001that we've had I would ask as some of these topics we go through that are not big discussion topics um the board and and most of our partners in the public have had access and read through the information so if we could stick to the real highlights um that you want to present to us and then we'll move quickly to uh to questions and comments so with that okay so Mr tranberg upstairs and he promised to be quick but um as always I don't want to shortchange any questions or conversations but let's move quickly to RC 19 curriculum Chris good afternoon uh thank you everyone uh thank you to the board for your continuous support of curriculum and thank you to uh my department chair colleagues who help in the developing the RC 19 budget
002I had a former colleague that used to tell me whenever you're presenting to be brief be brilliant and be gone so I will be brief my I don't know how about how brilliant and the godness is up to you being Irish I was told never to present before happy hour so uh I'll just draw your attention to a few things first account uh 191 2009 while the only increases uh for the contracted Services uh for the interventionists there I'm only pointing it out because the number of students receiving El Services is exactly the same 65 right now as it was the last time we discussed potentially needing to add additional support to that position and when it was at 65 we decided uh not to do that and I haven't put in that request but
003we're at a that number again that starts to put some strain on the reading intervention and the El because our interventionists are the teachers that provide those services so I'm just flagging that your potential for the future the director of mental health to uh 21201 that's the new position obviously it's an RC 19 because the supervisory responsibilities while I will be doing that in partnership with Shirley if they fall under my budget rc19 for curriculum development I'm pointing this out just because it's a large number even though it's flat at 121 080. this actually similar to professional development the increase isn't much but the cost of the associated items that are in there do go up so just for example with curriculum writing every year the the rate for curriculum writing goes up a dollar
004an hour so with when we're holding it flat we are actually not providing as many hours for those services but at the same time I do feel like we can manage what we're doing with our transition to edu Planet 21 with the amount that is there I have four consultant Services we are going down from ninety three thousand to eighty four thousand uh that is the result of uh projection that I provided a few years ago related to Dei consultancy so we looked at a five-year uh projection of how those Services would be reduced over time as we transition and build the capacity of the uh the staff that we have to be leading that work uh the other item that falls within the consultancy services is math and we'll continue with math consultancy that
005is in support of and aligned with the math acceleration uh report that will be presented to the board curriculum committee on Tuesday and also to the larger Board of the full board later in the winter uh dues and memberships is up slightly that is largely to provide some professional memberships for our school counselors so they are closer aligned with their professional Networks the large item and as you know as board members this is one of the more volatile lines that changes from year to year to pay depending on when renewals and licenses expire so that's textbooks we're at 246 555 and I'll just speak to a few of the the large items that are there one I mentioned earlier Mr Deneen that I would speak to it a bit uh the the technology piece interestingly
006uh publishing is a powerful business and they've become very smart as to how they continue to allocate resources to districts and so what happened now in some ways textbooks have become more expensive through digital licenses because with these you have a six-year license and so with World Language is a huge ticket item so last time World Language must have also purchased many of their resources at the same time and there's a six-year renewal and so those six years is up but once upon a time when we did rely on textbooks you might not have renewed as much but that's become a dated way of doing education business because these resources are updated every year and you have access to online tools that provide students with immediate feedback some of the other items that are bigger
007in this budget area are the introduction to chemistry that's the result of increased enrollment um the AP European history textbook is a new addition AP Human Geography is the result of increased enrollment in that course the law and government textbook is an online renewal as well uh the other larger items are in elementary for the K5 units of study for writing this past fiscal year are the current one that we're in we bought the new units of study for reading so this is the parallel units for writing and always increasing our classroom libraries at the elementary level under professional development there's a slight increase there the PowerSchool University piece that we spoke to earlier falls under this area this is also where we pay for advanced placement training for teachers part of our teachers College
008partnership and we are also anticipating the release of the new teacher evaluation and feedback guidelines from the state department at some point was supposed to be December and now we're not expecting it maybe until the end of next year so that means that we'll spend our some of our resources next year working together to uh have some Consultants here having some professional development to develop our new teacher evaluation and feedback system and that would come from this budget area as well and other than that I can stop there for questions so rich I appreciate um this Pages 195 196. um the only thought would be is you know my comments about trying to tie curriculum and textbooks to technology and I appreciate how some of this you've you've indicated it's on a license renewal could
009we maybe look at this and break it out as to what's hard copy what's paper versus what's electronic and I don't know Rich does that make sense from a line item standpoint in the budget so maybe over time we see you know the diff something should decrease something should increase and what I hear they're on to us and they'll just continue to increase the electronic licenses as we buy less hard copy books but I don't know just a thought I'll open up to board questions Dave thanks Duke um the follow-up to your question right there about the um subscriptions can we just get like a head count to subscription price I'm just curious what the differences are you know like is French twice what long glove caught I have no idea so I'm just wondering
010be just an interesting factoid uh in terms of curriculum development the 21312 what constitutes that 121.080 number so it's the anticipated number of curriculum writing hours that we'll need over the course of the year that's the hourly rate for the teachers that write the curriculum okay so this is not this is an addition to whatever their base salary is or we contract that third because it all happens outside of this most of it happens in the summer and anything that happens during the school years outside of the school day got it and then what they're actually writing and developing is that just guidelines or does that ever become say collateral or material we could use in lieu of a subscription uh it depends on the subject area so um my colleagues are on the screen
011they can jump in if they have a different example they'd like to use but I'll use World Language so a lot of our world language curriculum at the middle school specifically is homegrown and home developed so there might not be a textbook for all of those areas because they've written all that curriculum in-house so that is a way where there could be less cost for textbooks but at the same time many people believe that textbooks are an essential part of and that's where our goal is to try and see if there's something and then two quick follow-ups which are slightly out of budget and probably should get answered later but I see in the textbook by we have this alternatives to grading student writing is a title would like to know what that's about and
012then also I see that we have a twenty thousand dollar spend for textbooks out to various libraries curious to know what the uh procedures are policies in terms of who decides what those buys will be and who actually goes through that process thanks Dave thank you that's Tara yeah I just playing with it um so I see on here uh sorry sorry I forgot about my mic so are we anticipating getting the waiver so I interestingly a lot of this isn't Tuesday evening sport presentation on the curriculum look ahead 20 23 20 24. uh so right now we have applied for the waiver uh We've not applied for the waiver we've given indication that we plan to apply for the waiver when it's available is there you know do you know what I guess there
013a chance that we don't get the waiver and if we don't get the waiver are we prepared for that um if we don't get the waiver then districts do have an option for a one-year delay in implementation it's a great spirit yes okay great thanks those building off of terrorist questions so that I'm curious what the k did you reading in writing PD is um and also I mean should we be investing in TC when there's a chance that maybe we won't be able to use DC in the future like is that a smart use of our money I I mean I know TC has re-jiggered their their curriculum I just don't want to spend money and then be told in a year we can't use that so I would suggest that even if we
014were ever in a position where we couldn't use TC moving forward the professional development that the staff receives is valuable and transferable okay yes so okay and the approach that we're actually taking as we develop our waiver and we're actually doing the waiver as almost a Consortium of the many districts the over half of the districts in the state that do use TC is looking at the research behind PTC and these other programs that were approved and showing how their similarities between the research bases of those programs okay yeah can we um see the caseloads for the literacy interventions and I'm asking that for two reasons I know that we are looking at just making sure that we can support a lot of elementary school students who learn to read during covid and we're trying
015to compensate for that in addition to uh what to srbi support which would be expected and then the third piece being English language Learners um and I know we have two more um literacy or we have at least one filled more filled position than we had had historically the last time we hit 65 but we're up at that number so given those three different um uh needs I just would like to see what our literacy interventions are experiencing yes absolutely and I think the number just so in case this ever happened I don't think that it would but so you're not surprised if a specific School reaches a threshold of 20 students needing El services having a certified El teacher becomes a requirement by the state and we so we have 65 right now and
016I'm only mentioning it because they're like 65 at seven schools there's pockets of where students receive services so it's not out of the complete realm of possibility but it's unlikely what is go ahead I just said what what is the most that we have I believe it's 12 or 14 at tokenik go ahead Joe you finish well I was just going to ask if we could see the distribution across Wyoming absolutely thanks Dennis yeah just a simple question maybe simple um with these with these licenses of six years is there a way to consolidate those to just kind of even out that curve somehow so if we don't have a big blip every six years of you know or or conversely maybe to Duke spreadsheet that he's asking for is it are there other six-year
017programs that are coming every other six years and that evens it out but it doesn't look like it since we're a hundred thousand dollars more than last year so strategically uh if if we want to have Savings in that line and spread it out over several years uh we can take all of the six years in price out five years four years three years uh so a general generally speaking if you go from a six year to a one year you're paying 50 more annually if you're going from uh one from the six year to two or three you're spending about 30 percent more um so that's how that's not exact but that's about what it is when you work with the different Publishers there's no way to straight line it from a finance standpoint
018because we're we're out to cash in order to get the six-year discount so to speak okay that's a good question uh Julie a couple quick things on ell if possible I'd love to know um how many different languages are non-english language or whatever English language Learners are speaking um primarily um the consultant Services I would love I'd love to know a little more on that from my tracking of the book this is the only thing we have in here for Dei so I'm interested in in what we're talking about for those consultant services in that area and and where the rest of that line is is headed um and then oh just the field trips um are we doing test field trips this year next year there's it doesn't seem to have been touched yet
019this year and it all came at the end of last year I actually ended up running out in that line um last year not so many test field trips but that's a line that stayed uh relatively flat and the price of the buses has gone up a bit so okay I was just curious It's specifically fifth grade um uses it for one of their trips and then the idea program uses that as well a question on that consultant Services line can you break out Dei and math for us yes um Rich can you remind us are we running on budget on uh that line for this fiscal year salt and services yes sorry John I guess yeah it's like more information with the consultant on the Dei front is doing because I want to understand
020we well that consultant is no longer working with us so I mean I guess it's kind of a this year budget question but more so how you're kind of projecting right now so just going back to the field trips a little bit um there's a few of us on the board that used to be PTO chairs and that was a whole that field trip situation has always been a you know a conversation is it still the case where the ptos have specific field trips or the schools have specific field trips to choose from per grade or how is that working now yes I actually met with the cdsb chairs earlier this year because there was an interest in uh potentially looking at other field trips so what we did I worked with the principals and
021Julie drawler we provided them a list of these are the current field trips that the the grade level leaders choose from and they are welcome to make proposals because if we're they're investing and supporting field trips you want them to be somehow connected and enriching but also enjoyable for everyone that's going and that's each grade is still doing two per year is that yes there's there's a couple of exceptions where there's a local trip that really makes it three but um can you just give us a little bit more color on the account 23005 curriculum research and development unanticipated expenses related to curriculum development implicitation so typically every year something comes up related to teaching and learning that's either a new resource a new software um a new program to Pilot so one of the
022a recent example of several years ago with hegarty um hegarty came out and we really wanted to address phonemic awareness in our early grades that was not budgeted for but that's a place where we can pilot new things uh things strangely things like headphones used to come from that line but we've since moved it to a place that's more appropriate when we've implemented new technologies like seesaw uh that came it came from sometimes it's kind of just a placeholder it's a placeholder for uh expenses related to curriculum that happen I'm just trying to think of you know like one of the things Board of Finance had said to us was to kind of we could go to them if we need so please don't put in extra so I was just kind of wondering if
023this was attached to something specific or things don't appear in that line year after year because then they go to an appropriate place in the budget if they're going to be used or not move forward because it wasn't a successful implementation okay thank you good Julie thanks um you mentioned PowerSchool sending five teachers is that inexpensive of the nine thousand dollar feasibility that's built into the professional development budget and rc19 but but that's incremental since it's not only nine thousand dollars to to look into the feasibility of this for next year it's more than that it's 9 000 plus this okay don't anticipate it would exceed nine thousand dollars okay thank you thanks John just going back to that 23.005 what's the history of that rich is that a um is that an account that
024we typically do a lot of transfers out of uh no it typically stays pretty flat um it's usually budgeted around 25 and it comes in anywhere between 22 and 25 so it's relatively close okay thanks chill it's just a technical comment I just don't think that feasibility study is professional development I'd like to see it reclassified um oh so the reason we're considering it professional development it's not a study in the sense that like an architectural study that you'd get like is document it's actually to send people to certain conferences so that they can learn about it and then come back and take what they learn about it and come to a committee and decide pros and cons okay the other components of that would be us doing that the study in-house and using the
025learning to make recommendations I don't think we would need a consultant to help us determine if we want to move from Aspen to PowerSchool so can I flip that upside down and maybe I'm looking at this from too much of a business perspective but why wouldn't the vendor come here and present to us as to why we should use them versus us spending nine thousand dollars to send people out to look see and feel and come back to us we've started to look at that and we did have um several visits from the vendor this year the uh interesting thing to go to the some of the comments earlier with PowerSchool we have many people that come to Darien not as their first job teachers and administrators and 90 8 of them are coming from
026a place where PowerSchool was the student data management system and what we hear 98 of the time is what is this and the what do you mean what is this what is aspect yes so they've come from a very well networked robustly supported program parents also who have come from Power School Districts to Aspen they're like the interface is not as friendly I don't know what I'm looking at so there are there are lots of advantages to the actual training and support of people who are in The District that know the program the harder part of that is we still have a critical mass of people who know Aspen and they've only known Aspen so to create the sense of urgency to make a change when uh it feels like it does all the same
027things why would we make such a significant change so we want to have a view of uh when you're at PowerSchool University which sounds like a silly thing it's a giant conference that shows all of the capacity of PowerSchool and the way that it interfaces with more systems is really important and ultimately even though there's an initial expense there could be some savings so I I would uh I would agree I'd like to see PowerSchool pay nine thousand dollars and come sell us you know as opposed to us paying nine thousand dollars to them they won't do that they might do that yeah they don't need us I understand well um I think they're always looking to sell I I hear you I'm trying to build you know a case for it and getting people
028educated um I would rather you put together that group of internal people that know and love power source and put them together with the people here that know and love Aspen see see what comes out of see what comes out of that room all right let's keep John I mean just go to the nine thousand dollars since students be a little contentious um is it you're trying to get buy-in is is that what those universities are for among staff members is that is that an understanding what the offering brings us it's to see the full potential of what it could bring and make sure we can present as full of a picture and really think about what some of those potential savings could be if we fully integrate I mean is it how many people
029are going and could you cut it in half three to five our plan we plan to send three to five not too many David I'm kind of okay with the nine grand boondoggle I just the bigger the bigger question is when I look at the 285 to onboard this thing and I'm just I'm you know I think maybe we need a full presentation of what we're looking at next next you're saying absolutely absolutely absolutely you could use another degree you should go to power speakers I just I I think it's an incredibly disappointing curse that you would not include a board member on that Boondocks [Laughter] all right let's keep it moving um where were we questions for Chris are we good Ed Jack cdsp e hi Joanna Walsh csb um so we understand that
030teacher college is not just a Reading Writing Workshop but wouldn't part that we the money that we invest in the Reading Writing Workshop wouldn't that money be better redirected to an account that would support secondary direct reading um the more we learn about the science and reading the less cueing and these sorts of tech you know mystery um playing at the direct the word detective makes sense um and along those lines we have been using Teachers College for so long and we have so many teachers trained in that way can we employ the model that we use for other programs where our expert teachers train other teachers on these topics um and and restriction modules uh considering the Dei work is part of the goal two of the chi chiji plan where is there a
031space for recommendations put forth for the recommendations that will be put forth as a result of the Dei District teams Equity audit for example whatever recommendations for teacher and staff training and resources comes out of it thank you feedback hi thanks we just have two questions um as far as um the change to the teachers college program they're staying with that program um if we're required to if we it ends up that we're required to implement um one of the um scientifically based reading programs I understand that the one-year waiver is only for districts with financial hardships so how does one how does the district qualify for that I guess it's the first question and the second one follows up on the cdsp question is there money in the budget to address what the DI
032committee finds or identifies as areas of inequity and what's the plan to Target or address those areas thank you thank you any public comment on RC 19 curriculum anyone online Chris yep you're good from a board perspective even with my readers it's tough but I think I see Felicia Julie Keith Francis and Christina thank you all for for being on the call and participating this afternoon and as always thanks for all you do every day for our students so appreciate it have a good rest of your weekend thank you thank you so we've moved beyond our time the good news is we have fast speaking rich rudel being the next presenter on several topics and Chris thank you for uh the update there around that um so rich I think at a high level um
033yeah summer school rich is doing sorry my bad yeah no good good so um let's kick it off real quick and Rich you know the drills so we'll start out with rc23 Summer School uh so DSS continues to be a great asset to the district uh both Caitlyn Stanton and Mark powers do a tremendous job in running the program uh we are anticipating approximately a little over the 1500 students uh this past year was the strongest profitability that the program ever had and we're actually anticipating building upon that so you see a little bit more revenue and then a little bit more in consultant Services which are the provider payments to help generate that Revenue great thanks Rich questions about summer school all right good Ed we good Jack we're good cdsp ecially um is
034the edition of the Armed Guard I mean is the intent to just hire one of our ssos that are already in place in the district or will be a new person Joanna say that again will the SSO be working uh at the summer school oh good question all right yes yes is the answer okay good thank you CPAC no questions all right thank you Rich we'll move on to something you're familiar with Finance uh so there's not much to talk about there's a small change for uh the audit uh we are mandated by the state to have an audit done every year um other than that there is no change in rc20 yeah board questions on finance Dennis yeah sure so Mr rutle you you gave a very interesting presentation a few years ago on
035hiring a person and and I'm looking at our org chart and we have thrown more responsibility on you and yet we still don't see this higher so I'm wondering should we revisit that and or do we and the other part as well as I would like to read look at this work chart because it really doesn't make sense to me because the director of Health Services reports to Mrs Klein the director of mental health reports to Mr tramberg it just seems like it's just thrown new hires are just placed somewhere on an org chart so I'd love to have a discussion on that later but I'd love to go back to this Director of Finance and uh have we put too much on the plate of the Director of Finance immigration oh well look the
036first time you're being quiet I have a I have a great team and we've hired a couple of new people uh who have replaced some individuals and then I think we're good so rich I I Dennis I appreciate you bringing that up and you did make a good justification for a person a couple of years ago but as always you the whole cabinet is a phenomenal phenomenal job you you and your reports interact with a lot of other bodies of town and you get good great Kudos from the board of Finance from our partners in the RTM so you know if there's a need there and it makes sense structurally from an org chart just bring it down we're here to support because the the financial reporting is since I've been on the board for
037nine news is 100 78 better than what it was when I started so good uh we'll move to rc6 uh we will move to Ed anything on finance Jack cdsb CPAC nope good thank you all uh we'll move over to Administration RC 16. um so there's minimal changes for rc16 uh we are including a demography report again this year say that again we are including a demography report again this year okay um I will say that uh having appropriate Staffing and then being as tight as you can is an important part of your budget uh when you have a demographer report you tend to be closer to the sections that you budgeted than when you don't um so historically looking at the years in which you've had a demographer you're much closer to it being
038in line than the years in which you've never had a demographer um and then the only other change is there's a slight decrease in legal fees as we don't have the teacher negotiations next year but as a reminder we do have administrator negotiations next year so it's not a complete uh decrease in that account and other than that there really are no changes in our c16 great thanks Rich um okay what's the high low range on the Delta when years we have versus years we don't so it depends you've been at office for as far as four um you've been off as far as two in some years so it really depends uh you've been off three um in the years in which you use a demographer you typically are about 90 over 99 accurate
039in terms of your sections and you're about 98 which doesn't seem like a big difference when you go from 98 to 92 uh but believe it or not it is thank you thanks Dave China would they have caught this year they might have um I mean one of the the years that were classes we were offers was Royal fifth grade and it was really only by about a student um so it was quite quite small I think we were anticipating some of the developments coming online sooner than they did um but slam and melanoma Broome they've done a very good job of tracking a lot of the birth Rage which play into kindergarten and other areas like that so on the demographer the fact that we're doing it back to back do we are they
040charging us less because it can work off a lot of work that they did actually the same price um and I and I know other Town bodies have found it very valuable too yeah so I will say the the rest of the dirt does they don't always use the same demographer um but everybody in our dirt uses a demographer every year could we did it together with another District to save a few bucks or not um so of the the of our district three of the of our Derek three of the five use slam uh and the other two use NASDAQ um I will say slam is definitely uh far better than that okay thanks do we get a rebate or penalty if they're all I think so good question Jill I know that other
041board expenses is where we have running meetings I know since we now run a hybrid model that's more expensive where do I know we have zoom in another sure fine item but where where are all those so the the cost of running meetings it's also the committee meetings we do have more committee meetings now it's primarily the cost of Jeff uh to have Jeff here to videotape the meetings uh also that hits this is if we send anybody to the cape caps conference any board members to a cape caps conference it goes there um convocation uh expenses go there as well um so the incremental cost for you know the hybrid Zoom meetings it's really just the cost of having Jeff here but we we didn't run we didn't have hybrid meetings a few years
042ago and there's not that big an increase from 1920. so yes there are small ones that I can if you if it's just committee meetings I could you know two grand might cover it but I'm just curious where the cost of running a hybrid meeting is sitting well the the true cost is uh so having Zoom is is an rc15 uh the cost of having Michelle here is within RC 19 within her salary um and it's really again it's just uh Jeff's cost okay here and the TVs are an existing cost we don't repay for them every year remember years ago when we had the stenographer here yeah Sarah I'm just curious about how more you can break out the legal services I mean what just curious what do we what is contract related what
043is you know parent related I would just love to know what the breakout is of how what we spend our legal I mean the bulk for this year is going to be the teacher negotiations um sometimes it's policy related sometimes it's parent related uh the pnz lights for example were a cost of legal fees um you know if you have any foia issues that could be an expense as well so it runs the gamut but we can have a breakdown I'm just curious what what we're spending on I think that we have foia review log on the next agenda or some within the next month John just quick is the uh the pnz appeal that it's currently underway that goes on pnz's books now right because it's a land use appeal so are you baking
044anything in next year for the no okay so that's a little town the legal fees that we've uh incurred from it are this year expense really right so next year you're it's not on our budget to defend the land use okay what we'll be looking for is revenue I'm sorry for the lights all we'll be looking for is revenue yeah exactly anyone else on the administration Ed Jack cdsp CPAC no public great thank you we'll move on quickly to rc18 Personnel Human Resources Rich sure uh so there's a few main drivers in rc-18 which turnover contract support long-term substitutes budget control and teacher and residence um if we look at this year we did have a substantial amount of turnover we had 70 teachers uh turning over from the prior year um the biggest change
045is that in the current year we've discussed this at finance committee we didn't actually uh yield the savings we normally do from teacher turnover we were actually quite short um and then we actually only got about 450 000 in teacher turnover the one reason we were able to make it up was primarily from administrator turnover which is typically not as common so we are looking at budgeting 42 teachers and the reason we picked 42 teachers is of the 70 that left we stripped out those who got a replacement that were either equivalent or higher so we looked at how many teachers did we replace at a lower rate um the average savings was approximately sixteen thousand uh so that's where we're getting the 673 thousand that you see in the budget book contract support supports
046wages for unsettled contracts and so going into next year the nurses the paraprofessionals and the secretaries are all unsettled and then we have wages set aside for unaffiliated staff as well long-term Subs is budgeted at a higher amount than in the past at 650 000 compared to 475. this is a product of two reasons one because of the teacher turnover teacher shortage it's harder to find long-term subs and so we've seen over the last two years the average cost of a long-term sub is about 60 percent higher than it has been in the past and so that's added some uh some compression into that account and then additionally the new DEA contract calls for five additional paid maternity days budget control does represent the equivalent of three Elementary teaching sections as in the case we
047looked at any class that was within three students of tipping those sections include tokenique which is tokeny kindergarten which is one student Royal third grade which is two students and then Oxbridge fourth grade which is three students and then the other item is the teacher in Residence we did decide to suspend that for this current year largely because we've had some difficulty in attracting those candidates um and I will say other districts in Fairfield County who participate uh in this program are doing so as well thanks Rich any questions from the board on Personnel Human Resources John so the uh I want to go back to turnover for a moment so you're assuming 16 000 savings for uh those 40 just about yep so each one okay but that did not occur you know I
048look at it you had 74 teachers turn over but it was it over 40 teachers did produce some savings but 32 actually cost us correct so what we really looked at was what was the savings of just the 40 um and then strip out the other teachers that either were flat or cost us assume that's hopefully an anomaly and so what were the savings that we got from just those 40 teachers and they kind of arrived anywhere from like you know 14 to 15 000 and then obviously the teacher contract's going up so the spreads a little bit bigger year over year yeah so what happens if it's not an anomaly so it's not an anomaly and you don't make 673 thousand dollars a shortfall on a credit is like being over budget and an
049expense yeah uh and so the district would have to find that those funds I mean Marge are you comfortable with that assumption I I you know I have the same I have the same concerns you do but I usually trust trust rich on the math I don't think it's going to get any better next year so the other thing and we talked about it a little bit earlier um things that can also affect turnover are vacancy savings right so not necessarily turnover savings where you yield savings from replacing somebody at a lower rate but if you have a lot of turnover and you're not able to fill those in a short period of time you have that gap of money in what you're not paying somebody out because nobody's in that position so in a
050situation where maybe your turnover doesn't meet your threshold that you're hoping for uh vacancy savings uh can fill that Gap as well that would kind of be the next route before you have to look in other places um this was definitely a year in which you saw a lot of people leave but it was also a year in which we saw a lot of positions not be able to fill right away and so you'd really have to look at both those forms of funds in order to make that credit work so when I look at that 689 100 what from this year what do you think was the vacancy Savings in that number like what percentage so the teacher turnover for getting vacancy was about 450 of that 689. um and then about a little
051over a little less than 150 was administrator turnover so that's assistant principles and principals et cetera um and then the rest was really just Big Easy turnover so almost a hundred thousand dollars it is it is definitely aggressive considering where we're at this year I mean if I hate to do this but what happened if you applied kind of the same math I mean the same characteristics of hiring that happened this fiscal year the next fiscal year what would you haircut that turnover savings number oh your 673 would probably go down at least another hundred thousand dollars um again which a lower credit is a higher expense which causes your budget to go up um yeah okay thank you you think the Catch-22 there is while you talk about savings from a vacancy rate the
052vacancy rates create all the other challenges in the district Services kids having a teacher in the classroom that's like an evil catch-22. Sarah so kind of to this point recruitment line item has remained the same Marge if we increase that line item and gave you more money could you go to somewhere else and find more teachers there you know no next question people don't there are no real job tricks anymore we still go to UConn the best thing we ever did was subscribe to Olas the New York System we find a lot of teachers there and we have personal relationships with the college so money wouldn't help but thank you okay Julie I just lost my thoughts sorry you give me a sec come back to me we'll see based on the timer Dennis long-term
053Subs it looks like you've you've added 50 000 new in your narrative it says you've added 50 000 but if I look back it looks like we the lowest we've ever spent in the last four years is 819 000 and yeah we're only budgeting 650. so every so every year you're always going to have to transfer money in it's kind of the accounting mechanism of how long-term subs work so typically what happens is you have two types of uh issues when you have a long-term sub you have one where the the teacher who is out is still getting paid and then you hire a long-term sub and that's what that 650 is really being used for and then you have another instance where a teacher is out and typically it's maternity leave and at some
054point that teacher stops getting paid and then we make a budget adjustment to take the salary savings from that unpaid teacher into long-term Subs which then covers the cost of the sub covering thank you I'll go back to Julie thank you I remembered um last year's two teachers in residents are they in District did we hire them yes okay and then we have one here presently okay thank you Jill I two things I'd like to see some of it may be privileged by executive session but I'd like to see the assumptions behind the contract support mine item um uh because that's a that's a big increase um and secondly I wanted to ask that whether the finance committee can bang around different models for the turnover um just look at some different possibilities please could
055you just what do you mean by the contract support it's um well 11 yeah it's going from it's I'm talking about um 110.27 I will say one of the reasons attire is you have uh multiple bargaining units that are unsettled yeah uh so if you were looking at this year all you had were custodian and maintenance yeah next year you have the Paris which are a large group of employees yeah the secretaries uh you have the nurses and then you have the unaffiliated staff yeah so I just love again I think we probably wouldn't do it publicly but we'd love to see the assumptions behind it okay add anything from you Jack um one that one little point is on that contract support um that is one number that there is a method in which
056if things are not resolved it can't be carried over into the next year Rich can explain that at a board meeting at some other time um I do like the vacancy line and I do like being aggressive on the turnover because there is something else that exists here you've heard from both the board of finance and you're hearing it was from myself representing my committee that if you are aggressive and you find out that those numbers don't meet and you can't cover it from other expenses during the year you come back to us and we'll take care of you thanks Jack cdsp thanks Joanna hi um going further on the contract support could we have a breakout um you know of this big number what is for Paras what is for nurses because you know
057there's 13 nurses but there's almost 124 peras um so it'd be nice to know which you know which amount goes where um could we have more details on the teacher in Residence and why you know we're pausing for multitude of reasons but um why we had trouble um recruiting people or having the kind of the district was that there just wasn't a big enough pool or do people not want to come and work in Darien do they have a choice um and then also regarding teacher in Residence what is the plan to potentially reinstate it at some point um it'd be nice to know if the Board of Education still supports this program in general even if we don't do it next year um and also membership and dues went from and maybe you said
058this and they missed it I'm sorry I went from 22 000 to 700 and I was just wondering if you could that's through the teacher in Residence okay thank you so I guess real quick to knock off these that we can the teacher and residence program it's just it's a recruiting issue right Marge right so krek is having trouble Fairfield county is having trouble and we had trouble specifically so so we're just going to pause it and then as Alan said to kick it off we're not it's not going to go away but we're just going to pause it for the shootout Rich to Joanna's first question on uh more detail on the Contra is that that's really contractual right so if we break out the contract support by bargaining unit you are tipping your
059hand a little bit uh during negotiations all right the other thing about the teacher in Residence here this year if we didn't utilize that those positions we would be to to teachers dying who are actually in the bathroom in front of everybody right um okay thank you uh public comment on RC 18. a CPAC sorry we have nothing thank you great thank you public anyone online Chris good thank you we'll move quickly to security RC 27 Rich so this is a new RC uh created in the current fiscal year um our director of security starts on Monday and we're very excited to have him here um it does reflect uh the sixth arms school security officers that the board approved 12 campus monitors uh five at the high school two at the middle school and
060one at each Elementary School uh police and fire Services uh includes fire Duty for things like concerts and games and then any police presence that we need for um moving up ceremonies and things like that and then security is just materials whether it be radios or any other materials related to school security so I guess rich in the interest of some of the themes that have come up here and I'm forecasting so a lot of this is some of this will be up front getting started dollars right but then I think we'd like to understand what's a replacement cycle around some of this stuff so all right um and then I think the board will have a further conversation I think to earlier in the day we had conversations around um ticket revenues and those
061costs offsetting some of these services and security and all around concerts so there could be a revenue line in here at some point in time so typically we put like gate receipts in athletics uh if it's an athletic event um because there is there security costs staying in there there is so under Sports officials Chris talked about it earlier typically we've had campus monitors and games um which is actually added security Revenue sometimes it's been police depending on the size of the crowd um so all those are in athletics all right good and then the only thing I'll uh it just triggers a thought it's not necessarily in here but we have not yet seen the uh Karma audit and there's a request for cameras up at the high school so I just want to
062know if there's anything else we should anticipate from a security standpoint over and above what we went for an appropriation for the rollout of the security director and the ssos um is there anything else that we need to understand that's going to come out of the karma audit that we have not seen yet I don't think anything out of the karma audit I do think Leon will provide a unique perspective when he comes here you know in the conversations that we've had with him be since before he started but since he got hired um he's been very impressed with the certain you know features that we do have and the equipment that we do have but one of the things he's going to spend some time on when he does get here is looking at
063schools and looking at the systems and things like that okay all right uh Julie Thank you Rich on the police and fire line it's hard to tell because we're looking at all pandemic years do we ever get close to spending that 42 000 ish like right now we're running at about 10 000 so far this year so we do we typically get the biggest bump up at the end of the year because we have a lot of police at graduation and moving up ceremonies um last year not so much in the year before and part of that again is the different type of graduations that we've had um and then in the beginning of the year we see a lot of police presence at the middle school and that's primarily because of traffic gotcha thank
064you John I think um just account one one zero three zero three one I think it's a good time to call out that the hundred and twenty thousand dollars is a little bit more than um what we had discussed in public um I don't know if somebody wants to cover that now but I think it's probably a good time to call it out um are you talking about the practice security yeah yeah what what the the salary numbers higher than we originally signaled yes we had the uh we had a salary of uh 120 that it ended up um It's Not Unusual for for positions like this when you go through that process and it's a very competitive business um we were privy to information that maybe others weren't in terms of securing people and
065so on um it's a little bit what the market brought and we thought given experiences and the qualifications that the person bringing to the uh brings to the position that that would be an appropriate compensation and then the other little nugget of information though that the director of Security will not be taking health benefits so so when you net out the expenses maybe you can walk us through that yep um so we did budget benefits for the director of uh security because we didn't necessarily require that the person be a law enforcement background happens to be that we got a sitting uh chief of police and so that individual is not electing benefits and so the savings there is about uh 25 000 in terms of benefits the growth in the salary is about 35
066so it's about a net a ten um I will say one of the things that's happened been since the board approved this is a district right nearby neighboring is now implementing the exact same model that we are so Ridgefield has posted for director security they're putting armed security guards in their schools as well so they are actively recruiting uh for director security and they did post at a salary of a hundred and ten thousand dollars uh which kind of increased the market price as well yeah good thanks for flagging that John uh good we will go to Ed good Jack foreign counts so the 25 000 that's currently in the budget for um health insurance for that position is going to be an added that the administration when we're doing cuts no so the 25
067000 is in the current Year's budget and so you'll see that as Surplus in the fiscal 23 budget we do not include benefits okay thanks thanks Jack see you speak that's good CPAC nothing thanks thank you public comments on security rc27 anyone online Chris very good uh this should be real quick we're going to covet RC 28 Rich so we're not budging anything for covid but we do show three years of History uh so you are stuck with this RC for a few more years when do we get rid of it uh three more years that's just from an accounting you know so if we were to take this RC out uh your historical axles wouldn't actually tie out uh up to the total budget so you're kind of stuck with it until those years
068just kind of passes away it's good all right any uh Ed Jack cdsp CPAC any questions around covid hopefully we're beyond that public comments on covet all right good um we'll move quickly to public comment anyone in the house or public comment anyone online raising their hand Chris I will say a very quick thank you to everyone in the audience thank you to everyone online thank you for all the administration teachers and principals that participated today thank you for all your questions and comments thank you for the board to the board for all the homework that's done this is a long process that's just started it's a long day but it's a productive day so thank you to everyone enjoy the rest of the weekend motion to adjourn
