval you know by the council so this is i think we're okay on the design work is my point
because that should be done by april then where are we with the projects that we approved last year how many of those i know you might not have it you know immediately at your fingertips but how much of that work has actually taken place i know that things have been kind of delayed obviously and um yeah and and rich and dan can help me you know with some of this um i can run down the list right now yeah i'd appreciate that the window replacement for the south elevation at the high school has worked substantially complete we actually uh got our certificate of completion the other day so that one pretty much done that was roughly a 400 000 project uh we have uh the highland boiler is currently uh set up for bid so
that one's ready to go out to the street we have doolittle boiler design uh in process so that's gonna be ready for release for work this summer hopefully we have the two little underground storage tank replacement um actually the tank and all the materials are currently being stored on site we're waiting for a window of opportunity which more than likely will be uh coming up this summer uh that you know we're we're pretty confident that we're gonna cool for the balanced school year so uh we were prepping ourselves to be able to do a quick uh installation in the event that postponed for a three or four week period but uh now we're going to push that to the summer um the ada compliancy project which is the replacement of all the doors at cheshire
high school right that is going to be i believe next week if it's not hitting it at the end of this week the uh man traps or person traps for all the schools or is actually out right now on the street for bidding so we have a pre-bid walk through uh next week so we have uh we have a lot of different projects in the pipeline and different levels of completion so we're in relatively good shape great thank you rich okay and the the last piece of that comprises the request for next year is 200 000 to add additional stadium seating at cheshire high school the main game field make improvements to the press box and also there's a secondary viewing tower you know which is it's not used for anything because the viewing tower
is actually put kind of behind the press box so you can't see the north end of the field and it's in disrepair so it's got to be removed it's it's not a simple removal i suppose so that's you know why we requested you know total of 200 000 you know to do those projects so you know that that's 2122's expenditure request um what i could do is just you know move to a couple of other you know one more summary if you'd like that shows the difference between the five-year capital plan last year versus this new request because you know it did go up eventually and i should be able to show you why do we have this in our packet uh you do not so just bear with me one second while i okay
now i just i put this together uh this afternoon that's why um you don't have it in your package i will email it to all the board members all right can you see the screen yes all right so what i'm showing you here is this is the five-year no doesn't let me highlight just this column so this column here is the five-year request that's uh in the planning committee's hands this evening it's totaling 37.7 million last year's request for the five-year total was 25.7 so i thought it was important just to highlight where are the big differences um so the biggest increase in terms of request is here with window replacements it's it's 5.716 million dollars and that com that's comprised of you know one dodd windows we increased it by 1.6 million do little
windows we increased by 1.55 million um we increased the ch cheshire high school window project 1.5 million dollars the chapman um request was increased 750 000 and the darcy request was increased 000. that was done for really two reasons one the the dollars that we were carrying on some of these projects like you know chapman and darcy in particular those numbers we've been carrying for several years and they they were too low you know rich did do some some more precise takeoffs and with the increase of costs over time those projects needed to be increased others like the cheshire high school window project in particular you know we've we've been phasing that in such small increments that it's really going to take a long time to complete that project so we increase the pace you
know that would need to be done at the high school dodd and doolittle we've had those window projects you know listed in the plan but you know the dollars you know were only sufficient if we started phasing that project so what you're looking at is a more realistic you know request being the 11.16 million as to what it would cost to do those you know replacements at these schools you know over a five-year period of time um you know the windows themselves from a functionality point of view they're um some are not operable but you know rich and you know his staff you know do as as good a job as anybody could do to keep the windows operable some of the windows you know are original and so there's no parts that you can
buy so they have to figure out solutions but for the most part they're all single pane um not very energy efficient you know doesn't help any of our building envelopes not replacing these windows so that's the biggest chunk of increase you know the next largest chunk is here uh 2.3 million dollars um most of that has to do with uh the doolittle roof system you know we were carrying a two million dollar number for doolittle but we think it's closer to three million so we had increased that a million um and also we have paving sidewalk and masonry repairs you know that we have to do at various schools so that's about another million dollar increase there you know again i look at these as sort of you know routine maintenance items that that we
do need to stay on top of the next largest chunk is this 1.445 million that's 200 000 for the utility tunnel improvements a new request that we have over five years again this is not being requested just for next year this is over five years five hundred thousand to start a phase project to replace interior doors across the district we're doing them at the high school but we have door replacements that need to be done you know across all the other schools um and the 650 000 we just talked about that is a request for next year that's to make those south parking lot improvements and then finally i just wanted to highlight this 1.725 million the fire alarm control systems that we have at dodd doolittle and norton those are really antiquated they're they're
not addressable so from a programming point of view they um they're lacking what we have in the other schools and they're due for an upgrade we've known about this you know for a few years now that we needed to address it so you know we did we do have an estimate now and we thought that we should put that in the plan as well again that's not being requested all for next year but we do want to get started on those projects so that's just showing you you know why we went up about you know 11 million dollars from last year's request to the current year's request um the one thing i will add to that too and i know that um you know andrew you you've been spending a lot of time you know
on the school modernization committee as have other board members either participating or listening but you know whatever portion of the five-year capital plan as we're looking at the the time the the timing of capital projects versus the timing of the school modernization committee we can start looking at it from a cost avoidance point of view so if we know that we have you know three million dollars of improvements to do with todd but we can hold off on you know 1.5 million of that then that's capital avoidance so that does help offset the cost of the school monetization plan yeah and that's what i'm trying to you know get my arms around is when when does this have to go when does next year the 2122 have to go for approval when would we be
able to pull back anything based on what comes out of school modernization over the next couple months well the council again the council weighs on the capital budget in april in deliberations in march and they have approved by april 30th and you know the i guess the council always has the option of moving the approval of you know some or all of the capital budget out to future months they can't get they can't go out too far because you still have to get the referendum items added to the list but um i think the point is that even whatever the the planning committee and the board ultimately approves there's still time you know certainly till april to make some adjustments to that and then you could buy additional time after that okay so it really
becomes a question of you know what do we want to keep in year one um because if you look at the five-year plan you know the the first year is actually the smallest year it's 5.2 million year 2 is 8.8 million year 3 is 7.2 million followed by 6.5 million and then you know 10 million is the last year of of the capital plan the 10 million you know does have some items that you know we keep you know pushing out like two million dollars for ada compliance uh here at hummingston is is the biggest chunk um the four million dollars or so we're requesting for the cheshire high school cafeteria and kitchen upgrade we pushed that out you know to year 10 because we think we can realistically until we make a decision on
those items okay so i mean is there going to be a vote this evening then there's no motion because i mean i'd like to take a little bit of time and think about you know and katherine i don't know if you have any comments i mean there's just there's certain items that jump out at me right off the bat that i think could wait and there's item other items that i think should go like i don't know about of spending 625 thousand dollars at cheshire high school for that parking lot reconfiguration without knowing what's gonna be the ultimate plan for the high school like i just don't see how that's gonna play out time wise katherine yeah so i i guess you know i've lost track of what the time frame is for the modernization
committee to actually uh reach agreement on a proposed plan uh um i mean it's not in the it's not too far distant right no it's in the next couple of months like we're we're now we're narrowing it down to start getting ready to go to the town council with what the price and there's a survey that's being done right now is that correct um yeah so i mean it seems to me i don't know the date by which we have to bring this the planning committee has to bring something to the full board uh vin do you have a well i i should know that but no no it's the same it's the time frame as the approval of the operating budget so by february 15th okay now uh jim jascott the finance director you
know he's asked for all submissions you know by january 22nd so i i did let you know jim jascott and sean kimball know that you know that's a little bit ahead of the board's required approval process so i you know we don't have to do anything tonight but i did want to let the planning committee see the plan obviously we had to develop the plan in order for the planning committee to review it and you know for the board once the planning committee approves it for the board to see it and weigh in and approve it ultimately by february 15th and i think you need to take time to deliberate you know we could set up as many more meetings as you want i know we have a ton coming up on the operating budget
right right i know that's right we would be doing this after the operating budget yeah that's why this feels so because vin i'm sure you've had discussions with jim i mean you're going to have to give him what the bonding number is going to ultimately be as he figures out what the town's debt ratio is going to be for capital expenditures right so i mean i'd hate to add another 5.2 million onto the town's bonding as he's trying to figure out you know trying to keep in that position in order to move some of the smc forward it's certainly not 37 million dollars in additional projects well no but you would subtract some of that out as capital avoidance i think you know again it's it's a question of we know that we if we
keep the buildings as is right we know that we have these capital improvements that need to be done you know so until a plan is approved we're again it's the chicken and the egg right i mean right off the bat i think any money spent at dodd is a great idea because we know that dad no matter what will become a swing space for these projects for the next 10 years so it's you know we need those roofs fixed um so tim thank you andrew uh i'm curious uh the roof of dodd would it be possible for dodd to go up before we put a new roof on it just just throwing that out there could it go up to a third story in some places a second or third story in some places well
i'm gonna i'm gonna start with this answer that um even if we could do that tim part of the limitation and i'm assuming what you're thinking is well if we go up a floor we could add more students the the limitation we have at dob really is more of one of you know driveways and parking common areas being too small for the number of students we currently have so by adding a floor and additional students you still have a limit you're on you know 10 acres and it's inadequate as it is for the number of students um so yeah i know and i appreciate that i actually wasn't necessarily thinking that because i mean i've heard it talked about where it becomes a facility for the town and it's not a school so i don't
know what the town might want to do about it my my if if that happens so anyway my thought on this right now andrew is you know in the next couple weeks by the time we close by by the time we move forward on an operating budget we move forward on a capital budget and i'm thinking that we basically come up with you know instead of one bucket that says this is what we think should be in the one year and the five year we basically break it down into like three different buckets which is this needs to move forward we really believe this we believe this gets delayed or whatever it might be and then here's the stuff that's all in play that we're gonna have to talk about over the next couple of
months so we include that and what we forward over to them in the capital budget and then they just pull it out you know based on discussions with us i don't think we i don't i mean because you you know better than i do but i think this stuff is going to be moving around the next few months oh absolutely the potential for stuff and so i think we just i don't i don't want to spend a lot of time on it i mean we put time in now but i think it probably is a little bit more realistic if we had you know this stuff has to move forward and then a second category which is we send it to him with a caveat you know just to be aware be aware this is
this stuff is in play right here okay can i you're talking about sending that kind of a message to the town council tim yes this is stuff we really need and this is stuff we don't really need right now because the stuff we don't really need right now will not get approved you know as a practice well no it's all contingent on the school modernization like 650 000 for you know fixing up the pad behind the high school cafeteria well what if we want to do a new high school we might have to do that 650 000 but if we're doing a new high school maybe we don't do it that's that's where i'm coming from nothing more than school modernization interplay with these various items right that's it yeah okay okay because you know
this will memorization is going to come out it's going to be one the first project but then it's going to and that will be i'm getting so confused as a timing i i guess that's november of this year theoretically is when something may go to referendum not the whole plan but just that first step right um and okay so see in my view i just need to know what the first step is because everything after that is going to be you know still pretty much up in the air and it will take many years to to get past the first step i think depending on what it is so um yeah okay i'm just trying to you know no that's why i kind of that's why i keep kind of going back to the same
thing no say chicken in the egg because it's really all i mean they're all great projects everything's necessary but unfortunately without knowing what the first project is yeah the project is a new six through eight middle school just saying that then we know where exactly right um but if it's a new elementary school then you know then that kind of changes that changes our uh trajectory so to spare so i'll add this piece of information for you to think about too you know so you know we've identified you know school by school we went to the category view there's also a school by school summary so now we know what's in the five-year plan you know if we move items you know out into future years which is something that we ordinarily do do that's
that's pretty easy to do you know and so you know one thing that i would suggest is if you want us to you know kind of re-prioritize or prioritize year one and kind of the all right what are the things we have to do have to do versus those that we could push to year two or spread it out not hard to do we've we've done the difficult part i think of identifying you know what needs to happen in the schools over the next five years right okay yeah i just i mean i think i could speak for everyone the last thing i want to do is you know spend money and then watch it get ripped out you know and that's i hear you you know i because we're gonna be paying for that
over bonding for 20 years and so i hate to throw it away after year two so the thing i guess my the the thing that goes through my mind too is that it's not as though i mean right now based on this conversation when we started it's like there's a potential for that 650 000 at the high school going to referendum as well as a new high school and that's just not where we are really i mean we could we can prioritize those and delay that out for at least a few months so yeah i mean for vin for me i would like to have i'd like to have an idea of you know what i was just sort of explaining so i think you know we've talked about it before i mean you mentioned
it tonight i don't think i don't think norton's getting torn down there'll be renovations there um so just try to look at it a little bit from that perspective and give a little bit more bifurcation on the project okay yeah that makes sense so agreed we probably so when would we meet again um couples remember when all the budget meetings no so yeah we've got you know we've the core of the budget meetings obviously we start thursday night with the superintendent's recommendation and then we have meetings scheduled for the next so the weeks of the 18th and the 25th um you know we could take kind of another another stab at splitting out year one um and i could send that to the planning committee members you know we could schedule a follow-up meeting but
maybe the week of the 25th okay and i guess the other thing we could do is we could try and hold you know not to take everybody's well of everybody's nights away from that the board members is try to schedule it you know six o'clock on an evening that we have a workshop at seven so that you know you're spending you know only four hours on one night instead of two hours on two different nights i think we could figure that out you know i did want to get this in everybody's hands so you could start you know thinking about it and reviewing it and you know have this discussion so i have a sense of you know what what everybody is kind of leaning toward yeah if you could i mean i'd be happy
if you could get us something sooner rather than later and then you know schedule a meeting a couple weeks from now like you said even if it's an email you know even if it doesn't need to be a big presentation just yeah yeah well i'll update the sheep and circulate them that way that yeah okay something i'll do makes sense great and so that was the only agenda item um all right tony tony reminded us that census is not of meeting of the whole so is there any other board members i'd like to speak under the public comment section which adam or say i think we lost faith and yeah and then face jumped off uh yeah i did have a question as a member of the gallery right so to be specific this isn't
a gallery i am the gallery in a gallery just looking at a slide vin that you had put up uh comparing the two um differences between the five year from last year and this year um there was a difference in the hvac uh number i think we're up to 3.2 million now um is that how much more in your guesstimate would be to add hvac to all the buildings to to up to a modern standard and is that what smc is talking about when they say you have to then upgrade all the electrical systems as well to do that how much more money are we talking about estimated i have no rich can answer that or maybe yeah right you were on the right track there van i have no idea yeah i mean to
to do an upgrade of all our buildings to get it you know fully conforming um yeah yeah that would be i mean certain you're right i mean certain schools like chapman currently doesn't have an electrical service capable of handling air conditioning so that's an additional cost on top of you know the mechanical cost of installing uh an air conditioning unit uh places like the high school probably have enough power dodd probably have enough power highland is all set so that's not a concern but yeah i mean each one of those scenarios it's not only um installing the uh hvac unit especially if you want to go to a centralized system but they all have to be designed in as much that uh we're not dealing with a bread box building a lot of these buildings
are you know efficient so it makes a centralized hvac system much more difficult so i really would have to be engineered assessed budgeted and then to come up with a real number it would be you know certainly in the millions of dollars yeah now i think part of your question too is you know if you know renovation plan which you know one of the you know one of the scenarios basically calls to renovate all the schools that's new you know so what that would do is you would certainly you know renovate it as new and upgrade all your mechanicals you know including your electrical and plumbing and hvac and bring them up to a modern standard you know that's good for 20 years including interior furniture replacement so if that is the path that's ultimately
recommended and and the the town of cheshire goes through then you'll you'll get that upgrade as part of the as new of any school thank you anybody else have any comments questions all right sorry my daughter's throwing silverware around i didn't get hit with anything so that's good she's reminding me of the condition of the dodd bathrooms right now um all right so there's there's no other items for business can we have a motion to adjourn oh sure seconded by catherine all right well thank you everybody thank you nice to meet you dan i've never met you before and thanks rich thank you
