so the second item on the agenda is an overview of the June 16th committee meeting and discussion including committee's role in history, past report and recommendations. December 2nd, 2024 board resolution 26-2425 regarding school closures and consolidations updated demographic enrollment and budget information and potential uses of sites, districts, staff and consult and that is Reese. >> Okay. Um, good evening everybody. So the first part of the agenda is I was just going to run through an overview of what was discussed at the first meeting on June 16th. That was the meeting where there were several handouts that were provided uh to the committee including enrollment information on past actions. Um but one of the things that we talked about was the role of the surplus property committee or what's also known as the 711 committee under

the education code and the findings um for the determinations under the code uh that you all are asked to make. Um, and those include uh to review the projected school enrollment and other data as provided by the district to the to determine the amount of surplus space in real property to establish a priority list of use of surplus property and real property that will be acceptable to the community. Um to cause to have circulated throughout the attendance area a priority list of surplus space and real property and provide for hearings of community input to the committee on acceptable uses of space and real property including the sale or lease of surplus real property for childc care development purposes. and then to make a final determination of limits of tolerance of use of space and real

property and then to forward your recommendations to the board and recall that on the 16th one of the things that I talked about was that this is an advisory committee. Uh the committee will vote as a group um as to each of those elements uh recommendations but it is advisory only to the board. The will take into will receive your report take into report uh take into account uh this committee's work including the public hearings uh which you've had two of already and which we'll have another one uh today. So it will be recommendation of this committee to make that ultimate uh determination. The other thing we provided you was a list of all of the schools in the district. Uh the active school sites as of the 2425 school year. There were 22 of

them. And uh we also provided you with a copy of the report that was provided by the committee to the board in April of 2021. And recall that at that time uh that committee um that committee provided recommendations as to each of those elements that I went through. But uh the committee did not make a specific finding as to any specific school site any I'm sorry a specific recommendation as to any particular school site that it should or should not be um uh uh declared surplus by the board. also mentioned that uh that committee um also referenced uh in terms of the recommendation of uses of surplus space in real property. Um the the recommendation from that committee was to use unoccupied space at elementary schools for daycare and then to use other unoccupied middle

or elementary school space for adult ed or trade school programs, health health care centers, community college extension programs in community agriculture or garden programs. and that as to the uh property this the facility at 660 Sinclair formerly known as the Moxa building that that should be used as a community college extension program site. That was the recommendation of the LA of this committee in 2021. The board did receive those recommendations but did not declare any site surplus. that never happened, but they did receive the report. The next thing we provided you uh was a copy of the superintendent u superintendent set u recommendation to the board um regarding school closures and consolidations. So, we talked about the fact that last year uh the district determined that it had a very significant deficit um and that

uh it needed to cut $20 million from its budget um in a single year uh and I believe 10 million the next year. Um and that uh uh as a result of that the district the superintendent was recommending to the board the consideration of school closures and consolidations and the board took that action on December 2nd of 2024. Um before the board took that action, uh the district did rece part of that recommendation was was based on a demographic and enrollment projections that had been prepared by a consultant for the district in September of 2024. The committee and the public also received a copy of that. It showed that the district has been and continues to be in declining enrollment. And it also identified um uh which of the schools uh had the lowest enrollment

and which uh were projected to have continuing declining enrollment over the next six years. Based on that information, the budgetary information and the demographic and enrollment uh information, the superintendent recommended to the board and after some discussion and consideration at uh at least two board meetings, if not more than that. Um the the board adopted resolution 26-2425 authorizing the closure of Cassell Elementary, Meyer Elementary, Puritan Elementary, Dorsa Elementary, and Joseph George Middle School effective at the end of the last year, June 30th. So those schools will be closed going forward. uh beginning in the 2526 school year. Um the board also in that resolution the board also approved some consolidations including the consolidation of London one and other 2 academy uh effective July 1, 2026 and that that uh that program would be relocated uh

to the Renaissance at Fiser site. So that was adopted by the board on December 2nd of 2024. We also provided you with a final list of school closures. Um and again those final those final schools closures were Kurin, Dorsa, Meyer, George and I'm sorry Cassel, Kurin, Dorsa Meyer and George effective on July 1. Um the assistant superintendent uh Teresa Dels also made a budgetary presentation to this committee showing the financial challenges that this district faces and what kinds of cuts are needed uh and revenue generation are needed um to balance the district's budget. All of these materials, by the way, have been placed on uh the district's website under the web or the page for the facilities repurposing advisory committee. Um and then uh finally in the last uh two meetings uh this board has

t I'm sorry this committee has has taken extensive public comment um regarding uh this committee's work and especially uh with regards to the former Boxa facility um and uh the community goals and wishes desires outcomes for that property as well. Um, with respect to that facility, I informed the the committee that the former Moxa facility is located on the Matson school site. It is not a separate legal parcel. U, it is actually part of an operating uh, school location. So, it is part of the the Matson school site. U, it's not a separate piece of property that's owned by the district. It's all part of one parcel of land and I think that takes us to today. All right. So, first I want to thank my fellow committee members for serving along with me. Uh

we committee members are not acting as elected officials and we are also not district staff and we're doing this as volunteers and understand that part of our role is to listen to input from the public. Um I want to Union School District for taking the steps necessary to ensure that members of the public have an opportunity to voice their opinions, allowing public comment in person and via Zoom with translation available for Spanish and Vietnamese speakers via Zoom. That was important to the committee that you all have an opportunity to voice your opinion. Um, I want everyone who'd like to speak to be able to do so. And so for this meeting, given the volume and because you want us to take action and not just spend the whole time listening and not take action, um

we'll limit public comment to one minute each. I know that that's about half the time you usually get, but again, that'll give you an opportunity to hear us talk and potentially make a decision. Um and so thank you for understanding that that's what we're trying to do. And uh we've now got our packets. And so we will now take public input on acceptable uses of the district space and real property, including the potential sale or lease of surplus real property for childc care development purposes pursuant to section 17458. And again, we unfortunately do not have translators in person, but we do on Zoom. You translation real time. Um, best thing to do would be to use your phone to go on Zoom, but otherwise we will capture it here and and the audience on Zoom

will definitely hear the translation if I'm Yeah, if I'm correct. So, would anybody like to give public comment before the next step after this is that we will discuss this topic and we would love to hear you before we discuss this. Good evening, advisory council. >> Who's taking time? >> Um, I am. And so if I raise my hand, that means you got 5 seconds. And then if I say thank you, it means time's up. >> Perfect. >> Okay. >> Go ahead whenever you're ready. >> Okay. Good evening, Advisory Council. I'm K Ramirez. I'm here with SOS Mayfair Cis Collective and the Youth Building Coalition. Maxa once served as a hub for Latino heritage. Bringing it back would give youth and Latino Latino youth a space where they can collaborate with other youth and help

youth who can't access resources in other ways. I firmly believe that if MAXA is reopened, it would have a positive impact on the youth in our community. Children deserve a space where they can express their interests, gain new knowledge and experiences, and it would prevent dropouts, bringing in more youth with different interests and develop the sense of belonging for many children. Please tear something down that once lifted up an entire community. Fighting to reopen MAXA is a chance to invest in brighter, stronger futures for our next generations. Thank you. >> Next. >> Hello again. My name is Ashley Guerrero and I'm the homosivos organizer at SOS Mayfair. Today I'm here to remind you of your duty as representatives of this community and this committee. Hoping you hear us out and that your vote reflects the

needs and asks of the community. Today I'm here again to ask for your support in recommending to the board to partner with Somos Mayfair SOAK and the CIP for the collective to revitalize Maxa MAXA. And what that would look like would be um reaffirming that the this land and the Maxa site is surplus land so that we can hopefully enter into a 45-year long-term agreement with this uh Olark Unified School District. We know there's a huge need in the community. Families are being separated. the big beautiful bill passed, which means there's going to be a lack of investment in our community. So, we have the opportunity to invest in them through this site. And so, I'm hoping that y'all hear us out. Y'all see we got a lot of people here in support, and that's

what y'all are here to do as community uh committee representatives. Thank you. >> All right. Thank you. >> Good evening, advisory committee. I am Fernando. I'm a middle school student here in San Jose. I'm here with Sos Mayfair, Cather Collective, and the Youth Building Coalition. For almost a decade, MAXA has been closed. But before that, it served as a community hub for children and families. During that period that it was open, it helped hundreds of people, serving as a place for sports, academics, child care, and so much more. If we reopened it, it would give Latino youth in our community a place to feel welcome and to be safe. I've done sports for a long time. Having somewhere to having somewhere to be able to go and play basketball and doing wrestling would be extremely

beneficial for my growth. Think about how many Think about how many other people could use this place for their hobbies and giving them opportunities to grow for their passions. Thank you. Uh thank you to all of you for your volunteering and your time and listening to the community. My name is Milan Balentin and I serve as the executive director of the African-American Community Service Agency. I became the executive director 15 years ago and had a 1.5 staff and they were expecting the AACSA to close. But today we are well operating over $3 million for our programs and working with all communities. And we don't just serve the African-American community. We serve all communities and Moxa is AACSA. And so it is definitely a hard decision for some to make, but I think it's an easy

one for you all to make representing the votes that you will put forward representing yes, the Latino and Chicago community, but the little black girls and the Asian children and anybody from any diaspora that is here in our communities need those senses open to believe in them. So when it was a 1.5 me, now it is all of them and others. And so I ask for you today to vote in supporting that project so that the community people can come in and lead in the way that they need to lead. Thank you for your time. >> Hello, my name is Kiana Munos and I am the program associate for the African-American Community Service Agency. Um, what's being asked today isn't just about a building. It's about an eastside vision. A long-term lease and a service-based

partnership will allow communities to fundra, repair, and reimagine the space. There are the kinds of solutions that build real lasting impact. We urge the 7-Eleven committee to recommend preserving the site and honoring the generations who have walked through it, through its doors, and to those yet to come. Thank you. >> Good evening. My name is Amber Mress and I am the case manager at the African-American Community Service Agency and I am here on behalf of AACSA and MAXA. We are showing up in full support of saving and restoring the Moxa building. Just like AACSA, Moxa has always been more than just a place. It's been a powerful foundation in the community. A place where healing happens, where people find their voices, and where culture lives on. At a time when so many of our young

people are being pushed out or overlooked, we can't afford to lose another safe space. This isn't just a piece of land. This is history, and this is home. Thank you. >> Good evening. My name is Jeremiah Lamburgger and I am here on behalf of the African-American Community Service Agency. The Maxa Building has always served young people and families in East San Jose. When I was in undergrad, one thing I relied on was the community to get to where I am today. And I believe that Moxa needs to be saved for the youth to continue to thrive in this community and that the most important thing that we teach is history and not the future. And so I think with a race to Moxa will be a bad idea. And I want to let's keep the

site reading committee and invest in the future that puts the youth first to continue to learn its history. >> Uh my name is Yavani. I am the steam on Saturday instructor for our ASUSA and uh I'm here because uh I know the impact that we make on our community and I have a lot of Mexican and Asian and all type of demographics at our agency and just the impact that we make and the opportunity that we have for the children to see people that look like them or children that look like them is such an impact. So I just I'm here today to ask you to reconsider and uh yeah, thank you guys. My name is Alto Kamacho. I come to y'all with gratitude for your time. Uh, as a high school English teacher who's

from the east side, went to James Lake. Um, I hope that you guys consider the the youth that we're working with, you know, growing up, we're told to hope and dream. And with all the schools closing, the kids losing their communities, MASA could be the split the place where the kids can hope and dream again, right? uh Alamra Bakle 100y year anniversary in in 2030. So what better place to have it at than at Moxa uh and you have the support of all these people here um and we we want this to happen. So we're hoping that you all have us in your minds and in your hearts when you make this decision and you consider the youth and and the people you're here to serve. I appreciate you guys' time. Thank you. >> My

name is Mark Herbert. I'm a lifetime county resident. For the past eight years, I've worked in the Mayfair community first of education. Currently as a member of a food services community-based cooperative, graduated from the Cisqua Collective jobs to grow program. I'm here to support MAXA as a home for integrated community services, youth services, family services, senior services. Moxa is um is Moxa is is not um is not surplus and Somos has a strong history of community impact and a strong commitment for a long-term future. Thank you. >> Hi, good evening. My name is Olivier Foster and I represent the African-American Community Service Agency and I'm here in support of preserving the Moxa building for community benefit. I know for me growing up, you know, I wish I had a building like like this right down

the street that I can go to to really help give me an outlook on my future. Um, and really just being here, all the community and support, it shows how important something like this is to all of us. And you all do have a significant amount of power because you all are here. You can advocate for voices like ours. Um, so I do um encourage you all to continue to listen to us this evening and really side with the community on this matter. Thank you. Good evening everyone. My name is Kathy Blake and I'm representing the African-American Community Service Agency. I've been at the agency now for six years and I've seen how um it's grown in being able to offer community services to people and our youth has made such a huge difference to

our community. I grew up with community centers like this and I know how important it is for kids to be able to come and um with other kids that look like them. And I think the key is in the name of Moxa, community. That's what we want to offer to our children, a place where they can come and just be themselves and um continue to grow and learn. And as I said, people do have the power. And I hope you will consider consider um keeping the Moxa building open for our children and our future. Thank you. Hi, my name is and I am here expressing my strong support for preserving the Maxa building in Mayford. As a community member, I believe that Maxa is not just a building is a community asset where people come

together from East San Jose to gather together and be with one another where they felt safe and supported by the Our community needs maxing out than ever with all the school closures and eyes separating families through the nation. You have the opportunity right now to make a decision to revitalize Maxa and make a brighter and better future for the youth of East San Jose. [Music] Good afternoon everybody. My name is Maicio and we've heard a lot about what Moxa was and we heard about what Moxa can be. But let's talk about a little about what typo Moxa is today. Community service. Today this is Moxa. We just don't have a building. There's a lot of a lot of people coming together here from a lot of nonprofits, a lot of different agencies and stuff and

we just need a home and you know you guys are part of the community as well and you know San Jose is behind in a lot of community centers, a lot of resources and stuff like that. There's a lot of cities that are way ahead of us. They got places safe places just for not at risk youth but everybody. It's not just at risk youth. There's there's people there that are going to help families, fathers that need help with paperwork, people that need jobs. There's much more to it. We're not just We're not just people saying help us, help us. We want we help ourselves. We help our doom. Like I said, we're just without a building. So, I mean, we we we can move on without it, but we would love for you guys

to join the community, be a part of us, and say, you know what, we all did this together. >> Thank you. >> My name is Eliso. I'm here to help and support all this beautiful community to keep this building alive or bring it alive. It's very important for the kids and for our families to be like a community center like before and somebody you know like they go to school they can coming back and do their homework in there or they have games or they can use like office space but it's very important they keeping bringing us back in life and you guys supporting us. This is your community. We just need help like everyone else. Thank you so much. >> Good evening. My name is Alisa Marino Alvarado. I'm uh thankful for this opportunity

to address you. Um I have been um a mental health therapist since 1984 and I've worked in mental health since 79. I did work out on King Story. Uh basically mediation between gangs or Gleas. Um, and one of the biggest things that helped reduce violence and stop violence was a place to come together and play sports, do Aztec dance, uh, learn how to paint, um, just all these things that are really activity based mental health um, therapy and they're very very developmentally rich experiences for youth that are just don't uh aren't available in a lot of our schools and so I really urge you from this in terms of mental health to please save Moxa. >> Thank you. >> Uh good afternoon Victor Vasquez. So for the next couple years you're going to have more

students in Mayfair and the Lee Matson campus. Why is that? Because the board decided to bring students from another school into our neighborhood. And because of that, Mayfair is going to become a major youth hub. And the students that you've been that you serve and your students are going to need access to a gym, a field, a community center that can support their growth, their dreams, and academic success. Now, we have two choices in reality. One option is to ignore this reality to overlook what young people need and many of them are facing poverty and serious challenges. We can do nothing that and that will lead to a path of disconnection and a risk for our young people in our community. The other option is for us to stand with them to support our proposal

and to make sure that young people have what they need, positive outlets, so that they can become and achieve their dreams. I want to remind us that we talk about money a lot and it costs a lot more to incarcerate young people. It costs a lot more to demolish a building. It costs a lot more to deal with the aftermath of not providing young people what they need. And I want to urge you today, you got the choice to invest in your students and their future. >> Thank you. Hello everyone. My name is Jonathan Gomez. Um I'm a member of the Youth Building Peace Coalition here in San Jose as well as a professor of Chuco Chuco studies at San Jose State University and someone who uh for the last seven years has been developing

and facilitating educational enrichment programs uh across uh the east side of San Jose. And you know through this work uh over the last five years uh there's just been a growing need of young people to have uh safe uh spaces to develop their interests to you know um uplift their own self-confidence. And through this work, um, I've had the great privilege of, you know, meeting young people and community members who are not only registering the needs that exist, but also are developing plans of action and service, utilizing culture and their own knowledge to build programs to imagine programs that could be housed at MAXA. So, right now, just a rich moment in this history where many people are excited to take part and we urge you, the committee, to reaffirm Moxa is not a surplus

land. recommend preserving it. Thank you very much. >> Hi, my name is JP and I am a proud UC Berkeley alum and grad student, an achievement made possible by the community resources that supported my education and development. I urge this committee to formally designate the Moxa site as a permanent community benefit and to reject any proposal for its demolition or reclassification as surplus land. The Moxa site is a vital community asset for Mayfair and the east side, areas that have long been subjected to systemic dis disinvestment. As research in the Stanford Social Innovation Review uh illustrates, resourcerich communities, foster greater educational achievement, health outcomes, and economic mobility. Eliminating this site would not only erase a critical support structure, but would exacerbate entrenched inequities. For do for decades, Maxa has disrupted cycles of poverty, advanced social

mobility, and fostered community cohesion. The property must remain in community use to sustain and expand these impacts. I strongly urge each and every one of you to safeguard this site in alignment with equitydriven urban policy and community needs. Thank you. [Applause] >> Dear 7-Eleven committee, my name is Juliana. I believe that Moxa should be preserved because I have experienced firsthand the impact that a community center has on Latino youth. A place where dreams can be achieved in a place where youth have a safe haven to go to. Thank you. Hello advisory committee. My name is Alandra. I am a youth member in the Washington Guadalupe community which very similar to the Maper community. I'm part of my youth community youth group and I cannot describe the endless opportunities and support I have received as a

result of others caring enough to invest in me and other youth. I hope other youth are able to experience this during this time where youth are witnessing many of the injustices affecting the Latino and other ethnic communities. The revitalization of MAXA would be a win in the middle of all these losses. MAXA represents a long history of strength, resilience, and community. Thank you. Hi advisory committee. My name is Anukica and I'm a resident of the Washington Guadalupe neighborhood. Uh yesterday a group of youth stood around Moxa and prayed for its protection for dreams to be restored and for youth to feel at home again and for you all as you make your decision. Do you know that many refer to the Mayfair neighborhood as sales or get out if you can? What if instead of

youth being told to get out of the neighborhood from a young age, they're invited into belonging, connection, and safety? What if Mayfair was given a new name? You belong. You are safe. You are surrounded by community. Will you join us for the beautiful and healing work of reclaiming and restoring Moxa? Natalie, Juan, Sandra, Trevor, Gustavo, Sharon, Dileia, Mariel, may you be blessed with wisdom, compassion, courage, and an attentive ear to the cry of youth in our city as you make your recommendation to the board. Thank you. [Applause] My name is I am a high student and the community centers feel like second home for others high school students. So >> thank you. [Applause] >> My name is Lisa Cenos. Um I am a public member and behavioral therapist. Um, I'd like to um encourage the

committee to reaffirm that Maxa um stays continuing to help support um the youth in our community. Maxa is not just a building. It represents the bridge that construct constructed by those who have no way of sustainability without watering and tending to each other's own garden. This is what community has done for years and years and now we ask for even more Ensuring the preservation of the MA Maxa building not only continues the path toward deconstructing these negative stereotypes, outcomes, and false hopes, but it proves to the generations of youth and families, all who have previously thought the impact of limited or removed funds that could have been redirected towards a newer outcome that their stories matter, that our communities matter. I urge you to stand with the hearts and help you write a story of

strength beside them, not against. Thank you. [Applause] You know, good evening. Uh, my name is Oscar Gerros Mandrano. I I I'm a Lino's coordinator. I signed in for today. We were here last in last meeting. We heard a lot about just demoling the building. As we know, it's cheaper just to rehabilitate the whole building. You all heard a lot of comments the last two two times. How much more do you really need to make a decision to do the right thing? You know the history, you know the data. You can look at the Silicon Valley pain index talks about all this data about the impacts of youth centers and yet we're still having this conversation around getting support from the 7-Eleven living committee to make a decision to say you know what we're going to

recommend to the school board that this this place or this MAXA historical site actually continues to stay open serves a community and you're able to utilize the other sources or the other empty sites or other projects that you may deem viable in terms of income for the school. But yet we still have to come up here and really fight for this place that it just seems that's being neglected from individuals who have the power to make a decision around what's really going to happen. >> We hear about the data. I just want you to make the right decision because it's not only those who are impacted but it's the generations that come after that. >> Thank you. [Applause] >> Good afternoon. Uh my name is Itali Martinez with Somos Mafford and I want to start

off with thanking y'all because it was mentioned that this is off duty. This is volunteer time for you. So I really appreciate you taking that time and effort. However, everyone here present community is also putting in that volunteer volunteering time and we have this thing in common that we're both committed and we're both passionate for Alum Rock School District students and we want to have the best for them. So, as Juan mentioned, um this land is not considered s surplus land. So, you may not have a direct decision on what to do with Moxa, but I do want to encourage you that this is not just our fight. This is you guys' fight as well. I want you all to see the vision and I want you I want you all to see um the

dreams within Moxa and why it's so important and also for your kids, for your cousins, for your neighbors, and for many more future generations to come. So, shout out to everyone here and we're going to do this with all the effort and power that we all put into this fight. Thank you. [Applause] >> Hello, advisory committee. My name Thank you for taking the time this afternoon. My name is Mity and I serve as an academic adviser at San Jose State University and I am a proud resident of this community. I'm here tonight to express my strong support for preserving MAXA building in Mayfair. This building is more than just a structure. It's a vital part of East San Jose. It has long served as a safe, empowering space for our youth, especially those who often

go unheard and underserved. Eliminate eliminating MAXA would erase an important piece of our cultural and communal foundation. I urge you to consider the deep impact this center has had and can continue to have on generations of young people in our community. Thank you. [Applause] Good evening board. My name is Taylor Garcia. I am a San Jose Black Bray. I've been most of my life. Um I coordinate with SOS Mayfair. Um I do appreciate you guys' time. I think we are volunteering. But I think that the most important thing is that you guys all need to understand that we do support teacher housing and I think that that on that on that site I mean my vision and I think the Blackberry vision um we could put the teacher housing on the field and you and

say much as the field as we can but preserve the whole Moxa center for the future of our community and I think that's the message I want to send home tonight to you guys and to the chairman. I want to apologize to Sam directly because my my one of my friends is I was coordinating with her and we're the ones that called her the other night trying to get the support to speak up here. So apologize about that. So but thank you for your time you guys. Thank you. [Applause] >> My name my name is Uriel Perez and I was raised on the east side right on Oakland Avenue in front of Cesar Chavez. Growing up I would go I would walk to Cesar Chavez Middle School. I went to Ace Middle School. During that

time in middle school, I would misbehave this very bad. I was getting in suspensions, detentions, almost to the point of expulsion. I then went to I then went to Ace High School where I was still disrespectful, on the verge of expulsion. Yet, my east side community was always there in support. Luckily, I had the chance to go to UCLA and graduate with a degree in Chuco studies. Maxa would mean that my students would be able to thrive. At last year, I taught as a calc pre-calculus and geometry high school teacher at my former high school, Ace Charter High School, and I would love my students to thrive. We see the young generation here thriving, fighting for a building that was memorable, that brought beautiful events where families gathered together to show community, especially in times

right now. [Music] [Applause] Hi, my name is Sto Garcia. I'm with the San Jose Black Braves. Uh, first of all, thank you guys for your time. Um, my my father was a teacher for James Lick, so we're not against teacher housing, but we are we are we are asking for a safe space for the community. I mean, I I lived right there in the community for many many years right behind Target, and I can tell you firsthand that they they need a safe space. I mean the kids really really do. I mean I can tell you and yeah that's what we're asking for. Thank you. [Applause] >> Good evening. My name is Olivia. I'm part of the EMU committee with almost Mayfair. Uh first of well first thing I I I'm here to support MAXA.

That's definitely not what I'm here for. But also want to mention that for future uh meetings if you guys going to do this for Zoom make sure the Zoom link works. It's not working. Also, if you guys could bring interpretation in person also, we want we want engaged community, right? That's that's what we that's what we're doing here. So, if if there's resources are lack of resources, how are the computers going to be engaged? Some of us cannot come here because of work, because of kids. So, great that you guys have a zoom link, but please make sure that it works and there's also interpretation um in person also so we can engage the community. Thank you. [Applause] Thank you everyone all you guys in that committee for your time. Um just a reminder remember

that Mazda was uh in >> okay so I just want to remind you guys that MAXA uh in all these cuts that we have with the schools was meant to be tore down. So remember this community uh these different organizations that are stepping forward are willing to bring the money to >> I'm sorry now it's me. >> You could start over if you'd like. I'm so sorry that was my fault. >> So just remember you know this building was meant to be torn down and like so many different his uh stories of people have said why it's important. And I also want to share something with you guys that you might not know because you guys don't live around this neighborhood. But in houses, we have families maybe three around three families living in the

same house. One room is for a family. So if we have this this community center, it would be like a big big big dream for our community and a spa a space where they can go and feel they have something or they belong or they that our kids can have a open space to uh play. You know, in history, brown people and communities have been oppressed and we are on very different hard times right now. We are in 2025 and we still repeating history itself with this president and these racist people that are coming out of the their widas you know and I think it's time you know we as community and I know all of you guys have a good heart and with your heart you know think about this community and and and

and support us you you guys are our community representing us in this community. Thank you. >> Thank you. [Applause] All right. >> Okay. >> We have public comment on Zoom. >> Hello. Yes. Uh, my name is M. Ra Mendoza and I work with Amigos de Gualupe Center for Justice and Empowerment and we are part of the CIO Collective. You know I'm listening all of the speakers and it really moves my heart because you know um I want to thank the the committee the advisory committee. I hope you adise the the board to do the right thing. Um you know it's it's kind of frustrating right because the opportunity is there for them to make a move. Okay. How many boards, school boards have the opportunity or have the community that we have here in the

east side of San Jose? So the the Alon Rock School District is lucky lucky to have the community that's trying to save a historic place in the heart of the east side of San Jose. So yes, ad advise the board to do the right thing and to let them know in what side of history they want to be because I always tell the politicians this. >> Thank you. >> A politician is measured the way you treat the most vulnerable and right now a youth is the most vulnerable. So you tell the board to vote to work with us. Okay. This is the opportunity. Go ahead on Zoom. Richard. Richard, please unmute yourself if you'd like to speak. Last call, Richard. >> All right. Okay, I guess we'll move on. So, I want to say thank

you to everyone who came to speak, including those who are watching on Zoom. I apologize that three of us, I think, care so much about this that we wanted to check to make sure was a superintendent, then I did and then maybe somebody else did. Um, and so I I'm glad to hear that Zoom was working. I know that the technology can be challenging at times and um, again, I appreciate I I think we heard one person on Zoom and there was another one waiting. And it's uh, as you can understand, what is important is not how many people were there, but how many people had the opportunity and so I'm so grateful that we gave the opportunity to the people online and they're they're watching now and the ability to comment if they wanted

to. Thank you for commenting in person. Uh let me just say I really appreciate those that were more experienced. I love how you didn't did right on the mart and those who are less experienced because those who are more experienced are modeling public participation what we all need to do. And so it was great to see those with less experience including the youth do that. And so let me I I think I speak for the committee and saying that we're proud of you for speaking up and um Just a clarification for those who weren't here last time uh that uh I think all of us are involved in the district and most if not most of us currently live in the district and probably all of us lived in the district in the past. Uh

and the example I gave is that I've lived in multiple locations throughout Elm Rock Union School District uh since I came here as an immigrant. Actually became a citizen on May 10th. It's a little bit over a month, I think. No, a month and a half. Let me do my math again. Okay. So, so I just want to tell you I lived near Soniker. I lived near Chavez. I live next to Lindale. I live near Goss. I went to Shephard, that's next door to Painter. My son and daughter went to Deante One. Uh my daughter is still there. uh she took summer classes or he took summer classes at Joseph George and other schools and um I went to Dorsa Elementary School. I remember vividly as a as a kid getting off the bus and

falling in a puddle and being full of mud. So anyway, uh there's my story and so I just want to let you know that we deeply um the reason I think we're volunteering is because we care. We wouldn't be here if we didn't care. Um and so I think I did the count again. There were 22 there are 22 schools 16 schools were considered in 2021 on the list adilante one and two which are separate schools are combined so that's why it's 16 and that in 2024 the board decided that six schools uh should be closed to meet the budget deficit or to address it and uh someone could correct me if I paraphrase that wrong and I want to clear up for the committee members and anyone uh anyone here in the audience that

uh the former Moxa site is on the campus of uh Matson. And so um those who are speaking here and what we heard from the presenters last week is that um the request is for the former MAXA site to not be considered surplus and for us the committee right to decide that one of the schools that we're considering to recommend for as surplus potentially for sale or possible lease that they are saying in case of Matson do not recommend it as surplus and specifically uh recommend that it should be available for their uses as non surplus and so I'm just trying to clarify what I think I heard last time and what we're hearing this time and um and just one clarification um to our second facilitator uh in terms of I heard about the

to the former MAXA building is correct that those are two separate considerations or is it one? >> Yes, the field is not a part of the MAXA facility. >> Okay, >> that's a part of Matson. >> And so I I just want to clear up I think I heard a comment about what the field should be used for. I want to let you know that that's not something we're considering. What we're considering is whether 22 schools should be we should recommend them as surplus or not. And that is recommendation regarding Matson specifically does not involve that field or what it could be used for. Correct. >> Yes. Okay. All right. Just want to make sure we're on the same page and um so I I thank you again for your input and now we can

go on to uh discussion and I I want to check does anybody have a preliminary recommendation that we should discuss? Anyone on the committee? Yes. >> Considering as not or just the list we got of the schools that closed those properties. I'm confused on the property because we know that is on the Madison propert. >> I I can say and then you could correct me. So, I know there's a little bit of confusion for some because the board is saying that they want to close the school, right? That's not what we're >> They did. >> Okay. And so, that's not what we're trying to do. What we're trying to do is we could conceivably at one extreme say, "Oh, there's 22 schools and we recommend them all for surplus to meet this budget deficit." I'm

just saying it's an extreme, right? We could recommend zero and we could recommend the 16 that were considered in or we could recommend the six that the board is I don't want to say that part because I don't know if I'm going to say it accurately but that they are seeking to close right >> okay and so I think then the does that answer the question how our scope is a little different from what the board looked at. >> Well, no, that's okay. I think with more discussion on this. Okay. Yeah. I I wasn't even thinking of any of the open schools or anything like that. When we got our original information, it listed the six schools >> at our first meeting while we were handed out. It didn't mention the other open because they're

So they're obviously not surplus property because kids are going to go there in August. So that was my and I know the board is already working with the Moxa community and stuff like that. They did a presentation proposal. So I I was confused whether we were supposed to be considering the Moxa building or just the six buildings of the vacancies. So the committee was not restricted to the six buildings uh that are or the six schools that are closed. Um it's open to the committee to to uh consider all of the district sites, all 22 plus Moxa. But that's the reason that the committee was presented the information regarding demographics and enrollment and the school closure information because now with certainty there are five that will put that five four that have already closed. No,

five that are already closed. >> Um the definition of surplus is would be a facility or property that's not necessary for the for the agency's purpose for school's purpose. And that's why the other the earlier version of this committee was considering the box building because by that time the facility had already been closed for about four years. >> I'm not I'm not speaking out against the thing. I just wanted to make it where I really understood >> what the committee >> and oh and now I have a clarification but first you point out so the Moxa building on the Matson site is definitely within the scope of what we are considering and I can understand why members of the public are here to say because you never know what people will do, right? And so

they're saying, "Yeah, definitely don't consider don't recommend a surplus." Yeah. >> Oh, yeah. I just wanted to see. >> And now my question for clarification, I think I know the answer, but let me make sure. Um, and so we could choose to recommend that the six sites that the school district is closing or is closed or whatever um should be considered surplus. >> Yes. And so then so then um I think I have a recommendation unless somebody else wants to go first. So my recommendation is that um we want a viable district and uh I want to do what is best for the district because the district is a valuable resource for our kids, my kids, right? And I want to protect it and it's where they can they get a lot of additional resources.

Um and it always troubles me when um people have less resources anyway. And so then my recommendation is to uh honor that and honor what the public has asked. And what I mean by that is the board heard lots of testimony from lots of people including me. I spoke up and they made a decision, right? the five board uh board of trustees or the five trustees took that all in consideration and came up with a list of six schools that should be closed and whether I agree or not my role was to speak up and theirs was to decide and to take all of that public input into account and then now we're here and what we're also hearing is members of the public saying uh definitely point out that Matson should not be surplus

that there be a path of for this possibility via the district. Um, and so my recommendation would be that we uh identify the six sites that are closed uh as u surplus property that should be available for lease, not for sale, right? because hopefully in the future times are better and more families live here um and they use our schools. So, six sites as surplus for possible lease with the distinction that we don't know how much the the school district needs to close a gap. So, recommending that the board of trustees prioritize them, right? They can decide the order. Uh if you don't need to lease them all, if you do need to lease them all, figure that out, but prioritize them and And in terms of the remaining schools, I think we should honor

what we heard from the public um because I think we want more resources available and we want partners with the district so that and in the future this district could continue to be viable. And so I think that we should explicitly state that uh we recommend uh that Maxon not be considered as surplus and that we recommend that the uh district continue to work to determine if there's another path forward with those seeking someone right to or whatever group uh they're working with to see if there's another path. Uh because if if we end up with another a use for that building that has been closed for so long and if it benefits a community and if it helps the district and if people know that the district is providing this resource then it can

only help I think the district in the future. Obviously I'm speculating um but that's my recommendation. Six schools that the district closed should be considered what we recommend that they be uh deemed surplus for possible lease in the order that the district prioritizes and that the building the former Matza building at the Lematson site is it >> it's a lot um uh not be considered as surplus and that the district uh explore continue to explore the path forward with the community. >> Now some of you might wonder why would we take that extra step? Um do we have the discretion to do that? >> Which part? The second part about um well I know that we can say do not consider the max surplus right. We recommend that we also recommend that the district continue

exploring alternative uses for the site and >> that's right. >> Okay. So so I think if we do that we're going to honor what the board of trustees did. We're going to honor what the public has requested and >> I'll second that motion. >> So, as a point of clarification, my recommendation would be that you specifically >> schools. Thank you. So, the uh the board resolution adopted by the board identified Cassel Dorsa and George for closure which are already closed. Also identify the consolidation of other two and the relocation of that school to renaissance at Fiser. So once and that's in 2026 right so once that happens the current one site will become vacant. So two sites I'm sorry. So you might want to as part of that action is clarify that once those two

schools are closed and become vacant that may be surplus at that point. >> Sorry, let me just count again. One, two, three, four, five. Five closed. >> Sorry. On the current site list, can we just um correct the spelling on number seven? Lindale is spelled incorrectly. >> L Y N D A L E. There we go. Okay. So, let me see. Uh, so are there currently only five schools that have been closed and in the future. >> Okay. >> Right. Right. So it's it's two more. So it's a total of seven. >> Okay. All right. I stand corrected. Um and that is uh Okay. So let me let me make sure to do this correct. And that is that um the recommendate that we recommend that Sylvia Elementary School, Horus Kuritan Elementary School, AJ Dorsa

Elementary School, Donald Meyer Elementary School, Joseph George Middle School, Adelante Dual Language Academyy's current site, Adelante Dual Languagemies to their current site. Um, that those be that we recommend those for surplus for lease in the order that the school district prioritizes and that we recommend that all other schools not be considered surplus, but specifically that Lee Matson and the former MA site not be considered as surplus and that the district continue to explore alternative uses for that site with SOS Mayfair and its partners. >> I disagree. >> I see at at this point I think we should just do Dorsa, Joseph, George, Meyer, Cassell, and Keratin because we know for a fact that they're closing. They've been already announcing closure. Um Adalante one and two. If we want to, we can meet next year and

make it official, but at this point, I think only those five schools should be considered surplus. >> Are we would that would that be how we would proceed if we only went with the five that are current currently closed and made a recommendation and not anticipate what could happen in the future. Although I know you're saying they're absolutely certain, but we're not in the future. So, Yeah. So as I understand the mo so uh as I understand the dialogue and the motion as to adant as to the adant sites uh this this committee could make a recommendation that say that says they are surplus only if and when they are closed and become vacant. that would then it wouldn't be necessary to reconvene the committees to those two sites all over again a year from

now for example. So uh it's not that this committee is recommending that they be declared surplus and vacated immediately. The board still has its action and its timeline on the closure of those two schools. >> So what's the wording that you can use? >> Um that So the motion would be to uh to recommend that Cassel Kton Dorsa Meyer George uh be declared surplus by the board subject to the other stipulations that the chair made um about for lease only etc. And that as to Adilante one and Adilante 2 that uh those sites be declared effective on their their closure and they're no longer used for school purposes, >> but there's no reason to Delia's point that's something that we could also do in the future. >> Yes, you could. >> And I I'm just

thinking because you've given us a lot of very helpful information and facts, but those are true at this point in time. And in one year, we're not certain what the future. I know we could project What what do other committee members think? Should we make a decision on recommending for two sites to be considered surplus for lease only because there is a plan to close them in one year. So just a clarification u the board has already approved the closures of five schools and the closure of the two adantes. >> So that was already approved and done >> merger. >> So I I'm not sure where the confusion is or am I missing something? >> You're not. I think anyction. >> So, um I think we can I think that They don't have to >>

I I have a question about the lease and not for sale aspect of it just because having been educator in the district for 21 years. I taught at Slicker. I taught at Chavez. Um and so I when I look at certain things like Meyer is right next to the Re Hillview report and I know that decisions have been made by the county in regards to the operation of that. And so if it would behoove the district at that point in time to sell that property along with the Reed Hillview development that's happening, that could be very beneficial. And then we would still hold the cassell site and the dorsa site which are sandwiched on either side of it. And so I don't know if I feel comfortable giving such strict parameters of the for lease

only and not for sale um just due to the fact that the board is going to be prevy to information that we're not prevy to. Some of the other things that I know that it's been considered in the past are I don't know the retrofitting that is needed for the c and the George sites. So, if we're going to keep those to lease them out, would we have to do major retrofitting? That would cost the district more money than it would if we sold the land and whoever took over the land did that retrofitting um because of previous seismic activity things when we were trying to build the um multi-purpose room and stuff on the George campus. So, The fact that we have some information and not all information, it levies me to not do

the lease not sale issue. >> I just want to make sure I think you said Meer is next to Dors. >> Okay. I thought you said sandwich between that way. Okay, I get it. Um, so then here's what I think. The the district, just my opinion, the the Ford does have that information, right? And they could choose to say, well, then we should sell it, right? And so they could make that difference. I don't think we have to make that decision that you said that they have attorney. So I'm not disagreeing with you. I'm just saying that when they have they will definitely make that decision based on their information. Um, I just want to say that when I was on the board, we had to close a school and it was the one right

next door here. And the reason why we closed it was because it was the one that needed the most amount of work and the new tenants paid for all the upgrades and updates. And so I'm not sure we need to be concerned too much about which ones need a lot of work because whoever ends up renting it will be responsible in the lease agreement to do all the TI's and things that might need to be done there like we did over here at Paula. Um but in any case, I I am still in favor of the motion to not sell because that is precious property that we'll never get back for anything else. And so I'd rather we in this committee stay focused on leasing it and holding on to the land for other purposes.

>> Yeah. And then I I'll just to build on what Gustavo said, we always have to move forward as if we will succeed, as if the district will succeed. As soon as we start taking actions that lead us to believe we will not succeed, then we start leading toward our failure. And what I mean by that is if we If the district were to start selling properties, well then now the alternatives encroach further and then at some point in time we're doing it again. And so yeah, I agree. No, I agree that we should not recommend anything for sale because the district will succeed in the future. >> I'm trying to sound convincing. All right. Okay. Are there on the committee, please? >> Hi everyone. And I want to thank the public. It was very

heartfelt speeches and we appreciate your time. Um I do I am in favor of um keeping the Matson site u as um oh my gosh the word just left me. Not surplus. >> Not surplus. And uh the closed sides um release >> surplus release. >> I'm fine with that as well. Uh and also the wording that the lawyer had mentioned earlier about the day one and two. I'm fine with that wording to make it um future. So um the way that that the the language would protect us um from you know schools are closed then they could become open for lease. >> Anyone else? And um I'm sorry your name >> Sandra. Um so what do you think about what we just said and the reason I'm asking you is because I think we send

a strong message if we are united in our recommendation. And so given that understanding are you okay with we his uh with what >> I'm just saying I mean I know that this is a recommendation so the board's going to do what the board's going to do. Dustavo as I'm sitting here next to him was on the board when he closed my school sitting next to each other. Sorry, >> but you know, but and and I understand that, but it's just one of those where I mean and I understand that this is a recommendation and that the school board is going to do what the school board is going to do. And so I mean I I understand that we want to look to the future and that we are hoping that you know Silicon

Valley will grow and be bustling again and that we can get you know our our schools and our you know population back up and that we don't have the mass exodus that we have had leaving the Bay Area to find cheaper housing. And I 100% understand and and agree with that. It's just I just wasn't looking at not leasing I mean not selling any of them as something that was considered or not considered. >> Thank you. Um because I truly believe that if we were divided uh our recommendation would maybe carry less um importance. Um and I I just want to tell the audience I think you just saw the same hope that you are speaking to right and so I think um yeah there's hope everywhere. So um I take notes on my and

it died. So, let me try to uh make the Do I have to do anything regarding the past motion or no? Or I can just proceed and try. >> Uh you want to restate the motion? >> I want to restate the motion. Thank you. All right. So, the motion is to recommend that Cassell, Curin, Dorsa, Meyer, and George be considered surplus or possible lease not for sale. And that upon closure Adelante Dual Language Academy 1, Adelante Dual Language Academy 2 be considered as surplus for lease, not sale, and that Matson not be considered as surplus at all and that the district, we recommend that the district continue the exploration with some major and its partners for an alternative for the site >> for the facility the Moxa facility yeah I'm sorry for the that the

district continue the exploration with SOS Mayor Somos Mayfair and its partners for alternative uses for the 660 Sinclair site >> okay got it right >> all right okay and then so how do we vote >> and there's a second by Mr. So that you can call for the vote. >> Okay. Call for the vote and do I reading? >> All those in favor signify by saying I. >> All those in favor say I. >> I. >> All right. I know we heard it unanimous but is anyone opposed? >> Okay, thank you. Then I I believe we are done with this >> meeting with number one. You still have two and three. >> Oh, what what is two and three? >> Thank you. >> Yeah. >> Which one? Where do you see two? >> Oh, >>

what part? What part? I'm sorry, man. We >> What part are we at? >> We still have two more. We are on four death a priority list of uses of the surplus space for the properties that we are recommending. >> She hugs me now. She didn't back then. >> Okay. >> All right. >> The priority list. >> So does that mean like prioritize which sites or? >> Yes. So the last committee uh recommended that the board prioritize various uses like child care, community things like that. >> They are um >> they're they're in their report year, but it's it's in here. We could just >> So, committee members, the >> We don't want liquor stores. We don't want >> smoke shops or anything like that, >> but I'm positive our superintendent's not going to do

that stuff. So the last >> So the last committee's recommendation as to the priority uses were early start intervention programs, daycare, trade apprentice programs, adult ed classes, evergreen extension classes, and other alternate education uses and spe special education county programs as appropriate. That was that was a previous >> So I I'll second that as well. >> What if we want to add to it? >> Sure. What do you want to add? Um like for me specifically um if if it could work out is for Joseph George to be used more like a sports facility because for example back in the day before Hubard expanded they used to rent out field and they would play cricket there and that was money coming into the district right these people would rent the field and play cricket every

Sunday and they kept it clean and you know they you know I learned cricket and you for example, that's that's a sport that's really taking off. Um whether it's a cricket field or a soccer field because you know, for example, they rent out over there on Story Road on um Boys or Latino here, you know, that what used to be Cruz School, the CR Hispanic University, the that facility, you know, turned into a couple of charter schools. um they rent it out and we play soccer, you know, Alamar rents it out. So um I would love to see, you know, or add to this rent um to this list of 124 um >> a sports facility >> sports facility specific and for me specifically Joseph George because it's the biggest and it would be a

great field for um cricket you know. >> Is that allowed? Right. >> So, I'll second that motion that she just made to add a sports field as a potential >> option. That's a great suggestion. help. I think that's a good idea. >> They're two separate things. There's a sports facility that we're okay with and healthies we're okay with. >> Oh, yeah. I just know you were very specific about the >> I just think it's Joseph Georgees because it has a field. Everybody has a track. It has a field space. That's why. And it's the junior high school. It's the biggest. >> Are you okay with not specifying this? >> No. Yes, it could be other schools. Yes. >> Call for All in favor say >> I >> anyone? The last category would be limit tolerance.

>> Well, certainly no alcohol, no smoke, none of that stuff. >> That would be C. >> Yeah, you're right. C. So C has six. Do not sell properties. Do not allow vacancy that would permit a charter school takeover. No homeless support activities. Follow board policy regarding lease options for any surplus property. No adult in industries. No activity that creates toxic waste which could impact the community. >> Is this where we could put something about um continuing or developing a part partnership with SOS? >> No. Because this is we're saying >> this is what we don't want. >> Okay, this is a surplus. Okay, never mind. >> It's what we don't want plus now is in a different category. We're not considering it. >> Okay, got it. >> So, I'm in agreement with most of it.

I I have a problem with the charter school one. I know, you know, we're a public school education, but they're still educating our kids and we still lease the schools out. And if they're going to pay the top dollars to lease our kids, our schools, why not? It's a school. So, I'm not I'm not sure why that's there. >> Um I think because then every they are more likely to take more students and reduce the funding for the district that would allow the district to beable. Yeah, I think that's that's why I mean that's part of the reason we're in this situation. And it's not that I have anything against a specific school. It's just that I think we're trying to keep the district viable, a district that offers more resources for more types of

students. >> They're all our kids, guys. They all deserve uh they all deserve a district. >> I mean, well, I mean, we could talk about it. I I have a difficult one, too, but can should we resolve that one first? >> We can. I mean, I don't know how everybody else feels, but I I have to disclose I had two of my kids go to a charter school after going to Adante, and you know, they were the right fit because it was a smaller less people, less anxiety for my kids and it worked. And so I think limiting choice for our parents is probably not a good thing because we're parents and we're trying to do the best that we can for our kids. And that's all I could say is we're here for the

kids. And >> yeah, >> were those high schools or middle schools or >> high school? I know. I know. Uh in this case, this is >> No, I'm only asking My son also went to a charter because uh he was able to better serve him. That's all I'm saying. And so, but I think to your I I think right now we're just talking about elementary and middle school and we're here to support the district. >> Yeah. >> Could we add something in that? I don't know if this would work, but like you said pay top dollar, right? So, let's say if the school can house, you know, 300 kids, the school pays more than that 300 kids bring to us then we can like consider something like that other than that negative loss for for

the district right >> okay that >> I'm looking >> I mean I'm personally not charter schools either but I'm saying something in the middle I don't know if that would be possible to add that in there >> I mean it's your it's your report so the committee can add anything it wants but uh as a practical matter what Next is the district will engage with it consultant who will bring to the board how the district value was leased to a charter. What are what are we making off this school next door here? So, so that's, you know, if we want to stay sustainable, I think that's what we're going to get our biggest bang for. But I don't know, superintendent, what are your thoughts? >> Well, you have to remember that the the lease, it's

all dependent on what you negotiate. Right. >> Right. Absolutely. >> But every student that you lose is equivalent to approximately $15,000 per student. So if you lose 10 kids, right, that's a lot of money. Yeah. >> And so when you're talking about 300 students, you're talking multi-million dollar costs, >> right? And so we're already in a deficit. Next year we're at close to close to $10 million deficit spending. We're spending more than we Right. And then the year after that, we're at close to8 million. And so we have to close that. >> So it's not sustainable. Yeah, I guess what I'm saying guys is it's it's up to you and the board to decide the best and highest use after talking to your property provider folks, right? I think if we limit if we take

charters off, we might be losing a ton of money that we don't know tap into, but we'll leave it up to you guys, right? I don't know if we want to limit them because if we say and even at the end of this, it's a recommendation, right? At the end of the day, the board's going to say, "I don't care because this to make up that difference like you're saying, whatever the case may be. I just don't know if we want to stipulate they can't when there might be a really good reason to do it just like we did next door here. >> I I I have another one that might be a difficult one for everybody. >> Sure. >> So, I'll just maybe um so number three I didn't realize that had been there

and it says no homeless support activities and that's such a category and so I don't believe we should include it. The board will decide what I'll go ahead and tell you then that I had to overcome many challenges in life and for a period of time I was a young adult and I lived in a van and that was and secure and I used a blanket so I wasn't cold and so yeah so I don't necessarily support the homeless for the most part just like so there we go so I think there's a request to take off number request and and I'm in favor of doing that as well. You know, why can't we use our schools to help those less fortunate in our community? And once again, it's it's a dollar and cents thing.

If if a nonprofit comes in and offers a whole lot of money to support the homeless, that's the highest and best use. I'm in favor of it. >> And the board is the one that would decide. >> Right. At the end of the day, we're just proving a recommendation. The board's going to do what the board's going to do, >> but our recommendation is valuable. So, I I don't want to minimize what we're doing and that we're discussing it and that they're counting on us to recommend something. So, how does everybody else feel? I think what we're hearing is strike number two and number three and recommend the other four. Uh the four would be do not sell properties. Follow board policy regarding lease options for any surplus property. No long-term leases. Uh and this

is only for the surplus sites that were saying should be surplus and no adult industries, liquor sales, cannabis sales, etc. And no activity that creates toxic waste which could impact the no longer with What if there's a really awesome deal on a longer lease? Now we recommend that to the board. I guess I'm trying. >> It says follow board policy. >> Okay. >> So maybe at the time there's a board I guess board policy. >> And then for two, I think it was the previous administration that was do not allow the vacancy. why we had 22 schools and only 7,000 students and so we already have the vacant properties. So if charters are going to come in, there's already buildings that they had schools that only had eight classrooms occupied when they could hold 30

classrooms. So two is I mean yeah it was a different administration and a different time. So two sense and then with the three you know Yes. >> All right. Okay. And uh yeah, let me just say thank you all for sharing all of that. And so I just want to say I really appreciate everything that we're doing because we're trying to do what is best for the community, for our kids. And I just want since I brought it up, uh then I like all of you of what is possible. And so are we ready to recommend the fourth striking? >> Yes, we're ready. >> I would be against it. >> Huh? >> I would vote against it. >> Okay. What's your concern? >> Um I still I mean I think uh this area has been

inundated with charter schools. you know, they actually gone to other places to get um if they really want a charter in this area, they can get it. I don't think it should be on one of the sites. And the homeless support activities, I remember attending these meetings back in 2021 and there were reasons why and it there was a lot of people on the Zoom calls and just um I would take this more maybe not um take more of the community input about this one because um I just remember attending those meetings and why that was put in and and it was more community uh the the areas affected in those Thank you. And let me just go with what you're saying. We could replace number three just a possibility with uh homeless support only

via nonprofit leases. So the question is do you trust that nonprofit space that the district decides to the interest of the community. >> I I remember more this was more of it would attract homeless into the community, right? Because they're not coming to the school right now because there's nothing for the homeless to come to the school that versus this this would attract um people to >> there's a reason for them to come in to get services. Um, I mean maybe certain sides, but I just, you know, um, I remember why that was put in there. >> Yeah. And I think once again, it's just a recommendation. Everybody, and you better believe if they're going to do something with the homeless school site, those parents and community members will probably show up to the board

meeting, hey, what's going on here? You know, is there So I mean there's checks and balances for everything that we're doing >> right >> and ultimately it's the superintendent and board that have to >> one last try consensus number one five and six I think we could all agree on right it's two three and four that we heard different things um so the board will do what the board is going to do but we could tell we all agree not sell properties industries that creates okay >> following board policy is fine >> who objected it before >> we stop question it but then it was follow board policy >> yeah yeah I'm fine I'm fine we can put it back in >> okay so one one four and five >> and six >> and and

six >> 14 five and six. So, everyone in favor of recommending that the board of trustees consider the following limits of tolerance when considering the use of district surplus of real property, which is do not sell properties, follow board policy regarding lease options for any surplus property, no long-term leases, no adult industries, for example, liquor sales, Canada sales, and no activity that creates toxic waste which could impact the community. Everybody in favor say I. >> I. >> Anyone opposed? >> All right. Believe we've got it. >> Since we we've gotten this far, I can just ask the committee the in the prior report, there were recommended uses of surplus space in real property. Does the committee except for the Moxa which is number three on that? Because this is relatively consistent with priority uses. Is

the committee okay with that? You're saying do we agree with you? >> Except for number three, which is >> Yes, I do. >> I do agree. >> Oh, okay. >> Except for >> Wait, what about the sports? Sports. >> So earlier saying these are priorities and then now we're saying recommended. Yes. And so recommended include All right. Yes. So, we should uh >> is everyone in favor of that? Say I. >> I. >> Anyone opposed? Thank you. >> So, next steps would be uh we will drop this into a report and so I hate to ask you one more report will be presented. presented to who? >> To the board. So, >> oh, so at a board meeting. >> Yes. So, we will put this this committee's actions today into a rigid report. Okay. Should

be short at >> Can I ask you could that be on Zoom or not? >> Uh, no. >> Okay. Then could we come back for 15 minutes in two weeks or There's no way to do that now because the report hasn't >> Who can do who can do in one week? >> Next week. >> Yeah. >> When are you at the conference? >> Oh, it's a full week. Can we meet Monday? >> Okay. Monday 28th. I can do it. >> Would we have to meet as a group or would I be able to come on a separate time and approve it? >> Request dinner. Okay. 6:30. It is >> 6:30, right? >> Just curiosity, >> can you do Tuesday? >> Tuesday, the next day, the 29th. >> I can't either. >> No, the 29th. >>

I can't 29th. >> I bet. So, four of us may be here and the four of us can vote on Monday. >> Is it? >> Yeah. Monday the 28th is >> we're not changing anything. >> Oh, says she'll be back on the 24th. >> All right.
