0014:00 p.m. I appreciate those of you who can join us this evening. We're going to continue with what I think is pretty pretty close to the balance of what we have left in the 5000 series. But Kelly, I'm sure you'll give us an update on that. So we're going to kick off with policy 5142 student safety and there are significant changes to this. So Kelly, please take it away. Yeah. Um just before we get started with this particular policy, we are winding down the 5000 series. It was probably one of our longest our longest series to date. Um we'll have probably one more meeting to just finish up the final policies in the 5000 series and then be able to move on to either our financial all policies. I think we'll be next and then
002follow up with some of our curricular and instructional policies. So that's just a little update there. But the first policy as Kate had mentioned really aligns. It's a cable line policy. I'll put it on the screen in just one moment. A cable line policy regarding school security and safety plans both at the district and the school level. And this is a requirement for all schools to develop a safety and security plan. We recognize that in in addition to teaching and learning safety and security is of paramount importance to us in our school district. We want to make sure that we have uniform plans. That those plans are being shared with local law enforcement. That those plans are being reviewed on a regular and ongoing basis. And that the district is conducting kind of regular checks
003or audits. The suggested recommendation by this policy from Cave is every other year. So we have a cycle of checking in on the safety and security plans. Just to see if there needs to be any tweaks or changes. Things like reunification sites or what to do. You know, for example, recently when we had like COVID-19, that was not in any of our plans. And so there might be something in the future that needs to be revised or added in. Not that I'm hoping we go back and do that again. Um The other piece of this plan is it requires a district level committee. And that is very clearly spelled out that we're in partnership with our police force and our fire department. So that our emergency first responders are aware of what our plans are
004before ever having to support or assist us in emergency. There is one tweak that we would propose on the this Cave plan. It states that the district safety and security meets monthly. The legislation requires for a minimum of four times annually. And so we would recommend that we say at a minimum four to six times. But we definitely want to make sure that that's spelled out in there. Monthly is not always um necessary throughout the school year, but certainly bi-monthly is usually how we are meeting currently. So I that is a general overview, but I certainly will pause for any questions that people have. Thanks Kelly. Any questions from committee members? Am I unmuted? Yes. Kelly, are any of the policies that we'll be reviewing tonight, are any of them mandated policies? This one is
005a mandated policy, Wanida. Not all of them that we're reviewing this evening are mandated, but this one in particular is. Any other questions here? This is a fairly long new policy for us. And again, it's it comes from the state requiring it. They just passed legislation. Was it last session or the session before? I don't recall, but Think it was the session before, but don't quote me on that. Yeah. So Kelly, you were talking about under the district security and safety committee. That line that says this committee shall meet each month and fulfill the following tasks. And you're recommending four to six times annually? Yeah, that's correct. Four to six times annually. Does it make sense for us um to try to put some structure around that? Or is it better does it better suit
006the needs that might happen internally for you guys to sort of set those dates yourselves? I think setting a minimum number of meetings is important for the board. I do think often times more meetings will happen in the fall or in the year in planning for the following school year because that's tends to be when plans are tweaked and changed. So I think giving some flexibility regarding exactly you know, if if we need to meet two times in a given month, we want to be able to do that. But then we may not need to meet for you know, eight weeks. So in this case, we might use language that says this committee shall meet a minimum of Correct. That's what I told him. You might want to use that that language. Committee members, do
007you have a strong feeling about the number of times? Kelly's recommendation is four to six. I think we should put a single number on there. I would say six. Right? Um and so I'm looking at seven to eight times annually. Um I guess my question here would be when we talk about overseeing and facilitating the process for the development and submission of school security and safety plans, Kelly. Or is it something that we've currently done and we have something that we base our safety plans off of or is it something that we have to sort of start from scratch
008every time? No, we have Yeah, we have That's a great question. We have a current plan and template and we are every school utilizes that template. And then what we do is from the district level this a lot of this most of this I shouldn't say all, but much of this work falls under Mike Sealegs' leadership. And then the committee comes together. So he will go out to a school. He will look at every revision that's needed to a safety or security plan. And then help the building principal or or the safety committee because the buildings also have their teams that meet. This is this particular section is representative of the district committee as a whole meeting. So it's not uncommon that a central office staff member would join at the building level to provide
009input, feedback and so forth. Similarly, there's stuff there's stuff in this committee that talks about crisis response in the school that often times falls under like myself or members of my team in which we're talking about when there's we we previously reviewed behavioral regulation policies. So there might be a need to re-look at a system of response when a student is having a behavioral episode. So we would push in and have that conversation on the individual building level. We also do that. >> Oh, I'm so I'm so sorry. Another thought I had. I apologize. We also review these through our administrative council. So we will provide updates monthly. We meet as an admin leadership team. And often times many of the safety and security updates are on those scheduled agendas as we want to make
010sure to disseminate any changes, any updates, any protocols through through those meetings as well. I'm certainly not opposed to increasing the number there, but I just want to make sure that we are um we have a good understanding of what that specific committee is going to do during the meetings. Since it sounds like some of that the work that happens through those bullet points is sort of on a rolling basis as the need arises and there are administrative staff in place to sort of address these things as they come forward. So when we talk about the meetings that the district security and safety committee has, what kind of business do you expect to conduct at those meetings? Sure. So those are general protocols. So for example, recently in the last two years, we've changed to
011a new template. And so how do we disseminate and train for example, all principals and how to update their plans and so forth. We may talk about you know, we may debrief on an incident that has happened. We may be doing a table top exercise on a potential you know, incident to practice our response. We might talk about updates to our crisis teams and how we might want to train those teams. Um we might be talking about things like let's partner with one of um our our local law enforcement, for example, to practice a drill on a particular site that we want members of the school leadership team involved in that. Um so there is an agenda written for every single meeting. Um and any one of the bullet points that you see here below
012um is a topic of discussion and conversation. Um is every bullet covered in every meeting? No. Uh it's generated to make sure that we're providing updates. Um so for the the beginning of the year, it's really reviewing all of our plans and providing feedback to the schools, identifying any areas that we need to maybe uh provide some changes or look into a little further or consult with a safety or security specialist or local law enforcement agency, um and then bringing that information back. 013Kelly. Uh so this committee's responsibilities really would re- we would rely on Mike Selig to make sure that this policy is uh supported. That is correct. So um and I'm assuming that then there would be information because in the second paragraph it talks about supporting these efforts along with ensuring all facilities, grounds, equipment, vehicles meet acceptable injury um and violence prevention standards for design, installation, use, maintenance. Um I'm assuming that we have a record because it says the Board of Ed. So I'm assuming that we have on record um what the policy is asking for. Yes, there are Are you saying as far as um meeting agendas and notes and follow up to the the tasks that are covered in this policy? Is that what you're asking? Correct. So we do um have on file

Yeah, so my question was Well, I'm looking at all these bullets and bullet points and I'm just wondering if um there are any subcommittees kind of meeting on you know, um because this is this is a lot that uh and they're looking at six meetings uh in a year, so um I'm just very curious how does um that the whole information, how is it all pulled together? I mean, you know, Um so some of this information is covered in sites and facilities currently if we're talking about, you know, structural updates, renovations, things of that nature. Um and then um the the work
015of the committee is really to ensure that each school has um the safety and security plan that is appropriate for that building and that staff and there are training requirements for staff, that it's reviewed with them and that they know what to do in case of an emergency. Um and feedback is provided by this committee. So it is a large charge and I think the purpose of the district meetings are to make sure that there's a formal way in which you're bringing members of the committee together, uh very similar to like your school climate uh committees that are that are held. Um but but the true work regarding this is day in day out. Every day um there there are parts that that different members of the cabinet leadership team and other leaders throughout the
016district um providing feedback to schools ongoing on safety and security um in every capacity. This really is bringing that higher level of do we need to make systematic changes? Um and then certainly uh the superintendent um as is referenced in this last um this last bullet point, if there was something uh critical of nature, we want to be careful talking about safety and security, particularly when we're talking about individual building plans in any type of public forum, um as that that information um we need to be careful of who has that information and that the appropriate stakeholders are aware but there could be an executive session scheduled in which a particular safety and security um incident or plan or something of that nature uh is reviewed. So that can also be uh done through the
017superintendent. Thank you. I have a question. Go ahead, Juanita. Okay, so it also states that our school security and safety plans are to be updated and submitted annually. Um has that been done this school year already? Um and I'm assuming that the committee that is made up of a local police officer, local first responder, teacher and administrator, a mental health professional, a parent or legal guardian, um a special education teacher, other persons deemed necessary, um that that has been done this year? So there Yes, there are safety and security plans have been submitted this year. Um the committee membership, Juanita, that you just referenced in this new policy expands the requirements for committee membership to include um more job titles and responsibilities, um but there is currently a uh district safety committee that has reviewed
018the plans, has met, has provided those to the appropriate personnel. Um and this will um this policy seeks to both expand um more clearly define uh the responsibilities of the committee, including the particular membership should that should sit on that committee as well. Thank you. All right, are there any other uh questions about this policy? I know we still are uh working on that number there um when we talk about uh the minimum number of times that that committee should meet. Um given the conversation we had Uh Kelly, could you explain to me your suggestion for four to six weeks per year? Uh four to six times annually. Um yes, that would require the committee to meet roughly every other month uh to review these plans and then more frequently as needed. And I think
019that that um in our experience right now, your uh policy requires four. Uh that's what is it currently in place. Um I am not in disagreement to expand that slightly, but I do think um we want to make sure that we're having meetings that are up set at the district level and certainly also supporting at the school level because each school is also having their own school safety meetings that we are supporting with. So that was my uh suggestion for ch- tweaking um the requirement here. Okay. And I also heard you list the other things that not just this committee, that other people that will bring bringing information back to this committee concerning this. So you know, okay. Thank you. It is not a CABE recommended policy as it is specific to our alternative programs, particularly the Reach and Endeavor program here in district. Um there are very minimal changes
022between the prior policy and this policy. Um really what was done is that um the prior policy still had an old uh naming convention for the program. It was Reach and Rebound. Um and so, that has been changed to update uh and reflect Reach and Endeavor. It also um later in the policy uh further uh talks about this essentially being a an extension of your middle and high schools. Um Westside was not specifically listed in the policy, nor was DHS West. Um and so, uh the wording of the policy was just reflected to say of your Damary Public Schools Middle and High Schools that this is another location um that students can receive instruction. Um the importance behind this policy is really making sure um because it is utilized uh for a variety of different
023reasons, um particularly an administrative recommendation uh when a student needs a smaller, more structured learning environment. Um it is also utilized at times when there is an expulsion uh placement. Um and so, really spelling out that we are offering academic programs, we have high expectations there, attendance expectations, and so forth. Um and that uh that this program is part of the Damary Public Schools um at large. And so, again, really minor language changes really to reflect the proper naming conventions of the program that we currently use here in district um and align it with our existing secondary educational structure here in district. 024educational programs, the prior name of the policy um it talked about choice of studies and academic load. And that really refers to other decisions that students can make for their courses and so forth. So, um we did update it to just reflect alternative education programs. Thank you. I'm done. In the existing policy, that would fall underneath the regulations, but in the policy, it is meant in time that it is an alternative option for students and that parents are part of the decision, minus our expulsion placements um where they are determined by the Board of
025Education. But, the regulations underneath it um could be revised to more further uh spell out the particular admissions uh requirements that you're referring to. Okay, because my biggest concern um with this policy and the criteria for these two programs is historically they have been used for um expulsion alternative program for expulsions. My concern is um often times administrative placements are done into the program rather than going through the board. Um so, it's it concerns me that we are not describing the uh criteria, nor addressing um administrative placements into the program. We could uh revise language or a proposed language. I would want to give it a little bit more thought than to do it on the spot, Juanita. Um but, if the committee's desire, we could spell out uh traditionally there are two types of
026placements, one being administrative, the other would refer to your expulsion policy. Um we could add that as a bullet point in here and bring it back uh for the committee's consideration. Um I would like to um ask the committee members if we can table this for further discussion um with our administrative uh level um to talk about the students the criteria for placing students in these programs. If that's okay. I agree with this um Sorry, someone else green. That's okay. Uh if you wanted to weigh in, then you go ahead. Yeah, so I agree with Juanita so, because if you're looking at your looking to revisit the language, we might want to table it for now. It's important. Um I think uh you know, you raised a good point, Juanita. Um Understanding and spelling out
027for folks who may be looking at this policy what the criteria is will be helpful. Um so, Kelly, it seems like you would be able to do that. Yeah. All all the years that I've been on the board, there've always been administrative placement. And in order for a child to get placed by the administrator, there were always
028some type of definition as to what the student has done. So, I I guess I'm sort of confused. Um Ms. Cooper, I think uh I agree with you that I think here is really where we're looking at the describe the criteria plate for placement. Um there are various different considerations of why a child would be moved from like the comprehensive high school to a um a smaller, more specialized placement. Um and I think if we can maybe spell out different criteria that are to be considered in doing that, that might help to bring some clarity. I think that was the suggestion. Okay. Juanita? Um yeah. I I I want to clarify a little bit also. Um I'm not sure um again, I think that we need to spell out the criteria for individual administrators to
029assign students to those programs. We are very uh I am very much aware of um the students that we have in the program. And so, I would and and we kind of know based on um when we go through our expulsion hearings, what we see and what we're looking for. Whereas for administrative placement by a building administrator, um might be totally different criteria. And so, I would want to know as a board member, what is that criteria that administrators are using um to place students there? Because these are students who have not gone through the expulsion process. Is it part of um the behavior plan? Is it part of their um SRBI? Is it one of the tiers? Is it What is the criteria that they are using um for placement? And what are the
030steps that have been taken? Have parents been notified? Have you know, so what what does that process I would want to know what that process looks like. Um and I would also want to make sure that they are equally in a um a learning environment that will cause them to thrive. And so, um we it to be at least equitable to what we offer as a learning environment to our students. Um, we have a lot of points that are down there and, um, so, Kelly has asked for questions prior to coming back. We know the kids, the grades that we service. Um, one of the things that are on there, and we talked to some of our staff today, is do do we have a differentiated instruction for our students? Now, we know that it's
031a limited program providing primary instruction, but it also says that um, we will assure that the students are given their grade level work. We have multiple grades, multiple ages. Um, so, I just I think that it's very important that we understand that often, to me, often times, students may be placed there administratively, um, not for academic reasons, but for behavioral reasons. Um, so, I would want to know what that criteria looks like outside of an expulsion. So, I think I can certainly work on that and bring that back for the committee's review. I think one of the things that needs to be considered is is it a language revision to the policy, or is it the addition of a regulation? Really specific, um, criteria would be added in with a regulation. Um, but we have
032them in tandem together. So, let me work offline on this, um, with a subgroup, and then I will bring it back to this committee, uh, for their review. Um, when we revised policy 5141, uh, .21, um, which is our health services policy, it incorporated, uh, much more detail on, uh, the tuberculosis testing that is required. Um, and so, right now, that policy, um, it should stand by itself, so there there's not conflicting information, and is the most up-to-date, and and that policy is based on CAB recommendations. So, for that reason, I am recommending that we revoke, uh, this policy 5141.34. Um, but I just want to make sure that everyone understands I'm not saying that we should not have a policy regarding it. It is already covered in another more comprehensive policy.

036this policy is to make sure that we clearly communicate, um, that we must take student safety and threats of harm, uh, to themselves, for example, extremely seriously, and follow a protocol which includes parental notification, includes outreach, um, to mental health services and support, potentially, um, like a 211, um, mobile health services, uh, or utilizing, um, the national suicide uh, prevention hotline, um, and that we take these matters very, very seriously. It further details, um, that we must have, um, uh, a a screener if a child is in need of an assessment, um, and currently that screener that is being utilized in in, uh, district is the Columbia Suicide Screener. Um, all of our people services staff have been trained on that screener, uh, to utilize. The purpose of that is if a if a child,
037um, is displaying any, um, self-harm, uh, either statements or actions, it helps them to assess the severity of that, and and helps to uh, then, uh, dictate what the appropriate intervention would be. Um, and so, uh, this policy is meant, uh, to talk about both our obligation to students are and our parental notifications, as well as the utilize utilization of, um, uh, an approved screener that supports, uh, student mental health and well-being. Um, uh, this is a very important, uh, important thing for us to be paying attention to, and to have, uh, actual metrics by which to measure, uh, will really hopefully help our staff as they keep an eye on our students and assess them for this. Um that in this policy dictates our ability if it is a school-sponsored or school-sanctioned events uh in order to maintain the safety and security and well-being of everyone in that environment that this is something that our administrators can use if needed. And then I think the other important part of this policy, which is not a change but just a highlight, um you know, if for some reason a child were to be found in violation of this policy, it would then refer to the suspension discipline and potential expulsion. Um it ties this policy back to um you know, the importance of
041following our discipline code uh whether it is on school grounds or at a school-sponsored or sanctioned event. Thank you, Kelly. Questions from committee members. 043made a change uh that talking about to this last sentence here. Other than that, everything else is the same. Uh the school staff shall assist in an effort to um secure representation that reflects the demographics of the student body. It listed prior um particular demographics uh uh referring to racial demographics and so we wanted to make it a little bit more global um that there is appropriate uh student body representation on uh student government. Uh yeah, so these policies are shared with the entire administrative team um and then I know that the applicable policies are shared with the coaches um through the athletics department um and then all of the revised policies, once they're approved by our board of education, are posted on our website uh for public review or anyone within the larger school community to uh look at.
