because I didn't turn off Uh my But this one's old. Really? We need to paint it. If there's any uh artists in the room, at least we could paint it or something. Thank you for being with us tonight. It's my pleasure to serve as your servant, your board uh chairperson for the next year. Uh before we go on to the meeting, Mrs. our superintendent has something to say. If there's any uh artists in the room, at least we paint it or something. Thank you for tonight. It's my pleasure to serve as your servant, your board uh chairperson for the next year. Uh before we go on to the meeting, Mrs. Anzo, our superintendent, as if there's any are we good to go? Thank you. Thank you, Mrs. Anzo. >> Thank you, Miss Gilpas. So, tonight

we open um our meeting by honoring the memory of Trustee Jos Antonio Gimenez. It is with deep sadness that Dallas Union School District shares the news of his passing on January 12th. He has been serving the board since 2018. He was representing area five. He was our board president in uh 2022. I think I had stated before is a lot of us know him from before. He served as um a trustee. He's he was a parent at Loya. He served there not just as a parent and a community member. He was on the schoolside council. He also um served as president of DACA. So very committed to the students of Alisal, not just to his four students or four four children that went through our school system, but to all our all our student population.

So we mourn the loss of a devoted colleague and a champion for our students. You can have a moment of silence, please. Thank you. Um he will be greatly missed and thank you for our mods team that um set a honor here for him and we really appreciate the family is in need of our prayers and strength. So we please have him in your thoughts. Thank you Miss Lupus. >> Thank you Mrs. Zonzo. Um so we're on number one opening items. Uh, I didn't I don't think I stated the time that we um opened, but it was 5:30 uh p.m. We're going to go to uh opening items. B, roll call and introductions. Uh, Mrs. Anzo, please. President Guadalupe Gilas Bara, trustee area 4, >> here. >> Vice President Yatrice Pettis, trustee area 1 >>

here. Clerk Leticia Garcia, trustee area 3. Trustee Robert Okampo, trustee area two. >> Uh, present. >> Uh, we have one absent. So, three present and with Miss Latisa Garcia is absent. >> Thank you. Now, we'll move on to >> Oh, and I sorry, I also wanted to take the time to also introduce um our deputy superintendent who's our cabinet member joining us today. >> Thank you. So, that's a little new thing we'll be doing because when people are looking uh to us online, they might not know who they are and I don't want them to mix me up with Mr. Jose. So, that's why we're going to say who his name is. Okay. So, um we're going to go we're going to move on to the pledge of allegiance. Miss Claudia Melendez, would you please

lead us? To the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you. Uh, thank you for that. We're going to go on to D on spotlight. Mrs. Anzo, what do we have for spotlights? Thank you, Miss Gilpas. Um, again, this is an opportunity to highlight what is the good things that are happening in the district and we encourage everyone to come out. Anything good, you just fill out one of these green sheets. I know Miss Glaudia for our staff, she promotes it through our newsletters. So, please make sure you come and spotlight. So today we're also trying something different and there's a lot of good things and I know sometimes people forget or they can't

make it at this time. Um Miss Gladia does go out and take a lot of pictures, videos of things that are happening. So we're going to try and promote uh spotlight what's happening throughout the district through a a short video. So I think we have it queued up. Miss Mr. V. Okay. And then we have one more after that. These are all the fun activities that happen during the summer. Thank you. A very happy place to to be. Um Disneyland has nothing on us if you see the smiles on those students. Correct. >> Thank you. Any other spotlights? Yes, Superintendent. Do we have one more spotlight? Um, Elena Clemente Thank you. >> Yes. Thank you. We're going to go out of order and we're going to do something um different right now with our board.

We have the family of Mr. Jose Himenez here, his parents. Peta and Espanol. Okay. Is that okay with the other two board members that we go out of order? Thank you. Thank you, Miss Gilpas. So, now I'm just going to translate what I said earlier um into Spanish. Um Himenez. School. as memorial. I'm sharing that we're out of order here, but this is a special occasion and um we're going to I invited them if they'd like they can say something to board members later on in the agenda under board reports can share their sentiment. But if the parents would like to say something or uh you you can do that now for Uhhuh. about 2 or 3 minutes is what we allow. We're not going to buzz you, but it's a special occasion, but please

Good evening. Um, my name is Maria Himenez. I am Jose's sister. On behalf of my parents and family, his children, I thank you for the support, for always being there. The He was such a great man, a kind man, a man of service to our community, especially to the LSL Union School District, which he had a very he had just so much love for especially working for the for the good of the district of the families and students. I know so because he would always share with me his thoughts and his his desire to do more and the good for everybody. He will be greatly missed by us because we love them so much. This was just an unfortunate situation, health situation that happened and and we lost him. But he's here with us. I

asked him in his last minutes to leave me his strength. so I could take care of my parents because I need that. And uh I remember in the beginning where when he became ill back in December in the hospital, he missed the one of the last meetings for me. That was the sign that he was not feeling good for sure. He always wanted to be strong for the family, for my parents and I. But that was something that I thought it was it was not like him. He was always present to his commitment to the Alyssa Union School District. And he told me I couldn't I couldn't make it. for which he felt very bad. But he was ill and unfortunately the the heart surgery was just too much for his heart. And but I

know that he is with with us in spirit and we will do the best. I will do the best to keep his legacy alive. I will thank you again for every to everybody that has uh reached out and for the support for Dallas Union School District. Thank you. Thank you. Thank you, Millie. Muchas gracias. Um I'm going to call with the permission of the other two bed board members uh like a five minute recess so that if anybody wants to give their condolences to the family. She Mrs. Himemen has just had heart surgery so I know she's not going to be able to stay for the whole meeting. So we will reconvene at at 556. So uh break for 10 minutes to uh give them our condolences. convening our meeting now and we're going to

go on to adoption of the agenda. Another um small um change is that we won't be doing line votes unless a board member requests a line vote for any item. We're just going to say I or nay and it'll be recorded as such. uh line votes are usually made the research that I did and through CSBA is when it's a very uh controversial subject matter or the you know a board member may request it so it can go on record it's for a transparency and accountability issues but we haven't had any of those uh in our um in our board meetings so we're just going to go back to the oldfashioned way. Unless I said a board member wants a line vote on any item, just please let me know and we'll be we'll do

that. Okay. So, we'll go to adoption of the agenda. I do need a motion. >> Motion. >> Uh second. >> We have a motion to adop adopt the agenda by Mrs. Perez. Mr. Okampo seconds that. Are there any comments or concerns, questions on the agenda? No. I I do I Miss Perez? No, Mr. Okmpo. No, >> I I I I do. Last um on the agenda, I think we have Oh, no. That's fine. Sorry. We'll go on to the to Yeah, I was got confused with the consent. Okay. So, um, now I'll call for the vote. All those in favor, please say I. >> I. Uh-huh. So, anybody opposed? So, the record would show that the motion carries by a vote of three to zero. Thank you. Now, we'll go on to um public comment.

Public comment concerning items on the open session agenda andor non-aggenda items. Um the guidelines says that there will be a two-minute limit for individuals and a 20 minute limit on total public comments and there is no seating of one's time to other individuals. So this is item 2 a. Individuals wishing to address the board of trustees on open session agenda items and other items may do so at this time. Starting time is 555. Thank you. We have one Myra Rodriguez, please. Welcome. Yes. Yes. My stepson attends John Estee Elementary School. I am here to ask for help. No one in the school nor the district want to help me unless I get an attorney. That's what I have been told. All I have been requesting from the school and district in the district is a

public record which is a login sheet from the school. I have been disregarded by several staff members as well as the superintendent. This district claims the district statement claims sorry they pro they prohibit discrimination, harassment, intimidation but I personally have experienced all three by the school employees and nothing has been done. There was an incident with an office clerk which a police report had to be made because she shared personal confidential information with the third party. All I am asking is for your help to be able to receive a public record which is why is it that I'm having such a hard time to receive a co a public record copy. So I don't understand. It's like okay if you're giving me a hard time to receive a public document. So then what makes you

think that any kid is safe at this school? And I'm having such a hard time to even get in contact with the superintendent because I personally I don't have a son that goes or attends the school and it's like they asked for my husband to call and make an appointment with the superintendent. So I don't understand how you guys handle this situation. But from my from my knowledge it's a public record that I'm asking. No one's information. All I'm asking is for my information, which was the dates that I went to the school, um the time that I was there, who I spoke to. That's all I'm requesting. And I'm having such a hard time receiving this document. I have spoke to the principal. I have spoke to the HR, which I didn't know he

was HR. And he told me that I cannot get this document unless I get an attorney or the judge asked for this information, which my knowledge is it's a public record. So, I'm asking for your help so that I'm able to obtain this paper. >> Thank you. >> Um, Mrs. Danza, who can we get to call Mrs. Rodriguez tomorrow? >> I I I can call her. >> Um, >> and I think it may be discussed in in private, right? Because it's regarding a a student. >> Okay. >> And so it's a >> Okay. So, that's what we can do at this level is have someone give you a call. Thank you for We can't go back and forth, Miss Rodriguez. No, that's okay. But you will get a call from the superintendent or her designate

cuz she does have to attend to school emergencies and such. So, you'll you'll get a call. Okay. Thank you. Is that all, Mrs. Spenc? Okay. Thank you. So, we're going to go on to um B association comments. LSL Teachers Association. Is there a representative here? Oh, there she is. Good evening. The ALS Teachers Association extends its deepest condolences to the Gimenez family of the passing of Mr. Jose Antonio Gimenez. His unwavering dedication and advocacy for students, families, teachers, and support staff of the Alysell Union School District will be sorely missed. His leadership on on this school board leaves a seat difficult to fill. Our sincere gratitude to the Jimenez family. May the legacy of service Mr. Jimenez gave our Alys family bring comfort in this difficult time. Thank you. Thank you. California School Employees Association,

chapter 577, please. Good evening. Uh first, uh I would like to wish everyone a happy new year and I hope uh this year brings you good health, success and continuous collaboration as we work together in service of our students and community. Um I would also like to take a moment to express our sincere condolences uh on the pass of Mr. Jose Himenez. Our thoughts are with uh the family and friends and all those who were touched by his life and contributions. He will be remembered with respect and appreciation. And lastly, I it was my pleasure to introduce our new Eboard members. I will continue as a chapter president and I have Alma Ferti first vice president uh media alama uh second vice president uh Renee Mora as uh communication uh chapter communication officer and uh

Alisa Clement as treasurer and Maria Kamonga secretary and Pedro chief union they're not be able to be here and we are excited to welcome them and look forward to the energy, ideas and dedications uh they bring to their new roles. We are confident they will be a great asset and we appreciate their willingness to serve. Thank you. >> Thank you. Do we have anybody here to represent the substitute teachers union? No. Okay, then we'll be moving on to item number three, presentation. Our first presentation, independent financial audit report 202425. Miss Elaine Mendoza, director of fiscal services. Good evening, board of trustees, cabinet members, and community. I'm Elaine Mendoza, director of fiscal services, and I am here with um Kyle Montgomery. He's from Christy White. He's our um auditors, our auditor for our um financial statements.

And tonight, we'll be presenting on our um audit report for 2024 25. slides are up there for everyone. Um, everyone has a copy. Perfect. Good evening to the board. I'm happy to be here tonight to present uh the results of the um annual independent audit for the fiscal year 2425. Um, we'll dive right into those with our first slide um being a summary of the audit opinions. Um so tonight's presentation will focus on again the the results of the audit, the opinions provided in that report and then just a couple u minor findings that we have to go over. Um so this audit report contains opinions in three areas. The first being the report on the financial statements. Um that report um begins at length on page one. Um the report on the uh internal

control over financial reporting also accompanies or sort of supplements the uh opinion on the financial statements and that report begins on page 76. So sort of towards that back section of the audit report. Um the report itself uh as I'm assuming you've all kind of seen a copy of it is rather lengthy and comprehensive coming in at I think roughly a 100 pages or so as the state has us you know not only audit the financial statements but also two separate compliance opinions are provided in the report. So we have um the report on compliance for each major federal program that's on page 78. Um, and so what we have to do there is go through and look at all the various federal programs the district receives funding for. Um, kind of assess which ones

are the major ones, which ones have been audited in recent years, and maybe those that haven't been audited in recent years, so might be due. And we select um, a few major programs to test during the year. And that report on compliance kind of covers the result of that federal compliance audit. Um the final opinion provided in this report is the report on state compliance. That one begins on page 81. Um now for state compliance, the um state issues a state a K12 state audit guide each year that outlines all of the various state compliance procedures they want us to perform. This covers things like attendance, instructional time, um teacher credentials, unduplicated pupil counts, all the various plans that the board has to kind of review and update each year, right? So all sorts of

um fun things like that in the state compliance audit. The next um slide focuses on sort of a summary of the auditor's results. So there's a page towards the back of the audit report on page 85 um that is titled the summary of auditor's results. And so that one page right there provides sort of a snapshot on the results of the audit. Um it breaks down the financial statements, federal awards and state awards, the related opinions and um kind of identifies whether or not there were any findings in each one of those areas. Um you'll see that the um opinion in each area is unmodified. So financial statement, federal awards, and state awards, each one of those is an unmodified opinion. That is sort of the highest and best opinion that can be provided as

the result of an audit. Um so with the financial statements what that means is uh we found that the financial statements were materially stated um in all material respects um and that um you know we kind of think they're good to go there. Uh with federal awards unmodified and uh we had three major programs this year. So we looked at title one part A, title one migrant education and then title four part A. Um again, clean audit opinion there and no findings or question costs um to report with respect to those three programs that we looked at this year. Uh with state awards, um clean audit opinion unmodified there. Um but just one uh minor finding to go over that we will take a look at in in just a couple slides. So the one

internal control finding that we had um over financial reporting uh directly related related to the financial statements is um sort of a roll forward from prior years. Um but I would say that as the years have gone on this area has been cleaned up and with this year there was just sort of one major min minor issue with the balance reported with respect to um revolving cash in the general fund that required adjustment and was kind of you know missed during the closing process but we've reviewed that kind of identified how that can be corrected in future years. Um but again since it was kind of part of an issue that was identified in major years as a finding we had to roll forward that finding but um kind of as the years have gone

on the severity of that finding I would say has become lesser and lesser and we're kind of almost there with um just this one minor item that um was missed this year. Any questions on that finding before we look at the um state compliance? >> M Pis, any questions so far? >> Mr. Okmpo. >> Yeah, I just wondered if uh you could elaborate more on what the issue was uh concerning the revol the revolving cash. Yeah. So I mean kind of at a high level uh what we found is that the balance that was reported in the unodudited actuals uh for that account was materially misstated from what the actual balance in looking at the bank's uh statements and related reconciliations showed as of June 30th 2025. And so um you know if the difference

is immaterial or within a you know insignificant amount we can say this balance is materially stated and we're reasonably certain that it's you know fairly presented. Um but in this instance the difference was um significant enough that we did have to post the adjustment um in order to you know kind of um materially state that balance. And then you know with that because of the severity of that difference um it kind of became necessary to report this finding and just kind of make that recommendation that going forward this become part of you know the checklist of year-end closing procedures to make sure that this specific balance is looked at and adjusted as needed during that process. >> Thank you. You were going to move on or is that it? Uh there are >> that's it.

>> No, just one more. Okay. >> Um so there there's the say compliance finding related to the home to school transportation plan. Um and so again when I was mentioning kind of all the different plans that the state wants us to take a look at and make sure that the board has adopted with this one. Um the hometoschool transportation plan um is required to be updated and board approved each year by uh April 1st. And so with this plan update that was due to be completed by April 1st, 2025. Um what we found was that it looked like, you know, based on our review of the board meeting minutes, the plan was adopted on April 23rd. So just a few weeks behind that deadline, but unfortunately we don't have wiggle room there to say that,

you know, the plan was adopted. they just kind of missed that deadline by a couple weeks. So, as a result, this this finding is included here. Um, but again, in the grand scheme of things, fairly minor, but something to um kind of clean up for this year and just have um, you know, kind of uh, corrective actions to make sure that the board agenda for maybe March includes that update um, rather than April since that deadline is April 1. Thank you. >> And that was the last slide. So with that, I'll uh >> Okay. >> ask if there's uh any questions, comments. >> Yes. Uh Trusty Pettis has a question for you. >> I do. Hi. So what are the consequences or dings of like for example the deadline that was missed from the first

and it was turned on the 23rd. Is there a consequence? Is there >> um well ultimately that wouldn't be my decision to make but in my experience um I think that you know when CDE and the state controllers's office are reviewing this report they'll take a look at it um as I was mentioning to Elaine um there can be a request for summary review to essentially say that the district was able to demonstrate substantial compliance with these requirements. So with respect to the hometoschool transportation plan um what you would be saying there is you know the district made the effort to comply with the requirements you know we developed the plan it was just a little bit late um but you know we kind of made that honest effort and are doing our best to

comply with these requirements and so with that um you know I wouldn't think that there will be any financial penalty related to that finding but again that one is not my decision to make as auditors you We go through our audit procedures, issue our report, submit it to CDE, state controllers's office, they review and kind of take it from there with respect to any findings. >> And do you guys grade like on a percentage? Like I know that other auditors do like 100% and then there's like a 80 90% and so on. >> That might be a different type of audit. maybe like an operational audit or something like that, but with respect to financial and compliance audits, >> isn't something that would typically be included in, you know, the reports that we produce for

um LEAs and other educational agencies. >> Okay. Thank you. Thank you, Mr. Okmple. >> Yeah, I was just curious. I I know that uh uh some time ago there was some talk from the federal government about that we might be losing our our migrant education some of our migrant education funds and that didn't happen. We we held on to them but in in light of that kind of fear um we didn't do we didn't make any changes right I mean migrant is still funded the way it's been funded for year after year. Um there are there aren't any changes for this year um or for the 2425 um financial audit, but um we don't know what um it's going to be for the next year yet. Um we won't hear anything until closer to um

the governor's workshop or in May when there's a revise, but as of this year, there hasn't been any changes. >> Oh, okay. Thank you. >> Thank you. Any other question? I I had one. So, what's the difference or why is that word independent in there? What's an independent audit? Is that one that ALS chooses to participate in? Is it statemandated? >> It is statemandated. Um, so each K12 entity throughout the state, whether it's a charter school, school district, county office of education is required to have an annual independent audit uh of the financial statements performed. And again, that includes the auditing of the financial statements and then those compliance areas that I was emphasizing. Um but the independence part of it is that we are you know completely independent of the district. Um you know

and there wouldn't be anything that would sort of uh impair our judgment or our independence uh in doing so and working with the district. >> Right. So it's not the state doing the audit. It's the independent because the >> we are private contractor >> to I was going to say to a private contractor to do the audit. Well either way talk about transparency. I mean, I read as much of it as I could, but you're right. There's a lot of information on there, but it seemed like the report was more the the audit and the outcome for Alyssa was very positive. >> Yes. Overall, um, very good. >> Lane is is smiling because it was positive. >> Yes. Very, um, minor things there, if you will, um, in the report. Um, but yeah, shout out

to Elaine and her team. Um, they are a pleasure to work with. they always get us everything um you know pretty smoothly and uh well prepared for the audit. So we do appreciate that because all of our clients are are in that situation and um it doesn't go unnoticed on our part. So >> that's great. Well, thank you so much. If there are no more questions or we can move on. Thank you to our next presentation which is a department presentation curricular curriculum and instruction Dr. Edy Porter. Oh Dr. directory border >> that's a sign so as they are setting up u Miss Gilbas there was um few meetings back a request made that when we have presentations to start including our classified staff because they're a big part of the work that we do.

So today that is um what is going to happen tonight for the first time. We'll see how it goes. >> Awesome. Thank you. Where's Ko? >> I know. Thank you. >> Here we go. Let me start again. Uh, good evening board president, board members, Mrs. Anzo, cabinet, CSEA, and ATA leadership, colleagues, and community. The curriculum and instruction team is here with enthusiasm this evening to share how we work deeply in collaboration. As one of our core values as a team, uh we collaborate across all bargaining units, classified, certificated to provide service throughout Alysell Union School District. Um I will ask our tiny but mighty team to introduce themselves. Uh again, my name is Edie Porter. I'm the director of curriculum and instruction. To my left, >> hello everyone. Good evening. My name is Norma Leon

and I'm the secretary for curriculum and instruction. >> Yeah. And good evening everyone. I'm Edel Celindo. I'm the textbook specialist. So before moving on to the next slide, I really want to take a moment to really emphasize that bottom sentence there that together we support highquality instruction across all 12 schools in Alice uh in the district. And it really is our driver that we blend all of our leadership, our coordination and operational expertise from each of our three members. our shared purpose. Every day, the CNI team collaborates to provide responsive, reliable customer service to school sites, support effective instruction for all students, ensure educators have timely access to board approved curriculum. We believe that removing the barriers so that the other teams can collaborate to reach instructional and operational goals. Work words to work by

collaboration is the art and science of combining people's talents, skills, and knowledge to achieve a common goal. This pretty much sums up one of the CNI core values. At the heart of our work is the commitment to learning from and with one another. An important core value for CNI is strong systems are built when all roles collaborate with a common goal. Um there is a commitment and collaboration across roles. Classified staff and certified management work as one dynamic team. There is a clear communication and share problem solving solutions. There must be a mutual respect for each other's expertise and responsibilities. Um when every role shares a common goal, the system becomes efficient, resilient, and versatile. A second common core is that there is a shared commitment to customer service. Teachers and site leaders are our

primary customers. There is a timely response to curriculum and material requests and there must be a proactive in planning and preventing instructional uh uh to prevent instructional disruptions. When c customers are students, customer service isn't about traditional retail mantra of customers always right. Instead, it's about removing barriers from educational journey so that students can focus on learning. Librarians also are the backbones of curriculum work at the school sites. They are an extension of CNI. Librarians provide site level insight on inventory and are active in the joint planning for textbook and supplement materials. They also share responsibility for accurate counts and careful materials. While a classroom teacher is an expert in specific niche, the librarian is the big picture thinker who ensures individual avenues of learning are supported. Alisa imagineers. We see ourselves as Alisa imagineers.

You may have heard about Imagineers in the Disney system where an idea travels through a team of a team of skilled professionals. CNI collaborates with librarians, a variety of teacher teams, instructional coaches, reading specialists, etc. to bring a small idea from a need to a fully executed system or plan that successfully impacts all areas of teaching and learning. An example of this on more of the operational side would be the digital sign-in sheet that includes time sheets. In this sign-in sheet, other than time sheets, we also have other information that is helpful and condensed all in one place for a smoother way of processing a large load of employee time sheets. So, we wanted to share uh just some upcoming collaborations. As you already know, on February 2nd, we have our great ASL teaching uh

teacher um conference. This is an exemplar of collaboration from Mottz to IT to um teachers, coaches, directors, our deputy superintendent, food services. It is and takes all of us in order to be able to um successfully create an engaging and exciting day where teachers really are teaching teachers. So, we encourage and would love to see you uh on February 2nd over in the We'll start in the Sanchez cafeteria. And then finally, I know on the tip of a lot of people's wonderings on their tongues is what's happening with math. Um starting here in January, we will be launching our math task force that will then become our pilot team. We suspect it'll be about a year. We're planning for a year and a half um process where um starting that uh teachers will dig in

and learn deeply about what's expected out of math instruction through the framework and then we will go through a process with the county office. So collaboration there too for selecting the resources that we'll pilot and then from there our team kind of launches into action of ordering making sure there's delivery and then our coaches our mathsa will provide professional development and from there there will be a recommendation with implementation and then we launch even a bigger process as a team for um distributing resources. is so looking ahead, it's less about uh what we're going to do differently and an extension of what we're already doing. Reflecting using feedback that we receive and then also us having an opportunity to internally reflect on what um the needs are. And with that, any questions? That's the snippet

of us. >> Yes. Thank you. And I've never seen such a happy team together. See what happens when you mix classified with certificated. It It's good. I'm glad. Thank you, Mrs. Anzo, for that. It must have been a surprise because I didn't know that we were going to have that. So, that's awesome. >> You're not supposed to say that. So, Enzo's known for months and months. >> Thank you. Yes. You know, we we want everybody to know that we're a friendly group. We we want to know what's happening. We don't want people to be nervous when they come here. share your good news like you did tonight. Thank you very much. Uh Mr. Okmpo, did you have any comments or questions? >> Yeah, I was just I will thank you for the very upbeat and

effing cool enjoyed it. I could probably listen to you guys all night. Uh I'm just curious what um what has been your you know this whole collaboration deal that you're doing. What has been your greatest su success story and what has not worked out as as well as you had thought it would work out or as well as you had had imagined? Want me to answer that? >> If you have examples, you know, I mean, >> okay, you want to go? >> Okay. So I would say one of our um greatest successes besides all the professional developments that we provide is just that ongoing yearly ordering distribution service with a smile. um if something's not delivered, making copies, that is our I think one of our greatest successes and I would say it's also one

of our biggest frustrations um because our system can do all it can do and we're very dependent on our publishing companies and so that for delivery and that I think is one of our biggest frustrations is we can have everything internally organized um but we're dependent on those publishers companies to make sure that there's delivery during the summer when everyone is, you know, kind of off campus. >> So, so sometimes they don't deliver as quickly as you would like them to deliver. >> That is a very nice way of saying that. Yes. Yes. Sometimes it just >> want to be nice. Want to be nice. >> Yeah. Exactly. Thank you for that. >> Thank you, Mr. Okmpo. Miss Pettis, >> that I really like your imagineers group and it's nice that everybody gets to participate

and nobody's left out. >> Yes. >> So, keep it up. >> Thank you. Thank you. >> Thank you. I just wanted to add to what Mr. Okampo um asked earlier about our what we think is um a success for us. I would say that of course having a great leader that allows for opinions and collaborate and recognizing um each other's strengths doesn't matter if we're classified or not. I believe the way she treats us gives us more encouragement to share opinions in any uh area that we see maybe in need of uh change to better execute or strategize on anything that like that comes to our department. So thank you Edie and Edel. >> Yeah, no problem. >> Thank you. Thank you very much for our presentation. >> Thank you. >> You >> Okay, moving

on to the next item. Uh number four, board member and superintendent reports. I'm going to start on my left this time with Miss Perez. >> Nothing to Thank you. Um Mr. Okmpo. >> Yeah, just really really quick. I just wanted to do a a shout out to our family uh resource centers. Uh I'm I'm not sure about these numbers, but I if memory serves me right or if I'm correct, I believe that our cow kids is at about 20% I think uh which is uh you know scholarship for for our students. That's I think it's somewhere around 2,000 students that have been enrolled in the cow kit. So, just kind of a shout out to the family resource center for the great work they're doing and u hope that they they will continue it. >>

Awesome. Um, superintendent Mrs. Zunzo. >> I Yes. Um, so I want to make sure that my the following statement is made up with the utmost respect for Mr. was Antonio Himenez and in his memory and with the deep sensitivity towards his family and um and I know they were here and I just want to add that the hardest part of the job right now is we're grieving but at the same time we have to keep business going right and um we don't want to seem insensive at We do have um officially now a vacant seat in um in our board and by law and that became vacant on the on January 12th and by law we have to fill that vacancy. We have 60 calendar days to fill it. So that brings us to a

March 13th deadline. We have to have that seat filled by then. I have notified the county uh they're they're aware so the timeline has started. Um staff recommends that we have a special board meeting next Wednesday the 21st so that we can ensure that we have a transparent process and that um we can discuss further during that that meeting. One of the recommendations is that we do um and that is something that's what the special board meeting would be for is to go through an appointment of a trustee and not a special election. We are about nine months uh away from the the end of the of the term and the seat that Mr. Himemen is filled. There is um legal counsel has provided us in and it's on you have your board policy plus

um a memo memorandum from our legal counsel. We do have to do usually when it's four months away, we can wait for the the regular election, but because we're about nine months away, we we have to um we have to proceed with either a special election, which is very costly because the district would have to um pay for everything, right? the the advertisement, the everything that goes into an election. Usually during a a regular election, we share the cost and um or we appoint somebody. So the special board meeting, the recommendation would be next Wednesday, the Jan January 21st. That would give us um plenty of time. And I know that you know like today we have a trustee who's out sick. So that'll give us plenty of time. We do need a quorum. It'll

give us plenty of time to be able to fill the seat. So, a tentative um timeline if we do move with a special board meeting. Uh next week, we would um go through the adoption. The staff would make the recommendation. The board goes through and adopts it. Then the next day we would start advertising. So, we usually advertise for about two weeks. So um applications would do be due by February 5th. After that there'd be two board members as a subcommittee that would review the applications. It' be the board president plus another trustee and then we possible interview dates would be during our regular board meeting February 18th or if we want to have a special board meeting then it would be um February 25th. So then that the new board of members first meeting

would be March 11th and we would meet that deadline of March 13. >> Thank you. Mrs. Anzo, was that it for your report? That was it. Yes. And I want to appreciate um Mrs. Anzo's sensitivity because we all saw that the family was here and under her reports if they would have stayed we would have waited to discuss this issue. But since they weren't present out of respect, I mean, we still still have to go on with with business. I don't have anything myself to report. So, um, we'll go on. We'll go on with the agenda. Thank you, Mrs. Anzo. Um, number five, item number five, consent agenda, approve, ratify conference, agreements, grants, proposals, conferences, workshops, and field trips. So I need a motion to approve the consent agenda. >> So move second. >> Second,

Miss Perez. All those in favor, please say I. >> I. >> Any opposed? >> No, I forgot my I I right. >> I Yeah. Yeah. Yeah. Uhhuh. So the the motion does carry three to zero and the vote will be recorded as such. Three to zero. Okay. So, um, did anybody I didn't even ask you guys if you wanted had comments or I'm going to go backwards a little bit. Any questions on the agenda? >> No, >> because I I I did um I did not say, but I know Cave is coming up and I think that we need there was some current concerns with Cave last year. We had the district paid for a parent that wasn't our parent and that's not fair to our parents that are in this school district. You're in

another school district and they need to pay for you. But also what I wanted to hope to ask for those who work on the those who work on the arrangements I don't think it's right and I think I had shared this for a classified person to have to share rooms with the parent or with another classified while certificated don't have to share rooms. Something's wrong with that picture. Does that mean we have to send less people? Because there is a budget. There's a budget. Um, and we do have to be in between in that budget. However, maybe there are volunteers that are willing to share, but I mean nowadays some people were well, sleeping is very private. Come on. It's very private. So, I don't think that if you go to a conference and some

uh staff members don't have to share rooms, but classified, it just doesn't seem right. So, I'm hoping that I don't know, Dr. Fernandez, is that you or Uhuh. just I'm just sharing through Mrs. Anzo my thoughts. I I don't know if other board members have thoughts on that. Um Mr. Ok. >> Uh yeah, I think I would agree uh Seora Kilpas. I mean I think I think adults uh should have the privacy. I think I mean that's that's that's my personal opinion, right? I mean, I don't know how doable it is in terms of the budget and and and so forth, but um a good place to start might be to ask for volunteers. Maybe there are some people that don't mind sharing a room and maybe there are some people that prefer the their

privacy and and yeah, sleeping can be very very private. Uh I remember once going to a conference when I was a young man, maybe in my 30s with Dr. from Melendis from Malisa High School. Way way back. Well, I well I said his name so I can't say what the situation was now. Okay. Just just I'll just say that I didn't sleep that night and the next night the next night I I I I took my own room because I just I didn't get one I didn't sleep at all. So, so I I think at the very least it should be look looked at, you know, and see what the recommendations is of our of our u staff and u go from there. But I think in principle I would agree with what Mrs. uh

Deepas is saying because adults should have their own room. I think you know that's why we're adults. I don't know my my opinion. >> Thank you. Uh do you have a comment on that or concern? >> I'd like just to add to that. I know that at the district level this year we have not organized the group to go to COVID because the the director that would coordinate that we still have a vacancy but we do have our schools um I think that was one of the schools is on the agenda um on the consent agenda Fremont as um organizing a group of parents. So we will make sure that we communicate that with the principal and we might see one more coming um next month. So we will make sure that we communicate that

information. >> Thank you. Thank you very much. Yeah, because you know I mean last year it was pretty much it was one of our parents, one of our classified staff ended up with a parent that wasn't in our district. And you think about the district side of it, what a liability that is if you think about it because like we said, the district is a uh it's a business and we have to take care of that. So we want our parents to go. We want our the classified they take care of the parents. It's it's a really good conference. And so we just want to make sure that there's someone who's going to make sure that they are our parents and then the discussion will take place on the sharing of rooms. I like this

Mr. Okmpo. You know, maybe they can volunteer. Sometimes it could be like a slumber party with you want to stay with someone. So it could be fun too. But uh let's not say if you go you have to because if we do that then we have to have teacher share rooms, director share rooms. I mean we're all a team. We're all a team. Girl, girl, you know, not no girl boy and all that stuff. So um we we want to be careful with that. I think for the liability and we it's a good conference. So the only the only other thing I did want to add and I had a conversation with Mrs. uh Anzo about the conference to the Whittier City School District. Uh I believe an invitation is going to go out so

that if the ATA president goes or if ATA members go that the same number of classified go or the president of when it's a conference that's um sometimes it may be not for classified for example but when it is and when a classified can go well if one unit goes unit leader or designate then it's only fair that the other one does. So, um, those ideas, those good things are coming from our superintendent, and I appreciate and agree with her. Well, that one came from me, but most of them come from her, but, uh, see, because we want to become a more Alice strong and all of us the same. So, um, we already voted on that. I kind of went backwards on that, but we already voted on that consent agenda. So, thank you

very much. Moving to item number six, business services. And they are two information um reports here, the quarterly investment report as of September 30, 2025. Um we did get the uh the information in our agenda. Um any comments from board members? No, it's information only. Okay. And then B information also review the independent financial audit report. Well, we had a presentation on that. So, we already asked our questions there. So, we'll move on to item number seven, educational services. Another information uh 2024 school accountability accountability report card SARC for the Alisaw Union School District submitted by Missfield. I had a question on there, but do other board members have a question? it it's information only but only because I don't know what is a misassigned teacher and I noticed that some of the schools we

have misassigned teachers in our English language um classrooms so I can speak in regards to that. So a mis assigned teacher might be somebody who is not properly assigned based on their credentials to teach the core subjects. Um in this case obviously we would need somebody with a multi-credential to be able to do that be able to cover the the requirements. So in some instances um and this is again going back to 2425 um based on the need and not having maybe the sufficient or somebody who who would be having the proper credentials was placed there. Sometimes they they come with an provisionary permit and might expired. So there's different circumstances but in in a nutshell that's what it means that misassignment. So, so I did notice because I looked at some of the schools

and it's gotten a lot better where we don't have Mrs. Line teachers >> in in many of the schools. I think it's a zero. There's not none >> and and so it has improved because it has like the the years and >> yes, lately it's been it's been great. So, thank you for that. Thank you for answering that question. >> Um, we'll go on to item number eight, human resources. Okay, this is an action item. Request for additional full-time equivalent positions para educator core. I need a motion, please. >> So move second. Any questions for board members? No. No. Okay. So, we'll go ahead and go for the vote. Um, all those in favor, please say I. >> I hear three. Yes. Does anybody oppose? No. So the vote will be recorded as the motion

carries 3 to zero. B action item request for additional full-time equivalent position boards board certified behavior analyst. I need a motion. >> So move second. Any questions or comments on this item? >> No. Okay. I'll take uh last for the vote. All those in favor, please say I. >> I. >> Three. Any opposed? No opposed. So, the vote will be recorded as the motion carries with the 30 vote. Item number C is also an action item. Revised job description, human resources technician. I need a motion, please. Motion, >> second, >> Mr. Okmpo. Any comments or questions from board members? No. >> Okay. I'll go I'll call for the vote. All those in favor, please say I. >> I. >> Any opposed? Motion carries with a vote of three to zero and it will be the

vote will be recorded as such. D. Action item revised job desri description director of curriculum and instruction to director of teaching and learning. May I have a motion, please? So move >> second. >> Miss Perez, any comments or questions? >> Okay. U call for the vote. All those in favor, please say I. >> I. >> Any opposed? Motion carries and the vote will be recorded as three to zero. Thank you. E. Revised job description, director of innovative design and learning. I need a motion, please. So move >> second and miss Perez. Any comments, questions, concerns? >> No. Okay. So I'll call for the vote. All those in favor, please say I. >> I. Are there any opposed? No. So the vote is a motion carries and the vote will be recorded as three to zero

with the motion passing. If action item, Mrs. These are, if I may ask, these are the ones Mr. Diaz was telling us. They haven't been res revised in years and years and years. So that's why he's kind of cleaning up. All of these items are fall under that category. So not not in years and years. Oh, >> they have been um so they have actually been revised. More of these were formatting and ensuring it depends on which one. >> Um so where are we with the all the edge services one? It was the formatting and and there was some some um supervision as well. I know Miss Dr. Fernandez has a little bit more because she was involved in the project with that. >> Yes. So um several of these listed here fall under ed

services and some of them have to do with the formatting and ensuring that we also um are looking at requirements for the job itself. Um some others um for example director of curriculum and instruction to director of teaching and learning is more indicative of the responsibilities that that fall under this this job. And then when it comes to director of leadership development and accountability, it was more of the addition of the management and um support in the supervision um and evaluation of our principles. >> So Dr. Fernandez, would I be correct in saying some of this is clean up language though because of the different job duties that they have now or didn't have? Correct. So, it's a lot of work for Mr. Diaz, I think. And so, we can appreciate that he's doing all

of this. So, thank you. Thank you for clarifying that. So, I think we're on F here. Action item, revised job description, director of leadership, development, and accountability. May I get a motion, please? >> Motion. >> Uh, second. Any comments, questions, concerns? No. I'll call for the vote. All those in favor, please say I. >> I. >> Are there any opposed? Vote. Uh, the motion does carry and the vote will be recorded as 3 to zero. G. Action item revise job description director 2 of human resources to director of human resources. Motion, please. >> Uh, so move. Second. Miss Perez, comments, questions, or concerns >> on this one? I'd like just to share, Miss Agilas. This one is the one that had been revised in the in a long time. And um if you were to

compare the job description for the director and that of the assistant superintendent or associate superintendent human resources, it was the same job description. So that is this that one is an example of something that had to be done um a long time ago and and so now it's being corrected. >> Thank you. >> So I do have a motion by Mr. Okmpo and a second by Miss Perez. I'll call for the vote. All those in favor, please say I. >> I. Any opposed? Okay. So motion carries and it will be recorded as three to zero. H this is an information item. Draft job description human resources analyst first reading. Okay, moving on to number nine. This is an action item ratified agreement with Washington Union School District regarding interd district transfers and attend and attendance

in accordance with education code section 466000 effective July 1st 2025 through June 30th 2030. May I get a motion please? Uh, so move >> second. Any questions, comments, or concerns? >> Just I think I had a question. Didn't really get a chance to look at this very closely. Uh, is it possible to just summarize what the agreement is? Uh, Washington Union School District. Where where is that Washington? >> So that that school district is the one in the Toro area. So they have um I think it's San Bernansio and then um Toro Toro School. So what the the agreement says is um basically in summary the district will be denying some of their intradist transfers. We have about seven students that are attending on an interd district transfer and so all it says is that

we are um going to take our students back. So, uh, the school district wants to become a basic aid district, so they're denying their interd district transfers. >> Miss Pettis, did you have a question and they're going to get transportation? No. So, these are our students that attend um on an agreement. Okay. >> So, we release them from our our district and then they're received over at the other district. So now what they're doing the district is doing is they'll deny them. So even if we release them the district will say no you can't come in and so they need this agreement so that can um so they can do what they need to do. Okay. Thank you. Okay. Thank you. So ready for the vote. All those in favor please say I. >> I.

>> Any opposed? Motion carries and the vote will be recorded as a three to zero. Item number 10 listed here are future agenda items, a school site presentation and also on the LCAP and then on the safety plans. So this is not the only opportunity a board member has to add anything to the agenda. Board members can either call myself or Miss Anzo now before the next meeting and let us know what you want on there, but it can't be before or after the 72 hours that we post it. So, just give us some time because it does take uh when they do the agenda setting, it takes a lot of work. So, we want to give them enough time. But this is not the only opportunity. can add something at any time uh with

the exception of past when we post it then it's too late 11 and I just miss before we go on to that one miss give us and just so we note that um we can always move our presentations around if the board wants the presentation on something else so what's listed here is a tentative plan there are some that we do have to do by law by a certain date so but Um those are just that's a tentative plan. So in case you want another presentation um you can pass. Okay. >> Thank you. Um so here 11 is the future uh meeting days and uh but Mrs. Zanzo did say there it's going to be a special meeting and maybe because of uh the assignment of a new board member, there may be a need

for two or three special board meetings, but I'm sure the district will do the best their best. So, we're going to go on to um public comments and um individuals wishing to address the board of trustees on close session agenda items may do so at this time starting at 6:52. Ending time. Well, is there anybody that do we have anybody? Ending time is also 6:52. So, we're going to adjourn to close session at 6:52. We'll have a 10-minute break and then we'll start um we'll start our uh close session at 7:02. Please be prompt board members and and I didn't get a chance on board reports. It just slipped my mind. Just briefly, I wanted to say thank you. It's a great honor to serve you as the chair. And that's all the only difference

between the other board members and me is that I chair the meeting. our votes the same. Maybe I'll sign a document or but it it it we're the same. We're all our vote is the same. Our input is the same, but somebody has to run the meeting. Um and it was my turn, I think. So, thank you and for letting me say that. See you in a little bit. What's it reconvene open session at 8:05 p.m. And we have some action to report from close session regarding item C conference with labor negotiator unrepresented employees. The board took the following action on a vote of three to zero with one absent. The motion was made by Mr. Okampo and seconded by trustee Batrice Perez. The board approved Lupita Murio as the new family resource center manager.

On a vote of three to zero with one being absent. The motion made by Roberto Okampo and seconded by Trustee Vatrice Perez. The board approved Janelle Garcia Savviche as the new community school coordinator for Dr. Martin Luther King Academy. on a vote of three to zero with one being absent. Um the motion was made by Batrice Perez and seconded by Roberto Campo. The board approved Michael Ornelas as the new network coordinator. Congratulations. And also just to recognize in our audience we have a former board member Mr. Fernando Mercado. Thank you for being with us. And we will now adjourn our meeting at 8:06. Thank you.
