policy committee meeting to order at 6 o' we're going to say 6 o' and um we're going to go right down the agenda and the first thing the uh committee has to do is Select this chairperson so are there in a nomination for uh the chairperson of this committee I would like to nominate Kate is it chair and I second it okay all that favor we don't have no oppose so the so car Kate you're the uh chairperson so you can take over now thank you so much and thanks everybody for for your confidence I appreciate it um so uh we work normally with uh Kim Thompson and Kelly Tres and I just want to thank them for joining us again this evening um I did speak with Dr casmiro earlier this evening she said

she's going to jump on but she was um GNA probably be a few minutes late so she may pop on at some point um but um we've been slowly working through this we had a little Interruption but I'll I'll let uh Kim and Kelly get into more detail on that with agenda item number two which is an update on our work status great thank you um so for those of you particularly who are new to the group um we have quite a quite a whole lot of many um policies and they're really like our law book so the Rules of Engagement for operation of the district and they broken down um by series and so there is a 2,000 series 3,000 series 4,000 series and each one of those thousands of series are dedicated to

a certain area of operation of the district so it might be Personnel it might be students and all of those policies from time in Memorial have been amended and changed and kept in a three- ring binder that rested in the Board of Ed room um several years ago we undertook an audit of the policies with cab and that involved sending all of our policies to cab and cab went through them all and kind of made a matrix for us of here's what is missing here's what's mandatory that you need to get in here's what you might want to think about in each one of those Series so as you might imagine it's a pretty voluminous report and it tracks recommended policies and um as I said things that are missing so um what cab then

does is C is housing all of our policies on their platform on their website so if you go into the D Public Schools website and you're looking for a particular policy on hiring for example you might find you you will go to the district website that says policies you'll click on it and it'll take you right into the Cabe hosted website which houses the danre public schools policies you'll find the one on hiring and you'll read the policy that way it also houses your um Board of Education bylaws and um a couple other things like that are all housed in this one platform um so what we're doing now is we were trying to think of kind of the most organized way to go through and make sure that in each one of these series

that we had what we needed that we pass what we needed if it was missing and that anything that was obsolete or that um just didn't really apply anymore was taken out would be taken out and that we considered any policies that might be a good idea to think about not necessarily ones you have to have but ones that the policy committee might want to think about as we March through these series um you might remember this past Wednesday there were a bunch of policies on the board of ed agenda for a first read the board reads every policy twice so two meetings and then votes to approve modify send it back to the committee whatever it is they're going to do with it so on the first um on the on the board meeting

this past Wednesday there were a series of policies that you all voted for a first readon as a group and they involved um kind of operational things in that um I think it was the 2000 Series so it was things like um who sign who's the signatories what happens if a superintendent's incapacitated like things that were very routine that all went in for a first read so they've all been approved for first read They're going to come on your next board agenda for a second read and a vote and depending on what you decide as a larger group at that board meeting they might let's say they're approved we then work with C to make sure that the policies get amended on the hosted website and then we move on to the next one so

um we've done the 2000s um we paused on the 300s which had a lot to do with Finance um and we moved into the 4000s which is the next kind of really big chunk it's pretty dense it's going to take a few meetings I think to get through um and so we'll look we'll walk you through and the the next agenda will'll have the each ones of the ones that um you might want to consider will be on the agenda we have been through and Kelly keep me honest here but we have been through you all have been through over the last year or so passing everything that was mandatory so we are up to speed on everything mandatory and now we're kind of going through what's OBS what don't we need anymore um what

might we want to consider as a new policy so on items three and four of tonight's agenda um we're kind of we're going to do two things um and to kind of take them out of order in item four the biggest um the I'm so to interrupt I just want to just check in we've got two two committee members here who haven't been with us uh before so I just want to just pause for a second and see if there are any questions about what Kim explained great yes thank you um I'm sorry that I came on a little bit late um so I do have a a uh a couple of questions so I do have a copy of the uh policies for the first read that were in the board package um and

and so when you talk about first read are we supposed to um look those over tonight or they were already looked over in the previous policy meeting yes they were looked over in several of the previous polic meetings this policy committee voted to move them on to the board for consideration so they're on the board the full board agenda for a full board vote so a second reading has already happened no no so the the full board does two readings this committee looks at the policies tweaks makes a recommendation and sends it to the full board whatever goes to the full Board needs two reads so let's say we have a policy that says you shall always wear a red shirt on Mondays so this committee vets that that policy and we say gee cab

has recommended that you know you have this important policy that everybody wears a red shirt on Mondays everybody on this Committee in the past had a conversation about it decided yes we think that's a great policy let's send it to the full board for passage it then goes to the full board and that policy Thou shalt wear red shirts on Mondays has to go through two reads two consecutive meetings at the board before it can be voted on by the full board and then goes into the Cade platform okay got it oh go ahead add to Wanita nothing would go to the full board uh regarding policies without being vetted through this committee first okay so I guess um what we had in our package at our last meeting was that considered the first time

that it was brought before the board that's a first read the will be brought before the board again is this the meeting in which the first read is discussed or it was already discussed it was already already it was part of that group motion on Wednesday presented to the board already uh for a first read which was our last meeting yes and now is it this committee that says it's ready to go or it automatically goes to the board for a second reading it automatically goes to the board for the second reading and at at your next board meeting you can talk about them some more before you know if you want to talk about any one of them in particular or as a group and then you will vote Yes we approve this as

a second read we this is going to be our policy change or no you know what we don't like it let's send it back to the policy committee to talk some more whatever action the full board takes at their next regular meeting okay got it second question if as a board member um there is a policy that either has already come forth before the board um prior to my being on the board or if there is a policy that I would like to bring before this committee can I do that so I think that's probably a point of order for your chair you haven't missed much um because many of our prior meetings were about organizing and figuring out how in the world we were going to wrestle this to the ground so you've really

only missed the 2000 series we haven't done anything in the finance Series right Kelly is that where we've been so we started in our October meeting we did the zero series our November meeting was the 2000 series um last year we did all the work um and the prior year actually on all the mandated policies which were a variety of different series um so now what the um the discussions in the fall in our policy meeting was that we were going to cons continue chronologically um throughout the uh to finish out the audit to make sure we do a thorough and comprehensive review of all of our policies by series um we had discussed that the next we would skip over to the 3,000 for the time being move on to the four um and

then go chronologically from there certainly when need of something comes up that is or to anyone on the committee that is pressing um so for example on tonight's agenda you'll actually see um kind of a pause we wanted to bring um a policy about artificial intelligence forward just for consideration no action um we also have talked several times in Prior committee meetings on the title 9 policy and again where're if there's something pressing that needs to come forward um and what I would say is if there is a policy that you feel needs immediate attention that you bring that to the attention of the committee chair um so that would go with go to miss caneta and um Kim and I work directly with her to set up the policy meeting agenda for each one

of these meetings okay it strikes me what might make some sense is we might share with um oneita the agenda from the November 15th meeting because that was one of the first ones where you really laid out the grid so it says you know what you can expect we're going to talk about in that meeting and it shows the policy number and any notes and what we're going to do to revise them so we you'll have an agenda like that for your next policy subcommittee meeting but that might be a good one to look at so for Al and Wanita I will share with you the October and November agendas following this meeting just so you have them for reference um so you'll see the format and and kind of how we've laid things out

and certainly if you'd like to have a conversation with kimai here or offline um you know about kind of the structure and the way we've moved through in the past um you know we welcome that okay um I my question though and I I'm sorry I do have the agenda for the November that was in our packet at meeting so I do have that um was the um updated codification done that was a question that I had um give me that went to First that was a first read on our our most recent board okay okay so the next meeting it would go for uh final approval okay and so um the this is my last question BR okay and so um and I can also pass it by Kate I guess as far as

protocol for the committee whether I think that it is urgent an emergency of great importance or not if I have a question or a concern about an existing policy am I able to bring that forward to the committee that should come through me okay got it thank you okay you got it and I will take that to to Kelly and Kim for a conversation just to be fully transparent that's how that process will work okay uh Terry go ahead uh can I kindly request when people are uh speaking to we could see you I think uh the way we operate is that we understand if everybody can be on camera that's great and if we can't be on camera then we're adults so we're going to handle it that way all right but thank you

I appreciate that all right uh Kim Kelly back to you guys okay so today um because we wanted to make sure we had time to flesh out kind of orientation if you will um for these policies um the two that you see in item number three and four I just want to deal with them together for a second and then Kelly maybe you can talk about the first one I'll talk about the second one but they're both the the artificial intelligence one is brand new um it was one that has has started to percolate around through CES some other organizations so um we thought it was a good idea to get it in front of you so that you can take it home you know think about it some more talk a little bit about

what the ramifications of it might be and we can kind of have a conversation about that the second one which is the draft Title 9 um our policy under Title 9 needs to be updated um and so it's dense and what you have if you click on the link are it's it's if this makes sense it's two of the same policy one that applies to personnel and one that applies to students so they're going to go in two different areas of the book The first four pages of the policy are the meat of it it's it's you know an anti-discrimination policy they're very clear they came from shipment and Goodwin there're their stock policies the remaining of the packet those all the remaining documents after are the regulations that help us to implement the policy

so um because they're dense we wanted you to get a look at them today um and then at your next meeting um at least that one I think will be kind right in the Forefront of the 4000s because it's important that we get that one tuned up um I will tell you the difference between the policies and the regulations you will be asked to vote on the policy the regulations can be crafted by the superintendent or designes to support the regulations so it would go something like this we have a policy that says anti-discrimination and you need to take a complaint put it on this form take it to this person all the nuts and bolts of it are the regulations that are going to change all the time over time and so those are

things that we can change in the discretion of the superintendent and the administration but the BET Rock bet of the policy is the one that you're going to be asked to consider so we can talk about those items three and four today in that context and then um hopefully at the next meeting we'll be ready to talk about them in a more formal way so that was the method Behind The Madness of the agenda so C you want to talk about the AI one I just want to thank Terry for bringing the AI uh uh policy forward so that we're having this conversation so thank you Terry sorry no you're fine bear with me for a second because I'm having difficulty getting it to to pull up while I'm speaking so give me one are

we sure that it's actually Terry on the screen and not AI you know um so I will pull it up in just a moment hi Dr casiro thank you for joining us um just we were uh we selected a committee chairperson um Kate canata will continue in chair capacity um we went over kind of our work historically and now we were moving into the artificial intelligence policy so right thank you the artificial intelligence policy and I'll pull it up in just a moment but to piggy back on what Kim had shared um is really a policy that um we know AI is out there for any of you that have you know used whether it's GPS on your phone speech to text things like that um it is in the works um both with our

adults and with our student population currently um I kind of compared it just in convers ation to when cell phones became you know vast and wide with our student population at first we had tried to police and helicopter and ban and do all of those things then realized embrace it as a tool and put strict rules and regulations around it um and so the purpose behind an artificial intelligence policy is that we know it's here um we know that it is something um that is going to be part of our world um both in our students and as well as our teachers um and so what are what are some ways in which we can educate uh the community on what artificial intellig is um what are some of the ways we can educate them

on the benefits because I think there is a um there is a um you know a pot of people that they hear that word and go oh no we could never do that without realizing that there's some things that they're already accessing um that have artificial intelligence um and then how can we help our both our Educators and our students because the 4,000 series really around students on to be smart users and smart consumers of technology so if you're utilizing um artificial intelligence to assist you with an academic task um that you were doing it truly to assist and not to you know supplant your own work and and so forth and so really that's the premise um behind the artificial intelligence policy Teresa do you want to go ahead and add uh yeah um

one thing I learned at C because I didn't know there was a difference is the term generative AI um like you said we have it already in GPS and our cell phones and all this stuff but gener of AI um is what the teachers are experiencing a lot in their classroom using students using uh parameters to create their own stories uh through Ai and that's called generative Ai and that really is not mentioned in this policy is it I mean I didn't I didn't see the distinguishing factor between the two it's one of the optional ones yeah it's uh page it's the second page uh instruction Personnel generative AI is there's like a whole section on it okay all right yeah all right I was looking at the first I didn't I didn't realize it

scrolled down I'm sorry is that Kelly is are those both because I know C merges them with the regs is that a reg or a yeah see that's so going back to what I'd said before that um The Rock bed of the policy is a good one for you all to talk about and that's these three paragraphs that's the actual policy scrolling down that's the supporting regulations that can be changed which for something like AI is a great thing because that is going to be changing as fast as we could you know keep up with it and so if you had to go back through the policy committee to amend every time you had to change you'd be constantly in the policy committee um but certainly you know your feedback is every bit as appropriate

and important to the regulations as it is to the the policy for sure Kelly you're on mute I'm so sorry um so we wanted to put in front of you um primarily the policy uh so that the first page of the three paragraphs um to talk about um whether or not it is something that we want to consider for moving forward um I also think along with this committee we should be considering some recommendations um as far as how we educate our broader School community on this topic um and so both of those will be up for discussion um next week um but anything from page two on are regs to consider um and certainly your feedback on those and um Teresa for example you bring up an excellent point making sure we have some

terminology and definitions in there um so those will also be things that we can cons you know we can discuss at the uh next policy meeting are there any oh go ahead Kim I was just gonna say the other question that I I'm not sure we can answer it quite yet but the other question I would have is kind of what are our neighbors doing right because um we have a school district where we have a lot of mobility and it would be nice if kids had the same kind of policy in place where they to move around districts or you you know it would be interesting to know how others have thought about it and I'm not sure there's any answers to that yet because it's so fast moving but um maybe we can

see if we can check in with cab or somebody on that before the next meeting I think that's a great idea Cara was there anything additional that you wanted to add about this I know you've been involved in the conversations as well yeah I don't know if it's premature um but certainly you know this is the type of um policy reg that it's probably going to go through it's several iterations um it's quick quickly as this is developing uh new issues emerge and so that will probably need to be clarified I think this is Broad enough um to get us started with this um Gina Jasmine our Tech director and I've have been working very closely on this we attended the IST conference uh last summer which was the AI was the primary focus of

the entire conference so we probably attended 20 or 30 sessions of different types and um you know of all kinds um she and I have been um working closely she has also been attending um some of more some of the state conversations on this some of the collaboratives and I'm also working with uh someone from um who someone who is you know has been really experimenting with this as in in terms of curriculum so on the exciting end of this you know a lot of folks that want to block it um because because they feel that kids are plagiarizing it's really about how to you teach kids how to use it to create and that's the generative part um that is so exciting and that that's going to come with a lot of challenges as

well as we start to work through but really how do you teach kids to use it and to create and to um how do you design assignments and curriculum that um you know really lends itself to kids leveraging the technology and using it in ways that that we haven't considered yet so there's a lot of exciting opportunities down the line for this as well is any particular part of theems it's going to be more focused on this than others that you know as you're rolling them out so I mean we have obviously we have um you know a computer and cyber security networking so there's a little more computers in there but this is going to affect every pathway one of the questions that we um we we initially had the idea to create an

artificial intelligence pathway but this is but the thought is that this is so pervasive it's going to cut across every single um industry one of the questions that we had um our teachers asked when they went out for the industry day and over 60 different Industries um before they left they had to ask the question how is AI transforming your industry and how how do we as Educators have to back in and build skills and tools to help nurture the skills that they're going to need so they can hit the ground running when they graduate um and so you know there a range of responses as you can imagine um and and certainly they're also wrestling it with it as well trying to keep up um and certainly it's uh either accelerating their businesses or

um they're going to be accelerated out they'll be beat by their competitors who have learned how to use this um this tool so there's a lot more to come on this Gan and I want to get a group of uh of teachers um I have somebody who's willing to to kind of run we call them experiments um where we try some things out we try a bunch of the different applications that are that currently exist um with with some teachers and we try to apply some things in the classroom and then get some feedback on how the teachers are experiencing how the kids are experiencing so um that's all kind of coming down the line and very exciting things we've selected a couple of really nice text I think to get teachers um you know

the ones that we will work with to kind of start to read more and and see this as a as a learning Advantage tool in the classroom rather than a rather than a threat so um looking forward to see where where this is all going there you had a question yes um one example that was used um by one of The Other Board of Ed members uh at the cape conference who was using this stuff already uh he he says we all know the Gettysburg Address he says why don't you have the students write their their guidelines or parameters whatever you want to call the the points to create the Gettysburg address in Reverse you know um so that was I thought very interesting for history lesson uh so it does go across all genres

it does well but scary littleit scary yeah are there any other questions or comments about the ai ai policy which we will bring back up um for a recommendation to the full board at the next meeting I think the meat of that one is in the regulations maybe I'm wrong but uh the policy is really just there to serve the purpose of creating space for the regulations to occur and I think something that we just need to be conscious of because this is so new and upcoming and changing and evolving that those regulations will probably need to be changed several times over the course of the next few years thank you for the overview um Kim I will pull up the next policy while you speak to it great thank you um so what you're

um now looking at is the tital 9 policy so kind of a a brief overview for you um state and federal law both require non-discrimination statements um but under Title 9 and in some respects title N9 meaning um anything having to do with an educational program and title seven which is in employment discrimination employment they look very similar under two different federal laws this policy um basically is an anti a broad anti-discrimination policy in the workplace that references both Title 9 for receipt of educational funds in an educational program and title 7 in the workplace it lays out um it and it's very prescriptive in the statutes the kinds of um protected classes what how they're how they're classified so you'll see um it tracks the language of the statute so this main policy the

policy that you will be looking at in your next meeting really is it's dense it's hard to read um but it requires this affirmative statement that you'll see right where the cursor is Title 9 title 7 and Connecticut Law are the three kind of biggies that we're talking about it then goes through kind of labeling um definitions and Kelly if you can keep scrolling down a little bit more the the definition section um and it talks about what harassment is again the nuts and bolts of the policy this is required you already have a policy that looks a lot like this one this is a tuned up version um so this is the one that you'll be asked to to consider in your next meeting and to recommend to the full board so that we

can get it updated in the policy book um what's more I think significant and more time consuming and again we can decide how much of it you want to talk about is if you keep scrolling down to the regulations Kel so in the regulations Section much like with the AI That's where the meat of what happens goes on here it lays out a procedure for conducting an investigation it identifies who the person is you would go to it talks about what kinds of documents there needs to be it talks about burdens of proof um it talks about followup um requirements all of the nuts and bolts the checklist if you will of things that need to be done by the district to protect against a claim of unlawful discrimination under one of these either one

of the two federal laws or the state law so it lays out all of those policies we're a very big District so we need to be thinking always about who is charged with doing these investigations um and there's also some pretty rigorous training that goes along with um the people who are responsible for the investigations your district has been trained we were trained last year um by Shipman and Goodwin who came in to talk about um with all administrators on training identifying sexual harassment identifying hostile work environment and really doing an overview of all of the process that needs to happen whenever there's a complaint made so um this is a little bit easier read it's a little more interesting of a read for you as you do kind of your homework for the next

meeting but these again are the regulations that are subject to change there's also in these regulations a sample Complaint Form um there's mandatory postings that need to go up around the district again we have all of those pieces we have postings in place we're going to tune them up just update them a little bit more and get them put up across the district what's super interesting for like nerdy people like me that read regulations and and laws about this is that there's lots of change going on in these regulations particularly around Title 9 and around the burden of proof and you may have seen that in the news or heard people talk about it but um as the administrations have changed there different obligations about how you would res olve a complaint um of harassment

particularly um who's got the burden of proving yes or no um what happens does that burden shift what does people have to do in response and we're actually waiting for more guidance which should come um from the Department of Labor um and maybe from the Department of Education as well on what that looks like um come March as they start to promulgate some more regulations so we're going to have to keep changing these and keep updating them um but I think for right now this packet of the regulations are really important so I would like you to take a read through them before the next meeting but the four-page policy is pretty standard so you'll see that and it's got a lot of legal e in it but that will be the policy for you

to consider any questions so I just want to clarify for those who aren't aware we do uh we only make a motion about um policies at a committee typically um well we can make a recommendation about a regulation from time to time so I do think it's important also to read through the regulations and just understand sort of what those ask because we do sometimes have conversation around the table about the regulations as well Michelle uh just quick question I was trying to print the policy um yesterday is it is it going to be able to be printed or is it only going to be a view only um access on the on these policies was it on the oh um so the ones that are showing on the screen right now should be attached

to the agenda as a document that you should um but when they go onto the C website you raised an interesting question I'm not in love with the cab website I got to be honest um I I I'm a little uncomfortable with somebody else hosting our policies you know what if they crash what if we lose them so we are keeping hard copies of everything as well um and we're updating that book but I don't know if you can print off the cab website to be honest when they finally get P you can you can PR off the website yes um you have to click each individual policy now this will not be on the website yet because it has not been voted on um but um on the agenda sometimes you have to download

this document in order it downloads to a PDF and then you can print it um but on the cave website when you click on it there is a print icon as well and but you just have you can't do like all 4,000 series at once yeah okay no I'll try again thank you very much welcome Terry did you have a question I saw your hand go up for a second there you're on mute I I didn't have a problem printing these documents I didn't have a problem I think Michelle was referring to the um website yeah where we have our our policies hosted and as Kim mentioned they're hosted by cab so it's their their server which I certainly hope they have a backup for well I thought we were supposed to all get a

copy once this is all done I was just gonna say actually it's funny Tera you said that because I Kelly I know we talked about they were going to print three copies or five copies or something like that do you remember it goes back we requested three of them um and we um we have received uh at least two of those three copies I'm not sure about the third Kim um but uh we would have to make copies off of those uh for the remaining members but nothing has changed in there um from last year really it will be based on the new policies that are voted in hopefully at the next board meeting um then you would have updates to your zero series and your 2000 series um and we can certainly ask Cara

Pompano to support with if if any of you need hard copies on that to support with getting them to the members of the policy committee well I thought I thought the report said that each member of the board of EG gets a copy according to the report that from Cape but I think I got walked back a little bit in the translation as Kelly and I kind of pressed on that further um we have to Circle we never receiv received the hard copies originally at least to our knowledge then when we asked for them we got like I said that we agreed to three um there was a cost for each individual one um so we thought it was important to get at least a couple to have and then we can replicate them from

from our offices thank you you're welcome Michelle I don't know if you have your hand up again for a question or if that's just hanging out let me take that down thank you okay no problem just want to make sure thank you me see and so as I said earlier there it says on the agenda Ser series 4,000 that's Personnel series 5,000 that's students and so the same kinds of policies are applying in both places and they're identical um so you'll see that when you see the both copies thank you for that overview Kim any other questions from committee members oh wait a minute Cher thank you um okay um when you uh Title Nine is there uh for this series 5000 is there anything new in there I mean it's just so detailed can

you summarize any if there's anything new there's not they look the same um point of historical fact because I like to talk about this so when I was in law school in 1990 um I actually wrote my law school note about whether or not a student could sue a professor for harassment under Title 9 it was a very new area of the law at the time and that's what you're seeing now is evolving that title 9 is now in both Arenas one leg in both Arenas of employment but also in um the way that students are treated so um the language is the same but it is arguably a little bit more expansive interpretation for students because they're not in an employment relationship they're in a student relationship if that helps is is um does

this have anything to do with allowing trans women in women's sports yep so the lawsuit that you all have um with the track students out of denber high school a couple years ago was one that was filed globally under Title 9 and the way that it was in the way that title 9 was used there is that these female students were denied access to an educational opportunity because they had to compete against trans um Runners and that was how Title 9 was used it was about the opportunity under under an educational process that was being denied to students that was the allegation so a little bit different um from like the employment relationship or um a classroom relationship but used in an expansive way to to to address that issue and that's um that matter

is still kind of bouncing around um it's it's not been finally resolved yet even though it's been quite a few years um but that litigation is actually still bouncing around out there thank you Michelle Michelle you're on mute sorry one second can you hear me now yes okay are we gonna go through any of these types of examples or or you know like the locker rooms and the bathrooms and all the issues that sometimes come up when you're out speaking with um with our you know our constituents are we going to actually kind of go into this in more depth on the second read and we're just looking at reviewing this now um well as you said it's very dense so I'm just you know I'm sure that there's been a lot of changes yep

so my initial take on that Michelle is that those examples are ones of ways in which someone could sue the district under the policy you need to have the policy as a as a matter of law you need to have the policy and anti discrimination policy under Alles and you need to have regulations about how you're going to handle a complaint and how you're going to Define what um again using lots of regulations that are tracking in the federal law how are you're going to Define certain comment or conduct but I don't know that this committee could um you wouldn't promulgate a rule for example or a policy about um I don't think about for example transgender students in Sports um you know part of the way that litigation came up was that cak is

the one that promulgates the rule and we decide whether to follow the seak rules or not and whether that and then gave rise to an action so I don't know that we would spend a lot of time talking about various scenarios because I don't think you would promulgate rules around them um but you would have to consider the basic shell um which would give rise to those examples if that makes any sense you know does that does that help it so in in in a sense okay I get that we have the laws like for instance after the after the sport after the event and you're going to go into the locker rooms or the showers like right now I know when I got on the board initially I had asked that question and the

answer I think I got was well they're broken right now so it's like we don't really have it addressed so that's the kind of stuff I'm looking to find out how are we addressing these these issues as a district can we discuss that um what is in our policy um you know if it has to do with a maintenance issue and we're not addressing it how are we moving forward especially with the Career Academy like what is our position in the district and as a board because this is the first time we're really as far as I'm concerned since I've been here that we're really having these conversations yep thank you um I hear you yeah and I think that's a valid point but I I think that that may be a better convers about

what are the rules that already exist out there from you know state law or um regulations from the chro or from the Department of Labor or from the Department of Education that govern conduct there's lots of rules coming out about you know do you have to have a a um a a unisex bathroom who can access it those rules already exist those are not of your making those are rules that you know you have so the seak example is a good example of that um you know the question question I suppose becomes if you if you as a board or as individuals don't like the seak role you know is the district going to question the rule how does that how does that actually how does the issue get joined it doesn't have a lot

to do with your policies because you can't enact a policy that's G to conflict with a law population um but it's a fair question about how are we maneuvering within the structure that these other big organizations are giving us um and I think that's probably a different kind of presentation because don't think it's a creating a policy question okay we can talk about how that fleshed out for you you know what kind of a form we do that in yeah if we could look into something like that I'm really interested in myself as a board member and you know a parent in the district I just I really I'm interested in knowing what what our position is and and how we're moving forward yep and and we get questions like that all the time and

you know certainly Kelly and carck can both speak to this as well we'll get questions about someone wants to be referred to by a different name do you change the records in power school do you call them by the different name those are all things that we could ultimately be exposed to litigation under these policies under these broad policies that say you shall not violate Title 9 or you shall not violate title 7 but we're having to maneuver within lots of other rules and regulations that are coming to us from other agencies and we get these questions a lot and a lot of times we sort of go I don't know um and we may call for leg outside legal advice to help us with that too okay all right thank you okay any other

questions from committee members all right uh let's move on and talk about our upcoming meeting schedule so typically the policy committee meets uh once a month and the reason that this committee meets so frequently as compared to the other committees is that that we have a lot of work to do and it's important that we bring these policies uh up for review and make recommendations to the board for approval uh consistently because there are so many policies uh that this work really needs to keep moving in order to keep these policies current so um we have in the past Set uh I think it was like the third Wednesday has been policy um I know that um for February I don't think we have a policy committee scheduled um and I guess what I'm wondering

is if I reach out to committee members uh perhaps offline uh with some dates for February that we could get one on the books and and begin that process Michelle oh I don't I don't have a question I'm sorry is my hands still up just want to make sure I didn't miss you if you did no let me I'm sorry okay lowered thank you sure if you want to reach out that sounds okay and then I can coordinate with uh Kelly and Kim since they will remain our Liaisons for this committee so um but we do have one on the books for for March which is probably going to be rescheduled and that one St for the third Wednesday so that that is probably going to be rescheduled um actually don't see one on the

books for April so I will reach out to committee members and we'll talk about February March to start with let's not get ahead of ourselves and then uh we'll go from there but you should expect to to uh be part of one of these meetings once a month and you know we've talked about this before but I will just bring it up again because we do have two new committee members and um this is a this is a committee that requires you to do some work outside of the actual meeting we have um you know Kim mentioned the two Pol the two title n policies that we need to take a look at um it's best that you read those through thoroughly and come prepared to the meeting with any questions you may have um

you can always certainly reach out to me if you have questions in advance that you'd like me to pass on to Kelly and to Kim so that they can be prepared to answer those questions at the meeting um but it's you know it just makes everything run a lot smoother if we all look at the material in advance and then come prepared to have that discussion Teresa um thank you Kay one quick question do to Kim do we have a Dei person we do not have a Dei person um and we should probably this is probably as part of this policy an important thing to talk about um because we do we have Kevin and I had quite a few conversations about building that into not just a strategic plan but also into that I

know Teresa you're aware that mandatory increasing um educator diversity plan that we need to submit to the commissioner in March um so we've talked about that as a strategy and a goal is um putting a Dei person in place um I continue think it's really super important because um we could really use that voice at the table as we try to standardize some of our hiring practices um because we're so big all of our hiring of teachers is all decentralized so in 13 elementary school buildings if one someone's hiring and someone else is hiring they don't use a standardized set of materials questions that kind of thing and I thought it would be important to put a committee together to talk about standardizing some of those materials and that having a Dei person on that

committee would be a good idea thank you if you wouldn't mind just with the policy agenda I will follow um unless I get feedback differently from the committee but the same format that we used in October and November um which will link the existing policy if there is one and then the new recommended policy um by c um so you'll be able to look um by policy number what is the one we have in place if there is one um and then for some of the you may want to consider these meaning we do not have a policy in place and we may or may not want to um enact one um there are close to I want to say it was 160 or 170 don't quote me on that but kind of like you

may want to consider these policies throughout the entire cave audit um and so we were just um you know we definitely want to make sure we have policies in place for things that this committee and our board feels very strongly about um but we also want to make sure we don't um put every last little thing in there that it will be you know become cumbersome uh for people to understand and really adhere to um there are some that are just very um you know we're required to do whether we have a policy or not um and so we just want to have some conversations about that but if anyone has any questions on the format or feedback or wants to see something differently please let me know and until I hear differently I'll just

continue to do it in the same format so hopefully make make it easy for people to understand I really appreciated the way that you did that Kelly I did think it made it a lot easier especially if we haven't seen that policy come before the committee before to have that point of comparison is really important Teresa did you have a question yes one question uh regulations they also fall in the book is is there diff there they come after the policies like okay just for clarification I was just gonna say in the book they're usually in two different colors so in the hard copy you know the the policies are in green and the regulations are in purple I think so um paper in in the color of the paper and not every policy has

a regulation many do but not everyone the regulations are really um really if we need to spell out things of how to enact them in the district uh based on the policy some of the policies are just very CAU and dry and um there's not explicit regulations needed for them so you will not always find regulations any other questions from committee members about any of the things we talked about this evening all right seeing none I'll ask for a motion to adjourn please so move by Terry and may I have a second I second that thank you Al all those in favor please signify by saying I I I I saw saw an I from there hi thank you Michelle
