001Alles or what are they looking to to to do in in 2021 um on top of what we currently have so it it's more of a a brief update and and giving you some food for thought where there may be some suggestions from the superintendent as to what he'd like to to pursue next year so uh with that you know I'll give it to Courtney it's not going to be an elaborate detailed spreadsheet thing I think it' be more conversational um so we'll keep it short knowing it's a holiday week uh and uh and with that I'll get turn it over to Courtney thank you so much Rich okay and I I'll share just a high Lev spreadsheet and I'll send it around afterwards but just to get the the picture the that we be

002developing after after the holidays and so first I just wanted to wish everybody really happy holidays season and getting ready you know but I I appreciate your being here tonight um um to walk through where we are so far I'm going to share my screen I apologize it's just taking me a moment and so basically what you're seeing is just this is how we would normally show it to you in the past this is just a this is a preliminary look at the base budget so it's taking the budget for salaries and just increasing it by um a a standard percentage amount to account for contractual increases that have that um could potentially be incurred as we develop the budget for next year um so this is kind of like a high level scenario if

003everything were to happen you know and and basically there's some details behind it so in the parttime we break things up into series of categories so there's fulltime salaries and then we look at our part-time salaries and custodial overtime or lump together and we're looking at a pretty big increase there um so two of the things that are happening in that category is there's contractual rate increase is the subs and I'm going to get to this and it's a little bit confusing but I'll I'll I'll be very clear about it and we can talk about it as we go on but because we shifted a little an amount of the sub money into the um uh the alliance um Grant carryover we've got to shift it back and there's also a budget adjustment this what

004is Right sizing the budget because sometimes we in the past we would um pay for certain things in this code um part of the spend down at the end of the year but as I talked about it last year I'm I'm attempting to rightsize the budget with our actual expenditures so um you know putting it properly in its place so that we can look at the budget in totality um and then you get to the employee benefits category and it's about 1.35 this is just assuming our standard increase of 3% in social security security and 4.8% in dental health and life insurance and then a 3% on the workers comp and and you just go down the categories and it's it's what's historically happened as a trajectory in our spending with the exception of for

005example the transportation um I'm restoring the onetime credit that we got for transportation this year related to the covid shutdown so I'm reflecting the contract increase and a restoration next year of that credit and then just standard on the utilities and supplies but also restoring the instructional supplies and the end result is if we continued everything forward in sort of a conservative estimate where we haven't peeled it back and refined it yet we're looking at a 5.27% increase to the budget the budget asked would be 7.6 and why is that um that's partly because some of the things that we did last year if you'll recall we funded again with some onetime monies that we had as a result of the carryover um and the cares funding and we told the city at the time

006that if you'll remember this schedule um we would have an a base need to fund this year's priorities next year of a million dollars even after we shift some of the things that we're doing to Alliance so hi Dr s so I'm gonna go back to make that a little bit more clear because this was a long time ago when we talked about this um I'm going to go to a summary of what we're talking about onetime versus ongoing so this year we got 2.3 million of car's funding we got 1.2 million of Alliance and other Grant carryover and we got another 1.3 of coronav virus Relief Fund funds some of those things that we bought were what we would consider one time desk Shields extra sanitizers PPE we're hoping the virus is gone next

007year or if it's not gone it's mitigated in a new way all the things we invested in stored us up for this year and built a little bit of Reserve stock for next year on the 110 things so um the signage you know the the floor you know decals and all those pieces there were some things that we bought and the grant kind of dictated this that I would be considering an ongoing cost so meaning Personnel you know basically or other things that we invested in technology that are going to still cost us something if we continue them next year so for example software that we invested in there's an ongoing maintenance cost and I'll just go into the detail a little bit on that and then you know feel free to ask me some

008questions this is just the basic picture overall you'll remember s talked about a $5.5 million investment here I'm just showing you 4.7 because I'm showing you what associated with this year we had another million dollars that we spent um last year um that we include in that total um but this is just this year and going forward total would be 4.7 again of that 2.7 is what I would be considered ongoing cost that we have to have as part of the conversation as we build out the budget for next year so what does that mean so I'm showing you the ongoing here this is just a summary of what went into our state grants so the K's act funding has about I'm going to sum it up 1.3 million of what we would call in

009its ongoing cost you can see that up here also and what did we buy that we need to decide if we're going to continue to fund next year student support Specialists um counselors some health insurance for those and then a whole lot of digital items including Ras kids leveled ebooks um um you know adaptive independent practice for um literacy and numeracy ISL um as well as G Suite when your licens is for it's the Google Suite to use the classroom and um staff laptop tops at the high school we did purchase um some staff laptops I know the the high school students all got the grant gifted to them um this year um to also support additional laptops and then curriculum courseware called Edgenuity so these are all things that will total 1.3 million um

010that we would have to continue to fund next year because they have an ongoing cost or discontinue which would mean you know a layoff or discontinuing a license which we're not thaning so in the alliance carryover we had social workers some teaching salaries those subs that you saw in the other sheet and health insurance associated with these pieces in the coronavirus relief funds that only carries us through December 31st so you'll see a repeat of the student support specialist because this is just half of six and half FTE for the first six month salary just through December 31st you'll see the counselor again because it just supported us through December 31st and then car's act takes over after that and the Social Security and health insurance and other benefits related to those functions so that's

0112.7 why is this okay but not okay you know um it it because we do have next year our anticipated increase which we've been getting every year for Alliance is about 2.7 million when we talked about the budget earlier we talked about not doing anything in cares that would cause us a hole meaning things that are also eligible for Alliance so they fit the bill for Alliance that we would be able to shift them into alliance if we had to we don't want to have to do that but if we had to it's a possibility I'm gonna pause there if there are questions so far so so hello everyone just just a two things to keep in mind and I'm I I want to get my arms around is any summer program program that we

012may need Courtney we need to figure out in terms of um you know filling the Gap things of that nature that we need to discuss the other thing is the new kazak money coming in which is kicking forward we don't know how that that's going to impact I'm sure I'll get more information this week in terms of any other funding yeah but but that's but that's the only other those are the only two variables at this point uh one would be an income the other would be an expenditure and we need to get close on you know summer school and how many students we think we may have to fund in that sort of thing yeah and so to Dr Sal Point Sal's point I would go back I'm sorry that was last year so

013our budget ask here is just the Board of Ed budget ask which is restoring some of those things to the budget that wouldn't be Alliance eligible and also I'm showing you on this schedule things that we would also have to either shift and to Alliance or find it you know get some more information on if they're going to extend and expand car's act funding for next year which we're hopeful that they will so all of that is to say you know the city's in the challenge challenge spot is going to be their you know um um take and in order for us to keep rolling forward our our current actions conservatively this could come down a little as we refine the numbers when I meet with all the independent um the directors with Dr s

014but conservatively it could we could be looking at a 5.3% increase just to do the carry forward given how we had yeah yeah Court the the we're saying of the $7 million increase 7.5 billion do increase and last year when we did the budget and you eluded to ad here we had mentioned that we would have a a shortfall of this year affecting this year of the the 1 million or $1.3 million of the 7.5 that one 1.3 million thereabouts is already Incorporated in that number is that correct that's correct yeah you know one rle of thumb to kind of think of just to be Broad and it's we don't want to be broad but I just want to say this is that if we looked at our budget from 1920 and we applied a

0156% increase which would be relatively standard not the time of covid but if you appli to 3% 3% which reflects kind of like your contractual bargaining increases and what what happens you know annually in terms of the growth of costs it would have been about 8.2 million so in other words if you look at this um it would be about 8.2 million if you looked at like 3% and then another 3% but why are we looking at a less increase if you look at it over two years it's it's partially because we were able to Max maximize some of the other Grant sources because of some of the things that we were doing that had eligibility there um that said we do still need about 7.5 million to kind of to carry forward what we

016are doing on the base right yeah with that again I look at two parts one I look at the cost part two to analyze the cost and go through them and then always a concern is the the revenue Source historically it's always been the funding from the city last year an exception because we had different components do you have any feel for the 2021 year as to the revenue stream will it have any components or will it be similar to last year I guess my first question would be oh if there are any fund balances left from 2020 uh would we be eligible for a rollover uh one and two would there be any monies in car's money or any other monies from the gut federal or state that would help us out so they

017don't like to use the fund balance for operational um costs but that said we have had a relationship with the city that goes back many years with Dr s the mayor and the finance director as well as Joe that allowed us to put that fund balance in reserve for one-time um emergencies including health insurance Reserve which specially and yeah and so this year we got permission to set aside new reserves so we've gotten permission to set aside a reserve for special education for um a general building and building needs that are not ongoing maintenance that are improvements um health insurance and for information technology one-time projects because we did have you know a year where we did have fun balance related to co and some insurance savings basically now the city has that relationship with

018us that they would enable us to do that if that were the case again this year but it wouldn't Provide support for salaries or busing or things that are ongoing operational costs because then you'd be digging yourself a whole so really that's a reserve that's set up does it help us yes it does because it helps us to more appropriately budget for the health insurance so that if there is a blip for a fluctuation that's an anomaly we can pay for it out of that Reserve rather than having to use it you know a mechanism in Baseline budget so rich we we did ask the um MC Bru MC Bru to do an an enrollment thing for us because we should but the Assumption here is on quote normal growth you know we're not taking

019an account for any um unusual enrollment impact at this point unless we start we have not seen it to date since last maybe March we we've see it coming in if things begin increasing we're gonna have to look at this a little bit differently so the assumptions on FTE is pretty pretty much along our normal growth pattern yeah I I can't imagine any enrollment growth until you know probably the third quarter of 2021 when the the virus thing seems to pan out and that there are some sense of normality but the the my concern is is is the revenue stream as to the the uniqueness we had last year if there were going to be any components similar to that or are we going to basically rely 100% as we've done historically on the city

020to go back and say we need $7 million as an example not saying it's it's the firm case yeah we're it's very challenging um you know the city had the bu kickoff meeting about two weeks ago and unless a big Federal stimulus package that you know will come to fruition in the near future they're having local challenges just like every everybody else and the message was you know constraints with the budget that said we're going to have to make our very very very strong argument um if there's enrollment increase there's enrollment increase like if MC if the study Democratic study determines that we're going to have to make the case for that um this year what what Dr Sal's asked me to do is really do a zero base so budgeting exercise where we're looking

021at every single need now we know we're scraping the barrel right um but we're we're going back to the um drawing board and and doing that exercise where if we can find any single efficiencies we're doing that we're talking to our contractors and saying can you do better for us at all this year on the rate you know because it it's trying for everybody and and is there anything better you can do for us like we're going through all those exercises now um this is the picture without those adjustments this is the picture just assuming rolling forward as we are so it's we conversation with joav the conversation we have with Mark one so it's it's water under the bridge he said you know if I needed to this year to raise taxes so be

022it well you know you got a new mayor and you got an election coming so I just think we're going to we're going to have to zerob base it that's as she talked about yeah Grill down things that we're not using um and I think Rich we're probably going to be uh able to Garner some money from um the new car's money and I'm hoping that's going to mitigate even some of the um because you saw before where Courtney took half a year of salaries of those new srbi people yeah maybe and they're they're specifically to deal deal with the um you know I call Gap kind of instruction if we can fund that um that's going to be helpful to us will help us with any in carryovers basically yeah like those srbi people

023were things that we wanted to do and Cara used them uniquely in the covid world so it kind of fit both you know it it fit the need to um you know assess corre culum align curriculum align the student the teachers and the coaches I mean I don't want to I'm Miss speaking for her but I'm just paraphrasing to say that it was an initiative we wanted to do and we leveraged it because there was some staffing money related to covid under cares and it's Alliance eligible because you never want to invest in that and then have them go away if it's successful you know so does the the so again for my own recollection the the reserves that you said we set aside are to be specifically to be specifically used for those purposes

024and not generally to be co-mingled for anything for operational expenses correct and we're really specific about that because that you know you just don't want to build yourself a hole with the reserve so if you did that for example let's say I had a million dollars extra this year I can't use it next year for salaries because the following year I'll be be a million dollars in the ho like we just can't do that but it helps us on our budget because so for example I don't have to budget at the high point for sped I can budget at the place we think we'll be and if the high point comes forward I have a reserve for that so that I can pay for that from there so it's sort of more appropriately saying I

025want to hold aside the onetime blitz you know so there's more predictability in the budget so we're not at the end of the year scrambling which you know we've been in that position for a while we're we're fortunate this year I mean we're not fortunate for covid but we're fortunate in that that's what it led to um you know and yeah we don't want to put build it into operational nor would the city agree to that you know because we we wouldn't appropriately be able to do that sorry just a quick question Courtney you may not know the answer I know this kind of falls under um Dr casemiro's umbrella but for the uity program um um we put that in place because of wanting to set up a stronger distance learning program so is

026that a a long-term investment for the district where we're going to continue to maintain that so that's one of the things that she's looking at so she's not sure so here it is you know here's the cost and that was under the car's funding um I think it was the course where so that I believe and I don't want to misspeak so I am going to have care followup um to do the universal assessments as what she could leverage at the time and she's revisiting if that's the best use um so yeah Kevin shaking his head okay so I got that right and and each of these pieces now unfortunately we're a little behind the curve should we have done this already before in the budget cycle yes sure um are we going to hit

027the ground running right after the um holidays yes you know so but yeah that's one of the pieces that she's got to assess whether it's worthwhile to continue and we'll have those conversations with the board about that okay thanks we started that conversation a little more seriously today but they're beginning to get a lot of feedback on all of them Kate and they're making you know um determinations of the impact and the effectiveness of of those programs because they are expensive yeah yeah and you know just to offer a little bit of feedback that I had heard just in conversation um from a student actually um there was some concern expressed that cheating was quite easy using that program so just a cheating cheating not the only one Kate a lot of them like that

028yeah and I mean he this this student was not interested in doing that but right assessed that it would not be difficult I I I I do recall like like Courtney said I do recall specifically Edgenuity was one of the systems Cara was talking about reassessing when this is over yeah and it's just because of that cost that I'm asking about it because obviously you know if if that's an area that just needs some temporary support because we want to keep it in place maybe for the next year or two even you know given the pandemic um you know that might be something that we you know address and I think she had an alternative in mind that she was working um with car on that she can probably come and speak to the board

029at our next budget meeting about um because it is the six to 12 and it had I believe it had something to do with also being able to do assessments and that was what we bought like in March when it was a big scramble you know to get everything ready so let let's see what she has to say about that when we come back and these are the pieces that we'll have to decide are we going to continue you know each of these pieces and what's the alternative you know sure all right thank you very much oh you're welcome so so so every for the board here I mean this is kind of just um you know a shot in in time for what we're doing um it it'll evolve for us my concern is

030what's going to happen in terms of the Staffing on everybody mine M it's mine with the Matrix and also any expansion over at um you know Ellsworth with those classrooms and how we're going to do that that's that's that's going to be much quicker yeah than anything but I do worry about what's going to happen down the road with the um just the equipment that we needed and I will tell you as a side note the state has changed the way they're looking at funding they used to fund a lot of equipment and supplies for some reason the new leadership they're um they're looking at unless some things are fixed to Labs then they're questioning the the um the funding or the purchasing of them so I'm becoming quite concerned about that whole thing down

031the road but that's going to have to be I think the board's going to have to sit with me and figure out how we're going to sit with the facilities committee and then with whatever we have with the uh with Joe Cavo or the leadership about a plan going forward yeah and that's what one of the things Dr Sal's asked me to do but here I'm just showing you this year and and Rich uh Mr janelli has also asked that we do is to look at that multi-year so we're also going to need to look at the Matrix operational side impact you know while we're also talking about this year's budget just to be mindful of that because that's only two years down the road yeah Courtney the the uh what do you call it

032U substitute teachers you had a when you first started I think it was 200,000 did that represent if you go back to Subs I know we talked about in many of the conversations before the the lack of subs and and basically the scarcity of them or that 200,000 is that anticipating uh increases in in the number of people looking to to to to to employ or hire um oh no Rich you know it really is one of the other functions of like right sizing the budget I'll be honest because um some of it was funded with fund balance at the end of the year so if you look at the expenses for the subs over time we weren't fully budgeted for them um and so part of what we did this year was said okay

033well we we have an eligible um you know we can use Subs as part of the um Alliance carryover so we paid for this year Subs out of the alliance carryover this is restoring them to the budget at the level that we need so in other words it's not it's not an increase above and beyond we increased a little bit this year but it's not an increase above and beyond our expenditures what we would see as like a contract rate increase for the expenditures just special ed cost I mean last year too we were sh on special Edge courts special Edge staff and things like that are we looking to add to that you know yeah so that's get it up yeah we left this blank here because that is one of the priorities that

034um Dr identified that um Kelly's going to work through what her needs are this year if you recall I'm going to go back to this which I it's I I know it's very busy but we initially asked asked for this money and this is kind of saying what we asked for and what wasn't funded out of our original asks and I'm trying to find here special ed so we we um funded three special ed preschool teachers and one speech language pathologist as well as staff for the new Granville school and what we delayed in our original ask and we've been delaying for many years is the speech language pathologist a reading consultant two additional sped teachers and we ended up sharing a well we were going to share a custodian for Granville we had to

035find money for that because that wasn't going to work in a CO environment so I should change that note but so Kelly's looking at her teachers and whether or not she's going to request for a speech language paolog this and what's also not shown here because we didn't put it up as part of the original plan but it was part of our conversations and Dr Sal still got a review this is a um some additional um supervisory staff on the special ed side so you know whether or not that's part of the board's request will be presenting but it's part of what's being considered um So Courtney when you say being consider mean to cut you off but when you say being considered would that add to the 7.5 increase or are you looking yes

036this is just restoring things that we were doing and rolling forward what we're doing so this is like nothing new this is our budget that we would say if we don't take anything away or add anything this is what we think we we're still talking about special ed the it group so you know we're looking to see if we can repurpose resources Kim's been really really drilling down with Gina about what we can do to maximize the use of her staff but that said they they've changed we've changed a little and so you know they'll be talking to you about that as well um as we rep prioritize how we support students in what will increasingly be a world that we're going to leverage more you know technology so if fact so very basically you're

037saying this is more of a maintenance or sustainability type budget however could conceivably grow to be increase because of things that the administration feels are essential would that be correct that's correct okay the other thing is maybe just a quick deviation is the alliance money from the state s have you heard anything to the cont that allows us to think we're not going to be on target with receiving what we're supposed to get and the the acceleration that was promised in addition to hopefully any communication you've had to increase the amount of that acceleration well the the the normal increase is what we're expecting and and I have not heard that we were not receiving you know I'm anticipating that's going to come regarding our legislative work I haven't heard anything about that about doubling

038up right oh that's no that I have not but we um from from what um uh I was told from uh our lobbyist Ryan and what's coming from the governor's office through caps that the alliance commitment that was made um that he intends to keep it that's all I know at this point okay and I you know for whatever it's worth I did hear something in the summary of news today that there was some money supposedly going to the states for Education you know again I don't know that was from the from from DC the new package yeah exactly I think 60 billion so you know I didn't hear how much but you know the only thing I'm I'm concerned whatever they do that it it know pass through to us and we have never

039had a problem getting that money you know City it's just what we can expend it for you heard which is a little ridiculous um the money we have now we had to spend by December we could have held on them well it depends on on on what parameters they put on that money for us to make it so we get it a to talk about it yeah okay hopefully they'll take our feedback this time because you know they they pushed it forward and a lot of the districts were surprised on the categories they were asking us to spend the funds you know on and it wasn't in alignment necessarily with what we needed as a priority so hopefully this time we're going to Advocate and they'll listen to us yeah yeah right it it's it's

040always it's always a challenge looking to get you know get get the money I think last year was the most creative we had to achieve our Target you know I I think going ahead that aspect or that venue is dried up and I think we're back now to you know begging the city for something where you know things are tough all over in this you know and and so somebody hearing of an eight or nine or whatever the increase is going to be millions of dollars you know there's going to be an uphill battle um but uh um I I I feel you know one I you know I thank you for the input at least it gives us a starting point as to for a thought process um the next time we meet if

041more information is available I would like to see the the increases that the superintendent the administr rtion is contemplating in order to to move us ahead we've got a big challenge going ahead we've got to move ahead you know to just keep us going and then we got to I feel move ahead to catch up for the year we lost you know in the past if that's ever possible you know I don't know how that that's that's possible enough but I I think the next time if we can do it is we start you know dealing with more you know realistic you know don't take it the wrong way but more you know you know firm numbers that we could sort of debate and lock into and and then decide you know what we want

042to do you going um going forward we have a better handle on our Revenue sources as well yeah ises anybody else in the committee hi Joe how are you I'm glad that you're able to join us did you have any comments Joe no not beyond what everybody I follow the conversation I think everybody asked the same questions I would asked it's it's obviously it's early in the process yeah okay whenever we do there won't be enough money yeah yep that's for sure but don't give up hope um we we uh one of the things is as I said you know we did do this during the holidays it was just to to to get a feel for where we are what we're looking at and and uh you know basically what's down to Pike and

043what we're going to have to do um it it becomes complicated because we have the new Academy on there which is going to come come to fruition you know within a couple of years and we got to deal with that that funding source as well to throw into a budget stream so you know people realize that when it comes to those years that this is going to be part of our ask in order to fund that for whatever those those monies are um however is there any other comments from the committee members um I just want to jump in real quick rich and you know I've talked about this the last couple of years um in in front of the um Council and I think it's something that we we need to kind of um

044continue to make a point of conversation which is that when you prop when you look at proportionally the increases in the number of students that we've had versus the expenditure you know versus what we've been allotted um you know to accommodate those increases it's it's just not sustainable and I I totally understand and appreciate that putting together the city budget is a different um a different animal completely and and that it can be very difficult to figure out where you're going to make your cuts my concern is that when you look at the pattern education's been getting the short end of that for the last decade plus um and at that point you know the reason that that we're in the position that we're in where we're we're digging through every little last possible savings

045is because we're we're operating from a deficit to begin with so I just think that we need to continue to to discuss that and to talk about also you know some different ways that we can approach the state for you know some of the the money we'd like to see from them as well Erica is coming um she was meeting she's I think was rich and and um glus asked for her to come I don't know if you guys she's going to come to one of our January meetings yeah and she she has some explicit as you know Kate and and um Rachel information about the local contribution and put a good narrative together about that that argument and that discussion she shows it pretty um you know graphically yeah yeah yeah because that you

046the the alliance money we're challenged because it's our ECS funding that they G they gave to us over those 10 years just getting us like Rich says yesterday's money tomorrow today's money tomorrow you know or wait tomorrow the future money that we needed today's money today not in eight years Yer already behind yeah did right Rich can you correct my my dad my misquote it's it's no right Dr s yeah I was gonna say Dr s over the course of the 10 years that you've been here you know you've had the opportunity and Joe Martino and Courtney has had the opportunity to to talk one-onone with with David stair and and Mark himself Joe is Joe Cavo is is new in his position and I was just wondering you know if you could if you

047haven't already sort of hit him and start bringing him up to speed uh where you know you give the plug for Education um and and try to have that kind of a dialogue as you've had with you know with Mark yeah we're re well reaching out to him and um I know um Courtney's already reached out to Dave and we'll reach out and have a conversation with Joe uh very very quickly with that um I I'll tell you I I I just my guess is Dave will take the lead on this and um you know we're gonna have to really work with Dave in terms of um the allocations and all of the nuances Mark had you know at times he was just you know we'll deal with this and we did um you know

048we're just GNA have to um you know as you just said we have to create that relationship and it could be short maybe November you know what I mean but we will start Asa p and um you know start seeing what he's thinking and again I feel very strong and and agree with Kate that this year when we get our numbers together or as we're progressing with the the numbers we need more public participation to have an interest in what we're doing we need to educate the public as to what our trials and tribulations are and you know have support at whatever meetings are there so that you know the the general public the parents the teachers whomever that they want to call the state Cod it seems to be a brand new you know

049nice word use um support education and den you know I feel that we can't and it's getting tough to do this by ourself we've got to be able to reach out make these budget numbers simple enough that the the the average person could understand them quickly and and you know have an understanding for them and and hopefully advocate for us I think for us to do it again by ourselves you know it's a big uphill Challenge and uh I I tend to think numbers you know the number of people supporting us talk but that's something we can discuss going down the road and perhaps it's a good thing for a community relations committee you know members to to undertake to put together uh present ations to to to the general public that's where I had
